years

beaumont
and
whereas

1971,

a
joint
effort
between
the
greater
beaumont
chamber
of
commerce
and

junior
league

beaumont
leadership,
beaumont
became

first
leadership
program
in
the
state
of
texas
and
whereas
leadership
beaumont
is
a
nine-month
leadership.
Development
program
that
cultivates
and
develops
leaders
who
will
serve

positively
impact

to

studied

leadership,
beaumont
class
depends
on

problems

confronting

diversity,

and

thursday
june,
the
2nd
2022
leadership
beaumont
will

its
50th
anniversary
and
graduate
the
50th
class.

the

marine
corps
recruiting
commander
for
substation
beaumont,
we
take
care
of
all
the
way
from
dayton
to

border
of
louisiana
all
the
way
from
buna
down
to
high
island
high
school.
In
that
whole
area,
my
aim
as
being
the
substation
commander
is
more
to
pass
and
share
information
about
the
military,
what
it
really
is
and
what
it
does
for
the
young
men
and
women
that
actually
serve.

that,
we
also
like

come
through
and
actually
give
back
to
the
community,
whether
it's
the
individuals
that
have
are
about
to
join
the
military,
the
marines
specifically
or
for
those
that
have
served
to
be
the
liaison

directions

give
back
these
quality
members
of
society.

way
they
can
continue
to
employ
here
in
beaumont
and
the
greater
area,

I
finally
remember
those
types
of
engagements
early
in
my
life
and
it
made
a
big
difference
and
I
know
that
it'll
make
a
big
difference
in
theirs
as
well.

So
I'm
pleased
to
return
to
speak
to
you
having
done
so
the
first
time
previously
before
we
were
engaged
by
the
city
to
assess
questions,
concerns
and
next
steps,
possibly
of
addressing
issues
of
discolored
water
in
the
water
distribution
system
and
we're
here
to
report
on
those
findings.
And
so
our
efforts.
We
were
engaged
to
assess
those
complaints
related
to
discolored,
water
and
water
quality
concerns.
S
The
first
is
simply
that,
while
we
may
want
a
singular
solution,
there
really
isn't
a
singular
finding
or
recommendation
that
will
immediately
resolve
these
concerns.
It
isn't
a
snap
of
the
fingers
that
makes
this
happen.
However,
a
comprehensive
and
cohesive
strategy
is
both
needed
and
is
being
implemented
and
to
address
these
concerns,
and
the
city
is
already
underway
with
many
of
those
things
now
I'll
speak
a
little
bit
more
to
the
key
aspects
of
those
and
glad
to
answer
any
questions
you
may
have
with
those.
S
S
But
I'll
just
highlight
these
initial
key
points.
The
first
is
that
the
pine
street
surface
water
treatment
plant
we're
recommending
that
chlorine
dioxide
be
implemented
to
improve
the
removal
of
manganese
manganese
is
a
contaminant
naturally
occurring
in
drinking
water
sources.
That
requires
a
pretty
high
degree
of
chemical
oxidation
to
be
able
to
effectively
remove
it
with
a
surface
water
treatment
plant.
S
You
have
all
of
the
treatment
processes
at
the
pine
street
water
treatment
plant
to
do
that,
but
need
to
have
more
effective
oxidation
of
the
water
before
it
goes
through
those
filters,
but
in
doing
that,
that
would
effectively
reduce
the
amount
of
manganese
making
its
way
through
the
water
treatment
plant
and
then
being
delivered
to
customers
and
being
able
to
be
accumulated
in
the
distribution
system.
That's
a
really
important
first
step.
S
The
next
beyond
that
is
to
consistently
monitor
manganese
at
both
the
pine
street
plant,
which
I've
said
has
already
started,
and
the
loeb
groundwater
treatment
plant.
You
know
that
supply
has
the
ability
to
contribute
manganese
to
the
distribution
system
as
well,
and
this
has
been
started
and
needs
to
be
consistently
done
at
both
surface
water
treatment
plants,
locations
and
the
groundwater
treatment
plants.
S
To
just
again
understand
the
degree
to
which
these
concentrations
of
contaminants
of
concern,
mostly
iron
and
manganese,
which
are
aesthetic
in
nature,
don't
pose
health
concerns,
but
do
obviously
cause
aesthetic
concerns,
and
so
monitoring
is,
is
the
next
step
beyond
that
at
the
pine
street
surface
water
treatment
plant,
there's
efforts
that
would
need
to
be
done
to
optimize,
filter,
cleaning
and
frequency
and
duration.
This
is
not
to
say
that
it
hasn't
been
done
well
to
date.
This
is
once
chlorine
dioxide
is
implemented.
S
S
Now
then,
beyond
that,
we
already
said
that
the
city
is
underway
with
stores
tank
inspection
and
cleaning
that
needs
to
continue
and
those
efforts
need
to
be
on
a
routine
schedule
going
forward
and
addressing
the
fact
that
these
types
of
aesthetic
concerns
manganese
and
iron
predominantly
can
and
do
accumulate
in
water
distribution
systems
and
need
to
be
removed
from
the
distribution
system
in
places
where
those
have
been
problematic.
Even
if
you
take
it
out
at
the
source
water.
S
If
it's
in
the
distribution
system
in
places
like
tanks,
it
can
still
lead
to
be
in
customers
taps.
So
it
has
to
be
moved
all
the
way
through
the
system
and
the
last
recommendation.
High
impact
recommendation
is
along
those
lines
and
that
is
developing
and
implementing
a
unidirectional
flushing
plan,
which
is
simply
to
rid
the
water
distribution
system
of
any
additional
iron,
manganese
or
other
contaminants
of
concern
that
are
accumulated
there.

Well,
public
health
concerns
right.
Yes,
yes,
but
someone
looking
at
brown,
water
and
and
pouring
a
glass
of
water
and
it's
brown
and
you
can
smell
it,
then
they're
not
going
to
want
to
drink
it,
absolutely
and
so
from
your
report
and
what
you
see,
how
how
would
you
explain
that
to
the
general
public.
S
S
So
in
answering
the
question
of
a
homeowner
that
might
experience
the
situation
of
drawing
a
bath
for
their
child
and
the
bathtub
doesn't
look
like
it's
clean.
Nobody
wants
that.
Nobody
wants
to
have
have
that
there
I
describe
it
in
two
ways:
one
the
data
that
we
reviewed
associated
with
water
quality
conditions
under
those
cases
did
not
from
the
city's
records
describe
any
health
concerns.
Those
are
aesthetic
concerns,
but
it's
not
to
negate
the
fact
that
those
aesthetic
concerns
are
by
any
means
dismissed
by
any
means.
S
That's
why
we
have
these
recommendations
of
what
needs
to
be
done
to
mitigate
any
of
those
contaminants
coming
into
the
system
and
then
removing
any
that
exist
right
now
and
over
time.
Those
things
can
be
mitigated
significantly
and
those
conditions
would
not
need
to
persist
with
with
those
changes
and
those
steps
being
taken
by
the
city
and
next
those
next
steps
that
need
to
come.
S
Indeed,
so
the
two
times
on
the
graph
that
showed
when
there
were
significant
numbers
of
complaints,
so
in
july
of
2020
and
then
again
in
june
of
2021
those
we
would
call
those
hydraulic
disruptions.
Basically,
whenever
there's
a
main
break
and
a
lot
of
water
rushes
out
of
the
pipes,
water
moves
faster
through
the
pipes
and
also
can
move
in
directions
that
are
opposite
of
the
direction.
It
typically
flows,
and
because
of
that
change
in
direction
and
or
increase
in
velocity
that
can
pull
accumulated
iron
and
manganese
from
those
pipes
as
it
changes.
S
So
under
a
steady
state
condition,
water
is
just
flowing
like
it
normally
does
in
the
direction
that
it
does.
It
doesn't
disrupt
things
you
can
see
it
accumulate
over
time
without
seeing
it
in
a
customer's
tab,
but
when
there's
a
disruption
to
that,
it
can
certainly
cause
the
release
of
those
compounds
at
that
time,
which
would
result
in
those
conditions
like
you
experienced
with
customers
showing
you.
This
glass
of
water
isn't
acceptable.
S
It
it
would,
it
would
cause
those
compounds
again,
iron
and
manganese,
most
notably
to
be
brought
into
the
water
that
is
flowing
and
then
come
through
the
connections
to
the
customers.
Yes,
that's
why
the
last
recommendation
is
a
uni-directional
flushing
program
that
effectively
does
the
same
thing
as
the
main
break
and
the
hydrant
flushing,
but
in
a
way
that
evacuates
those
contaminants
out
of
the
water
system
instead
of
into
customers
homes.

Just
for
the
sake
of
our
citizens,
could
you
address
the
the
concerns
they
may
have
with
the
treatment
of
the
water
with
chlorine
dioxide,
just
health
issues,
because
any
time
you
make
mention
of
that
we're
going
to
put
a
chemical
in
your
water
indeed,
and
then
you're
going
to
consume
this,
I'm
I'm
sure
of
your
answer.
But
could
you
just
clarify
that
with
our
citizens
that
there
are
no
health
concerns.

Happy
to
so
chlorine
dioxide
is
routinely
used
for
this
purpose
explicitly.
There
are
countless
numbers
of
water
utilities
across
the
country
and
a
significant
number
in
the
state
of
texas
that
employ
the
use
of
carbon
dioxide.
Exactly
for
this
purpose,
and
so
chlorine
dioxide
is
a
common
water
treatment,
chemical,
it's
similar
to
the
other
disinfectant
or
oxidation
processes
used.

Right
so
chief
white
is
here:
I
don't
know
if
he
can
speak
specifically
to
that,
but
I
know
that
looking
at
this
data,
obviously
that
was
a
real
factor
in
causing
and
causing
the
discoloration
of
the
water.
To
that
end,
I
know
chief
have
y'all.
Can
you
speak
to
the
details
on
the
the
hydrant
testing
changes.

There's
not
going
to
be
an
additional
cost
for
the
filters,
just
we're
going
to
need
to
optimize
the
way
we
operate.
Those
filters
once
we
start
flushing
the
manganese
we'll
have
to
clean
them
more
frequently,
we'll
have
to
get
to
a
new
operational
standard.
Once
we
add
the
chloride
dioxide,
but
to
add
the
chlorine
dioxide
to
the
plant
will
be
an
investment.

It's
estimated
in
the
final
report,
roughly
at
1.3
million
dollars,
we've
discussed
had
some
preliminary
discussions
with
freeze
and
nickels.
Now
that
we
have
the
final
report,
we'll
engage
them
for
engineering
services
and
refine
that
number
more
explicitly
to
to
see
what
it'll
cost,
but
there
will
be
an
investment
to
get
the
chlorine
dioxide
at
pine.

Yeah
and
councilman
just
to
follow
up
on
what
mr
barkoviak
was
saying,
and
what
dr
seidel
was
saying.
The
draft
plan
has
about
19
recommendations,
and
so
this
is,
as
mentioned,
it's
not
going
to
be
a
silver
bullet
or
a
quick
fix.
It's
going
to
be
a
long-term
program,
it's
going
to
take
many
years
and
and
a
good
amount
of
investment
to
to
help
improve.

At
I
can,
I
can
actually
take
that
since
that's
under
us,
we,
when
I
and
ms
villareal
came
on
and
in
the
public
works
we
looked,
and
we
noticed
that
the
tanks
had
not
been
cleaned
in
quite
some
time
since
the
last
rehabilitation,
and
so
we
initiated
last
year,
the
process
of
cleaning
and
inspecting
the
tanks
as
well
as
we
rehabbed
the
west
tank
last
year.
That's
finished
now
we
will
finish
the
remainder
of
the
storage
tanks
this
year.

And
then
we
have
in
the
cip
for
next
year
to
rehabilitate
an
additional
tank
and
the
plans
are
to
rehab-
probably
one
tank
a
year
for
the
next
five
years
and
then
we'll
continue
to
clean
and
inspect
tanks
on
an
every
other
year
basis.
Every
two
years,
and
once
we
can
get
the
inspection
two
years
after
the
initial
cleaning,
then
we
can
start
to
judge
and
see
whether
two
years
is
the
right
frequency
or
if
three
years
might
be
the
right
frequency.

And
my
last
question
is,
I
know
we
started
direct
direction
of
flushing
prior
to
corona,
but
I
kind
of
want
to
know,
since
you
guys
came
on
board
kind
of
where
we
at
now
how
much
more
progress
we
have
made,
and
you
know
just
percentage-wise
what
may
be
left
to
be
done,
because
I
noticed
mr
harris
told
us
you
know,
prior
to
corona,
it's
going
to
take
some
time.
I
just
want
to
know
what
we're
looking
at
now
versus
proud
of
corona
coming
on.

We've
got
that
we've
implemented
that
one
of
the
things
we
need
to
do
as
far
as
what
mr
sudell
has
talked
about
here
is
a
system-wide
directional
flushing
program
that
will
be
actually
turned
over,
probably
to
a
consulting
firm
or
engineering
firm
to
do
a
flow
monitor
of
the
system.
The
biggest
thing
we
need
to
determine
is
which
actually
direction
the
water
flows
from
which
direction
it
flows.

With
that,
but
that
being
said,
councilman
dario,
I
had
actually
talked
last
night
at
for
councilman
goetz
at
the
homework
association
meeting.
I
pulled
some
numbers
together
before
the
meeting
on
discolored
water
and
the
numbers
that
had
pulled
up.
In
the
last
30
days,
we've
experienced
26
discolored
water
costs
in
the
last
30
days.
In
the
last
seven
days,
we've
actually
had
seven
discolored
watercolors
and
as
of
five
o'clock
yesterday,
when
I
pulled
them
numbers
in
the
last
24
hours,
we
had
zero,
so
we
actually
had
zero
discolored
water
college.

Like
I
said,
we
still
do
occasionally
get
discolored
watercolors
and
we
do
go
out
and
flush.
We
do
still
have
our
monthly
and
our
weekly
routine
flushing
that
my
guys
go
out
and
do
there.
You
know
each
and
every
day.
So
we
do
have
the
question
but
we're
seeing
good
results
from
the
selection.

would
you
advise.

it
was
pretty
bad
shape
yeah,
it
did
have
a
lot
of
magnets
built
up
on
it.
I
did
speak
with
the
citizen
and
it
was
determined
that
he
did
not
change
the
filter
in
accordance
what
the
manufacturer
recommended
so,
but
as
far
as
speaking
to
the
home
filtration
systems,
I
really
don't
really
encourage
or
discourage
it
one
way
or
the
other.
The
thing
that
I
will
say
is
that
the
city
of
bolmont
water
is
treated
it's
safe
to
drink.

yes,
ma'am
the
way
we
do
our
normally
our
directional,
flushing
and
I'll
use
the
area
and
always
like
this
area,
because
it
was
a
pretty
hot
spot.
Last
year,
it's
the
killarney,
ballarny
area.
It's
a
very
simple
system
to
flush.
The
lines
are
looped
in
they're
all
running
parallel
with
each
other.
We
go
through
that
area.
We
locate
the
valves.

That
the
public
sees
that
we
do.
We
leave
the
hydrants
going,
maybe
at
about
150
gpm,
when
we
do
our
directional
flushing,
we
open
them
up,

Basically,
what
we're
going
to
do
we're
wanting
to
pull
all
the
sediment
out
of
that
line
out
of
that
hydrant.
You
know
we
want
to.
We
want
to
move
some
water
and.

I
have
20
points
throughout
the
city
and
I
mean
from
south
northeast
west.
I
have
one
guy
that
basically
starts
out
monday
morning.
At
one
point
he
goes
specific
hydrants
specific
locations
that
we
know
that
will
do
the
most
optimal
good.
He
flushes
that
hydra.
He
moves
the
next
one.
All
these
20
points
throughout
the
entire
city
in
one
week
when
he
finishes
up
at
the
week
monday
morning.

He
starts
right
back
at
the
other
point
and
goes
right
back
through
with
that
being
said,
we
also
have
30
additional
spots
that
we
also
flush
throughout
the
month.
Basically
same
thing:
it's
a
little
broader
of
an
area,
a
little
more
flushing
areas
in
different
locations,
but
like
so
we
hit.
So
basically
we
hit
these
50
points.

of
these
points
they're
hit
four
times
a
month.

asking
y'all,

beaumont
texas
quit
littering.

I
know
everybody
can't
do
it,
but
I
pull
over
sometime
in
my
car
and
I
see
some
stuff
on
the
side
road
and
I
get
up
out
my
truck
and
pick
it
up
and
and
throw
it
away.
Everybody
can't
do
that,
but
just
or
councilman
turner
said
he
saw
somebody
throw
something
out
the
window.
He
pulled
on
the
side
of
them
rolling
the
window
down,
told
to
pick
it
up.

They
are
a
tremendous
asset
to
the
city
of
beaumont
they're,
going
to
be
rolling
out
some
summertime
programs
for
the
kids,
and
if
you
have
children,
I
strongly
encourage
you
to
look
into
bringing
your
children
to
the
beaumont
children's
museum
and
maybe
enrolling
in
them
in
some
of
their
summer
camp
programs.

can't
say
enough
good
things
about
it.

I
notice
that
we
do
have
a
commercial
that
the
city
of
beaumont's
staff
has
produced,
and
I've
seen
it
on
some
public
service
announcements,
that
kind
of
talks
about
don't
litter
in
beaumont,
and
I
like
to
see
that
more
often
on
public
service
announcements,
because
I
think
it
makes
a
subconscious
impact
on
people
when
they
see
that
they'll
think
about
that
before
they
throw
something
out
the
window.

wife
wasn't
too
happy
about
me
getting
into
the
engagement
with
the
dude,
throwing
the
trash
out
the
truck,
but
maybe
one
day
I'll
stop,
but
I
can't

it.

people

city,
but
then
the
positive
note.

know
we
hear
some
bad
things
going
on
with
our
youth,
but
I
want
to
highlight
the
fact
that
a
lot
of
kids
are
graduating
from
grade
levels,
all
the
way
to
high
school,
going
off
into
the
world
doing
great
things.
So,
I'd
like
to
congratulate
all
these
graduates.

camp

13th

it
runs
for
eight
weeks,
and
so
it's
a
great
great
program
that
they're
offering
a
lot
of
things.
We
really
didn't
even
realize
that
they
did
offer.

kids
into
a
fun
active
educational
camp,
please
check
out
the
city's
children's
museum.

were
quite
proud
of
the
work
that
they're
doing
also
to

staff
lynn
and
to
mr
coleman.

melba
dupree,

turned
100
years
old,

she
was
one

my
supervisors
at

she

turning
101

and
if

her,
you
know
where
she
lives.
She's
lived
there
a
long,
long
time,
but
she
will
be
celebrating
her
101
birthday
on
