proposing
that
City

looking
at
a
initial
cost
of
the
work

market
study,
and
should
the
market
study
proved
feasible,
then
proceeding
with
additional
costs,
including
forty

for
design

with
the

resolution

city
manager

grant

Lamar
University
university

Cities
have

percent
fee
to
fund
this
channel.

we're
looking
at
upgrading
the
equipment
or
reinvesting
in

Lamar

They
will
do

would
be
for
all
those
400
plus
events.
We
do
a
year
we're
a
pass-through
for
our
client
they're,
technically
paying
Patriot
security.
They
just
pay
us
first.

event

bid

hall

there's
a
bit

here

public
health
same

They
used
them
in
the
past
ever
since
covid,

much,
but
it's
in

bid
in

they
want

Municipal
Court
is
the
only
permanent
residence
for
Patriot
security
right
now
so
and
that
cost
is
that
an
estimated

000
a
year.
So
it's
out

this
whole
contract
price.
You

maybe
a
hundred
thousand

on
the
city's
tab,
the
rest
of
it's
passed
through
or
we're
just
not
utilizing
it.

resolution
authorizing

emergency
repair
of
a
six-inch
sanitary
sewer,
main
from
weak
drive
to
Brentwood
Drive.
We
we've
been
recently
made
aware
of
a
1350
foot
section
of
a
six
inch
senatorial
sanitary
sewer
line
that
needs
to
replace
it
on
and
called
the
place
from
week
drive
to
Brentwood
Drive.
It's
an
emergency
contracts
been
issued
to
tote
too
much
construction
for
126,
950
and
it'll
be
paid
for
the
water
utilities
fund
and
staff.
It's
recommended
approval
of
the
resolution.

consider
resolution
approving
the
country
track
with
Gulf
Coast,
a
crh
company
to
Supply
asphaltic
Concrete
for
the
use
by
the
public
works
department,
just

far
asphalt
for

use

repairing

sections.

know
six
vendors
were
notified
on
a
bid
opportunity
to
one
submission
that
be
it.
What
that
which
staff
recommends
is

460
dollars,
and
it's
proposed
to
come
out
of
the
general
fund
and
again
staff
recommends
approval
of
the
resolution.

only
two
local
asphalt
plants
and
Gulf
Coast
recently
bought
out
LD
construction,
who
has
the
the
second
asphalt
plant
so
at
the
present
time,
and
they
shut
down
that
ld's
asphalt
plant
for

repairs

I
understand
it
they'll
bring
it
up
later.
But
at
the
current
time,
there's
only
one
local
provider
of
asphalt.

hot
and
you've
only
got
so
long
to

make
use

can't
get
it
out

you
know
somebody

a
long
distance
away

unfortunately,

single
provider,
we've
also
got
increasing
costs,

you
all

inflation.

mentioned

past,
doing
something
other

our
standard
graphics
on
a
water
tower.
He
had
mentioned
putting
something
related
to
the
schools
on
the
Water
Tower,
so
we're
currently
doing
the
engineering
on
the
Southwest
elevated
storage
tank,
which
is
the
one
on
Washington
right
by
the
fire
station.

right
now
is
the
way
it
looks
currently
the
view
from
the
south
and
the
north
on
that
tank.

is
the
water
tower
the
Southwest

we're
rehabbing.
So
this
is
close
proximity
to
The
Interchange
over
by
the
Elegante.
That's
undergoing
construction
right
now
and
I
just
wanted
to
give
you

idea

how
distant
that
Tower
is
from
the
freeway.
So
we're
not
talking
about
close
proximity
in
terms
of
viewing,
so
you
can
see
it
in
the
distance
over
the
warehouse
there,
as
you're
approaching
from
the
south
and
then
coming
back
the
other
way.
You
can
see
it
over
there.

As
you're
on
Washington
you're,
not
so
much
going
to
see
close
graphics
on
that
thing
right
by
the
freeway,
some
examples
from
other
cities
and
again
councilman
Turner
had
mentioned
school,
so
it
kind
of
focused
on
what
other
entities
have
done
related
to
school
district
teams.
So
this
example
is
in
Cyprus.

Less
is
more
in
this
case
because,
even
though
the
water
tower
is
large,
you're
at
a
great
distance
and
the
water
tower
is
very
high,
so
you
really
want
to
make
whatever
you're
putting
on
there
fairly
simple
and
big
so
that
you
can
see
it
easily
at
a
glance.
The
more
detail
you
put
in
there,
the
harder
it
is
to
really
read
a
lot
of
it
or
absorb
it.
We've
got
kind
of
two
views
on
that
water
tower.

and
foremost,
Bart
thank
you
for
actually
bringing
this
in
front
of
us
to
actually
discuss
appreciate
you
listening
to
you
know
some
of
my
suggestions,
bringing
it
to
us
give
an
opportunity
to
have
dialogue.
One
thing
that's
fairly
important
to
me
is
the
City
of
Beaumont.
We
have
colors,
we
have
colors
that
are
considered
the
City
of
Beaumont
colors
and
from
a
branding
standpoint.

colors,
you
know
whatever

do,
we
want
to
Brand
it
and
when
we
were
talking
about
the
schools
at
the
time,
I
wasn't
getting
into
these
logos,
but
just
recognition
when
we
do
things
like
state
championships
and
things

that
magnitude,
especially
being
there
on
that
part
of
the
Town
side
of
the
town,
we
got
Beaumont
United,
who
just
done
something
historical
and
they
won
like
back-to-back
state
championships
and
I.
Think
that
would
help
bring
a
sense
of
Pride
to
that
area,
not
getting
to
putting
too
much
on
there.

But
just
you
know
the
back-to-back
state
championships
and
when
it
comes
to
Brandon,
we
now
have
a
new
Communications,
Department
and
I
think
it
would
be
good
if
you
don't
mind
Mr
manager,
for
Lauren
to
give
her
input
as
far
as
branding
in
colors
and
direction.
We're
going.
You
know
like
we
have
these
colors
and
The
Way
We
Were
branded.
So
if
that's
okay
with
you,
maybe
get
her
opinion
since
that's
the
what
she's,
basically
over.

Them
dig
up
for
lack
of
a
better
term,
any
information
that
we
had
associated
with
the
brand
of
Beaumont,
so
those
colors
are
distinct
and
they're
all
part
of
that
branding
initiative.
So
whatever
we
do,
we
would
like
to
follow
the
guidelines
of
the
brand.
There
was
a
branding
study,
a
little
plan
put
together
not
too
long
ago,
so
we
could
use
those
guidelines.

this
was
the
most
recent
logo
that
we
had,
which
is
why
we
went
with
it
on
Wes
one.
One
thing
is
that,
with
a
water
tower,
your
primary
color
on
it
needs
to
be
one:
that's
not
going
to
fade!
That's
why
our
water
towers
have
always
been
a
light
blue.
You
can
go
with
a
white,
but
anytime
you
get
into
a
solid
color.
That's
darker
on
the
tower
that
pigment
will
fade
over
time
and
you'll
lose
that
color,
so
in
terms
of
City
colors.

You're
gonna
see
it
on
there.
That's
why
that's?
Why
as
well?
It's
good
to
get
something!
That's
not
going
to
fade
out
on
you,
because
you're
really
looking
at
having
to
repaint
the
whole
Tower
once
a
once.

paint
starts
fading
you're
not
going
to
have
good
adhesion
for
redoing,
something
that
that's
over
the
top
of
that
paint,
but
yeah,
it's
usually
10
to
15
years.

actually
have
the
list
on
when
it
was
done

it's
in
that

lastly,
even
at
Beaumont
you
know
that's,
you
know
our
colors

just
keep
reverting
back
to
our
colors,
because
you
know
this

black

green
and

throughout
the
city
you
know
even
signs,
you
see,
gray,

signs.
You
see
Green
Park
signs
at
some
point
if
we
as
a
city
can
get
more
in
unison
with
our
branding
of
colors.

this
is
our
city,

difficult
if
we
want
to
honor
the
schools,
what
I'd
suggest
is
we
put
the
school's
logos
or
names
on
the
Water
Tower,
and
then
most
cities
will
put
a
sign
at

a
road
with
and
then
you've

put
detail.
Then
you
can
put
the
school
you
can
put
the
championship
year.
You
can
put
what
they
won
in
that
championship
year,
so
you
can
put
football
championships:
Basketball
Championships,
that's
usually
where
I've
tended
to
see
it,
at
least
in
the
state
of
Texas.

the
amount
of
the
graphics
and
the
complexity
of
the
graphic
in
terms
of
numbers
of
colors,
so
I
think
on
the
west
tank
it
was
somewhere
around
7
500
to
10
grand
on
just
for
the
logo.
On
that
now,

Dishman
tank
I
can't
really
get
a
cost
on
that
because
they
went
and
they
did
it,
bundled
within
the
contracted
split
it
out.
So
it
was
harder,
but
once
I
get
an
idea
of
what
we
want,
then
I
can
get.

do
really
like

idea
of
you
know
assigned
recognizing,
because
things
can
change
and
these
school
names
also
can
change.
So
I
really
like
that
suggestion
that
has
happened
quite
often

winning
soccer
I
think
as
a
city.
If
our
kids
win
anything
or
do
anything
exceptionally
well,
we
should
figure
out
a
way
to
brand
and
recognize
that,
but
I
I
understand
the
light
blue,
but
I'm
like
I'm,
a
really
big
Advocate.

good
to
be
consistent

your
message

looks
and
your
colors,

recognize
it

it's
your
letterhead

water,

whatever
it's
good
to

consistent

you're

for

schools

private

public
schools

and

in
looking
at
the
old
logo,
I've
been
here
long
enough
to
see
multiple
logos,

think
we
should
get
consistent

even
consistent

the
blue

the
green

rumors

rebranding

rebranding,

just
something
exciting
about
the
city,

some
graphics

seal

recognized

logos
that
you
see
that
this
particular
virtual
opportunities,

the
city
adopted
in
the
previous

is
a
logo
that
the
city
adopted
for
the
letterheads
and
for
official
City
documents,
but
it
is
not,
in
contrast
to
the
adopted
logo
for
the
city.

recoated
and
then
any
deficiencies

we

we
identify
anything
like
that
once
we
have
it
done,
we'll

fix
it,

we
recently
went
through
over,
as
you
all
know,
over
the
last
two
years
and
cleaned
and
inspected
the
inside
of
all
the
towers.

we're
not
expecting
any
big
repairs
on
this
one.

west
side

Neches
River

settled
there
and
began

story

what's
now
in
the
City

Beaumont.

just
wanted

commend
this
Council
today
for
being
bold
and
look
into
the
future
and
its
decision
to
move
forward
with
the
possibility
of
developing
this
area
that
we
now
call
555
Main
Street.

Things
like
the
revitalizing
of
a
downtown
and

growth
of
a
city
doesn't
happen
just
because
we
wish
it,
but
it
comes
about
because
leaders
are
intentional
and
deliberate

are
willing
to
take
the
lead

hard
decisions.

me
encourage
everyone
to
be
patient
and
to
be
supportive.

move

look
at
the
market
study
before
it
does
anything

trying

seek
counsel,
be

deliberate

be
careful
to
protect
the
citizens

just
have
to
step
out
and

take
the
lead,
and
this
Council
has
done
that
today
and
I
commend
them
for
that.

reference

water
concerns.
I
just
want
to
make
sure
we
kind
of
stay
on
top
of
that
and
be
abreast
and

least

update

What's
the
projected
timeline
and
plan,
what
we
have
to
do
with
some
of
their
concerns,
and
the
next
thing
is
I
kind
of
want
to
talk
about
narrative,
often
I,
walk
up
to
random
people.

always

them
for
their
perception
of
Beaumont
and
a
lot
of
times,
people
who
actually
don't
live
here
and
they
moved
here
and
they
often
say
the
same
thing

it's
almost
uniform.

say
we
love

City

Beaumont.
It
has
everything
it
has
nice,
restaurants,
it's
a
family
town,
but
the
reality
is
sometimes
you
know
where's
the
city.

to
be
careful
because
we
can
be
our
biggest
enemy
when
it
comes
to
narrative
I
understand
we
had
some
things
that
have
happened
roofed
in
the
past,
but
one
thing
about
the
past
is
to
pass
and
when
we
got
issues
that
didn't
happen

learn

to
leave
it

it's

move
forward,

citizens

because

people
read

we
post

things

consider

it

moving
our
city
and
if
we're
not
advertising
our
city

pushing
in
a
positive
way,
you
can
only
imagine
what
Outsiders
feel
when
they
look
at
the
narrative
and
what
we
feel
that
we
live
here
we
live
here.
We
need
to
take
pride
in
where
we
live.

need
to
hold
our
elected
officials
accountable
as
well,
but
I
like
to
see
our
community
take
a
lot
more
pride
and
speak
more
positive
about
the
environment
and
where
we
live,
and
if
we
don't
have
a
positive
thing
to
say.
Let's
talk
about
some
solutions,
so
I'd
like
to
see
everybody
push
to
be
solution
driven
and
control
the
narrative
better
in
Beaumont.

Economic
Development,
we're
talking
about
300
construction
jobs,
you're
talking
about
a
hundred
full-time
jobs,
you're
talking
about
bringing
in
people
from
out
of
town
spending,
their
tax
dollars
or
their
dollars
into
our
local
economy.

will
be
multiplied
several
times
over.
As
that
money
is
spent
throughout
our
economy.
It's
a
good
thing.
It's
a
good
thing
for
downtown.

a
good
thing
for
Beaumont
and
I
am
proud
to
be
a
part
of

people

very

Hometown
and
people

out

they
say
they

bad
about
it,

anybody

come
here

managers

need

the
positive
for
Beaumont.

good

and
asked
me
what
I
love
about
Beaumont,
what
I
love
about
Beaumont,
it's
the
down
home
small
town
field.
My
family
was
raised
here,
my
family
and
I.
We
all
lived
in
the
same
neighborhood
within
a
block
of
each
other.
We
had
that
that
Village
feel,
but
also
you
know
in
an
hour
and
a
half
I
could
be
at
an
airport
and
be
anywhere
in
the
world
four
hour
later
and
then
I
come
back
and
I'm
right
back
home,
my
small
town
field.
So
we
have
to
accentuate
the
positive.

elected

taking
both
steps
and
doing
what
you
think
is
best
for
Beaumont.
You
you're
looking
taking
some
hard
looks
at
the
kind
of
development
you
know
taking
hard,
looks
at
downtown
planning,
you're
looking
at
overall
strategic
planning
for
this
city,
and
that's
what
it's
going
to
take
to
get
Beaumont
to
be
that
great
greatest
city
in
the
country.
I
So
I
commend
you
for
being
bold
and
taking
those
steps
we
got
a
council
member
Turner
had
mentioned
about
following
up
with
people
who
talk
to
public
comment
this
morning,
staff.
We
discussed
that
and
we
came
up
with
a
process
for
that
to
happen.
When
someone
speaks
in
public
comment,
the
city
clerk
will
is
taking
those
notes.
He
will
take
those
notes
also,
if
there's
a
staff
person
here
that
pertains
to
they
would
take
it.
I
But
she
would
get
those
comments
and
she
would
just
inseminate
them
to
the
proper
Department
that
will
provide
us
the
answers
to
it
until
that
and
we
will
follow
up
and
provide
that
answer
to
that
person,
who's
speaking
and
also
you
as
a
council.
So
we
came
up
with
that
process
this
morning
and
that's
going
to
go
through
Tina's
the
clerk's
office
she'll
be
the
one
that
take
that
question.
I
She'll
be
the
one
that
disseminates
it
to
the
department
head
or
directors,
and
then
she'll
they'll
get
that
information
back
to
her
and
they'll
be
disseminated
to
you
as
a
council
and
the
public
person
who's
speaking
in
the
future.
Also
I
talked
about
an
organizational
chart.
I
have
a
final
draft
of
an
organizational
chart
if
you
would
pass
it
down
of
Staff.

It
follows
the
charter,
things
that
are
outlined
by
the
city
Charter,
but
then
also
Implement.
What
we
need
to
do
and
you
can
see
the
two
areas
of
responsibility
for
the
assistant
city
manager
of
operation,
but
we
had
this
discussion
with
staff
this
morning
and
we
look
forward
to
going
forward
with
it
and
if
you
have
some
comments
or
something
feel
free
to.

gets
and
I
did
an
interview
on
Friday.
We
were
out
on
the
other
side
of
the
Civic
Center
looking
at
the
water
just
with
excitement
to
say
that
we
are
finally
moving
in
the
direction
that
has
been
waiting.
We've
been
waiting
for
a
long
time
and
I
think
all
of
the
citizens
here
in
Beaumont
have
been
waiting
to
move
forward.

They
won
their
game
and
they're
moving
on
to
the
next
round.
So
congratulations,
Port
Neches
grows
also.
We
had
a
lot
of
activities
on
last
week.
Every
day
there
was
quite
a
bit
of
things
happening.
On
the
last
week,
Family
Services
of
Southeast
Texas.
We
broke
ground
on
a
new
location
on
Concord
Street
right
now
they
are
house
in
the
different
area.
They
flooded
twice
so
now
they
will
begin
new
construction
and
it
will
be
double
the
size
of
what
it
was
before.
A
So
what
that
means
for
families,
families
that
are
displaced
women,
that
and
children
that
need
a
place
to
live.
It
has
gone
from
60
beds
to
approximately
120
beds,
and
we
are
the
only
facility
here
from
Houston
to
Lake
Charles
Louisiana,
so
they
will
cover
in
service
a
broad
area
of
Southeast
Texas,
and
so
that
is
great
news
for
this
entire
County
and
a
Golden
Triangle
community.

It
will
have
an
impact
of
a
thousand
construction
jobs,
not
to
mention
80,
to
100
permanent
jobs,
so
they're
going
to
also
contract
with
BISD
to
have
a
co-op
plan
for
students,
while
they're
in
high
school
to
be
ready
to
come
out
for
those
jobs.
That's
a
lot
of
great
things
that
are
happening
in
our
area
and
we're
so
excited
for
all
of
the
economic
development.

we
may
not
have
a
meeting
on
next
Tuesday,
not
sure
that
it's
100
percent
definitely
set
in
stone
but
to
each
and
every
one
and
to
all
of
your
families
