increase

the
property
tax,

guess

main
question
about
it-
is
since
we
have
so
much
new
construction
going
on
big
houses.

live
right
off,

there's
like
there
was
nothing
there.
When
I
moved
in
1997
and
now
I
have
45
houses
on
one
side
and
another,

of

are
aware
that
united
way
made
an
appeal
to
the
city
for
two
million
dollars
and
from
the
state
and
local
fiscal
recovery
program
united
way
tracks
a
statistic
that
we
refer
to
as
alice.
It
stands
for
asset
limited
income
constrained
employed.
It
represents
the
people
of
our
community
who
are
working
but
struggle
to
pay
their
bills
every
day.
They're.
Faced
with
a
decision
do
I
put
food
on
the
table?
Do
I
pay
rent?

We're
requesting
those
funds
again
to
serve
these
people
who
are
struggling
to
make
ends
meet
several
other
cities
in
beaumont,
have
done
just
that.
They've
actually
actively
reached
out
to
non-profits
and
made
a
request
for
them
to
propose
the
funds.
The
city
of
austin
made
14.4
million
dollars
available
to
nonprofits
the
city
of
fort
worth
35.5
million
dollars,
the
bulk
of
which
was
awarded
to
united
way
for
further
distribution
to
nonprofits
dallas
county
corpus.

made
1.2
million
dollars
available
to
their
united
way,
denton
county
lubbock
new
braunfels
laredo
san
antonio,
our
neighboring
city
of
nederland
texas,
is
actively
reaching
out
to
non-profits.
For
just
this
reason,
yet
the
city
of
beaumont
is
choosing
not
to
make
those
funds
available
as
part
of
the
budget.
That's
being
voted
on
today,
I'm
here
to
ask
you
to
reconsider
that.
It's
the
right
thing
to
do
united
way
stands
to
benefit
nothing
from
this
proposal.

beaumont

the
city's
designation

texas
historical
commission
as
a
certified
local
government

mention
we're

street
community

downtown
has
designated

registered
district
as
you
move
forward,
making
a
decision
to
form
this
board
and
appoint
members.

recommend
you
refer

of

our

put

this

see
it

thought

southern
saying

dog
don't
hunt

thing

worse

learn

mean

plan
won't
work.

a
disaster.

a
disaster
for
like
two
years

tearing
up
our
house

take
care
of

go

all

parks
in
beaumont
and
just
try

wear

out

in
the
process

met
so
many
people
who
were
doing
the
same
thing

doing
and
many
of
them
lived
in
apartments
and
townhomes.
They
had
no
yard
and
they
were
doing
the
same
thing
and
they
were
all
saying
the
same
thing.

don't
we
have
a
dog
park
at
rogers
park?
Wouldn't
it
be
nice
and
I've
said
the
same
thing
so
many
times
so
you
know
I
I
did
that.
I
started
a
petition
to
get
a
dog
park
at
rogers
park.
That
was
four
years
ago.
So
a
lot
of
life
has
happened
in
four
years.
It's
kind
of
been
rough.
We've
had
like
natural
disasters,
water
issues,
a
pandemic,
economic
downturn,
okay,
so
it's
kind
of
hard.
I
know
to
justify
something
like
that,
but
you
know
what's
interesting
to
me.

that,
despite
these
difficult
challenges,
the
interest
has
not
waned.
For
this,
we
still
have
people
signing
the
petition.

still
have
people
reach
out
to
me
all
the
time
saying.
What's
the
status,
where
are
we
and
I've
often
asked
myself?
You
know
why,
even
if
you
look
at
national
trends,
30
percent
of
people
adopted
a
pet
during
the
pandemic
and
pet
ownership
is
climbing,
even
though
disposable
income
is
declining.

ask
yourself
why,
and
so
I
was
thinking
about
it
this
morning
and
I
think
I've
come
to
a
conclusion
that
trivial
things
sometimes
are
the
things
that
get
us
through
the
tough
things
in
life.
So
beaumont
citizens
are
still
using
their
parks.
They
still
want
a
dog
park,
and
I'm
here
today
because
I
started
a
petition
four
years
ago
and
I'm
gonna
see
it
through.

know
there's
a
lot
of
things
that
are
important
in
beaumont,
but
this
is
not
a
false
dichotomy:
it's
not
an
either
or
we
can
have
both,
and
so
I'm
asking
you
guys
today
to
please
vote
and
not
only
vote
to
put
it
in
the
plan
and
in
the
budget.
But
please
can
we
go
ahead
and
fund
it
and
get
it
done.

apartment

city

raise
money
to
fund
our
half

the
bargain
through

coming

everybody

up
in
october,
but
any
event,
if,
if
I
see
this
on
the
agenda
that
it's
necessary
to
create
an
ad
hoc
committee,
I
guess
we
hadn't
done
our
job
well
enough.

new
revenue
tax

which
is

the
voter
approval
tax
rate

roundabouts

circles
installed
under
the
freeway,

we
remove

lights.

remind
the
public,
but
the
public
hearing

tax
rate,

if
your
comments
are
related
to
increasing

decreasing
the
tax

be

appropriate

the

in
accordance
with
the

deficit

have

been

transfers

money

stance

clarify
one
statement
that
councilman
turner
made
ems
was
not
merged
into
fire.
Ems
was
moved
as
a
division
under
fire
council
voted
to
approve
nine
additional
firefighters
from
positions
that
were
vacated
from
ems
and
there's
been
a
long-term
plan
with
staff
to
additionally
increase
fires
numbers
by
vacating
ems
positions.
However,
that
has
not
occurred.
So
just
one
clarification
on
the
record.

debt
payments

rest

money

budget

interim

proposed
budget

enhance
our

million
proposal,

a
big

jump
and
councilman

had

workshop

we
wanted
to
get
everybody's
ideas

parks
needed

district
submitted
the
certified
appraisal

july
20
22
in
the
amount

shy
of
9.5
billion
dollars,

rate

69
and
a
half
cents
per
100
evaluation
for
the
tax
year,
22
or
fiscal
year,
23
is
proposed,
which
is
one
cent
less
than
the
current
tax
rate.

rate
would
be
apportioned
as
51.45
cents
of
evaluation
going
to
the
general
fund
and
18.043
cents
per
100
evaluation
going

service

the
tax

water
fund
are
two
separate
entities.
They
don't
carry

same
pot

cash
they're
like
two

companies.

fund
has
a
healthy
fund
balance,
the
water
fund
does
not
so,

the
general
fund
is
supported
by
taxpayer
dollars
property
taxes.

water
fund
is
supported
by
customer
user
fees.
We
don't
intermingle
those
two
revenue
streams,
so
I
just
wanted.

reasons
why

voted
against

budget
earlier
is
because
the
tax

is
higher

risk

our

somebody
wants,

it

not

official

not
paid
for
that
and
that's
not
happening
at
this
particular
time.
Just
if
it's
under
for
consideration,
then
it's
just
that
for
consideration
and
the
decisions
that
we
made
today
is
what
we
were
elected
to.
Do
it's
hard
decisions.
Nobody
wants
to
come
up
here
and
raise
the
water
bill.
We
don't
want
to
raise
taxes,
we
don't
want
to
do
any
of
that,
but
it
comes
with
the
job.
It's
part
of
this
job
is
to
make
those
hard
decisions
for
the
citizens
of
beaumont
and
for
the
city
of
beaumont.

I
was
at
westbrook
high
school
this
morning
and
the
reason
I
was
there
was
because
of
a
a
series
of
fights
that
have
been
occurring
over
there,
including
one
particularly
brutal
one.
Last
week
I
was
met
there
by
the
superintendent
by
one
of
the
board
members
and
principal
we
walked
around
campus.

They
probably
need
to
employ
more
public
safety
officers,
because,
right
now,
when
coaches
are
monitoring
the
bathrooms,
if
they
get
called
away
to
an
athletic
meeting
or
something
like
that,
you
know
the
bathrooms
might
be
unmonitored.
You
know,
there's
cameras
in
the
hallways
and
there's
a
lot
of
eyes
out
there
in
the
hallways,
but
in
the
bathrooms.
Of
course,
there's
no
cameras.
So
a
lot
of
bad
things
can
happen
in
the
bathroom
at
the
high
school.

He
mentioned
that
our
mayor
in
beaumont,
texas,
is
one
of
the
first
people
to
reach
out
to
him
and
send
him
a
18-wheeler
18-wheeler
full
of
water.
So
I
want
to
say
that
publicly
that
I
was
watching
the
news
and
I
seen
it-
and
I
appreciate
you
man.
I
like
the
fact
that
beaumont
looked
good
in
the
positive
light.

have
tesla
charging
stations,
it's
new
to
the
area,
it's
right
across
from
papados
out
there
in
walden
road.
We
have
a
lot
of
electric
vehicles,
so
I
want
the
community
to
know
that
if
you
have
a
friend
and
know
somebody
that
drives
one
it's
available
now
that
area
and
we're
moving
in
the
progressive
direction.

possible
solution
that
we've
been
going
through
with
the
bidding
process.
