we're
part
of
your
everyday
life.
Bellevue
utilities
provides
four
lines
of
business,
drinking
water,
sewer
and
storm
and
surface
water
management,
and
we
contract
with
the
public
services
for
solid
waste
and
recycling.
These
are
services
that
are
critical
to
our
customers
and
our
communities
quality
of
life.
We
are
responsible
for
ensuring
that
you
enjoy
these
services
today
and
in
the
future,
and
we
take
that
responsibility
very
seriously.

We
also
pay
taxes
as
a
business
operating
within
bellevue,
and
we
make
payments
to
the
city
for
support
services
such
as
rent
for
our
offices
here
at
city
hall.
Together,
these
costs
make
up
over
half
of
your
bill
and
they're,
largely
out
of
our
control
of
the
money
spent
on
build
this
utility
system.
The
single
largest
cost
is
investment
in
infrastructure.

own
and
operate
over
three
and
a
half
billion
dollars
worth
of
infrastructure.
This
includes
reservoirs
pump
stations
and
about
1600
miles
of
buried
pipe.
These
assets
are
critical
to
our
ability
to
deliver
utility
services
and
protect
the
environment
we
can't
afford
to
have
them
fail.
Most
of
our
system
was
built
in
the
50s
and
60s,
and
it's
getting
old.
For
example,
we
have
a
reservoir
in
bridal
trails
that
was
built
in
1969.

We
plan
for
the
long
term
and
our
approach
is
slow
and
steady
rate
increases.
In
fact,
we
do
75
year
rate
planning
to
minimize
rate
spikes
to
our
customers.
We
don't
want
to
be
the
utility
that
doesn't
do
any
date.
Cream
increases
for
a
number
of
years
and
then
has
to
do
double-digit
rate
increases
to
catch
up.

go
through
a
very
thorough
process.
Every
two
years
to
determine
utility
rates
utilities,
budget
and
rates
are
reviewed
in
detail
by
the
environmental
services
commission,
which
is
a
citizen
advisory
committee
appointed
by
the
council.
The
commission
recommends
to
counsel
whether
to
approve
utilities,
budget
and
rates,
and
then
it
goes
to
city
council
for
final
approval.

have
several
programs
to
help
our
customers
in
financial
need,
including
a
new
program
that
we
implemented
just
two
years
ago.
That
allows
us
to
waive
up
to
four
months
of
utility
bills
for
qualified
customers,
we're
here
