for
her
supporting
our
police
department
and
I'm
very
happy
that
y'all
agreed
to
come
today
to
give
our
invocation
so
feel
free.
Thank
you
all
so
much
everyone,

A
Thank
you
to
all
of
our
caps
members
for
coming
today.
I
know
that
your
comfort
has
been
with
sheena
yarbo
powell's
family
over
the
last
few
days
and
we
wish
for
a
very
speedy
recovery
for
her
partner,
gabrielle
fels.
So
we
appreciate
y'all
coming
today.
It's
a
tough
day
for
our
police
officers
and
to
and
when
something
happens
to
one
of
our
first
responders.
A
Thank
you.
We
don't
have
any
presentations
or
proclamations
today.
So
with
that,
I
will
move
straight
into
public
comment.
If
there's
any
citizen
who
wishes
to
speak,
if
you
would
like
to
make
public
comment
today
on
schedule,
agenda
items
one
through
three
or
the
consent
agenda,
the
time
to
do
so
is
now.
A
If
you
haven't
already
done
so,
please
fill
out
the
green
slip
and
hand
it
to
the
officer
she
will
give
it
to
the
city
clerk
and
we
will
call
out
your
name.
We
would
appreciate
if
you
keep
your
comments
to
three
minutes.
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
in
when
your
time
is
up.
If
you're
here
to
speak
on
any
other
item
today,
I
will
open
up
the
microphone
at
the
end
of
our
general
business
for
that
purpose.
A
There's
a
motion
in
a
second
on
the
floor
for
the
consent
agenda.
Is
there
any
discussion
being
none
all
in
favor,
please
say:
aye
aye
opposed
the
motion
carries
unanimously
and
I
believe
mr
todd
semino
is
going
to
lead
us
in
our
meeting
today
because
our
city
manager
is
out
of
town.
So,
if
you'd
like
to
move
forward,
please
serve
with
item
number
one.
E
Yes,
ma'am
mayor
and
council
item
number
one
is
to
consider
a
resolution
receiving
the

Great,
thank
you.
That
concludes
our
general
business
today
kind
of
a
short
meeting
I'll
now
move
to
public
comment,
as
I
mentioned
earlier,
if
there's
any
citizen

H
H
A
H
H
You
know
john
jooheon,
old,
quarterback,
steve
and
all
those
guys
you
know
the
greats,
I'm
wondering
why
is
there
not
an
application
in
the
courthouse
for
a
man
of
myself
such
as
myself
to
come
up
here
and
speak
just
to
put
an
application?
If
so
to
run
for
mayor
councilman
district,
you
know
d.a
whatever
any,
whatever
the
case
may
be,
how
come?
No
one
in
this
council
of
this
district
in
beaumont
texas
was
able
to
direct
me
in
the
path
of
where
I
could
do
that.
H
Okay,
other
than
that,
under
the
board
of
education,
how
come
a
landmark,
my
school
that
I
attended
was
tore
down.
That
was
landmark
so
if
they
went
through
city
council,
if
y'all
all
made
an
agreement
on
that,
you
know
me
being
a
student
there
and
a
drum
major
who
walked
and
performed
in
the
mlk
parade.
H
You
know
what
I
mean
it's
just
like
that
school's
torn
down.
I
don't
see
no
kids
in
school
because
of
this
coronavirus
thing.
Not
only
did
treyvon
martin
been
shot
for
clothing
himself
with
a
hoodie,
but
everyone
in
here
is
in
here
masked.
So
how
many
opportunities
do
you
think
that
gives
a
person
to
rob
steal,
kill
or
do
anything
masked
by
visual?
Only
that's
that's!
That
was
another
concern
of
me.
You
know
what
I
mean
to
sit
here
and
say
we
have
to
mask
ourselves
to
be
brought
into
something.
H
H
H
A
A
A
A
It
depends
on
the
district,
but
here
october
19th.
Thank
you,
sir.
A
A
Councilman
councilman,
I'm
sorry
gets.
G
G
I
think
this
is
a
good
opportunity
for
us,
as
a
community,
to
pause
for
just
a
moment
and
to
consider
where
we
are
and
what
we're
going
through
metal
medical
mental
health.
Excuse
me,
mental
health
doctors
are
stating
that
we
as
a
collective
whole
are
in
a
state
of
trauma.
G
We
have
to
be
careful
how
we,
how
we
handle
this
this
moment,
we're
in.
I
understand
it's
stressful.
I
know
people
are
tired
and
I
understand
that,
but
I
think
we
all
agree
considering
what
happened
here
this
weekend
with
officer
powell
and
fells.
We
have
to
be
careful,
we
have
to
be
safe
and
responsible
in
the
manner
in
which
we
are
attempting
to
navigate
through
this
very
challenging
time.
So
let
me
encourage
everyone.
Please
stay
safe,
please
remain
responsible,
please
be
neighborly,
take
care
of
those
around
you.
Thank
you,
mayor.
F
You
mayor,
I
appreciate
our
prayer
warriors
here
today
and
it
really
makes
a
difference
when
you
got
guys
like
you
on,
ladies
and
gentlemen,
on
our
side,
it
does
make
it
prayer
does
make
a
difference
and
for
those
people
that
haven't
felt
it
they
will,
because
you
don't
even
have
to
be
a
believer
to
be
on
the
good
side
of
the
prayer,
because
it
does
make
a
difference,
absolutely
obviously
we're
praying
for
sheena
and
her
family
and
that
our
our
friends
and
neighbors
that
put
on
that
uniform
every
day
to
protect
and
serve
there's
a
lot
of
people
that
may
not
appreciate
our
police
department.
F
We've
got
an
exceptional
one
there
there
may
be
others
around
the
country
that
probably
aren't
as
good
as
ours,
but
we
have
some
really
great
police
officers.
Some
leaders,
chief
singletary
and
his
his
staff
does
an
exceptional
job,
but
we're
all
not
flawless
and
we
all
make
errors.
F
So
what
we
want
to
do
is,
with
your
help,
keep
them
on
the
prayer
list.
Keep
us
on
the
prayer
list.
Many
times
you
hear
me
say
what
great
people
we
have
in
our
community.
We
lost
two
recently
that
some
of
you
may
be,
of
which
you
may
be
aware:
evelyn
manning
who
was
91
years
old
and
for
those
of
you
that
ever
skated
at
manning's,
and
we
all
well.
Let
me
put
it
this
way.
We
put
on
skates
and
fell
down.
F
Some
of
our
friends
could
skate
well,
but
evelyn
was
an
outstanding
community
leader
was
very
active
in
the
community
outstanding
businesswoman.
She
really
made
beaumont
a
better
place
and
we're
going
to
miss
her.
Also,
our
good
friend
david
white
of
functions
mills
in
white
cpa,
firm
david,
was
a
those
of
you
that
were
blessed
enough
to
know
him
know
what
a
first-class
gentleman
that
he
was
a
first-class
professional,
a
fine
christian
gentleman
should
be
redundant
and
in
his
case
it
was.
F
In
1950
the
lpga
started.
The
ladies
professional
golf
association
was
started
with
none
other
than
our
hometown
girl,
babe
zaharias
and
without
her,
because
they
had
tried
to
organize
professional
golf
for
women.
It
didn't
do
anything,
but
when
babe
zaharias
was
at
the
top,
it
started
1950
and
in
1953
they
actually
had
a
babe
zaharias
open
at
the
beaumont
country
club,
which,
as
you
would
imagine,
babe
won
it.
F
It
was
also
while
she
was
here.
She
went
to
the
doctor
and
discovered
she
had
colon
cancer,
and
so.
F
F
well
in
september
middle
of
september
13th
through
the
18th,
we're
bringing
it
back.
It's
going
to
be
the
babesa
harris
open
for
obvious
reasons.
It's
going
to
be
played
at
the
same
place,
beaumont
country
club
and
it's
the
women's
all-pro
tour.
This
gives
young
women
that
are
professional
golfers
a
chance
to
do
what
babe
did
and
basically
work
their
way
up
to
the
lpga
and
it's
part
of
the
lpga
program.
F
It's
the
women's
all-pro
tour,
it's
the
symmetra
tour
and
then
the
lpga
and
next
year
we'll
be
doing
an
lpg,
a
symmetra
tour
tournament,
which
is
a
step
up.
But
it's
exciting
for
beaumont,
because
to
know
that
the
reason
that
the
women's
professional
tour,
the
lpga,
was
founded
by
somebody
who
basically
carried
it
on
her
shoulders
for
all
the
other
women
golfers
70
years
ago.
It
started
and
without
babe
zaharias,
who
grew
up
right
here
in
beaumont
texas.
F
The
lpga
wouldn't
have
been
the
lpga,
because
if
I
told
you
those
other
12
people
that
were
in
that
group
you'd
go,
I
don't
necessarily
recognize
their
name,
but
everybody
knows
babes
of
harris.
So
I
just
want
to
pass
that
along
because
it's
going
to
be
a
great
thing
for
our
community
to
be
able
to
have
the
world's
greatest
woman
athlete
babe
zaharias
name
attached
to
another
professional
golf
tournament
that
we
hope
will
continue
a
lot
longer
in
the
future
than
the
original
babe
zaharias
open
and
with
our
support
of
our
community.
F
It
will,
but
I
just
want
to
pass
that
along
to
you,
because
it's
really
really
great
that
we've
got
people
in
the
community.
That
really
want
to
do
that,
and
that's
part
of
the
the
babes
of
harris
foundation
and
I'm
fortunate
enough
to
be
the
president.
It
was
their
idea
to
say
what
can
we
do
to
continue
to
promote
beaumont,
texas
and
babe
zaharias,
the
world's
greatest
woman
athlete
so
just
want
to
pass
that
along
to
you
be
looking
for
it.
F
D
I
I
A
Thank
you,
councilmember
mouton.
I
too
again,
I
just
can't
say
enough
for
caps
members
for
y'all
being
here
today,
don't
get
by
me.
I
I
think
it's
important
and
I
know
that
the
entire
police
community
is
mourning,
as
are
many
of
our
citizens,
it's
very
difficult
when
we
lose
a
first
responder.
A
Probably
I
honestly
think
it's
harder,
sometimes
than
some
of
the
other
natural
disasters
that
we
have
to
deal
with,
so
my
heartfelt
condolences
also
go
to
the
family
of
sheena
yarborough
powell-
I
happened
to-
I
was
able
to
be
here
when
she
was
sworn
in
over
a
little
over
a
year
ago,
23
years
old
and
had
only
been
married
for
10
months
to
tyler,
beautiful
young
woman
and
she
will
be
sorely
missed.
A
I
know,
through
the
police
department
and
also
in
our
city,
another
one
fallen,
and
then
we
all
wish
speedy
recovery
to
officer
gabriel
phils
also
had
the
opportunity
to
be
at
his
swearing-in.
A
We
have
two
young
officers
here
that
were
in
the
wrong
place
at
the
wrong
time.
Unfortunately,
but
they
were
doing
their
jobs
and
and
that's
all
we
can
ask
of
them-
and
I
appreciate
the
entire
police
department,
my
condolences
to
you
and
thank
you
for
keeping
us
safe.
A
In
addition,
I
saw
the
sheriff
today
and
yesterday
officer
dudley
chant.
He
was
a
corrections
officer
through
the
sheriff's
department
at
the
jail
and
he
unfortunately
succumbed
to
covet
19
yesterday
and
so
another
officer
that
keeps
us
safe.
A
Speaking
of
covid19,
governor
greg
abbott
visited
our
city
this
morning
today,
and
there
were
a
few
of
us
that
got
to
have
a
conversation
with
him
and
he
was
here
regarding
the
pandemic
and
for
the
percentage
of
people
in
in
our
area
and
jeff
I'll.
Just
talk
about
jefferson
county.
A
A
And
one
of
the
things
that
governor
abbott
was
very
pleased
to
hear
is
that
here
we
did
actually
start
the
plasma
therapy
very
early
in
the
process
which
treats
patients
with
covid19
that
are
very,
very
ill,
but
they
have
to
get
it
early,
and
I
say
this
every
week
and
I'm
going
to
say
it
again,
because
I
hope
that
all
of
you
will
help
me
if
you
know
anyone
that
was
tested
positive
for
the
disease
and
has
recovered.
Please
ask
them
to
give
plasma.
You
go
to
the
blood
bank.
You'll
call.
A
There's
a
I
put
it
on
our
report
every
day.
That's
on
our
city
website.
There's
an
email
address,
they'll
call
you
it's
not
like
giving
blood
it's
much
easier,
but
the
doctors
are
begging
to
have
a
bank
of
plasma
to
treat
patients
and
it's
working
and
the
drugs
that
they're
able
to
use
now
is
working.
That's
one
of
the
things
that
we
talked
to
the
governor
about
was
the
drugs
that
are
needed
and
the
availability
of
them
through
the
state
and
he
was
very
open
to
helping
us
get
our
hands
on
whatever
we
need.
A
A
Our
positive
cases
have
gone
down
some
they're,
not
where
they
need
to
be
talked
about
the
barrier
and
where
we
need
to
be
when
we
do
change
things.
If
we
do
change
things,
but
basically
over
the
last
probably
week
and
a
half
ten
days
to
two
weeks,
we
have
seen
a
decline
in
positive
cases.
A
We
definitely
attribute
that
to
the
city,
people
following
the
cdc
guidelines-
and
we
talked
about
that
quite
a
lot
and
if
you
remember
when,
when
the
the
guidelines
were
lowered
and
the
restaurants
went
up
to
75
percent
and
bars
open
after
that
happened,
that's
when
we
spiked
in
july
and
the
governor
actually
even
talked
about
that.
They
tracked
that
stuff
in
in
all
the
counties,
and-
and
so
we
do
know
that
staying
home
and
doing
these
things
does
help.
And
you
know
a
lot
of
people
have
lost
their
businesses.
A
A
lot
of
the
bars
are
upset
because
they
can't
open,
but
without
a
doubt
we
know
that
people
that
get
together
in
a
close
proximity
that
aren't
even
families,
they've
tracked,
where
a
lot
of
the
deaths
and
positive
cos
covet
cases
have
been
in
the
backyard.
But
his
message
was
absolutely
as
a
government.
We
need
to
ask
people
not
to
go
to
large
gatherings.
A
He
was
very
adamant
about
that.
He
said
it
in
his
press
release:
y'all
can
watch
it
online,
I'm
sure
that
it'll
be
on
facebook
live
because
he
talked
quite
a
lot,
but
but
was
he
was
very,
very
complementary
of
the
leadership
here
in
our
county
and
in
our
region
as
far
as
how
we've
handled
the
pandemic
and
how
we've
responded
to
it.
A
So
I
just
ask
everyone:
please
don't
let
your
guard
down
if
you
see
it's
not
about
the
cases
going
down
right
now,
it's
about
our
hospital
occupancy
and
the
hospitals
were
in
part
of
the
meeting
today
and
they
are
still
full
in
their
icu's
and
that's
the
issue
that
we
have
to
get
those
numbers
down.
So
we
can
open
everything
or
start
to
open
everything
back
up
and
that
was
trait
from
governor
abbott.
A
So
with
that
said,
I
just
wanted
to
kind
of
give
an
update
that
that
I'm
sure
there
was
there'll
be
it'll,
be
on
the
news
tonight,
but
that
the
governor
visited
our
city
today
and
I
believe,
that's
all.
I
have
again
please
everyone
pray
for
our
fallen
officer
sheena
sheena,
yarbrough
powell
and
for
the
speedy
recover
recovery
of
officer,
fells,
councilmember
mouton.
You
had
something
else.
Yes,.
I
I
I
don't
think
it
was
ever
named
or
identified
what
swept
through
beaumont,
oh
yeah,
but
in
that
little
time
for
me
going
to
nederland
and
coming
back
to
beaumont,
I
was
caught
on
69
in
what
I
had
no
idea.
What
was
happening.
All
I
saw
was
trees
everywhere.
I
It
was
just
unbelievable,
but
by
that
next
morning
there
were
trees
blocking
off
of
sarah
street
of
fatima
and
waverly
and.
I
In
ward
4,
there
were
just
trees
everywhere,
4th
street,
but
by
the
next
morning
that
department
had
cleaned
those
trees
up
gotten
them
off
the
street,
had
them
cut,
removed
debris
where
people
could
pass,
and
I
mean
they
did
it
so
fast
and
so
effortless
that
I
don't
think
people
even
realize
all
of
the
trees
that
was
down
and
all
of
the
streets
that
were
blocked,
and
I
failed
to
give
condolences
mayor
also
to
the
family
of
brandon
turner,
who
passed
on
saturday.
Also.
A
Okay,
thank
you
thank
you,
so
that
does
conclude
our
meeting
today.
Again,
please
pray
for
our
first
responders
and
all
of
our
first
responders
out
there
please
be
safe.
We
pray
for
you.
Thank
you.
We
are.
