citizens

the
city
of
beaumont
to

with
participation
in
appropriate
programs

activities

support
maritime
efforts

our

to
be

seafair
center

to
especially
thank

for
acknowledging
not
only
the
efforts
of
the
seafarers

they're

sea

bringing
goods

port

beaumont
and
around
the
world,
but
the
local
efforts
of
the
maritime
industry
for
the
sea
scouts
and
also
at
bisd,

in
addition,
what
orange
is
doing
over
at
lamar
orange

maritime

very
rough
year
last
year
with
all
the
covid
it's
getting
better
every
day
because
of
the
efforts
of
the
united
nations
and
all
of
the
advocates
like
ivan
and
himself
of
the
seafair
center
around
the
world,
who've
grouped
together
to
try
to
make
conditions
better
for
these
people,
who've
committed
their
life
to
the
maritime
industry.
So
our
seafair
center
has
been
here
since
1972.,
I'm
here
at
the
port
obama.

There's
also
a
chapel
there
for
religious
purposes
should
they
want
to
worship,
and
then
they
have
a
little
store
and
in
addition
to
being
able
to
shop
in
the
store
or
watch
tv
or
just
hang
out
and
do
whatever
you
just
relax
and
be
off
of
the
ship.
That's
the
main
purpose
there.
This
environment
creates
a
just
a
relief
for
them
to
be
able
to
get
off
and
have
a
few
moments
off
the
ship.
So
we
appreciate
the
economic
impact
of
the
the
marine
industry
and
what
it
does
here
for
our
area.

motorcycle
related
risks,
injuries
and
most
of
all
fatalities
through
a
comprehensive
approach
to
motorcycle
safety,
whereas
it
is
the
responsibility
of
all
who
put
themselves
behind
the
wheel
to
become
aware
of
motorcyclists
regarding
them
with
the
same
respect
as
any
other
vehicle
traveling.
The
highways
of
this
country
and
safety
share
the
role
with
motorcycles
and
whereas
we
are
urging
all
of
our
community
to
become
aware
of
the
inherent
danger
involved
in
operating
a
motorcycle
and
give
the
operator
the
respect
on
the
road
they
deserve.

motorcycle

is
bikers

child
abuse,
collectively
we're

council

clubs

talk
about
motorcycle
awareness
month.
We
attend
council
meetings
across
southeast
texas,
commissioners
courts
all
over
southeast
texas.
We
are
we're
pretty
well
represented.

motorcyclists

drivers

but
typically
we
see
a
car.

they
don't
see
us,
so
the
billboards
say

twice
so

make

can
be
there
in

bikers

killed

hear

we
came
to
select
june
19th
as
the
date
for
the
runoff
election.

know
that
when
we
passed
our
ordinance
back
in
january
calling
for
the
election,
we
did
it
as
we've
traditionally
done
it.
We
set
a
date
for
the
election
and
a
runoff.

So
when
we
start
to
do
a
runoff,
it's
like
starting
the
general
election
all
over
again,
we
have
to
send
letters
out.
We
have
to
secure
them,
make
sure
that
we
have
poll
workers
in
place.

ballots
prepared
and
proved
we
have
to
get
ready
to
public
test
the
machine.

So
there
are
a
lot
of
components
that
are
that
have
to
be
in
place,
and
so,
when
I
looked
at
the
19th,
I
was
not
thinking
about
juneteenth,
not
trying
to
suppress
a
vote,
didn't
even
realize
that
it
was
father's
day
weekend.
I
was
only
looking
at
having
enough
time
to
get
our
poll
workers
in
place,
get
our
machines
ready
from
the
may
election.
We
have
to
use
those
machines
again,
and
so
there
are
a
lot
of
different
things
that
are
involved
in
that
we
can't
just
snap
our
fingers
and
everything's
in
place.

have
to
also
secure
the
facilities
all
over
again
if
it
was
just
a
wart
that
we
were
having
to
run
off.
It
would
be
a
lot
easier
because
we
would
only
have
to
open
up
polling
locations
in
that
particular
ward,
but
when
you're
talking
about
a
mayor,
oriole
runoff,
then
you
have
to
open
all
of
the
polling
locations
all
of
the
supercenters
that
we
have
so
with
that
being
said,
we
have
to
get
all
of
those
poll
workers
back
in
place.

So
the
reason
why
I
went
with
june
19th
was
to
give
us
enough
time
so
that
we
can
get
all
of
our
poll
workers
in
place,
get
all
of
our
facility
forms,
sent
out
again
and
get
those
back
and
secure
those
those
polling
locations,

so
that
was
the
only
purpose.
It
was
not
to
suppress
anybody's
vote.
It
was
not
to
do
anything
to
keep
anybody
from
voting,
because
we
want
to
encourage
people
to
come
out
and
vote
in
in
large
numbers.
That's
that's
my
job.

misconceptions

the
community

of
course
we
have
early
voting

lots

misconceptions

cleared

why
this
date
was
picked

be

city

ordinance

be
our
designated
runoff

have
to
worry
about

kinds
of

circulating

average
citizen

from

code
states
that
we
can
have
two
days
out
of
the
seven
days
that
we

early
voting

be

why
we
do

five
monday

friday

saturday
and
then
the
last
two
days
of
early
voting.

make
those
days
the
extended
days,
so
we

polls

which
would

there

fiscal
budget,
the
city
of
beaumont
for
the
fiscal
year
2021

appropriate
additional
funds
to
cover
expenditures
in
the
general
fund,
water,
solid
waste
and
a
mill
to
recovery
funds
to
approve
the
transfer
of
funds
providing
for
severability
and
providing
for
repeal
and
todd
semino.
Our
chief
financial
officer
will
walk
you
through
the
proposed
amendments.

Thank

the
benefit
of
the
viewing
public
and
possibly
the
two
new
council
members.
I
just
wanted
to
walk
through
why
we
do
budget
amendments,
so
council
approval
to
amend
the
budget
is
required
by
the
city
charter
in
our
financial
policies.
When
one
of
two
things
happen,
when
expenditures
of
a
fund
are
projected
to
exceed
budget
appropriations,
so
an
example
would
be.
You
have
a
fund
that
has
an
original
budget
of
a
million
dollars
we're
projecting
to
spend
over
a
million
dollars
by
the
city
charter.

We
can't
spend
over
a
million
dollars
unless
we
come
back
to
council
and
ask
for
additional
appropriations.
So
that's
one
example.
The
other
time
we
come
to
council
for
approval
is
when
we,
when
we
move
money
from
one
fund
to
another,
this
often
happen
happens
with
our
internal
service
funds.
For
those
of
you
that
been
on
council
for
a
while,
you
know
that
we
routinely
move
money
from
say
the
general
fund
to
the
municipal
transit
fund,
because
that
fund
does
not
have
sufficient
revenues
or
fund
balance
to
sustain
its
operations
year
to
year.

So
let
me
give
you
a
little
background
of
what
normally
happens
so
when
we
have
a
major
storm
or
disaster
that
affects
the
city
and
we
expect
fema
to
participate
in
reimbursements.
We
normally
set
up
a
recovery
fund
so
that
we
can
track
those
expenditures
and
then
later
submit
them
to
fema
for
audit
and
reimbursement.

So
to
date,
we've
spent
almost
a
million
five
million
dollars
in
amelda
and
we
received
1.3
million
in
insurance
recoveries,
so
that
leaves
us
a
net
cost
of
just
under
3.8
million
dollars
to
cover.

Well
again,
the
amelda
fund
does
not
have
revenues
of
its
own,
so
we
need
to
transfer
funds
in
from
other
funds
that
were
affected
during
tropical
storm
and
melted
to
cover
those
costs.
I
just
want
to
point
out
on
the
memo
that
the
recap
of
those
funds
is
stated
incorrectly.
The
numbers
between
the
solid
waste
and
water
fund
should
be
reverted.
So
if
you'll
turn
to
page
two
page,
two
stated
correctly,
the
ordinance
is
stated
correctly,
but
on
page,
two
I'll
walk
through
these
amendments
with
you.

The
second
proposed
amendment
is
in
the
amount
of
one
million,
seven
hundred
and
twenty
four
thousand
two
hundred
and
eighteen
dollars.
That's
the
amount
of
money
that
needs
to
be
transferred
from
the
water
fund
into
the
amelda
fund,
and
then
the
proposed
amount
of
two
hundred
and
fifty
seven
thousand
sixty
nine
dollars.
That's
the
amount
of
money
that
we
will
need
to
move
from
the
solid
waste
fund
into
the
amelda
fund
to
cover
the
cost.

That's
how
that's
how
we
did
it,
so,
the
one
million
eight
hundred
and
ten
thousand
dollars
that
relates
to
fire
police
ems,
all
of
their
costs,
in
responding
to
a
melda
same
thing,
with
the
1.7
million
dollars
from
the
water
fund
that
relates
to
property
damages
not
covered
by
insurance,
all
their
wages
and
response
efforts
in
relation
to
amelda
and
then
the
257
thousand
dollars.
That's
mainly
like
wages
and
debris,
removal
costs
that
would
have
been
spent
in
the
solid
waste
fund.

So
the
final
proposed
amendments
you'll
see
in
the
amelda
recovery
fund,
so
we
had
originally
appropriated
or
we
had
budgeted
three
three
million
five
hundred
and
forty
seven
thousand
nine
hundred
twenty
eight
dollars
of
revenue
in
the
amelda
fund.
That
was
the
expected
fema
recovery
cost
so
we're
proposing
to
amend
the
revenue
by
244
096
dollars,
and
we're
only
doing
this
so
that
the
transfers
coming
into
the
funds
from
the
other.
Three
matches
the
transfers
in
that's
actually
recorded
in
this
fund.
So
it's
really
just
a
bookkeeping
item.

Also
in
the
amount
of
fund
we're
proposing
an
amendment
of
a
hundred
thousand
dollars
for
expenditures,
we
had
an
original
budget
of
five
hundred
thousand
dollars,
we're
ex
we're
projecting
we
might
spend
a
little
over
five
hundred
thousand,
so
we
just
want
to
appropriate
an
additional
hundred
thousand
dollars
just
to
cover
those
costs,
and
that's
all
I
have
unless
you
have
any
questions.

fema

several
occasions

we've
reached
out
to
congressmen
in
our
area
to
appeal
on
our
behalf.

went
through
at
least
three
appeals
that
I
know
of,

we

always
declined.

that
there's
a
couple
of
thresholds
that
need
to
be
made
before
fema
will
issue
a
declaration
where
we
get
reimbursement
the
first.

still

the
eoc,

meetings
with
senator
cornyn's
office,
senator
cruz,
congressman
weber,
captain
otnicek
and
I
did,
along
with
todd
a
couple
of
times
more
than
once,
we've
written

stating
that
we
don't
agree
with
the
decision
because
we
feel
like
we
did
meet
our
threshold
in
5
million.

park

set

should
have

large
positions

through

four-year
terms,
which
obviously
we're
not
talking

committee

now
it
is
primarily
utilized
to
determine
allocations
for
community
development
block
grant
funding

committee

tasked

put

council

flash
flood
warning,
so

week

going

a
wet

obvious
that
we

places

beaumont

flood

time,
and
yet
so
often
citizens
continue
to
drive
through
these
areas
and
they
flood
their
cars
out.

about
maritime
this
morning
and
made

think

pilots
association.
They
have
a
beautiful
new
building,

not

beaumont.

johnson

mid
county
and
I
did
have
the
opportunity
to
go,
join
in
their
ribbon,
cutting
and
their
their
dedication
of
their
new
building,
and
it's
great
and
like
we
talked
about
so
many
people
are
going
into
this
field
and
we're
trying
to
very
much
promote
it
through
our
educational
organization.

at-large
members.
This
is
near

dear
to
me
because
I
served
at
large
for
seven
terms
actually
13
years.

was
a
one-year
term
and
I
was
very
much
in
favor
of
very
very
much
in
favor
of
going
to
positions
on
our
large
races.
So
you
choose
who,
if
you're,
going
to
run,
who
you're
going
to
run
against
and
by
the
way,
I
believe
the
ballot
says
vote
for
none
one
or
two.

every
citizen
has
the
right
not
to
vote
to
vote
for
one
or
to
vote
for
two,
and
it
says
that
on
the

the
ballot
but

if

if
the
laws
have
changed
city
attorney,
please
tell
me

know
you
didn't
really
look
into

we
did

ballot

go
to
seats
in

at-large
positions,

the

failed

miserably

is
because
at
that
time

I'm
assuming
it
might
still
be
the
same
or
maybe

and
we

look
into
it.
But
you
had
to
go
to
a
three-year
term.
You
could
not
have
a
two-year
term
and
have
the
seats
separated,
and
so
we
had
to
put
on
the
charter
that
we
wanted
to
go
to
places.
But
it
was
also
a
three-year
term
and
I
believe
that's
what
the
citizens
voted
down.
They
did
not
want
to
go
to
three-year
terms.

was
in
favor
of
three-year
terms
and
places,
but
but
that's
that's
what
happened
so
that
has
been
done
before.
I'm
not
saying
we
shouldn't
do
it
again,
and
maybe
the
laws
have
changed,
but
I
know
that
the
reason
why
that
I
feel
strongly
because
I
heard
a
lot
of
the
comments
that
the
reason
why
it
failed
was
because
of
the
three
year
term,
but
you
could
not
go
to
those
places
unless
you
had
a
longer
term.

something

want

take
up
at
some
point,

we
did

change
so
we'll

believe
