H
Something
else
I'm
gonna
have
to
learn.
Thank
everybody
for
coming
out.
Thank
for
all
the
people
that
voted
for
me
and
for
my
team,
as
I
called
them
to
help
me
in
the
election,
glenda
darius,
my
wife,
gwen
and
and
all
my
family
and
I'm
real
excited
right
now.
I
don't
know
if
I
can
tell
kind
of
nervous
too,
but
I'm
looking
forward,
I'm
ready
to
go
to
work
to
represent
the
people
of
my
ward.
Thank
you.
O
To
my
mom
and
dad
thank
you
for
raising
me
everything
you
instilled
the
morals
and
principles
you
instilled
in
me.
I
highly
appreciate
it
mayor,
thank
you
for
your
mentorship
and
everything
you've
done
for
me,
my
beautiful
wife,
ashley
turner
and
my
four
daughters.
Thank
you,
my
mother-in-law.
Thank
you
all
for
being
here.
O
My
sisters
and
to
every
citizen
in
beaumont
that
cast
your
vote
for
me,
even
the
ones
who
did
not
cast
your
vote
for
me,
I
like
the
opportunity
to
earn
it
in
the
future.
I
like
to
say
thank
you
guys
for
entrusting
me
to
sit
up
here
and
serve
the
people,
I'm
here
to
serve
all
the
people
and
I'm
here
to
do
anything
in
my
power
to
move
our
community
forward.
I'm
here
to
say
thank
you,
I'm
accessible,
I'm
easy
to
get
with
and
I'm
ready
to
get
to
work.
O
I'm
young,
I'm
energized,
and
I
appreciate
the
seasoned
leadership
with
the
innovative
younger
leadership
and
I
think
we
can
really
move
our
city
in
the
right
direction
so
mayor.
Thank
you
for
all
the
mentorship
as
well
everything
you've
done
for
the
community
and
the
council.
Thank
you
guys
and
I'm
ready
to
get
to
work.
So
thank
you
all
for
coming
out.
F
Thank
you
mayor.
It
truly
is
an
honor
to
be
re-elected
to
serve
the
constituents
of
ward
2..
I
pledge
to
do
my
very
ver
very
best
to
justify
the
faith
that
you
have
expressed
in
me
by
casting
your
vote
for
me
for
those
that
you
did
not
vote
for
me,
similar
to
what
councilmember
turner
just
said,
I
will
work
very
hard
to
earn
your
respect
and
your
trust.
I
think
we
have
a
remarkable
council
up
here
that
will
be
able
to
do
great
things
over
the
course
of
the
next
two
years.
F
I
want
to
express
thanks
to
everybody
that
voted,
but
special
thanks
to
my
parents,
in-law
iris
and
jerry
nathan,
for
being
in
here
and
to
my
lovely
and
incredible
wife,
who
has
to
put
up
with
me
every
day
and
steered
me
through
this
campaign
without
any
glitches,
and
I
appreciate
you
more
than
you'll
ever
know
allison.
Thank
you
so.
D
N
You
mayor,
as
has
been
said,
congratulations
to
the
council
members
that
won
turner.
Neil
gets
samuel
duryo
to
robin
mouton
and
roy
west
on
the
runoff
race,
just
know
that
we
pray
god's
best
for
you
and
for
our
city.
Secondly,
let
me
say
a
thank
you
to
everyone
that
was
a
part
of
this
political
process.
N
All
the
candidates
who
ran
every
voter
who
voted
for
all
of
these
candidates,
my
campaign
manager,
robin
troy,
the
steering
committee,
all
the
volunteers
who
worked
so
hard
to
get
me
re-elected
and
the
donors
who
made
it
possible
to
finance
my
campaign
and
all
the
campaigns.
Also,
my
family
and
friends
that
stood
with
me
and
never
stopped
believing
in
me.
We
did
see
an
increase
in
voter
turnout
this
time,
as
opposed
to
last
time.
That's
a
great
thing.
I
hope
we
can
continue
to
see
that
trend
in
our
city.
N
L
Thank
you,
mayor
to
god
be
the
glory
for
the
things
that
he's
done.
I
appreciate
the
opportunity
to
serve
all
the
citizens
of
beaumont.
I
thank
my
wife
and
my
family.
My
wife
has
stuck
with
me
through
these
30
art
years
and
my
children
each
day
they
have
to
be
a
council
member's
child,
even
though
they're
adults,
so
I
thank
I'm
thankful
for
them.
L
L
I
appreciate
everybody
that
came
out
and
those
that
could
not
come
out.
I
love
beaumont.
I
believe
beaumont
is
one
of
the
greatest
places
in
this
country.
We
have
a
lot
to
do.
We
have
a
lot
of
work
to
do,
but
I
believe
working
together
as
a
council
on
one
accord
for
a
common
goal
and
a
common
purpose.
We
can
make
beaumont
better.
That's
what
I'm
here
to
do.
That's
what
I'll
continue
to
do.
L
K
Thank
you
mayor.
I
first
want
to
take
the
opportunity
to
thank
the
citizens
award
one
for
giving
me
this
opportunity
to
serve
you
guys
for
another.
Two
years,
also
like
to
thank
my
family
for
putting
up
with
me
throughout
this
endeavor
that
we're
going
through
all
for
my
kids
and
my
beautiful
wife,
andrea,
and
I
want
to
say,
welcome
to
the
new
members
on
the
council
aj
it's
nice
to
have
somebody
up
here,
that's
younger
than
me
for
a
change.
O
K
And
how
you're
supposed
to
vote
but
and
kathmandurio
look
forward
to
getting
to
know
you
better
and
working
with
you,
and
you
know,
if
there's
anything,
I
can
do
to
help
you
personally
or
through
this
reach
out
we're
here,
we're
a
team.
We
need
to
do
some
team
building
and
learn
how
to
work
together
as
a
team,
and
I
want
to
be
a
part
of
it.
M
Thank
you
mayor.
I
did
not
take
the
opportunity
on
last
week
to
comment
on
council
member
pate
who
has
served
the
city
for
14
years.
I
just
like
to
say
that
you
were
a
good
council
member
and
a
good
person
with
a
good
heart,
and
it
was
a
pleasure
working
with
you
over
the
past
14
years,
not
going
to
say
goodbye
because
I'm
sure
we'll
see
you
in
passing
so,
but
it
it's
been
a
pleasure
and
to
the
new
council
members
welcome.
M
A
C
A
Thank
you
so
so.
Would
I
like
to
welcome
our
two
new
members,
member
durio
and
council
member
turner.
We
welcome
you
with
open
arms
and
I
am
excited
that
I
get
to
spend
a
sec
another
seven
weeks
with
two
new
members,
because
you
know
that
didn't
have
to
happen,
but
I'm
kind
of
glad
it
did
because
I
look
forward
to
getting
to
know
you
all
better
and
to
all
the
current
council
members
that
are
re-elected.
Thank
you
for
your
service.
A
A
This
is
my
15th
swearing-in
ceremony
with
the
city
of
beaumont
and
27
years
is
a
long
time
and
I
will
say
that,
no
matter
how
many
times
you
go
to
a
swearing-in
ceremony
and
you're
in
it,
the
first
time,
of
course,
is
really
exciting,
but
I
think
everyone
up
here
with
me
will
say
that
it
doesn't
really
change.
It's
still
very
exciting
and
congratulations
to
all
of
you
that
won
and
councilmember
pate.
A
We
know
you'll
be
around
enjoyed
serving
with
you,
councilmember
mouton
enjoyed
serving
with
you,
and
I
know
you
and
mr
west
are
in
a
runoff,
so
I'll
be
here
until
y'all,
one
of
y'all
get
here,
and
I
appreciate
both
of
you
very
very
much
this
council.
A
As
I
said,
I
am
truly
excited
to
get
to
serve
with
the
new
council,
even
though
I
wasn't,
and
it
was
the
first
time
in
27
years.
I
wasn't
in
the
swearing-in
ceremony,
but
it
was
still
exciting
because
I
know
the
feeling
that
all
of
you
feel-
and
I
look
forward
to
working
with
you
all
again
for
another
seven
months
or
so
maybe
seven
weeks,
seven
weeks,
not
seven
months.
Oh
no.
A
Seven
weeks,
I
think
it's
seven
weeks,
seven
or
eight
something
like
that,
but
but
I
thank
you
all
so
much
and
I
appreciate
all
the
citizens
that
are
here
to
show
their
support
of
our
new
members
and
our
old
members.
I
was
34
when
I
ran
the
first
time
just
so
you
know.
D
A
So
well
you're
going
to
still
be
around
when
you're
about
62.
You
think
if
my.
A
A
But
anyway,
I
appreciate
serving
y'all
over
these
past
several
years.
I'll,
like
I
said
I'll,
be
with
you
for
another
few
weeks
and
we
will
now
recess
into
almost
an
executive
session.
Actually,
we
will
now
recess
into
a
reception,
so
everyone
please
feel
free
to
and
to
visit
and
enjoy
some
food
and.
C
A
Convene
our
council
meeting
may
11th
and
we
do
have
one
proclamation
today
that
I
would
like
to
deliver
on
behalf
of
national
economic
development
week.
A
And
whereas
economic
developers
stimulate
and
incubate
entrepreneurism
in
order
to
help
establish
the
next
generation
of
new
businesses,
which
is
the
hallmark
of
the
american
economy.
And
whereas
economic
developers
are
engaged
in
a
wide
variety
of
settings,
including
rural
and
urban,
local
state
and
federal
governments,
public
private
partnerships,
chambers
of
commerce,
universities
and
a
variety
of
other
institutions.
A
Accepting
today
is
christy
young
vice
president
of
economic
development
at
the
greater
beaumont
chamber
of
commerce,
amy
donsby,
cdc
business
manager
at
the
southeast,
texas,
economic
development
foundation
in
carl
segura
senior
manager
of
business
development
at
energy
economic
development,
texas.
If
you
all
would
like
to
come
forward
and
shake
everyone's
hand
and
feel
free
to
say
a
few
words.
F
A
P
Okay,
well,
thank
you
for
helping
us
recognize
the
importance
of
economic
development,
we're
so
happy
to
be
here
with
you
guys.
I
would
like
to
tell
you
how
things
are
really
busy
right
now
we're
getting
lots
of
leads
we're
having
lots
of
site
visits
in
the
area,
so
we
wanted
to
let
you
know
how
much
we
appreciate
the
city.
We
appreciate
you
guys
for
your
support
because
we
could
not
do
it
without
you.
P
It's
definitely
a
team
sport,
so
you'll
be
seeing
and
hearing
from
us
a
lot
more
often,
I
think
in
the
coming
weeks
and
months,
so
we're
not
stock
stalking
you
we
just
need
some
help,
so
I
just
want
to
say
thank
you
for
your
support.
A
A
Now
would
be
the
time
for
any
citizen
who
wishes
to
speak
if
you
would
like
to
make
public
comment
today
on
scheduled
agenda
items,
one
two
or
the
consent
agenda,
the
time
to
do
so
is
now.
If
you
would
like
to
speak
on
one
of
these
items-
and
you
haven't
already
done
so-
please
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
the
city
clerk
at
the
front
of
the
room.
She
will
call
out
your
name.
We
would
appreciate,
if
you
keep
your
comments
to
three
minutes.
A
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
on
when
your
time
is
up.
Like
I
said,
one
two
are
the
consent
agenda.
If
you're
here
to
speak
on
any
other
item
today,
I
will
open
up
the
microphone
at
the
end
of
our
general
business.
For
that
purpose,
I
don't
have
any
mirror.
Is
there
no
one
on
one
two
or
the
consent
agenda
appears
to
be?
No
one
counsel.
May
I
have
a
motion
please.
I.
A
A
That's
good,
okay,
so
everyone
there,
there
was
a
motion
who
made
the
motion.
Please.
A
K
Thank
you
mayor
back
on
item
c.
My
question
is
so
this:
it's
basically
a
40
collection
fee.
If
I'm
understanding
this
correctly
is
that
standard.
E
D
A
E
E
The
water
utility
staff
agrees
with
schaumburg
and
polk
incorporated
and
recommends
awarding
the
project
again
the
mk
constructors
in
the
amount
of
876
446
dollars.
A
total
of
180
calendar
days
are
allocated
for
the
completion
of
the
project.
Funds
are
available
in
the
capital
program.
The
administration
recommends
approval.
A
P
F
Q
Q
D
L
So
go
ahead,
please
when
it
says
the
removing
the
existing
pumping
system.
The
pneumatic
is
there.
A
difference.
Is
that
technology,
the
difference
in
technology
or
just
the
type
of
pumps.
Q
Some
of
these
are
changing
the
way
the
way
it
works.
There
are
control
systems
that
are
based
on
the
pressure
in
the
in
the
air
and
that's
how
it
turns
it
on
and
off,
and
you
have
to
calibrate
them.
So
technology
has
evolved
over
the
years
from
the
50s
when,
when
some
of
these
were
put
into
today,
and
so
modernizing
those
controls
to
not
depend
on
the
bariumetric
pressure
makes
them
more
reliable
so
that
that's
some
of
that
that
gets
switched
out.
L
F
One
more
mayor,
so
I've
heard
from
time
to
time
we
may
have
had
a
lift
station
fell
and
what
are
the
consequences
of
what
happens
when
a
lift
station
fails
in
a.
Q
Well,
the
entire
system
is
a
gravity-based
system,
so
it
works
much
like
storm
water
would
work
and
that
it's
draining
from
a
higher
height
to
a
lower
height.
Now,
of
course,
we're
not
very
elevated
in
any
section
of
town.
So
in
order
to
get
everything
to
the
sewer
plant,
it'll
flow
downhill
for
so
long
and
then
it
goes
to
a
lift
station
which
does
exactly
what
you
think
it
would
do
it
lifts
it
in
height
and
then
it
flows
downhill
from
that
point.
Q
So
if
the
lift
station
fails
for
any
reason,
then
at
that
point
it
cannot
let
it
continue
on
to
another
section
of
the
system.
So
at
that
point,
you're
filling
capacity
that
exists
at
the
lift
station
and
when
that
is
exceeded,
then
you
start
backing
up
into
whatever
area
of
piping
that
that
goes
into
that
lift
station.
Now
the
most
common
failure
seems
to
be
just
power
outages,
but
we'll
also
have
pumps
trip
various
problems
and
that
it,
but
if
the
lift
station's
down
then
at
some
point
it's
gonna.
It's
gonna
back
up.
Q
We
do
on
some
we
tend
to.
I
think
we
started
after
ike
in
putting
generators
in
key
critical
infrastructure
points
within
the
city
and
so
we'd
concentrate
on
the
ones
that
were
most
important
to
the
system
and
then
we've
extended
that
over
the
years.
But
we
don't
have
generators
on
every
single
station.
Now
what
we've
tended
to
do
on
the
smaller
stations
is
try
to
put
in
when
we
retrofit.
Q
These
quick
connects
and
then
there's
a
number
of
portable
generators
that
water
sewer
has
that
they
can
go
and
quickly
connect
a
generator
to
that
station
and
then
they'll
in
a
longer
event
like
a
hurricane
or
something
like
that,
in
some
cases
they
will
rotate
that
generator
around
so
they'll
go
and
they'll
connect
it
up
to
a
station
and
it
let
it
pump
out
and
then
they'll
move
it
to
the
next
station
and
they'll
service
a
number
of
stations
in
that
way.
Until
we
get
power
back.
L
Just
two
more
questions:
one
is
the
varon
station.
Is
it
doesn't
appear
that
they're
replacing
a
pump
there
that
that's
just
for
maintenance
and
upgrade,
whereas
the
other
four
are
those
actually
getting
new
pumps
in
them.
P
Q
Pump
stations
are
there
77
77
yeah
for
sewer
77.
A
E
A
K
Just
more
of
a
clarification
than
anything
mayor,
mr
manager,
can
you
explain
why
I
know
we
discussed
earlier,
but
there's
about
a
3
000
difference
between
cfg
and
a
local
contractor,
and
can
you
explain
why
we're
having
to
move
to
the
while
we
can't
award
it
to
the
local
contractor.
E
A
A
If
you
would
like
to
make
public
comment
today-
and
you
haven't
already
done
so-
please
fill
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
the
city
clerk
at
the
front
of
the
room
and,
as
I
mentioned
earlier,
we
would
appreciate
if
you
keep
your
comments
to
three
minutes.
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
on
when
your
time
is
up.
S
S
S
S
I
noticed
today
that
each
one
of
you
ended
your
oath
with
so
help
me,
god
there
might
be
some
days
in
the
future
where
it
might
be.
Oh
god
help
me,
but
thank
you
for
stepping
up
to
the
plate
and
mr
durio
it's
nice
to
meet
you
today
and
I
thought
it
was
symbolic.
When
I
saw
you
holding
your
grandbabe,
you
understand
you
have
20
grand
grand
girls
granddaughters
anyway.
S
I
thought
it
was
symbolic
because
you
six
members
that
were
sworn
in
today,
y'all
are
like
mr
durio
y'all
hold
in
your
possession
the
power
for
the
future
of
this
city.
So
thank
you
very
much.
You
hold
the
future.
Jesus
said
that
he
that
would
be
great
among
you.
Let
him
be
the
servant
of
all.
So
thank
you
for
your
service
and
god
bless.
You.
T
Good
afternoon
mayor
the
new
city
council
and
staff
for
the
newly
electeds
brother,
chris,
it's
truly
an
honor
to
see
another
union
man
sit
up
there
and
represent
working
people
so
make
us
proud
albert.
We
campaigned
against
you
pretty
hard
two
years
ago.
You
took
that
opportunity
to
make
friends
with
us
understand
what
our
problems
were
and
to
be
a
champion
for
us
working
people.
So
we're
going
to
hold
you
to
that
and
look
forward
to
you
getting
some
things
done.
T
T
T
T
H
T
You
to
know
that's
a
flat-out
lie.
We
are
beating
our
heads
against
the
bricks
just
trying
to
get
our
basic
desire
to
go
to
work.
We
do
not
want
to
cut
any
seniority.
We
do
not
want
to
cut
any
safety.
These
people
put
their
families
at
risk.
They
put
their
lives
on
the
line
to
keep
one
of
the
most
profitable
corporations
the
world
going
during
a
global
pandemic.
T
A
A
Okay,
there
being
no
one
I'll
move
to
council
member
comments
and
wow,
it's
all
different
I'll
start
with
you,
councilmember
neil.
I
won't
put.
L
N
You
notice
he
looked
at
me
when
he
said.
Oh,
so
I
guess
we're
the
old
guys
now.
Aren't
we
on,
but
again
just
to
ditto
what
he
said.
Congratulations
to
everybody
and
again
thank
you
to
the
voters,
it's
a
privilege
and
an
honor
to
serve,
and
I
will
do
my
best
to
earn
and
keep
your
trust
over
the
next
two
years.
Thank
you,
mayor.
O
F
H
A
A
They
closed
a
case
from
1995..
I
actually
happen
to
know
this,
lady,
that
was
murdered
on
saturday
january
14,
1995
mary,
katherine
edwards,
a
31
year
old,
beloved
beaumont
school
teacher
was
found
deceased
in
her
park.
Meadow
townhome
beaumont
police
officers
responded
to
the
home
after
mary
catherine's
parents
located
her
and
called
for
help
through
technological
advances,
forensic
genealogy
and
determined
forensic
science.
Scientist
investigators
were
able
to
link
the
dna
profile
extracted
from
the
scene
of
the
murder
of
mary,
katherine
edwards,
to
a
61
year
old,
suspect,
clayton,
bernard
foreman
of
reynoldsburg
ohio.
A
So
I
say
this
today
because
I
want
to
give
you
know:
our
police
department
sometimes
take
a
lot
of
heat,
and
but
we
don't
even
realize
sometimes
what
our
cid
team
is
out
there
doing,
and
I
don't
know
if
most
of
you
know
this
or
not,
but
our
cid
team
has
100
homicide
clearance
this
year
they
have
cleared
every
single
homicide
case
this
year,
and
so
I
want
to
thank
them
and
all
of
our
police
department,
for
that,
like
I
said,
sometimes
their
jobs
are
really
difficult
and
especially
in
the
day
and
age
and
now
and
when
they
do
something
great.
A
I
think
this
is
great,
but
the
chief
did
tell
me
he
said
I
do
want
you
to
know,
though
we
have
a
hundred
percent
homicide
clearance
this
year,
but
any
old
homicides
that
we
still
have
on
the
books.
We
assign
them
every
once
in
a
while
and
get
new
fresh
eyes
to
look
at
them
and
sometimes
they're
solved.
A
My
seven
months
is
almost
up,
but
I
know
that's
a
joke
so,
but
last
week
when
I
was,
I
did
the
state
of
the
city
address
and
that's
when
I
heard
about
it,
but
it
wasn't
public
yet
and-
and
I'm
just
very
proud
of
our
cid
team
for
this
and
those
of
you
that
want
to
know
more
about
beaumont,
especially
any
of
our
new
council
members,
if
you
didn't
happen
to
to
make
it
to
the
state
of
the
city
address,
it
is
on
our
website
and
it's
on
our
youtube
channel
for
the
city
of
beaumont.
A
A
So
if
you're
free,
please
come
and
tell
your
friends,
we
need
to
go
out
and
support
our
fallen
officers
and
their
families.
That's
this
thursday,
at
nine
o'clock
on
the
police
department.
Stairs
and
again,
thank
you
all
for
coming.
Congratulations
to
our
old
council
members
and
our
new
council
members,
old
new
young
old,
very
excited
to
serve
with
you
all
and
look
forward
to
next
week.
And
if
you
have
any
questions
of
me,
don't
hesitate
thanks
so
much
for
coming.
We
are
now.
