✔️ Council voted to support a resolution for Abiding Grace, a proposed affordable housing project using the Housing Tax Credit (HTC) for families on the 4200 block of West Cardinal Drive.
✔️ Council voted to reject a bid for a contract to operate the Tyrrell Park Stables based on how the bid was worded. If the tenants so choose, the stables can continue to operate on a month-by-month basis without service interruptions as the city continues contract negotiations with the current lessee. A new proposed contract will be presented to Council at a later date.

the
people
that
serve
they
face
pressures
beyond

any
of
us

pressures

all

us
do
yet
the
added
pressure
of
serving
on
this

would
know

provisions

area

their

city
council,

hayes,
it's
an
honor
to
come
before
you
today,
representing
the
board
of
directors,
the
administrative
staff,
the
volunteers
and
the
patrons
of
mardi
gras
of
southeast
texas.
Today
I
have
with
me
miss
laura
childress,
who
is
the
president
of
mardi
gras,
southeast
texas
and
our
two-time
chicken
catching
champion.

Some
might
say
that
we're
just
days
away
from
the
premier
festival
in
southeast
texas,
mardi
gras
getting
underway,
but
that
would
not
be
true,
because
mardi
gras
really
started
saturday
night,
with
the
majestic
crew
of
aurora's
grand
ball
held
at
the
beaumont
civic
center.
What
a
grand
evening,
the
revelers
truly
represented
the
entirety
of
the
city
of
beaumont
and
southeast
texas.

I
hope,
if
you
had
a
chance
to
attend
that
you
were
able
to
catch
a
few
beads
and
kick
up
your
heels
a
little
bit.
This
may
have
been
one
of
the
best
grand
balls
we
have
ever
had
I
mean
it
was
it's
a
magical
night
great
night.
It
would
not
have
been
possible
without
the
tremendous
efforts
of
the
civic
center
staff
and
we
give
a
big
thank
you
to
all
of
them
for
what
they
did
that
evening.

Now,
the
magic
of
that
evening,
continued
sunday
afternoon
as
we
brought
the
floats
up
from
south
county
to
the
port,
and
there
was
about
24,
floats
being
pulled
up.
The
west
port
arthur
road
and
we
were
met
at
the
city
lines
by
the
the
beaumont
police
department,
who
gave
us
an
escort
in
and
provided
traffic
control
and
made
our
journey
very
safe,
and
we
really
do
appreciate
their
efforts.

know
that
the
police
department
and
the
fire
department
are
readying
plans
to
ensure
the
safety
of
the
patrons
attending
this
weekend,
whether
they
be
inside
the
gates
or
on
the
parade
route
watching
the
parade.
I
think
that's
important
to
note
here
that
if
you
don't
want
to
go
inside
the
gates,
you
don't
you
don't
miss
out
on
the
revelry
and
the
pageantry,
because
you
can
come
out
on
the
streets
and
catch
a
ton
of
beads
this
friday,
saturday
and
sunday
at
mardi
gras.

lastly,
none
of
this
would
have
been
possible
without
the
cooperation
of
the
city's
event
services,
folks,
emily
wheeler
and
her
staff,
which
have
been
an
integral
part
of
planning,
mardi
gras

they've

it

quite
a
while
making
sure
this
is
our
30th
year,
and
the
word
on
the
streets
is
that
the
folks
of
southeast
texas
are
ready
to
let
their
hair
down
and
baltimore
roulette,
and
we
want
them

do
that.

potential
of
this
year's
event.

the
city
council

this

back

ritter
was
mayor
all
the
way
up
to

and
now
today,

I

look

see
how
diverse
the
city
was
from.
When
I
was
coming
back
as
a
little
kid,
and
I
know
he
would
be
extremely
proud.

this
time

stress

kids
and
adults,
the
city

beaumont

cerny
area
needs
a
place
where
both
can

things
together
and
to
relax
horseback
running
for
many
provides
a
way
to
relax

things

park.

Provide
that
chance
in
this
area.
The
only
place
that
I
know
of
that
you
do
not
have
to
own
your
own
horse
to
be
able
to
ride,
is
charles
park
running
stables
for
those
that
own
their
own
horse
and
would
like
to
ride
on
trails.

other
place
in
this
area
that
I
know
of
that
allows
those
to
do
so.
The
bake,
the
preserve
on
the
big
sandy
trail
only
in
polk
county
without
tarot
park,
running
stables
being
open
for
many
we'll
have
to
go
to
the
houston
area
to
ride
that
do
not
own
a
horse.
On
february
the
6th,
I
talked
to
a
man
that
was
from
out
of
town,
and
he
heard
about
the
staples
and
wanted
to
come
for
the
pony
rides
for
his
daughter.
On
february
the
13th.

I
saw
a
girl
about
three
that
never
wrote
before
at
first.
She
was
scared
and,
after
her
last
slap
for
a
funny
ride
with
someone
holding
on
to
the
horse
adults
by
her.
While
she
was
on
the
horse
stuck
out
both
of
her
arms,
many
children
that
come
to
the
camps
or
just
right
gained
confidence.
They
did
not
have
before
many
kids
that
attended
the
camps
never
want
to
leave
after
camp
is
over.
Many
have
been
asking
when
are
the
camps
recently,
kfdm
did
a
story
about
the
stables
for
their
morning
show
over
the
years.

News
stories
and
articles
have
been
done
on
staples.
The
woman
convention
and
visitor
speedrun
made
a
video
about
the
many
things
to
do
at
turtle
park
that
included
the
running
staples
back
in
2020,
out
of
all
the
structures
that
the
civil
conservation
court
built
and
was
completed
in
1941
only
the
park
century
away,
the
building
that
will
now
be
the
nature
center
and
bird
fly
garden.
The
house
near
the
stables
and
the
staples
still
stand
over
the
years
with
some
help
from
the
city.

Private
citizens
stepped
up
to
the
state,
stepped
up
to
keep
the
staples
open
for
the
public
to
use
not
to
be
destroyed
by
time,
weather
or
people.
The
various
groups,
the
staples
hosted
war,
4-h
boy,
scouts,
girl,
scouts,
boys
and
girls,
club
and
wounded
warrior
project
just
but
every
day,
there's
a
lesson
birthday
party,
varying
organizations,
tour
rides
or
other
events
taking
place
year
round.

and

guess
first
thank
you
for
the
prayer,
the
prayer
today,
pastor,
that
was
one
of
the
most
moving
prayers.
I've
heard
in
a
while
in

chambers-
well
done

here
today,
madame
mayor
and
council
members
on
behalf
of
pioneer
crossing,
which
we
at
last
council
session
had
a
brief
conversation
about.
Had
the
engineer
do
the
primary
talking
on
the
subject
matter,
and
I
wanted
to
just
clear
a
few
things.
City
clerk
placed
some
documents
in
front
of
you.

I
do
not,
with
all
due
respect,
want
what
is
been
viewed
from
one
degree
as
a
negative
happening
next
contiguously
adjoining
westbrook,
high
school
and
some
property
owners
that
have
issue
with
it.
This
is
a
different
deal
and
I
do
not
want
any
perceived
negatives
from
another
project
which
council
may
have
approved
to
negatively.

this
project
viewed
and
here's?

It
is
a
no
children
development,
so
it
is
classified
in
a
particular
category
and,
furthermore,
the
closest
thing
to
it
in
senior
living
in
beaumont
is
down
colder.
You
know
to
be
calder
woods
facility,
which
is
an
assisted
living,
nursing
care
living
facility,
substantially
different
upon
completion
of
development.
With
this
facility
it
will
employ
approximately
three
people
on
site
and
then
services
will
be
hired
out
locally,
such
as
lawn
service
plumbing
service,
any
other
type
of
service
will
be
contract,
hired
out
separately
and
on
contract.

husband
mistakenly

years
ago,
bought
me
a
horse.
When
I
turned
50,
I
had
always
wanted
a
horse,
my
whole
life
and
he
bought
me.
One
he's
probably
regretted
that
decision
repeatedly
since
then,
but
because
of
that
we
had
to
find
a
place
to
keep
that
horse
and
we
found
terrell
park
stables
since
that
time.
You
know
it
was
shut
down.

There's
been
several
different
people
that
have
been
involved
and
we
reopened
it
six
years
ago,
and
I
know
that
you'll
have
the
information
in
front
of
you
that
we
have
written
up
about
our
proposal
and
the
exceptions
that
we
have
for
some
of

things
that
were
requested
of
us.
If
any
of
you
have
horses,
you
know
horses
are
expensive
and
they
never
cost
what
you
think
they're
going
to
cause.

them
are
here

that
have
no
ability
to
own
a
horse
and
they've
had
the
ability
to
volunteer
and
work
and
earn
rides
and
be
changed
by
a
horse
and
I'd
love
to
be
able
to
continue
to
do
that

we
have
done
the
things
that
have
been
required
of
us.
We've
put
together
a
really
nice
program
at
terrell
park,
we've
improved
the
facilities,
we've
spent
our
own
personal
money.

a
recent
resident
of
beaumont.
We
moved
here
about
six
months
ago
and
I
travel
back
and
forth
from
houston
a
lot
so
we
asked
around
and
we
were
told
well,
the
west
side
of
houston
is
very
nice.
I
mean
houston
beaumont
west
side
of
beaumont.
It's
really
nice
look
for
something
around
there.

found
a
house
on
north
major
drive
and
it's
very
close
to
the
proposed
location
of
the
pioneer
crossing
development,
and
so
we
heard
about
the
development
knew
that
it
was
on
the
agenda
today
and
in
order
to
not
oppose
it.
I
think
that
the
residents
such
as
myself
and
my
husband
who
live
in
the
near
vicinity
need
a
little
bit
more
information
and
we
got
a
little
bit
more
from
this
gentleman
earlier
this
afternoon,
but
I
think
some
of
them
pardoned
me.

type
of
maintenance?
What
style
of
building
is
it
going
to
be?
Is
it
going
to
be
maintained?
Well,
is
it
you
know
these
types
of
questions
that
we
have
to
to
know
more
about
the
development
in
order
to
either
support
or
oppose
it,
I
think
would
be
very
beneficial
to
the
residents
in
the
area,
and
so
I'm
not
like
fighting
it,
I'm
not
trying
to
to
support
it
at
this
time.
We
would
oppose
it
until
we
understand
what
the
the
real
plan
is
and
that's
all
I
have.

access
to
hundreds
of
acres.
I
have
30
acres
in
fanet.
My
horses
are
out
at
finette
right
now,
but
I
got
in
touch
with
my
agrarian
past
at
terrell
park
when
I
bought
a
horse
since
I

known

horse
in
about
20
years
and
took
it
out
there
to
board
it
that
was
again
almost
15
or
20
years
ago.

thought
it
would
be
good
for
me
to
take
my
most
prized
animal
possessions,
my
horses
to
terrell
park.
While
I
made
that
transition
because
I
knew
they
would
be
cared
for.
I
was
quite
surprised
when
I
went
back
out
there,
which
is
about
three
years
now.
I
could
not
believe
how
improved
it
was
out
there.

was
so
pleasantly
surprised
by
how
clean
it
was
by
how
much
improvement
had
been
done
by
the
current
proprietors
in
terms
of
drainage
in
terms
of
the
stalls,
the
kids
programs
that
were
going
on
you
know,
prior
to
covid.
It
was
a
constant
beehive
of
activity,
positive
activity
for
the
youth
of
this
city.

drive
a
team
of
horses.
I
brought
my
horses
out
there
numerous
times
pre-covered
and
we
had
hay
rides.
I
love
doing
it,
it's
a
tremendous
asset
to
the
city,
but
what
I
want
to
emphasize-
and
let
you
know,
is
over
the
last
15
or
20
years-
you've
had
different
operators.
It's
never
been
as
well
run
in
my
opinion,
as
what
I
see
out
there
right
now.

it's
our
illustrious
mayor
man,

wonderful
council,

who
give
guidance
and
governance
to
this
wonderful
city

I
love
to
call
home.

just
ask

helping
people
who
are
the
working
poor
to
have
adequate
housing
in
our

have
another
proposal
on

table,
one

which
will

a
trilogy

projects

started
years
ago
with
developing
areas
that
were
around
our
church
family,

we
want
to
continue
doing
that.

began
with
the
place
of
grace
and
then
grace
lakes,
and
I
quickly
learned
the
big
housing
need
that
was
really
facing
us.
When
we
opened
the
doors
of
grace
lakes
within
36
days,
there
was
a
waiting
list
of
people
who
said
hey.
We
need
this
kind
of
housing,
and
so
it
led
me
to
ask
god
to
continue
to
empower
me
to
help
us
to
do
likewise
to
do
more
of
it
right
now.

want
to
ask
your
support
of
a
new
development
that
is
called
abiding
grace.

part

town
that

much
of
just
tripe
city
pale
orchard
beaumont
and
I
think
that's
where
it
belongs,

hope

you

concur
with

about
the
obviously
number
two
but
hearing
pastor
adolf
talk
about
the
development
that
his
that
they
are
working
on,
really
puts
everything
kind
of
in
perspective.
You've
got
one
developer,
that's
coming
up
here
and
telling
us
how
things
are
going
to
be
run,
and
then
you
have
another
one.
That's
asking
for
to
be
a
part
of
the
community
expanding
upon
the
community.
That
he's
already
been
a
part
of.
We
have
enough
apartments.

We
have
enough
stuff
in
the
west
end
where
you
look
at
that
corner,
where
it
used
to
be
a
convenience
store.
I'd
ride
my
bike
there
every
day
that
convenience
store
is
no
longer
there.
They
put
these
massive
convenience
stores
all
throughout
the
city,
and
now
we
have
smaller
places
we're
in
food
deserts.
The
real
question
needs
to
be
asked
is
why
do
we
need
so
much
affordable
housing
when
you
have
corporations
like
exxon
mobil?

Turning
on
and
off
the
faucets
for
jobs
that
can
actually
sustain
what
most
people
consider
to
be
adequate
housing
here
in
southeast
texas,
and
you
see
how
they
can
literally
just
shut
the
door
on
people
for
10
months,
close
down
the
unions
and
make
them
take
a
deal
that
they
never
would
have
taken.
In
the
first
place,
we
need
to
adjust
and
make
a
make.
We
need
to
adjust
our
focus
on
the
issues
that
we
need
for
the
affordable
housing.
Why
aren't
there
more
of
those
resources
available
to
all
of
the
people
of
this
community?

the
things
that
I'd
like
to
ask
mr
boone
to
clarify
is
that,
if
the
city
council
desires
to
have
this
project
approved
we're
about
to
consider
a
competing
project,
it
is
my
understanding
that
this
is
very
competitive
and
that,
if
it's
the
desire
of
the
city
council
to
have
one
project
approved,
and
maybe
not
so
much
the
other,
it
would
help
in
scoring
to
support
just
the
one
you
want
versus
splitting
and
saying
I
don't
have
an
opposition
to
both
of
them.
Is
that
the
way
that
works.

Yes,
but
also
if
the
council
really
preferred
one
project
over
the
other
again,
both
projects
have
to
have
a
minimum
of
that
acknowledgement
of
two
times.
So
basically,
council
has
to
give
basic
permission
for
either
of
them
to
be
submitted
to
the
state,
but
to
your
point,
if
the
council
were
to
prefer
one
project
over
the
other,
in
addition
to
that
basic
approval,
they
could
do
the
additional
things
that
are
listed
here,
which
is
express
support
and
offer
that
financial
support
in
the
form
of
a
fee
waiver.

do
want
to,
however,
say
that
to
me
this
is
really
a
no-brainer,
because
you've
got
one
project
here
that
the
community
is
asking.

give
it
to

support
this

I've
heard
from
hundreds
of
constituents
that
I
serve
that
have
put
me
in
office.
That
say
we
do
not
want
pioneer
crossing
at
the
corner
of
phelan
and
major
there's
another
almost
identical
project
currently
under
construction,
which,
by
the
way
I
did
support.

in
favor
of
that
project
and
I
think
that
it
being
only
three
blocks
away.
It's
just
too
much
on
on
that
street
on
major
there's,

apartment
projects
between
phelan
and

on
major
drives.
So
I
completely
support
the
council's
passage
of
this
resolution
and
the
funding
and
the
acknowledgement
of
the
two
times
per
capita
tax
credit
properties.
We
already
have
in
the
city
of
belmont.

I
have
one
question.
I
also
want
to
thank
pastor
for
his
presentation.
It
was
very
informative.
This
is
something
that's
needed,
I'm
talking
about
number
one,
and
I
said
they
have
a
waiting
list
for
folks
looking
for
affordable
housing
over
there.

glad
that
they're
doing
this.
I
have
one

front
page

say
a
fee
waiver
not
to
exceed

and
on
the
on

actual
ordinance.

waiting

nicer,
accommodations

welfare
of
their
workers,
that
money
is
spent
right
back
here

beaumont

west
end,
the
south
end
the
pear

end

over

was

from

and

angry
because

feel

would

complaint

have
is
that

don't
think
anybody
even
read
the
proposal.

really
good

everyone

known

differences

from
this
one

this
contract

think
it
helped

and
that

figured

where
it

strong

is
a
garage
apartment
there
and
when
we
started
six
years
ago,
we
were
not
supposed
to
have
anyone
live
there,

then
we
communicated
through
emails

forth,

I
can
go
back

reference

I

but
we
were
given
permission
to
have
a
presence
living
in
the
apartment
in
the
barn
by
the
officials
at
the
time
and
so
we've
had
someone
live
in
the
barn
because
of
the
horses.

we've
got
25
to
30
horses
there
and
so
for
the
safety
of
the
horses.

Another
thing
I
wanted
to
clarify
is:
I
have
the
original
bid
proposal
from
back
into
when
in
2015,
and
I
just
wanted
to
read
this
part
of
what
the
city's
scope
says.
The
city
will
provide
maintenance
and
upkeep
of
the
roof,
exterior
walls
of
the
facility
and
all
the
riding
trails
that
was
in
the
original
proposal.
When
we
started
six
years
ago,
it's
in
the
current
proposal,
so
you
know
that
I
thought
was
the
city's
commitment
to
maintain
the
riding
trails.
There
are
three
miles
of
trails.
It
gives
us
access
to
captain
marsh
by
horseback.

I
think
that
about
one
mile
of
that
has
been
completed,
which
is
wonderful,
it's
really
doing
a
great
job
of
that,
and
it
is
very,
very
nice,
but
there
are
an
additional
about
two
miles
of
that
riding
trail
and
foremost,
most
important
would
be
the
side
of
the
riding
trail
that
gets
us
access
to
cattail
marsh,
which
goes
you
know
just
straight
back
and
puts
us
out
by
the
bayou
back
there
very
close
to
where
the
bridge
that
goes
over
terrell
park.
Road
is
so
I
just
wanted
to
clarify
those
few
issues.

At
that
time
we
did
meet
and
request
the
ability
to
add
the
house,
because,
yes,
it
sounds
like
we're
taking
in
lots
of
money
which
we
do,
but
feeding
30
horses
in
a
month
is
an
amazing
expense
and
the
vet
bills.
So
we
we
have
not,
as
a
company,
made
a
profit
during
that
time,
even
though
we
have
had
that
kind
of
income.

artists

great
job
as
far
as
how
they're
marketing
everything

excitement
in

city

the
things

city
needs

pretty
good

mural,
fest
and
they'll
have
talent
from
all
over

world.

murals
over
our

our
hometown,

owns,
and

and
support

middle
school
all-star
game
that

over

sponsoring

game

encouraging
