my
name
is
dina
hughes
and
I
am
the
chief
executive
officer
for
triangle,
area,
network,
otherwise
known
as
tan
health
care
in
the
community,
and
this
is
national
health
centers
week.
So
I
am
running
running
around
with
my
own
pom-poms
cheerleading.
The
importance
of
community
health
centers
tan
health
care
is
also
celebrating
its
fifth
year
as
a
federally
qualified
health
center
in
beaumont,
and
we
are
very
very
excited
about
that.
Many
of
you
may
be
familiar
tan.

Has
a
history
in
the
community
we've
been
in
the
community
for
over
30
years
and
the
last
five
we've
been
able
to
expand
to
provide
primary
care,
behavioral
health
services
and
a
range
of
other
support
services
for
the
individuals.
Pastor
was
just
speaking
about
those
that
are
insured,
uninsured
individuals
who
need
transportation,
case
management,
support
or
any
other
services
related
to
making
sure
we
are
achieving
optimal
medical
health
and
medical
care
without
the
expensive
cost
of
having
to
pay
for
medical
care.
So
we're
very
excited.

We
have
a
lot
of
things
going
on
this
week,
we're
inviting
people
to
our
health.
Centers,
coveted
restrictions,
apply
to
learn
more
about
our
health
center
and
learn
more
about
what
we
do.
If
any
of
you
pass
down
7th
street
and
I-10
the
last
couple
of
weeks,
you
might
have
seen
a
really
big
mobile
unit
out.
We
were
recently
the
recipients
of
an
amazing
gift
from
temple
foundation.

It
is
a
mobile,
dental
and
medical
unit
that
we
will
be
taking
out
in
the
community
within
the
next
couple
of
months
to
continue
providing
that
level
of
care
and
services.
We
offer
care
for
people,
our
babies
zero
to
21,
so
we
have
the
pediatric
services
and
we
also
have
behavioral
health
right
now,
we're
going
through
covid,
it's
a
lot.
It
wears
on
you
grief,
depression,
anxiety
and
all
of
those
other
issues
that
we
that
we're
continuing
to
still
manage,
and
so
we
want
to
be
there
for
the
community.

let
the
community
know
that
we
know
life
goes
on
and
we
still
have
issues
that
we
have
to
address
and
we're
here
to
be
a
part
of
that.
I
want
to
thank

mouton,

continuing
to
put
out

covet
data

the
covet
numbers
regularly.

think
we
know
now
it's
important
that
we
keep
an
eye
on
this
issue
and
that
we
continue
to
support
our
community

getting
both
tested
and
vaccinated,
two
things
of
which
tan
provides
in
the
community.

Whereas
the
city
of
beaumont
recognizes
the
importance
of
expanding
agricultural
marketing
opportunities
to
assist
and
encourage
the
next
generation
of
farmers
and
ranchers
generate
farm
income
to
help
stimulate
business
development
and
job
creation,
build
community
connection
through
rural
and
urban
linkages
and
more.
Whereas
beaumont
farmers
market
has
been
in
operation
since
2010,
providing
an
avenue
for
citizens
to
access
locally
gross
produce,
meats,
poultry,
milk
and
locally
made
baked
goods
and
canned
items.
Pottery
and
more.

averaging
over
600
shoppers
through
the
summer
months,
the
beaumont
farmers
market
has
become
a
staple
in
our
community
and
we
truly
appreciate
you
and
we
like
to
recognize
you
for
national
foremost
market
week
in
bowman
and
call
upon
the
citizens,
especially
national
foremost
record
week,
and
I'm
reading
this
on
behalf
of
our
mayor,
robin
mutant
and
the
city
of
beaumont.

president

beaumont
farmers
market.
This
is
becky
stedman.
She
and
sarah
parmer
were
the
ones
back
in
2010
that
decided
it
was
been
too
long
for
a
city
our
size

cooperate
with
our
farmers
to
have
a
farmer's
market,
and
so
they
started
the
farmer's
market.

raining
there.
Today
we
have
been
there
normally
as
a
volunteer
service
and
that's
how
I
got
involved.
I
was
picked
out
of
a
restaurant
one
day
and
said:
can
you
come
and
serve
on
our
board
and
I
went
to
me
and
she
said:
well,
you
come
every
day
every
saturday,
and
so
it
was
a
natural
move
for
me,
but
becky
and
sarah
parmer
get
the
reward
for
that.

she's
my
helper-
I
am
the
vice
president
now
this

we
do
want

thank

We
for
those

don't
know
we
are
in
the
athletic
comp
complex

college

Every
saturday
morning
we
start

seven
o'clock.
The
market
opens
at
eight
o'clock
and
goes
to
11
o'clock
and
in
those
three
hours
we
are
averaging
over
600
patrons
a
day.
We
have
people
coming
from
houston.
Our
radius
is
150
miles
around
beaumont,
so
we
are
the
footprint
of
the
golden
triangle.

we
feel
so
proud
that
vendors
from
houston
come
here,
because
our
market
is
a
better
market
than
where
they
are
and
they
go
to
freeport.
They
go
to
areas
surrounding
houston.
We
have
vendors
coming
from
the
texas
and
louisiana
border
that
we
have
people
coming
every
week.
I
have
a
man
that
that
is
called
painted,
painted
pony
painted
painted
angels.
He
works
at
the
steel
plant
over
across
the
river.
He
lives
in
comedian,
and
often
he
gets
off.

Work
in
the
evening
shift
drives
to
coleman
and
gets
all
his
produce
and
comes
back
to
support
our
farmers
market
and
that
I
can
tell
you
a
story
about
each
one
of
them
because
becky
and
I
and
rebecca
maxwell,
who
is
our
first
ever
executive
director,
are
making
visits
to
all
of
our
farms.
We're
trying
to
get
the
word
out
that
we
are
an
active
and
avid
farmer's
market.
This
past
week
we
had
because
of
the
proclamation
we
had
a
fundraiser
at
jason's
deli,
where
everything
we
bought
on
monday
of
last
week.

a
percentage
of
their
sales
to
the
beaumont's
beaumont
farmers
market.

had

poor
brothers
brewery,
had
a
meet
and
greet.

had
one
of
our
farmers,
donna's
farms
there
at

meet

the
farmers
market,
we're
proud
to
say
that
that

doge

ranch
is
our

we've

issue
with
this

understand
what
the
confusion
is
this

I've
read
pretty

people

read
about
nine
million
dollars
being
raised
from
tax
revenue?
That's
absolutely
false!

don't
even
know

number
came
from.
The
actual
number
is
six
million,
and
that's
between
the
debt
service
fund
and
the
general
fund.

An
extra
1
million
is
going
to
the
debt
service
fund
because
not
all
the
information
was
published
in
that
article,
you
know,
you'll
see
it
coming
up
in
another
agenda
item
or
so
we're
borrowing,
33
million
dollars,
usually
for
every
10
million
dollars
at
the
city
borrows
we
have
to
increase
the
tax
rate.
One
cent,
obviously
because
of
the
higher
appraised
values,
we're
not
increasing
the
tax
rate,
we're
actually
lowering
it
by
half
a
percent,
but
we're
borrowing
33
million
dollars.
It's
never
happened
before.

I
would
say
that
could
be

bad
is
that
we
still

to
give

budget

city
clerk

increased

households

appraised
values

going

actuality

but
it's
not
because
we're
raising
the
tax
rate,

actually
lowering
the
rate,

get
it
they
will
pay
more
taxes.

majority

they're
appraised
values
on
average
have
gone
up

12,
that's
on
average,
across
the
board,
and
so
that
does
bring
in
additional
revenue
and
when
people
pay
taxes
that
live
in
the
city
of
beaumont
they're,
paying

25

their
tax
bill
to
the
city
of
beaumont,
the
other
75
is
going
to
other
entities,
so
the
average
taxpayer
in
beaumont
will
likely
pay
more
in
2022.

actually,
the
council
would
actually
lower
the
tax
rate,
but
to
answer
your
question,
most
people
would
pay
more,
and
the
reason
that
is
is
because
the
appraisal
district
is
charged
by
state
law
to
assess
property
at
100
of
market
value,
and
I
don't
think
they
were
doing
that
and
the
state
told
the
appraisal
district
as
well,
not
only
here,
but
a
number
of
appraisal
districts
across
the
state
of
texas.
Look,
you
need
to
increase
the
values
of
these
properties
to
be
more
in
accordance
with
state
law.

So
that's
what
they've
done
and
yes,
it
will
produce
more
revenue
for
the
city
of
beaumont,
and
that
goes
to
pay
for
this
debt.
If
y'all
approve
it
the
33
million,
it
goes
to
pay
our
police
officers,
firefighters
that
we
have
contracts
with
it
goes.
It
will
provide
a
three
percent
wage
increase
for
our
civilian
employees.

qualifications
during
that
presentation,

there's

pages
of
calculations
to
come
up
with
the
tax
rate.

didn't
go

all

of
calculations.

told

I

What's
happened
since
that
meeting
is
that
the
appraised
values
dropped.
So
that's
going
to
bring
your
rate
up,
so
we
went
from
being
14
above
appraised
values
from
the
july
5th
tax
rolls
to
only
barely
12
on
the
certified
rolls,
so
just
that
play
alone
increased
the
rate
that
I
was
talking
about
a
couple
of
weeks
ago.

City
manager,
again,
I
know
that
we're
we've
heard
from
our
citizens
this
year
fix
my
water
fix,
my
sewer
fix
our
roads
and
we
as
a
council.
We
we
try
very
hard
to
listen
to
them
and
and
to
provide
those
basic
services
that
are
critical
for
our
community
in
order
to
do
that,
we're
looking
at
this
33
million
and
yet
we're
still
able
to
drop
the
the
tax
rate
by
half
a
cent
so
we're
not
increasing
we're
decreasing
the
tax
rate.
I
understand
the
revenues
are
going
up.
That's
not
because
of
us.

because
of
the
the
value
of
their
property
is
going
up,
which
should
have
been
corrected
years
ago.
We're
running
behind
we're
it's
finally
catching
up
to
us.
But
if
we
don't
borrow
that
money
we
can
lower
the
rate.
But
if
we
don't
borrow
that
money,
we
can't
do
the
work
that
we
need
to
do
that's
correct,
so
we
as
a
council
we
do
get
caught
in
that

fix
everything,
but
we
can't
do
it
without
revenue,
and
this
is
one
time
when
we
can
borrow
the
money,

the
work
and
still
decrease
our
tax
rate
and
not
have
an
increase
and
much
of
this

this
every
year.

the

time

look

budget
before
we
make

not
have
any
consequences
befall
us.

texas

million
dollars

year

receiving

and

to
