know
we
all
are
are
busy
with
a
lot
of
things
going
on
in
our
district
right
now,
but
tonight
nothing
is
more
important
that
we
are
going
to
do
tonight
and
that
is
be
discussing
a
bond
that
we
will
be
referring
to
the
voters
of
the
beaverton
school
district,
and
so
with
that,
I'm
going
to
turn
it
over
to
dr
carl
meade,
deputy
superintendent
of
operations
to
walk
us
through
the
bond
presentation.

Thank

good

superintendent,

and
school
board,
a
pleasure
to
be
here
this
evening
and
as
becky
tim
chuck
just
mentioned,
we're
here
to
discuss
and
present
information
regarding
a
proposed
2022
capital
bond.

As
you're
aware,
we
are
coming
to
the
close
of
our
2014
bond
and
the
question
may
come
up
and
does
come
up
in
our
community
conversations.
Why
another
capital
bond,
the
reason
being
is
that
we're
constantly
having
to
look
forward
not
just
a
year
two
years
or
five
years.
But
we
have
to
take
into
consideration
all
the
factors
that
play
here.
We've
got
aging
buildings
and
we
need
to
continue
to
care
for
them
deferred
maintenance
which
could
easily
climb
significantly
over
time.

I
would
say
we're
up
in
the
multimillion
dollars
in
terms
of
deferred
maintenance
and
the
work
that
needs
to
happen
across
the
district
and
as
we
continue
to
make
significant
improvements
for
seismic
throughout
the
district.
That
is
a
targeted
area
for
us,
very
specifically,
not
only
by
the
school
board
but
district
staff
and
in
conjunction
being
able
to
acquire
grants
from
the
state
when
we
make
those
improvements
to
our
buildings.

Without
it,
we
would
not
have
been
able
to
function
as
well
as
we
did
with
our
covered
at-home
learning
that
needed
to
take
place
so
chromebooks
and
then
ongoing
I.t
infrastructure,
which
is
all
obviously
necessary
and
then
finally
bus
replacements,
and
this
is
not
a
complete
summary
of
the
work
that
has
to
happen
under
a
bond.
But
these
are
the
major
areas
in
which
we
target
next
slide.

We
during
this
time
have
constructed
seven
schools
for
those
at
the
elementary
level,
a
middle
school,
a
high
school
and
an
option
program
school,
a
very
significant
construction,
as
you
can
well
imagine.
Throughout
the
district
we
made
50
million
dollars
worth
of
improvements
at
aloha
high
school
in
five
oaks
middle
school.
Five
oaks
was
very
specific
to
improving
classroom
learning,
spaces,
library,
spaces,
common
areas
of
the
sort,
and
it's
an
absolutely
beautiful.

So
lessons
learned
this
is
a
key
factor
for
us
as
we're
moving
forward.
First
one,
there
importance
of
thorough
cost
estimation
we
learned
from
our
previous
bond
for
the
2014
bond.
We
had
some
estimates
that
were
a
little
older
than
what
you
would
want
to
base
any
kind
of
a
remodel
from
or
tear
down
and
rebuild.
F
So
we
have
done
some
significant
improvements
there
in
terms
of
making
sure
that
we've
got
cost
estimates
that
meet
today's
standards,
but
also
our
inflation
standards
as
well
to
the
best
of
our
ability
there
negative
impact
that
we
certainly
have
realized
with
aggressive
project
timelines,
and
that
is
in
terms
of
shortening
timelines.
We
learned
very
good
lessons
about
trying
to
tear
down
and
rebuild
the
building
in
a
year's
time.

It
does
not
save
us
money,
it
actually
costs
us
more
money
over
time
and
we
also
run
into
supply
chain
supply
issues,
as
you
can
well
imagine
in
that
short
order
of
a
year
and
then
being
able
to
leverage
state
grant
funds.
As
I
mentioned
with
the
seismic,
that's
a
significant
one.
We
have
the
we
have
eligibility
for
an
8
million
dollar
grant
from
the
state
if,
in
fact,
this
bond
were
to
pass
this
next
may
and
then
the
next
element.
Here
again,
I
want
to
mention
the
bac
and
their
members
and
expertise
that
team.

I
can't
emphasize
enough
the
the
integral
nature
of
them
and
their
ability
to
really
ask
good
and
difficult
hard
questions.
The
team
appreciates,
because
it
makes
for
a
better
product
for
our
district
across
the
board
and
project
management
and
oversight
experience
as
mentioned
previously
and
then
impacts
of
national
and
regional
events
and
material
supply
chains.
If
anybody's
doing
a
remodel
of
any
sort.
You
know
you're
running
into
complications
there
and
then
contractor
costs
are
a
major
factor.

If
you're
able
to
find
the
contractors
to
do
the
level
of
work
that
are
that's
necessary,
our
ability
to
quickly
pivot
on
projects,
for
example,
when
in
fact
we
realized,
we
need
to
do
a
repipe
at
bethany.

So
the
2022
bond
proposal,
and
how
do
we
get
here?
As
the
board's
aware-
and
several
of
you
have
spent
some
time
with
the
with
the
team
with
aaron
boyle
josh
games
and
myself
over
the
last
several
weeks,
we've
been
taking
a
look
since
2017.
We
did.
We
started
this
endeavor
with
the
two
with
the
future
study
report
and
you've
had
access
to
that
as
well
as
our
community
does.
Is
all
these
reports
are
available
on
our
website.

This
has
been
integral
for
a
lot
for
long-term
planning
as
we're
taking
a
look
at
roof
replacements,
the
needs
and
literally
scaling
our
buildings
based
on
oldest
to
youngest,
in
what
our
needs
are
across
the
district.

We
are
better
suited
and
prepared
for
this
bond
than
we've
ever
been
prepared
in
the
past,
and
the
reason
being
is
the
team,
the
facilities,
team
and
moving
these
reports
forward,
and
the
support
of
steve
sparks
has
been
integral
in
all
of
these
reports
across
the
board
in
terms
of
proposed
bond
program
based
on
multiple
factors,
including
but
not
limited
to,
we've
got
our
facility
condition
index
and
that's
our
scoring
our
equity
scoring,
which
is
essential
and
understanding
what
our
poverty
levels
are
in
school,
seismic
scoring
and
then
educational
experience
scoring
throughout
each
of
our
facilities.

So
what
are
we
doing?
We've
done
some
significant
work
and
I
have
to
give
kudos
to
shelley
bailey
sean.
Her
team
have
done
an
amazing
job
of
preparing
information
for
our
community
for
our
website,
so
we've
launched
a
very,
very
large
informational
section
on
our
on
our
website.

As
I
mentioned
a
moment
ago
and
then
public
comment
portal-
and
this
is
very
crucial
for
us
to
be
able
to
continue
to
get
ongoing
information
from
our
community
about
questions
they
may
have
specifically
about
their
school,
the
district
as
a
whole
and
many
of
those
questions
are
getting
posted
on
our
website
after
they've
been
answered
to
that
community
member.

What
else
are
we
doing?
We
are
conducting
public
information
meetings
across
the
district.
We've
got
60
confirmed
public
community
meetings
happening
in
our
schools.
We've
got
30
pending
community
meetings
with
knacks
and
neighborhood
associations
and
forgetting
neighborhood
associations,
any
chamber
any
group
that
is
meeting
publicly.
We
are
happy
to
attend
so
we'll
take
those
invites
as
well
and
then
continuing
to
identify
additional
information
and
sharing
opportunities,
and
many
of
those
come
from
suggestions
through
our
faq
and
public
comment.

So
we'll
continue
to
make
improvements
over
the
next
several
months
and
then,
finally,
in
this
area,
conducting
preliminary
work,
we've
done
some
initial
design
for
raleigh
hills
and
beaverton
high
school,
and
that
will
continue
for
the
next
several
months.
That's
going
to
be
key
for
us
to
be
on
track
to
be
able
to
start
those
after
the
passage
of
the
bond.
They
won't
start
immediately
this
next
summer,
but
that
takes
time
for
us
to
get
permitting
architect,
design
and
the
other
factors
leading
into
a
successful
process
and
coordinating
with
permitting
agencies.

That's
both
with
the
city
and
the
county
to
be
able
to
accommodate
this
work
and
then
drafting
construction
timing
strategies,
that's
integral
for
us
as
well,
to
make
sure
that
we
can
pace
these
projects
out
so
that
we
can
ensure
that
we're
going
to
get
a
well
a
good
background
of
construction
companies
bidding
on
our
work.
We
don't
want
to
inundate
the
market
at
one
time.

So
what
needs
to
be
completed?
We
need
to
have
the
board
adopt
ballot
language
for
us
to
be
able
to
move
forward
and
to
make
this
official
for
a
2022
bond
initiative
and
have
it
placed
on
the
ballot
ballot
language
to
washington,
county
and
that
needs
to
be
completed
by
february
26th
and
then.
Finally,
staff
can
only
provide
information
on
the
bond
proposal.
Staff
cannot
be
involved
in
advocating
for
this,
for
the
bond
that
can
be
left
to
school
board
members
and
to
our
community
as
a
whole.

only

information
to
the
bond
proposal
and
our
we've
got
a
team
of
individuals
who
are
currently
doing
that
in
our
community
meetings
and
providing
that
information
to
to
the
community,
but
also
answering
questions
next

trying

understand
it

What's

it?
What

be
the
impact
if
this
bond
does
not
pass.

That's
a
great
question
and
thank
you

asking:
if
this
bond
does
not
pass
what
we
would
be
challenged
with
is
we
will
continue
to
have
a
district
where
things
just
like
our
homes.
You'll
have
a
hot
water
break.
You'll
have
a
roof
leak,
those
types
of
things
those
will
continue
to
happen.

We
have
well
over
60
facilities
that
we
need
to
continue
to
maintain
if
we
don't
have
a
bond
resource
to
be
able
to
meet
that
need
we're
going
to
have
to
turn
to
the
general
fund,
and
the
general
fund
is
the
same
budget
that
in
essence,
funds
our
teaching
teachers.
All
of
our
classified
staff
provides
all
the
various
amenities
that
we're
accustomed
to
within
the
district,
so
that
budget
would
have
to
be
tapped
and,
unfortunately,
we
would
potentially
have
to
pull
resources
that
would
ideally
be
meant
and
intended
for
the
classroom.

We
would
have
to
turn
around
and
use
in
a
facilities
end
of
things
to
be
able
to
repair
that
building
to
make
those
improvements.
Where
needed,
we
would
be
on
a
limited
scope.
We
would
not
be
moving
forward
in
an
aggressive
manner,
as
we
would
in
a
bond.
It
would
be
as
needed,
but
again
it
would
hit
the
general
fund,
which
would
be
significant
and
again
I
I
cringe
at
the
thought
of
having
to
pull
resources
from
the
classroom.

Carl,
just
as
a
follow-up
to
uganda's
question,
what
would
happen
with
our
deferred
maintenance,
backlog.

It
would
continue
to
climb.
We
would
absolutely
have
to
do
the
repairs
that
are
absolutely
essential,
but
we
would
potentially,
if,
if
we
did
not
have
resources,
we
would
have
to
potentially
take
some
some
things
offline.
Let's
say
we
had
an
issue
in
a
classroom.
We
were
not
able
to
do
repairs,
we'd
have
to
take
that
classroom
on
offline
and
what
that
means
is
it
wouldn't
be
able
to
be
used
for
instructional
purposes,
and
that
would
be
an
extreme
situation,
but
that's
a
reality.

So,
for
example,
you
have
a
flood,
you
have
a
a
sink
that
breaks.
You
end
up
with
a
flood
in
a
classroom.
You
have
to
replace
carpeting
and
tile
and
sort
and
the
damage
we
may
not
have
the
40,
50
or
100
000
to
do
that
repair
immediately,
so
we'd
have
to
take
it
offline.
As
I
said
for
that
period
of
time,
those
things
happen.

Our
pipes
do
age
and
accidents
occur
from
time
to
time
and
that's
an
obvious
one
in
a
classroom,
but
there's
a
lot
of
stuff
that
happens
behind
the
walls
of
our
buildings,
and
I
don't
want
to
throw
a
figure
out.
That's
so
extreme,
but
and
josh
and
aaron
are
on
here
as
well
to
be
able
to
answer
questions,
and
I
would
say
we
would
easily,
I
would
say
we
could

many
needs

one
thing

emergencies

preemptive

our

maintenance

bond.

what

mckenzie
report
is
so
vital
for
us
is
that
we
plan
year,
one
year,
two
in
the
next
bond
for
deferred
maintenance.

allows
us
to
get
ahead
and
get
that
backlog
out
and
get
get
it.
You
know
down
to
a
manageable
level,
but
by
not
having
a
bond,
it
becomes
very
reactive
and
we're
going
to
have
to.
We
know,
emergencies
will
happen
and
those
will
take
priority
right
up
front
with
a
bond.

can
manage
priorities
and
we
can
work
on
a
deferred
maintenance
plan.

money

and

district

matching
grant

a
district
and
very
helpful
with
the
passing
of
this
bond

much
needed.

helps
improve
our
top
line
to
get
more
projects
completed.

longtime
beaverton
resident
as
a
parent
a
long
time,

I've
I've
been
a
volunteer
on
several
of
the
bonds
that
we

passed
here

beaverton
and
I
am
proud
to

part

a
community
that
walks
their
walk
and
talks
their
talk.
We
say
we
value
students
here
we
value
staff
and
we
show
it
by.
We
pass
bonds
and
it's
not
just
one
bond.

It
is
years
ahead
that
we
see
what
we
are
accomplishing
by
putting
money
into
our
facilities,
I'm
very
proud
of
the
fact
that
we
foresaw
the
technology
needs
so
when
no
one
could
see
a
pandemic
coming
in
that
we
were
able
that
we
had
apparatuses
that
we
could
afford.
There
were
so
many
school
districts
that
were
that
were
way
behind
and
we
were
able
to
already
have
those
in
our
students
hands
and
so
many
of
the
things
of
building
new
facilities
as
the
growth
occurs
in
our
district
upgrading
different
facilities
as
needed.

But
this
is
a
district.
This
is
a
community
that
values,
education
and
I
am
so
proud
to
be
a
part
of
this
of
this
education
and
but
I
do
not
take
as
a
school
board
member
never
do.
I
take
the
people
that
support
our
levies
and
pay
for
these
levies
and
bonds,
and
that
is
the
levies
that
pay
for
teaching
positions
and
the
bonds
that
pay
for
all
for
all
of
our
maintenance.

I
did
not
ever
take
that
for
granted,
because
that
is
paid
for
by
the
taxpayers,
and
we
need
to
be
and
show
every
day
that
we
are
good
stewards
of
that
money
and
that
we
need
to
show
them
why
the
school
district
needs
this
money
to
continue
the
excellence
that
we
have
had
in
our
district.
So
I'm
just
very
proud
to
be
a
part
of
the
beaverton
community.
I
look
forward
to
sharing
with
our
community
why
this
bond
is
very
much
needed
going
forward.

bond
will
allow
us
to
continue
to
make
the
seismic
improvements,
which
will
include
the
replacement
of
the
district's
oldest
buildings,
valley,
hills,
elementary
and
beaverton
high
school.
Doing
this
work
at
this
time
will
allow
us
to
benefit
from
the
8
million
grant.
That
will
be
added
to
our
seismic
work
and
I'm
voting
yes,
because
this
bond
will
also
allow
us
to
make
critical
deferred
maintenance
to
many
of
our
other
schools.

finally,
I'm
voting
yes,
because
this
bond
will
help
us
fund
cameras,
fencing
and
entry
access
control
upgrades
for
many
of
our
schools
to
make
sure
that
the
entrances
are
kept
safe
for
our
students.
Again,
I'm
voting
yes,
because
our
students
and
teachers
deserve
to
feel
safe
while
they're
at
school,
so
they
can
focus
on
learning,
and
I
know
that
our
community
will
really
support
this
work.
So
thank

for
everybody's.

both

also
just
want
to
thank
that
the
operations
teams
and
the
communications
team
for
putting
all
the
hard
work
into
getting
the
bond
prepared
for

last
couple
years,
along

dealing
with
a
pandemic.
So
I'm
very
proud
to
vote
yes
on
this
measure
tonight
and
I'm
also
proud
that
I
was
able
to
vote
on
the
2014
bond.

Well,
I
just
want
to
say
I
was
very
proud
to
be
able
to
as
a
voter
vote,
yes
for
the
last
bond
in
2014,
and
I've
been
amazed
by
the
way
that
it
has
transformed
the
learning
spaces
in
our
district
and
how
it's
also
helped
us
make
sure
that
we
could
put
our
money
where
we
want
to
put
it,
which
is
in
the
general
fund
and
with
teaching
positions
and
with
all
the
other
things
that
as
a
board
that
we
value
and
feel
or
most
important
for
our
students.

That
bond
was
incredibly
important
to
pass.
This
one
may
be
even
more
important,
because
since
that
time
we
have
gotten
a
seismic
report
about
the
condition
of
our
buildings
that
he
was
eye-opening
and,
and
it's
not
just
about
getting
the
right
learning
spaces.
It's
also
about
making
sure
that
we
have
safe
spaces
for
our
kids.
I
feel
that
part
of
my
my
job
as
a
board.

Member
of
this
course
I
got
into
this
because
I'm
interested
in
education
and
curriculum
and
making
sure
that
young
minds
get
all
the
right
things
they
need
to
succeed.
But
before
all
of
that
can
happen,
safety
is
our
number
one
goal.
We
want
to
make
sure
that
our
kids
come
to
school
and
they
leave
and
everything
is
safe
in
between
and
what
this
bond
allows
us
to
do
is
to
say,
stay
on
track
for
a
larger
goal,
which
is
to
make
sure
that
all
of
our
schools
are
seismically
retrofitted
by
2032..

That's
an
incredibly
important
goal
and
one
that
I'm
so
proud
of
the
plan
that
our
staff
have
put
together,
because
we
are
truly
breaking
ground
in
our
ability
to
do
that.
I
got
a
call
a
couple
months
back
from
a
reporter
somebody
who
was
from
washington,
and
they
were
asking
questions
about
the
work
that
we're
doing
here
in
beaverton
to
to
learn
about
our
schools
and
understand
their
seismic
capacities
and
weaknesses
and
to
be
able
to
repair
that
and
move
that
forward.
A
So
not
only
is
this
work
incredibly
important
to
our
community,
we're
also
leading
the
way
in
the
larger
sense
for
school
districts
across
the
nation,
and-
and
I
am
I
would
also
say
it-
it's
not
just
about
maintaining
safety
for
our
staff
in
schools
when
we
retrofit
these
buildings
they're
going
to
be
places
that
the
community
can
go
to
if
we
do
have
a
major
earthquake,
they're
going
to
be
resources
that
can
be
used
by
fema
and
other
people
to
support
our
community.

So
this
isn't
just
about
you
know
school-aged
children
and
staff.
This
is
about
the
larger
community.
A
The
other
thing
I
really
want
to
highlight
is
deferred
maintenance,
because
when
large
organizations
get
behind
on
deferred
maintenance,
it
the
the
cost
for
doing
the
maintenance
increases
year
over
year,
and
you
end
up
in
a
feedback
loop
that
hurts
your
budget
and
it
hurts
your
mission
and
and
when
we're
talking
about
hurting
our
mission,
that
means
that
we're
not
doing
the
right
things
for
students.
So
when
we
stay
ahead
when
we're
planful
with
a
bond
like
this,
it
actually
helps
keep
us
moving
forward
ahead
of
that
deferred
maintenance.

Hopefully
decreasing
it
and
ensuring
that
we
can
maximize
our
funds
where
we
all
want
to
see
them,
which
is
in
the
classroom
and
that's
particularly
important
right
now,
as
we
look
at
construction
costs
that
are
rising
costs
across
the
border
rising.
So
what
we
don't
get
done
today,
if
we
put
it
off
tomorrow,
becomes
more
and
more
expensive.
So
this
is
actually
a
really
great
proposition
for
our
taxpayers.
A
By
doing
this,
now
we're
actually
going
to
save
folks
money
down
the
road.
So
those
are
my
two
big
reasons.
There's
a
million
other
reasons.
If
we
hadn't
had
those
one-to-one
devices,
we
would
have
been
in
a
real
jam
in
the
pandemic,
seeing
some
of
the
new
learning
spaces.
I
would
invite
anyone
in
the
community
to
take
a
look
at
some
of
those
new
schools
that
we've
built,
they're,
truly
beautiful
and
they
support
student
learning.
A
But
but
for
me
the
big
ones
are
that
deferred
maintenance
in
the
seismic.
So
I'm
looking
forward
to
referring
this
voting,
yes,
and
I'm
I'm
ready
from
now
until
election
day
to
be
talking
to
every
voter
everyone
about
why
this
is
important.
What
this
will
do
for
our
kids
and
what
this
will
do
for
our
community
and
sunita?

see
your
your
