A
B
So
we
have
three
different
sections:
yeah
so
that
we've
been
adding
section
2.2
3711
A1
regarding
Emergency
Management
functions,.
C
Sure
the
commotion
would
prove
the
agenda
with
Roberts,
whatever
he's
putting
in
there.
A
E
A
Probably
seconded
all
those
in
favor
say
aye
aye
aye
any
opposed
motion
carries
next.
We
have
the
citizen
comment
period,
I'll
remind
the
audience
that
you
have
three
minutes
to
speak,
and
this
is
for
anything
that
does
not
have
a
public
hearing
or
presentation.
A
We
have
action
items,
the
only
public
hearings.
B
A
You've
got
a
motion.
Is
there
a
second
second
for
Mr
Scott
looks
like
this
can
be
just
a
voice.
Note.
B
G
A
H
Everything
going:
okay,
I'm!
Sorry
perfect!
Can
you
hear
me
okay,
good
evening,
Mr
chair,
County
Supervisors.
Thank
you
for
allowing
me
to
present
to
you
this
evening.
My
name
is
Mindy
Boyd
I'm,
the
chief
operating
officer
at
Goodwill,
Industries
of
The
Valleys,
we're
headquartered
out
of
Roanoke,
Virginia
and
I'm
excited
to
come
to
you
today
and
just
tell
you
a
little
bit
about
a
new
store
that
we
are
planning
in
the
forest
Market
of
Bedford
County,
and
how
that
really
came
about
just
as
a
as
a
quick
overview.
H
Our
service
territory
covers
a
large
portion
of
Virginia.
This
is
a
35
County
footprint
and
we
have
a
very
diverse
footprint
of
counties,
townships
and
cities
to
serve,
and
over
the
last
20
years
we
have
worked
hard
to
ensure
that
Goodwill's
Market
presence
is
strong
across
all
viable
markets.
Within
our
assigned
footprint
in
a
quick
look
back
at
the
last
year,
it's
noteworthy
that
our
Goodwill
celebrated
its
90th
anniversary
last
year,
and
it
was
surely
a
year
full
of
successes
in
the
first
year
post-pandemic.
H
Just
to
summarize
a
few
of
those
we
served
more
than
38
000
individuals
across
our
various
training
programs
and
foundational
Services.
We
placed
over
650
individuals
into
competitive
employment
over
2,
900
credentials
were
earned
by
individuals,
and
we
made
a
concerted
effort
to
reconnect
into
the
communities
in
which
we
exist
after
the
pandemic.
H
H
He
was
the
CEO
of
Goodwill
of
south
Mississippi
they're,
headquartered
in
Gulfport,
and
he
previously
served
as
a
member
of
the
executive
team
for
Goodwill
in
Central
and
Northern
Arizona
in
Phoenix
for
more
than
six
years,
and
during
this
leadership
transition
he
challenged
us
to
reimagine
the
mission
and
vision
of
our
Goodwill
and
a
result.
As
a
result,
we've
been
very
focused
on
the
elimination
of
poverty.
Our
mission
has
also
been
redefined
as
empowering
individuals,
strengthening
families
and
inspiring
communities.
H
My
reason
for
presenting
to
you
today
is
to
announce
an
important
piece
of
our
operational
strengthening
strengthening
in
the
forest
community
of
Bedford
County
in
goal
number
one
identified
as
strengthening
operations
that
covers
many
internal
support
pieces
to
Foster
growth.
However,
an
important
component
of
this
is
the
retail
operation,
and
how
can
we
improve
in
a
market
where
we
already
have
good
saturation?
H
However,
the
store
has
continued
to
grow
exponentially
and
it
exceeded
again
expectations
last
year,
generating
more
than
1.7
million
dollars,
but
it
comes
with
tremendous
challenges
as
we
continue
to
grow
in
the
community.
We
continue
to
see
increased
challenges
in
parking
and
inefficient
and
undersized
donation
area
inability
to
grow
on
the
existing
parcel
and
unusable
space
for
the
purpose
of
a
Goodwill
store
in
June
of
this
year
we
purchased
a
3.9
acre
parcel.
This
is
larger
than
any
parcel
that
we
typically
would
build
a
store
on
part
of
our
reimagination
and
and
our
re-envisioning.
H
The
future
is,
how
do
we
need
to
look
in
order
to
continue
to
grow
and
support
communities
and
knowing
that
Goodwill
is
sustained
by
the
revenue
in
the
retail
stores
we
have
to
reimagine
what
that
looks
like
make.
Bigger
investments
in
communities
where
we
exist
and
the
population
is
certainly
growing.
H
H
Excuse
me
this
opportunity
will
allow
for
a
modern
retail
location,
providing
improved
customer
and
employee
parking,
two-lane
cover
donation
area,
nearly
double
the
retail
selling
space
and
lastly,
Goodwill
will
own
this
building.
As
you
know,
ownership
provides
a
better
financial
performance
overall
versus
Leasing
consolidation
strengthens
impact,
and
what
does
this
mean
overall
in
the
market?
We
will
consolidate
the
current
forest
or
the
one
shown
in
in
the
picture
a
few
slides
ago
and
the
store
located
on
Forest
Brook
Road
near
Walmart,
which
is
over
into
the
city
of
Lynchburg.
H
Also,
it's
helpful
to
note
that
we
have
reinvented
our
brand
to
something
a
little
more
modern.
It
looks
much
fresher
cleaner
and
provides
an
easier
website
to
navigate
so
I
mentioned
that
also
to
say
that
I've
talked
about
our
strategic
plan
and,
if
you're
interested
in
the
deeper
details
of
what
that
looks
like
with
all
four
goals,
you
can
certainly
go
to
this
website
as
well
and
in
closing
I
wanted
to.
Let
you
know
that
we
should.
H
We
are
planning
to
have
a
groundbreaking
ceremony
and
I
would
love
for
you
to
save
the
date
on
November
15th.
There
should
be
some
invites
coming
very
soon.
We
have
a
tentative
construction
plan
to
open
the
new
store
in
the
fall
of
2023,
so
this
time
next
year,
I'm
looking
forward
to
a
beautiful
new
building
being
on
that
corner.
H
And
lastly,
I
would
like
to
thank
you
for
allowing
me
to
share
a
brief
portion
of
our
new
mission
and
vision,
a
small
component
of
our
new
strategic
plan
and
exciting
news
of
a
new
store
for
the
Forest
Community.
We
hope
you'll
join
us
in
a
few
weeks
to
kick
off
the
exciting
project
for
Bedford,
County
and
I.
Thank
you.
A
A
G
G
The
cameras
are
getting
worn
out:
they're,
not
reliable,
we're
having
to
send
them
off
for
maintenance
very
regularly
at
three
to
six
hundred
dollars.
Every
time
we
send
one
off,
they
won't
sync
to
the
cameras
and
the
vehicles
and
they
won't
sync
with
other
officers
on
scene.
So
they
are
timing
out.
The
original
quote
we
had
from
Axon
was
343
510.
The
new
quote
is
352
665.30,
that's
an
additional
nine
thousand
one
hundred
and
forty
five
dollars
and
thirty
cents
to
be
paid
out
of
the
sheriff's
Sheriff's
Office
operational
budget.
G
We
could
move
that
over
to
CIP
with
the
new
Queen.
What
the
new
quote
will
do.
It'll
give
us
another
warranty
that
replaces
all
cameras
every
30
months,
so
every
30
months,
we'll
get
all
brand
new
cameras,
the
latest
and
upgrade
updated
cameras
and
at
the
end
of
the
five
year
contract
we'll
actually
get
all
of
our
cameras
replaced
again.
So
when
we
go
forward
the
next
five
years,
we'll
already
have
all
new
equipment
with.
This
will
also
allow
us
to
do,
and
one
of
the
biggest
parts
of
this
cost
is
has
a
redaction
capability.
G
So
we
get
fully
requests
quite
often
for
our
camera
footage
anytime,
a
depth
is
on
a
call.
It
could
they're
going
to
be
running
a
social
or
some
sort
of
information,
and
that
can't
be
given
out
the
public
as
personal
information.
Also
it
could
video
a
juvenile
or
child's
face
with
this
new
camera
system,
we'll
be
able
to
redact
all
those
things
and
release
things
before
you
as
requested,
and
that's
becoming
the
thing
everything's
on
video
now
and
everyone
wants
wants
to
foil.
You
wants
the
video.
G
This
also
basically
takes
your
warranty
from
one
year
to
five
years,
because,
basically
getting
new
cameras.
If
you
don't
have
this
new
warranty,
you
get
your
cameras.
Have
a
one
year
warranty
with
this
they're,
getting
replaced
every
30
months,
so
basically
going
to
a
five
year
warranty
on
the
cameras
throughout
the
whole
life
of
this
contract.
G
One
other
thing
once
we're
switched
over
to
this:
it
will
eliminate
any
server
maintenance
fees
we
have
for
storage.
This
is
all
cloud-based
with
unlimited
storage
and
that's
the
main
reason
we're
going
with
this
system.
They
are
on
state
bid.
This
is
pretty
much
the
going
system
for
almost
all
law
enforcement
agencies
and,
like
I,
said,
the
additional
part
of
this
is
the
redaction
capability
in
that
warranty
to
keep
our
cameras
updated
and
with
all
the
things
we've
had
in
the
past
few
years.
G
Well,
as
soon
as
we
can
get
this
switched
over,
we
can
start
ordering
we've
been
on
a
trial
trial
base
with
these
guys
for
about
six
months,
and
it
has
been
a
supply
and
demand
issue
for
a
while,
but
they're
coming
back
in
play
now
so
I
think
when
we
get
executed,
I
can't
give
you
exact
time.
I'd
say
it
would
be
within
a
few
months.
D
E
A
I
Good
evening,
ladies
and
gentlemen,
present
for
your
consideration
this
evening,
a
resolution
to
apply
for
an
industrial
revitalization
fund
planning
Grant.
This
is
basically
for
upfront,
architectural
engineering
and
master
planning
for
the
old
Montvale
School
site.
This
grant
is
up
to
a
hundred
thousand
dollars.
There
is
no
match
required
from
the
county
this.
This,
the
the
preservation
Foundation,
has
been
working
diligently
out
there,
trying
to
repair
the
roof.
They've
been
working
on
some
of
the
insides
they've
been
revitalizing.
I
Some
of
the
outsides
they've
worked
with
Hill
Studios
to
put
together
this
planning,
Grant
idea
to
try
and
get
this
thing
kick-started,
and
they
have
to
ask
through
us
because
we
are
the
owners
and
so
for
for
your
consideration.
If
you
have
any
questions,
I'd
be
happy
to
answer
them,
but
it
is
up
to
a
hundred
thousand
dollars.
I
It
is
for
the
conceptual
drawings
and
so
forth
and
and
budgeting
for
this
for
future
work.
E
S
when
I
was
reading
the
discussion
of
this
in
our
packet,
it
mentioned
not
a
part
of
this
hundred
thousand
but
another
ten
thousand
for
the
National
Registry.
I
I
I
Through
their
budget
here,
let's
see
here
the
so
that
is
to
preserve
the
elements
of
the
building
that
that
are
the
oldest.
That's,
not
National,
Historic
preservation,
that's
not
all
the
bells
and
whistles
that
go
along
with
that.
E
I
So
they're
going
to
put
together
some
ideas,
basically
based
on
feedback,
that
would
do
some
assessment
of
the
existing
building
conditions
and
how
best
to
address
those
some
feasibility
planning
for
how
best
to
utilize
stability
and
how
best
to
you
know,
remodel
it
if
necessary,
repair
it.
If
not
so
that's
the
that's
the
preliminary
design
portion
of
it.
A
lot
of
it
is
conceptual,
very,
very
early
stages.
B
Yeah,
if
I
can
interject
I
think
and
that's
a
good
question.
My
understanding
is
part
of
this
process
is
to
help
narrow
down
those
ideas,
so
they
can
take
a
deeper
dive
into
the
design
criteria
of
what
different
uses
may
be
so
I
think
when
we
met
with
them.
They
talked
about
you
know
some
Community,
Center
aspects,
some
potential
medical
doctor
type
areas,
I
know,
Adult,
Day,
Care
was
thrown
out.
A
a
commercial
kitchen
was
an
idea.
I
think
the
benefit
of
going
through
this
process.
B
Is
it
kind
of
narrow
down
what
they
actually
want
to
do
and
then
have
the
architect
engineer,
design
around
those
desired
goals
and
also
I
think
part
of
Duran
to
also
allows
them
to
do
sort
of
a
business
pro
forma
as
to
not
only
what's
the
cost
to
renovate
this
building
for
this
function,
but
will
it
actually?
B
Is
there
a
business
case
for
it?
So
so
I
think
that's
part
of
what
this
grant
would
do
for
this
project.
J
J
I
Yeah
but
that's
fantastic,
yeah
I
think
that's
you
know,
I'm
happy
to
see
them
doing
and
working
so
diligently
out.
There.
C
I
I
Nope
this
is
this,
is
this
is
string
free.
B
Yeah
I
mean
the
only
the
only
string
attached
would
be
if
you
get
the
Grant
and
you're
in
the
middle
of
the
grant
plot
process,
and
if
you
like,
any
other
Grant,
if
you
decide
about
the
finish
the
planning
part,
then
you
know
there
might
be
a
penalty
for
that,
but
there's
no
obligation.
You
know
that
you
have
this
hundred
thousand
dollar
planning
Grant.
There
is
no
obligation
to
then
move
forward
for
the
renovation
construction
Grant.
That's
a
completely
separate
decision
and
a
completely
separate
pot
of
money.
I.
B
Well
I
mean
if
we
don't
finish
the
planning
Grant,
then,
if
we
don't
finish,
the
actual
planning
Grant
so
I
would
I
would
encourage
us
to
finish
it
before
we
do
that,
because
if
you
don't
finish
it
then
yes,
I
I
think
there
could
be
some
repercussions
for
not
finishing
the
actual
study,
I'm,
not
exactly
sure
I
know
in
talking
with
the
Hill
studio,
people
I
think
they
were
talking
about
six
to
six
months.
D
B
Six
to
eight
months
to
do
their
work,
maybe
less
but
I
I'm,
not
exactly
sure
what
the
rent
timeline
is.
I
would
imagine
it's
a
year
or
less
and.
E
K
And
I
was
thinking
about
that
question
downstairs.
I,
don't
believe
the
RFP
was
the
same
set
of
circumstances.
I
thought
we
had
people
who
came
in
and
said
this
is
what
I'm
going
to
do
with
the
building.
If
you
sell
it
to
me,
as
opposed
to
we're
hiring
a
professional
to
say
these
are
some
of
your
options,
so
we're
not
locked
into
actually
transferring
the
property
and
have
someone
do
apartments
or
whatever
they
were
talking
about
so
I
think
you're
talking
about
two
different
scopes
of
work.
We.
E
B
Is
correct,
yeah
I
mean
now
I
was
thinking
about
that
this
afternoon,
I
mean
if
you
go
through
this
entire
study
and
I'm
just
throwing
out
a
hypothetical
number.
You
know
go
through
this
entire
study
and
it's
and
it
comes
out
to
in
order
to
accomplish
functions
a
b
and
c
in
the
building
and
renovate
it.
So
it
could
be.
Functional
is
two
million
dollars.
Let's
say
hypothetically
I
mean
if
that's,
if
that
is
something
that's
unaffordable.
B
For
you
know
the
County
government
and
the
citizen
group
to
achieve
then
there's
no
obligations
to
move
forward
with
that
and
we
can
pivot
and
go
a
different
direction
with
another
solution.
A
Who
wrote
who
wrote
the
text
to
the
answers
to
the
irf
grants?
Narrative
questions
Hill.
I
Studios
wrote
the
text
for
the
irf
grant
submission
with
some
input
from
the
preservation
Foundation,
as
well
as
a
couple
of
comments
made
by
the
county
staff.
A
I
A
May
be
destruction
the
truth
here,
for
instance,
it
says
the
property
is
currently
I'm
about
that
for
County,
who
is
committed,
seeing
this
project
through
to
its
success.
Bedford
County
will
work
in
formation
of
the
money
Bill's
full
preservation,
Foundation.
A
And
and
I'm
looking
at
this
thinking,
I
mean
the
nature
of
our
questions
in
a
public
meeting.
Implied
that
that's
not
necessarily
the
case
and
and
so
I
just
don't
want
to
find
myself
in
a
legal
quandary
where
I've
overstated
an
application
on
a
grant
in
order
to
win
a
grant
when,
when
I,
don't
believe,
we're
being
completely
honest
with
with
our
application.
C
A
A
D
A
Correct,
well,
it
says,
discuss
current
property
ownership
and
willingness
of
the
current
property
owner
or
owners
to
facilitate
a
planning,
Grant
and
a
potential
future
Redevelopment
of
the
property.
That
implies.
We
are
committed
to
seeing
this
through
and
and
our
our
public
meetings
say
otherwise
and
and
so
I
I.
It
just
gives
me
some
concern.
I'm
I
just
want
to
make
sure
that,
if
we're
going
to
apply
for
a
grant
that
we're
being
honest.
F
A
B
I
Yeah,
we,
you
know,
if
you
have
some
revisions
to
suggest
I,
would
be
happy
to
accommodate
that
coordinate
that,
with
the
you
know,
we
were.
We
were
working
with
Hill
Studios
to
write
the
text
of
it.
The
commitment
was
kind
of
the
preservation.
Foundation
was
going
to
do
the
heavy
lifting
as
far
as
the
work
was
to
minimize
County
staff
involvement
at
this
point.
A
J
Okay,
Mr
Sharp,
yes,
I
feel
like
that.
We're
talking
about
a
word
I
think
you,
the
word
committed,
is
that
the
one
that
gives
you
heartburn
there?
Yes
and
are
we
having
a
discussion
here?
That's
okay
with
Mr,
yes,
okay,
so
so
anyway,
I
don't
wish
to
misrepresent
the
word
committed,
but
I
know
that
my
parents
were
committed
to
me
succeeding
in
life.
They
Carried
me
to
events
and
and
Coach
coaxed
me
along
to
do
my
best
and
and
I.
J
You
know
I,
don't
recall
in
a
meeting
me
ever
not
supporting
my
folks
in
Montvale
in
this
endeavor
I,
know
they're
working
very
hard
to
to
bring
this
project
to
fruition
and
and
I
admire
them
for
doing
that,
and,
and
so
I'm
committed
to
supporting
them
and
I,
realize
that
you
don't
you've
made
it
very
clear
that
you
don't
support
that
building.
J
You
want
it
demolished
and
that's
fine,
that's
your
opinion,
but
my
opinion
is
it
ain't
over
till
the
fat,
lady
sings
and
and
when
we've
got
a
group
of
people
who
are
growing
gaining
momentum
and
actually
making
progress
with
that
building
and-
and
there
are,
there
is
a
true
need
for
some
such
building
in
Montvale
that
Community
Event
Center,
because
I
I
honestly
to
this
day
couldn't
tell
you
how
many
miles
it
is
from
Bedford
to
Montville.
J
But
it's
a
long
trip
for
those
folks
who
live
out
in
that
area
and
if
you
want
to
travel
up
to
from
460
to
the
peaks
of
or
to
the
parkway,
it's
almost
a
20-minute
drive,
so
that
makes
it
close
to
an
hour
from
them
to
for
them
to
get
to
Bedford.
So
if
they
had
a
community
Event
Center
there,
where
some
older
folks
in
the
community
who
wish
to
have
to
go
to
Bedford,
for
instance,
to
a
senior
center
could
actually
go
to
Montville
and
and
make
use
of
that.
E
I
E
I
I
A
H
C
Them
success,
but
through
their
own
Endeavors,
with
the
county,
cheering
them
on
and
all
that,
but
not
committing
millions
of
dollars
for
something
that
we
couldn't
afford.
D
I
We
can
certainly
amend
that.
C
E
I
I
I
think
the
real
benefit
of
this
grant
is.
It
puts
a
one
of
the
aspects
of
the
planning
Grant
is
it
will
put
a
firm
cost
assessment
on
the
project,
a
realistic
done
by
the
the
Professional
Engineers
The
Architects?
That
do
this
thing
all
the
time
part
of
it
is
going
to
be
getting
that
cost
assessment
and
having
that,
as
a
point
of
data,
to
make
decisions
from.
J
I
had
no
idea
how
far
it
was
going
to
take
me
and
and
to
be
where
I
am
today.
If
somebody,
you
know
would
have
said
well,
Bob
I,
don't
know,
I
had
plenty
of
people
say:
I'm
not
going
to
buy
a
swimming
pool
from
you
because
I
don't
know
if
you'll
be
in
business
20
years
from
now,
and
the
fact
is
the
guys
that
that
were
in
business,
that
I
worked
for
I,
told
them
they'd
be
broke
in
six
months
and
they
were
when
I
quit
them.
J
My
point
of
this
is
saying
that
it's
it's
you
don't
I've
grown
a
business
and
I
think
maybe
Mr
Scott
has
as
well
I've
grown
a
business
from
nothing
to
something
and
and
I'm
not
sitting
here
bragging,
but
it's
the
only
example
that
I
know
that
I
can
use.
That
is
a
reality,
and
that
is
if
somebody
would
have
told
me
back
then
in
1984
what
I
would
be
today.
J
J
A
E
I
would
like
to
hear
from
our
other
board
members.
What
are
your
thoughts
I'm
still
I'm,
still
in
the
decision-making
mode?
I
I'm
just
really
concerned
that
we're
letting
this
group
of
people
do
all
this
work,
and
we
know
it's
gonna
we've
walked
in
that
building.
We
know
it's
going
to
be
millions
of
dollars
and
are
we
leading
them
down
the
wrong
path?
When
we
know
I,
don't
think
any
of
us
are
going
to
put
millions
of
dollars
in
that
building,
we
would
more
likely
sell
it
so
we'll
be
leading
them
down
the
wrong
path.
A
Make
something
of
it
I
think
I.
Think
they're
well
aware
of
what
you
just
said.
I
think
they're
aware
that
it's
going
to
cost
millions
of
dollars
to
fix
it,
we're
not
going
to
pay
that
money,
they're
aware
of
that
I
feel
like
they
are
I
think
they
know
that
the
opportunity
to
see
what
they
can
do
see
I'm
gonna
see
how
far
they
can
get
with
it.
Knowing
that,
if
it
doesn't
go,
then
I
don't
think
they're
are.
J
They're
very
well
organized
to
the
best
of
my
knowledge
and
Robert
I.
Think
you're,
aware
of
it.
Mr
Kaufman
is
as
well.
You've
got
Jimmy
Robertson
who's,
the
chairman
of
the
Eda
with
he
was
in
here
when
the
folks
from
Montvale
actually
made
their
presentation
a
while
back
and
Jimmy's
proven
himself
to
be
very
successful
in
large
projects
and
and
he's
he
spoke
of
him
that
himself
when
I
questioned
him
on
that,
so
I
think
they've
got
excellent
leadership.
J
They've
got
some
great
people
on
the
team,
they're
they're,
all
aware
of
of
the
potentials
for
failure.
But
again,
if,
if
we
focus
on
failure,
you
know
you
get
what
you
focus
on
in
in
so
so
I'm
going
to
focus
on
the
positive
and
with
the
no
strings
attached
Grant
here,
I'd
like
to
propose
that
if
no
one
else
has
anything
further
to
say.
K
Project
through
it
could
be
interpreted
that
way,
whether
that
gives
them
a
legal
basis
for
holding
anybody
accountable
for
the
millions
I.
Don't
think
so,
but
I
can
certainly
see
the
the
concern
about
how
that's
worded
is.
If
we
get
this,
then
we're
moving
forward
to
phase
two,
which
is
actual
construction.
I,
certainly
see
that
concern
I.
K
That's
up
to
the
board,
but
certainly
if
you
all
wanted
to
table
this
to
the
next
meeting,
we
can
try
to
massage
it
a
little
bit
and.
C
L
L
Guess
I
see
what
you're
saying,
if
you
just
change
that
one
word
or
that
one
sentence
that
segment
of
that
sentence
there
to
supports
applying
for
the
grant
or
something
to
that
effect
and
and
not
talk
about
seeing
the
project
through
to
the
end,
I
mean
that's
not
what
we're
asking
here,
we're
asking
or
they're
asking
just
to
be
able
to
do
this
Grant
and
that's
I,
think
what
pretty
much
we
told
them
when
they
came
in
here
and
asked
us
my
consensus
of
the
board
that
we,
we
LED
them
to
believe
that
we
would
support
that
and
I.
L
K
E
A
A
F
I'll
just
say:
I
think
this
is
a
very
important
part
of
the
due
diligence
and
feasibility
for
this
group
and
in
its
absence,
we'll
continue
to
just
be
chasing
our
tail
on
this
I
have
no
issue
with
it.
Whether
you
change
the
words
or
you
don't
I
would
be
supportive
of
this.
E
A
L
C
A
Scott
no
Pizza,
yes,
the
chair
votes.
No
next,
we
have
a
consideration
of
a
resolution
that
passed
we
have.
Next.
We
have
a
consideration
of
a
resolution
authorizing
an
agreement
between
Bedford
County
and
the
Virginia
Department
of
Housing
and
Community
Development
to
fund
and
administer
the
Virginia
telecommuni
telecommunications
initiative
project
with
Shenandoah
telecommunications
company
Shentel
resolution
r,
one
zero
one,
one:
two
two-04
deaf
presentation
by
Broadband
manager,
John.
M
Good
evening,
chairman
sharp
and
members
of
the
Broadband
Authority
this
evening,
I
have
agenda
item
number
9C
and
its
corresponding
resolution,
which
will
complete
the
legal
administrative
agreements
between
Virginia
Department
of
Housing
and
Community
Development,
which
we
all
refer
to
as
dhcd
and
Bedford
County.
Your
action,
if
favorably
acted
upon,
will
then
allow
County
Administrator
hiss
to
sign
the
required
contract.
M
I
would
add
that
the
contract
stipulates
that
Shentel
shall
complete
its
construction
work
on
this
project
within
24
months,
a
24-month
period.
County
staff
has
worked
with
dhcd
and
Shentel
to
assist
the
transition
of
this
project,
which
is
required
resolving
financial
and
budget
issues
stemming
from
this
project
now
having
multiple
funding
sources,
which
are
the
state
fiscal
recovery
funds
and
as
well
as
state
general
funds.
M
So
this
has
led
to
considerable
back
and
forth
and
the
lengthy
time
between
this
contract
and
the
one
that
you
all
originally
executed
between
us
and
Chantel
two
or
three
months
ago,
but
this
this
back
and
forth
with
Shentel
and
dhcd
over
the
last
couple
of
months
has
led
to
the
fact
that
this
change
in
funding
sources
does
now
require
this
one
project
to
actually
have
two
separate
contracts.
So
that's
what
has
dragged
this
last
item
for
for
another
several
weeks
weeks.
M
This
agreement,
if
approved,
would
mean
all
three
of
our
Broadband
projects
have
both
of
their
legal
excuse
me
both
of
the
required
legal
documents
executed
with
Bedford,
County
and
dhcd
I'd,
be
remiss
if
I
didn't
think
Robert,
Patrick
and
Eric
Smedley,
as
well
as
Authority
members,
tuck
and
Scott
for
their
considerable
work
on
all
of
these
legal
documents.
I
appreciate
the
Authority's
ongoing
support
and
am
pleased
to
say
that
we
continue
to
make
steady
progress
on
a
variety
of
broadband
fronts
and
I.
Thank
you
again
for
your
time
and
consideration.
A
It
the
nusha
that
you
get
involved.
M
D
D
A
M
I
really
do
I
mean
I've
enjoyed
this
I
came
into
this
not
being
exactly
a
Broadband
expert.
I
I
can
fake
it
a
little
bit
now,
but
I
know
how
to
keep
this
stuff
moving.
We
have
a
good
a
lot
of
good
team
players,
Robert
and
Patrick,
and
Eric
and
Ashley
the
people
that
we're
working
with
at
the
isps
have
been
have
been
really
good,
I'm,
very
happy
to
say.
Well,
I
hope
you
don't
mind
my
editorializing
here,
but
I
think
you
all
will
be
happy
to
know
that
zytel
is
already
out
there.
M
Hooking
people
up
connecting
people,
Bedford,
County
and
zytel,
were
held
out
at
a
recent
Virginia
Broadband
advisory
council
meeting
publicly
by
dhcd
staff.
The
office
of
broadband
held
us
out
and
spoke
favorably
of
Bedford
and
zytel
for
being
one
of
the
first
Partnerships
in
this
last
vati
Grant
round
to
have
people
actually
being
hooked
up
already.
So
there's
more
good
news
to
come.
There's
a
ton
of
work
to
do,
but
but
we're
getting
there
and
I
appreciate
you.
A
All
right,
I'm,
assuming
to
more
questions,
I'll
open
it
up
to
the
board
for
possible
motion.
C
C
L
A
A
Sure
I'd
just
like
to
comment.
D
A
I
attended
the
Farm
Bureau
dinner
last
week
and
supervisor
tuck
and
the
professor
Parker
both
were
there
and
it
was
well
attended
and
well
represented,
just
very
proud
of
the
job
that
everyone
too,
the
Farm
Bureau
really
puts
on
also
had
a
community
meeting
that
I
told
you
all
about
that.
I
was
having
over
party
systems
concerned
about
an
RV
park
going
in
next
Hardy
Road,
Bridge
and
there's
probably
it
was
probably
over
50
people
at
that
little
fire
station.
They
came
out
in,
of
course,
great
information.
That'll
probably
come
before
the
board.
J
Any
other
I
got
a
phone
call
today
from
a
gentleman
that
lives
over
in
Town
and
Country,
and
he's
actually
taken
it
upon
himself
to
go
out
and
talk
to
his
neighbors
over
there
and
I
think
he
told
me
he
had
somewhere
around
180
signatures
of
households,
single
individuals,
so
I
guess
he
got
dual
households
but
dual
folks
in
the
household
or
whatever,
but
opposed
to
phase
two
of
the
Bedford
town
of
Bedford.
Moving
forward.
J
B
Let's
see
the
first
one
is,
and
this
is
fairly
why
Baker
makes
this
so
formal,
but
they
do
the
vaco
voting
credentials
for
their
annual
business
meeting
in
November
I
believe
we
have
two
supervisors
attending
Mrs,
bansley
and
Mr
Johnson.
So
who
wants
to
be
the
voting
delegate?
Who
wants.
A
B
A
B
A
A
B
I
still
have
one
other
thing:
oh
sorry,
sorry,
our
landfill
tipping
fee,
so
at
the
oh,
my
God,
my
computer,
is
malfunctioning.
B
At
the
July
25th
board
meeting
the
board
approved
a
resolution
to
authorize
quarterly
adjustments
of
for
the
total
cost
of
the
disposal
at
the
landfill.
So
we
went
through
a
public
works
committee
and
we
we've
talked
about
this
in
great
detail
with
them,
and
then
we
brought
to
the
board
with
the
fluctuation
of
fuel
prices
up
and
down
and
CPI
increases
that
are
different.
Vendors
or
partners
are
using
specifically
Republican
Thompson
Trucking.
We
want
to
have
some
flexibility
to
adjust
the
rates
as
needed
on
a
quarterly
basis.
B
Whenever
we
devise
this
plan,
however,
we
did
not
anticipate
there
being
six
and
seven
dollar
swings
in
in
fees
when
we
thought
about
this,
and
we
thought
there
might
be
a
dollar
or
two
dollars
here
or
there
up
or
down,
but
having
you
know,
a
six
dollar
or
seven
dollar
increase
all
at
once
is
not
well
it's
not
what
we
envisioned
so
so
anyways.
B
We
we
had
a
tipping
fee
of
52
dollars
from
January
2021
to
July
of
2022,
and
then
with
the
the
resolution
that
was
passed,
we
increased
it
to
59
per
ton,
effective,
September
1st,
and
then
you
know,
Thompson,
Trucking
and
Republic.
They
sent
us
their
annual
CPI
increases
and
made
some
fuel
adjustments,
because
you
know
that
was
kind
of
the
height
of
when
the
fuel
costs
were
expensive.
B
So
if
we
went
with
those
increases
as
a
seven
dollar
increase
of
66
dollars
per
ton,
which
we
would
make
effective
in
November,
that's
really
not
a
good
place
for
us
to
be
66
dollars.
A
ton
would
be
higher
than
all
the
surrounding
landfills
and
transfer
stations
in
the
region
and
could
result
in
I
guess
on
a
polite
way
to
put
a
redirection
of
the
solid
waste
stream
to
other
areas,
maybe
increase
illegal
dumping
and
other
types
of
things
So.
B
What
at
a
staff
level
we've
talked
about,
is
kind
of
putting
up
potentially
a
pause
on
any
increases
until
we
can
get
our
Public
Works
committee
back
together
and
discuss
this
again,
we,
the
59,
leaving
at
59
a
ton,
does
cover
our
actual
contractual
costs.
B
We
whenever
we
set
this
this
fluctuated
rate,
we
had
a
an
additional
six
dollar
per
ton
offset
for
the
transfer
station
overhead
expense.
So
we
won't
be
realizing
that
overhead
expense
offset,
but
we
I
think
it'd
be
I,
think
it's
important
for
us
to
re-look
at
this
policy
and
and
come
back
with
some
other
recommendations
and
leave
it
at
59
a
ton
for
right
now,
of
course,
since
I
wrote
this
memo,
gas
has
increased
20
cents
in
the
last
week.
So
so
that's
always
something
so
so
anyways
that
that's
what
we're
kind.
B
We're
just
a
number
of
closed
session
items.
K
Or
a
few
okay,
and
with
that
I
would
call
for
a
motion
to
go
into
closed
session
pursuant
to
section
2.2-371183
discussion
of
possible
acquisition
of
real
property
regarding
a
property
held
by
the
school
board
on
cottontown
road
section,
2.2-3711,
A7,
consultation
with
legal
counsel
regarding
actual
litigation
regarding
utility
services
and
section
2.2-3711
A1,
a
Personnel
matter
regarding
Emergency
Management
functions.
D
D
K
Now,
therefore,
it
would
be
resolved
at
the
pepper
County
Board
of
Supervisors
does

to
the
best
of
each

only

only
such
public

Mr

Oh.
B
Just
we
do
have
some
unusual
or
different
things,
a
reminder
that
the
October
24th
meeting
we
do
not
have
a
regular
meeting,
we'll
be
having
a
joint
work
session
with
the
school
board
at
five
o'clock
at
the
Bedford
area.
Welcome
center
and.
D
B
Finances
particularly
about
the
reversion
impact-
that's
probably
a
substantial
amount
of
those
discussion-
might
be
a
little
bit
about
Capital
repairs.
Also
the
buildings
School
enrollment
there
might
be
a
few
other
topics,
but
that'll
be
mostly
what
it's
about
we'll
get
out.
I
want
to
meet
with
them,
I
mean
next
week
and
get
the
materials
together.
B
The
other
two
items
just
to
notice
is
the
November
7th
November
November
28th
meetings
just
be
prepared.
Those
are
setting
up
to
be
very
long
meetings.
We
have
a
number
of
zoning
public
hearings,
Mr
Mitchell
and
I
we've
tried
to
and
with
Patrick
we've
tried
to
space
them
out
the
best
we
can,
but
just
be
prepared
for
some
long
evenings
so
anyways,
mostly
because
of
zoning
public
hearings.
