B
Let
us
pray
heavenly
father.
We
thank
you
today
for
this
beautiful
day
of
sunshine.
We
thank
you
for
the
rain,
just
remind
us
how
you
are
in
control.
We
thank
you
for
this
day
and
we
ask
lord
that
the
business
at
hand
that
you
enter
this
room
and
have
your
way
lord.
We
ask
that
you
bless
each
city
council,
member
from
the
mirror,
all
the
way
down
to
the
custodians
of
this
place.
B
The
entire
city
of
beaumont,
you
have
been
good
to
us,
continue
to
bless
us
and
keep
us,
but
let
us
realize
where
our
help
come
from
and
lord
as
we
go
through
this
season
of
change,
lord,
as
our
officers
are
being
changed
out,
lord,
we
pray
for
the
betterment
of
the
entire
city,
continue
to
walk
with
us,
and
let
us
realize
that
we
are
brothers
and
sisters
keepers
and
lord.
We
need
one
another.
Lord.
B
B
Let
us
not
get
complacent
and
think
it
can't
happen
here
in
beaumont,
but
we
realize
you
have
been
good
in
keeping
us
and
we
ask
that
you
continue
to
keep
us
and
bless
us
bless
the
agenda,
that's
at
hand,
let
it
be
done
decent
and
in
order
and
most
of
all,
let
everything
be
done
where
you
can
get
some
glory
out
of
it,
and
we
give
your
name
to
praise
this
day.
Amen.
A
C
A
You
we
do
have
presentation
today
in
a
proclamation,
and
I
will
ask
councilmember
getz
to
read
the
proclamation
first
and
then
we'll
move
on
with
our
presentation.
D
D
Whereas
a
quality
education
is
one
of
the
significant
foundations
for
the
continuing
success
of
our
state,
our
country
and
our
society
at
large
and
in
the
city
of
beaumont.
We
strive
for
the
betterment
of
all
of
our
citizens
through
an
increased
focus
on
education
and
sharing
and
whereas
through
providing
the
possibility
of
an
excellent
education
for
all,
especially
children,
with
which
to
gain
knowledge
through
rigorous
study.
D
And
whereas,
in
recognition
of
the
rebbe's
outstanding
and
lasting
contributions
toward
improvements
in
world
education,
morality
and
acts
of
charity,
he
was
awarded
the
congressional
gold
medal
and
the
united
states.
Congress
has
established
his
birth
date
as
a
national
day
to
raise
awareness
and
strengthen
the
education
of
our
children.
D
Now,
therefore,
mayor
ames
as
mayor
of
the
city
of
beaumont,
does
hereby
proclaim
wednesday,
the
24th
of
march
2021,
as
education
and
sharing
day
in
beaumont,
and
encourages
government
officials,
educators,
volunteers
and
citizens
to
reach
out
to
those
within
their
communities
and
work
to
create
a
brighter,
better
and
more
helpful
future
for
all.
Accordingly,
the
mayor
has
hearing
to
set
her
hand
and
caused
the
seal
of
the
city
of
beaumont
to
be
affixed
and
signed
this
day
by
mayor
becky
ames
mayor
march,
23.
D
E
E
Thank
you
thank
you
to
the
honorable
mayor,
ames
and
the
esteemed
members
of
the
city
council,
as
we
approach
the
jewish
holiday
of
passover
this
coming
saturday,
night
march
27th.
Let
us
recall
the
ancient
lessons
of
passover
today
and
let
us
ensure
that
the
meaning
of
passover
becomes
valuable,
visible
in
our
daily
lives.
The
biblical
narrative
of
the
exodus
is
the
story
of
the
israelites
being
redeemed
from
egypt.
The
biblical
hebrew
name
for
egypt
is
mitraem,
which
means
limitations
and
boundaries.
E
Today
we
are
all
enslaved
to
personal
limitations,
and
each
of
us
is
working
towards
redemption
from
those
obstacles
that
limit
our
potential
to
create
a
better
future
for
ourselves,
our
families,
our
city
and
the
entire
world.
Let
us
pass
over
our
personal
shortcomings
and
let
us
rise
from
despair
to
freedom.
The
rebbe
rabbi,
menachem
schneerson
of
righteous
memory,
taught
that
every
individual
and
in
fact
every
individual
action
has
an
impact
on
the
entire
universe.
E
The
rebbe
emphasized
the
importance
of
education
and
good
character
and
instilled
the
hope
for
a
brighter
future
into
the
lives
of
countless
people
in
america
and
across
the
globe.
There
every
thought
that
education
in
general
should
not
be
limited
to
the
acquisition
of
knowledge
and
preparation
for
a
career.
Instead,
the
educational
system
must
pay
more
attention,
indeed,
the
main
attention
to
the
building
of
character,
with
emphasis
on
moral
and
ethical
values,
as
we
see
an
effect
of
that
in
the
opposite
sense
things
that
happen
in
colorado
and
other
places.
E
E
Additionally,
in
the
last
few
years,
this
tradition
has
expanded
to
the
state
and
local
levels.
In
fact,
tomorrow
in
austin
the
state
legislature
will
be
meeting
and
holding
a
ceremony
recognizing
education
day.
There
this
day
provides
americans
the
opportunity
to
pause
and
recognize
our
responsibility
to
ensure
that
our
young
people
have
the
foundation
necessary
to
lead
lives
rich
in
purpose
and
fulfillment.
E
Mayor
aims
to
sign
the
proclamation
designated
wednesday
march,
24
2021
as
education
and
sharing
day
in
beaumont
texas.
It
is
a
call
to
all
citizens
to
reflect
on
the
vital
role
of
education
in
preparing
our
youth,
to
be
the
leaders
of
tomorrow,
with
an
emphasis
on
inspiring
them
of
their
moral
and
ethical
obligation
to
serve
a
cause
greater
than
themselves
and
instilling
in
their
minds
and
hearts.
E
The
empowering
message
that
one
act
of
goodness
and
kindness
can
tip
the
balance
of
the
world
in
the
favor
of
positivity
to
usher
in
an
era
of
redemption
for
the
entire
world.
May
our
cities
serve
as
a
beacon
of
light
for
people
of
all
faiths
and
walks
of
life
may
beaumont
help
achieve
the
goal.
That's
so
powerfully
stated
in
our
pledge
of
allegiance
so
that
america
is
truly
one
nation,
under
god,
indivisible
with
liberty
and
justice
for
all.
Thank
you.
A
F
G
G
I
believe
this
audit
will
receive
the
same
award
this
year
due
to
the
professional
expertise
and
commitment
of
kristin
ferguson,
the
city
controller,
janice
ridley,
the
grants,
manager,
staff,
accountants,
angie,
breden
courtney,
tamaj
and
benicia
jordan,
and
also
our
fiscal
assistant,
victoria
sleds
they're
here
in
the
audience.
If
y'all
would
just
stand
real,
quick
just
to
be
recognized,
I'd
appreciate
it.
H
A
Please
come
forward,
and
I
just
might
add
that
we
do
have
an
audit
committee
on
the
council,
which
consists
of
myself
and
council
member
samuel
and
we've
already
reviewed
this
today
with
these
gentlemen,
and
we
appreciate
you
coming
and
being
so
open
and
helping
us
look
through
a
document
that
is
very
large.
I
Good
afternoon,
thank
you
good
afternoon,
mayor
city
council.
Thank
you
todd
and
he
he
he
really
does
mean
it.
When
a
lot
goes
into
this
report,
y'all,
it's
a
100
plus
page
report,
there's
a
lot
of
information
in
there
and
we'll
just
go
over
some
high
level
information
in
there.
But
our
role
as
auditors
is
to
basically
audit
all
the
numbers
in
that
financial
statement
packet
and
so
that
they
can
be
relied
upon
to
say
that
they
are
free
from
material
misstatements.
I
So
you
can
compare
them
across
to
other
cities
with
other
audited
financial
statements
and
you
can
take
key
metrics
out
of
those
and
forecast
forward.
So
those
are
reliable
financial
statements,
and
so
we
start
our
process
by
coming
in
in
the
summer
time,
and
we
look
at
internal
controls
and
if
you
have
a
good
foundation
for
internal
controls,
then
it's
a
better
chance.
Those
numbers
that
we
see
at
the
end
of
the
year
are
good
numbers
and
can
be
relied
upon,
and
so
we
come
in
and
review
those
internal
controls.
I
We
did
not
note
any
significant
deficiencies
or
material
weaknesses.
Also
as
part
of
the
audit.
We
conduct
a
single
audit,
so
if
you
receive
more
than
750
000
or
more
in
federal
funds
and
or
state
funds,
you
are
subject
to
a
single
audit,
and
so
we
conducted
a
federal
and
state
single
audit
and
did
not
note
any
issues
with
compliance
or
any
other
matters
to
note
and
then,
as
far
as
the
financial
statements
go,
those
financial
statements
can
be
relied
upon.
We
issued
an
unmodified
opinion,
which
is
the
highest
level
of
assurance
we
can
provide.
I
The
general
fund
has
a
healthy
fund
balance
of
about
five
months
of
expenditures,
which
is
about
50
million
dollars,
and
with
that
I
also
want
to
thank
todd
and
kristen
and
their
entire
team
for
helping
us
as
well.
It
is
a
very
long
process
and
they're
great
at
getting
us
everything.
We
need
timely
and
doing
a
great
job.
Thank
you.
A
Any
questions
counsel,
none,
okay,
so
good
report.
Today,
yes,.
A
I
A
All
right
now
would
be
the
time
for
any
citizen
who
wishes
to
speak.
If
you
would
like
to
make
public
comments
today
on
scheduled
agenda
items
three
through
five
or
the
consent
agenda,
the
time
to
do
so
is
now.
If
you
would
like
to
speak
on
one
of
these
items-
and
you
haven't
already
done
so-
please
fill
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
the
city
clerk
at
the
front
of
the
room.
She
will
call
out
your
name.
We
would
appreciate,
if
you
keep
your
comments
to
three
minutes.
A
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
on
when
your
time
is
up
again
right.
Now,
it's
four
three
through
five,
three
four
and
five
or
the
consent
agenda
items.
One
and
two
have
already
been
heard
in
a
joint
public
hearing
of
the
planning
commission
in
the
city
council,
so
are
not
available
for
comment
and
we
do
have
a
public
hearing
later
in
our
meeting.
A
So
if
you
are,
if
you
are
here
to
speak
on
the
funding
from
the
2021
community
development
block
grant
program,
I
will
open
up
a
separate
public
hearing
for
that
purpose
and
then,
at
the
end
of
the
meeting,
I
will
open
up
the
microphone
for
any
citizen
who
wishes
to
speak
on
any
item.
But
right
now,
it's
three
four
and
five
and
the
consent
agenda.
J
Integrity
is
in
a
main
word
if
you
want
to
sum
it
up
to
one
word,
it's
being
honest,
and
I
think
that
if
we're
going
to
be
honest,
we're
going
to
realize
that
that
many
times
I've
seen
the
city
council
act
toward
each
other
in
ways.
That
is
not
honest
and
I
just
wish,
but
I
will
say
that
I
have
seen
integrity
exemplified
on
this
council
meeting.
J
But
information
was
withheld
from
this
council
and
when
I
found
out
that
information
was
withheld,
I
attempted
to
always
comment.
I
actually
up
here
and
asked
to
speak
with
this
council
in
private,
because
I
didn't
want
to
bring
anything
public.
I
asset
twice
and
I
was
never
afforded
that
to
speak
to
anybody
in
private.
So
then
it
became
a
monologue
instead
of
a
dialogue,
and
I
was
up
here
repeatedly
for
probably
40
or
50
times
getting
why
I
thought
that
I
should
have
a
re-hearing
for
my
business
during
that
time.
J
I
think,
and
I
I
wasn't
asking
if
the
council
reversed
their
decision,
I
was
asking
that
they
reconsider
it
and
look
it
in
light
of
all
the
information,
but
the
city
attorney
repeatedly
blocked
my
my
efforts
to
have
another
hearing.
At
first
he
told
mr
getz
I
could
have
a
hearing
and
when
mr
getz
asked
they'd
be
posted
on
the
agenda
considered
to
give
me
a
hearing,
he
then
told
me
it
couldn't.

You
have

Is
there

A
A
M
Thank
you,
mr
manager.
As
was
indicated
on
february,
the
11th
of
this
year,
texas
gas
service
filed
with
the
city
of
oman,
its
annual
gas
reliability
infrastructure
program,
which
is
commonly
known
as
a
grip,
and
that
is
an
interim
rate
adjustment
request
to
increase
gas
rates
within
the
central
gulf
service
area
of
the
company,
which
includes
beaumont.
M
The
city
of
belmont
maintains
exclusive
original
jurisdiction
over
the
rates,
operations
and
services
of
the
texas
gas
service.
The
ordinance
is
asking
that
their
rate
increase
request
be
suspended
for
a
period
of
45
days
from
april
the
12th
to
may
the
27th
to
allow
an
opportunity
for
review
of
their
application.

F
Number
four
is
an
ordinance
the
city
of
beaumont
texas,
suspending
the
rates
proposed
by
center
point
energy
resources,
corp
doing
business
as
center

texas,
gas
companies,

filing
made
with
the
city
on
march,
the

2021,
finding
that
the
meeting
complies
with
the
open
meetings
act,
making
other
findings
and
provisions
related
to
the
subject
and
declaring
an
effective
date.
Mr
cooper
will
lead
this
item
as
well.
M
Thank
you.
As
indicated,
centerpoint
has
also
filed
a
grip
interim
rate
adjustment
increase
request
with
the
city
of
beaumont
that
was
filed
on
march
the
4th
of
this
year.
Typically,
their
request
would
go
into
effect
60
days
following
the
filing
of
the
application.
M
This
ordinance
is
asking
for
again
for
a
45-day
suspension
of
that
request
to
allow
for
a
ministerial
review
as
to
center
point
for
their
residential
customers.
The
increase
would
be
a
2.39
for
general
service,
small
general
service.
It
would
be
3.92
cents
a
month
and
for
general
service
large
volume
customers.
It
would
be
18
and
31
cents
and
we
would
recommend
approval.

A

For
this
project.
The
post
chamber
number
one
in
the
amount
of
82
870.96,
is
needed
to
account
for
additional
base
repairs
discovered
once
the
existing
asphalt
surface
was
removed.
No
additional
time
will
be
added
to
the
contract.
The
additional
work
funds
available
in
the
street
rehabilitation
program,
the
administration.
A
E
D
N
We've
already
milled,
I
think,
all
of
hell
big,
so
this
should
be
the
extent
of
it,
but
basically
you
attempt
to
determine
how
many
base
repairs
you're
going
to
have
on
the
road
based
on
the
evidence
on
the
surface,
how
the
existing
wear
surface
has
allergy,
alligator,
cracking
or
depressions
etc,
and
we
did
have
a
overestimate.
We
thought
in
this
four
base
repairs,
but
once
it
was
milled
off
there
were
there
were
extensive
base,
repairs
yet
to
be
discovered
once
once
we
milled
it
off.
N
D
L
Yes,
right
as
the
asphalt
ends
after
it
crosses
the
bridge
and
starts
the
concrete
pavement.
There
were
some
repairs
done
almost
several
months
after
the
new
pavement
went
down.
Do
you
will
there
be
any
anything
done
to
that
area
right
in
front
of
the
fire
station?
L
It's
in
the
center
of
the
roadway
it
was,
it
was
broken
up
and
then
they
placed
the
broken
pieces
back
in
the
middle.
N
I
think
the
overlays
from
lucas
all
the
way
down,
but
I
can
check
on
it
and
see.
H
L
Well,
yes,
it
is
the
it's
concrete
street,
but
in
the
very
center
there
was
some
work
done
after
they
placed
the
concrete
down.
It's
broken
pieces
in
the.
N
A
H
A
A
Okay,
thank
you.
I
will
now
open
the
floor
for
the
public
hearing.
That
was
just
read
so,
if
you're
here
to
speak
on
in
this
public
hearing-
and
you
haven't
already
done
so-
please
fill
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
the
city
clerk.
Let
her
know
which
item
you
would
like
to
speak
on
and
again
we
would
appreciate
if
you
keep
your
comments
to
three
minutes.
O
Okay
good
afternoon,
I'm
dr
robin
pearson,
I'm
here
from
the
richard
l,
shorkey
center
education,
rehabilitation
center.
We
service
children
with
pediatric
needs
and
occupational
therapy
speech
therapy
applied,
behavior
analysis
for
children
with
special
needs,
primarily
with
autism
disorder
as
well
as
we
have
aquatic
therapy.
We
serve
about
six
counties
in
the
region
as
well
as
southwest
louisiana.
O
Kids
come
from
all
over
for
our
services.
We
are
a
non-profit,
united
way
organization.
Our
current
facility
that
we
have
we've
tried
to
be
really
good
stewards
of
it.
It
was
built
in
1944,
and
the
parking
lot
has
really
become
quite
in
disarray.
We've
had
several
organizations
out
to
try
to
help
us
out
with
it.
They
have
power
washed
it
swept
it.
We've
tried
to
clean
it
and
keep
it
up,
but
we
have
lots
of
potholes.
The
gravel
has
just
kind
of
come
up
from
the
surface.
O
We
have
a
big
dent,
that's
about
a
foot
and
a
half
deep,
where
buses
drop
children
off
that
have
special
needs
to
come
to
our
center
in
the
afternoon
that
have
after
school
care
with
us,
and
that
makes
a
big
difference
and
the
buses
being
able
to
get
in
and
out
of
the
facility.
Parents
are
there
with
children
in
wheelchairs,
and
we
have
kids
that
have
walkers
as
well
as
braces
and
they're
trying
to
maneuver,
as
you
know,
with
your
own
car,
trying
to
go
around
a
big
pothole.
O
Imagine
what
that's
like
towing
another
child
at
hand
and
maneuvering
with
your
wheelchair,
trying
to
get
around
all
the
potholes
as
well
as
get
up
and
down
off
of
the
curbs
and
the
way
that
our
facility
is
just
kind
of
the
parking
lots
deteriorating.
So
we
are
asking
for
support
to
refurnish
and
to
resurface
and
to
fill
the
potholes
as
well
as
re-line.
Our
parking
lot.
P
P
We
continue
to
need
your
help
now.
I
can
stay
up
here
and
talk
a
lot
longer,
but
basically,
as
everyone
is
aware,
the
homeless
situation
continues
to
be
a
problem
in
our
community
and
we
need
help
to
continue
to
provide
the
services
that
we
provide
at
henry's
place.
You
don't
really
get
to
know
someone
until
you've
lived
with
them
and
at
some
other
place,
we're
living
with
the
homeless,
and
it
is
an
extremely
difficult
clientele
to
work
with.
P
However,
we
are
there
to
do
whatever
we
can,
albeit
very
little
it's
I
don't
mean
to
sound
disrespectful,
but
we
kind
of
refer
ours
to
ourselves
as
a
humane
society
for
humans,
and
basically
we
are
there
to
provide
the
basic
needs,
keeping
them
fed,
keeping
them
clean,
keeping
their
clothes
clean,
allowing
them
to
use
a
telephone
and
our
address.
We
they
can
talk
to
us.
P
We
try
to
help
them
to
do
whatever
we
can
to
resolve
the
problem
of
homelessness
that
they
are
experiencing,
but
it's
a
complex
issue
and
each
one
of
them
is
unique
in
their
own
way.
Their
problems
are
multiple,
there's,
not
one
solution
that
fits
all
so
back
in
the
90s,
the
city
of
beaumont
partnered
with
us
to
provide
the
services
that
we
provide,
and
we
are
here
again
asking
for
you
to
continue
to
be
our
partner
to
help
us
to
do
whatever
we
can
to
try
to
address
the
needs
of
the
least
of
these.

Kaylee

C
Q
Hi
good
afternoon,
I'm
kaley
henry
I'm
the
development
and
public
relations
director
over
at
girls
haven.
I'm
sure
most
of
you
all
know
what
girlshaven
is,
but
if
not,
we
are
a
foster
care
home
for
girls
between
the
ages
of
6
and
22
years
of
age,
between
6
and
17.
They
stay
with
us
at
our
girls
haven
campus
on
fannin
street
and
then
between
18
and
22.
Q
Q
We
also
don't
have
enough
video
cameras
to
cover
the
full
facility,
so
we
are
needing
nine,
more
cameras,
we're
going
to
be
putting
two
upstairs
one
in
one
of
our
main
room
and
then
one
in
our
day
area
in
the
hallway
and
then
we're
going
to
have
two
outside
in
the
backyard
in
the
common
area
and
then
we'll
have
another
one
in
our
recreational
room
and
one
right
there
at
the
front
door.
So
we
can
get
a
good
look
at
everyone's
face
as
they
come
in.
This
is
extremely
needed
for
the
security
of
our
girls.
Q
All
of
them
come
from
cps.
Most
of
them
were
pulled
out
of
very
abusive
situations,
their
parents
can
come
looking
for
them
and
if
they
find
them,
we
definitely
want
to
make
sure
that
we
get
security,
footage
of
their
camera,
of
their
face
of
everything
that
we
can.
So
we
can
protect
the
girls
and
then
for
the
second
part
of
the
grant.
We
asked
for
additional
funding
for
furniture
for
the
girls
bedrooms
right
now.
Q
We
have
state
that
comes
to
the
girls
bedrooms
and
we've
been
getting
excited
because
our
dresser
drawers
the
knobs,
keep
coming
off
and
no
matter
how
many
times
we
fix
it.
They
just
keep
getting
pulled
off
over
and
over
again
and
they
have
nails
in
them,
so
that
can
be
extremely
dangerous
to
the
girls.
And
so
we
need
to
get
those
fixed
in
all
the
girls
bedrooms
which
we
have
18
bedrooms.
So
that's
a
lot
to
ask
for,
but
it's
for
the
safety
of
our
girls
to
get
the
dressers
and
for
the
security
system.
Thank.

Hi
hi,
my
name
is
kim

and
this
is
miss
annie

we
represent
iea
today,
which
is

I'm
relatively
new
to
iea,
but
miss
annie
has
been
with
ia
for
over
14
years,
so
I
brought
her
along,
so
she
could
help
answer
anything
or
correct
me
if
I
say
something,
that's
incorrect,
but
because,
if
you
know
me,
you
know
that
I
probably
go
on
and
on
so
I
wrote
a
few
notes
and
I
apologize,
but
I'm
going
to
read
from
my
notes,
for
those
of
you
who
are
not
familiar
with
iea
inspire
encourage
achieve
is
an
organization
that
offers
unique
educational
programming
and
other
rehabilitative
services,
with
compassion,
understanding
and
love
to
juvenile
justice
involved
youth
who
are
on
who
are
either
in
detention
or
on
probation.
R
Our
youth
range
in
age,
from
10
to
17
years
old,
85
percent
of
our
youth
are
of
color
and
are
from
underserved
and
disadvantaged
families.
Most
of
us
often
excuse
me.
They
often
have
face
chronic
trauma
associated
with
poverty,
abuse,
neglect,
domestic
violence,
incarceration
of
a
parent
or
sibling,
and
sometimes
some
of
our
kids
have
even
witnessed
murder.
R
This
request
is
for
a
facility
on
11th
street
that
serves
as
a
safe
haven
for
our
children
over
24,
I'm.
So
sorry,
I
keep
getting
caught
up
a
safe
haven
for
our
children.
R
R
They
are
successful
when
they
have
supervision,
judicial
supervision,
parental
supervision,
probation
supervision,
attorney
supervision.
Our
kids
are
at
you
at
risk
for
committing
crimes
and,
as
we
see
the
cycle
in
from
the
juvenile
system
into
the
adult
criminal
justice
system,
what
ia
is
able
to
offer
are
intensive
therapeutic
programming.
Most
of
our
kids
can't
read.
We
work
with
them
on
literacy.
We
work
with
them
with
counseling
tutoring
covid
has
left
us
our
kids,
who
are
already
grade
levels
behind
kovitz,
hit
our
kids
really
hard.
R
So
our
request
is
for
improvements
to
our
building,
which
is
on
11th
street.
Due
to
covid.
We
have
not
been
able
to
work
in
person
with
our
children.
However,
we
have
a
wonderful
back
parking
space
that
we
want
to
build
out,
make
secure,
secure
the
fencing,
put
an
awning,
some
lighting,
so
we
can
have
our
own
programming
and
have
our
kids
with
us
again.
It's
really
hard
to
maintain
the
relationships
that
make
our
program
successful.
R
Virtually
we've
done
a
good
job
over
the
last
year,
but
it's
just
crucial
to
the
success
of
changing
the
trajectory
of
our
kids
lives
to
have
them
in
person
to
be
able
to
provide
mentoring
and
tutoring
and
counseling
and
literacy
supports.
So
we
are
asking
for
help
with
funding
for
in-person
work
at.
S
Again,
my
name
is
annie
bell:
I'm
a
licensed
professional
counselor
and
working
with
these
kids.
It
takes
that
human
touch
and
we
use
lots
of
tbri,
which
is
a
trust-based
relationship,
intervention
with
these
kids
and
right
now,
some
of
the
simplest
things
for
us
to
help.
These
kids
is
to
do
a
regular
self-regulation
plate.
We
get
a
paper
plate.
We
have
red
when
you're
angry
blue,
when
you
call
yellow
when
you're
frustrated-
and
some
of
these
kids
would
tell
me
these-
are
kids
in
many
rogers
and
also
kids
and
outreach.
S
My
parents
don't
understand
you
know
they
don't
know
how
to
talk
to
me.
I
said:
well,
wouldn't
it
be
great
to
have
a
self-regulation
plate
not
only
for
the
kids
but
for
us
too
they're
kind
of
good,
I'm
not
feeling
a
little
sad
today,
so
we
can
know
how
each
other
feel
we
know
where
to
start
with
each
other.
So
we
need
to
know
where
to
start
with
our
kids,
because
we
can
raise
a
better
generations
of
children.
S
A
T
Good
afternoon
daniel
jeans,
with
the
how
center,
for
those
that
don't
know,
house
center,
stands
for
honesty,
open-minded
willingness,
three
essentials
for
recovery
where
grassroots
organization
started.
This
is
our
30th
year
started
out
as
a
dream
of
two
dilapidated
buildings
that
we
came
to
the
city
and
asked
that
they
give
them
to
us.
We
try
to
be
an
asset
to
the
community.
T
T
It's
amazing
how
you
start
out
with
one
vision,
and
then
god
has
a
bigger
vision
for
you.
I
gave
each
of
you
a
newsletter
and
if
you
just
read
some
of
this,
you
know
when
problems
arise.
The
philosophy
live
by
is,
for
god,
to
show
his
omnipotence
in
our
lives,
and
you
know
it
started
a
different
avenue.
A
couple
years
ago
we
got
a
phone
call
at
midnight.
T
He
did
it
because
that's
the
principles
we
live
by,
but
what
we're
looking
for
is
is
in
the
future
today,
because
we
don't
plan
on
being
gone.
We
look
for
the
future.
What
god
has
in
store
for
us
and
we're
trying
to
be
a
maximum
asset
for
the
city?
An
ada
bathroom
would
allow
us
to
do
that,
and
it
will
also
open
up
the
doors
for
guys
that
are
disabled.
So
that's
what
we're
looking
for.
U
Thank
you.
Thank
you
good
afternoon.
Thank
you,
mayor
and
council.
I
it's
my
honor
actually
to
stand
before
you
to
share
with
you
information
about
the
gift
of
life.
The
gift
of
life
has
been
a
service
and
a
staple
to
this
community
for
over
27
years.
The
gift
of
life
is
a
comprehensive
health
and
wellness
preventive
program
created
to
provide
free
mammograms
and
prostate
cancer
screening
for
the
men
and
women
who
are
medically
underserved
in
our
community.
I
want
to
emphasize
these
services
are
free
to
the
client.
There
is
no
cost
to
the
client.
U
We
have
provided
over
50,
000
men
and
women
with
screenings
in
the
whole
process
of
our
program.
We
provide
educational
information
as
well
in
the
schools
and
to
each
of
the
clients
that
come
through
I'd
like
to
say
that
the
program
that's
offered
is
a
comprehensive
program.
We
begin
with
the
screening
we
work
with
the
client
and
navigate
them
to
treatment,
as
well
as
provide
them
educational
information.
U
We
ensure
and
follow
up
with
those
men
and
women
who
have
been
diagnosed
with
breast
or
prostate
cancer
and
ensure
that
they
have
care
for
the
men
who
are
diagnosed
with
prostate
cancer.
We
work
with
them
if
they
are
uninsured
or
uninsurable
at
the
time.
The
gift
of
life
works
with
them
and
provides
the
financial
means
for
them
to
receive
care.
U
I
think
that's
an
amazing
program
and
I
come
before
you
today
asking
for
your
support
for
the
gift
of
life
for
this
program
that
has
been
a
staple
in
our
community
for
the
past
27
years.
I'd
like
to
also
share
with
you
information
that
we
have
now
are
working
with
md
anderson,
a
program
that
at
least
it's
an
md
anderson
curriculum
for
people
who
have
been
diagnosed
with
cancer.
It's
not
restricted,
traumatically
underserved.
It's
given
to
anyone
offered
in
the
community.
It's
called
active
living
after
cancer.
U
Q
V
W
H
H
V
V
I
think
now
the
guard
house
is
doing
up
to
17
as
far
as
interviewing
we're
that
piece
that
comes
next,
we're
the
ones
that
actually
do
the
medical
examination
and
the
forensic
evidence
collection
and
then
the
courtroom
testimony
if
that's
needed.

X
Is
lisa
once
again
I
do
the
community
liaison
it's
now
called
community
liaison
and
outreach
education
presentations.
I
did
grant
managing
and
bookkeeping
in
the
office,
but
I'm
not
primarily
my
role
as
a
trained
advocate.
I
work
for
the
crisis
center.
We've
had
to
kind
of
uptick
a
little
bit
due
to
the
crisis
center.
X
They
were
hit
pretty
bad.
They
weren't
sending
out
advocates
so
that
when
any
victim
comes
in,
they
get
our
full
attention.
We
want
to
make
sure
they
have
all
those
resources
available
to
them.
Unfortunately,
the
children
are
the
silent
victims
of
what's
happened
in
our
country
and
last
year
alone,
now
we
started
this
kind
of
shutdown.
X
The
funding
we
are
asking
for
helps,
keep
us
going,
brenda's
been
doing
this
27
years
and
for
the
past
couple
of
years,
since
the
passing
of
her
sister,
that
was
also
a
same
nurse
she's
been
doing
this
pretty
much
on
her
own
24
7..
We
don't
take
breaks.
She
doesn't
get
holidays
off
anything
like
that
she's
in
the
office
due
to
the
fact
that
sexual
assault
of
any
adult
children,
it
doesn't
matter
collecting
that
evidence
in
a
timely
matter.
X
What
does
that?
Do
that
helps
law
enforcement's
case
that
helps
with
the
prosecution
and
the
indictments
of
the
perpetrators?
So
getting
that
evidence
because
who's
going
to
go
without
taking
a
shower
and
using
the
restroom
and
eating
they're,
not
so
as
soon
as
they
make
that
outcry
to
law
enforcement
or
present
to
the
hospital.
X
X
X
We
have
been
able
to
collect
a
lot
of
data.
We've
really
upped
our
data
system,
we've
created
evaluations
for
our
victims
coming
in,
so
that
we
can
get
a
better
understanding
and
maybe
fill
in
any
gaps
that
they're
not
receiving
in
services
and,
right
now
we're
really
concerned
people
don't
want
to
reach
out
because
of
they're
afraid
of
catching
covet
or
things
are
shut
down,
but
we're
still
making
sure
they're
following
up
with
the
crisis
center
they're
following
up
with
any
other
resources,
they
may
need.
Also,
we've
created
a
take
breather.
X
Sorry,
we've
created
a
30
and
60
day
follow-up,
where
we're
reaching
out
to
victims
to
make
sure,
because
not
only
do
we
want
to
make
sure
they're
following
up
the
crisis
center,
but
through
a
contract
with
baptist
hospital.
We
are
testing
for
stis
we're
in
addition
to
all
the
other
agencies,
like
belmont
health
department.
We
are
testing
anyone
13
and
up
for
hiv,
hep
c
gonorrhea,
chlamydia
and
syphilis
and
you'd
be
surprised
of
the
numbers
we
do
get.
X
A
X
Some
positives
and
that-
and
they
don't
even
know,
they're
totally
unaware
that
they
may
have
an
sti
so
that
helps
them
get
treatment.
We
want
to
make
sure
that
everybody's,
following
up
getting
tested
seeking
medical
care
and
that
a
lot
of
that
information,
a
lot
of
those
resources,
are
there
when
they
come
into
our
office,
because
we're
still
face
to
face
with
everyone
that
comes
in,
of
course,
we're
taking
precautions,
but
any
questions.
C
Liz

Y
Y
Casa
was
was
incorporated
in
1992,
and
so
we've
been
in
business
for
about
29
years,
we'll
be
we'll
be
celebrating
our
30th
anniversary
next
year.
Our
primary
goal
is
to
train
volunteers.
To
advocate
for
children
in
foster
care,
our
volunteers,
our
volunteers,
go
wherever
our
children
go
throughout
the
state
of
texas,
even
if
they're,
not
in
the
state
of
texas.
Our
volunteers
have
to
travel
there.
So
I'm
here
today
to
request
funding
to
assist
our
volunteers
with
travel
with
also
providing
our
children
with
an
opportunity
to
have
a
normal
life
in
an
abnormal
situation.
Y
They
we
would
like
for
them
to
continue
to
be
able
to
participate
in
extracurricular
activities
to
to
act,
to
actually
be
able
to
go
on
outings
with
their
friends
and
things
like
that
cost
money
and
it
costs
individuals
who
are
willing
to
go
with
them
to
those
places.
Casa
volunteers
are
everyday
people
doing
extraordinary
extraordinary
things.
Every
day
we
train
our
volunteers
for
at
least
30
hours.
Y
They
receive
training,
they
have
to
actually
go
to
court
and
observe
an
observed
court.
They
are
the
only
unbiased
person
that
speaks
up
to
the
judges
on
behalf
of
what's
best
for
the
children
and
while
we
believe
in
reunification,
we
also
believe
in
family
preservation
and
when
we
can't
reunite
a
child
with
a
family.
We
definitely
look
for
family
members
and
fictive
kin
who
can
have
a
relationship
with
the
children
while
they're
in
foster
care.

Hello

thank
you
for
your

today.
I'm
jonathan

the

the

center
for
the

arts.
I've
provided
you
with
a
black
folder
of
pictures
of
our
most
recent
productions
and
some
of
the
programs
from
that
I'd
like
to
mention
just
for
the
sake
of
those
who
may
not
be
familiar
with
the
organization
we
were
incorporated
in
december
2016
with
the
mission
to
educate
youth,
teens
and
adults
in
the
performing
arts
and
provide
performing
opportunities
for
artists
living
in
southeast
texas.
Z
Z
Z
In
summary,
this
grant
funding
will
provide
much
needed
lighting
equipment
for
productions
during
and
after
the
pandemic
and
eliminate
the
need
to
rent
expensive
equipment.
That
represents
a
major
portion
of
our
budget
because
of
the
pandemic.
We
have
projected
500
low
to
moderate
income.
Individuals
would
be
served
with
these
funds.
A
A
AA
Thank
you
so
much
for
your
time
today.
Thank
you
for
the
opportunity
to
just
say
a
few
words
about
a
particular
item
that
we
really
need
badly
at
the
salvation
army.
We
the
salvation
army
during
disaster
times.
AA
As
you
know,
we
try
to
be
there
for
folk
that
are
recovering
from
the
disaster,
and
sometimes
we
have
to
bring
people
into
our
building
for
sheltering,
and
we
and
obviously
we
shelter
year-round
but
there's
special
special
sheltering
that
happens
when
people
are
affected
by
a
winter
storm
or
hurricane,
and
so
we
realize
that
we
need
a
generator
to
back
up
the
electricity
or
generate
electricity
when
the
electricity
stops
working
and
so
we're
just
we're
asking
for
funding
to
purchase
a
generator
for
the
boys
and
girls
club
so
that
we
can
house
people
in
the
gym.
A
A
A
A
I
believe
short
of
one
unanimously
said
they
wanted
to
move
forward
with
with
discussing
this
item
and
so
I'll
open
it
up
to
council
members.
If
there's
anyone
that
wants
to
speak
first,
there
are,
we
have
looked
at
some
ethics
policies
from
other
cities
and
maybe
one
of
those
or
two
of
those
might
be
presented
today.
So
I'd
like
to
hear
from
you
all
council,
please.
A
L
Well,
I
was
a
bit
concerned
that
last
week
or
week
before
last,
when
we
had
discussions
about
how
we
would
move
forward
and
thereafter
there
were
statements
that
was
made
and
one
of
the
main
concerns
that
I
had
was
being
sensitive
to
the
to
the
employees
and
the
process,
nothing.
L
L
I've
seen
several
policies.
This
is
going
to
be
a
long
term.
It's
going
to
it's
not
going
to
be
something
that
we're
able
to
do
in
a
week
or
two,
I
believe
in
order
to
be
trent,
to
afford
true
transparency,
we're
going
to
have
to
have
an
independent
commission
that
will
be
able
to
not
only
hear
complaints
from
employees.
L
So
with
that,
it's
going
to
require
some
time.
I've
seen
a
program
by
leander
one
of
the
processes
there,
it's
very
extensive.
L
It
has
an
independent
commission
with
each
individual
council
person
appointing
someone
to
the
commission
and
with
that
they
have
full
autonomy.
They
are
somewhat
ad
hoc.
They
review
the
policies
each
year
and
when
there
is
a
need
or
a
complaint
file,
they
have
the
ability
to
follow
through
with
that
process
from
day
one
all
the
way
to
the
end,
and
if
it
one
of
the
things
I've
heard
continuously
mentioned
with
this
council.
L
L
A
Okay
and
just
a
clarify
question
please,
when
you
said
for
employees
to
go
to.
Of
course,
we
have
the
hr
department,
your
meaning,
when
it
has
to
do
with
the
council
member.
L
Yes,
well
this
that
in
that
particular
program,
it
totally
is
autonomous
from
the
council
that
commission
reports
to
they
have
their
own
legal
counsel
and
the
decisions
that's
made.
It's
the
the
final
decision
is
directed
back
to
the
council
and
or
to
the
city
manager,
and
it
allows
for
an
independent
investigation
without
the
politicalness
of
the
process.
L
H
L
Policy
that's
been
evaluated,
okay,.
AB
Mayor,
I
know
that
everyone
on
this
council,
I
believe,
is
interested
in
establishing
a
better
working
relationship
for
the
sake
of
our
citizens.
I
know
that
there
are
companies
across
the
nation
that
specialize
in
coming
into
cities
like
beaumont
and
spending
a
day,
a
work
session
to
help
council
members
establish
better
communications
and
a
better
working
relationship.
AB
L
I
do
have
a
question
councilman.
How
do
we
address
an
individual
employee
that
has
complained
and
there's
been
no
resolution
to
the
complaint.
L
L
I
understand,
however,
that
was
an
understanding
that
we
all
came
to
after
the
evaluation.
The
investigation,
and
in
light
of
that
coming
out
of
that
there
were
statements
made
that
reached
the
media,
saying
that
there
was
no
merit
to
anything
that
was
investigated,
and
that
was
not
what
was
found,
but
that
became
a
truth
to
the
employee
that
made
the
complaint
that
nothing
was
wrong.
A
A
Probably
cannot
see
that
the
council
takes
anything
that
they
do
seriously,
because
if
you
just
don't
do
anything
or
even
talk
about
it
and
everybody's
talking
about
bringing
someone
else
in
or
whatever
you've
got
to
get
to
the
root
of
the
problem
period
and
when
sometimes
when
you
do
that,
it's
not
pleasant.
That's
one
of
the
reasons
why,
last
week
we
had
this
posted
as
an
executive
session
because
nobody
wants
to
well,
I
at
least
don't
wants
to
hash
out
laundry
in
the
public
or
make
anyone
look
bad.
A
That's
not
the
purpose
of
this,
but
something
has
to
be
done
and
you
know
we
can't
just
ignore
that
until
until
it's
recognized-
and
you
know-
I'm
I'm
not
going
to
be
here
so
I
just
want
to
make
it
better
for
future
people,
because
I
know
what
this
council
has
been
through
this
last
few
years
and
I
don't
think
it's
been
very
pleasant
for
anyone
council
member
mayor
pro
tem,
you
made
a
a
suggestion
last
week
that
we,
I
guess,
table
that
executive
session
and
we
do
a
work
session
in
public
and
that's
what
we're
doing
today
and
everyone
agreed
to
that
by
the
way,
with
maybe
the
exception
of
councilmember
getz.
A
A
A
A
I
understand
that,
but
my
question
is
as
I
after
I
left
here
and
I
looked
at
that
email
again.
A
The
original
email
had
three
attorneys
on
it,
but
the
email
that
was
given
out
to
us
that
day
had
a
blind
carbon
copy
to
another
attorney
that
was
not
listed,
and
that
was
bothersome
to
me.
If
it's
not
bothersome
to
anybody
else,
we
could
let
it
go
right
now,
but
it
had
a
different,
totally
different
attorney
that
was
bcc'd
on
it,
which
I
don't
think
we
were
supposed
to
see.
H
K
M
It
says
the
city
council,
any
person
or
committee
appointed
by
it-
shall
have
power
to
inquire
into
the
conduct
of
any
department,
office
agency
or
officer
of
the
city,
that
my
interpretation
is.
The
council
can
investigate
an
officer
of
the
city
which
a
council
member
is
an
officer
of
the
city
or
any
person
appointed
by
the
council
or
committee
appointed
by
the
council.
K
So
my
I
guess
my
question
is
further
down.
It
says
the
city
council
shall
provide
by
ordinance
penalties
for
contempt
and
refusing
to
obey
any
such
subpoena
or
failure
to
produce
books,
papers
and
other
evidence
and
shout
out
the
power
to
punish
and
goes
on.
So
what
power
does
the
city
council
actually
have.
K
All
right,
but
then
all
right,
so
if
you
go
to
article
under
the
city
manager,
page
14,
under
interference
by
city
council,
prohibited
back
to
what
councilman
samuel
was
referring
to.
If
you,
if
you
have
this
committee
and
then
you
find
out
that
it's
the
city
employee's
fault,
we
have
no
power
over
employees
that
goes
back
to
the
city
manager.
That's
correct!.
K
H
F
AB
AB
AB
I've
had
citizen
after
citizen
come
to
me
and
say
the
council
and
the
way
you
behave
in
the
council
chamber
is
embarrassing
and
we
all
agree
that
there's
been
times
that
there's
been
tension
conflict
and
we
need
to
address
these
issues,
whether
it's
in
this
chamber
or
on
social
media.
I
know
we're
limited
what
we
can
do
with
social
media
and
we're
limited
with
what
we
can
do
with
each
other.
AB
This
is
what
you
can
do
and
help
us
become
more
functional
and
for
the
sake
of
our
citizens,
we
spend
way
too
much
time
way
too
much
energy
on
the
fussing
and
the
fighting,
and
it's
just
internal
conflict,
and
I
know
everybody
on
this
council
is
frustrated
with
it.
So
perhaps
we
have
people
come
in
that
are
professionals
that
can
help
us,
but
that's
a
separate
issue
of
the
immediate
issue
that
we're
dealing
with
today,
I'm
just
speaking
to
the
future
have.
A
Conflict
with
each
other
there's
a
common
denominator,
we
have
not
have.
I
had
conflict
with
you,
you
you,
you,
I'm
just
saying
all
that
had
to
happen.
After
this
last
executive
session,
we
made
an
agreement.
The
same
night,
a
council
member,
went
on
facebook
and
said
different
from
what
the
agreement
was.
That
could
have
been
just
been
quiet.
It
had
gone
away,
we
wouldn't
be
talking
about
it
anymore
and
that's
exactly
what
continues
to
happen.
A
L
If
a
council
member
has
no
regards
to
the
rules
of
policies,
it
becomes
frustrating
to
others
who
are
trying
to
do
that
which
is
good
for
the
overall
community.
That's
the
problem
that
we
have
now
that
there's
no
regards
to
the
rules.
So
that
tells
me
there
has
to
be
some
mechanism
of
recourse,
because
if
there's
not,
there's
no
need
for
me
to
follow
the
rules,
I
can
do
whatever
I
want
and
it
will
continue
to
go
on.
It
doesn't
matter
whether
it's
this
council
or
the
next
council.
The
problem
exists.
L
L
L
AB
A
AB
Yes,
facilitate
a
working
relationship,
a
better
working
relationship.
My
point
is
we're
we're
we're
approaching
early
voting.
This
is
not
going
to
happen.
This
is
not
going
to
happen
before
may
1st.
It
will
never
happen,
we
don't
have
time
and
then
there
is
an
argument
that
whoever
is
seated
on
the
new
council
should
have
a
voice
into
what
we
may
put
into
play.
But
regardless
of
that,
this
is
never
going
to
happen.
This
is,
I
think
you
said
in
the
very
beginning
of
your
comment
that
this
this
wasn't
going
to
happen
overnight.
AB
L
That
is
if
we
want
to
push
this
to
someone
else,
and
I
it
didn't.
I
didn't
have
to
be
an
attorney
to
read
the
policy
that
leander.
Has
it
made
perfect
sense
to
me.
I
think
any
layperson
could
read
that
policy.
Understand
it
and
understand
that
that
policy
has
teeth,
that
commission
has
teeth
and
power.
L
L
It
takes
away
the
question
of
dealing
in
the
darkness,
it's
transparent.
L
It's
plain
as
day
I
did
you
get
a
copy
of
the
leander
policy.
H
H
L
L
A
And
I'm
it's
important
to
note
also
that
if
the
council,
the
new
council,
will
not
be
seated
until
may
11th,
if
there's
a
runoff
in
any
of
the
of
the
seats,
the
new
council
will
not
be
seated
until
well.
The
news
council
for
the
seat
that
has
runoffs
if,
if
there's
more
than
one
or
the
one,
is
june,
29th
we're
talking
over
three
months
away.
That's
a
quarter
of
a
year.
A
I
mean
it's
not
like
it's
next
week,
so
I
for
one
feel
like
I
have
a
responsibility
to
try
to
make
it
better
for
people
who
are
coming
in
and
you
can
believe
what
you
want.
A
But
I
truly
believe
that,
because
this
has
been
a
really
difficult
few
years,
we
used
to
spend
all
our
time
talking
about
things
like
the
events
center
and
the
lakeside
center
and
all
the
things
we
were
doing
riverfront
park
and
now
it
just
doesn't
seem
there's
time
to
do
that
because
of
issues
that
arise
through
the
days
and
there's
four
pages
of
them
that
I
could
cite
I'm
not
going
to
do
that.
But
I'll
stop
at
that.
I'm
not
going
to
go
ahead.
AD
Well,
as
mayor
pro
tem
said,
and
council
member
samuel,
basically
we're
looking
at
two
different
issues.
I
think
what
mayor
pro
tem
is
talking
about
is
developing
a
training
program
and
there
are
people
out
there
that
do
a
great
job.
AD
AD
That's
one
thing:
the
other
thing,
as
councilmember
samuel
pointed
out,
there's
another
option
that
we
might
want
to
look
at
that
might
not
require
adopting
anything
spectacular
and
by
the
way
leander
is
a
city
near
round
rock,
because
we
keep
talking
about
it,
and
sometimes
we
assume
that
everybody
knows
lee
anders
a
city.
It's
not
a
guy
named
lee
ander,
who
came
up
with
a
great
idea,
but.
AD
We
could
we
could
do
what
some
cities
do
in
a
situation
where
they
have
a
breakdown
of
communication,
possibly
between
an
elected
official
and
an
employee,
and
that's
to
bring
in
an
ombudsman
that
sits
in
and
gets
both
sides
of
it
before.
It
gets
to
a
point
where,
in
this
case,
where
it
got
to
where
it
got
of
being
able
to
sit
down
outside
of
our
hr
but
with
our
hr
and
that
can
come
in
and
say,
okay,
we
can
evaluate
this.
AD
AD
Here's
what
they
thought
I
did
and
the
ombudsman
can
sit
down
and
kind
of
work
through
this
before
it
gets
to
a
point
where
it
even
comes
to
council
as
an
issue
as
in
it's
the
step
after
something's
reported
to
hr,
where
they
can
sit
down
and
review
it,
particularly
to
make
sure
that
the
city
employee
feels
like
whatever
they
said.
Somebody
heard
it
and
because
we
can't
sit
down
with
the
city
employee,
they
don't
work
for
us.
AD
Our
legal
department,
city
attorney,
works
for
city,
council,
city
magistrate
and
tina
bruce
are,
but
everybody
else
falls
under
kyle's,
basically
his
authority
and
and
if
we
had
something
like
an
ombudsman
for
a
situation
that
develops
like
this,
we
ensure
that
number
one
the
employee
felt
like
they
were
heard
and
they
were
and
spoken
to
without
any
kind
of
undue
influence
from
outside
influences,
and
that's
just
a
thought
and
that's
not
a
reflection
on
the
program
with
leander.
AD
W
W
The
membership
has
not
been
the
same,
and
I
have
not
had
a
problem
with
communicating
with
the
members
on
council.
However,
as
everyone
said,
we
want
to
just
talk
around
what
the
problem
is.
Then
we
all
know
what
the
problem
is.
The
citizens
and
of
the
city
of
beaumont
know
what
the
problem
is
and
at
some
point
you
have
to
address
the
individual
and
it
has
not
been
addressed
just
frankly
speaking
to
not
been
addressed,
and
when,
like
councilman
samuel
says
you
go
into
executive
session,
we
might
as
well
not
even
have
executive
sessions.
AB
M
Your
opinion,
it's
a
thorough
code
of
conduct
and
it
addresses
you
know
how
the
council
deal
with
staff
one
another
and
the
citizens,
and
it
does
have
consequences.
AB
M
Yes,
I
say
that
because
you
know
this
action
has
been
had
against
a
city
council
member
and
in
the
review
in
the
last
well,
the
contemplative
litigation
that
we
discussed
in
the
last
several
weeks
he's
indicated
that
he
would
challenge
any
action
that
the
city
council
would,
you
know,
decide
to
make
exciting
to
us.
M
M
A
AB
H
A
On
the
longest,
so
I
mean
back
when
council
member
coleman,
alan
coleman.
He
wanted
to
do
that
and
but
the
council
as
a
whole
agreed
at
that
time.
That
I
mean
we
didn't
have
I
mean
we
voted
different
ways
and
went
on
down
the
road.
I
mean
you
know
it
was
no.
There
was
no
conflict
whatsoever
for.
A
I
don't
remember
exactly
when
that
was,
but
you
and
I
discussed
it
at
that
time-
the
council
decorum-
and
so
we
have
that,
but
it
doesn't
address
some
of
the
things
we're
dealing
with
now.
But
that's
the
reason
is
because
the
council
didn't
believe
we
needed
it
at
that
time.
W
It's
uncalled
for.
I
don't
think
anybody
sitting
up
here
would
want
to
be
treated.
That
way-
and
I
know
I
wouldn't
and
I
would
take
action
if
it
happened
to
me.
I
just
happened
to
have
a
career
where
I
had
a
union
paid
union
dues,
and
I
had
a
union
that
would
fight
for
me,
but
to
have
an
employee
to
go
to
work
and
to
be
harassed
or
intimidated.
AD
AD
M
No,
no
civil
service
only
applies
to
police
and
fire
okay
in
their
terms
and
conditions
of
employment,
and,
of
course,
you
know
their
union
because.
A
Is
it
code
of
ethics?
Is
that
what
it's.
A
F
It's
as
far
as
we're
concerned,
the
matter's
over
I
mean
the
public
may
be
watching
this
wondering
what.
F
F
F
F
F
I
mean
it's
up
to
the
council
to
do
that.
No
one
else
can
do
it.
For
you.
I
mean
city
staff,
can't
do
it
only
you
can
do
it
so
you're
having
a
discussion
about
you
know
different,
maybe
council
members
taking
different
actions,
and
what
can
you
do
about
it?
That
goes
to
maybe
what
the
city
of
leander's
done
haven't
not
seen
that
councilman
samuel
told
me
about
it,
but
so,
but
again
that
decision
whatever
that
policy
is
or
whatever
they've
done
there
again.
That's
a
council
decision.
F
You
know
if
the
council
voted
four
to
three
or
got
four
votes
to
do
something.
Then
it's
implemented.
The
other
matter
we've
been
talking
about.
You've
alluded
to.
Is
you
know
if
council
members
take
certain
actions
or
do
something
that
y'all
may
feel
is
inappropriate
again,
that's
up
to
you
what
you
find
inappropriate
and
what
you
want
to
do
about
it?
No
one
else
can
again
can
police
that,
so
we
just
want
the
public
to
know.
F
This
is
you're
talking
about
things
that
only
you
can
control
today,
we
can't
we
we
work
for
the
seven
of
y'all
and.
A
I'll
say
this:
we
were
in
an
executive
session
a
couple
or
three
weeks
ago.
We
were
all
in
there.
Everyone
up
here
was
in
that
room,
and
we
know
what
was
said.
We
all
know
what
was
said.
A
We
all
know
what
was
said,
but
for
a
council
member
to
go
outside
of
that
room
and
put
something
on
facebook.
That
was
totally
not
true.
First
of
all,
we
didn't
vote
and
we
said
we
voted.
You
can't
vote
in
executive
session
that
might
be
because
we're
trying
to
set
us
up
for
an
open
meetings
act,
violation
that
I
think
someone
did
try
to
get
make
that
happen,
but
regardless
the
bottom
line
is
that
is
one
one
item,
there's
a
whole
bunch,
but
the
bottom
line
is
is
if
we
are
in
executive
session.
A
A
That's
how
it
is-
and
I
know
for
certain
that
everyone
in
this
room
agreed
that
we
needed
to
move
forward
with
this
everyone
in
not
in
this
room,
but
up
here
deception
with
one
exception
and
and
then
something
was
said
out
there
that
met
that
actually
caused
a
lot
of
grief
for
a
lot
of
people,
and
there
was
just
no
reason
for
it,
and
I
don't
know
if
something
like
leander's
code
of
ethics
would
address
something
like
that
or
if
it
even
could
or
or
we
have
a
discussion
about
what
we
want
to
pay
for
property
and
we
and
we
go
out
and
put
it
out
there.
A
I
mean
time
after
time
after
time
after
time
and
y'all
a
lot
of
people
out,
there
might
think
that
there's
a
witch
hunt
or
there's
a
data-
there's
not.
I
just
want
it
to
be
better
for
the
future
councils,
and
the
last
thing
that
I
want
is
for
our
council
to
be
dysfunctional.
But
I
know
for
the
last
few
years
it's
been
very
very
hard
to
move
anything
forward,
even
positive
things
that
we
should
all
agree
on
like
pumping
stations
and
lakeside
centers,
and
things
like
that
that
we
should
all
be
excited
about.
A
So
if
you
will
council
member
samuel,
if
you
will
get
that
information
or
our
city
attorney,
if
you
have
it,
you
could
please
send
it
out
to
the
council,
so
we
can
review
it.
Would
it
address
some
of
the
things
we're
talking
about.
H
A
Haven't
seen
it
yet,
but
if
you'll
get
that
to
us
we'd
appreciate
it
does
anybody
else
have
any
concerns,
questions.
A
Okay,
okay,
all
right.
So
that
concludes
our
work
session,
and
so
now
would
be
the
time
for
any
citizen
who
wishes
to
speak.
If
you
would
like
to
make
public
comment
today,
now
is
the
time
to
do
so
if
you
haven't
already
done
so,
as
I
mentioned
earlier,
please
go
ahead
and
fill
out
the
green
slip
hand
it
to
the
city
clerk.
A
J
J
Mr
pat,
you
might
remember
him
at
the
corner
of
harrison
magnolia
my
dad
went
into
his
business
one
day
and
had
a
conflict
with
him
and
left
very
disgruntled
and
he
went
home
when
he
calmed
down.
He
talked
to
my
mother,
and
he
said
you
know
I
believe
I
can
go
back
and
become
friends
with
that
man
and
he
went
back
and
developed
a
relationship
started.
Communicating
with
mr
jack
later
on.
Mr
jack
said
harold
said,
give
me
fifty
dollars,
which
was
a
lot
of
money.
That
was
probably
a
week's
wages.
J
J
They
had
a
relationship,
so
my
dad
gave
mr
jack
fifty
dollars
went
over
there
and
got
everything
in
the
truck.
The
first
item
that
he
sold
out
of
that
truck
was
for
over
a
hundred
dollars
before
mr
jack
retired.
Harold
rountree
was
taking
his
deposit
to
the
bank
for
depositing
his
business
deposits.
J
I
believe
everybody
in
here.
If
I
asked
for
a
few
hands,
I
believe
everybody
would
say:
they'd
want
to
be
blessed
and
if
I
asked
for
a
show
of
hands
who
would
like
to
be
cursed,
I
believe
no
one
would
raise
their
hand
many
years
ago,
thousands
of
years
ago
there
was
a
couple.
If
anybody
needed
to
be
blessed.
It
was
that
couple.
J
His
name
meant
father
of
a
multitude
of
nations,
but
the
problem
was,
he
was
almost
100
years
old
and
his
wife
was
90,
but
god
got
involved
with
that
man,
and
first
mentioned
a
blessing
in
the
bible,
was
abraham
was
blessed
of
god,
and
then
he
also
said
when
he
blessed
abraham.
He
said
I'm
going
to
bless
them
that
bless
you
and
I'm
going
to
curse
them.
That
curse.
You,
god
has
some
special
children
in
his
life.
J
J
Some
of
the
worst
have
been
gentiles
and
some
of
the
best
have
been
gentiles,
but
I
think
we
need
to
take
heed
to
the
scriptures
in
genesis:
chapter
12,
verse,
1,
2
and
3,
because
if
you
want
to
be
blessed,
you
might
want
to
read
that
scripture,
if
you
don't
want
to,
you
want
to
be
cursed,
continue
on.
Thank
you
very
much.
AE
I
just
moved
here
from
colorado,
I'm
a
carpenter
and
I
just
came
here
to
introduce
myself
and
say
hello
to
all
of
you:
fine
people.
I
looked
at
my
word
supervisor
guy
mr
samuel
and
credentials
that
are
incredible.
You
still
have
a
beautiful
dress
on
by
the
way
and.
AE
AF
First
thing:
I'd
like
to
say
mr
samuel:
I've
heard
you
say
a
few
times
that
an
unchallenged
untruth
correct
me
from
wrong
you've
heard
it
said
that
unchallenged
untruth
can
become
the
truth.
That's
not
true.
AF
AF
I
would
say
I
understand
what
you're
getting
at
that,
if
someone's
not
willing
to
dig
deeper
and
find
out
what's
really
going
on,
they
may
believe
that
a
lie
is
the
truth,
and
so
I
would
say
I
got
a
chance,
a
rare
and
unique
chance
that
I
dreaded
and
despised,
but
I'm
grateful
I
had
to
spend
seven
months
seeing
the
whys
behind
the
whats
of
the
people
who
sit
here
and
who
work
in
this
city.
AF
And
it
is
it's
not
what
people
do
it's
why
they
do
it?
That
reveals
the
heart
and
you
don't
need
you
know,
I'm
sorry,
but
you
don't
need
to
hire
people
to
help
you
you
don't
need
councils
or
other
people
to
come
in
and
tell
you
who's
right
and
who's
wrong.
You
got
to
get
your
hearts
right
and,
if
you're
not
going
to
get
your
hearts
right,
you
need
to
get
out
of
here
and
you
need
to
be
in
a
different
place
and
there's
a
lot
of
not
right
hearts
in
here.
Unfortunately,.
AF
And
I
highly
recommend
and
suggest
that
you
survey
the
city
employees
I
got
to
in
my
seven
months.
I
got
to
not
know
a
lot
of
them
closely
and
I
would
tell
you
that
the
gentleman
you
all
continue
to
talk
about
is
the
only
one
that
they
suggested
to
me
on
multiple
times
that
I
go
to
because
they
said
they
told
me.
If
I
went
to
him.
AF
AF
We're
a
part
of
and
pride
and
fear,
fully
developed,
even
delights
and
evil,
and
so
what
I'm
saying
is
please
get
your
hearts
right
and-
and
I
will
end
by
saying
this-
it's
my
fault
and
it's
our
citizen's
fault
for
not
knowing
each
of
you
better.
I
didn't
know
I
never
came
here.
I
had
no
idea
from
the
outside
in
everything.
Look
everybody
I
didn't
know
I
didn't
get
it,
but
when
you
see
from
the
inside
out,
you
see
the
truth.
Thank.
AF
AG
Texas
good
afternoon
council,
as
our
city
manager
said,
we
believe
this
this.
This
has
been
over
with
with
conflicting
statements
and
the
gentleman
behind
me
just
you
know,
talk
about,
dig
deeper,
which
is
mr
samuel
said.
I
I'll
propose
some
questions.
AG
If
anybody
up
here
doesn't
or
hasn't
already
thought
of
this,
but
you
know
supposedly
the
lady
that
made
a
complaint
you
know
well,
is
there
any
accountability
if
you
file
a
false
complaint
next
question:
what
are
the
consequences
for
it
and
here's
here's
the
main
reason
you
know
was
she
told
by
the
the
center
manager,
stacy
lewis
or
the
son,
to
pass
out
campaign
material
the
other
way
and
also,
why
aren't
we
backing
the
tape
up
to
see
who
put
them
there?
A
Thank
you,
mr
nevo.
For
future,
please
don't
use
city
employees
names
appreciate
that.
AC
It's
really
great
to
be
here
and
see
you
all.
I
did
not
plan
to
speak,
but
it's
imperative
that
I
speak.
I
second
every
comment
that
came
before
me
because
we
have
to
be
able
to
do
the
right
thing
and
as
politicians
we
have
to
make
sure
that
we
are
invested
in
doing
the
right
thing.
We
spent
about
45
minutes
talking
about
a
plan
for
a
solution.
AC
My
recommendation
is
that
that
employee
definitely
needs
to
be
addressed,
and
mr
hayes,
you
said
that
that
is
so
you're
following
human
resources
protocol
to
make
sure
that
that
employee
has
been
addressed.
I
would
imagine
some
type
of
coaching
or
some
type
of
making
sure
that
that
employee
feels
good
to
continue
to
deliver
her
or
his
service
here
and
then
councilman
samuels.
I
think
it's
a
phenomenal
idea
to
start
a
policy,
and
I
think
that
the
city
council
should
definitely
weigh
in
on
that
policy.
AC
Councilman
felshar,
you
talked
about
the
fact
that
there's
going
to
be
a
new
city
council,
so
by
all
means
let
the
the
current
city
council
start
the
policy.
Let
the
new
city
council
weigh
in
on
the
policy,
and
I
do
agree
and
it's
not
about.
AC
I
do
agree
with
the
the
gentleman's
comment
about
your
heart
needs
to
be
in
the
right
place,
but
sometimes
we
need
to
be
guided,
and
so
I
do
agree
and
cut
and
bringing
in
a
coach
or
some
type
of
consultant
that
understands
I've
built
teams
for
the
last
20
years.
All
of
us
operate
differently.
We
all
have
different
beliefs.
We
all
do
business
a
little
differently,
so
some
type
of
psychological
assessment
to
understand
how
we
operate.
How
we
can
best
work
together
would
be
a
great.
AC
I
think
it
would
be
a
great
spend
for
from
the
city's
budget.
So
I
just
want
to
say
that
we
have
to
check
the
eagles
at
the
door
and
question
ourselves
every
single
time.
We
do
the
work
that
we
do.
Are
we
doing
it
for
the
right
reason,
because
if
we
are
in
pursuit
of
prestige
or
we
are
expecting
loyalty
for
loyalty
stake,
we're
not
doing
anything
for
our
citizens?
AH
First
thing
I
would
like
to
say
is:
give
honoring
god
the
glory
from
making
it
through
this
day
today,
because
I'm
surprised
city
council,
we
didn't
have
a
proclamation
for
our
bu
champions,
beaumont
united
championship.
It's
really
sad
because
we
have
a
parade
today,
a
pep
rally
at
memorial
stadium.
These
boys
went
31-0
31-0.
AH
AH
I'm
not
gonna
get
emotional
cause,
I'm
really
really
upset.
These
kids
worked
hard.
They
were
told
that
they
would
never
make
it.
They
said
that
when
these
schools
merged,
when
ozen
high
school
and
central
high
school
merged
that
these
kids
wouldn't
make
it
that
there
would
be
killings
and
stabbings
and
fightings,
it's
not
going
to
happen,
it's
not
going
to
work.
Look
what
happened!
AH
Look
what
god
can
do
he
brought
these
kids
together
and
they
work
together,
like
grown
adults,
should
do
work
together,
be
a
team
when
I
joined
the
united
states
army
that
was
drilled
in
my
head
to
be
a
team.
We
are
one
team
we
go
in
as
a
team.
We
come
out
as
a
team.
We
have
each
other's
back
at
all
times.
AH
This
makes
no
sense
and
I
won't
be
long.
We
have
crime
in
our
neighborhoods.
We
had
a
murder
on
my
street
a
year
ago,
almost
to
the
date
right
next
door
to
my
house.
The
trial
has
yet
to
go
to
trial
and
then
last
tuesday
night
in
the
middle
of
the
night,
almost
a
week,
some
kids
jumped
the
fence
right
next
door
to
my
house
again
in
the
same
place
where
that
murder
happened.
AH
Breaking
into
people's
houses,
luckily
the
dogs
caught
them
and
the
laws
caught
them
what's
being
done
about
this.
This
is
in
the
million
neighborhood
on
rig
street,
and
I
am
a
block
captain
for
my
street
and
nothing's
getting
done
about
it,
we're
tired
of
it.
We
have
a
good
neighborhood,
but
we
have
some
some
and
I'ma
call
it
like
I
see
it,
we
have
some
crackheads
on
that
street
who
need
to
get
gone.
We
really
do
and
I'm
tired
of
it.
AH
AH
AH
AH
A
A
The
school
chose
that
we
do
it
at
the
pep
rally
this
evening
rather
than
here
in
council
today.
We
would
have
done
it
both,
but
that's
what
the
school
chose.
So
I
want
to
make
that
clear
that
we
would
never.
We
would
never
give
that
any.
I
mean
that
they
did
a
great
job
and
we
agree
with
you
and
I
think
everybody
up
here
does,
but
I
do
have
to
say
that,
because
I
don't
want
it
said
that
you
know
sometimes
you
dig
deeper.
You
find
more
information
right
well,.
A
W
I
sure
would
thank
you
so
very
much
mayor
you're.
Welcome.
Speaking
on
the
note
of
bu,
I
will
be
at
the
pep
rally.
Lineup
begins
at
5
30.
There
will
be
an
entrance
to
the
stadium.
W
W
So
I'm
sure
I'll
see
you
there.
I
have
my
shirt
in
the
car
because
I
thought
maybe
our
council
meeting
would
go
on
longer.
So
I
will
see
you
there
at
the
pep
rally
and
to
the
entire
public.
Please
come
out
and
support
beaumont
united,
it's
a
it's
a
great
honor
for
the
school,
it's
a
great
honor
for
our
city.
As
you
stated,
they
said
it
would
never
happen.
W
E
W
W
AD
Thanks
mayor,
obviously,
we
really
appreciate
the
great
job,
but
my
united
did
I'm
gonna
try
to
get
there.
I'd
already
scheduled
a
meeting
for
the
babes
of
harris
golf
tournament
weeks
and
weeks
ago,
and
since
I
chair
it
it's
hard
for
me
to
get
out
of
it,
but
as
soon
as
I
can
break
loose,
I'm
going
to
try
to
get
over
there.
I
want
to
want
to
compliment
our
buddy
mike
harris
and
his
crew.
You
know
we
remember
them
when
it's
an
ice
storm
or
a
flood.
AD
Those
guys
do
it
every
day
and
they
do
a
great
job
and
our
hats
are
off
to
them.
We've
got
some
great
city,
employees
that
are
always
working
behind
the
scenes
or
behind
the
fence
or
down
the
street
or
in
the
sewer,
and
you
don't
see
them
but
believe
me,
we
need
them
and
they
do
a
great
job.
AD
Reverend
roosevelt
henry
a
fine
gentleman
did
a
great
job.
He
and
I
roosevelt,
go
back
a
long
way
and
you
know
he
worked
with
our
chaplain
group
and
was
just
a
fine,
fine
gentleman
and
we
are
lucky
to
have
great
people
that
live
here
and
do
great
things.
AD
A
good
friend
of
mine
stan
davis
that
I
served
with
the
military
about
50
years
ago,
passed
away,
and
but
we've
got
great
folks
that
made
our
city
better
and
we
need
to
remember
tell
them
how
much
we
appreciate
them
while
they're
here,
because
we
don't
know
how
long
we
have
we
sort
of
take
that
for
granted.
But
the
only
thing
we're
guaranteed
is
right
now
and
so,
when
we
leave
here,
as
several
people
have
said,
we
wouldn't
have
the
issues
we
have
in
atlanta
in
august
in
colorado.
AD
H
AB
You
mayor,
congratulations
again
to
belmont
united.
I
will
not
be
able
to
attend
the
pep
rally
tonight,
I'm
speaking
at
the
graduation
of
the
dream
center
of
southeast
texas.
But
again,
congratulations
to
them.
D
D
D
I
will
say
one
thing,
though:
the
area
of
amelia
is
important
to
me,
my
own
property
in
amelia,
I
have
been
in
amelia,
I
go
to
amelia
regularly
before
covid
we
had
a
neighborhood
association
that
met
once
a
month
in
amelia,
and
I
hope
to
pick
that
back
up
now,
as
vaccines
take
hold
and
the
coved
threat
begins
to
diminish.
D
D
M
You
know
it's
been
a
lot
said
about
a
lie:
going
unchallenged
becomes
the
truth.
The
lies
a
lie,
and
you
know
lie
repeat:
it
becomes
the
truth.
Well,
mr
roundtree
came
today,
as
he
comes
from
time
to
time,
to
remind
us
of
his
indiscretions
as
it
relates
to
his
towing
company,
but
he
doesn't
tell
the
whole
truth
and
I
deal
in
facts
and
truth
as
a
lawyer.
So
I'm
going
to
tell
my
side
of
it.
As
I
tell
jurors
all
the
time,
there's
always
the
other
side.
M
His
story
goes
back
to
november
of
2013.
As
a
tow
truck
driver,
a
complaint
was
made
to
the
beaumont
police
department.
He
was
operating
without
a
state
license
and
the
investigation
determined
that
his
license
had
expired.
Inspections
were
made
of
his
vehicles
and
his
company
and
citations
were
issued
for
violation
of
city
ordinances.
M
The
city
has
a
no
preference
program
in
the
police
department
that
if
the
the
police
come
upon
an
accident
and
the
drivers
have
no
preference
as
to
a
tow
truck
company,
then
the
city
has
a
list
where
they
that
they
use
to
call
tow
truck
companies
and
when
it
was
determined
that
his
license
had
expired,
he
was
suspended
from
that
program.
M
M
He
says
he
asked
for
another
hearing
that
I
denied
him.
As,
as
I
see
my
role
as
city
attorney,
I
don't
have
the
ability
to
deny
him
anything.
You
know
it's
a
decision
of
the
city
council.
He
said
mr
goetz
made
an
effort
to
get
him
a
second
hearing,
and
if
that
didn't
happen,
then
that
didn't
happen.
M
M
M
He
eventually
sued
the
city
and
sued
that
arresting
officer
who
was
a
sergeant
in
federal
court.
That
case
was
thrown
out.
He
appealed
it
to
the
fifth
circuit
in
new
orleans
and
they
would
not
even
accept
his
case,
so
he
talks
about
integrity
and
honesty,
questioning
my
integrity
and
my
honesty
when
he
doesn't
tell
the
whole
story.
M
So
his
half
truths
well,
we'll
call
him
a
lie.
His
half
truths
are
lies
and
he
he
waits
until
time
passes
to
come
back
and
bring
this
up
again,
one
when
we
have
forgotten
about
it
and
several
of
you,
probably
weren't,
even
on
the
council
last
time
he
came
here
and
told
his
half
truths,
and
I
will
be
here
every
time
he
comes
with
his
half
truths.
To
give
you
the
other
side
of
the
story,
I
understand
integrity.
If
we're
going
to
talk,
honesty
and
integrity,
let's
be
truthful.
A
Belmont
united
won
and
we're
very
happy,
so
I
will
be
at
the
pep
rally
tonight,
even
though
I'm
letting
you
read
the
proclamation,
I'm
gonna
be
there
and
we're
very
proud
of
them
and
could
not
be
prouder
because
beaumont
needs
things
like
our
teams
that
come
back
winners
and
we've
had
quite
a
few
of
those,
and
I
hope
we'll
continue
to
do
that.
A
A
Calling
me
unethical
saying
I
have
a
vendetta,
that's
all
put
out
there
for
a
reason.
I
don't
really
know
why,
because
I'm
going
away
but
but
I
it's
just
it's
really
sad
and
all
I
want
to
do
is
make
it
better
for
the
next
council
and
I
truly
want
to
do
that.
A
A
A
I'm
very
surprised
that
no
one
had
a
problem
with
another
attorney
being
on
a
blind
carbon
copy
of
the
email
that
we
got,
because
we
got
the
wrong
email,
apparently
that
mr
getz
sent
and
because
I
do
and
I
think
that
that
email
came.
I
thought
in
good
faith.
You
thought
in
good
faith,
because
you
made
the
motion
for
us
not
to
do
it,
and
then
we
see
that
the
one
that
was
put
on
our
dice,
I
assumed
by
mr
gatz,
because
maybe
printed
it
from
his
house.
