first

all,
the
property
tax
rate
that
the
city
has
is
basically
two
components.
The
first
component
is
what
we
call
the
maintenance
and
operation
rate
which
is
allocated
to
the
general
fund,
and
it
pays
for
things
like
police
fire
streets,
drainage
parks
and
recreation
events,
services,
public
health
and
other
services
of
the
primary
government.

The
second
component
of
the
tax
rate
is
what
we
call
the
interest
and
sinking
rate
and
that
part
of
the
tax
rate
is
allocated
to
the
debt
service
fund,
which
of
course,
pays
for
the
debt
that
is
issued
when
council
approves
general
obligation,
bonds
or
certificates
of
obligation
bonds
to
basically
do
street
projects
or
capital
improvement
projects,
also
just
for
the
public.
It's
important
to
know
that
these
property
taxes,
the
revenues
that
we
receive
from
them,
have
nothing
to
do
with
the
support
of
water
and
sewer
operations.

So
with
that
said,
let
me
kind
of
talk
you
through
the
way
we
like
to
calculate
the
m
o
rate.
It
follows
state
guidelines,
so
the
first
thing
you
have
to
do
when
you're
calculating
the
m
o
rate
is
find
out
what
your
no
new
revenue
rate
is,
and
that
is
defined
as
the
rate
that
you
would
need
to
set
to
levy
the
same
amount
of
tax
revenue
this
year
that
was
levied
last
year
on
the
exact
same
property.

So
thus
it
includes
property
on
that's
new
on
the
current
year
tax
roll
and
it
has
an
inverse
relationship
with
the
rate
so
as
assessed
values
go
up
like
they
are
this
year,
your
no
new
revenue
rate
goes
down
and
basically
a
simple
formula
for
that.
Is
you
take
your
prior
year
maintenance
and
operation
revenue?
You
divide
it
by
your
current
year,
assessed
values.
You
multiply
it
by
a
hundred
and
that's
your
m
o
rate.

There's
a
lot
of
adjustments
in
that
rate,
like
I
told
you
last
time,
I
was
up
here
to
calculate
these
property
tax
rate.
You
go
through
eight
pages
of
formulas,
but
that's
basically
a
dummy
down
version
on
how
you
can
calculate
the
no
new
revenate,
no
new
revenue
rate
for
your
m
o.
So
once
you
have
your
no
new
revenue
rate,
the
second
rate
you
calculate
is:
what's
called
your
voter
approval
rate.

The
second
component
of
your
tax
rate
is
your
ins
rate,
like
I
had
talked
about
and
again
in
accordance
with
state
law
that
one's
pretty
straightforward.
It's
your
annual
debt
payments
divided
by
your
current
year,
assessed
values
times
100.,
there's
no
flexibility
to
this
rate
for
council
and
set
by
the
state.

The
third
option
is,
we
opt
into
what's
called
senate
bill,
1438
disaster
declaration
for
the
winter
freeze,
which
would
allow
you
to
use
up
to
an
eight
percent
increase
as
applied
to
the
no
new
revenue
rate.
No
election
would
be
required
of
the
voters,
but
to
opt
into
this
eight
percent
rate.
It
requires
council
approval,
which
is
why
we're
here
today.

So
that
was
a
lot
of
words.
It's
kind
of
confusing.
I
tried
to
try
to
make
it
simple
to
follow,
but
I
think
numbers
might
help
you
so
the
slide
you're
looking
at
right
now
shows
you
where
we
were
last
year.
When
we
began
our
budget
process,
we
have
seven
well
back.
Then
we
had
7.7
billion
dollars
of
taxable
value.

So,
let's
compare
that
to
where
we
are
today
today.
Our
values
as
of
last
week
are
8.8
billion.
That's
about
a
14
percent
increase
compared
to
last
year.
So
obviously
that's
above
the
three
and
a
half
percent
voter
approval
rate
in
the
normal
year
is
above
the
eight
percent
voter
approval
rate
for
a
year
in
which
we
have
a
disaster.

So
what
we
probably
need
to
look
at
then,
is
how
much
revenue
and
what
would
the
rate
be
if
we
chose
the
voter
approval
rate
at
three
and
a
half
percent,
so
that's
towards
the
bottom
of
your
slide,
so
your
general
fund
rate
would
go
from
50.6
cents
to
45.9
cents
for
a
total
tax
rate
of
66.2
cents.

Normally,
when
we
issue
debt,
we
have
to
increase
the
tax
rate
for
the
interest
and
sinking
fund
by
one
cent
for
every
10
million.
We
borrow
the
good
news.
Is
that
since
our
property
values
are
so
high,
I
don't
think
we
need
to
increase
our
debt
service
rate
in
accordance
with
that
formula,
I
think
if
we
keep
it
at
20.3
cents,
we'll
realize
an
extra
2.2
million
dollars
of
revenue.

All
this
is
preliminary
numbers
right
now,
so
we'll
know
more
around
july
25th
when
we
get
certified
values
so
also,
if
we
opt
into
the
eight
percent
increase
on
the
no
new
revenue
rate
that
would
bring
our
general
fund
revenue
to
42.5
million,
that's
about
a
3.1
million
dollar
increase
as
compared
to
last
year,
and
so
that's
where
we're
at,
and
I
guess
it's
up
to
y'all.
If
you
want
to
make
a
motion
to
consider
this,
then
we
can
have
some
back
and
forth
if
you'd
like.

that's
not
happened
before,
like
I
said
any
any
time
since
the
15
years
I've
been
here
anytime,
we
brought
money,
we've
had
to
increase
our
overall
tax
rate
because
we
had
to
increase
the
debt
service
rate
and
we
didn't
want

take
money
from
the
general
fund
to
do
it.
We're
in
a
position
this
year,
where
we
could
possibly
borrow
30
million
dollars
and
have
our
tax
rate
decrease
from
71
down
to
68
cents.

dollars
worth

work
each
year.

of

we

borrow

about
borrowing,

for
storm
water
inspections

time
we
talked
in
here
with
y'all
we
were
at
about
22
million.

limits

want
to

be
annexed.

we
make
these
prop

agreements
with
them

pay
a
portion
of

property
taxes.

different
way

restructure
it
other
than
maybe
going
up
or
down
on
the
rates
that
we
charge
them.

values
were
to
stay
the
same,

they

council
lowers

to

revenue

all
tied

their

reason

that
is

those
balance
pressures
throughout
the
system,

steadier
flows,

sediment

power

generator,
then

site
goes
down
that
will
definitely
contribute

changing

providing
for
repeal,
and
before
mayor
you
open
the
public
hearing
to
explain
to
the
public.
What's
going
on
under
texas
law,
cities
can
offer
a
variety
of
economic
development
incentives
in
order
to
attract
new
development,

well
as
encourage
the
expansion
and
upgrading
of
existing
facilities.

One
important
incentive
that
a
city
can
offer
is
a
tax
abatement
under
chapter
312
of
the
texas
tax
code
that

abatement

taxes
in

certain
capital,
investments
and
job
creation,
so
cities
wanting

offer
tax
abatements
must
do
so
in
accordance
with
an
adopted
tax
abatement
policy
and
the
abatement

reinvestment

So
the
city's
tax
abatement
policy
was
last
approved
in
2020
and
there's
a
group
called
arbor
renewable
gas
that
recently
approached
the
city
seeking
incentives
for
a
potential.

zone
has
been
established,
any
abatement
request
would
be
presented
to
the
city
council
for
consideration,
so
we're
not
there
yet.
So
all
the
taxing
entities
have
been
notified
of
the
proposal
to
designate
this
zone.
So
this

step,
then
we'll
bring
to
you
what
the
company
is
requesting,
we'll
bring
that
to
you
an
executive
session
and

that

That's
the
way
it's
done
and
then
come
back
to

possibly

john
johnson

the
consulting
firm
griffith,
mosley
johnson,
based
in
port,
arthur
2901
turtle,
creek
drive
and
we
represent
arbor
renewable
gas.
They
are
her
client.
They
propose
to
build
a
renewable
gasoline
manufacturing
facility
on
a
55-acre
site
on
the
south,
literally
the
property
borders,
the
south
city
limit
of
beaumont
between
highway
347
and
highway
69.

Manager
said
it
will
be
potentially
in
excess
of
one
billion
dollar
investment
over
a
six-year
period.
The
first
phase
will
be
the
325
million
dollar
investment
and
create
20
jobs,
but
this
is,
as
the
city
manager
said,
this
is
really
the
first
step
in
creating
the
reinvestment
zone.
My
client
hasn't
made
a
final
sighting
decision.

There
is
a
competing
site
in
baton
rouge
that
they
are
looking
at.
They've
received
a
very
generous
incentive
offer
from
the
state
of
louisiana,
and
so
we're
now
laying
the
groundwork
to
come
back
to
council
to
ask
for
consideration
of
an
incentive
that
would
elevate
the
beaumont
site
over
the
baton,
rouge
site.

Sure
sure
this
process
is
actually
going
to
use
woody
biomass,
so
forest
waste,
and
it's
a
chemical
process
that
converts
it
to
what's
called
a
syngas
which
is
then
used
to
produce
in
this
case
either
renewable
hydrogen
or
renewable
gasoline.
The
process
is
essentially
the
same.
They
will
then
take
that
renewable
product
and
blend
it
with
conventional
gasoline
and
it's
really
to
meet
renewable
fuel
standards
around
the
country.

California,
for
example,
has
pretty
stringent
renewable
fuels
standards,
and
so
that's
really
the
way
this
works
you'll
be
seeing
a
lot
more
about
this
really
around
the
country
as
the
push
for
renewable
fuels.
There
are
other
projects
already
underway
in
port,
arthur
to
main
develop
renewable
gasoline
projects.
All
all
the
major
oil
companies
will
be
moving
in
this
area.

there's
going
to
be

be
careful

These
facilities,
as
you
know,
the
components,
the
modules
are
frequently
fabricated,
off-site
and
then
brought
onto,
for
example,
when
exxonmobil
brings

big
modules

the
same
thing
happens
here.
These
will
be
built
by
a
specialty
manufacturer
and
assembled
on
site.
We
anticipate
up
to
300
construction
jobs
at
peak
on
the
first
phase,
and
so
following
that
would
be
a
second
phase
with
another
300
construction
jobs
and
the
construction
will
be
18
to
20
months
for
each
unit.

jobs
right

what
happens,

what
we
saw
is

enough
management

ensure
that
those
jobs
actually
take
place
or
if
the

if
they
can
increase.

increase

number

total

that
we
need
to
be
creative
and
thinking

what

these
organizations
offer

city

we're
offering
them

about

training

enough
jobs,

training

we

position

workforce
to
be

to
get
the

recommend
performance

city's
workforce.

we're
dealing

human
individuals

managed

them

them
an
incentive
to
be

best

as
leaders

managers,

the
responsibility
for
leading
people
to
their
capability
and

potential,

think
performance

evaluations

just

concern

folks

commendable

first
trial

he's

to
pick
up
people
from
the
local
area
to
actually

professional
team

would
travel
all
over
the
united
states
and
play
basketball.

will
create
jobs
for
young
men
that
are
looking
to
create

for
opportunity
and
also
give
them
opportunity
to
possibly
see
professional
talent
in
the
future.

great
opportunity.

I
would
like
to
say
to
our
staff,
the
fourth
of
july
fireworks
was
magnificent.
It
was
great
to
see
everyone
out.

well

rain
held
off.
It
was
really
a
beautiful,
beautiful
ceremony.
I
would
also
like
to
say
I
attended
and
did
the
welcome
for
the
symphony
and
if
you
have
not
ever
attended
the
symphony,
you
might
want
to
consider
treating
yourself
one
night
to
attending
the
symphony.

addition
to
that,
there
were
a
few
comments
that
were
made
in
reference
to
to
the
salaries
of
our
employees,
and
we
were
happy
to
to
give
those
cost
of
living
increase,
because
our
employees
did
not
get
a
rate
increase
due
to

pandemic
and
since
2019
and
as
council
member
durio
would
have
liked
to
increase
it.
So
what
most
of
us
would
have
liked
to
increase
it,
but
with
our
budget
pending,
I
think
it
was.

That
is
something
we
will
be
able
to
look
at,
but
we
were
glad
to
give
the
cost
of
living
due
to
the
fact
that
no
one
did
receive
an
increase
in
pay
because
of
the
pandemic,
and
you
know
the
way
everything
has
gone
the
last
year
and
a
half
in
addition
to
that,
there
was
conversation
that
was
made
about
managing
the
four
employees
that
we
are
responsible
for,
which
is
our
city
manager,
our
city
attorney,
our
city
clerk
and
our
city.

work
with
these
people
on
a
daily
basis
and
they
are
looked
at.
They
are
managed.
We
do
oversee
them,
we
work
hand
in
hand
with
them,
but
by
no
means
do
any
of
us
intend
or
plan
to
micromanage,
they're.
All
professional
people
who,
like
our
city
attorney,
has
worked
in
his
professional
for
over
30
years.

Other
other
professions
in
their
fields
make
a
lot
more
money
than
they
do,
and
so
it's
public
record
you're
able
to
look
it
up.
And
so
I
don't
want
anyone
to
think
that
we're
just
taking
taxpayers
dollars
and
just
issuing
out
money,
because
that's
not
our
intent
or
we
don't
want
our
peer
to
think
that
we're
just
dishing
out
monopoly
money
up
here,
because
it
is
your
tax
dollars
and
your
money.
