recent
incident

neighbor

operating
an
outdoor
shooting
range
gets
fairly
heavy
use.
There
was
a
round
that
I
heard
go
off
and
immediately
following
I
heard
what
sounded
like
a
Ricochet
realm
flying
overhead.
It
was
not
something
that
completely
startled
me.
I
was
a
parent
that
was
well
overhead,
but
it
made
me
wonder
how
many
times
this
has
happened
when
I
didn't
hear.

there's

know
it's
basically
circled

fired
from
that
range
and
there's
no
consideration
for
what's
called
a
surface

danger
zone.

This

It
is
the
area
that
extends
from
firing
point
to
a
distance.

dimensions
that
provide
a
contained
area
for
all
fragments
resulting
from
a
caliber
of
weapons,
fired
surface
dangers
or
excuse
me,
the
sdz
area
is
not
considered
a
part
of
the
range,
but
it
is
one
of
the
signing
factors
considered
when
determining
the
location.

we
all
know

even
small
caliber
Firearms
go
far
beyond
100
yards.

guess

standard

county
level,
where
it's
judged
if
you're
firing,
too
close
to
someone's
property
or
close
too
close
to
a
road.

request
ordinances

govern
outdoor
shooting

minimum
design
criteria.

after
the
fact
when
something's
happening

consider
acting

something

in

growth

a
resolution
to
approve
Georgia
Pacific's
request
to
install
navigational
buoys
on
the
James
River
and
those
are
replacement
buoys
of
existing
ones
that
already
existing
buoys
and
then
Item
B
is
a
resolution
approving
the
sole
source
purchase
of
a
virtual
training,
simulator
system
for
the
Sheriff's
Office,
and
that
is
being
paid
for
by
cops
and
de-escalation
Grant.

grant
that
the
that
the
Sheriff's
Office
applied
for
and
the
board
approved
and
in
October
it
was
awarded
in
October
and
part
of
the.
This
is
kind
of
like
a
training
Simulator
for
understanding
how

de-escalate.

situations,
and
it's
actually
I've
worked
in
a
past
jurisdiction
that
had
something
similar
and
it
was
really
a

pretty.

went
through
it
myself
and

was
a
good
situational

training
program
and
something
that
their
deputies
would
be
able
to
continually.

hone
their
skills,
but
anyways
this
system
is
going
to
be
paid
for
through
cops

a

grant
that.

discussed
how
to
manage
prospective
members
from
the
Smith
Mountain
Lake
Association
in
Leesville,
Lake
Association,
and
how
those
members

appointed

tilak
board

discussion.
During
that
meeting
tilak,
the
tilak
board
wanted
to
amend
this
Cooperative
agreement
between
Bedford
to
Campbell,
Franklin
Pennsylvania
counties
so
that
these
appointments
from
these
associations
originate
from
the
respective
associations
and
then
are
ratified
by
the
tlac
board.

thought
was
being
that
these
appointments
are
generally
more
operational
in
nature
and
that
the
associations
are
best
positioned
to
appoint
those
who
should
represent
their
organizations.
It
is
worth
noting
that
at
the
other
counties,
respective
meetings,
Campbell
Franklin
Pennsylvania,
the
other
Counties,
have
approved
this
amendment
to
The
Cooperative
agreement.

organization.

be

talk
about

have
been
aware
of
that
or.

work
and
what

small
margins
they
work
at

I'm
thinking
to
myself.
Suppose
I've
got
a
calf
or
a
cow.
That's
coming
down
with
pneumonia
on
Thursday,

called
it
and
he
says
well,
I'll
be
out
there
Tuesday
and
Monday
it's
dead
in
to
me.
This
is
just
an
extreme
example
of
the
stupidity
of
the
bureaucracy
in
our
nation.
I
People
who
know
absolutely
nothing
about
where
their
food
comes
from
and
and
to
to
be
so
condescending
toward
those
of
us
involved
in
agriculture.
Who've
been
it's,
it's
like.
Oh,
you
could
just
go
out
and
take
care
of
cows.
You
know
without
even
any
experience
that
and
and
the
farmers
that
I
know
and
have
been
around
all
my
life
were
very,
very
thoughtful
and
careful
to
administer
an
antibiotic
or
any
other
drug
to
our
livestock
before
we
do
it
because
number
one,
we
want
to
make
sure
we're
right
number
two.

We
we
don't
want
to
spend
any
more
money
than
we
have
to,
because
most
farmers
are
very,
very
frugal.
That's
the
only
way
you
can
make
it
work
hard
and
be
frugal
in
you
know,
in
Bedford
County,
where
we
claim
to
be
supportive
of
Agriculture,
which
includes
Timber
and
and
animal
and
and
row
crop
agriculture.

need

think
we
should
do
something.
We
should
make
a
statement
at
least
to
Richmond
and
seek
help
from
our
governor
from
our
our
State
House
Representatives
to
to
go
before
them
to
stop
this
ludicrous
nonsense.
That
is
crippling
to
Farmers.
You
know-
and
it
comes
from
this
idea
that
antibiotics
are
in
our
food
and
people
are,
are
losing
resistance
to
bacteria
and
so
forth.

When
the
fact
of
the
matter
is,
you
know,
at
the
farm
level,
where
we're
producing
in
Bedford
County,
it's
not
going
to
the
consumer
for
probably
12
months
on
a
let's

on
a
beef
cattle
which
I
know
more

nevertheless

a
beef
or
a
bow,
Bova
or
swine
goes
to
the

an

good
young
man

veterinarian,
but
I'm
using
a
guy
from
Chatham
for
years
and
he's
in
his
70s
still
a
great
veterinarian.

can't

large
animal
veterinary
practitioners
in
this
area.

now
we've
got
one
new
one.

items
number
one
is
just

recognition
of
the
hard
work
of
our
fire
and
EMS
Crews
over
the
holiday
season,
particularly
the
volunteer
volunteer
organizations.

with
the
extreme
temperatures
that
occurred
and
a
lot
of
the
other
with
you
know,
fires
and
rescues,
and
so
forth.
They
were
very,
very
busy.
I
know
there
was.
There
was
two
horse
rescues
out
of
frozen
ponds
from
Special
Operations
teams
and
a
variety
of
fire
departments,
and
so
forth
worked
on
those
situations.

Anyways
just
you
know,
it's
always
heartwarming
to
see
Volunteers
in
our
organization,
going
above
and
beyond
doing
hard
work
out
in
the
community,
and

know
five
degree
weather
and
trying
to
help
out
our
citizens
in
their
greatest
time
of
need

recognize

hard
work

dedication

see

routine

crews

one
is
a
little
bit

administrative,

quick
update
on
personal
property
taxes,
as
of
right
now
about
50
percent
have
been
paid
to
date,
so
we
still
have
a
ways
to
go
with
that.
Our
staff
received
the
software
fix
in
order
to
apply
the
rebates
recently
and
we're
finishing
our
internal
testing,
hopefully
by
the
end
of
this
week,
just
to
make
sure
we
can
work
through
all
the
different
scenarios
and
so
forth.

goes
well
and
according
to
plan,

may
be
able
to
start
issuing
tax
rebate
checks
as
early
as
next
week,

rebate
checks

going
out

kind

we've
just
thought

is
to
send

updated
statements

not
paid
in
order
to
so
they
have
an
updated
bill
with
that
33
percent
rebate
applied.

somebody
owes
a
thousand
dollars,
they'll
get
a
new
statement
that
says

there's
667
dollars
that
you
would
owe
so
that's
so
then
they
can
make
a
payment
through
that,
so
the
catch
to
that,

course,
is
that
it'll
take
a
couple
weeks
to
get
those
printed.

envelope
stuff,
the
mailed
them
and,
of
course,
we're
coming
up
to
the
end
of
that
deadline.

consideration

extending
the
payment
deadline,

to
have

little
bit

by
the
end
of

week
as
to

not

extending

deadline

more
month

order

kick

the
