involved
with
a
number
of
different
projects
with
the
city
and
so
happy
to
be
back
again.
The
main
focus
today
is
the
West
surface
water
treatment
plant.
But
really
a
lot
of
the
discussion
is
going
to
be
setting
the
stage
for
the
question
of
what
is
the
long-term
plan
for
the
city's
drinking
water
supply,
and
much
of
that
discussion
is
going
to
be
about
what
are
your
existing
facilities?

The
main
feature
of
your
drinking
water
system
is
the
Pine
Street
surface
water
treatment
plant
shown
there
on
the
east
side
of
the
city.
It
receives
water
from
Lawson's
pump
station
that
takes
it
out
of
a
canal
that
brings
it
down
to
about
where
the
Neches
River
is
and
delivers
that
raw
water
to
the
treatment
plant
for
for
treatment.
You
also
have
a
groundwater
facility,
the
Loeb
groundwater
facility.
They
are
on
the
northwest
side
of
the
city.

It
provides
about
10
million
gallons
of
water
per
day,
so
it
helps
supplement
your
system,
but
again
it's
Pine
Street.
That
is
the
main
source
of
your
drinking
water
and
then
the
other
thing
that
we're
going
to
be
talking
about
today
is
this
proposed
West
Side
plant.
So
we've
got
a
general
area
identified,
but
certainly
it's
not
site-specific
at
this
point
in
time.
So
those
are
the
different
pieces
we're
going
to
be
talking
about
today.

It
was
then
put
offline
from
2017
until
2019,
where
it
was
brought
back
online
and
then
for
reasons
I'm
going
to
talk
about
here
momentarily
that
has
since
been
turned
off
again
I'll
circle
back
to
that
momentarily,
but
from
a
big
picture
it
it's
not
yet
been
protected
from
future
flooding.
If
we
had
another
Harvey
event,
it
would
likely
flood
again.

It's
also
aging
infrastructure.
So
one
thing
that
your
staff
has
been
doing
to
be
proactive
is
to
go
through
and
do
what's
called
a
condition
assessment
of
all
these
facilities,
where
we
look
at
the
condition
what
the
expected
long-term
lifespan
is
of
that
facility
and
what
the
cost
would
be
for
bringing
it
up
to
current
standards.
So
here's
just
a
couple
snapshots:
it
is
an
aging
facility
and
so,
for
example,
some
of
the
concrete
storage
tanks
and
steel
storage
tanks
aren't
in
the
best
of
condition
and
will
need
replacement.

Probably
in
the
next
decade
or
so,
the
your
staff
is
working
hard
to
repair
the
necessary
damages
from
the
flooding.
There
was
electrical
mechanical
damage
during
the
flood.
They
brought
it
sufficiently
online
to
allow
it
operation,
but
in
the
long
term,
there's
going
to
need
to
be
more
investment
there.
If
that's
going
to
be
a
long-term
part
of
your
water
system.
The
other
thing
is
that
it's
a
very
challenging
water
system.
So,
right
now
you
have
a
system
that
applies
surface
water
and
blends
it
with
ground
water.

Those
are
two
different
types
of
waters,
and
so
you
have
some
challenges
there
in
maintaining
that
high
standard
of
water
quality
that
your
staff
has
set
for
the
city.
So
just
an
example.
This
year
we
were
evaluating
the
the
system.
We
were
monitoring
the
system
very
closely
and
based
on
historic
experience.
We
were
anticipating
that
there
may
be
a
severe
decline
in
the
disinfection
residual.
That's
that's
where
the
essence
of
this
challenge
is
with
the
groundwater
it's
difficult
to
maintain
a
long-lasting,
stable
residual.
Now
the
staff
has
done
a
great
job.

The
operations
group
has
done
a
great
job
and
keeping
their
arms
around
it
and
making
sure
that
every
citizen
has
great
high
quality
water,
but
it
just
takes
a
lot
of
effort
and
at
times
staff
actually
has
to
turn
the
facility
off,
which
is
what
has
been
happened
here
recently.
So
the
underlining
point
here
is
it's
a
challenging
water
system
to
manage.

If
you
see
the
Loeb
system
as
a
long-term
part
of
your
water
portfolio,
you're
gonna
need
a
major
investment
there.
We
we've
presented
this
slide
before
so
I'm
gonna
go
over
it
in
kind
of
an
overview
manner.
If
you'd
like
me
to
go
through
line
by
line
I'd
certainly
be
happy
to
talk
about
them,
but
the
the
bottom
line
they're,
the
sixty-two
point,
five
million
dollars-
is
the
investment
that
would
be
required
over
the
next
decade
or
so
to
totally
replace
that
facility.

Absolutely
thank

we're
gonna
be
operating
this
system.
You're
gonna
be
operating
this
system
for
at
least
the
next
three
to
five
years.
So
there
are
gonna
have
to
be
some
short-term
investments.
There
I
think
on
coming
council
agendas.
You
may
be
even
seeing
some
items
for
some
short-term
investment
and
that
could
be
upwards
of
2.5
million
dollars,
but
that's
not
the
overhaul
that
would
be
needed
for
a
long-term
use
of
that
facility.
The
facility
itself,
which
is
the
the
pump
system,
the
electrical
system,
the
ground,
storage
tanks.

So
there's
some
chemical
injection
improvements
that
are
recommended
a
caustic
soda
injection
system
to
be
specific,
I
believe
your
operator
also
has
a
list
of
some
pump
and
well
improvements
that
your
staff
is
currently
looking
at
in
terms
of
improvement,
and
so
that's
where
that
rough,
2.5
million
dollar
number
comes
from
and
I've
got
an
asterisk
there.
That's
pending
confirmation
by
some
ongoing
efforts
and.

so
I
would
say
everything
on
this
list
is
going
to
be
a
need
over
the
next
decade
or
two
immediately.
You
don't
have
to
go
out
and
spend
million
dollars
tomorrow
to
replace
those
tanks,
but
what
the
condition
assessment
showed
is
that,
due
to
the
age
and
the
condition
of
those
tanks
over
time
in
what
we'll
call
the
midterm,
you
will
be
at
a
point
where
you're
gonna
have
to
make
those
improvements.
If
you
want
to
continue
operating
this
system
and.

So
councilman
gets
to
finish
responding
to
you
to
your
first
request:
I'll
walk
through
these
other
line
items,
the
Pine,
Street
surface
water
treatment
plant
by
comparison
is
kind
of
compact.
You
know
most
things
are
there
on-site.
This
groundwater
system
is
spread
out
a
bit.
You've
got
offsite
wells.
The
plant
itself
is
a
ways
away
from
the
city,
so
there's
much
more
in
the
terms
of
collection
system
lines
to
just
get
that
water
from
the
wells
to
the
plant
and
then
into
the
city.

So
we've
got
a
number
of
utility
line
costs
here
you
see
the
ground
water
collection
lines,
the
cost
of
the
wells
themselves
at
six
million
dollars
and
then
the
distribution
lines
to
come
from
Loeb
into
the
city
at
17
million.
Now
one
thing
that
we've
been
talking
a
lot
about
lately
is
system
pressure,
your
Pine
Street
facilities
on
the
far
east
side.
Your
Loeb
groundwater
facility
is
on
the
far
northwest
side
and
what
happens
is
because
those
sources
are
so
far
away.

There
are
areas
of
the
city
that
it's
difficult
to
maintain
an
ideal
pressure,
we're
still
getting
water
to
those
citizens,
but
it's
not
at
the
pressure
that
your
staff
and
the
city
would
think
is
ideal.
A
couple
solutions
there,
the
more
long-term
solution,
we're
going
to
talk
about
later
is
a
west
side
plant.
They
are
on
the
west
side
to
maintain
pressure.

Another
solution
that
had
been
considered
was
this
36
inch,
Delaware
water
line
and
that's
another
main
transmission
line
to
bring
water
from
the
Pine
Street
plant
over
to
the
west
side
more
efficiently
to
help
maintain
pressures.
And
so
that's
what
we
mean
by
that
36-inch
Delaware
water
line
costs
of
ten
million
dollars
to
efficiently
run
the
system.

It's
not
only
for
redundancy,
it
depends
on
what
the
demand
is
in
a
given
year.
So
you've
been
fortunate
in
past
summers
since
Hurricane
Harvey
that
demand
hasn't
as
high
as
it
can
be
at
certain
times,
because
it's
been
or
I'll
say
it
has
not
been
an
exceptionally
dry
year.
When
you
get
into
a
drier
year,
people
are
using
more
water.

Your
demand
has
gone
up
to
levels
that
it's
been
at
in
the
past,
then
Loeb
becomes
an
essential
part
of
your
system
and
and
just
as
an
example
right
now,
staff
is
talking
about
needing
to
turn
Loeb
back
on
because
of
the
need
because
of
the
demand
today,
even
though
it's
not
ideal
because
of
those
water
quality
challenges,
I
mentioned
earlier,
your
staff
is
having
to
consider
today,
which
is
we
really
need
to
get
it
back
on,
even
if
it's
for
a
short
amount
of
time
to
refill
some
of
the
elevated
storage
tanks.
So.

Breaks
throughout
the
city
we
had
Dishman
down
for
cleaning.
We
finished
that
cleaning.
We
simply
can't
fill
the
tank,
the
Dishman
tank
with
the
current
pressure.
That's
in
the
system,
it's
it's!
Oh
there's,
too
much
demand.
There's
too
many
water
line
breaks
going
on
right
now,
so
we've
got
to
be
able
to
get
more
water
into
the
system
than
we
can
get
off
that
Pine
Street
plant.

We
probably
should
we
got
into
a
situation
where
we,
the
tank,
was
inspected,
and
it
was
in
such
a
condition
that
we
felt
it
needed
to
be
cleaned.
While
it
was
down
for
inspection,
it
had
already
been
drained,
and
so
we
took
the
opportunity
to
go
ahead
and
do
that
and
they
have
to
be
drained
for
inspection
on
a
periodic,
because.

Okay,
so
so
moving
on
to
that
next
piece
of
infrastructure,
this
is
the
Lawson's
pump
station,
as
we
can
see
it
flooded
during
tropical
storm
Harvey
there.
It
is
on
the
banks
of
the
Neches
River,
there's,
actually
a
siphon,
it's
not
taking
water
directly
out
of
the
river.
It's
actually
there's
a
pipeline,
a
siphon
that
goes
under
the
river
to
an
lnb,
a
canal
on
the
other
side.
So
what
happened
during
Harvey?
L
Obviously
from
the
picture
it
flooded,
you
lost
your
raw
water
supply
since
that
time,
because
of
some
of
the
issues
that
were
imparted
due
to
Harvey
you've
actually
lost
some
of
your
capacity
there
at
Lawson's.
We
believe
it
was
effects
of
some
of
those
pipelines,
shifting
possibly
getting
some
air
entrainment
and
other
issues.
It's
not
protected
from
future
flooding
much
like
Loeb.
If
you
have
another
Harvey,
it
will
likely
flood
again
and
then
also
that
Neches
River
crossing,
that
that
is
a
single
point
of
failure
in
your
Pine
Street
system.

If
you
lose
that
siphon,
then
you've
lost
your
the
main
heart
of
your
system.
You
and
your
staff,
though,
you've
identified
this
risk
and
you're
well
on
their
way
of
addressing
it.
You
came
up
with
the
vision
of
this
new
water
pump
station.
That's
going
to
be
at
higher
and
and
a
redundant
pipeline
to
take
water
from
that
new
pump
station
down
to
Pine
Street
you've
already
authorized
and
are
underway
with
the
design
of
that
pump
station
of
the
pipeline,
which
lags
a
little
bit
behind.

It
should
be
coming
for
your
approval
in
the
near
future.
The
cost
of
those
as
you've
seen
in
the
past
is
a
combined
total
of
37
million
dollars
for
that
new
pump
station
and
pipeline,
and
that's
going
to
provide
you
some
redundancy,
an
additional
reliability
and
capacity
on
your
raw
water
side
of
your
system.

Moving
now
to
to
Pine
Street,
so
again
that
this
is
the
heart
of
your
system,
your
primary
source
of
drinking
water.
It
is
also,
though,
and
an
aging
facility.
This
is
not
a
facility-
that's
been
constructed
in
recent
decades.
It's
got
some
history
to
it.
It
experienced
some
partial
flooding
during
tropical
storm
Harvey.
We
see
there
on
the
kind
of
the
right
side,
the
east
side
of
the
site.
You
see
where
the
water
started
encroaching.
It
did
flood
some
of
your
facilities.

It
came
near
to
flooding
some
very
critical
electrical
components,
which
would
have
been
a
catastrophic
failure,
so
we're
considering
that
a
near
miss
your
your
staff,
though,
is
addressing
those
concerns
through
to
means
a
flood
improvements
project
which
is
about
90%
complete
to
do
some
improvements
in
case
an
additional
flood
did
occur.
They've
also
come
up
with
a
study
of
an
emergency
raw
water
supply.

A
one
thing
that
I
didn't
mention
here
is
that
during
tropical
storm
Harvey,
what
you
had
to
do
was
you
brought
in
a
number
of
pumps
and
temporary
piping
to
do
what
you
could
to
get
water
to
your
citizens?
That
was
a
complex
and
challenging
effort
to
have
to
live
through,
and
so
what
your
staff
has
asked
the
question
of
well:
is
there
something
that
can
do
effectively
quickly
affordably?
That
would
allow
us
if
another
Harvey
came
through
before
that
new
raw
water
pump
station
is
constructed.

Going
back
to
the
age
of
this
facility
you're
at
a
point
where
you're
gonna
have
to
start
not
start
you're
gonna
continue
to
make
these
kind
of
investments
in
the
facility
to
keep
it
running,
to
replace
some
of
that
infrastructure
and
equipment.
That's
reaching
the
end
of
its
life,
so
really
the
condition
assessment
that
was
done.

The
risks
that
you
still
see
is
that
there
is
still
a
number
of
infrastructure,
that's
going
to
be
reaching
the
end
of
its
useful
life,
and
so
your
have
to
make
the
decision
do.
I
continue
to
invest
in
that
infrastructure.
The
question
that
you
brought
up-
or
you
know,
do
I
direct
my
dollars
elsewhere.
Some
of
that
infrastructure
is
still
at
risk
of
flooding.

So
with
all
of
that
kind
of
laid
out
on
the
horizon,
the
recommendation
that
your
staff
and
Freese
and
Nichols
and
others
have
come
with.
Is
this
future
west
side
surface
water
treatment
plant?
So
the
benefits
that
we
see
in
this
solution
to
solve
that
issue
that
we
brought
up
on
the
last
slide
to
solve
all
those
bullet
points
and
risks
is
that
this
is
going
to
take
water
from
an
lnb,
a
portion
of
the
Ellen
Bay
Canal,
which
is
not
impacted
by
Harvey.
It's
going
to
be
out
of
your
flood
zone.

It's
going
to
increase
reliability
in
a
resiliency,
enhancing
and
dealing
with
both
your
water
quality
issues
and
your
pressure
issues
and
also
provide
a
long-term
option
for
if
you
wanted
to
ultimately
replace
Pine
Street
now
phase
one
we're
not
going
to
go
in.
That
would
not
be
the
smartest
use
of
economic
dollars
to
totally
replace
Pine.
Street
you've
got
a
lot
of
life
there,
but
this
provides
you
the
footprint
and
the
start
to
move
towards
that
in
the
long
term.
If
that's
what
you
choose
to
do,
yes,.

not

10

the
condition
assessment
showed
is
that
you've
guys
got
some
really
good
bones
in
that
facility,
meaning
that
the
concrete

infrastructure
there
is
pretty
strong.

equipment
side

we're

to
be
seeing
the
investment
sooner
than
later,
I
think
maybe
even
on
today's
consent
agenda,
there
may
have
been
an
item
for
the
the
chlorine
system,
replacement.

we

done
a
conceptual
cost
estimate,
including
construction,
professional
services,
land
acquisition,
even
the
environmental
cost,
really
an
all-in
total
of
a
hundred
million
dollars.
So
that's
that's
not
a
small
investment,
but

it

worthwhile
investment.
For
you
know
the
legacy
of
the
systems
of
your
drinking
water
system.

work

we've
done,
we
have
done
a
a
sighting
study.
We've
identified
three,
possibly
even
more
potential
sites
for
this
facility.
We've
developed
a
conceptual
design
which
is
based
on
conventional
water
treatment
and
that
OPCC
or
excuse
me
the
opinion
of
probable
construction
cost
of
a
hundred
million
dollars
that
we
saw
in
the
last
slide
happy
to
keep
this
up
here
and
answer
any
detailed
questions
about
the
concept
for
the
facility
before
I
move
to
the
next
slide,
which
is
really
more
about
time
and
delivery.

attorney

saying

recuse
myself

voting

two
items

the
consent
agenda
by
my
wife,
who
happens
to
be
the
Texas.
The
Jefferson
County
tax,
assessor
collector
I
want
the
public
to
understand
exactly
what
these
items
were
and
why
I
did
not
feel
unnecessary
for
me
to
recuse
myself
from
voting
on
it.

As
everyone
probably
knows,
the
Jefferson
County
tax
appraisal
district
sends
out
letters
of
tax
notices
to
people
through
my
wife's
office.
The
taxes,
the
tax
appraisal
office
does
the
appraisal
they
relay
that
information
to
the
tax
assessor
and
the
tax
assessor
then
sends
out
the
notices
to
people
to
pay
their
taxes.
Sometimes,
the
information
that
is
provided
to
the
tax
assessor's
office
from
the
tax
appraisal
office
is
incorrect,
and
these
are
two
cases
in
which
that
happened.

Jefferson
County
Commissioners
Court
already
considered
that
and
agreed
to
do
so,
but
because
we
are
also
a
taxing
entity,
we
are
also
being
asked
to
do
so.
This
is
coming
through
my
wife's
office
in
a
professional

benefit

It
doesn't
in
earth
to
my
benefit

bit

I
don't
see
how
I
could
possibly
have

conflict
of
waiver

our

council

it

citizen
wanted
to

we
even
discuss

deaths,

people

crime
and

everybody

First

all,

live
in
this
community
in
this
city,

like
everyone
else.

a
concern
for
all
of
us.

if
the
crime
is

block
away

police

it's

never

happen
when
the
police
are
right

and
most

crime

our
city

impact

they've

over

last
couple

we

really
spectacular
individuals,
one
is
Bud,
Leonard
bud
was
nanny
years
old
and
I
literally
have
known
bud.
Since
I
was
a
kid
he
played.
Football
at
Lamar
was
one
of
the
original
founders
of
the
Cardinal
club,
with
my
dad
and
Preston
Graves
and
a
few
other
gentlemen.

distinguished
himself
in
so
many
areas
using
the
advertising
business,
had
an
exceptional
advertising,
company,
Goodwin,
Dan
and
mom
whitfill,
and
they
did
exceptional
things
before
he
went
to
work
at
Lamar
University
and

there
was
something
going
on
around
Lamar
University,
but
Leonard
was
there,
there
was
a
basketball
game
or
a
football
game
or
non
sports
activities.
He
was
there
for
the
theater,
the
arts.

to

the

one
ambassador
for
Lamar
University
for

laws
law
is

acts

something

interest

before

would
include

county

elected

person
