councilmember
Jeremy
Barksdale.
So
as
you'll
recall
last
time
we
were
here.
If
you
were
here,
we
made
a
decision
to
have
nice
serve
as
temporary
chair
to
preside
over
the
election
of
the
mayor,
which
is
the
first
item
of
business
on
tonight's
agenda.

I'm
going
to
read
from
the
script
here,
for
those
of
you
not
wholly
familiar
with
how
Bellevue
is
governed
if
we
follow
the
council-manager
form
of
government
which
calls
for
the
mayor
to
be
elected
from
among
our
seven
council
members
every
two
years.
The
mayor
acts
as
the
City
Council's
presiding
officer,
represents
the
city
in
a
number
of
forums
and
performs
a
number
of
ceremonial
roles
at
the
conclusion
of
tonight's
election
of
the
mayor.
The
new
mayor
will
take
the
gavel
and
preside
over
the
election
of
the
deputy
mayor
at
the
December
9th
meeting.

council
voted
to
amend
our
rules
to
put
in
place
an
alternate
form
of
conducting
the
election.
This
meeting
this
method
is
characterized
by
voting
on
all
nominees
simultaneously,
instead
of
one
at
a
time
and
using
written
ballots
rather
than
a
voice
vote,
the
results
of
tonight's
written
ballots
will
be
tabulated
and
read
aloud
by
the
city
clerk.
The
process
for
night
selection
is
as
follows.

priorities
about
how
achieving
human
potential
Bellevue
is
failing
its
mentally
ill
patients
of
all
income
levels.
We
have
a
systematic
failure
of
serving
mentally
ill
patients
in
all
income
levels
with
inadequate
treatments.
Members
of
our
community
arrived
in
the
ER
waiting
for
a
psychiatric
evaluation
rooms,
get
full
patients
stay
in
the
hall,
sitters
walked
over
them.

Consider
the
following
case:
a
severely
agitated
depressed
older
person
is
seen
by
her
medical
doctor
after
failure,
medication
to
change
the
sentence
and
thoughts
of
suicide,
the
family
in
depended
six
out
of
psychiatrist.
The
patient
is
evaluated
given
two
medications
and
sets
up
with
us.
I
us
another
appointment
with
a
different
psychiatrist
who
has
other
medications?

The
patient
has
side
effects
and
the
psychiatrist
recommends
going
to
the
hospital,
so
they
can
make
sure
that
the
drugs
side
effects
all
these
things
that
they
can
be
admitted
into
inpatient
care
and
being
taken
care
of
upon
arriving
at
the
hospital.
The
patient
freely
admitted
that
she
would
like
she
thinks
of
suicide
and
made
a
plan
for
it.
The
patient
is
meted
to
the
murders
room
about
2
p.m.
laps
samples
are
taken.
She
sees
a
doctor,
she
never
hears
the
results
of
the
lab.

If
she
doesn't
go
freely
of
her
own
own,
they
won't
take
you
out
over
Lake
and
they
will
send
you
anywhere
in
western
Washington,
maybe
Tacoma,
maybe
Marysville,
but
someone
who
is
just
distressed
and
feeling
suicidal
and
feelings
so
bad
to
be
sent
that
far
away
from
their
family
is
not
the
way
we
want
to
be
and
our
people
our
strength,
our
people,
our
biggest
economic
factor
and
all
the
people
coming
here
from
all
those
other
cities
working
for
high-tech
companies,
our
minds,
our
biggest
asset.

my
name
is
Steve.
Williams
I've
lived
on
fuzzy
force
plays
in
Bellevue
for
over
35
years
now,
starting
in
1974,
I
worked
for
King
County
as
a
park
manager
and
Coal
Creek
was
added
to
my
district.
In
1978,
later
I
became
the
first
manager
of
King
County's
Cougar
Mountain
Regional
wildland
park,
a
position
I
served
in
for
20
years,
since
retiring
in
2005
have
come
back
each
summer
to
monitor
coal
mine
subsidences
within
that
park.

There
are
over
200
of
them
now
where
land
above
has
collapsed
into
open
coal
tunnels
below
the
park.
Point
Planned,
Unit
development
proposal
site
has
three
different
coal
mines
underneath
it
with
tunnels
running
in
all
directions.
One
was
abandoned
in
1894
because
of
a
fire
that
could
not
be
put
out
after
the
Pacific
Coast
coal
company
left
the
area
in
the
1930s
depression,
local
unemployed
miners
went
in
and
robbed
pillars
or
blocks
of
coal
that
were
left
there
to
hold
the
roof
up.

Much
of
that
work
went
undocumented,
as
did
new
air
shafts
and
other
shafts
meant
to
send
Timbers
down
too.
We
temporarily
support
the
roof
justice
Lac
last
year,
Lake
mount
Boulevard
was
closed
for
a
week,
so
that
erodes
subsidence
over
the
gas
pipeline.
There
could
be
firmed
up.
That
slump
was
over
the
number-3
mine
workings,
which
also
run
under
the
park
point
development
site.

The
number
for
air
shaft
runs
north-south
under
the
middle
of
the
site
and
the
old
Bagley
mine
also
has
tunnels
running
east-west
underneath
the
site.
I
think
it
is
very
unwise
to
place
houses
and
a
stormwater
involved
directly,
above
all
of
these
unknowns
and
potential
future
problems.
On
another
note,
I'm
here
to
speak
for
the
animals
who
have
no
voice
and
for
the
hundreds
and
hundreds
of
Park
users
who
have
told
me
that
they
value
the
place
for
its
peace,
quiet,
beauty
and
wildlife.

This
seems
risky
and
a
missed
opportunity
to
preserve
rare
meadow
habitat
and
a
complete
Coal
Creek
Park
right
now,
Coal
Creek
Park
surrounds
this
site
on
three
different
sides
and
has
streams
and
tributaries
on
all
three
sides
as
well,
that
might
be
jeopardized
for
over
80
years,
the
pasture
land
here
served
as
a
safe
wildlife
crossing
between
the
two
parks
Milt
Swanson,
the
last
coal
miner,
who
lived
in
the
house.
There
taught
school,
kids
and
hikers
about
coal
mining
that
had
happened
right
under
their
feet.

remember
he
had
a
coal
car
mounted
in
his
front
yard,
visible
from
Lake,
Mont
Boulevard
and
behind
his
house.
He
had
a
small
museum
with
maps
and
tools
and
coal
mining
artifacts.
We
would
request
that
you
preserve
that
land
as
part
of
Coal
Creek
Park
and
perhaps
think
about
installing
an
interpretive
Center
or
ranger
station,
where
those
artifacts
could
be
displayed.
