and
thankful
that
you

probably
other
all

other
nights

between
doing
what
I
would
consider

city's

have
never
done
any
of
it
alone,
whether
it
is
as
the
Director
of
Finance
and
asset
management
and
leading
all
the
unsung
heroes
of
this
city,
whether
they
pay
the
bills.
For
you
make
sure
the
payroll
gets
done
on
time
fix
the
cars
make
sure
the
facilities
work
speaks
the
heating
in
the
council,
chambers
and
Etc.
It
is
a
pleasure
to
have
led
that
group
and
done
the
work
that
we've
done
together
for
so
long.
My
LT
peers,
I
am
continually
thankful
for
what
the
work
that
they
have
done.

We
have
managed
to
bring
forward
some
really
challenging
budget
discussions
and
other
discussions
forward
to
the
city
manager
and
then
on
to
you
in
the
many
of
the
six
or
seven
budgets
that
we've
worked
on
here
and
there
have
been
some
really
great
conversations
that
have
occurred
with
varying
varying
varying
different
viewpoints.
But
in
the
end
the
LT
came
together
as
a
team
and
made
a
solid
recommendation
on
a
budget
forward
to
the
city
manager.

Someplace
because
you're
late
from
work,
my
family,
my
daughter
up
on
the
screen
behind
you
and
then
also
my
family
over
my
left
hand,
shoulder
are
here
because
they
really
have
shouldered
a
lot
of
the
work
that
happens
as
we
do
that
and
then
finally,
I
would
be
completely
remiss
if
I
did
not
give
a
very
big
fat
shout
out
and
recognition
to
city
manager
Miyaki.
He
is
the
epitome
of
a
public
servant.
I
He
somehow
balances
the
needs
of
a
growing
organization
versus
the
growing
Community
needs
that
exist
out
there
and
he
comes
every
day
and
makes
some
really
tough.
Decisions
to
make
this
organization
grow
and
I
am
forever
grateful
that
he
has
been
our
leader
and
has
been
such
a
mentor
to
me
as
I
have
continued
through
my
career
as
I
leave
the
city
and
transition
out.

I
am
honored

say
this

an
incredibly
well-run
City

I
am
so
thankful
that
I
had
the
opportunity

work

it

long

now
known

Isola
land,
my
name
is
Randy
Gaddy,
my
wife
and
I
live
at
7242
Lakemont
Boulevard
Southeast,
Bellevue
98006.

We
have
lived
there
for
38
years.
We
live
right
across
the
street
from
the
Isola
property.
We
have
an
intimate
knowledge
of
the
property
and
the
past
owners.
Milt
Swanson,
our
former
owner
and
an
historian
is
a
dear
friend
for
was
a
dear
friend
for
29
years
had
wanted
his
property
sold
to
the
city
of
Bellevue,
so
it
could
be
preserved
for
Park
use.
Unfortunately,
he
failed
to
take
legal
measures
to
ensure
that
this
was
what
happened
after
his
death.

It
was
a
farm
with
a
barn
and
horse
patches
up
until
milt's
death
in
2014
almost
100
years,
he
became
a
larger
Wildlife
Corridor
since
2015,
when
the
land
was
vacated,
bear
deer,
coyote
and
an
occasional
bobcat
are
seen
frequently
Crossing
Lake
Mountain
Bullard
Boulevard
from
the
Isola
property
onto
our
property
proposition.
One
had
just
passed
with
overwhelming
support
set
aside
20
20
million
to
acquire
open
space,
Greenways
and
Wildlife
corridors.
This
property
direct
aligns
with
the
updated
Park
and
open
space
Levy.

It
directly
aligns
with
the
council's
goals
to
increase
the
tree
canopy
instead
of
a
line
I
sold
it
to
cut
down
85,
mature
trees,
I
hope
it's
my
hope
that
if
this
land
were
to
come
up
for
sale
once
again,
the
council
would
recommend
the
city
of
Bellevue
and
King
County
Park
system
to
combine
and
purchase
this
land
for
the
great
purpose
of
preservation,
education
and
Recreation.

showed
me
that
the
hilly
terrain
of
the
property
did
not
make
it
suitable
for
further
construction
beyond
the
current
single
single
family
home,
despite
the
large
plot
size.
In
addition,
we
began
noticing
all
the
wildlife
that

making
its
way
through
the
property
all
through
the
day
and
night
Pileated
woodpeckers,
lynxes,
coyotes,
owls,
hummingbirds
of
various
kinds,
American
bald
eagles,
rare
frog
species,
many
more
kinds
of
birds,
animals
and
butterflies.

My
ask:
is
this
Council
decision
be
truly
seen
for
the
balance
it
brings
through
a
small
conservation
step
in
the
form
of
a
good
infusion
of
native
species
and
Greenery
for
a
disproportionately
small
outlay
by
the
city,
the
precedent
of
other
King
County
towns
and
cities
embracing
this
pbrs
program
and
the
existing
pbrs
availing
properties
within
Bellevue
alongside
your
stats,
deliberate
and
diligently.
Crafted
yes
recommendation
besides
King
County's
full
approval
should
all
allow
the
fair
justification
for
your
yes
vote.

reforestation
plans
for
this
property
will
need
substantial
investment
outlay
from
me.
Raising
a
forest
needs.
Successful
natural
inter-development
of
fur
and
pine
evergreen
tree
cover
intermediate
deciduous
tree
canopy

Washington,
large
leaf
maples
and
Gary
Oaks
understory
shrub
development
like
Serviceberry
and
nutka
Rose
and
finally,
Ground
Covers
such
as
sword
ferns.
It
is
going
to
involve
much
time
and
effort.

pbrs
program
with
its
inspections

Performance
Based
withholding
of
program
benefits
already,
has
the
necessary
governance
mechanisms
to
affect
performance.

Bellevue

the
yes
vote
brings
ecological
conservation
balance
to
a
rapid
and
pervasive
growth
and
the
pbrs
program
guard
rails.

reforestation
effort,
the
no
wood,
closes

opportunity

Bellevue
citizens
to
try
this
public-private
partnership

Forward,
all
while
pbrs
is
benefiting
1450
other
participating
landowners
with
their

King

inflow
and
infiltration

fact,
isola's
Engineers
determined

site
is
not
feasible
for
lid
storm
water
will
be
collected
and
filtered
in
a
giant
storm
water
Vault
before
being
discharged
above
the
iconic
waterfall.

developer
to
take
an
ax
to

mature
native
trees,
the
city
will
be
saving
trees
and
likely
providing
space
for
additional
tree
canopy

the

benefit
rating
system

King
County
has
sent
out,

them

reject
the

restoration
properties,
because

so
many
unanswered
questions
and
King
County
did
not
approve

section
they
approved
it
on
conditions
so
I
that
one
of
those
conditions
was
to
have
a
planting
plan
by
November
1st,
which
we
have
not
received.

not
allow
Bellevue
to
get
the
answers.
It
needs
it's
not
clear
what

allowable
in
the
PRC
for
this
and
there's
a
lot
of
issues
around
open
space
and
the
potential
for
development.

the

going
to
be

County

property

for

the

Alps
Trails
Club
on
nature
walks

all

that

and
also
recently
have
been
leading
history
hikes
for
the
East
Side
Heritage
Center
here

Bellevue,

so

wanted
to
share
with

wildlife
we'd
hoped
to
have
them

big

it

first

large
animals
black
bear
black-tailed
deer,
Bobcat
coyote.
There
are
25
animals
here

cross
the
road
from
Miranda
gaddy's
property
and
the
King
County
park
on
the
east
side,
down
into
Coal,
Creek
Park,

that's
really
important,
Wildlife
Corridor,
especially
in
the
dry
Summers,

they
go
Downstream
for
water

right
now
for
spawning
salmon.

open
pasture
in
Meadow
provides
habitat
for

more
birds,

Hawks

bardels

great
horned,
owls
and

with
the

the
farm
often
talked

barnells

swallows
it
nested
in
his
barn,
so
the
buildings

about
quail

pheasant

meadowlarks

were
in
the
open
land
and
pasture

the
insects

they
were
eating.

butterflies
and

visitors

bellevue's

direct
economic
benefit

our
city

providing
an
elevated
quality

life

highest
priorities
in
the
Bellevue
destination
development
plan
is
organization
operations

budget.

Tourism
promotion
areas
have
revolutionary

destination,
marketing
management

tourism
development
since
originating
in
California

1989,

Washington
state
in
2003,
where
there
are
currently

tpas
in
operation.
Tpas

300
plus
destinations
across
23
states
in
North
America,
enabling
stable
dedicated
funds
for
Destination
marketing
management,
sales

tourism

as
the
impacts
of
kova

continue
to
leave

industry

recovery

formation
of
the
Bellevue
tourism
promotion
area.
The
TPA
is
a
public-private
partnership
that
will
enable
supplemental
funding
for
tourism
promotion
and
economic
development
activities
identified
in
the
Bellevue
destination
development
plan.

The
TPA
formation
is
a
public-private
partnership
enabled
by
the
state
legislature
that
is
working
with
in
most
all
communities
quite
nicely
in
Washington
state
and
throughout
North
America.
In
fact,
I
was
personally
involved
in
the
formation
and
oversight
of
the
TPA
in
San
Francisco,
as
well
as
the
oversight
for
the
TPA
in
Anaheim
when
I
was
with
Hyatt
in
both
of
those
cities.

I
can
tell
you,
from
personal
experience
their
positive
game
changers
in
really
forcing
and
supporting
marketing
and
tourism
for
the
cities
that
support
a
TPA.
The
Bellevue
hotels
have
been
planning
and
discussing
the
new
tourism
and
promotion
area
since
2019.
the
Bellevue
hotels
gathered
multiple
times
in
2021
to
understand,
discuss
and
formulate
future
strategies
around
a
new
TPA
for
Bellevue.
In
the
end,
with
guidance
from
visit
Bellevue,
the
city
of
Bellevue
and
civitas,
an
independent
consultant,
we
formulated
a
petition
to
gather
Engage
The
needed
support
for
a
TPA
in
Bellevue.
Q
We've
gathered
support
in
the
form
of
signed
petitions
from
4
310
of
bellevue's
hotel
rooms,
representing
80
percent
of
Bellevue
hotel
rooms,
far
exceeding
the
state
mandated
and
required
60
threshold
through
a
recent
2022
lodging
survey
within
current
tpas,
they
asked
in
their
assessment,
has
the
district
ever
lost
customers
due
to
TPA
assessment.
Less
than
one
percent
of
respondents
indicated
they
had
lost
customers.

future
additional

Supply
is
important
for
us
to
continue
to
evolve
as
a
destination
and
to
accommodate
future
growth,
but
we
need
to
ensure
that
we
have
proper
funding
in
place
to
help
generate
the
future

survey
each

the
summer,
all

invited

participate

survey
which
examines
the
overall
technology
programs
and
plans

a
city.

extensive
survey
covers
data
management,
analytics
networking
and
security,
digital
Innovation
culture
and
Leadership
application
development,
user-centric
Technologies,
providing
cost-effective
services.

award
application
emphasized
progress
on
the
smart
Mobility
plan,
including
Vision,
zero
Partnerships
that
leverage
video
from
traffic
cameras
around
Bellevue
to
track
near
collisions,
making
our
systems
and
Roads
safer
during

pandemic.

free
public
Wi-Fi
available
at
affordable
housing
properties,
community
centers
parks
and
other
City
facilities
to
help
with
connectivity
needs
where
we
can
was
upgraded.

dashboard,
supporting

helping
to
achieve
Council

also
leverage

the
public
related

and
international
trade.
The
my
Bellevue
chat
bot
was
relaunched
and
expanded
Beyond
covid-19
questions.
It
now
supports
general
questions
and
continues

addition

supporting
eight

for

Defense
services

their
own
legal
counsel.

several
years,
tonight's
staff
will
present
a
proposed
ordinance,
which
would
add
a
new
section
to
the
Bellevue
city
code,
specific
to
Public
Defense
service,
the
Public
Defense
service
contract,
consistent
with
state
law.

is
seeking
direction
from
Council
to
return

a
future
council
meeting

adoption

these
standards

clarifying
the
city's
high
expectations
for
continued
provision
of
Public
Defense
services
and
also
will
help
the
city
qualify
for
application
for
State
funding
to
help
improve
the
program
in
the
future.

Defense
program
and
then

spend

majority

the

diving
into
the
proposed
ordinance,

the
first
time
this
item
is
coming
before
Council.
So
we
wanted
to
provide
you
a
little
bit
of
background
on
the
item
and
how
the
Public
Defense
program
is
currently
operating
in
the
city.

there
are
two
main
components
of
this
program,
the
first
of
which
is
client
screening,
the
city
contracts
of
a
Public
Defense
screener,
to
provide
screening
services.
These
screenings
take
place
on
the
phone
through
an
online
form
available
on
the
city's
website,
as
well
as
at
the
Bellevue
Courthouse.

The
screener
helps
walk
defendants
through
the
process
of
applying
for
Public
Defense
and
then
Works
to
make
sure
that
they're
they're
properly
assigned
to
one
of
our
contracted
public
defenders.
We
have
two.
We
have
sorry.
We
have
one
primary
Public
Defense
firm,
that
represents
the
majority
of
clients,
and
then
we
have
two
conflict:
Public
Defense
firms
that
provide
conflict
counsel.
In
case
the
defendant
has
a
conflict
with
the
primary
Public
Defense
firm.

Not
only
would
the
state
statute,
but
we
see
this
as
an
opportunity
to
support
the
quality
and
effective
legal
representation
of
clients
in
Bellevue,
more
formally
by
introducing
it
into
the
city
code
to
develop
the
proposed
ordinance.
We
incorporated
guidance
from
the
Washington
State
Bar
Association
standards
for
Indigent
defense,
Services,
relevant
court
cases,
rules
adopted
by
the
Washington
state
supreme
court.
We
also
reviewed
the
Public
Defense
standards
adopted
by
neighboring
jurisdictions.

overall,
the
benefits
of
the
ordinance
are.
It
will
support
the
quality
and
effective
representation
taking
place
in
the
City
by
setting
parameters
around
what
Public
Defense
services
will
look
like
in
the
city
and
clarifying
the
expectations
for
contractors.

providing
these
services,
it
will
also
codify
existing
practices,
including
the
compensation
of
services
attorney
qualifications,
that
we
require
procurement
processes
and
assignment
of
cases.

specifically
for
the

city
isn't
already
doing

we're
already
providing
the
translation
services

use

the
social
work
is
something
that
we

would
be
interested
in,
possibly
applying

exploring
more
as
well
as
you
could
use
it
for
many
things
to
add.
Additional
services
like
Investigative
Services
and
the
social
work
is
another
example.

translation,
there
is
a
standard
in

that
does
address
that
public
defense
attorneys
should
have

make
available

type
of
translation
services.
People

help
people
who
are
perhaps
not
native
English
speakers
or
may
have

disabilities

handicapped
that
prevent
them
from
having
face-to-face
conversations.
So
there
that
has
been
covered
in
the
ordinance.

issue
because
the
city
has
received
interest
in
the
formation

a
tourism
promotion
area
by
our
local
hoteliers.

Partners
at

create
a
Bellevue,
Redmond,
TPA
or
brtpa
generally.
Tourism
promotion
area
is
a
way
that
local
governments
can
generate
additional
revenue
for
tourism
promotion,
hotelier's
position,
a
legislative
authority
to
form
the
TPA
and
impose
a
nightly
room
charge.

legislative
Authority
can
only
use
the
revenues
to
promote
tourism
in
line
with
the
petition
submitted
by
the
stakeholders,
and
we
should
note
that
in
King
County,
a
TPA
must
be
comprised
by
two
or
more
cities
and
acting
under
an
interlocal
agreement.
So
the
success
of
an
information
of
an
Administration,
the
successful
formation
and
administration
of
a
TPA
depends
on
both
the
support
of
Industry
stakeholders
and
coordination
of
governmental
parties.

Bellevue
Zone
and
a
Redmond
Zone,
comprised
of
the
jurisdictional
boundaries
of
both
cities.

businesses
with

the

City's
diversity

draw
a
wider
audience

support

tourism
ambassadors

Bellevue

we

this
process
starts
with
our
lodging
businesses,

State
law
requires
60
percent
of
eligible
rate
payers
to
sign
the
petition,
and
we
currently
have
80
support
with
no
vocal
opposition.

do
we
get
from
here
to
there

establish
a
TPA
in
Bellevue
and
Redmond?
The
process
can
be
broken
down
into
these
five
areas.
First,
a
TPA
starts
with
the
stakeholders.
Right
now,
hotels
in
Bellevue
have
collected
a
and
I've
currently
gathered
the
needed
signatures
for
the
petition.
They
now
need
to
know
where
to
submit
that
petition
since
we're
in
King
County,
an
interlocal
agreement
between
two
cities
is
required
here
in
the
cities
of
Bellevue
and
renderman.
This
is
the
step
we
are
currently
on.

Next,
the
legislative
Authority
would
adopt
an
ordinance
establishing
the
area
and
execute
a
contract
with
the
Department
of
Revenue
for
collection
from
start
to
finish.
Assuming
the
cities
of
Bellevue
and
Redmond
execute
a
mutually
acceptable
interlocal
agreement
in
January
and
that
our
lodging
businesses
submit
their
petitions
with
the
current
80
support
to
form
the
TPA.
The
TPA
can
likely
be
in
place
by
February
of
March
2023
with
Revenue
collection,
starting
in
July
of
2023.

benefit
rating
system
application
that
was
submitted

property
in
Bridal
Trails.
This
evening
we
are
asking
Council,
consider
adoption
of
the
resolution
to
approve
with
conditions
the
tamiri
and
Oster
guard
application
into
the
pprs
program
for
our
agenda
this
evening,
we'll
provide
a
little
bit
of
context
on
the
program.

to
begin
about,
the
public
benefit
rating
system
program.
So
the
program
is
authorized
under
Washington
State's,
open
space
taxation
act,
which
is
RCW
84.34.
It
was
enacted
in
1970.
it's
a
voluntary
program
to
provide
resource
conservation
on
private
property
in
exchange
for
reduced
property
taxes.

The
program
encourages
more
land
to
be
preserved
as
open
space
which
protects,
conserves
or
enhances
a
number
of
ecological
functions
and
processes
such
as
soils,
Wetlands,
groundwater
wildlife,
habitat
and
depending
on
the
property.
There
may
also
be
opportunities
for
access
to
passive
and
recreation
activities
such
as
walking
hiking
and
bird
watching.

So
in
exchange
for
setting
aside
land
on
private
property
for
open
space,
a
property
tax
reduction
is
offered
so
counties
administer
the
program
they're
authorized
to
develop
and
adopt
a
public
benefit
rating
systems.
These
programs
use
a
point
system
to
rate
how
a
property's
features
and
improvements
meet
the
criteria
in
both
the
open
space.
Taxation
act,
as
well
as
the
pbrs
program
and
King
County
has
developed
such
a
program.

So
for
the
temerian
Oster
guard
pbrs
application
before
the
council.
This
application
was
submitted
in
December
of
2021
to
King
County
City
staff
and
King
County
staff
began
working
together
in
March
of
2022
in
June
King
County
held
their
public
hearing
on
this
application
and
issued
their
approval.

Now
before
bringing
this
to
council
for
public
hearing,
the
city
met
their
required
public
notice
process.
Unlike
a
land
use
application,
there
isn't
a
requirement
to
notify
a
certain
radius
for
the
application
is
applied
for,
but
rather
the
notices
in
a
newspaper
of
General
circulation.
So
a
notice
of
the
public
hearing
was
provided
in
the
Seattle
Times.

The
city
council
held
the
public
hearing
on
September
6th
and
between
September
6th
and
tonight
we
have
had
some
engagement
with
the
Bridal
Trails
neighborhood,
so
we've
held
two
meetings
with
them,
as
well
as
exchange
numerous
emails
on
this
application
and
questions
that
they
have
related
to
this
application.

And
then
tonight
we
are
here
seeking
Council
action
on
the
application
and
if
the
application
is
approved,
then
the
open
space
taxation
agreement
would
be
drafted
and
signed
and
the
tax
reduction
would
begin.
January
of
2023.

So
because
this
application
was
submitted
in
an
incorporated
part
of
King
County,
so
in
the
city
of
Bellevue,
there
are
two
joint
granting
authorities
on
this
application.
So
both
the
king,
both
King
County
and
the
City
of
Bellevue,
have
to
respond
to
this
application,
so
King
County's
role,
they
administer
the
ACT.
They
create
the
pbrs
program,
including
the
resource
categories
and
their
corresponding
points.
The
city
of
Bellevue
does
not
have
a
pbrs
program,
so
we
consider
the
King
County
decision
in
approval.

Both
jurisdictions
will
review
the
criteria
in
the
open
space
taxation
act.
King
County
is
reviewing
under
the
evaluation
criteria
in
the
pbrs
program,
which
includes
reference
to
the
ACT,
and
then
the
city
would
consider
the
criteria
in
the
the
open
space
taxation
act
and
then
both
jurisdictions
will
hold
a
public
hearing
and
act
and
the
options
are
to
approve,
approve
with
conditions
or
deny
the
application.

So
the
criteria
that
the
city
will
review
in
determining
whether
to
approve
or
deny
an
application
would
require
consideration
of
the
resulting
Revenue
loss
or
tax
shift,
as
well
as
consideration
of
other
criteria
enumerated
in
the
act.
And
there
are
nine
criteria
that
can
be
considered
when
deciding
how
to
act
on
an
application,
and
several
of
the
criteria
do
include
mention
of
conservation
and
enhancement
of
natural
resource
and
protection
of
open
space,
as
well
as
protection
of
soil
resources
and
Native
Plant
habitat
and
the
promotion
of
conservation
principles.

to
orient
us
with
the
the
site
in
question,
so
the
temerian
ostegard
property
is
located
in
the
Bridal
Trails
neighborhood
at
4277,
137th,
Avenue
Northeast,
so
the
site
can
be
divided
up
into
three
sections.
Essentially,
so
you
have
your
eligible
portion
to
the
far
left,
highlighted
in
red.
Your
conditionally
approved
portion,
which
is
in
the
blue
and
within
the
conditionally
approved
section.

There
is
section
A
and
B
section
A
is
where
there
is
a
Puget,
Sound,
Energy
easement
area,
where
they've
got
their
power
lines.
There's
also
Olympic
pipeline
company.
That
has
some
easement
interest
in
that
area
and
then
section
B
is
the
more
forested
backyard
area
to
the
to
the
home,
and
then
the
ineligible
portion
is
where
the
home
is
developed
with
a
driveway
outbuilding
and
is
not
eligible
for
enrollment
in
the
program.

So
altogether
the
conditionally
approved
area
in
the
eligible
portion
is
1.1
acres
in
size
so
beginning
with
the
approval
of
the
eligible
portion
that
King
County
provided.
So
the
eligible
portion
includes
a
30-foot
Trail
easement
labeled,
the
bridal
Trail
on
the
Platte,
as
well
as
a
16
foot
portion
adjacent
to
the
trail.
So,
all
together,
that
area
is
0.23
acres
in
size.
The
categories
that
they
were
approved
under
are
public,
Recreation,
Area
and
unlimited
Public
Access
and
the
reduction.

the
Recreation
Area-
these
are
some
photos
taken
on
a
very
nice
day,
not
today
of
the
site.
So
it's
showing
the
the
access
points
from
Northeast,
40th
Street
to
the
South
and
then
access
from
Northeast
50th
Street
to

north
there's
also
access
to
the
east
at
137th.

The
the
area
contains
a
lot
of
large
native
large
trees
and
Native
plantings.
It's
well
used
by
by
people
with
horses
or
just
enjoying
the
trail
on
foot.
The
unlimited
Public
Access
category
is
warranted
because
of
the
recorded
axis
easement
and
then
the
plant
dedication
of
that
easement.
So
the
unlimited
Public
Access
would
allow
for
the
public
to
use
that
without
prior
arrangements
from
the
property
owner
and
with
the
multiple
access
points
from
City
right-of-way,
it
is
accessible
and
well
used.

county
further
qualified
it
for
resource
restoration.

they
restore
that
area
with
Native
plantings,
so
the

you're

the

of
this
Act
was
to
provide
protection
for
open
space
lands
for
food,
fiber
and
Forest
crops,
and
to
assure
the
use
in
natural
resources
and
Scenic
Beauty

economic
and
social
well-being
of
the
state
and
its
citizens,
and
then
there's,
of
course,
the
Farmland
in
Eggland
and
Forest
land
which
doesn't
apply
here.
So
this
property
is
not
out
via
in
the
outside
the
UGA.
It's
inside
a
city.

The
trail
parcel
already
contains
a
public
Trail
and
there's
no
proposal
to
enhance
the
trail
or
expand
public
access
to.
So
this
application
does
not
from
my
prospective
enhanced
Recreation
opportunities.
It
also
does
not
protect
streams,
stream
corridors,
Wetlands,
natural
shorelines
or
aquifers,
or
protect
unique
or
critical
Wildlife.
As
none
of
this
Wildlife
species
in
this
application
are
endangered
threat
and
sensitive
or
candidate
species
of
concern
by
the
Washington
state,
fish
and
wildlife,
it
doesn't
offer
educational
opportunities.

There
also
is
an
absence
of
other
factors
relevant
to
providing
benefits
to
the
general
welfare
of
preserving
the
current
use
of
land.
It's
as
I
said
it's
fully
developed
and
exists
under
the
existing
code
is
R1,
which
is
encumbered
by
the
by
the
easements
to
me,
neither
the
eligible
portion
nor
the
two
conditionally
approved
areas
way
in
the
criteria
such
that
they
should
be
granted.

know
we
all
want
to
discuss
this
I'm
happy
to
make
a
motion
at
the
time
to
deny
the
application
and
direct
staff
to
return
with
a
resolution
on
consent
to
deny
the
application.
But
just
looking
at
this
and
looking
at

big
picture
legislative
declaration
which
I
read
it's
RCW
8434010
for
those
following
along
it
just
doesn't
seem
to
meet
the
whole
intent
of
this.

this
chapter
that
was
adopted
in
1973
and
I
would
recommend
that
we
deny
thank
you.

to
see
something
like
this

place

the

what
I
can
tell
everybody's
attitude

requirements

being

check
up
on
those
oh
kind

don't

kind

thing?

feels
to
me
something

we're

good
goal

good

picture

it's

place

best
thing
we

to
work
with
all
these
different
issues
on

county

them

missing

parts

look
at

owners

interested
in
doing
this

can't

money

privately

that
is

good

of
this

benefit

took
that
decision
into
consideration.

get

preservation

space

high

value

open

applicant's
intentions

space
