Last
night,
last
time
that
we
got
together,
I
have
neglected
to
introduce
miss
erica
harris,
our
newest
member,
to
to
the
commission.
I
just
want
to
welcome
her
to
here
and
thank
you
very
much
for
your
public
service
ma'am.
I
know
the
pay
is
great,
but.
A
The
rest
of
us
not
much
greater
than
the
pace
so
I'll.
Just
let
you
know
if
you
have
real
high
expectation,
but
but
in
all
serious
note
we
appreciate
your
service.
We
do
help
the
community
as
much
as
we
can,
and
this
is
a
very
vital
thing
that
we
do
for
the
city
with
that.
We
have
distributed
the
minutes
of
the
meeting
for
the
last
meeting
and
if
there
are
no
comments
or
changes,
I
would
entertain
a
motion
to
approve
the
meeting
minutes.
I
A
None
is
heard
so
all
in
favor
say
aye
and
in
opposition
the
eyes
have
it.
Thank
you
with
that.
We're
going
to
start
our
first
regular
meeting
item
is
907
ob
and
the
new
lead
to
be
pz.
220
135.
C
C
C
Okay,
okay,
so
mac
mcwilliams
of
stantec
consulting,
is
requesting
a
waiver
to
the
requirements
for
a
sidewalk
waiver
along
old
down
road
at
5740.
Northwest
parkway.
C
C
Exclusion
of
the
sidewalk
would
affect
accessibility
for
the
residents
from
this
contract
complex,
as
well
as
the
complex
immediately
to
the
north,
and
again,
this
is
the
property,
that's
actually
under
construction
right
now.
The
mall
is
just
to
the
east
here,
and
this
is
the
new
northwest,
parkway
extension
that
runs
between
the
mall
and
old
allen.
Road.
C
C
C
C
C
Eight
is
448.76,
so
it
looks
like
it's
about
ten
thousand
dollars
more
added
to
that
project
or
that
portion
of
the
project,
but
again,
given
the
scope
of
this
hurricane
harvey
relief
project,
which
isn't
it's
actually
higher
than
20
million
dollars
in
cost.
We
feel
like
that
that
that
is
a
a
reasonable
request.
C
To
make
another
option
we
proposed
is
that
they
might
consider
moving
this
property
line
over
to
the
east
side
of
that
open,
ditch,
which
may
give
them
more
options
in
terms
of
where
the
sidewalk
would
go,
but
again,
based
on
all
those
factors.
Staff
is
recommending
denial
of
their
request
for
a
waiver.
A
A
A
C
Okay,
909
ob
is
to
consider
requests
for
closure
of
a
segment
of
main
street
and
pearl
street
tim
ognicek
city
of
beaumont.
Emergency
management
coordinator
has
requested
the
closure
of
a
portion
of
the
right-of-way
on
main
street
and
pearl
street.
These
two
streets
flank
the
downtown
police
station.
The
streets
are
currently
open
for
public
access
and
they
open
for
creating
problems
for
officers
coming
and
going
from
the
facility.
C
C
K
A
K
This
I'm
also
a
captain
in
the
police,
administrative
division
and
this
site
the
railroad
was
closed
or
the
the
I
think
it
was
gilbert
street
was
closed
years
ago.
So
that's
not
a
through
street
anymore,
either
pearl
or
maine,
and
it
hasn't
been
for
a
while
anybody
that's
going
to
the
area
it
still
shows
like
if
you
put
it
in
your
gps
or
anything.
It
still
shows
that
it's
open,
so
we
have
a
lot
of
traffic
cutting
in
there
and
then
they
get
especially
if
it's
a
truck
they
have
trouble.
K
Turning
around,
we
have
a
lot
of
through
traffic.
We
have
people
that'll
park.
There
walk
across
the
railroad
tracks
to
the
court,
big
safety
problem.
We've
had
somebody
killed
just
last
week
doing
that
not
there,
but
at
another
rail
place,
that's
not
a
crossing
there's
a
lot
of
through
traffic
that
would
be
reduced
with
ability
to
close
those
streets
as
well
as
allow
some
restriction
of
just
everybody
walking
through
the
whole
spot
and
give
us
more
perkins
place
on
pearl.
A
K
Close
right
now
the
citizens
can
park
in
that
that,
if
you
look
at
the
well,
you
all
have
it
in
front
of
you,
but
there's
a
half
man
circle
in
front
of
the
front
on
college
and
the
library.
A
If
anyone's
curious,
all
right,
thank
you,
mr
boone.
You
did
a
great
job,
we've
heard
from
the
applicant
and,
of
course
we
have
a
recommendation
from
the
staff
to
approve
and
I
would
entertain
the
motion.
G
A
A
We're
right
to
the
joint
yes!
Well!
Thank
you
very
much.
Ladies
and
gentlemen.
We
have
the
city
council
president,
and
at
this
time
the
honorable
mayor,
ames,
would
lead
us.
N
Thank
you.
Okay,
we'll
now
open
up
the
joint
public
hearing
between
the
planning,
commission
and
the
vehicle
city
council.
The
reason
we
are
here
today
jointly
is
to
ensure
that
everyone
has
a
chance
to
say
what
they
need
to
say
before
both
parties.
What
will
happen
today
is
the
planning
commission.
That's
on
the
dice
will
actually
hear
all
the
items
and
they
will
vote
that
will
be
a
recommendation
to
the
city
council.
N
That
recommendation
will
vote
for
the
city
council
in
about
two
weeks.
It
will
be
posted
on
our
agenda.
The
final
decision
will
be
made
by
the
city
council.
However,
I
do
need
to
note
that
if
you
are
here
to
speak
on
an
item,
it
will
not
be
available
for
comment
when
it's
before
the
city
council.
That's
why
we're
here
to
embody
today
to
hear
from
citizens
you're
certainly
welcome
to,
but
you
will
not
have
the
opportunity
to
speak.
C
C
C
C
It
should
be
noted
that
gaming
facilities
that
have
five
or
fewer
machines
tend
to
be
considered
accessory
in
nature
when
part
of
a
primary
use
and
as
such,
tend
to
result
in
fewer
negative
impacts
on
surrounding
land
uses.
However,
larger
game
rooms,
with
dozens
of
machines
take
on
the
scale
of
small
casinos
and,
as
a
result,
require
careful
consideration
as
to
their
location
and
compatibility
with
surrounding
land
uses.
C
Some
of
these
considerations
include
compatibility
with
noise
uses
in
terms
of
noise,
traffic
and
safety.
As
such,
proximity
to
park,
schools
and
especially
residential
uses,
should
be
carefully
considered
in
the
review
of
such
uses.
This
property
is
immediately
adjacent
to
a
residential
neighborhood,
as
mentioned
with
residential
single
family
dwellings
and,
as
with
one
is
in
within
one
thousand
feet
of
both
robert
and
chase
on
park.
C
We
should
also
note
that,
in
some
prior
considerations
of
other
specific
use
permit,
the
question
was
asked
about
criminal
activity.
As
part
of
this
application,
we
did
ask
police
department
to
take
a
look
at
whether
or
not
there
is
any
relationship
between
these
uses
and
an
increase
in
criminal
activity.
C
C
Let
me
go
ahead
and
try
to
summarize
these
one
is
from
a
john,
john
or
john
kerry
or
gene
carey,
and
they
their
statement
is.
They
are
opposed.
This
area
of
the
city
is
becoming
run
down
with
vagrancy
crime,
etc.
This
gambling
business
will
only
add
to
the
area's
demise
with
more
addiction
and
problems
costing
more
city
resources,
I'm
firmly
against
it,
and
here's
one
from
mr
juan
game
room
will
bring
more
crime.
We
already
have
too
many
problems
in
this
area.
We
have
to
call
9-1-1
every
day.
C
That's
essentially
the
summary
of
it.
I
will
point
out
that
I
think
the
applicant
did
provide
a
petition
in
support
of.
We
do
have
that
petition.
If
you'd
like
to
look
at
it,
we
did
look
at
the
petition
just
to
see
if
there
were
any
of
this
of
the
addresses
listed
within
euclid,
which
is
the
residential
block
to
the
south,
and
we
were
not.
I
don't
believe
we
were
able
to
find
any
of
the
signatures
in
this
immediate
area,
certainly
not
on
that
block
of
euclid.
C
But
having
said
all
that,
staff
based
on
the
application
staff
is
recommending
denial
of
the
proposed
specific
use
permit.
B
C
Property
owners,
but
they
don't
appear
to
live
in
the
immediate
area,
but
just
on
property.
Yes,
ma'am
thank.
B
A
A
O
O
N
C
C
Yes,
ma'am.
We
have
two
two
responses
in
opposition
for
the
from
the
mailed
notices:
no,
they
own
property
in
within
the
200
feet,
but
do
not
appear
to
live
there.
J
A
Thank
you,
sir.
Anybody
else
anybody
else.
I
want
my
clock
to
make
it
come
over
to
encounter
all
right
now
we're
going
to
open
the
floor
for
public
hearing.
Ladies
good
afternoon,
to
you,
if
you
would
please
state
your
name
and
address
for
the
record
and
we'd
love
to
hear
from
you.
D
Maxwell
and
I'm
here
to
support
the
idea
of
opening
the
gaming
site
because
it
gives
us
something
to
actually
do
fun
and
to
get
let's
get
out
the
house,
especially
during
this
time
of
being
in
the
house,
from
the
quarantine
and
everything
it
gives
it
lets
us
get
out
and
socialize
and
meet
new
people
meet
new
friends
and
stuff
like
that.
So
that's
what
I
wanted
to
say.
A
And
you
were
here
last
time
we
talked
about
another
gaming
room
right.
D
D
D
I
live
on
the
same
side
of
town.
Okay,
do
you.
G
H
H
And
if.
H
Yes,
oh
I
was
coming
on
the
video
because,
like
it,
it
does
give
you
a
break
in
your
mind
out
for
other
things
also,
and
it's
something
that
me
and
my
grandmother
do
and
that's
like
besides
there's
something
like
I
have
it
with
her
and
it's
it
it's
you
know
it's
comfortable,
it's
relaxing
and
it's
not.
A
A
A
P
H
P
Just
something
that
we
like
to
do
we
sit
down.
We
play
you
eating,
you're
drinking
beverages,
beverages
and
you
know
having
fun.
P
P
Oh,
I
like
it,
my
unlike
it.
I
have
friends
make
friends,
you
know
they
like
it.
So,
basically
like
it's
just
something
to
do
like
it's
just
something
I
do
like
every
day
after
my
kids.
Do
they
school
work
and
take
a
bath
eat.
You
know
this
is
something
I
go
do,
but
then
there
is
nothing
else
to
do
in
bombay,
because,
like
mostly
everything
closed,
you
can't
do
this
can't
do
that
most
everything's
closing
they're
closing
early.
You
can't
do
nothing
because
of
kobe,
so
it's
like
relaxing
okay.
A
L
Yeah
and
everybody
is
having
a
negative
thought
about
it's
a
game
room,
so
there
might
be
a
crime
rate
involved
in
there,
but
I
have
a
question:
if
there
is
a
security
guard
watching
all
the
time
on
the
cameras
in
there,
is
there
any
opportunity
to
have
a
any
kind
of
crime
in
there,
because
the
security
guard
is
there,
I
mean
whatever
the
previous
games
they
used
to
have.
There
is
no
security
guard,
so.
F
L
A
All
right
well,
thank
you.
Thank
you.
It's
nice
to
support
the
family,
anybody
else.
I
would
like
to
speak
for
or
against
this
case,
all
right,
we're
going
to
close
the
public
hearing
the
gentleman
mr
jason,
you
had
a
couple
of
negative
things
said
about
your
project,
so
you
have
a
chance
to
rebuttal.
O
My
first
rebuttal
is
to
the
gentleman
immediately
behind
me
regarding
the
beaumont
police
department
and
the
amount
of
phone
calls
that
they're
receiving,
I
believe,
that's
an
isolated
in
situation.
It
goes
business
to
business
crime
rate
overall
in
beaumont
is
tremendously
high
and
that's
you
know
a
known
fact.
Having
a
game
room
has
nothing
to
do
with
increased
crime
rates,
it's
a
matter
of
who
operates
how
they
operate
and
the
security
measures
that
they
imply.
O
Furthermore,
we
have
a
petition
signed
by
all
the
residents
in
city
of
beaumont,
approximately
200
signatures
that
we've
collected
the
gentleman's
that
have
received
the
notices
from
those
members
who
are
opposing
the
game
rooms
if
they
were
in
fact
serious
about
their
not
having
a
game
room
allowed
in
beaumont.
They
should
have
been
here
to
the
meeting
and
attending
to
have
their
voices.
F
O
A
A
We
also
have
a
petition
with
a
number
of
signatures.
We
have
two
letters
of
opposition
from
the
neighbors.
Having
said
all
of
that,
I
would
entertain
the
motion.
A
C
Yes,
sir
file,
2419p
or
pz202140
is
to
consider
a
request
for
a
specific
use.
Permit
wait,
apologize
okay,
file,
2428
p,
rather
pz
202137,
is
to
consider
a
request
for
a
specific
use
permit
to
allow
an
elementary
and
secondary
school
in
a
gcmd
general
commercial
multi-family
dwelling
district
at
the
property
at
2615,
broadway
acton
academy
beaumont
is
requesting
permission
for
a
school
at
this
location.
The
proposed
school
would
be
similar
to
a
single
room
school
house
where
grades
k
through
12
would
be
divided
into
three
groups.
C
Each
in
a
large
studio
classroom
enrollment
would
be
limited
to
eight
eighty
eight
zero
students,
no
food
will
be
prepared
at
the
location.
Each
student
will
be
required
to
bring
a
prepared
lunch
each
day.
Hours
of
operation
would
be
8
a.m
to
3,
30
p.m,
monday
through
friday,
for
180
educational
days
per
year.
C
This
is
an
aerial
view
of
the
property.
Again,
this
is
the
old
bank
you
can
see
across
broadway.
Is
the
the
office
tower
there
at
at
10th
and
calder?
This
is
the
site
plan.
Superimposed
on
the
aerial,
a
view
of
the
subject:
property.
C
C
The
construction
plans
meet
all
requirements
by
water
utilities
for
water
and
sanitary
sewer
services,
including
any
requirements
of
the
city's
pre-treatment
and
or
fog
fog
program,
as
well
as
all
applicable
building
codes
and
fire
codes
and
again
that
is
the
staff
recommendation.
Any
questions
of
staff.
A
I
I
We're
trying,
but
it's
the
educational
business
right
now
is
kind
of
it's
very
interesting
with
covet
going
on,
but
well.
Thank
you
for
taking
a
risk.
A
I
There
will
be
no
cafeteria
or
food
service.
Currently,
everybody
just
brings
a
sack
lunch.
I
Our
current
building,
we
are
leasing.
We
are
under
contract
to
purchase
this
subject.
I
A
A
We
have
a
motion
to
approve
with
con
condition
number
one.
Is
there
a
second
second
motion
and
second
any
discussion
all
in
favor
say
aye.
F
C
Okay,
file,
2429z
or
pz202138
is
a
request
for
rezoning
from
rmh
residential
multi,
multiple
family
dwelling,
highest
density
to
nc,
neighborhood,
commercial
or
more
restrictive
district,
and
this
is
for
the
property
on
the
south
side
of
delaware
and
120
feet.
West
of
east
texas,
freeway
jeremy
mitchell,
p.e
soutex
has
requested
a
rezoning
of
the
property
in
question.
C
The
corner
of
delaware
street
at
east
texas,
currently
zoned
nc,
neighborhood
commercial.
The
property
owner
would
like
to
develop
a
convenience
store
on
this
corner
and
needs
additional
room
to
do
so.
The
additional
94
and
nine
tenths
of
feet
along
delaware
would
allow
for
the
necessary
maneuvering
space.
Around
gas
pumps
and
parking
utilities
appear
adequate
for
this
location.
C
The
property
on
the
corner,
you
may
recall,
was
the
gas
station
that
had
become
the
auto
repair.
We
had
issued
some
specific
use
permits
over
the
years
to
allow
that,
but
with
it,
has
since
been
demolished.
So
it's
been
raised
and
it's
clear
property
and
the
idea
is
to
add
an
additional
area
of
neighborhood
commercial,
which
is
the
existing
zoning
here
out
west
to
allow
the
development
of
a
convenience
store
here
on
the
corner
view
of
the
subject
property
into
the
west.
C
C
A
C
Correct
so
when
they
submit
plans
for
that
at
that,
at
that
stage
of
the
process,
we'll
look
at
it
make
sure
that
sidewalks
are
shown
and
then
prior
to
the
issuance
of
the
certificate
of
occupancy,
we'll
make
sure
that
they're
installed.

Okay,
the
final
item
is
2430p
pz202139
and
it's
to
consider
a
request
for
a
specific
use
permit
to
allow
a
funeral
home
in
a
gc
general
commercial
multi-family
district
at
2315,
south
11th
street
leroy,
mcbride
iii
is
requesting
permission
for
a
funeral
home
at
this
location.
C
C
C
C
Northwest,
let
me
go
back
to
the
site
plan,
because
we
do
have
some
comments
from
the
traffic
engineer
that
I'd
like
to
add.
Let's
see
it
does
seem
to
be
that
there's
an
adequate
amount
of
space
to
accommodate
parking.
However,
the
existing
spaces
do
not
meet
the
minimum
dimensional
requirements
per
the
city
standards.
C
C
So
again,
this
is
this
is
how
it
exists
actually
currently,
and
so
what
the
traffic
engineer
is
requesting
is
that
these
be
reconfigured
as
angled
spaces,
a
one-way
entry
here
and
then
exit
here.
So
it
would
be
a
one-way
pattern
in
that
direction,
so
we
did
send
20
20
notices
on
this
application.
We
received
one
in
favor,
zero
in
opposition
based
on
this
application.
