2023
is

resilience
which
focus
on
how
thorough
resilient
African-American
people

want

thank
the
the
mayor
and
the
city
council
for
acknowledging
Black,
History
Month,
and
also
the
work
that
the
100
black
men
and
the
100,
the
Coalition
of
the
100
plus
black
women,
do
in
Beaumont.
We
started
this
organization
some
years
ago
and
amusingly
on
your
roster
is
the
gentleman
who
wrote
the
bylaws
and
incorporation
theme
for
our
organization,
Arthur
and
Samuels.
We've
had
such
members
in
our
organization
to
contribute
to
the
City,
the
late
John
Paul
Davis,
Cleveland
nisbee,
among
others.

economic
or
a
grant
that
we'll
be
applying
for
it's
a
competitive
Grant.
We
work
with
a
lot
of
our
Community
Partners
to
kind
of
bring
this
forth.
So
it's.
This
is
definitely
a
team
effort,
and
anything
we
do
here
at
the
City
of
Beaumont
is
definitely
a
team
effort.
Bipartisan
infrastructure
law
has
allowed
for
some
funding
to
come
down
a
pipeline
more
specifically
for
disadvantaged
communities.
I
just
want
to
make
it
clear
that
we
don't
determine
what
the
disadvantaged
communities
are.

That's
EPA
just
like
HUD
when
they
give
their
funding
out,
they
already
have
a
census
track
and
they
determine
work
and
where
communities
Falls
in
their
disadvantage
bracket.
The
grant
that
we're
going
talking
about
today
is
the
recycle
education
and
Outreach
Grant.
You
go
to
the
next
slide
this
great
just
to
let
you
guys
know
the
total
amount
of
funding,
for
it
is
30
million
dollars,
something
that
stands
out
to
us
because
we
fit
the
category
regarding
disadvantaged
communities.

Is
that
40
percent
of
this
30
million
will
go
towards
disadvantaged
communities
and
a
guaranteed
20
on
the
top
of
that
20
percent
I
will
also
go
towards
disadvantaged
community,
so
you're,
looking
at
about
from
a
formula
funding
standpoint.
60
of
this
funding
Nationwide
will
go
towards
disadvantaged
communities
regarding
education
and
Outreach.
The
minimum
award
for
this
grant
is
250
000.
2
million
is
the
max
the
amount
that
we're
requesting
785
000
we're
pretty
close
to
some
deadlines
that
are
coming
up
as
far
as
the
notification
process
and
we'll
be
notified.

If
we're
able
to
receive
this
in
full
or
partial
amount
or
any
in
April
of
this
year,
the
project
is
expected
to
start
in
October
of
2023,
which
would
be
really
close
to
our
fiscal
year
beginning
the
funds
are
awarded
on
an
annual
basis,
so
whatever
we
receive
is
going
to
happen
for
the
next
three
years.

the
goal
of
this
grant
or
the
name
is
started
off
by
saying
the
small
steps,
big
difference.
This
is
the
City
of
Beaumont
recycling
education
program.

It's
a
free
program,
that's
done
on
the
first
Saturday
Saturday
of
each
month,
and
so
for
a
bulk
of
this
grant
is
going
to
be
education
and
Outreach
and
when
you're
dealing
with
EPA
or
any
Grant
regarding
the
language
of
disadvantaged
communities,
you
want
to
make
sure
that
you're
not
just
this-
is
not
just
a
social
media
marketing
campaign.
This
is
a
way
that
we
can
be
boots
on
the
ground.

This
is
a
Grassroots
approach,
because
we
believe
that
when
recycling
needs
you
know
or
they're
educated,
it
can
be
duplicated,
and
so
this
is
sort
of
like
an
infrastructure
for
recycling
in
the
long
term
and
I
think
it
positions
the
city
of
Bowman
in
a
good
way.

Just
give
you
a
brief
on
the
history
of
recycling.

We
had
a
recycling
program
in
years
past
we
partnered
with
Waste
Management
I,
think
they
had
a
site
off
Cedar
Street
and
they
went
did
away
with
that
site.
On
Cedar
Street.
We
had
two
different
models
from
my
understanding.
We
had
a
city
paid
model
with
a
city
paid
for
recycling,
and
then
we
had
we
shipped
it
to
a
subscription
model
where
individuals
who
wanted
to
do
recycling,
they
would
pay
it
themselves.

That
leads
us
to
today
and
I'm
only
highlighting
this
because
there's
a
gap
in
service
and
a
gap
in
years,
and
so
that's
the
need
for
the
educational
component
and
the
opportunity
of
what
we
already
provide
in
our
city
through
solid
waste.
We
do
heavy
trash
pickup
once
once
a
week
we
service
about
35,
000
customers,
and
so
these
are
just
unique
opportunities
as
we
do
these
educational
grants
and
if
we're
awarded
you
know
what
do
we
do
in
the
future,
and
so
these
are
just
some
opportunities
that
we
can
look
at
in
the
future.

Next
is
this
is
the
type
of
education
that
we'll
be
pushing
out
from
kindergarten
all
the
way
to
12th
grade
and
in
our
disadvantaged
communities
and
all
across
the
city
of
Beaumont.
So
it's
not
really
specific
to
one
area
we'll
be
doing
public
service
announcements.
We'll
have
many
different
approaches,
but
Graphics
like
this,
because,
no
matter
what
community
you're
in
everybody
throws
away
trash,
and
so
this
is
a
unique
way
that
we
can
kind
of
recycle
this
material
and
improve
the
narrative
around
Beaumont
in
our
city
next
slide.

The
focus
of
this
grant
has
four
phases.
The
first
phase
is
to
inform
that'd,
be
more
so
through
a
public
service
announcement,
whether
we
do
radio
TV,
whether
we
do
door
hangers
door-to-door.
You
know
this
is
going
to
be
more
of
a
Grassroots
approach.
The
second
phase
is
going
to
be
engaged
and
we've
we're
working
with
several
Community
Partners,
who
are
going
to
play
a
very
influential
role
into
this
program,
which
will
allow
us
to
be
successful
long
term.
So
we
want
to
make
sure
that
we're
doing
something
that
can
be
sustainable,
long-term
phase.

Three
is
more
of
an
empowering
phase,
which
leads
us
to
the
bigger
part
of
this
program.
Is
we
want
to
build
ambassadors,
and
so
we
have
a
training
program?
That's
set
up
I
think
about
six
weeks,
and
so
it
allows
individuals
to
be
educated
in
their
communities
becoming
Ambassador,
because
individuals
in
communities
sometimes
are
the
best
advocates
for
their
communities,
and
so
we
do
have
the
resources
within
this
grant
to
provide
those
kind
of
opportunities
where
we
can
do
events
in
our
community
and
the
last
step
is
to
get
involved.

We
want
to
develop
more
ambassadors
in
our
community,
bigger
events,
because
when
you
have
more
opportunities
to
recycle
you
typically
recycling
will
increase,
and
so
I
do
want
to
bring
back
the
point
we
we
do
have
recycling
in
the
City
of
Beaumont
at
Lamar
University,
it's
a
free
program,
so
individuals
that
are
not
in
the
specific
disadvantaged
communities
they
can
still
recycle
it.
So
we're
going
to
be
publicizing
those
once
a
month
free
recycling
opportunities
in
hopes
that
we
can
measure
the
outcome.

if
we
measure
what
they're
doing
now
at
Lamar
and
what
we
start
to
see
in
the
future,
maybe
that
can
be
something
that
we
can
look
at
as
a
case
study
in
hopes
to
move
forward
in
recycling
in
the
City
of
Beaumont
next
slide.
Our
goal,
like
I've
stated
over
and
over
is
to
educate
citizens
on
recycling
is
to
promote
the
free
recycling.
That's
already
happening
at
Lamar
University,
and
it's
the
train
up.
Ambassadors
I
think.

If
we
can
get
individuals
trained
as
ambassadors,
they
will
be
become
better
advocates
for
this
program
and
the
more
people
that
are
advocates
for
the
program.
I
think
the
longer
it
can
last
and
then
improve
our
communities.
I
do
want
to
add
to
this
slide
that
this
cannot
be
done
without
our
Community
Partners
I'm,
going
to
ask
one
of
our
Community
Partners,
our
bigger
Community
partner,
Exxon
Mobil,
to
come
up
and
kind
of
talk
about
their
excitement
about
this
program
regarding
the
ambassadors
and
the
other
community
partners
that
are
included
so

Miles
and
city
manager

talk
about
this
a
great
opportunity
to
do
recycling.
We
know-
and
we
listen
to
our
community
residents,
and
this
is
so
important
to
them.

we
learned
about
this
op
opportunity,
we
had
definitely
had
to
be
a
part
of
this
effort
and
we're
so
grateful
to
support
that
we
were
able
to
get
on
the
phone
and
collect
other
agencies
to
be
part
of
this
as
well.

really
look
forward

supporting
this
application
and
consideration
by
the
EPA.

community

next
date
is

So
Lamar
University
has
an
agreement
with
PepsiCo
and
replenish
and
so
I
don't
know
the
terms
of
their
agreement
as
far
as
whether
they
distribute
the
the
recycled
material.
But
it's
completely
free
to
us.
We
can
get
that
information
as
we
kind
of
move
forward
in
our
educational
process,
because
that
was
a
gap
in
service
in
the
past.
We
will
find
that
information
out.

The
purpose
of
our
our
presence
here
today
is
to
discuss
a
clean
water
program
that
is
part
of
the
vice-partisan
law
that
similar
to
what
was
just
said
earlier
through
the
Care
Act,
and
this
particular
program
focus
on
the
replacement
of
lead
pipe
service
lines.
As
you
know,
in
our
communities
we
have
a
lot
of
older
homes
that
have
a
whole
lot
of
old
lead
pipes
that
causes
some
problems
with
drinking
water
from
time
to
time.
M
So
this
program,
that's
set
up
through
this
bipartisan
bill,
is
set
aside,
so
that
money
is
allocated
to
municipalities
for
the
replacement
of
those
lead
pipes
and
so
in
an
effort
to
increase
clean
drinking
water.
The
EPA,
in
association
with
the
federal
government,
has
come
up
with
this
program
and
there's
money
that
has
been
allocated
through
the
Texas
water
development
board
to
be
giving
in
the
form
of
Grants
and
some
low
interest
loans
to
help
cities
to
actually
mitigate
this
particular
problem.
O
Mr
Mayor
and
the
city
council,
the
city
manager
and
all
that
we're
speaking
to
we're,
excited
about
this
program.
Maybe
about
nine
months
ago,
I
started
doing
the
same
exact
program
throughout
the
state
of
Alabama
for
a
program
to
replace
lead
service
line.
Just
a
little
note
on
ejs
ejs
is
a
complete
total
architecture
and
engineering
consultant
firm
has
the
headquarters
in
Dallas.
O
Texas
has
a
major
office
in
the
Houston
Metroplex
and
five
of
office
throughout
the
Gulf
State,
so
I'm,
the
CEO
of
ejes,
a
licensed
civil
engineer,
Southern
Jaguar
alumni
from
Baton
Rouge,
but
my
excitement
is
about
the
program,
is
what
we
are
doing
to
improve
our
communities.
A
lot
of
minority
communities
have
a
lot
of
lead
line
before
the
1980s.
O
Everybody
got
LED
service
lines.
So
so,
if
you
got
a
house,
you
got
a
main
water
line.
The
lines
to
the
house
to
the
homes
are
normally
lead
in
Copper.
Also
it's
the
businesses.
So
this
program
is
to
replace
all
of
the
lead
and
copper
lines
that
exist
in
communities
and
we're
working
with
the
Texas
Water
Commission
board,
to
secure
Grant
applications
and
to
apply
for
Grants
and
get
funding
for
our
cities.
Beaumont
we
need
and
I
was
telling
Mark.
We
need
to
focus
on
getting
our
applications
in
early.
O
O
I
have
a
lot
of
experience
as
a
company
working
on
these
types
of
projects.
We
we're
working
on
five
cities
in
Texas
I
have
about
four
cities
in
Louisiana
that
I'm
working
with
these
programs
on
so
so
this
is
a
very
important
program.
It's
all
about
help.
It's
all
about
making
sure
that
we
are,
you
know
assuming
and
consuming
real
good,
clean
drinking
water.
A
Okay,
well
I
would
like
to
say
I've
enjoyed
meeting
with
the
both
of
you
and
I
want
to
thank
you
for
introducing
this
led
program
to
me
in
which
led
to
a
follow-up
meeting
and
luncheon
with
our
city
manager.
And,
as
you
stated
it's
it's
so
many
houses
that
have
been
built
in
the
30s
and
40s
and
50s
with
lead
pipes.

Now
the
grant
has
different
regulations
on
how
much
you
qualify
for,
but
one
of
the
key
things
is:
if
Beaumont
is
considered
a
underserved,
a
disadvantaged
business
a
week,
I'm
sorry
a
disadvantaged
community,
we
will
be
able
to
apply
for
a
grant,
and
the
state
is
saying
that
if
we
meet
those
qualifications
which
doing
some
of
the
preliminary
research,
we
should
meet
those
qualifications.
We
will
get
funding
and
not
have
to
pay
it
back.
O
Some
cities
will
get
partial
funding
and
they
said
you
can
go
inside
of
a
city
mayor
and
certain
Community
areas
will
not
get.
You
can
get
funding
for
those
areas,
but
you
can
get
funding
for
your
other
cities.
One
thing
we
want
to
know
is:
this:
is
a
mandate
from
the
EPA
and
from
the
clean
drinking
water,
so,
whether
you
put
in
for
this
grant
or
not
the
city
is
going
to
be
on
the
hook
for
having
to
make
sure
that
they
meet
all
of
the
mandates.
That's
that
will
take
place
October.
O
The
16th
is
the
first
phase,
one
mandate
that
the
cities
have
to
come
in
and
Report
what
we
call
do.
We
will
do
an
inventory
of
every
business,
every
every
house
and
home
in
the
community
we'll
do
an
inventory
to
find
out
whether
the
lead,
copper
or
lead
lines
exists.
From
that
we
have
to
do
meet
certain
qualifications.
We
have
to
notify
the
EPA
a
lot
of
extra
things
that
have
to
take
place,
but
we
have
to
go
to
Every
home.
O
Are
we
going
to
do
certain
type
of
research
and
data
research
that
we
got
to
be
able
to
confirm
through
the
EPA
that
lead
lines
exist,
or
they
don't
exist?
From
that
we're
going
to
have
a
lot
of
public
environment?
It's
going
to
be
a
lot
of
public
Outreach.
We
we're
going
to
have
to
come
to
homes
and
we're
going
to
have
to
pull
a
water
meter.
O
But
it's
it's
a
it's
a
very
it's
a
great
program
to
reverse
some
of
the
health
issues
that
we
are
having
I
end
on
this.
One
of
the
great
examples
is
Flint
Michigan
everybody
heard
about
the
Flint
Michigan
and
the
bad
water
and
the
lead
water.
What
the
the
reason
for
this
program
is
the
United
States
want
to
remove
a
lot
of
that
lead
and
copper
out
of
give
to
homes
into
businesses,
because
they
don't
want
later
to
have
any
kind
of
class
action
lawsuits
when
they
know
that
those
issues
exist.

We
won't
come
mean
no
houses,
we're
gonna
have
to
go
from,
they
call
it
the
private
and
the
public.
So
we'll
we'll
go
from
public.
First,
our
meters
at
the
at
the
water
lines
itself
to
meet
us
and
then
we'll
go
and
look
at
meters
only
the
meters
on
the
outside
and
we
will
not
go
into
anyone
home.
We.
Q
We've
already
started
the
lead
and
copper
rule
inventory
internally
through
water
utilities,
so
the
lead
and
copper
rule
is
going
to
require
every
city
to
inventory
that
inventories
due
October,
16,
2024
and
tcq
will
start
reviewing
that
inventory
in
2025..
So
what
we've
done
to
this
point
is
we
have
tap
cards
in
the
City
of
Beaumont
written
cards
on
when
we
install
water
taps
we're
scanning
an
ocring
all
of
those
tap
cards
in
approximately
38
000
tap
cards.
We're
also
reviewing
any
plans
that
we
have
for
subdivisions,
so
we
can
take.
Q
If
we
have
information
on
the
tap
card,
we
have
information
on
the
building
plans
that
state
the
material
type.
You
can
exclude
that
from
having
to
physically
go
inventory.
We
can
also
exclude
any
houses
confirmed
built
after
1988,
which
that's
8
500
addresses
within
the
city.
So
by
doing
our
homework,
we
can
pare
down
the
number
of
houses
we
have
to
physically
visit.
Q
We've
started
our
pilot
on
testing
some
of
the
inventory
and
we're
doing
that
by
potholding,
so
we're
going
in
about
three
or
so
feet
from
the
meter
on
the
customer
side
of
the
line
using
this
machine
to
use
water
to
to
drill
down
a
hole
and
then
investigate
the
line.
To
this
point
and
we've
just
started,
this
we've
only
seen
copper
lines.
We
haven't
found
anything.
We
estimate,
maybe
one
to
two
and
a
half
percent
of
the
unknown
service
lines
could
be
later
galvanized
in
the
city.
At
this
time.
Q
We're
estimating
that
which
would
potentially
conservatively
be
345
to
862
lines
that
conservatively
be
and
that's
the
high
side.
We
feel
on
the
on
the
amount
we
haven't
seen
any
lead
Lines
within
the
City
of
Beaumont.
But
you
have
to
do
this
testing

water
fluoridation
understand
that
there's
been
some
push
to
try
to
get
that
out
of
the
city.
Water
supply
and
I
want
to
talk
to
you
about
why
we
should
keep
it.
So
you
all
get
the
handouts
there,
you're
going
to
find
two
things.

One
is
a
letter
from
the
TDA,
the
Texas
Dental
Association
strongly
recommending
water
fluoridation.
The
other
one
is
the
presentation
I
put
together.
So
let's
just
talk
about
just
a
few
facts
on
on
tooth
decay.
Tooth
decay
is
the
most
common
chronic
disease
among
children
and
adults.
Every
year,
there's
over
60,
000
hospitalizations
due
to
tooth
infections
and
about
60
of
those
patients
die
every
year.
Also,
children,
with
with
dental
pain,
are
three
times
more
likely
to
miss
school.
How
does
fluoride
in
the
drinking
water
strengthen
teeth?
Fluoride
is
basically
it's
a
mineral.

That's
found,
naturally
in
Water
Supplies,
whether
it
be
Ocean
or
well.
Water
and
fluoridation
occurs.
Whenever
we
add
fluoride
to
it
to
get
it
to
an
optimal
level,
a
therapeutic
level
level
that
is
actually
0.7
milligrams
per
liter,
nearly
three-fourths
of
the
U.S
population
lives
in
an
area
that
is
serviced
by
Community
water.
Fluoridation,
fluoridated
water
reduces
tooth
decay
by
25
percent
over
a
person's
lifetime,
both
in
childhood
and
to
adulthood,
and
it
works
in
two
ways.

One
is
the
ingested:
fluoride
from
water
and
Community
water
fluoridation,
but
also
from
just
topical
sources
such
as
toothpaste,
varnish
things
like
that
that
you
might
use
routinely
at
home
or
at
a
dental
office.
Basically,
they
work
in
combination
together
when
they
were
when
they're
putting
together.
They
work
better.

Basically,
the
the
effects
of
community
water
flourishing,
extends
well
into
adulthood
as
well,
particularly
as
we
age
and
we
have
more
xerostomia
dry
mouth
and
you
see.
Cavity
rates
go
up
the
average
lifetime
cost
of
a
decade.
Molar
is
six
thousand
over
six
thousand
dollars,
and
a
Texas
study
found
that
Community
water
fluoridation
saves
the
State
Medicaid
Program
twenty
four
dollars
per
child
per
year.

The
safety
of
community
water
fluoridation
has
sometimes
been
debated,
but
over
75
years
of
evidence
and
basically
communities
using
this
has
shown
virtually
no
credible
science.
That
shows
that
there's
any
deficit
at
all
or
any
real
harm
to
any
of
the
the
people
in
that
Society
or
that
Community.
The
real,
only
real
comment
you
can
make
about
having
too
much
fluoride
is
fluorosis,
so
it's
white
spot
stainings
on
on
teeth
that
usually
occurs.

If
people
have
too
much
fluoride
while
they're
in
the
development
years
and
honestly,
it's
more
of
a
cosmetic
issue
than
anything
else
and
a
minor
cosmetic
issue
with
that.
Typically
it
fades
over
time
and
not
something
that
we
tend
to
see
any
health
deficits
at
all
as
they
age
and
we're
going
to
go
to
page
seven
here.
So
how
would
ending
fluoride
affect
a
resonance

would
see
immediately
see
an
increase
in
25
percent
of
cavity
rates
in
that
area,
and
you
would
see

bottom

state
that
it
would

remove
fluid
from
our
drinking
water.
There's
no
question
that
you
would
see
an
increase
in
the
tooth
decay
rate
in
our
society,
specifically
in
our
children.
It
will
affect
every
demographic
group.

no
question:
it
doesn't
matter
who
you
are
where
you
come
from,
what
background
everyone
will
experience
an
increase
in
tooth,
curious
rate,
there's
more
than
just
your
diet
and
sugar
that
plays
into
tooth
decay.
Fluoride
helps
the
bacteria
in
the
plaque
not
to
stick
to
your
teeth
as
well.
It
decreases
the
denialization
rate
and
it
provides
Rehabilitation
rate
for
your
teeth
to
be
stronger
and
more
resistant
tooth
decay.

But
there's
no
question:
there's
not
enough
Medicaid
providers
in
Texas,
nor
is
there
reimbursement
enough
for
us
to
deal
with
the
problem
of
tooth
decay,
specifically
in
children,
it's
very
difficult
to
concentrate
if
you're
in
pain
at
school,
it's
very
difficult
to
function
at
work
if
you're
suffering
from
a
tooth
toothache.
It
just
is,
and
I
see
it
all
the
time
all
day,
long
with
people
in
pain,
so
I
very
much
would
discourage
removing
the
fluoride.
If
we
can
keep
it,
we
need
to
I
can
promise
you
that
we
would
see
increase
in
our
problems.

fluoride

occurs

from

number
of
things

water,

there
is
some
in
water,

maybe
not
enough
to
prevent
tooth
decay,
and
it
is
often
added
to
drinking
water
supplies
as
a
public
health
mandate
for
reducing
cavities
and
and
promoting
Dental
Health.
The
next
slide
we'll
share
a
little
bit
more
about
you

Its
primary
purpose
again
is
to
improve
oral
health
and
to
address
it
at
a
recommended
level.

practice
applied
in
the
United
States
for
many
years
now,

1945

lot

aspects
associated

history

that

the
aspects

look

Fluoride
is,
is
in
water,
it's
in
toothpaste,
it's
in
a
number
of
different
things,
and
it's
it's.

used
in
that
way
to
prevent
tooth
decay
and
its
actions
benefit
children
and
adults
throughout
their
lives
and
the
intent
and
the
purpose
of
that
again,
as
you
heard
in
some
of
the
previous
comments,
both
cavity
reduction,
addressing
some
of
the
current
concerns
that
come
with
poor
Dental
Health
CDC
is
certainly
included
as
one
of
its
Public
Health
accomplishments
and
that's
been
in
many
ways.
A
part
of
what
drinking
water
fluoridation
has
been
about.

Like
many
things
that
we
deal
with
in
drinking
water,
though
it
comes
with
a
number
of
considerations
to
balance,
and
so
I'll
speak
to
some
of
those
as
well.
Next
slide,
the
U.S
Department
of
Public
Health
Service
has
a
recommended
dose
a
concentration
in
drinking
water,
for
prevention
of
dental
caries
at
0.7
milligrams
per
liter.
That's
actually
an
updated
value
from
previous.
So
back
in
2012,
they
revised
that
from
a
range
to
this
specific
number.

Just
to
give
you
a
quick
picture
of
what
are
we
really
talking
about?
The
0.7
milligram
per
liter
recommended
value
is
to
achieve
the
public
health
dental
benefit,
while
limiting
the
associated
downsides
of
having
too
much,
which
would
be
Dental.
Fluorosis
is
the
first
point,
so
that
starts
with
having
some
white
aspects
of
teeth
that
can
get
to
very
severe,
as
shown
on
the
bottom
right
hand
picture
there.
Those
are
aesthetic
issues
that
are
at
that
point,
but
above
the
four
milligram
per
liter
range.
Is
why
there's
a
federal
MCL
that
limits?

How
much
is
in
water?
That's
when
you
get
into
things
like
skeletal
fluorosis,
where,
instead
of
having
calcium
in
your
bones,
you
have
fluoride
in
your
bones,
which
is
not
not
a
good
thing,
so
CDC
lowered
the
recommended
level
from
the
range
of
0.7
to
1.2
down
to
0.7
back
in
2015,
and
that
accounts
for
the
fact
that
there's
fluoride
in
a
number
of
different
ways
that
are
that
we
encounter
in
society
from
the
products
that
we
use
next
slide.

So
Texas
has
a
presence
with
the
aspect
of
fluoride
and
water:
fluoridation,
water,
fluoridation,
being
Community,
Water
Systems,
adding
fluoride
to
the
water
to
achieve
this
benefit,
and
they
talk
about
the
cost
Effectiveness
associated
with
that
and
the
the
public
health
benefits
and
the
cost
effectiveness
of
those
benefits
being
achieved.
In
that
way,
that's
an
important
thing
to
keep
in
mind
next
slide.

So
Beaumont
has
both
of
these
aspects
naturally
occurring
fluoride
in
the
groundwater
Supply
from
the
low
groundwater
treatment
plant
you'll
note
there.
The
recent
sampling
results
from
earlier
this
year
had
values
that
were
at
0.6
and
almost
0.5
milligrams
per
liter
or
the
combined
point
where
those
well
supplies
go
into
the
water
system
at
0.619
milligrams
per
liter.
So
pretty
close
to
the
recommended
value.

So
a
couple
of
other
aspects
associated
with
the
history.
More
recently,
you
know
the
city
implemented
some
improvements
to
address.
Some
infrastructure
concerns
that
had
come
up
at
the
point
of
where
fluoride
is
is
injected
and
because
of
that,
those
actions
that
were
addressed
there
were
some
costs
incurred
associated
with
that
and
I
think
that's
prompted
some
of
these
conversations.
It's
important
to
recognize,
there's
a
lot
of
careful
consideration
that
needs
to
be
applied
to
the
design
and
operation
and
use
of
any
water
treatment
processes.

Everything
that
we
do
comes
with
benefits
and
risks
associated
with
them,
and
that's
an
aspect
of
the
the
history
of
how
fluoride's
been
used
here.
That
I
think
has
been
resolved
and
now
it's
in
position
to
be
used
again.
So
moving
forward
to
the
next
slide,
just
to
put
some
context
about
Texas.
We
simply
put
up
here
the
the
statistics
from
what
was
shared
here
in
the
last
couple
of
years.
You
know
about
72
percent
of
the
population
of
Texas,
drink,
adjusted
or
naturally
occurring
fluoride
in
their
water.

happens
to
be
the
the
surface
area
boundaries
of
those
Water
Systems
across
the
state
to
know
where
there
is
do
not
fluoridate
or
do
fluoridate
and
the
Do
Not
fluoridate
doesn't
mean
they
don't
have.
It
just
means
that
they
don't
actively
add
it.
They
have
in
many
cases,
naturally
occurring,
and
the
next
slide
will
show
you
that,
if
you
think
of
those
systems
that
are
those
that
serve
greater
than
a
hundred
thousand
populations
served,
this

what
that

fluoride
at
about

milligrams

liter,
and
they
chose
to
do
so.

be
a

A
couple
of
years
ago,
when
we
were
addressing
some
of
the
other
water
quality
concerns
and
generally
the
questions
and
concerns
that
come
with
the
use
of
of
fluoride
addition
in
this
way
is
just
the
fact
that
it's
a
hazardous
chemical,
It
Is
by
no
means
the
only
hazardous
chemical
that
we
use
in
drinking
water
treatment.

are
other
aspects
of
other
chemicals
that
that
have
that,
but
it
very
much
does
require
appropriate
operator
handling
and
attention,
and
that
does
come
with
a
degree
of
you
know.
Even
time
cost
or
a
monetary
cost
associated
with
it
infrastructure
concerns
because
of
the
nature
of
the
chemical.
It
also
requires
attention
to
its
equipment
and
its
application
points
to
avoid
detrimental
impacts.
It
like
everything
in
a
water
treatment
plant
just
requires
standard
maintenance
and
care,
and
attention
associated
with
that
next
slide.

So
it's
important
to
talk
about
costs.
I
did
mention
the
fact
that
there
were
repairs
made
to
the
Pine
Street
Water
Treatment
Plant
associated
with
the
degradation
of
the
infrastructure
around
where
fluoride
Edition
had
been
accomplished,
and
there
were
costs
incurred
for
both
where
the
point
of
injection
was
made,
so
that
was
had
that
had
to
be
bypassed
for
a
while.
That's
now
a
part
of
the
process,
which
is
a
good
thing
to
have.
Actually
it's
a
benefit
to
the
way
that
the
surface
water
treatment
plant
is
designed
and
operated.

There
was
also
the
the
repair
where
the
the
issue
occurred
in
the
first
place,
so
there
were
some
some
bolstering
of
the
system
to
be
able
to
address
that
going
forward
and
then,
like
most
chemicals
in
a
water
treatment
plant
process,
you
have
to
address
the
containment
of
that.
So
both
the
concrete
and
the
sump
pumps
around
those
chemicals
have
to
be
addressed
and
maintained.

So
there's
costs
associated
with
that,
and
one
thing
that
can
be
a
bit
unique
to
the
fluoride
chemical
is
that
it
can
actually
off
gas
and
etch
gas
in
the
chemical
building,
and
so
those
systems
are
built
and
designed
to
address
that
it
just
speaks
again
to
the
nature
of
the
chemical
and
how
it
has
to
be
handled
appropriately,
there's
also
an
operational
cost.
My
understanding
from
what
Public
Works
reported
is
that
it's
approximately
forty
four
thousand
dollars
a
year
for
the
supply
of
that
chemical.

know
they
have
to
receive
chemical
deliveries
about
once
every
three
months
and
they
have
to
maintain
those
metering
pumps
about
every
six
months
and
those
are
times
where
you
know
you
want
your
staff
to
be
having
the
right
training,
the
right,
personal
protective
equipment
and
all
the
things
that
go
on
with
addressing
the
use
of
these
chemicals
in
water
treatment,
and
so
those
costs
are
are
part
of
that
as
well.
Next

so
glad

ask
answer
any
questions
you

the
the
most
critical
references
or
important
references
to
speak
to
the
health
implications
of
fluoride
ingestion
from
drinking
water,
there's
a
national
academies
of
Sciences
report
and
that
report
was
specifically
called
for
to
address
questions,
concerns
about
higher
concentrations.
I
mentioned
above
the
four
milligram
per
liter
maximum
contaminant
level
in
the
two
milligram
per
liter
secondary
contaminant
level
above
the
four.
There
are
some
considerable
public
health
concerns
that
are
addressed
and
that's
one
of
the
reasons
why
they
actually
recommended
that
EPA
consider
lowering
that
value
from
4
to
something
lower
than
that.

they
didn't
specifically
say
what,
but
they
also
said
that
the
two
milligram
per
liter
secondary
MCL
was
an
effective
limit
against
other
health
concerns.
Now
that's
partially
due
to
some
of
the
fluorosis
questions
that
I
mentioned
before,
but
it
at
that
point
they
thought
there
were
no
other
adverse
effects
associated
with
Community
water
supply
and
ingestion
of
fluoride.
At
that
point,
so.

That
again,
there
are
several
references
that
discuss
those
things.
There
are
some
questions
that
have
been
posed
questioning
if
that
is
of
concern,
there's
not
conclusive
evidence
at
this
point
that
describes
that
those
things
are
of
concern
and
that's
why
those
standards
are
established
of
the
way
they
are
today.

Beaumont,
with

naturally
occurring

lobe

conveniently
at
that

boxes,
but
you
have
to
first
of
all
be
able
to
consume.

to
consume
water
to
get
the
benefits
of
the
fluoride
in
the
water,
so
I
don't
know,
and
then
in
an
individual
household,
how
much
water
is
being
consumed.

constituents

to
speak
out
for

to

initial
referendum,
where

citizens
voted
by
two
to
one
margin
to
take

tossed
aside
by
the

of

they

beneficial

allow
those
who

no
fluoride
to
continue
to
get
fluoride
by
injection

interested

to
see
kind

what
their
thought
process

have

guess
for
the
engineers
or
maybe
the
dental
community.

that

both
that

the
question
of
bottled
water.
So
there
are
bottled
waters
that
do
contain
fluoride,
and
there
are
those
that
do
not,
and
they
are
not
necessarily
labeled
as
such.
So
for
those

choose

should
be
specific,
and
there
are
very
much
household
or
point
of
use
devices
that
can
be
used
to
remove
fluoride,
the
the
water
quality
Association
list
certified
devices
that
are
useful
to
remove
a
wide
array
of
drinking
water.

concern,

that
is
certainly
one
of
them
and
you
can
find
the
list
of
the
devices
that
can
be
used

wouldn't

readily
available

opposite

doctors

listening

somebody
on
Facebook

listening
to
the
doctor,
so

it

toxic,
they
felt
that
it
was
poisoning
them.
They
felt
like
it
was
something
that
they
would
rather
not
have
in
their
body
and

after
you

We
had

episode

mentioned,
where
the
point
of
injection
of
fluoride
eight
through
a
72
inch
cast
iron
pipe,
and
you
know
it
cost
us
a
half,

million
dollars
to
repair
it
and
that
made
headlines,
and
so
people
remember
stuff
like
that.

the
places
that's
most
often
referenced
is
the
water
quality
Association
they're,
the
association
that
oversees
the
supply
of
those
devices,

they
have
a
database

website

find
those
types
of
filters
that
will
remove
things
that
you
are
interested
in
and
so
there's
ways
to
address,
not
just
fluoride
but
other
things
that
frankly,
we
need
to
have
in
drinking
water
like
disinfectant
and
other
aspects
that
can
be
addressed
at
the
point
of
use.

injection,
okay,
the

thing
is

the
the
dentist
that
spoke
earlier
talked
to
it
not
being
corrosive
when
it's
in
the
water
system
he's
entirely
correct,
because
it's
diluted
at

we're
handling
it
the
plant,
it's
a
hundred
percent
in
concentration
and
it
can
form
a
gas
and
what
had
happened
was
where
the
fluoride
injection
point
was.
We
felt
that
it
was
forming
a
gas
pocket
in
that
pipe
and
that
gas
was
very
corrosive
and
eating
away
at
the
pipe.

when
we
repaired
the
pipe
that
was
part
of
the
repair
was
to
move
the
injection
point
to
where
we
felt
it
would
be
underwater
and
not
creating
a
gas
and
not
eating
away
at
that
pipe.
But
it's
very
corrosive
in
nature
to
us
as
we
handle
it
at
the
plant.
If
it
spills
it
will
eat
away
the
concrete
it'll
etch
the
gas,
but
once
you
get
it
in
the
water
system
at
the
0.7
parts
per
million,
it's
not
corrosive.
At
that
point.
It's
it's
diluted
in
the
water
and.

very
well

the
concentration
matters.

you're
talking
about
a
supply,
that's
in
a
tank
at
the
water
treatment
plant
that
adds
very
small
amounts

entire

the
concentration
initially
is
very
high
and
has
to
be
handled
appropriately

session

we
speak
in
Austin
Texas
and
we're
going
to
participate
about
the
time
a
couple
of
weeks
from
now
we'll
be
going
over
with
the
Golden
Triangle
day
over
at
over
in
Austin,
but
what
we're
doing
and
what
we've
identified
to
do
and
with
input
from
Council
owns.

This
is
one
of
the
things
you
want
to
do
is
to
compile
a
legislative
agenda
which
gives
priorities
of
our
legislative
wanting
needs
and
goals
and
priorities
for
the
City
of
Beaumont
Texas.
This
is
a
commonplace
for
cities.
To
do
cities
do
it.
It
becomes
your
talking
points,
your
your
book,
basically
as
you
interact
with
the
elected
officials
from
this
point
forth
and
all
the
way
through
the
June
period
of
when
the
governor
can
veto
bills.

is
we'll
come
up

a
list
of
priorities,
as
approved
by
Council
staff
has
started
to
work
on
these
priorities.

to
get
this
done
and
come
bring
it
back
we're
going
to

next

discussion

for
city
council
to
formally
approve
it,
and
this
will
be
your
agenda
going

about
the
88
legislative
session
and
you're
able

him

questions

pertain

that

the
legislative
priorities

the
City
of
Beaumont,
which
will
be
your
priorities
and,
of
course,
staff
has
established
some
talking
points

I

to
get

It's
a
privilege
to
be
with
you.
It's
really
I'm
kind
of
a
government
nerd
so
watching
the
deliberations
of
this
afternoon
have
been
pretty
cool.
I.
Think
there's
a
lot
of
folks
at
the
legislature
who
who
should
sit
in
on
some
of
these
processes,
but
I'd
like
to
thank
you
from
hilco

who
is.
We
are
partnered
now
to
four-year
legislative
advocacy,
hillco
Partners

a
very
brief
thumbnail
sketch
was
established
in
1998.
This
is
our
25th
year.

I
haven't
been
with
them
that
long,
but
we
are
a
very
broad
tooled
firm
that
works
not
only
Municipal
clients
but
Economic
Development
clients,
regulatory
work.
We
we
we're
blessed
to
have
plenty
of
work
during
session
as
well
as
in
the
interim,
and
we
have
13
lobbyists,
which
is
kind
of
rare.
It's
a
it's
a
big
Lobby
shop.

We
have
a
group
of
of
colleagues
of
mine
that
are
all
working
on
the
same
in
the
same
direction.
So
you
may
see
me
here
tonight,
but
in
reality
you
have
access
and
the
strength
of
the
entire
team
for
the
issues
that
that
you
all
make
the
priority
with.
That
being
said,
I
want
to
mention
a
couple
of
highlights
of
the
88th
session.
There's
a
couple
of
rare
issues
that
are
happening,
that
that
are
good
news.
Y
The
the
88th
legislature
has
a
an
unseen
before
level
of
surplus
and
it's
for
various
reasons,
economic
activity,
some
of
the
role
that
federal
funds
have
played,
but
it
is,
it
is
good
to
have.
The
Surplus
itself
is
north
of
35
billion,
there's
still
around
26
billion
in
in
the
in
the
rainy
day
fund.
Y
If
my
memory
serves
correct,
but
that's
a
lot
of
money
and
a
little
bit
about
myself,
I
came
up
at
the
Comptroller's
office
in
1990,
I
moved
from
South
Texas
Texas
a
I
which
used
to
be
a
I,
think
a
rivalry
of
Lamar
but
moved
to
Austin
in
1990
started
working
at
the
Comptroller's
office
and
spent
16
years
there.
The
my
first
session
was
1991..
Y
The
the
the
running
curiosity,
if
not
joke
at
the
Comptroller's
office,
was,
is
it
easier
to
write
a
budget
with
money
or
without
and
I
guess
both
come
with
their
with
their
pros
and
cons.
In
this
case,
there
is
a
good
excuse
me,
a
good
amount
of
money
that
the
legislature
will
will
need
to
to
spend,
but
they
do
have
limitations
that
are
that
are
that
are
might
inhibit.

They
can't
spend
it
all
is
basically
what
what
the
situation
will
be,
but
in
that
their
priorities
have
been
set
on
the
house
side
on
the
Senate
side
and
the
governor
will
will
have
a
State
of
the
State
this
week
to
establish
his
priorities.
But
some
of
the
discussions
that
have
been
going
on
during
the
interim
and
will
likely
be
very
pervasive
and
very
healthy
discussions-
will
be
issues
like
the
grid.

aspects
of
social
issues
will
will
be
discussed
and
and
I'm
not
here,
to
necessarily
identify
any
editorial
or
position
on
any
of
those
issues.
They're
just
issues
that
we've
seen
in
the
dialogue
and
part
of
the
discussion
for
many
many
of
our
leadership
from
the
governor
to
the
lieutenant
governor
to
the
speaker
of
the
house.
I
do
think
that
this
session
is
a
is
a
good
opportunity
to
go
where
you're
headed
the
the
draft
that
we'll
go
through.
Is
your
document.
It's
a
living
document.

might
be
priorities
this
session
may
not
be
the
next
or
subsequent
sessions.
It
would
be
wonderful
to
to
have
a
long-term
relationship
with
the
city,
but
certainly
this
is
a
document
that
you
will
take
forward
and
will
evolve

your
community
might
or
or
does
so
with
respect
to
the
legislative
priorities.

think
it's
important
as
we
talk
about
them
to
identify
a
priority
there.
There
is
really
good
material

this
draft.

see

city

we
go
in
continue
into
the
88th
legislative
session.

you

through
that

that's
more
of
a
regional
approach
put
together
by
the
chamber.
There's,
certainly
some
overlap

consistency.

again,
this
document
that
we're
talking
about
today
is
is
specific
more
to
the
City
of
Beaumont.

whether
or
not
we
Implement
that
in
the
next
six
months

a
year
or
whatever
we
at
least
want

Beaumont
on
that

again
the
legislature
has
to
add
us
to
that

highest
priority
is
to
get
Beaumont
added
to
that
qualified
Hotel
program
list.

possibly
under
Public
Safety.
Consider

funding
to
help
us
with
our
homeless
situation.

didn't
see
that
included
in
anywhere

are
experiencing
an
explosion
of
homelessness
and
tent
cities
and
in
some
ways
we
are
possibly
hindered
by
state
statutes
and
being
able
to
yeah
deal
with
these
and
funding
to
help
deal
with
this
issue
would
be
nice.

On
priority
number:
five,
where
it
says
Revenue,
I've
kind
of
researched,
what
the
some
of
the
state
reps
are
kind
of
advocating
and
pushing
for,
and
some
we
as
we
know
the
speaker
of
the
house,
is
actually
from
Beaumont.
We
actually
have
Christian
Manuel,
who
I've
spoken
with
as
well
as
well,
as
you
know,
summer
day,
staff.

One
thing
that
I
don't
think
we
have
emphasized
on
here
that
he's
actually
pushing
for
and
it's
24.5
million
infrastructure
at
Lamar,
University
and
8.2
million
for
maintaining
a
reduction
of
of
signing
it
signing
up
for
college.
So
that
was
a
something
that
kind
of
stood
out
for
me,
because
it's
actually
what
they're
pushing
for
another
thing
was
Mental
Health
I
know
we
already
allocated
some
funding
to
address
that
partner
with
the
county,
and
we
have
a
surplus
of
funding
in
that
area.
That'll
be
there
and.

So
some
of
these
items
we
have
picked
up
from
Texas,
Municipal
league
and
other
you.
May
you
may
be
aware
that
there
are
a
lot
of
professional
organizations
that
we
as
staff
work
with
and
they
put
together
their
own
their
own
legislative
priorities
based
on
those
trade
groups,
but
Eddie
correct
me
if
I'm
wrong,
but
I
believe
that
you
know
a
lot
of
times
when
there's
a
transaction
of
real
estate,
they
may
put
a
dollar
and
so
or
ten
dollars
or
whatever.
That
is
so
you
have
no.

I
I
believe
one
I
agree
with
councilmember
Turner
resiliency
that
deals
with
water
and
so
well
that's
Street
and
drainage,
as
well
as
water
and
sewer.
So
those
are
areas
that
we
have
to
continually
address,
but
I

believe.

believe
there
needs
to
be
some
something
dealing
with
mental
health,
because
that's
that's
a
problem
that
is
not
only
community-wide
city-wide
but
Statewide
and
across
this
nation
and
I,
don't
think
we
can
address
adequately
Public
Safety
homelessness
without
addressing
some
type
of
mental
health.

to
that
point,
councilmember
you're
you're
the
die.
The
discussion
in
Austin
certainly
weaves,
all
those
into
that
the
the
Homeland
homelessness,
the
mental
health.
What
will
also
be
a
very
healthy
discussion
is
school
safety,
and
so
school
safety
will
also
touch
on
on
Mental
Health
Resources
in,
in
the
sense
that
the
state
plays
a
role
there.
The
the
hope
is
that
we
can
identify
a
complement
of
any
program
that
you
all
may
have
locally
and
see
what
the
state
has
to
provide
resource
funds.

is
a
subsequent
issue,
but
there
are
many
that
believe
that
mental
health
issues
is
not
an
ancillary
issue.
It
is
the
primary
issue
and
that's
something
I'm
not
hearing
that
there
once
upon
a
time
that
was
a
focus
on
addressing
Mental,
Health,
Care
mental
health
issues
and
that
also
dealt
with
Public
Safety
dealt
with
school
safety.
It
dealt
with
homelessness,
it
dealt
with
jobless,
it
dealt
with
economic
development,
all
of
those
were
ancillary
to
Mental
Health.

is
a
substance
abuse
issue
in
some
case,
it's
a
down
on
your
luck
issue,
but
for
the
majority
it
seems
to
be
the
prior
to
and
as
we
know
and
again,
you

we
don't
want
to
be
too
critical

resources
coming
from
the
federal
government
and
the
state
government,
because
these
are
very
expensive
issues.
Complicated
issues
to
deal
with
the

the
direct
support
from
the
federal
government
and
the
state
government
is
limited
in
these
areas.

we
just
went
through
higher
appraisals

County

of
was
sprung
on
us.
So
I
know
we
have
that
Revenue
area
in
it's
15
billion
dollars.

two
two
developers
that
have
approached
us:
the
city
asking
for
support
for
a
housing
tax,
credit
application
again
as
you're
familiar.
This
is
a
state
program
and
it
is
administered
by
the
Texas
Department
of
Housing
and
Community
Affairs,
whereby
developers
are
able
to
tap
into
tax
credit
funding
for
their
project
in
exchange
for
providing
affordable
housing
within
the
community.
Here
is
the
outline
of
the
process.
Again,
final
applications
are
due
to
the
state
by
March
1st.

can
also
the
council
could
declare
support
or
no
objection
of
a
project.
You
can
also
offer
funding,
usually
in
the
form
of
a
fee
waiver
of
approximately
five
hundred
dollars.
That
would
count
towards
that
and
then
located
in
a
census,
tract
housing,
tax
credit
units
has
more
than
20
percent
tax
credit
unit
per
households,
and
so
just
real
quickly.
The
two
projects
that
have
approached
the
city
for
support
one
is
abiding
Grace.

project

last
hour

beat
us

are
back
this
year
asking

we
do
have
a
competitive

aside

developer,

Grace
again

located

infinette.

presented

west
of
Antioch,
Missionary,
Baptist
Church,
just
south
of
the
two
projects
that
we
developed
previously
in
collaboration
with
with
the
church
and
his
group.

those
site
plans
are
not
the
most
accurate
and
up
to
date
we
have
changed
them
slightly
over
the
last
week
or
so
in
working
with
our
architect.
So
this
would
be
a
single
building
for
seniors.
Elevator
served

70
units
we're
still
trying
to
nail
down
our
unit
count
right
now,
but
it'll
be
approximately
70
units
of
one
and
two
bedroom
units
about
70
percent
ones
about
30
percent
two
bedrooms,
that's
kind
of
the
need
that
we're
seeing
in
the
area.

we're
seeing

some
of
the
other
projects
that
we

that
are
senior
related
as

So
with
that
the
project
amenities,
basically,
you
would
pull
up
to
a
porticochet
where,
where
residents
would
would
enter

building
first

have
all
of
our
common
area
amenities.

leasing
office,
gym
facility,
community
room
warming,
kitchen
study,
lounge
laundry
facility
will
be
right
there
on
the
first
floor
for
the
residents
they
would
have
access
to
a
pool
area

behind
the
community
building,

there
on
the
first
floor,
or
they
would
go
up
into
their
units.
This
will
be
a
three-story
facility.

Water

faucets
appliances
would
be
energy

would
also
actually

providing
balconies

residents
as

so
it
would
come
to
get

our
other
projects
there
just
to

north

feel

is
a
good
demand
for

projects

we

own
a
place
of
Grace
is
just
to
the

senior

a
waiting
list
of
about
50
residents
there

Grace
at
the
other
property,
which
is
Grace
Lake,
which
is
actually
a
family
deal.
We
have
about
200
people
on
the
wait
list
there
just
down
College
at
our
property
Retreat
right
there
at
6005
College.

of
about
40
over
there
and
that's
a
senior
a
senior
deal.
So
we
do
feel
like
there
is
tremendous
demand
at
this
site.

like
we
will
be
able
to
lease
it
up
as
soon

we're
partnering
with
Antioch.
They
have

number
of
church
members
who
live
in
these
other
two
facilities

are
wanting.

evidence,
as
do

you
can
see
the
quality
of
work
over
on
Spindletop
at
Beaumont
Trails,
this
Pro,
this
property,
it's
zoned,
General,
commercial,
multi-family
development,

the
zoning's
in
place
it's
on
North,
11th
Street,
so
the
infrastructure
is
there
as
well.
It
is
on
the
bus
line
right
across
the
street
from
a
bus
stop
and
it's
also
adjacent
to
the
medical
center
hospital
at
crisis.
And
you
know
it's
not
just
the
hospital.

being
said,
the
city's
demolition
lien
as
any
other
lien,
is,
is
Junior
to
the
tax
liens,
so
we'll
go
to
auction.
Anyone
that
purchased
it
would
it
would
wipe
out
the
city's
lien
or,

link
could
go
to
the
entity.
That's
how
demolition
Lanes
work,
but
that
entity
is
just
casting
Motel
link.
It's
a
single
asset
entity
with
this
piece
of
dirt.
The
owner
who's
now
moved
to
Lampasas
is
in
the
80s.
They
don't
even
have
a
bank
account
so
there's
just
nothing
there.

thing
that
would
keep
the
person
that
would
be
paid
is
the
county,
all
the
property
taxes
excuse
me
and
then,
and
those
are
about
forty
thousand
dollars
and
then
the
second
thing
that
would
be
paid
is

city's
demolition
lien.

there
is
kind
of
an
added
Financial
benefit
to
the
city
and
the
county
and
all
the
taxing
entities.

forward
with
this
project

something

important

would

resolution

as
opposed
to
just

objection

can't

alarm

critical

have
personally
called

alarm.

have

has

and
maybe
one

the
chemical

our
citizens

get
paid

very
much
if

so

you're
doing
this
from
your
heart
and
I
know
this

over
my
house

two
o'clock
in
the
morning.

Haven
I
hosted
a
gumbo
cook-off,
not
host
that
I
judge
the
gumbo
cookout
for
Girls
Haven
this
weekend
and
I
would
say
it
was
pretty
delicious.
They
did
a
good
job
in
Pastor,
Kennedy,
Andrews,
proud
of
that
gumbo
cook-off.
We
had
a
community
cleanup
that
Chris
and
Kennedy
arranged
over
there
at
the
Highland
area
and
we
cleaned
up
that
whole
street
of
Holland.
So
I
want
to
shout
out
Pastor
Kenny
Andrews
and
thank
him
for
leading
by
example.
I
hope
more
people
follow
suit.
Chris
told
me
earlier:
it
is
a
adopt
the
street
program.

active,
maybe
we
can
figure
out
some
kind
of
way
to
start
a
clean
City
campaign

senior
citizen
discount,
it
has
been
advertising

recently

have
had

lot
of
seniors
who
have
called
me

reference
to
that
discount.

city

our
former
mayor,
David
Moore,
who

mother
on
this
past
weekend

family

Tuesday

we

legend
in
the
house.

Barbara

the
district
attorney

Giblin

here

I
saw
him
standing

clapping
and
he
was

council
meeting
being
on
Valentine's
Day

could
not
pass
up
the
opportunity
to
celebrate

citizens
in
which
I
have
made
those
commitments,

there
were
many
many
more.

had

35
couples

sign
up.
Everyone
was
not
able
to
physically
get
here,
but
they
will
receive
their
record,
their
sign
recognition
and
it
will
be
mailed
to
their
homes
and
so
again,
congratulations
to
all
of
them
and
to
Mrs
Levert
Millet
Blanchette
Millette.

you
think
of
Acts
in
which
you
do
and
giving
from
your
heart,
it
can
create
a
lifelong
Legacy,

so
for
that
we
have
so
many

many
great
success
stories
that
have
come
out
of
the
prayer
Orchard

that
from
two

ex-slaves
to
own
land
and
and
to
donate
it
for
the
education
of
so
many.
Our
community
is
grateful
for
that
and
to
the
100
black
men
and
women.

are
two
great
group
of
men
and
women
that
dedicate
a
tremendous
amount
of
time
to
the
city,
this
community
and
for
so
many
great
works
that
they
do
in
our
city.

want
to
thank
them
for
accepting
the
black
history
Proclamation
also
to
the
staff.

proactive
in
working
ahead
on
the
water
line.

moving
forward
and
being
proactive
in
the
work
most

we
will

and

we

we
