A
I
like
to
call
this
meeting
in
the
Bedford
County
Board
of
supervisor's
daughter,
welcome
everyone
here
tonight.
If
you
have
a
cell
phone,
if
you
wouldn't
mind
putting
that
on
vibrate
or
turning
it
off,
that'd
be
great.
We're
going
to
open
with
a
moment
of
silence
particular
particularly
to
remember
the
events
of
20
years
ago.
Today,.
A
Thank
you
all
right,
I
believe
we
have
everyone's
got
a
copy
of
the
agenda.
If
are
there
any
questions
regarding
the
agenda
this
evening?.
D
C
A
We
have
our
citizen
comment
time.
Don't
have
anyone
signed
up
this
evening,
but
you
would
have
three
minutes
to
speak
on
anything
that
you'd
like
to
that's
not
in
a
public
hearing
tonight.
Is
anybody
that
like
to
share
with
us
tonight.
A
E
All
right
well,
Mr
chair.
We
have
five
items
under
a
consent
agenda
this
evening
item
a
is
a
request
to
purchase
vehicles
for
the
Southern
Virginia
Internet
crimes
against
children,
task
force.
Item
B
is
resolution,
proving
the
submission
acceptance
and
appropriation
of
the
Bureau
of
Justice
assistance.
Fy
23,
Edward,
Byrne
Memorial
Justice
assistance
grant
program
for
the
Sheriff's
Office
item.
E
C
is
a
resolution
approving
the
submission
acceptance
and
appropriation
of
a
grant
for
the
office
of
Juvenile
Justice
and
delinquency
prevention
to
administer
the
Southern
Virginia
Internet
crimes
against
children
task
force
item
D
is
a
resolution
in
support
of
the
Virginia
America
250th
anniversary,
Commission
and
item
e.
Is
a
resolution
authorizing
the
purchase
of
new
air
compressor
system
for
the
for
filling
the
self-contained
breathing
apparatus
in
with
a
firing
EMS.
E
Yeah
I
know.
D
Good
evening,
I
am
Captain
Anders,
with
the
Bedford
County
Sheriff's
Office,
and
the
icat
commander
for
the
Southern
Virginia
high
tech.
The
vehicles
are
being
purchased
to
replace
two
vehicles
that
are
no
longer
covered
under
County
Insurance
due
to
age.
One
was
also
totaled
in
an
accident
where
another
driver
had
hit
one
of
our
investigators
and
then
also
to
provide
vehicles
for
two
two
or
more
positions
that
we
anticipate
in
filling
in
the
next
year.
With
some
State
funding,
that's
coming
in
okay,.
E
E
C
D
C
C
C
B
A
C
A
Opposed
same
sign,
motion
passes;
okay,
you
don't
have
any
public
hearings
this
evening
that
moves
the
film
down
to
action
and
discussion
items
first
item
we
have
is
consideration
of
a
resolution
approving
the
application,
submission
acceptance
and
appropriation
for
American
Rescue
plan
act;
victims,
Services,
grant
program,
restoration,
funding
for
Bedford
domestic
violence
services.
This
is
resolution
r091123-07.
E
A
G
A
E
D
E
Local
governments-
and
this
is
a
grant
opportunity
for
The
Domestic
Violence
Center
through
the
Department
of
Criminal
Justice
Services
at
the
state
level,
provide
funding
to
replace
a
shelter,
roof
flooring
and
increase
in
part-time
Staffing
hours
to
support
services,
and
it
is
important
to
note
that,
especially
with
the
part-time
hours,
since
this
is
arpa
money
that
the
part-time
hours
will
be
decreased.
When
the
grant
fundings
funding
ends,
the
part-time
hours
will
be
decreased
to
stay
within
the
county
budget.
E
So
all
told
this
is
a
supplemental
appropriation
with
a
grant
of
78
647
and
no
local
matches
required.
B
A
F
Presenting
for
your
consideration
a
authorization
for
the
landfill
groundwater
monitoring
program,
it's
dehumanated.
F
Program
fiscal
impacts
for
the
new
landfills,
approximately
eighty
four
thousand
two
hundred
dollars
for
the
old
landfill
is
approximately
107
200
dollars,
and
this
is
with
the
TRC
who
is
under
contract
for
this
work.
G
A
F
C
A
A
A
B
Have
a
brief
comment:
Mr
chair
sometime
I
go
back
in
the
spring.
In
fact
it
was
probably
March.
I
was
contacted
by
one
of
my
constituents
who
requested
that
the
tennis
courts,
or
a
tennis
court,
at
least
over
at
the
Bedford
rec
center
and
I,
believe
that
property
belongs
to
the
county.
Would
that
be
correct
behind
the
health
department?
He
asked
that
the
tennis
court,
be
you,
know,
repaired
and
brought
into
usable
condition
and
I
spoke
to
I.
B
I
did
take
his
request
forward
and
I
spoke
to
to
the
county
about
it,
and
and
I
know
that
that
we've
been
dealing
with
a
whole
lot,
that
staff
has
been
up
to
their
eyeballs
in
in
projects
and
so
forth
and
including
Mr
Hess,
especially.
B
However,
I
must
say
that
I'm
disappointed
that
nothing
was
done,
and
you
know
the
summer
is
over
and
the
young
lady
who's,
whose
father
asked
me
to
look
into
this,
couldn't
drive
and-
and
we
have
these
facilities
around
the
county.
B
It
seems
like
I've
I've,
uncovered
areas
in
the
school
system,
where
we've
got
weeds,
growing
out
of
relatively
new
gutters
and
and
and
issues
that
that
again
appear
to
be
neglected.
But
this
is
this
tennis
court
thing
I
mean
it
appears
to
me
that
perhaps
the
rec
department
could
have
gone
over
there
and
sprayed
some
weed
killer
killed
the
weeds,
that's
trying
to
grow
up
through
the
asphalt
put
some
crack
filler
in
it,
I
mean
I've,
I've
maintained
asphalt,
I
have
commercial
properties
of
my
own.
B
We
maintain
our
asphalt
and
it's
better
to
maintain
it
than
it
is
to
neglect
it
because
the
longer
it's
neglected,
the
worse
it
becomes
and
then
the
more
it
costs
when
you
finally
do
decide
to
fix
it
and
and
our
citizens
pay
their
taxes
and
and
have
the
right
to
expect
us
to
keep
up
our
recreational
facilities,
as
well
as
the
other
facilities
that
that
they're
paying
their
taxes.
For.
B
So
it's
disappointing
to
me
that
now
the
whole
summer
has
gone
by
and
I
ran
into
these
folks
the
other
day
and
and
they
were
quite
upset
with
me
that
that
nothing
had
been
done
over
there
and
and
and
I
I
assured
them
that
I
had
done
what
I
could
to
bring
this
forward
and
and
so
I
wanted
to
bring
that
up
and
also
I
think
we've
talked
about
these
tennis
courts
and
how
I
think
they
can
be
converted
to
pickleball
and
I've
recently
been
in
discussion
with
folks
who
have
mentioned
that
they
love
to
play
Pickleball
matter
of
fact,
I
think
supervisor
Johnson
when
he's
healthy.
B
Is
it
have
a
pickleball
player
himself
and
I?
Wish
him
a
speedy
return
to
the
court,
but
but
anyway,
one
other
issue,
so
I'd
like
to
see
to
it
that
we
can't
get
our
rec
department
to
do
a
better
job,
maintaining
our
facilities
and
and
one
other
facility
that
I'm
troubled
about
is
the
as
I
understand
it
to
Liberty
Lake
ball
field.
There's
a
couple
Fields
over
there
that
we've
recently
received
and
notice
that
have
rocks
and
and
stuff
coming
up
through
the
soil
and
and
I
can
easily
understand
how
that
happens.
B
I
mentioned
earlier
in
the
work
session,
how
I
grew
up
on
a
large
farm
and
my
father
actually
with
the
Leonard
bays
and
Dennis
Bay
is
bulldozed
about
500
Acres
of
trees
that
you
know
had
it
been
dealt
with
and
then,
of
course,
there
were
stumps
and
then
roots
and
rocks
that
were
on
top
of
the
soil
and
my
brother
and
I
spent
years
picking
up
roots
and
rocks
because
every
year,
even
after
the
soil
was,
we
was
seeded.
We
got
grass
growing
roots
and
rocks
continue.
B
The
Rocks
anyway
continue
to
come
up
through
the
soil,
as
it
settles
and
so
I
think.
What
we're
talking
about
here
at
Liberty,
Lake
Park,
is,
is
this.
Soil
is
doing
some
settling
and
rocks
and
such
are
coming
up,
and
maybe
it
was
you
know,
fill
dirt
Laden
with
rocks
and
even
bricks,
because
I
have
seen
a
picture
of
it
thanks
to
Mr
hiss
about
what
they
had
picked
up.
B
But
my
point
of
this
is
if,
if
it's
looked
after
on
a
regular
basis,
these
facilities
can
be
better
maintained
in
in
our
taxpayers,
can
get
better
use
out
of
these
facilities
and
I'd
like
to
see
better
care
taken
of
our
County's
facilities
so
that
our
residents
can
use
them
and-
and
on
that
other
note,
if
folks
are
tennis,
has
become
a
much
less
popular
sport
in
in
pickleball
seems
to
be
going
nuts,
perhaps
that's
something
that
we
should
consider
sooner
rather
than
later,
for
some
of
these
tennis
courts
that
are
just
sitting
idle.
A
C
A
A
Was
a
good
first
meeting
and
we
kind
of
agreed
to
continue
on
and
get
with
our.
B
All
right,
I
have
on
that
note:
Mr
tuck
I
think
we
need
some
VDOT
funding
to
deal
with
Johnson
grass
growing
on
the
sides
of
the
roads.
I
thought
I
was
the
only
one
who
noticed
it,
but
Saturday
I
ran
into
a
gentleman
here
in
Bedford.
Who
was
he
actually
I
said
something
about
Johnson
grass
on
the
side
of
the
roads
and
and
I
was
told
that
VDOT
didn't
have
the
funding
to
spray
it
and
when
I
told
him
he
said
spray
it.
B
The
stuff
is
head
tall
now
and
it's
leading
over
in
the
roads.
He
says
when
you
drive
by
it
with
your
pickup.
It
hits
the
mirrors
and
I
had
to
agree.
I
mean
I,
remember
as
a
kid.
There
was
a
time
when
VDOT
when
they
actually
were
before
Mark
Warner,
took
dissected,
VDOT
or
or
dismantled
it.
Vdot
actually
had
staff
and
equipment
to
mow
the
road,
slides
and
I.
B
Remember
there
were
there
was
a
woman
in
our
neighborhood
who,
actually
you
know,
gleaned
picked
up
the
grass
after
it
was
mowed
and
used
it
to
feed
her
her
cows
and
and
now
they
don't
spray
it.
They
don't
mow
it
or
anything.
I
mean
it's
really
a
hazard,
because
you
have
to
drive
more
in
the
middle
of
the
road
to
to
miss
this
stuff,
and
it's
I
don't
understand
why?
Suddenly,
we
can't
afford
to
deal
with
problems
throughout
our
County
as
such,
as
this
does.
E
Just
two
quick
items
just
wanted
to
again
today:
reference
right
as
soon
as
the
meeting
started,
September
11th
be
remiss
to
recognize
our
First
Responders
across
the
community,
from
law
enforcement
and
Fire
and
Rescue
for
the
sacrifice
and
dedication.
They
make
also
want
to
commend
the
nursing
home
for
always
having
a
neat
Outreach
opportunity
today
they
with
their
kitchen
facilities
and
kitchen
staff
and
so
forth.
E
They
have
a
cookout
lunch
for
First
Responders
and
that's
a
good,
a
neat
partnership
that
the
nursing
home
with
a
kind
of
Outreach
opportunity
that
they
have
with
the
First
Responders.
That's
always
a
neat
thing
to
attend,
so
commend
both
again
fire
and
rescue
for
all
the
hard
work
and
and
public
safety
for
the
work
they
do,
but
also
nursing
home
for
doing
something
unusual
and
outside
their
normal
boundaries
in
order
to
Reach.
Out.
E
Second
thing
is
this:
you've
probably
seen
this,
maybe
in
some
social
media
posts
and
so
forth,
Just
notifying
the
public
about
the
paving
and
asphalt
work
that'll
be
occurring
at
the
elbows
parking
lot
behind
the
administration
building
so
kind
of
the
first
phase
over
next
couple
weeks.
There'll
just
be
some
spot
patching
and
surveying
and
that
type
of
work,
so
citizens
just
need
to
be
careful
about
what
parking
spaces
are
marked
off
while
people,
while
the
contractors
work
in
mid-october,
the
actual
Paving
and
asphalting
will
occur
in
restriping,
so
weather
permitting
the
dead.
B
F
F
B
A
F
G
Chair
just
very
briefly,
I
wanted
to
take
a
second
to
remember:
Tom
petticini.
He
was
my
roommate
fraternity,
brother
and
friend
Rose
to
the
top
of
ranks
and
finance
and
went
to
work
this
day
in
the
World
Trade
Center
22
years
ago
and
did
not
come
home.
Thank
you.
E
That
I
just
said
well,
the
next
board
meeting
is
September
25th.
Well
the
work
session.
The
primary
topic
will
be
some
strategic
plan
updates
and
there
will
be
some
areas
of
that.
We'll
want
to
highlight
during
that
that
update
for
some
discussion
and
then
we'll
have
a
regular
meeting
at
seven,
and
there
will
be
several
public
hearings
that
evening
for
zoning
cases.
