chapter
eight,

fire
prevention
and
protection,
specifically
section
8.4,
which
is
in
regards
to
certain
duties
and
responsibilities
under
the
chief
of
fire
and
Rescue
Services.
Since
the
adoption
of
the
current
fire
prevention
ordinance
in
2007,
Emergency,
Management,
Disaster,
Response
and
emergency
planning
functions
have
fallen
under
the
responsibility
of
the
fire
chief,
the
complexity
of
supervising
all
the
aspects
and
Fire
and
Rescue
department
has
changed
and
become
more
burdensome
over
the
last
15
years.

continuing

work
closely
with
a
volunteer
fire
and
rescue
organizations
and
all
the
other
Personnel
duties
and
other
responsibilities
that
fall
under
the
chief.
The
responsibility
of
emergency
planning
functions
has
historically

received

level

attention

needed

it
to
function
appropriately.

rely
on

advance

potential
contract
award
for
the
Courthouse
parking
deck
improvements,
I
came
here
a
couple
months
ago
to
request
your
permission
to
advertise
that
forbid.
We
advertised
it
for
bid
we
received
bids.
Recently
we
received
only
one
bid
that
was
1
million
four
hundred
fifteen
thousand
dollars
our
budget,
that
we'd
assigned
to
it
through
the
CIP
process
and
had
worked
to
pay,
build
up
cash
and
funding
for
over
the
past
couple
years
was
1.4
million
dollars.
So
it
was
about
fifteen
thousand
dollars
over.

However,
given
the
nature
of
the
building
and
the
degradation
of
the
systems
and
the
materials
they're
in
staff
does
recommend
that
we
award
this
project,
we
reached
out
to
a
number
of
builders
in
the
area
to
try
and
generate
interest.
We
held
a
second
pre-bid
to
try
and
generate
more
interest,
currently
the
construction
industry
right
now,
it's
really
hard
to
get
bids.

So
this
project
is
going
to
take
approximately
10
months
to
put
into
place
if
it
is
as
awarded,
and
it
is
going
to
involve
significant
restrictions
to
the
use
of
the
parking
garage
during
that
time,
and
it
will
enhance
the
security.
Essentially,
the
parking
garage
at
the
courthouse
will
be
isolated
from
the
General
Public.

It
also
repairs
five
Decks
that
have
significant
water
damage
that
is
ongoing,
causing
degradation
of
Steel,
causing
impacts
inside
the
building
in
certain
areas
and
and
so
forth,
and
the
one
bid
we
got
was
from
Jamerson
Lewis
Construction,
their
reputable
local
Builder.
They
do
quality
work.
They've
worked
for
the
county
before
they
have
a
good,
solid
reputation
in
the
area.

Yes,
currently,
one
of
the
patios,
the
one
immediately
adjacent
to
the
stairwell,
that
is,
a
concrete
slab,
poured
on
top
of
a
waterproof
membrane
that
is
no
longer
waterproof.
The
sinks
in
the
waterproof
membrane
are
failing,
water
is
penetrating
through
that
running
down,
and
it
is
particularly
visible
when
you're
going
downstairs
we're
getting
stalactites
that
are
hanging
from
the
precast
concrete
structure.
It
is
running
over
the
steel.
We
have
to
apply
calcium
during
snow
and
ice
events
to
melt
snow
up
there.

That
speeds
up
the
degradation
of
that
steel,
but
really
since
it's
a
publicly
accessible
route
to
the
courthouse,
we
don't
have
a
choice.
The
water
itself,
even
on
its
own,
is
going
to
pull
calcium
lime
out
of
the
concrete
and
everything,
and
they
degrade
that
steel
anyway,
but
it's
just
kind
of
a
recipe
for
you
know
if
you
want
to
get
steel
to
start
to
lose
its
strength
and
have
issues
put
water
on
it
and
eventually
it's
going
to
happen.

The
drawings
of
the
specifications
call
for
the
steel
to
be
cleaned
and
repainted,
with
something
with
a
water,
a
water,
resistant
epoxy
or
a
macropoxy
of
some
sort.
The
new
concrete
system,
the
concrete,
is
going
to
get
removed
from
these
patios
fairly
big
section
they're
going
to
demo
it
remove
it.

Install
a
new
waterproof
membrane,
fix
the
sinks
so
that
they're
watertight
now,
and
instead
of
going
back
with
another
concrete
poured
system
so
that
in
the
future,
if
we
had

more
problems,
we
can't
get

we

legislative
priority
list.
We

had
also
conversations

chair

vice
chair,
and
we
thought
it
was
a
good
idea
to
get
together
with
our
local
delegation
in
order
to
kind
of
balance.

ideas
off
of
the
local
delegation
also
to
see
what
was
on
their
mind
and
priority
list
as
well
to
see
how
it
aligns
with
some
of
the
things
that
have
been
on
our
list
and
maybe
on
our
list.
So
the
chair,
Vice,
chair
myself,
Mr
Putney
met
with
Senator
Newman,
Walker
and
delegate
Walker
and
delegate
Byron
on
October
12th.
We
discussed
what
was
essentially
what
was
in
this
in
this
listing
as
an
attachment.

This
evening,
we've
made
a
few
changes
as
a
result
of
that
meeting
with
the
local
delegation
built
a
pretty
positive
meeting,
and
they
thought
that
they
appreciated
how
the
Bedford
County
for
supervisors
conducts
their
business
and
how
definitely
our
our
priorities
align
with
their
priorities
as
well.
I'm
not
going
to
go
through
all
of
these
I
may
make
a
couple
comments
about
the
top
four
or
five
of
these
on
this
list.

rural
Broadband
continues
to
be
on
this
list
for
the
for
the
county.

You
know
there's
a
lot
of
attention
to
some
other
projects
and
so
forth,
but
we
don't
want
to
forget
about
the
the
citizens
who
are
spending
every
day
in
the
dirt
and
how
we
can
get
some
roads
paved
in
the
future.
Moving
forward
in
the
six-year
plan
also
something
that
and
got
a
little
bit
of
discussion
was
the
Bedford
Amtrak
station
continuing
to
try
to
work
on
that
and
see
how
what
type
of
funding
mechanism
can
be
utilized
in
order
to
move
the
site
sighting
of
Amtrak
station.

The
town
of
Bedford
education
funding
is
is
part
of
this
as
well.
In
particular,
we
called
out
the
the
Statewide
funding
program
for
school
facilities
for
the
state
to
continue
to
find
efforts
in
order
to
fund
Capital
Improvements
with
the
school
schools
at
a
higher
level
than
what
has
been
experienced
over
the
last
decade
or
so.

also
are
cognizant
of
our
fiscal
relationship
with
the
state,
so
we're
reminded
our
local
delegation
and
others
about
the
unfunded
mandates
and
how
those
impact,
our
our
budgets,
also
one
item
that
was
discussed
last
year
and
it'll
definitely
be
discussed
again.
This
year
is
the
grocery
tax,
we're,
of
course,
I'd
say
a
a
pretty
decent
hit
to
the
county
if
the
grocery
tax
is
eliminated
in
terms
of
our
Revenue.

know
our
our
position,
and
our
discussion
with
our
local
delegation
was
that,
if,
if,
if,
indeed
the
grocery
tax
was
eliminated,
then
granting
some
sort
of
alternative,
Revenue
Source
in
order
to
make
up
for
that
slightly
over
a
million
dollars
that
we'd
be
losing
is
important
for
our
local
budget
and
I.

local
budgets
across
the
state
the
Workforce
Development
has
has
received
a
lot
of
conversation
from
the
governor's
office
and
other
other
positions
of
leadership
in
the
state
government,
and
we
kind
of
rewarded
our
Workforce
Development
initiative
here
in
order
to
try
to
align
with
what
we
think
might
be
coming
from
from
the
state
and
just
kind
of
pick
up
from
what
the
Board
of
Supervisors
have
said
over
the
years.

terms
of
wanting
to
amend
the
curriculum
within
K-12
schools
to
incorporate
Career
and
Technical
education
opportunities
in
into
the
curriculum
and
perhaps
even
as
low
as
Middle
School
opportunities.

So
there's
other
items
in
this
list
that
are
fairly
are
repetitive
from
what
we've
had
in
past
years.

One
couple
items
that
Mr
Putney
and
I
discussed
also
with
a
chair

vice
chair
with,
and
we've
had

conversations

specifically
Senator
Newman,
was
about
some
state
budget
requests.
I'm,
not
saying
that
we
will
get
these,
but
it's
at
least
an
opportunity
to
talk
about
it.
The
state
is,
does
have
record-setting
revenues
and,
of
course
we
do
know.
The
governor
is
still
working
with
the
general
assembly
in
order
for
different.

tax
refunds
back
to
the
state
taxpayers,
which
is,
of
course
important
in
a
lot
of
different
ways,
but
in
terms
of
while
we
have
some
positions
of
leadership
and
key
committees,
and
the
state
has
some
funds
and
we
have
some
needs
out
in
the
county.
We
we
flowed
the
idea
of
state
budget
amendment
or
some
other
assistance
for
some
Montvale
Master
Redevelopment

need

on
those
pieces
of
property.

that
the
terminals
do
not
become
operational
again,
it
would
be
a
good
opportunity
to
look
at
how
we
can
partner
with
the
landowners
to
potentially
redevelop
the
145
Acres
that
are
currently
being
used
as
Terminals
and
how
that
can
be
used
as
a
economic
driver
for
that
part
of
the
county.
We
also
put
talked
a
little
bit
with
our
with
our
legislation
about
any
type
of
water
and
sewer
Project
funding,
specifically
with
brwa.

one
project
in
here
in
our

our
the
legislative
priority
list
about
a
lift
station
in
the
Lake
Vista
area
and
how
that
project
has
come
in
over
budget
and
how
important
that
is
to
our
to
our
community,
and
if
there

assistance

could
be
granted
in
order
to
help
decrease
the
cost
or
offset
the
cost
of
that.
So
again,
I
didn't
want
to
go
over
all
of
this
in
particular,

kind

highlights

has

voting

that
we

some
negotiation

reducing
the
amount

days
from
45
days
to

realized

lines

control

pipeline.

pipeline,

does

see
any

see
so
much
more
traffic
on
the
highways.
There's
a
huge
demand
for
fuel
in
this
area.

the
farmers,
the
loggers,
the

the
citizens
driving
up

down
the
roads
commuting
all
need
fuel
and
the

fuel
stops
now
are
overcrowded
and
and

think
folks

anticipation

fuel
shortages
and

I
commend
John
and
everybody
in
in
the
administration
building
for
for
trying
to
come
up
with
ideas
to
repurpose
these
tanks
out
there,
but
to
rebuild
them
would
cost
an
unthinkable
amount
and

just
can't
get
optimistic.

dismantling
these
tanks
in
this
facility
out
there,
that
has
served
our
area
and
the
surrounding
states
so
well.

so
long,

it
really
disappoints

we
can't
get
more
help

state

federal
level
to
to
get
this
pipeline
back
up
and
running,
because
the
cost
to
of
getting
that
pipeline
back
up

running

good
condition

sizable
amount.

it's

less
than
what
it

cost
