there's

big
problem
at
Liberty,
High,
School
and
I've,
been
directed
by
the
school
board
to
appeal
to
you
all
for
help.
This
problem
spans
the
entire
length
of
the
campus
and
is
original
to
the
school
from
1964..

Can
you
guess
what
it
is?
The
problem
is
the
original
cast
in
place
concrete
canopies
as
quoted
in
a
study
done
by
Dominion,
seven
architects
in
21,
the
awnings
at
both
LHS
and
Stanton
River.
The
subpar
performing
structures
do
not
provide
students
protection
from
the
elements
the
source
of
most.
If
not
all,
of
the
problems
is
the
lack
of
proper
water
mitigation.

The
Valleys
are
a
fundamental.
The
valley
failures
are
a
fundamental
cause
of
the
leaks.
The
drainage
problem
has
also
caused
our
sidewalks
to
be
in
terrible
shape
and
to
add
to
that,
our
exterior
lights
are
so
poor
that,
on
a
game
day,
it's
a
hazard
to
try
to
make
it
back
to
your
car.
Our
students
not
only
deal
with
the
literal
waterfalls
between
buildings
when
changing
classes,
but
the
awnings
are
cracking
from
above.
As
you
can
see
cement
chipping
away,
they
are
also
full
of
mold
and
mildew
as
an
advanced
Society.

They
are
tired
of
being
dumped
on
literally
and
figuratively
as
a
lifelong
resident
of
Bedford
County
I'm,
putting
my
trust
into
my
community
leaders,
and
that
includes
each
of
you
I,
hope
and
pray
that
you
all
can
come
together
with
our
school
board
to
find
the
solution
and
find
it
fast.

Our
children
spend
about
seven
hours
each
day
on
the
campus
more
for
those
who
participate
in
sports
and
extracurricular
activities
on
game
days.
My
son
is
there
more
than
12
hours.
This
campus
is
their
workplace
and
this
campus
is
as
much
outdoor
space
as
it
is
indoor
imagine
walking
in
the
library
and
there
being
cracks
in
the
floors,
paint
chips
everywhere,
mold
growing
on
the
walls,
the
ceiling
leaking
and
water
pulled
in
the
floor.
That
would
not
be
tolerated.

There's
technology
and
Furniture
in
there
to
protect
outdoor
is
the
only
thing
to
protect.
Are
our
students
we
often
think
of
safety
in
terms
of
the
prevention
of
violence.
We
have
invested
in
school
resource
officers,
we
subject
our
students
to
active,
shooter
drills
and
we
hire
staff
to
handle
School
discipline
for
children
who
create
unsafe
circumstances
for
their
peers.
Safety
is
also
environmental.

Safety
is
being
free
from
risk
of
harm
safety
means
being
able
to
go
to
class
without
the
possibility
of
your
wheelchair
getting
caught
up
in
the
cracked
sidewalks
and
possibly
dumping
you
out
onto
the
sidewalk
safety
means
not
ingesting
paint
chips
or
mold

You
move
from
class
to
class
the
safety
of
our
students,
faculty
and
staff
has
been
neglected
over
the
years,
and
the
impact
is
significant
facility.
Safety
and
beauty
is
deeply
connected
to
enrollment
numbers,
which
is
continuing
to
decline.

the
school

to
please
find
a
solution
to
the
issues
on
Liberty's
campus.

those
seats
because
your
community
trusted
that
you
would
do
what's
best.

students

just
want

you

know
that
I've
also
grown
up
in
Bedford
and
didn't
cry.
I
mean
didn't
grow
up
in
District
Seven,
but
now
that's
where
I
reside.
Bedford
County
is
such
a
wonderful
place
to
live.
It
has
so
many
resources
for
residents
from
our
parks
to
our
nursing
home.
That
is
absolutely
the
best
around
and
not
to
mention
the
natural
beauty
that
is
all
around
us.
We
have
a
caring
community
that
extends
all
the
way
into
our
school
system.

These
are
all
things
that
we
should
be
very
proud
of
in
our
little
Community,
but
there
are
a
few
things
that
really
need
to
be
addressed
and
I
really
attend
to
focus
on
our
schools.
I
have
one
child
that
attends
at
Liberty,
High
School
and
one
that
attends
at
Liberty,
Middle
School,
while
Liberty
High
School,
is
a
completely
caring
Community.
The
lack
of
maintenance
is
wreaking
havoc.
The
most
notable
are
those
awnings
that
cover
the
walkways
between
the
buildings,
like
you've
already
heard,
they're
leaking
they're,
moldy
and,
quite
frankly,
they're
disgusting.

H
It
continues
to
leak
on
these
students
and
then
on
Breezy
days,
there's
chunks
of
paint
and
debris
that
also
have
mold
on
it
that
fall
on
you,
I
have
a
feeling
that
most
of
us
would
call
OSHA
I've
been
reading
about
the
implications
of
mold
on
people
and
I
have
very
significant
concerns
about
the
safety
of
our
students,
staff
and
visitors.
Mold
can
cause
anyone
to
have
allergies
or
asthmatic
responses
for
those
who
have
asthma,
allergies
or
lowered
immune
systems,
they're
more
likely
to
experience
complications
of
already
complicated
health
conditions.

My
daughter
who
attends
Liberty
takes
a
medication
that
lowers
her
immunity.
Unfortunately,
this
is
just
one
more
worry
that
I
have
about
her
health.
In
addition,
these
awnings
have
created
other
maintenance
and
safety
concerns,
primarily
with
the
deterioration
of
our
sidewalks.
Not
only
do
students
have
to
walk
through
poor
drainage
and
mud
on
the
sidewalks,
but
the
risk
of
injury.
Due
to
these
uneven
surfaces
is
just
an
injury
waiting
to
happen,
particularly
for
our
students
with
disabilities
or
injuries
that
require
crutches
or
other
assistive
devices.

Our
honorable
School
Board
responded
wholeheartedly
that
maintenance
needs
to
be
done
on
our
school
grounds,
particularly
those
awnings,
and
the
implications
of
lack
of
Maintenance,
with
only
a
focus
on
an
emergency
Band-Aid
fix
is
a
detriment
to
our
schools,
but
they
are
also
aware
that
the
current
budget
is
limited
in
this
regard,
so
they're
caught
between
a
rock
and
a
hard
place
in
times
where
learning
has
become
more
challenging
and
students
are
behind,
cutting
the
instructional
budget
would
be
detrimental
and
then
there's
other
areas
of
the
budget
that
are
already
struggling.
So.
I
I
And
I
could
say:
Bedford
County
a
lot
of
money.
The
people
on
great
on
the
gills
Road
have
petitioned
the
road
for
it
to
be
surface
treated
or
paved
since
I
have
lived
there.
Almost
over
a
year,
10
loads
of
gravel
has
been
put
on
down
and
plus
grade
and
dust
control,
plus
pug.
It
is
still
Dusty
and
many
potholes,
the
Mr
good
Miss
Goodman
and
Mr
Goodman,
and
the
weeks
have
lived
on
that
road
for
over
30
to
40
years.
I
The
Bedford
County
has
been
promising
that
something
would
be
done
in
the
last
30
years.
It
was
on
the
seven
year.
I
grew
up
to
be
done
well,
I
think
30
years
has
been
forgotten
about,
because
we
have
on
the
gravel
road
there's
a
lot
more
traffic
on
the
road
than
it
was
about
30
years
ago.
How
would
you
like
to
live
on
a
newly
paved
driveway
and
look
like
this
and
y'all
have
pictures
of
that?
I
We
on
gills
Road
asked
that
our
road
be
surface
treated
or
paved.
We
have
asked
taxpayers.
Would
you
like
to
see
this
done
next
year
and
again,
how
look,
how
much
money
would
have
been
saved
on
Paving
the
road
or
service
treatment,
who's
paying
for
your
salaries?
How
many
of
you
live
on
the
gravel
road
or
more
traffic,
more
homes?
More
and
my
home
is
over
four
hundred
thousand
dollars
Dusty
all
the
time
person
can't
even
have
anything
nice.

schools,
State
maintained
roads

County
Water

Sewer
fire
and
rescue
Bedford,
County
Sheriff's
Department
looks
out
for
our
safety
and
protection.
In
fact,
some
deputies
even
live
close
by
the
sheriff's
department,
also
provides
Animal
Control.
This
is
a
important
service
that
we've
called
on.
Sometimes
the
town
has
no
Animal
Control
I.
Take
my
trash
to
the
Thaxton
or
Fallen
Creek,
as
many
of
our
neighbors
do.

Some
do
use
private
companies,
but
very
few,
since
I.
First
learned
of
this
proposed
annexation
of
my
community
I
began
research
and
talking
with
my
neighbors
and
sharing
what
I
learned
after
explaining
the
consequences
of
this
proposed.
Annex
Nation,
not
one
single
member
of
the
Town
and
Country
Community-
is
it
for
in
favor?
Of
this
all
are
opposed.

residents

forced
to
leave
their
homes
due
to

financial
burden
of
almost
doubling
our
property
taxes?

will
this
improve
our
quality
of
life?
How
does
this
make
us
better
off

finally,

us

worked

paid
our
taxes
to
the
county
and
all
our
adult
life,
and
if
the
town
annexes
us,
we
will
be
forced
to
lower
our
standard
of
living
or
move.

like
to

this
annexation,

here

speak
on
the
incorporation
of
the
Town
and
Country
subdivision,
of
which
I'm
a
resident
into
the
town
of
Bedford
I,
would
like
to
state
that
I'm
opposed
to
the
annexation
of
the
Town
and
Country
subdivision.
For
several
reasons.

First
and
foremost,
I
feel
that
the
move
to
revert
to
a
town
was
financially
motivated
and
continues
to
be
so
by
annexing
neighborhoods.
The
town
is
taking
advantage
of
County
residents
by
broadening
their
tax
base,
understand
that
in
theory,
I
will
be
receiving
additional
benefits
from
being
a
town
citizen,
but
at
this
time
I'm
perfectly
fine
without
those
additional
benefits
and
have
been
for
the
last
10
years
that
have
owned
my
home.
Secondly,
I'd
like
to
add
that
my
house
was
built
in
1966
two
years
before
the
City
of
Bedford
became
an
independent
city.

Furthermore,
the
city
could
have
Incorporated
Town
and
Country
into
its
limits
prior
to
1979.
According
to
my
research,
please
forgive
me
if
that's
incorrect,
only
three
houses
have
been
added
to
the
county
portion
of
the
subdivision
since
that
time.
So
it's
my
opinion
that
not
much
has
changed.
There
existed
ample
opportunity
to
include
Town
and
Country
fully
into
the
City
of
Bedford,
but
it
was
not
for
whatever
reason
that
was
before
my
time
again.

I
do
not
see
a
reason
for
the
annexation
of
town
and
country
other
than
an
expansion
of
the
tax
base
for
the
town
as
a
County
resident,
I
feel
I'm
being
taken
advantage
of
and
I
certainly
do
not
know
the
ins
and
outs
of
that
long,
reversion
agreement
and
what,
if
anything
you
all
can
do,
but
I
would
certainly
appreciate
you
exploring
any
options
that
may
be
on
the
table
as
we
move
through
that
process.

also

I'm,
a
teacher
at
Liberty,
High,
School
and
I'm
in
the
science
building,
and
we
haven't
had
any
updates
to
the
interior
that
building
since
it
was
built
about
1988.
That's
about
the
same
age.

there
and
figure
out.
They
could
use
all
the
help
they
could
get
so
I
appreciate
you

reversion
agreement.

agreement

that

town
May
adjust

absolutely
correct
when,
with
respect
to
a
city
annexing
currently,
there
is
a
moratorium
on
that
annexation
in
the
Commonwealth
Virginia,
so
cities
are
not
allowed
to
Annex
and
in
other
words,

Lynchburg
wanted
to
Annex
parts
of
forest
they're
prevented
by
state
code
right
now,
but
a
town
is
not
prevented
from
annexing
by
state
code,
so
they
can
do
it
as
I
understand
it.
Even
without
the
reversion
agreement,
they
can
do
it
so
and
Brandon.

no
one
on

board
wants
to
see
it
happen
and
I
think
you
guys
hit
the
nail
on
the
head.

a
revenue
grab

best
option
for

is
to
make
sure

Centered
cost
effective
and
outcome
based
our
mission
is
to
support
and
promote
the
health,
Independence
and
self-worth
of
individuals
and
families
in
Central
Virginia
by
providing
a
Continuum
of
community-based
treatment
prevention,
early
intervention
and
after
care,
services
for
persons
affected
by
mental
health,
intellectual
disabilities,
substance
use
and
co-occurring
disorders
on
the
next
slide.
I
want
to
talk
to
you
a
little
bit
about
our
portfolios,
so
this
lists
all
of
our
portfolios
and
gives
you
a
little
bit
about
our
board
makeup.

This
these
are
the
services
that
have
a
direct
impact
on
hospital,
readmissions
or
preventions
of
hospitalization,
and
those
are
so
important
and
vital
because
it
decreases
the
number
of
emergency
custody
orders,
as
well
as
the
number
of
temporary
detention
orders
which
take
up
a
numerous
amount
of
times
from
law
enforcement,
which
I'm
sure
you
all
have
heard
about
in
the
past.
So
that's
why
these
services
are
so
vital
because
they
have
a
direct
impact
on
preventing
that.

This
is
just
a
list
of
our
evidence-based
programs
in
the
interest
of
time,
I'm
not
going
to
go
through
each
one
of
them,
but
the
thing
I
do
want
to
point
out
about
these
is
that
it
allows
us
to
apply
for
very
large
grants
through
samsa
and
other
organizations
and
there's
some
grants
that
we
have
received
specific
for
the
Bedford
Community.
One
was
at
the
tune
of
two
million
dollars.
So
just
to
give
you
an
example
of
how
important
those
evidence-based
programs
are.

At
Horizon
we
not
only
provide
treatment.
We
provide
Prevention
Services
to
prevent
individuals
from
needing
treatment.
Horizon
has
one
of
the
most
recognized
prevention
programs
in
the
state
of
Virginia.
These
are
some
of
the
key
initiatives
that
Horizon
has
accomplished
throughout
our
catchment
area.
In
our
prevention
department,.
S
S
These
are
additional
outcomes
that
I
want
to
bring
to
your
attention.
Additionally,
I
want
to
point
out.
100
of
individuals
discharged
from
the
state
hospital
are
scheduled
for
a
follow-up
appointment
with
Horizon
prior
to
hospital
discharge.
This
encourages
them
to
remain
in
services
and
keeps
them
on
track
to
try
to
prevent
them
from
being
re-hospitalized
and
again
in
the
interest
of
time,
I'm
not
going
to
go
through
each
one
of
these.

As
you
can
see,
our
most
recent
consumer
satisfaction
survey
indicated
that
95
percent
of
consumers
surveyed
felt
that
they
had
made
progress
with
the
issues
that
led
them
to
seek
care
and
94
were
satisfied
with
the
services
that
they
received
from
Horizon.
So
that
demonstrates
that
the
individuals
were
serving
of
those
11
000
plus
individuals.
They
are
happy
with
the
services
they're
getting
and
feel
like
they're,
getting
better.

S
So
this
is
a
key
clinical
initiative
in
Bedford,
County
and
I
want
to
point
that
out,
because
we
are
actively
engaged
with
the
community,
as
you
can
see,
Horizon
applied
for
a
samsa
grant
that
serves
the
Bedford
and
Amherst
communities
and
we
have
been
awarded
800
000
to
establish
extended,
Outreach
and
treatment.
So
that
means
not
just
traditional
treatment
in
our
facilities.
It
allows
us
to
do
more
Outreach
into
the
community.
During
covet,
a
lot
of
individuals
didn't
go
out.
Horizon
continues
to
experience
some
of
that
where
individuals
don't
want
to
come
into
our
centers.
S
So
this
allows
us
to
meet
them
where
they
are
at
and
prevents
denial
of
services
in
any
capacity,
because
we
will
see
them
on
the
screen,
we
will
see
them
in
their
home
or
in
our
centers,
and
our
consumers
all
get
the
choice.
So
we
ask
them
when
they
come
in,
whether
it's
through
our
admissions
department
or
whether
they're
coming
into
our
centers,
how
they
would
prefer
to
be
seen.

There
are
some
services
at
times,
for
example,
seeing
our
psychiatrists
they
will
have
to
come
in
because
we
have
to
get
vitals
Etc,
but
otherwise
we
try
to
let
them
do
as
much
Telehealth
as
they
can.
If
they
want
that,
if
they
don't,
then
we
see
them
in
person.
I
do
want
to
point
out,
and
this
is
not
in
the
presentation,
but
it
was
a
concern
in
the
Bedford
County
community
that
we
did
not
have
an
on-site
provider.

So
another
key
clinical
initiative
is
the
Bedford
Family
treatment.
Drug
court,
and
the
big
takeaway
here
is
that
Partners
have
come
together
across
the
community
to
meet
holistic
needs
for
individuals
from
purchasing
a
vehicle
to
securing
a
deposit
for
paying
first
month's
rent
to
securing
better
housing
environment.
The
supportive
of
a
client's
recovery
and
more.
S
The
other
thing
I
want
to
point
out
is
that
several
graduates
have
went
on
to
pursue
their
peer
recovery,
specialist
certification
and
continue
to
be
Advocates
of
the
program,
and
in
fact
we
even
have
a
drug
court
ambassador
in
this
role.
The
individual
reaches
out,
on
behalf
of
the
program
to
individuals
starting
the
program
to
help
them
make
the
commitment
to
giving
back
to
the
program
and
for
individuals
coming
in
to
try
the
program
and
that's
very
powerful
for
them
to
hear
somebody.

S
Lastly,
what's
on
the
horizon,
the
biggest
thing
Horizon
is
actively
working
on
is
a
crisis
receiving
Center.
The
facility
will
be
between
23,
000
and
24
000
square
feet,
and
we
will
have
emergency
services,
detox,
residential
crisis,
stabilization,
23,
hour
observation
and
walk-ins.
This
will
not
only
be
beneficial
to
all
the
areas
we
serve.
It
will
be
beneficial
to
law
enforcement
as
well.
S
The
new
23-hour
observation
will
be
beneficial
when
we
have
someone
come
in
and
they
are
intoxicated
and
they
may
even
be
acting
out.
If
we
were
able
to
evaluate
them
for
a
longer
period
of
time,
then
eight
hours
we
can
get
them
to
where
they
really
need
to
go
without
tying
up
an
officer
for
the
eight
hours
and
Beyond.

Yes,
Mr
chair
this
particular
ordinance
is
pretty
straightforward.
As
you
mentioned,
it's
an
amendment
to
county
code,
section
14-4,
which
is
the
excessive
noise
ordinance.
Previously,
there
was
no
time
limit
on
excessive
noise
from
non-agricultural
animals
when
that
would
be
considered
a
nuisance.
The
amendment
establishes
11
pm
to
6
a.m.
For
the
prohibited
time
period,
when
excessive
noise
from
animals
would
be
considered
a
nuisance,
and
that
is
in
line
with
other
types
of
noise
nuisances
under
the
code.
So
that
is
the
change
that
that
particular
ordinance
Amendment
would
make.
A
If
not,
I
will
open
up
the
citizen
comment
portion
