texas,
local
government
code
370.002,
requires
that
a
home
rule
municipality,
which
has
adopted
a
juvenile
curfew,
ordinance
periodically
review
the
ordinance
and
its
effect
on
the
community
and
identify
any
problems
with

ordinance
or
problems
the
ordinance
was
intended
to
remedy.
The
statute
also
provides
for
abolishing
continuing
or
modifying
the
ordinance.
So
in
1994,
following
public
review,
the
city
council
adopted
ordinance
94-34,
which
created
a
new
chapter
9
establishing
a
curfew
for
minors.

curfew
ordinance
has
been
extensively
reviewed
by
the
police
department
and
determined
to
be
effective
in
regard
to
promoting
the
safety
and
well-being
of
the
city's
youngest
citizens.
Renewal
of
this
ordinance
serves
to
promote

general
welfare
and
protection
of
the
public
through
reduction
of
juvenile
violence
and
crime
within
the
city.

missing
too

get

management
plan,

guys

we're
required
in
accordance
to
government
code
418
to
present
the
emergency
management
plan.
I'll
go
over
a
couple
of
slides
with
you
guys
it
will
just
be
really
quick
and
what
our
planning
focus
is
moving
forward
for
fiscal
year
2021
as
we
move
forward
with
that.
So
we're
doing
this
in
accordance
to
government
code
418,
which
requires
the
city
to
have
a
plan
we
do.

Our
plan
is
independent
as
an
independent
adopted
plan
from
the
county,
which
means
it's
a
standalone
plan.
It
meets
the
state
and
federal
regulations
and
guidelines
to
be
in
an
independent
emergency
management
program,
and
so
again,
that's
why
we
stand
before
you
guys
here
today
our
emergency
operations
plan
can
be
found
on
the
city's
website.

We've
had
several
hazmat
incidents
on
the
highways
more
recently,
one
happened
about
two
weeks
ago
that
took
about
12
hours
on
I-10
and
then
we're
still
involved
in
continued
recovery
efforts
from
hurricane
harvey.
We
coordinate
several
major
events
annually.
Last
year
we
brought
in
the
mardi
gras
team,
it's
approximately
30
events
that
we
are
coordinating
yearly
to
do
that
and
we
have
a
major
event
planning
team,
which
consists
of
several
city
departments
as
well
that
we
coordinate
with
to
put
on
those
different
types
of
events.

Our
plan
also
involves
doing
exercises
where
we
test
our
plan
and
those
annexes
as
well.
We
facilitate
that
plan,
both
city-wide
and
regionally
our
most
recent
plan.
A
recent
exercise
that
we
did
was
the
kovac
tabletop
exercise,
which
was
conducted
in
october
last
week,
where
we
discussed
the
potential
distribution
of
a
cobia
vaccine
should
that
become
available.
We
did
also
did
a
stand.
Mass
notification
exercise
in
conjunction
with
the
southeast,
texas,
regional
planning
commission.

With
regards
to
our
planning,
we've
updated
multiple
annexes
to
the
emergency
operations
plan
this
year
that
was
submitted
to
the
state
and
have
been
approved.
Those
include
nxk,
which
is
our
public
works,
nx
and
xf,
which
are
firefighting,
nx,
nxc,
shelter
and
mass
care
and
nxd,
which
is
our
radiological
annex.

All
of
these
updated
plans
are
available
to
the
public
on
the
city's
website,
as
well
for
our
focus
for
2021
our
planning
efforts,
it's
going
to
be
continuity
of
operations
and
the
continued
response
to
public
health,
related
disasters
such
as
cobid
and
any
other
pandemics
that
we
have
we're
in
the
current
process
of
updating
our
strategic
national
stockpile
plan
and
we're
working
with
the
public
health
department
to
do
that
as
well.
So
we'll
be
focusing
training
and
exercises
on
those
two
particular
plans
as
well.

With
regards
to
recovery
and
mitigation
portion
of
emergency
management,
we
have
the
current
disasters
that
we
have
in
the
recovery
place
is
harvey,
we're
still
working
on
some
hazard
mitigation
from
that
imelda,
which,
in

recovery
phase,
laura
delta
and
kova
19.,
while
kobe
at
19,
is
still
we're
still
responding
to
that
we're
also
shifting
to
some
of
the
recovery
efforts
with
regards
to
kovic
19.
As
we
prepare
for
this
to
be
more
of
a
long-term
incident
starting
in
2021,
we
will
be
completing
a
major
revision
of
update
to
our
hazard
mitigation
plan.

There
we've
sent
that
out
with
the
contractor
and
we're
in
the
process
of
doing
that,
so
that
it'll
be
reapproved
in
2022
by
fema
and
having
that
approved
action
plan
opens
us
up
to
additional
grants
and
fundings
post
disasters
that
we
have
any

mitigations
that
we
have.
So
our
current
plan
is
active
and
up
to
date
and
we're
moving
forward
with
planning
for
the
new
plan
next
year.

The
current
grants
that
we're
working
on
to
support
our
disasters
are
the
emergency
management
performance
grants
which
reimburse
some
costs
for
to
the
city
for
our
actual
program
itself.
Our
port
security
grant
program,
which
is
providing
that
final
staff
final
step
of
updating
our
radio
systems
to
achieve
full
interoperability
with
neighbor
hgac
region,
the
state
of
louisiana
and
the
supporting
the
annual
maintenance
cost.

With
regards
to
training,
for
this
year,
we've
provided
a
host
of
different
types
of
training
and
aspects
in
the
emergency
management
plan,
and
this
is
including,
with
the
challenges
of
of
hazmat,
to
include
hazmat
training,
explosives,
radiological
trainings.
We
do
the
incident
command
system,
which
is
how
we
manage
our
disasters.
We
do
that
twice
a
year,
both
in
february
and
in
september.
I
mean
we're
still
on
track
to
do
that
as
well,
and
we
do
other
trainings
with
both
city
and
non-city
personnel
from
around
the
state.

awareness
all
incident
related
information
can
be

also

public

emergency

through
the
emergency
management

we
have

and

plan
also
includes
the
outreach-
and
I

guys-
that's

I

going

we've
been
offering

public
now

several
years,
different
community
awareness
programs
to
get
them
involved

engaged

emergency
management
plan
itself.
Those
include
sky,
one
community,
active
shooter,
emergency
information
and
planning.
We
have
templates
for
businesses
to
create
their
own
emergency
operations,
plans
on
the
websites
we
have
shelter
in
place,
training
bomb
threats,
any
general
emergency
management.

citizens

of
the

available
if
they

notification
system

goes

we
send
out
to

entire
citizens

phone

ping
anybody.

actually

the
area
at
geo
codes
they're
having

different
sirens
that
we've
had
studies
have
shown
that
people
start
to
ignore
them
after
a
while,
if
they
like
continuously

off

stuff

city

beaumont
used
to
have
sirens
and
they
were
tested
once
a
week
and
I'm
wondering
how
long
has
it
been
since
we
actually
used
the
siren
warning
program
and
did
we
discontinue
it
because
of

reason

said
that
people
were
becoming
numb
to
it,
or
does
anybody
have
any
idea
as
to
what
the
efficiency
of
a
siren
warning
program
would
be?
Well,
you
know
to
me:
it
sounds
like
an
interesting
concept.

That
that
program
was
disabled
over
25
years
ago.
I
can't
remember
the
exact
year,
however,
it's
an
extraordinary
maintenance
nightmare
and
it's
an
extraordinarily
costly
expense.

It
takes
a
lot
of
sirens
and
secondly,
it's
been
found
through
research
to
be
much
like
a
car
alarm,
that's
disregarded
when
people
hear
it
they'll
even
hear
it
outside
their
own
house
and
not
even
worry
about
going
out
and
check
and
they'll
just
you
know,
hit
their
butt
and
turn
it
off
whatever.
So
it
was
disregarded,
expensive
and
very
high
maintenance,
so
it
became
a
cost
prohibitive
issue,
so
they
were
removed.

was
long
before
my
time
and-
and
we
have
you
know
it's
been
bandied
about-
I
think
council's
brought
it
up
before
I
don't
know
if
y'all
remember,
when
it's
been
quite
a
few
years-
and
you
know
at
that
time,
there
was
really
no
direction
to
try.
There
are
potentially
grants
that
that
could
be
obtained
for
them,
but
it
is
a
very
high
cost.

phone,

everyone

register

cell

they

texts

it

and

for
families
that
might

elderly
or
someone
who
lives

comes

that
everybody
needs
to
register

cell
phone.

easiest
way

phones

anywhere,
because
we

3-1-1
system
where
most
people
have
have
to
go
register

in
this
city
is
just
call

and
they'll

take
care
of
it
real
quick.

to
remember
extra
codes
or
access
permissions,

things
like
that.

we

just

all
know
that
2020
has
been
a
challenging
year
for
for
everyone,
and
one
of
the
things
that
we've
all
been
concerned
about
is
the
violent
protesting
and
rioting
in
the
streets
of
america,
but
here
in
beaumont
we
had
protesting,
but
it
was
peaceful
protesting.

We
know
that
right
now,
there's
warnings
going
out
concerning
post-election
violence,
cities
are
boarding
up,
national
guard
are
on
alert
and
although
people
have
a
fundamental
right
to
protest
and
a
responsibility,
I
believe
to
speak
to
authority,
it's
never
to
be
done
violently,
but
we
see
this
in
the
news
and
we
see
it
across
the
nation
and
it's
something
that
we're
all
concerned
about.

So,
just
today
I
know
that
we
all
vote
as
democrats
or
republicans,
but
tomorrow
we
will
come
together
as
americans
to
continue
with
the
vision
that
we
have
for
our
city
and
for
our
nation
today
is
partisan
politics.
Tomorrow
we
come
back
together
to
get
things
done
so
just
want
to
brag
on
beaumont.
As
I
said,
I've
attended
protest
and
people
stated
very
clearly
how
they
felt
a
full
throat
of
debate
is
good.
It's
good
for
a
community.

to
debate
issues,
but
we
have
to
do
it
peacefully
and
we
can't
agree
to
disagree
without
being
disagreeable.

walk
side
by
side
with
someone
you
can
without
seeing
eye
to
eye

beaumont

jordan
burton
passed
away

he
he
had

ministry

really
helped

homeless,

that
were
addicted

drugs

success

visiting
with
those
individuals
was
highly
successful,
and
you
know,
as
we
all
say,
there
are
people
that
make
a
difference,
and
jordan
certainly
did
and
we'll
be
remembering
him
as
we
continue
to
move
forward.

been
long-time
supporters
of
lamar
university,
I
know
the
history
of
lamar
university.

lost
our
good
friend,
billy
tubbs,
who
was
a
player
at
lamar
and
also
a
coach,
and
not
just

lamar,
but
at
one
time,
lamar
university
had
the
longest
home
game
winning
streak
at
80
games
in
a
row
which
is
awesome
and
that
was
started
under
billy
billy
always
was
very
quick
witted
and
was
extremely
popular
with
the
news
media.

when
he
took
the
team
out
to
play
university
of
nevada
in
las
vegas
unlv
had
like
60
games
in
a
row,
they
had
won
and
one
of
the
news
media
people
asking
me
said
well:

you
put
these

players

curfew?

matter
of
fact,
I
did.
He
said
anybody
that
shows
up
before

a.m
in
their
room

going
to

out
running
in
the
morning
and

course

think
about

impact

museums

in,

first
response
will
that

will
be
amazed
at
what
this
woman,
who
was
just
under
five,
seven
managed
to
do
in
a
short
life.
