plan,
that's
required

us

government
code
418,

requires
us
to
have
a
plan
and
then
do
a
public
review
of
the
actual
plan
itself.

wishes
to
read
or
go
through
the
plan.
Additionally,
the
emergency
management
personnel
myself
and
start
captain
tim
mcnachek

bulma
police
department,
the
coordinators
and
deputy
coordinators.

wishing

emergency
management
plan
currently
is
working
the
cobit
19
pandemics,
we're
working
with
supporting
department,
state
and
federal
partners
with
certain
kovit
pandemic
operations
that
have
been
ongoing
since
the
start
of
the
pandemic.
We
also
have
ongoing
recovery
efforts
that
date
back
as
far
back
as
some
harvey.
That's
going
on.

We
had
hurricanes,
laura
tropica
storm
beta
hurricane
delta
last
year,
we're
still
doing
recovery
operations
for
those
disasters
that
we
had,
and
additionally,
we
had
the
winter
weather
disaster
earlier
this
year
that
you
guys,
I'm
sure
quite
well,
remember
so
we're
still
doing
recovery
operations
is
there.
We
also
work
several
hazmat
incidents
as
they
occur
on
the
highways
on
their
in
support
of
our
plan.

We
do
anticipate
seeing
an
increase
in
those
types
of
events
want
some
of
the
constraints
of
the
kobe
pandemic
reliefs,
but
those
that's
pretty
much
where
we
stand
now
last
year
and
this
year
as
well.

also
also
facilitate
several
different
exercises
that
test
the
plan
itself
to
ensure
and
help
us
to
identify
any
logistical
shortfalls
or
functions
that
we
may
have
within
the
plan
itself.

Earlier
this
year
we
facilitated
and
completed
the
citywide
and
regional,
complex,
coordinated
terrorist
attack
plan
that
we
have
that
part
of
that
exercise
was
a
part
of
a
three-year
planning
period.
To
have
that
comprehensive
plan
in
place.
I
mean
we
completed
that
in
may
of
this
year.
In
june
of
this
year,
we
completed
the
stand,
mass
notification
drill
which
basically
just
tests
the
mass
notification
platform
that
we
use
to
notify
be
able
to
not
mass
notifications
there,
and
then
we
do
additional
response
drills
with
agency
partners
as
well.

Currently,
for
the
next
year,
we
will
be
continuing
to
update
those
plans
and
those
indexes,
as
I
mentioned
before,
we
are
required
to
review
those
plans
annually
and
any
we
do
a
major
review
of
each
of
those
indexes
every
five
years
and
we
submit
that
to
the
state
for
approval
as
well,
and
so
we'll
continue
to
do
that
as
well.
For
fiscal
year,
22,
our
family
planning
focus
continues
to
be
the
response
to
the
public
health
related
disasters
in
the
covet
19
pandemic.

did
complete
that
complex,
coordinated
terrorist
attack
plan,
which
I
introduced
to
you
guys
last
year.
If
you
remember
we'll,
be
continuing
to
participate
with
those
citywide
planning
teams
such
as
the
major
event
planning
team
and
we'll
continue
to
do
significant
outreach.
We
do
a
lot
of
outreach
programs
with
our
community
with
different
organizations
within
the
community
and
we'll
that's
all
of
that
supports
the
planning
efforts
that
we
have,
and
then
we
have
several
staff
on
myself
and
tim.
We
participate
in
many
state
legislative
advisory
committees
and
emergency
management
committees.

Beginning
this
year
we
have
started
working
on
the
major
revision
to
the
five-year
hazard
mitigation
plan.
That
plan
will
be
brought
back
to
you
guys
for
approval.
We
started
that
planning
process
and
that's
currently
in
the
works
to
be
done
now
and
that
to
make
or
come
up
with
that
plan,
we
partner
with
several
of
the
different
supporting
agencies
supporting
divisions
as
well
as
city
departments
as
well
to
support
our
planning
efforts.
We
rely
on
some
of
the
grants
that's
listed
here
on
the
powerpoint
itself.

My
emergency
management
performance
grant
is
is
a
grant
that
we
use
that
does
some
reimbursement
for
the
actual
program
itself
and
the
planning
it
supports
a
lot
of
our
the
plans
and
processes
that
we
have
there.
We
have
applied
for

port
security
grant
for
this
year
and
we
are
participating
in
the
state
homeland
security
program
and
cobia
19
funding
for
equipment
and
payroll
reimbursement
for
that
disaster,
as
that
is
still
ongoing.

training

we
have
done
to
support
our
planning
efforts
includes
the
complex,
coordinated
attacks.
We
do
radiological
plans,
we
test
the
incident
command
system.
We
do
that
and
we
provide
that
nems
training
to
all
citywide
personnel
twice

year
beginning
in
january
and
then
again
in
september
as
well,
and
then
we
facilitate
any
after
action.
Reviews
on
major
incidents,
events
or
exercises
as
they
occur,
occur
during
our
planning
year.

emergency

we
also

updated
information
regarding
incidents

our
citizens
are
encouraged

community
abreast
of
what
our
program

plan

we

I'm
nick

I've
lived
in
beaumont
for
pretty
much
my
whole
life
we
moved
here
shortly
after
I
was
my
first
memories
were
in
port,
arthur
we
moved
here
in
the
early
90s.
I
remember
vividly
moving
into
beaumont
and
seeing
the
population
sign
being
around
a
hundred
thousand.
Now
here
we
are,
you
know,
20
years
later,
population
still
around
100
000
right.
So
clearly
there
hasn't
been
any
growth
in
people
which
doesn't
make
sense
to
me.

My
heavenly
father
told
me
that
that's
what
that
wasn't
my
journey,
that's
not
what
I
was
supposed
to
be
doing.
I
was
supposed
to
headquarter
my
business
here
and
give
back
to
my
community,
because
the
community
is
what
built
me.
I
was
raised
by
a
single
mom
who
worked
constantly
just
to
keep
a
roof
over
our
heads
and
throughout
her
journey
and
her
work
ethic
to
see
all
that
she
put
in
so
that
I
could
have
the
opportunities
that
I
have.

I
said
I
wasn't
ever
going
to
have
anything
less
for
my
children
and
that's
where
we're
at
today,
we've
added
eight
more
jobs
in
the
city
of
beaumont.
In
the
last
60
days,
we
have
started
a
non-profit
organization,
that's
raised
over
23
thousand
dollars
in
funds
that
we
have
to
go
and
find
something
to
do
with
and
more
than
anything,
we
need
manpower.
We
need
people
to
actually
get
in
and
do
the
work
mike
actually
posted
a
picture
over
the
weekend
about
the
new
habitat
for
humanity
thing.

I
went
down
there
this
morning
to
go
help
out
and
there's
only
two
or
three
people
there,
so,
regardless
of
who's
trying
to
do
what?
If
there's
something
positive
that
can
be
done
in
this
community,
like
I
feel
like
this
council,
is
doing
and
is
progressing
towards
a
more
positive
beaumont,
a
more
culturally
sensitive
beaumont
and
the
the
push
for
the
battleship
texas.
Not
only
do
I
think
it's
not
sound
financially,
but,
more
importantly,
it
is.

think
that
we
should
be
doing
more
proactive
things
in
our
community
and
the
homeless
situation
that
we
have
right
now
is
moving
from
downtown
into

west
end
in
my
neighborhood
right
now
there
are
homeless
people
sleeping
in
epstein
park
is
the
epstein
park.

can't
remember,
but
the
park
that's
right
near
my
neighborhood
the
park
that
I
want
to
get
use
these
funds
that
I've
been
raising
to
get
the
park
to
where
I'll.

kids
go
play
there
or
get
a
dog
park
built
there,

we
can
get
people
there
and
also,

mayor,
please
institute

mass
mandate.
What
the
governor
has
done
is
illegal.

immoral

people

community

they're
not
getting
vaccinated
and
they're
not
wearing

the

very
special
meeting,

a
joint

homeless
coalition

the
city

two
years
worth
of
work,
some
a
summary
of
recommendations
and
plans
to
implement
to
help
combat
the
homeless
situation
that
is
occurring
in
beaumont.

I
was
out
there
at
eight
o'clock
helping
to
tear
down
the
old
fence
and
right
now
they're
constructing
the
new
fence,
so
we
would
have
liked
to
have
had
more
people.

think
there
were
about
six
or
seven
that
were
there
this
morning,
but
was
enough
to
get
the
offense
torn
down
and,
and
they
are
erecting
the
defense
now
very
important
meeting.

regard
to
some
other
comments
that
were
made.

want
to
talk
to
the
council
and
the
public
for
a
minute
about
the
battleship
texas.
First,
I
appreciate
very
much
the
staff
asking
the
battleship
texas
foundation
people
coming
last
week.
They
presented
us
with
some
very
good
information,
and
then
they
followed
up
at
the
city
request
to
provide
us
with
their
request
for
proposal.
I

They
want
a
location,
visible
and
easily
accessible
by
the
battleship
texas
visitors.
The
battleship
would
be
visible
from
the
purple
heart
memorial
bridge
c
has
either
pure
space
or
the
ability
to
create
a
mooring.
We
have
that
d
provides
enough
room
for
a
gift
shop
and
our
museum
building
as
far
as
the
gift
shop.
They
want
a
three
thousand
square
foot
gift
shop
and
they
say
there
should
be
enough
space
to
allow
the
shore
shore
side
footprint
to
eventually
include
a
ten
thousand
square
foot
plus
museum
building.

The
warehouse
exhibits,
the
ship's
artifact
collections
and
the
administrative
offices
of
the
battleship
texas
foundation
in
the
future.
I'll
get
back
to
that
point.

a

they
want
sufficient
parking
and

need
the
required
utilities,
which,
of
course,
the
city
beaumont
can
provide
as
to
the
parking,
the
gift
shop
and
the
museum.

provision

contract
that

flanagan
has
a
right
to
repurchase
the
building
from
the
city
if
the
city
doesn't
tear
it

we

has

interest
in
crockett
street
and
he
has
a
vested
interest
in
making
sure
that
the
battleship
gets
here,
because
it
will
bring
people
downtown
and
that's
the
whole
objective
of
what
we're
trying
to
do.
