this
is
also

think
a
final
lien,
with
the
maturity
of
2048
of

million

dollars

similar

the
prior
questions
asked
by
the
council.

other
debt
will
be
incurred.

paramount
of
approximately

which
results

project
funds

reserve
fund
that
is
structured

cash

been
with

remember

two

three
years
ago
there
was
a
big
dispute
with
party
and
the
city
in
terms
of
the
city,
not
timely,
issuing
bonds
for

party
and
not
giving
credits
dissolving
impact
fees
etc
as
their
as
party
alleges.
That
was
required
in
connection
with
that.

The
the
city
and
party
entered
into
a
settlement
agreement
that,
among
other
things,
required
party
to
advance
certain
funds
on
schedule
to
the
city
to
be
used
in
order
to
pay
for
facilities
that
were
eligible
to
finance
and
development
impact
fee
program
and
an
example
that
was
six
and
half
million
dollars,
or
six
million
dollars.
I
was
advanced
by
party
to
be
used
in
connection
on
the
wastewater
treatment
plan.

So
in
connection
with
the
settlement
agreement,
the
city
agreed
to
use
best
efforts
to
come
forward
and
issue
bonds
on
behalf
of
some
of
the
remaining
improvement
areas
and
additional
CFDs.
That
party
has
in
the
Sundance
project
area.
So
this
is
sort
of
the
next
step
in
that
process
to
come
forward
and
approve
the
issuance
of
bonds
for
eight
years
and
Edward
as
part
of
the
settlement
agreement.
You
know
the
the
city
didn't
like
it,
but
you
know
we.

This
transaction
is
a
little
different
than
the
prior
two
is
for
many
reasons,

which

has
pointed

looks

similar

what

typically

active

a

reimbursement,
which
is
what
the
council
really
is
trying

move
forward
towards.
So
here
most
of
the
improvements
have

completed,
sewer
water,
storm
drains
utilities
and
some
roads,
I've

some
of
the
backup
for
that
work
has
already
been
submitted
to
the
staff
for
review.

it's
a
little
under
12
million
dollars,
which
is
quite
a
bit
larger
than
the
other
two
that
you've
seen
before,
and
this
would
be
more
of
a
traditional
CFD
that
you
would
see
and
I
know

some
of
the
council's
has
asked
us
about
the
average
debt
service
is
included
in
here
and
we'll
go
through
that
in
the
staff
report.
This
also
had
a
maximum
debts
of
maximum
bond
issuance
of
25
million
assigned
to
it

restructured

city's
development
impact

pertain
to
public
parks,
so
the
development
impact
fee
included
a
fee
for
regional
parks.

entered
into
a
settlement
agreement
with
the
Parks
and
Rec
district,
where
they've
established
their
own
regional
park
feet
so
they're
off
collecting
that
when
we
went
to
that
update,
we
also
look
to
establish
fees
for
some
community
parks
and

neighborhood
parks,
and
so
we
established
some
fees
pursuant
to
both
of
those
types
of
park
facilities.
One
of
the
key
things
we
were
concerned
about
was
all
projects,
and
particularly
some
infill
projects
that
are
developing,
making
sure
that
they're
helping
to
address

outdoor
park

needs.

you
look
at
party,
particularly
the
Sundance
project,
it
was
conditioned
upon
approval
of
providing
neighborhood
and
community
parks,
and
so,
if
you
look
at
the
balance

the
project,
they

budget
of
about
forty
four

park.

which
is
in
excess
of
about
six
point,
seven
six
point:
eight
million
dollars
of
park
fees
that
would
otherwise
be
generated

to
our
development
impact
fee
schedule,
as
amended

I've

that
ordinance,
they
do
have
the
right
to
have
consideration
for
the
actual
improvements

have
been
made
and

being
contemplated

project.

this
agreement
would
do
since
party
has
exceeded
its

Quimby
ordinance
and
has
exceeded
the
value
that
was
otherwise
specified
in
the
impact
they'd
be
able
to
get
credit
for
permits
that
are
being
made
in
addition
to
that
or
permits
that
have
been
made.

addition
to
that,
they've
also
been
assessed.

we
didn't
have

acquisition
agreement

this
particular

recommendation

this

impact
fees
that
they

wanted

neighborhood

senior
housing
project
and

parks

open
spaces
improvements

the
SoCal
Greenbelt

those
were
specified
and
conditioned
with
the
approval
of
a
plan.

in
2017

regional
park

collecting

was
being

regional
park
needs

fee

removed
and
then
the
recreation
of
Parks
District
established

then
adopted
a
community
park
and
neighborhood
park
fee,
and
so
that
was
a
new
fee.
So
after
that
fee
went
into
effect,
we
started
collecting
that
on
Lots
within
Sundance,
and
so
so
that's
the
part
that
we're.

moments

statewide
and
federally

guiding
principles
and
policy
statements

we
want

put
together.

key
areas
that
we
want
towns

to
focus
on
within
the
state
at
the
federal
level,
so
we're
gonna
take
a
crack
at
these
and
the
city
manager
level,
as
well
as
the
department
heads
and
once
we
refine

list,

sitting
down
with
City
Council,
probably
in
about
three
or
four
weeks
or
so,
and
we'll
start
going
over
this
legislative
platform
with
all
of
you
and
then
we'll
have
that
ready
to
go

we
hit

legislative
session
January.

be
aware
of
that

an
opportunity
with
our

Congress
people

city

our
state
legislatures,

to
push
forward
on

rail
progress
in
keeping
up

date

they
call
Union,
Pacific,
etc
and
they've
been
raising
concerns
for
a
while
now
that
the
rails
are
so
heavily
used
now
for
Freight
and
that

timing

speed
of
the
rails
for
Freight
is
never
gonna
match
the
speed.
That's
required
for
the
commuter
train
traffic,
so
they've
been
concerned
and
I
just
share
this
with
you,
because
it's
been
coming
up
in
their
discussions
too,
and
they
don't
do
anything
official.
But
there
are
contact.

and
they've
been
raising
concerns
about
that.

on
it
so

happening.

thing

made
me
aware
of
is
this

potentially

meeting,

that

I've
appreciated
them
and
having
them.

We

citizen
in
the
community
who
had
been
expressing
great
concern
over

activity

harming
her
property
and
just
becoming

nuisance

areas
that
was
near
her
house
so
and
she
had
a
lot
of
complaints
legitimately
so
and
she
really
needed
to
be
heard.
So
I
got
a
letter
today
from
her
or
copied
on
a
letter
to
Chiefs
to
lease
I'm
impressed
and
overwhelmed
by
your
concern
and
responsiveness
to
this
situation.

fear
and
frustration
is
being
replaced
with
admiration
and
appreciation
for
the
job.
You
do
I,
truly
appreciate
you
following
up
not
only
to
ensure
the
safety
for
me,
my
family
and
my
neighbors,
but
for
working
with

football
program
to
implement
measures
and
awareness
to
mitigate
the
chance
for
future
occurrences.

there

a
couple
important
items
on
the
November
sixth
meeting,
that
I
will
need
a
quorum
for
so
please
come

those
so
for
the
Economic
Development
Committee
elect
Mayor,
Pro,
Tem,
Martinez
and
councilmember
Lara
did
state.
We
had
the
kickoff
for
the
strategic
plan.
The
idea
was
to
make
sure
that
the
economic
development
committee
understood
kind
of
what
the
overview
of
the
program
is.

What
steps
are
gonna
be
taken
at
the
committee
level,
as
well
as
the
economic
summit
meetings
that
we're
gonna
be
scheduling
and
then,
ultimately,
all
of
those
things
fall
to
City
Council
to
modify
and
improve
the
plan
at
the
very
end.
So
that
said,
we
completed
our
first
iteration
of
the
stakeholder
list.
I
think
I
sent
out
probably
like
nine
emails
today
to
identified
stakeholders
and
those
across
the
gamut
between
department
heads
here
at
City
Hall,
some
of
our
major
stakeholders
within
different
agencies
within
the
city.

So
like
the
park,
rec
district,
Beaumont,
Cherry,
Valley,
Water,
Pass,
Water
Agency,
the
Library
District
Highland,
Springs
Resort,
we
included
all
the
medical
facilities,
so
epic
and
Beaver
Loma
Linda
San
Gorgonio,
Pass
Hospital,
the
boards
on
the
CEO
at
the
hospital,
and
then
we
went
through
and
identified
major
developers
within
the
city.
Major
businesses
within
the
city
and
probably
a
whole
group
that
I'm,
oh
yeah,
education,
so
I'd,
say
I
knew
there
was
one
group.

I
was
missing
him
like
that,
doesn't
seem
like
a
comprehensive
list,
so
the
education
establishments,
obviously
Beaumont
unified,
Malick's
hands,
Jacinto
Community,
College
crafts
in
and
we
reached
out
to
UC
Riverside
as
well.
I
think
that's
a
good
idea,
but
if
you
look
through
it,
that's
Oh,
Riverside,
County
economic
development
as
well
as
workforce
development
boards
through
Riverside
County,
so
I
sent
those
out.
Probably
four
o'clock,
4:30
or
so
I
already
have
ten
people
that
have
said
we
are
definitely
signing
up
for
all
three
meetings.
So
that's
good
news.

expect

lot

colleagues
that
I've
worked

while
to
hopefully
be
able
to

go
back

an
earlier
comment,
because
I
think
it's
incumbent
upon
me
to
correct
inaccurate
and
false
information.
That's
provided
in
these
meetings.
There
was
a
speaker
that
spoke
earlier
this
evening
and
suggested
that
the
number
of
lawsuits
that
the
city
is
a
defendant
in
is
being
somehow
hidden
in
some
way,
and
that
is
not
only
a
misleading
statement.
It
is
a
false
statement.

City
Council
has
kept
informed
on
all
litigation
matters
that
the
city
is
involved
in
the
number
of
cases,
as
the
council
knows
that
are
pending
against
the
city
has
been
reduced
substantially
over
the
last
two
and
a
half
years.
Perhaps
the
speaker
earlier
this
evening
is
disappointed
that
the
number
of
active
lawsuits
against
the
city
have
declined
so
significantly
there.

there's
just
a
handful
of
cases
that
are
actively
pending
and
and
that
have
been
served
on
the
city,
but
we
we
make
it
our
business
to
make
sure
that
the
council
is
informed
as
to
what's
going
on
in
terms
of
any
litigation

understand

once
a
case
is
filed
and
it
is
served
on
the
city-
and
you
know
we
have
these
meetings
every
two
weeks
and
time
permits,
then
we
get
it,
we
get
it
on
the
agenda.

bring
it
to
your
attention
and
deal
with
