I've,
taken
more
rides
than
I
want
to
in
the
last
year
and
a
half
with
those
folks,
but
very
blessed
that
they
were
able
to
pick
me
up
and
take
me
I'm,
very
honored

still

what
you

know
what
it's
like
to
sit
where
you

It's

very,

cents
advertised
tax
rate
and
I
would
like
to
talk
to
you
about
that
and
I
know
what
it's
like
to
equalize
the
tax
rate
as
I've
served
where
you
are
understand
what
that
means
and
I
understand
why,
at
times
it
can
be
a
good
quote.

Vehicle
for
Revenue
I
certainly
do
understand
that
I
get
that
as
a
matter
of
fact,
I
want
to
take
you
back
to
2005-45678.
We
will
remember
that
the
real
estate
prices
in
Bedford
County
were
just
going
up
up
up
up
up.
Waterfront
properties
were
just
over
the
top.
There
were
so
many
things
that
were
going
on
in
those
days
and,
of
course,
it
was
good
for
the
for
the
tax
rate
for
the
real
estate
Revenue
that
came
in
into
Bedford
County.
There
is
no
question
about
that.

What
happened,
though,
was
six
seven,
eight,
nine
ten,
eleven
twelve
and
thirteen
and
I
want
to
see.
If
you
would
agree
with
me
tonight
that
there
are
many
similarities
as
we
look
at
what
equalizes
in
the
tax
rate
with
May
mean,
you
know,
we've
just
come
through
a
pandemic,
which
has
been
very
hard.
It's
been
hard
on
everyone
and
local
governments,
and
all
there's
no
question
about
that.

That
has
been
a
very,
very,
very,
very
tough
thing
to
happen
to
us
and
we've
just
come
through
reassessment
as
a
matter
of
fact,
I
called
Wingate
and
Associates
several
times
during
the
reassessment
to
see
what
the
averages
were.
Looking
like,
what
this
may
or
may
not
be,
and
I
was
trying
to
put
that
in
my
head
and
try
to
understand
or
quote
ratio
that
against
what
was
going
on
quote
from
20
19,
20,
21
and
22
and
I
see
some
things
that
that
are
quite
amazing.
The
values
have
risen.

We
understand,
we've
seen
my
boom
in
Bedford,
County
and
all
over
the
nation
in
the
last
couple
of
years,
in
housing
and
housing,
sales
and
so
on
and
so
forth.
But
I
would
promise
you
today.
If
you
were
to
look
at
that
number
today,
if
Wingate
were
to
start
doing
today
what
they
were
doing
a
year
and
a
half
two
years
ago,
today,
I
would
dare
say
those
real
estate
values
would
nowhere
be
where
they
are
today.
I
would
say
there
would
be
much
less
and
there's
a
number
of
reasons
for
that.

So
so
the
inflation
is
at
a
41-year
high,
so
we
look
at
that.
We've
also
seen
the
the
fastest
rise
in
quote
interest
rates
in
history
just
over
the
last
14
months,
so
the
housing
market
quote
that
was
then
no
longer
is
now
and
I
understand
that
we
have
these
values
and
we
look
at
the
market
trends
from
these
four-year
periods
because
we're
50,
000
and
above
in
the
state
of
Virginia.
But
what
I
would
like
to
to
bring
to
that
is.

You
know
if
we've
looked
at
that
I
believe
that
they're
going
to
drop
and
if
we
go
back
and
we
look
at
similarities
of
what
they
were
back
in
08
I
was
meeting
many
times.
As
I
said,
where
you
sat
with
the
commissioner
of
Revenue.
Often
I
was
meeting
with
Faye
Eubank,
then
who
was
the
commissioner
I
was
meeting
with
Becky
Jones,
who
was
the
treasurer
I'd
had
many
many
meetings
with
the
County
Administrator
in
which
we
were
looking
at
what
was
happening
in
Bedford,
County
and
those
days.

What
was
happening
is
there
was
no
investment
quote
in
business
because
the
economy
just
dropped.
We
saw
how
property
values
at
the
lake,
they
would
drop
50
percent
and
they
dropped
just
like
that.
I
mean
boom.
They
were
you
know
it's
over.
Waterfront
properties
were
selling
for
300.
You
were
lucky
to
get
150
for
them.
It
happened
that
that
quickly
also,
we
were
looking
at
the
investment
in
our
in
our
tools,
our
machinery
and
our
tools,
taxes,
and
they
were
going
down.
People
in
the
county
were
not
buying
any
new
vehicles.

We
were
losing
revenue
on
the
new
vehicle
sales
across
the
board.
There's
no
question
that
that
was
a
major
major
loss
and
Bedford
County
during
those
years
and
the
worst
years
was
averaging
three
foreclosures
per
day
365
days
a
year,
so
the
revenue
streams
were
being
cut
off
and
they
were
being
cut
off
dramatically.
So
we
were
trying
to
figure
out
and
John
you'll.

Remember
some
of
the
things
we're
trying
to
do
to
try
to
make
sure
that
we
could
continue
to
fund
the
core
services,
not
to
lay
people
off,
to
continue
the
benefits
and
all
the
things
we
did.
But
it
took
some
really
really
tough
choices
that
we
had
to
make
I'm
asking
you
tonight.
Do
you
see
any
similarities
between
then
and
now,
with
what
we've
just
talked
about
with
the
with
the
interest
rates
I've,
you
know,
I've
seen
the
interest
rates
that
are
so
high
that
people
are
no
longer
qualifying
to
buy
homes.

If
we
look
at
what
we've
got
in
Bedford
Canada,
we
look
at
our
growth.
It's
been
really
really
good.
I
know
over
the
past
decade
and
things
like
that,
but
we
do
have
reversion
I
want
to
point
out
just
some
of
the
obvious
things
tonight.
If,
in
fact,
we
increase
quote
the
tax
rate
on
real
estate,
which
is
only
one
tax,
I
get
that
to
41
cents
over
what
is
38
cents
on
the
equalized.
We
know
that
the
equalized
rate
will
give
you
the
same
money
that
you've
had.

The
additional
money
certainly
would
be
forfeited
I
understand
that,
but
we
have
a
lot
of
people
in
Bedford
County.
Realistically,
even
if
we
look
at
the
numbers
and
I've
read
what
you
have
on
your
website
about
what
the
game
would
be
and
the
average
of
150
or
the
300
000,
you
know
I've
gone
and
looked
at
what
that
looks
like
even
in
the
town,
so
the
people
that
are
coming
in
quote
with
the
reversion
this
year.

Not
only
are
they
going
to
get
a
major
tax
increase
because
they're
going
from
the
county
to
the
town,
but
if
we
put
another
tax
increase
on
top
of
that,
I
can
tell
you
you
know
it's
it's
insult
to
injury,
so
I
would
hope
that
you
would
consider
and
not
do
that
if
you
would,
you
know
we're
living
in
what
was
called
back
in
those
days,
the
worst
economy
since
the
Great
Depression.
But
you
know
I'm
sure
that
that
things
that
are
impacting
the
government
have
impacted
us
all.

As
a
matter
of
fact,
I
got
the
latest
data
just
yesterday,
groceries
increased
over
11
percent
in
the
last
six
months
and
in
that
six
month
period.
That
was
in
addition
to
what
had
happened
last
year,
which
was
18,
which
was
the
highest
again
historically
and
I.
Will
I
will
summarize
this
very,
very
quickly?
Okay,
so
I've
got
a
couple.
A
few
questions
asked:
if,
if
you,
if
you
equalize,
you
will
keep
the
same
Revenue
but
I
have
questions
to
ask
about
how
are
we
doing
in
Bedford
County?

So
if
we
look,
what
is
our
moral
obligation
number
one,
how
much
new
Revenue
do
we
have?
That's
that's
that
we
can
use?
That's
that's
usable
right
now.
What
about
the
consumption
taxes
across
the
board?
How
are
we
doing
with
meals,
taxes,
occupancy
taxes,
those
types
of
things?
What
is
that
looking
like
in
our
budget,
how
much
discretionary
funding
do
we
have
available
to
meet
some
of
the
challenges
that
you
have?

is
the
non-discretionary
looking
like
today
and
I'm
sure
if
I
look
at
your
budget,
I
could
see
that
and
then
what
is
your
undesignated
fund
balance?
How
can
we
make
those
things
work
and
keep
the
tax
rate
equalized
so
I
ask
you
to
know
if
you
increase
the
taxes,
how
will
that
impact
the
ones
that
we
just
mentioned?
How
do
you
think
that
will
happen
and
if
I
look
at
the
town
of
Bedford
and
I'm
closing
with
this
the
median
income
there
is

000.

see
now
that
they
have
nearly

citizens

there's
like

Parcels
or
something
like
that.
That's
what
it
was
when
reversion
came
about,
but
I
ask
you
how?

do
you
think
that

impact
them

ask
you
again
if
you
would
please
consider
not
raising
that

41
cents.

come
this
evening
to
give
you
a
little
update
on
the
sobrios
drug
halfway
house,
that's
threatening
our
community
and
our
schools,
but
just
a
little
bit
of
History
I
did
I
did
some
digging
and
found
that
these
kind
of
facilities
prior
to
January
of
this
year
were
were
disallowed
by
licensing
by
State
Statute
to
be
any
closer
than
one
half
mile
from
a
public
school
that
that
statute
and
I've
put
a
copy
of
the
previous
statute
and
the
current
Statute
in
your
handout
that
was
taken
out.

The
Cerberus
facility,
that's
being
planned
for
Bedford
County
is
2100
feet
or
four
tenths
of
a
mile
from
otter,
River,
Elementary
School,
so
prior
to
January
of
this
year,
they
couldn't
even
probably
even
get
a
license
for
this
facility.
Our
state
legislature
has
changed
that
I
reached
out
to
them
to
find
out
why
window
Walkers,
Legislative
Assistant,
did
write
me
back
and
said
it
was
to
give
the
local
governing
body
the
ultimate
authority
to
make
these
decisions
where
the
facilities
are
located.

The
soberis
continues
to
advertise
on
their
website
that
they've
got
or
will
have
a
Bedford
facility.
It's
you
can
look
it
up.
I've
actually
included
that
into
your
handout
of
what
they're
saying
about
Bedford
County.
It
was
a
lot
stronger
before
they've
toned
it
down
quite
a
bit,
I'm,
not
sure
exactly
why,
but
my
concern
is
soberists.

just
walk
across
and
get
my
guidance
and
then
I'll
go
home
and
sleep
there
and
these
people
are
going
to
live
there
for
30

days.
It's
going
to
be
run
like
a
hotel
is
my
concern.

what
I

communicating
directly
with

tell
them
that
no
operation
is
to
happen
in
any
of
the
facilities
until
they
come
to
you

new
assessment,

lot

people
became
instant
millionaires
with
land,

happened
this

thoughts

know
what
materials
cost
now
to
I
said
yeah
back
when
y'all
did
this
assessment?
Materials
was
up
and
everything
else

it's
coming

it
was,
but
I
said,
y'all
didn't
take
any

that
into
consideration
when
y'all
was
doing
these
assessments,

so
anyway
they
the
attitude
that
I
could
see
when
I

talking

knew
I
won't
accomplish

people
out
here

on
fixed
incomes
and
everything
you
know:
they're
they're
between
a
rock
and
hard
place,
inflation's
hurting
and
to
be
honest
with

hating,
to
see
what's
in
our
future

next
year
and
a
half
two
years
because
I'm
looking
for
things
to
get
bad
again,
okay,
I
know
this
is
the
prime
opportunity
to
you
know:
give
the
people
well
You're
Gonna,
Save,
nine
cents,
so
you're
saving
a
whole
lot
and
seeing
that
41,
Cent
and
you're
getting
a
little
bit
more
than
what
you
really
need
to
get.

This
is
the
prime
opportunity
to
do
that,
because
if
you
get
too
low
now
and
then
you
something
comes
up,
you
need
to
raise
it.
Next
year,
then
you're
gonna
have
half
of
half
a
county
up
here
fussing
because
of
one
cent
they're
not
going
to
say
a
whole
lot
at
this
time.
So
I
understand
the
reasoning
for
that.

There
was
a
lot
of
money
voted
at
Bedford,
County
doing
it
pandemic,
and
everything
and
the
federal
government
was
giving
it
away.
State
government
I
think
gave
some
way
too,
and
everybody
took
advantage
of
it.
I
did
too
I
might
as
well
somebody's
going
to
get
it
okay,
but
because
of
all
of
that
extra
and
the
like,
the
schools
and
other
departments,
so
all
they're
getting
6.2
extra
million
dollars
a
year
that
they
used
to
never
get.

They
squandered
it
the
first
five
years,
instead
of
putting
it
aside
to
build
a
new
school
and
pay
for
the
school
and
when
they
got
done,
they
put
it
in
a
general
operating
fund.
What
I
understand
so
then,
when
it
comes
time
to
pay
for
school,
we
had
taxpayers
had
borrow
money,
paying
making
payments
on
that
which
was
kind
of
stupid
because
that
money
they
never
had
it
before
they
could
have
put
it
aside
five
years
they
had
enough
to
build
and
pay
for
that
school,
but
they
chose
not
to
do
that.

know
good
and
well
these
these
chefs
off
the
school
board
and
other
places
can
dig
down
and
cut
some
of
the
fat
and
some
of
the
waste
in
this
County
I
see
it
every
day.

I
know
y'all
want
to
have
a
buffer

don't
blame
you.
It's
just
like
I
went
to
the
reversion
meeting
Saturday
for
the
town.

lived
there
since

it

there's
anybody

has

business
putting
in
a
business
there
when

was
in
medical
practice,
I
saw
patients
in
their
homes
in
those
homes
and
though
I'm
retired.
Now
it
was
always
a
pleasure
to
go
over
and
see
these
people
in
their
own
environment.

quality
of
life
that
you
all
are
supposed
to
help
us
Preserve
that
not
allowing
that
that
facility
in
a
in
a
residential
area
in
houses
that
have
been
occupied
for
years
by
families

way

go

don't
I
just
wanted
you
to
know
that
I
felt
very
strongly
that
putting
that
in
in
that
area
or
any
business
in
that
three
homes
is
just
not
the
right
thing
to
do.

only
County
website,
but

county
about
this
2015.

equalized
the
real
estate
tax
rate
right,
so
we're
we've.
We've
tried
to
keep
the
amount
of
money.
The
actual
physical
dollars
that
we're
collecting
from
real
estate
tax
is
the
same.
We've
kept
them
the
same,
at
least
on
average
I
mean
your
bill
may
have
changed
a
little
bit,
but
for
the
entire
County
on
average.
I
It's
been
the
same
for
eight
years
straight
during
that
eight
years
cause
of
inflation,
and
you
got
to
remember,
unlike
2008
2009,
that
we
experienced
and
I
agree
with
you
similar
environment,
with
respect
to
the
value
of
the
homes
going
up,
but
what's
different
about
today
than
that
environment,
then,
is
inflation
caused
by
our
federal
government's
policies,
printing
too
much
money?
They
have
devalued
the
dollar
and
that
inflation
has
eroded
the
purchase
and
power
of
those
dollars
that
we've
been
collecting.
I
I
If
we
were
to
adopt
a
41,
Cent
rate
versus
38.,
that
would
be
a
7.89
increase
when
I
do
the
math.
That
brings
us
up
to
84.95
percent
I'll,
just
round
it
to
85
percent
of
the
purchasing
power
that
we
had
in
2015
dollars.
So
that
means
the
purchase
and
power
of
those
dollars
that
we're
collecting,
even
with
the
41
Cent
rate,
is
15
less
than
what
it
was
in
2015..
I
So
that's,
in
my
estimation,
demonstrating
extreme
fiscal
restraint
because
we're
doing
by
getting
by
with
15
percent
less
in
real
estate
dollars
than
we
were
in
2015.
As
far
as
purchasing
power
is
concerned,
I
mean,
let's
face
it.
The
dollar
menu
for
McDonald's
has
gone
away
right
and
and
we'd
all
appreciate.
If
it
was
a
dollar
dollar
eight
Cent
menu,
but
it's
not
right.
I
I
I
dare
say
that
that
Steve,
you
can't
build
a
house
at
2015
prices.
All
of
all
of
these
things
affect
whether
it
be
you
know,
a
vehicle
that
we
have
to
purchase
for
the
county
or
or
insurance
all
the
inflationary
pressures
that
we're
all
experiencing
the
County's
experiencing
as
well.
They
don't
live
in
a
bubble
and
we're
still
getting
by,
even
with
the
41
Cent
rate,
with
85
percent
of
the
purchase
and
power
that
we
had
in
2015.
I
I
I,
certainly
hope
we
don't
experience
eight
percent
this
coming
year
because
we're
only
going
UPS
if
we
go
up
7.9

percent
will
erase
that
by
next
year,
it'll
be
on
so
inflation
needs
to
be
put
under
control,
but
we,
this
board,
doesn't
get
to
do
that,
but
we
have
to
be
able
to
operate
and-
and
so
I
I
agree
with
you-
I
I'd
love
to
equalize
a
rate.
But
if
we,
if
we
equalize
the
rate
at
38
Cent,
we
would
we
would
be
at
78
.74
percent
of
the
purchase
and
power
from
2015.
I
and
just
a
just
a
data
point.
If
we
were
to
replace
the
same
and
have
the
same
purchase
and
power
that
we
had
in
2015,
the
rate
we
would
have
to
adopt
today
would
be
48
Cent
nobody's,
even
considering
that
not
even
on
the
table,
so
just
keep
in
mind
that,
even
if
it
feels
like
that
number's
going
up
we're
still
collecting
the
dollars
that
we're
collecting
are
worth
a
lot
less
than
what
they
were
in
2015..
And
that's
it.
That's
the
macroeconomic
picture
that
we
need
to
keep
in
mind.

You
know
they
just
don't
go
as
far
and
we
all
experience
it
and
that's
why
I
gave
the
examples
of
the
Subway
and
McDonald's.
Obviously
I'd
visit
those
a
little
too
often,
but
all
right.
So
I
just
wanted
to
share
that
with
you
that
that
those
are
the
economic
realities
that
we're
facing.

That
same
inflation,
the
same
hardships
that
the
Shockers
claiming
that
the
Bold
was
having
the
citizens
have
those
same
problems
too.
The
problems
across
the
people
on
fixed
incomes,
buying
medicine,
gas
groceries,
paying
the
rent,
paying
the
house
payment
and
I
think
when
looking
over
the
budget,
there
are
things
that
we
could
still.

that

mentioned
about
I
forgot
she
made
me,
lose
my
train
of
thought,
but
anyway
they
are
things
that
can
be
cut.
There's
things
that
can
be
postponed,
but
we
need
to
tighten
our
belt.

ask
other
people
to
tighten
their
belt
if
we're
not
willing
to
fight
and
have
a
lot
of
things
on
our
budget,
in
my
opinion,
are
not
needs
their
wants.

everybody
has
needs
and
wants

to
pick
through
them
and
say
what

do
we
put
a
priority
on
and

need
to.
In
my
opinion,
I
cannot
vote
to
access
citizens,
Biff,
County,
more

think

even
back

the
fall
when,
when
we
got
hit
with
a
personal
property
thing,
everybody
started
screaming
and
saying:
oh
what
about
the
real
estate?
What
about
the
real
estate?
It
was
just
common
chatter
amongst
the
board.
That
would
be
an
equalized
rate
to
take
care
of
that.

can
say:
well,
we
need
more
money,
so
we
just
tax
y'all,
but
our
people
that
are
hurting
they
can't
run
across
the
street
and
take
it
from
the
neighbor
or
steal
it
from
somebody,
because
it's
illegal,
but
we
can
legally
take
it
from
you,
I'm
not
going
to
do
that.
In
my
opinion,
I'm
not
going
to
take
away
from
a
citizens
of
Bedford
County
when
there's
things
we
can
cut
and
postpone
until
we
get
through
this.

that's
a
resolution
authorizing
the
submission,
acceptance
and
appropriation
of
the
rescue
squad
assistance
fund.
This
is
a
grant
to
the
state
to
help
pay
offset
the
cost
of

ambulance
replacement.

the
county
in

position
where
we
have
to
come
up

money

a
resolution
authorized

the
County
Administrator
to
renew
the
Bedford
Museum
lease
for
another
five-year
term?
We
have
been
under
lease
with
the
museum
Foundation
since
2007
and
the
County's
portion
of
the
repairs
and
maintenance
upkeep
has
already
been
budgeted
and
has
been
historically
happy
to
answer
any
questions
you
have
and
I
do
believe.
We
have
someone
from
the
museum
here
tonight
if
there
are
any
questions
for
Museum
staff,
but
but
otherwise
would
submit
it
for
your
consideration.

if
they
can

million

awnings

they
want

dollars
for
a

garage
and

respect

think
he's
a
great
guy
and
certainly
fit

the
job,

answers

it

come
up
with
these
costs?

that's

engineer
proposed
and

I'm
pretty
certain
Mr
Arrington
could
probably
correct
me
on
this

most
of
these
engineers
get

bid
information
when
they're
bidding
or
you
know
telling
you
what
this
is
going
to
cost.
They
get
it
from
a
thick
book
that
has
these
nationally
used
numbers
from
areas
such
as
New,
York,
City
or
wherever
the
highest
costs
come
from,
and
therefore
we're
faced
with
costs
that
are
ridiculously
high
and
there
again
I'm
not
saying
that.

need
for
repairs
or
replacement
for
these
canopies.

saying
is
that
these
costs
are

got

believe
they're
absorbing
it

got
a
ladder

things
and
see

of

to

work
session

that
downstairs

the
ground,
floor,
training,
room
and
then
just

announcement

there's

Town
Hall
meetings
that
the
town
Bedford
has
had
over
this
past
week
about
the
proposed
phase,
two
boundary
adjustment.
Those
are
well
attended
by
some
of
the
citizens
who
were
affected
by
those
in
the
different
neighborhoods,
but
just
wanted
to
make
an
announcement
for
the
rest
of
the
public
that
this
process
isn't
complete.

the

town
has
to
pass
adopt
an
ordinance
in
order
to
to
take
the
phase
two
neighborhoods
into
the
town
into
the
town
and
make
that
boundary
adjustment.
So,
of
course
the
duo
to
pass
an
ordinance,
there's
kind
of
a
two-step
process
they
have
to
have.

have
to
have
a
public
hearing
and
that
public
hearing
will
be
on
April,
11th,
