We
thank
you
for
your
loving
kindness
and
your
tender
mercies
extended
to
each
of
us,
our
families,
our
friends,
our
foes
alike
and
in
haste.
We
plea
for
your
forgiveness
for
my
for
our
faults,
failures
and
fallings,
as
we
forgive
those
who
knowingly
and
unknowingly
frustrated
me
or
us,
our
city,
communities
and
council.
B
B
A
D
A
We
don't
have
any
presentations
or
proclamations
today,
we're
now
in
session,
please
silence
or
turn
off
all
cell
phones
at
this
time.
Thank
you
now
would
be
the
time
for
any
citizen
who
wishes
to
speak.
If
you
would
like
to
make
public
comment
on
scheduled
agenda
items,
one
three
and
four
the
time
to
do
so
is
now
or
the
consent
agenda
the
time
to
do
so
is
now
item
number
two
is
already
heard
in
a
joint
public
hearing
of
the
planning
commission
in
the
city
council.
So
it's
not
available
for
comment.
A
So,
if
there's
anyone
that
would
like
to
speak
on
one
three
or
four,
we
would
appreciate
if
you'd
fill
out
the
green
slip
at
the
rear
of
the
room
and
hand
it
to
the
officer,
we
will
call
out
your
name.
We
would
appreciate,
if
you
keep
your
comments
to
three
minutes.
The
green
light
will
come
on
when
you
approach
the
podium
and
the
red
light
will
come
on
when
your
time
is
up.
A

A

A

E
F
No
we're
recommending
actually
that
there
be
one
reading
before
the
council
and
that's
one
of
the
changes
in
the
proposed
number
of
amendments
that
we'll
hopefully
bring
to
the
next
couple
weeks
and
you'll
actually
vote
on
all
those
individual
items
to
consider
placing
them
on
the
may
ballot.
But
that's
one
of
the
proposed
changes
to
shorten
this
up
still
have
to
give
notice
and
we
would
post
on
our
website.
But
this
is
language
by
decades
old
and
we
think
it's
burdensome
for
that
company
trying
to
do
business
here.
A
F
Mayor
council
line
number
two
is
an
ordinance
entitled
an
ordinance
granting
a
specific
use
permit
to
allow
a
banquet
hall,
an
rcr
residential
conservation,
revitalization
district
for
property
located
at
590
royal
street
in
the
city
of
beaumont,
jefferson,
county,
texas,
calvin
lovely,
is
requesting
a
specific
use.
Permit
a
joint
public
hearing
held
on
december,
the
21st
2020.
The
planning
commission
recommended
six
to
zero
to
approve
the
request
with
one
condition,
and
that
is
a
revised
site
plan
be
submitted,
demonstrating
required
perimeter,
landscaping
and
parking
that
meets
current
regulations.
F
A
D
F
Number
three
is
an
ordinance
entitled
an
ordinance
amending
chapter
20
article
20.,
section
20.03.003
of
the
code
of
ordinances
of
beaumont
texas
by
changing
and
amending
speed
limits
and
speed
zone
boundaries
to
the
schedule
for
major
drive.
Fn364
deleting
chapter
20,
article
20.03,
section,
20.03.003
g
h.
F
So
the
administration,
as
well
as
txdot,
proposed
that
the
speed
limit
or
speed
zone
boundaries
and
speed
limits
for
these
different
sections
of
major
drive
be
amended
under
section
20.03.003
spelled
out
in
the
staff
memorandum.
So
we
recommend
approval.
A
D
This
lowering
the
speed
limit
is
part
of
the
component
of
making
major
drive
safer.
Adding
traffic
lights
is
also
part
of
that
component,
and
I've
spoken
to
the
textile
engineer.
He
indicates
that
there's
not
going
to
be
any
time
sensitivity
where
it
requires
that
this
be
done
today.
So
I
ask
that
this
be
tabled
for
one
to
two
weeks.
A
A
All
right,
thank
you,
so
does.
A
I
don't
know
that
we
have
to
have
a
work
session.
We
could
still
have
it
as
an
action
item
unless
you
believe
that
we
need
a
work
session.
A
D
A
F
Mayor
council
live
number,
four
is
an
ordinance
by
the
city
council,
the
city
of
beaumont
texas,
declining
to
approve
the
change
in
rates
requested
in
in
entergy
texas,
incorporated
a
statement
of
intent
filed
with
the
city
on
december,
the
14th
2020
and
finding
and
determining
that.
The
meeting
at
which
this
ordinance
was
considered
was
open
to
the
public
and
in
accordance
with
texas
law
and
the
city
attorney.
Tyrone
cooper
will
come
forward
and
walk
you
through
the.
I
I
The
plan
does
not
presently
include
municipal
customers
and
what
it
provides
for
is
during
the
time
of
power,
outages
those
and
it's
a
voluntary
program.
Those
eligible
voluntary
customers
would
receive
or
get
a
backup
generation
and
during
times
of
well
normal
times
when
there's
not
an
outage,
that
generation
would
bolster
and
support
their
natural
grid.
I
They're
asking
they
have
asked
that
we
deny
this
in
in
denying
it
it
will
go
to
the
puc
for
for
full
review.
There
will
be
more
information
provided
at
that
time,
so
we're
doing
what
they've
asked
us
to
do.
We're
recommending
the
denial
of
their
application.
A
Okay,
so,
and
an
approval
of
the
ordinance
would
be
to
deny.
I
A
Thank
you
there's
a
motion
on
the
floor,
as
stated
correct,
council
member:
yes,
yes,
okay!
Is
there
a
second
second,
okay,
there's
a
motion
and
a
second
on
the
floor?
Is
there
any
discussion
or
questions
there
being
none?
All
in
favor
of
the
motion,
please
signify
by
saying
aye
aye
opposed
the
motion
carries
unanimously,
and
that
concludes
our
general
business
items.
A
But
I
would
like
to
read
that
at
the
close
of
the
city
council
meeting,
the
council
will
hold
an
executive
session
to
consider
matters
related
to
the
deliberation
of
the
purchase
exchange,
lease
or
value
of
real
property
in
accordance
with
section
551.072
of
the
government
code
to
it.
The
parking
lot
located
at
600
to
612
pearl
street
adjacent
to
the
jefferson
theater
consider
matters
related
to
contemplated
or
pending
litigation
in
accordance
with
section
551.071
of
the
government
code.
Kendrick
williams
versus
city
of
beaumont
at
all
calls
number
8-204-comma
508
before
I
move
into
public
comment.
A
It's
in
the
best
interest
of
our
city
and
safety
has
to
come.
First,
however,
we
will
already
be
planning
for
2022
and
it'll
be
better
than
ever,
so
we
have
longer
to
prepare,
but
I
wanted
to
let
that
be
known
straight
from
the
city.
I
think
there
is
a
press
release
going
out
if
it
hasn't
already,
but
apparently
the
word's
gotten
out,
and
so
I
have
like
10
texts
from
the
news
media
on
here.
A
We
were
all
prepared,
but
unfortunately,
coveted
19
did
not
agree
with
us.
So
with
that
said
I'll
now
ask
for
public
comment.
If
there
is
any
citizen
who
wishes
to
speak,
if
you
would
like
to
speak
today
on
any
item-
and
you
haven't
already
done
so-
please
fill
out
the
green
slip
at
the
rear
of
the
room
hand
it
to
the
officer.
We
will
call
out
your
name
and,
as
I
mentioned
earlier,
we
would
appreciate
if
you
keep
your
comments
to
three
minutes.
K
Thank
you.
Yes,
sir
mary,
you
probably
don't
remember
me,
but
when
you
first
took
office,
guthrie
introduced
me
to
you,
my
classmate,
and
you
know
how
long
ago
that
was
yes,
well.
The
reason
I
was
there,
then,
is
for
the
same
reason,
I'm
here
today
and
that's
a
slow
problem.
We
are
still
having
a
soil
problem.
K
The
infrastructure
in
the
north
end
of
bulma
has
collapsed
and
nothing
has
been
done
about
it
and,
and
we
are
constantly
complaining
and
complaining
now,
a
couple
of
weeks
ago,
my
soul
was
blocked
for
eight
days
we
couldn't
get
out,
I
got
so
frustrated.
I
called
and
started
whining
and
told
him.
I
was
thinking
about
trying
to
suit
a
city
because
of
this
problem
that
I've
been
having
for
15
or
more
years.
K
K
K
K
So
I
know
the
problem,
but
there's
got
to
be
something
they
could
either
add
a
pump
to
suck
that
line
or
something
I
talked
to
the
to
the
supervisors,
which
I've
talked
about
15
of
them
different
times
because
of
the
transfer
of
each
one
of
them.
But
I
talked
to
them
and
I
told
them.
One
of
the
problems
is
the
street
water
is
going
into
the
sewer
line.
K
They
didn't
pay
any
attention
to
that.
They
also
said
well
we're
going
to
put
smoke
in
the
lines
and
see
where
the
water
is
coming
in
that
never
happens.
They
said
well
we're
going
to
use
cameras
to
go
down
the
line
and
see
if
we
can
check
it
out.
Well,
they
were
afraid
to
use
the
cameras,
because
if
they
would
break
they
said
they
might
lose
their
job,
they
were
too
sensitive.
K
K
A
A
L
And
everybody
on
the
panel
I
was
hoping
that
robin
mutant
was
here
but
she's.
Not
here.
I
met
one
time
down
here,
like
I
said,
I'm
from
california,
my
husband
brought
me
here,
he's
ex-military
and
I'm
just
calling
with
a
a
mild
complaint.
I
love
the
city,
I
love
texas.
I
love
the
city
of
beaumont,
I've
been
here
almost
over
a
year
and
a
half
now,
but
I
am
so
upset
with
the
area
I
live
in.
L
My
children
came
down
to
visit
from
california
and
from
atlanta
georgia
and
we
remodeled
our
house,
but
the
houses
on
the
block
I
live
on.
It
is
horrible,
it
is
so
dirty
and
it's
nasty
and
how's
it
dilapidated,
and
it
said
you
know,
I
know
the
old
saying
they
say:
don't
mess
with
texas,
well
they've
messed
with
texas
over
there.
It
looks
really
bad
and
it's
embarrassing
and
I
wanted
to
I'm
just
complaining.
I
don't
know
the
the
job
that
you
people
do.
L
I
don't
know
what
you
have
to
do
and
I
don't
like
to
be
disrespectful,
but
it's
embarrassing.
You
know
to
see
dilapidated
houses
with
holes
in
them
and
buildings
collapsing,
and
just
I
I
don't
know
I
don't
know
who
to
go
to,
but
I'm
just
really
upset.
Now
the
railroad
did
cut
down
the
things.
We
need
to
cut
down
back
there
in
the
back
of
our
houses
and
but
it's
really
bad
uncamped
grounds
and
sidewalks,
and
I
just
don't
you
know
and
I'm
just
really
sad
and
it
was
embarrassing.
My
kids
was
like
mom.
L
L
It
looks
warts
warrantor
and
I
know
the
the
weather
some
of
those
weather
where,
where
the
you
know
where
just
the
laps
and
I
know
the
moisture,
I
understand
all
of
that,
but
some
of
this
mold
and
mildew
and
cracked
up
houses
and
they
just
need
to
be
torn
down,
and
we
we've
been
complaining.
My
husband,
mr
carrier,
my
last
name,
is
carrier
actually,
but
we've
been
complaining
about
that.
L
Since
he's
been
back
and
he's,
my
husband
did
20
years
reserved
20
years
on
the
on
the
active
duty
side,
which
he
just
retired
in
2019,
and
we
just
deserve
better
as
old
folks.
We
want,
we
want
it.
It
just
looked
bad
on
that.
In
that
area
I
don't
know,
I
think
it's
her
robin
mouton.
You
know
in
her
absence
and-
and
I
feel
bad
because
I
don't
like
to
complain
or
point
fingers,
but
I
think
we
should
all
you
guys
should
walk
around
and
check
out
your
different
areas.
L
A
A
L
A
L
J
Pate,
thank
you
mayor.
It's
been
a
unique
period
since
we
left
on
december
22nd.
First
off.
I
want
to
say
I'm
really
sorry
to
hear
about
becky's
mom.
It's
really
tough.
When
you
lose
one
of
your
family
members
and
for
those
of
you
that
may
not
know
my
sister
pat
passed
away
on
christmas
eve
and
she
was
one
of
a
kind
say
the
least
she
had
to
be
because
she
had
to
put
up
with
me
and
robert
and
pam.
J
J
J
He
was
a
grew
up
here
in
beaumont,
like
I
said,
worked
for
the
city
for
many
years
before
we
moved
to
florida.
The
last
thing
I'd
like
to
mention
is
a
much
more
positive
note.
J
I
approached
our
congressman
webber
about
babe
zaharias,
receiving
the
presidential
medal
of
freedom.
It's
the
highest
civilian
award
that
anyone
can
have,
and
so
I
wrote
all
the
reasons
that
I
thought
that
babe
zaharias
should
already
had
it.
I
was
really
surprised
when
I
started
doing
my
homework,
that
she
didn't
already
have
it,
but
she
didn't,
and
so
after
about
a
year
and
a
half.
Finally,
we
were
fortunate
enough
to
get
the
word
that
babe
zaharias
was
going
to
receive
the
presidential
medal
of
freedom.
J
We
got
this
several
weeks
ago.
The
white
house
asked
us
not
to
mention
anything,
but
we
were
also
going
to
be
there
with
gary
player,
a
hall
of
fame
golfer
who's
85
years
old,
looks
60
and
annika
sorensen,
who
is
a
also
a
hall
of
fame
golfer
so
with
gary
annika
and
babe.
That
brings
the
total
to
exactly
seven
golfers
that
receive
this,
and
I
think
we
can
all
say
all
of
them
all
of
them
deserve
it.
J
Arnold
palmer,
jack
nicholas
and
the
first
black
golfer
on
the
pga,
charlie
sifford
and
all
of
those
individuals
well
deserving
for
the
impact
that
it
makes
because
they
ask
part
of
it
is
the
impact
you
had
on
culture
and
when
we
got
there,
I
have
to
tell
you
I
never
met,
and
this
isn't
political.
I
never
met
president
trump.
I
had
no
idea
what
kind
of
guy
he
was
at
all.
He
knew
gary
player,
he
knew
annika
sorenstrom
for
decades
they
played
golf
together
and
all
he
knew
was.
J
I
was
the
representative
of
the
babes
of
harris
foundation.
I
could
have
been
from
redlands
california.
I
happen
to
be
from
beaumont,
texas
and
but
the
gentleman
he
was
so
gracious
to
me
as
though
I
was
part
that
he
had
known
me
for
a
long
time.
Like
I
said
I
didn't
have
any
preconceived
idea
of
what
kind
of
guy
he
was
going
to
be.
When
I
watched
how
he
interacted
with
everybody
that
day,
I
talked
to
gary
player's
grandson.
J
While
he
was
signing
he
he
looked
at
him,
he
said
alex,
you
think,
ought
to
sign
this
or
not.
You
know.
J
I
really
don't
have
to,
but
what
do
you
think
the
kid's
13
years
old-
and
you
know
my
mom
and
dad
used
to
me-
said-
watch
how
people
treat
people
that
can't
help
them
and
also
how
they
treat
young
kids
and
older
adults,
and
the
president
was
very
gracious
about
beaumont,
very
gracious
about
babe
zaharias
and
I
I
know
we've
got
a
couple
of
pictures
up
there
that
I
wanted
to
show
you,
because
it's
all
this
transpired
in
the
east
room
of
the
white
house.
J
This
is
george
grimes
who's
on
our
board
and
his
wife.
Mary
george
is
a
nephew
of
babe
and
you
can
just
flip
through
them
tina
at
your,
but
that's
the
medal
of
freedom,
and
I
watched
that's
gary
player
and
this
guy
is
85
years
old
and
he
was
so
gracious
during
his
presentation.
J
He
said
I
love
my
wife
dearly,
but
if
I'd
have
been
born
sooner
I'd
have
probably
married
babe
zaharias,
which
also
tells
you
what
a
clever
and
cute
guy
really
is
and
annika
was
gracious
as
well,
and
the
the
folks
that
were
attending
were
I'm
the
guy
on
the
right.
J
In
case
many
of
you
got
confused,
but
here's
the
president
gary
annika
and
me
in
the
east
room
and
we
had
close
to
100
people
that
were
all
family
members
and
friends
of
gary
player
and
annika
sorenston,
and
I
didn't
realize
until
that
picture
was
taken,
that
we
both
had
the
same
gesture
there.
Somebody
pointed
that
out,
but
it
was
an
honor
to
represent
babe
zaharias,
the
foundation,
our
city.
J
J
This
is
what
it
looks
like
up
close
and
I
can't
thank
congressman
weber
and
congressman
babin
who's,
one
of
my
classmates
that
grew
up
here
in
beaumont
who
helped
and
giles
kibby
with
the
houston,
astros
and
and
others
that
played
a
role
in
helping
move
this
forward.
J
As
I
said,
I
just
happened
to
be
the
recipient
as
the
president
this
year,
but
when
you
think
about
the
world's
greatest
female
athlete
and
you've
heard
me
talk
about
her,
she
was
a
six-time
associated
press
female
athlete
of
the
year
in
different
sports
and
when
president
trump
was
talking
about
her,
he
alluded
to
all
the
great
things
that
well
as
much
as
he
could,
because
there
was
a
time
limit,
but
he
was
very
gracious
about
babe,
about
beaumont
and
about
texas
and,
like
I
said,
I
never
met
the
man
before
and
I
was
just
very
appreciative
of
what
he
did
and
when
you're
in
the
white
house
you
step
back
and-
and
you
think,
about
people
that
have
been
there
before,
and
I
think
it's
fair
to
say
in
this
situation
that
we're
dealing
with
today
as
we
move
on,
and
we
have
a
new
president
coming
on
president
biden-
that
we
remember
what
abraham
lincoln,
probably
the
the
greatest
president
most
of
us
would
agree,
and
many
of
us
would
agree
in
the
history
of
the
united
states.
G
G
I
think
the
that's
probably
safe
to
say
that
the
mood
and
this
roman
today
feels
a
little
heavy.
We
all
understand
why,
because
the
covet
19
the
events
of
last
wednesday
january,
the
6th,
councilman,
paige
sister
passing,
which
also
was
a
member
of
my
church.
I
knew
her.
G
She
was
a
sweetheart,
the
mayor's
mother,
passing
and
then
my
mother
passing
and
then
there's
been
other
situations
with
other
council
members,
family
and
then
all
of
us
dealing
with
the
covet
and
as
I
mentioned
and
then
where
our
nation
is
right
now,
and
so
it
feels
a
little
a
little
thick
in
here
today.
G
But
I
want
to
encourage
everyone
that
we
will
get
through
this
this.
This
will
pass.
I
wanted
to
make
some
comments
about
the
nation,
but
I
think
councilman
pate
said
it
well
with
the
comments
of
president
lincoln.
So
I
just
I
will
just
say
this
in
the
coming
days
with
what
we're
facing
right
now.
G
D
Mayor,
I
want
to
echo
the
condolences
for
the
loss
of
your
mom
and
how
difficult
that
is.
Thank.
A
D
A
Okay,
thank
you,
and
I
mentioned
earlier
about
mardi
gras,
so
that's
out
there
and
we
will
be
putting
out
a
press
release
very
soon
as
soon
as
we
get
out
of
this
meeting.
A
If
you
haven't
kept
up
with
our
cases,
it
is
somewhat
dark
times.
Councilmember,
our
cases
continuously
go
up
so
some
days
it
might
be
175
new
cases
right
here
in
beaumont,
and
if
you
look
at
the
at
the
graph,
which
is
too
small
to
see,
but
it
is
on
our
website,
but
we're
much
higher
now
consistently
in
days
than
we
were
in
the
summer,
which
was
when
we
thought
the
peak
was
so
it's
really
in
texas
now
and
certainly
in
our
area.
So
I
would
just
encourage
everyone.
A
It
was
the
cases
we
were
hearing
about
were
in
other
states,
other
cities,
and
now
it's
hitting
home-
and
you
know
a
lot
of
people
do
okay
with
it
and
I've
known
quite
a
few
people
who've
had
it
and
came
through
it,
okay,
but
might
not
have
been
pleasant,
but
every
single
one
of
them
that
I've
talked
to
can
almost
pinpoint
where
they
think
it
came
from,
and
most
of
it
was
a
large
gathering.
I
don't
mean
the
four
people
or
five
people.
A
I
mean
forty
to
a
hundred
people
to
more,
and
that
was
one
of
the
reasons
that
we
were
tried
to
be
very
insightful
in
canceling
mardi
gras,
and
I
will
tell
you
that
the
the
group
that
puts
it
on
were
in
total
agreement
with
us
and
were
not
we're
not
upset
at
all.
They
totally
understood
and
agreed.
A
So
I
would
encourage
everyone
to
continue
to
practice
the
cdc
guidelines.
Hopefully
our
vaccinations
will
speed
up
and
come
out
and
they'll
be
they'll,
be
workable
for
the
people
who
get
them
and-
and
we
can
get
this
behind
us
because
I
think
we
all
want
to
start
enjoying
our
lives.
The
way
we
used
to,
because
I'm
going
to
tell
you
the
last
18
months
have
been
very,
very
tough
for
for
our
citizens
and
our
city
and
our
employees.
A
We've
had
a
lot
of
employees
that
you
know
have
been
have
had
the
virus,
and
so
it
hurts
the
workforce
as
well.
But
with
that
being
said,
we
were
ready
to
put
2020
behind
us
and
we
thought
2021
would
be
better
so
far.
A
It's
not
so
great,
but
I
have
hope
and-
and
I
thank
everyone
for
your
kind
words
about
my
mom-
you
know
she
was
in
a
lot
of
pain
at
the
end
and
sometimes
that
does
make
it
a
little
easier,
but
this
past
sunday
night
she
got
her
wings
and
heaven
is
truly
in
for
a
treat
she's
already
there
having
fun,
I'm
sure,
probably
getting
ready
for
mardi
gras
in
heaven.
So
I
thank
y'all
for
for
all
your
kind
words
and
condolences.
