we're
coming
to
you
from
factoria,
with
news
of
a
great
new
project
on
this
episode
of
lake
to
lake.
We'll
show
you
a
new
multimodal
connection
from
factoria
to
eastgate
a
mobile
vaccination
clinic
here
in
bellevue,
we'll
answer
some
important
questions
about
your
utility
rates
and
we'll
share
a
new
message
from
our
bellevue
city
council.

mentioned
at
the
top
of
the
show,
we're
here
in
factoria
and
we're
excited
to
show
you
an
important
new
connection
along
the
mountains
to
sound
greenway
multi-purpose
trail.
The
new
segment
opens
this
month
and,
as
you'll
see,
it
links
factoria
to
eastgate
expanding
the
reach
and
access
to
many
other
regional
trails
as
well.
In
fact,
the
mountains
to
sound
greenway
trail
goes
all
the
way
to
ellensburg.

This
project
is
the
mountains
of
sound
greenway
trail
project
is
the
first
phase
of
many.
We
are
actually
down
at
factoria
boulevard
and
southeast
36th
street.
The
mountains
of
sound
greenway
trail
is
a
regional
trail
that
starts
at
the
seattle
waterfront
and
actually
goes
all
the
way
to
ellensburg
washington.
It's
about
100
miles
long.
This
segment
of
the
trail
is
a
3.6
mile
missing
gap
in
that
trail
system,
and
this
is
the
first
phase
of
filling
in
that
3.6
mile
gap.

This
phase
involves
extending
the
trail
from
where
it
ended
at
factorial,
boulevard
and
southeast
36th
up
to
132nd
avenue
southeast
this
phase
included
a
tunnel
and
a
bridge
and
several
walls
in
order
to
make
this
happen.
This
benefits
both
pedestrians
and
cyclists
by
providing
a
12
foot
wide
trail
facility
that
is
separated
from
the
roadway
and
bypasses
some
of
the
busiest
intersections
along
southeast
36th
street.

Though
vaccines
are
starting
to
have
an
impact
in
the
fight
against
covet
19,
many
more
people
still
need
to
be
vaccinated.
Next,
we
show
you
how
the
bellevue
fire
department
has
mobilized,
provide
vaccines
to
some
of
our
communities.
Most
vulnerable
adults
in
care
facilities
see
how
their
work
is,
making
a
difference.

Well,
the
mobile
vaccination
team
is
designed
so
that
we
can
go
out
to
these
adult
family
homes
that
can't
or
would
not
be
able
to
very
easily
get
their
residents
to
a
vaccination
site.
So
by
us
coming
out
here.
It
saves
them
from
loading
up
anywhere
from
five
to
eight
people,
residents
and
then
staff
as
well,
going
to
a
different
vaccination
site.

Father
has
not
a
lot
of
quality
of
life.
He's
had
a
catastrophic
stroke
about
seven
years
ago,
and
then
he
moved
here
finally
about
four
years
ago
and
we
were
used
to
a
certain
level
of
contact
with
him
several
times
a
week.
My
kids
and
I
would
come
over
and
see
him
and
everything
stopped
abruptly
with
the
beginning
of
covid,
and
we
have
just
been
waiting
for
this
vaccine
in
order
to
allow
more
family
interaction.

real

You're
making
another
city
department
that
provides
crucial
services
to
our
community
is
our
utilities.
Department
utilities
provides
drinking
water,
sewer
and
storm
and
surface
water
management,
and
its
work
is
funded
primarily
through
our
utility
rates.
The
2021-22
budget
was
just
approved
and
the
rates
we
pay
for
these
vital
services
were
kept
as
low
as
possible.

Services,
whether
you
realize
it
or
not,
we're
part
of
your
everyday
life.
Bellevue
utilities
provides
four
lines
of
business,
drinking
water,
sewer
and
storm
and
surface
water
management,
and
we
contract
with
the
public
services
for
solid
waste
and
recycling.
These
are
services
that
are
critical
to
our
customers
and
our
community's
quality
of
life.
We
are
responsible
for
ensuring
that
you
enjoy
these
services
today
and
in
the
future,
and
we
take
that
responsibility
very
seriously.

We
also
pay
taxes
as
a
business
operating
within
bellevue,
and
we
make
payments
to
the
city
for
support
services
such
as
rent
for
our
offices
here
at
city
hall.
Together,
these
costs
make
up
over
half
of
your
bill
and
they're,
largely
out
of
our
control
of
the
money
spent
on
build
this
utility
system.
The
single
largest
cost
is
investment
in
infrastructure.

We
own
and
operate
over
three
and
a
half
billion
dollars
worth
of
infrastructure.
This
includes
reservoirs
pump
stations
and
about
1600
miles
of
buried
pipe.
These
assets
are
critical
to
our
ability
to
deliver
utility
services
and
protect
the
environment
we
can't
afford
to
have
them
failed.
Most
of
our
system
was
built
in
the
50s
and
60s,
and
it's
getting
old.

We
plan
for
the
long
term
and
our
approach
is
slow
and
steady
rate
increases.
In
fact,
we
do
75-year
rate
planning
to
minimize
rate
spikes
to
our
customers.
We
don't
want
to
be
the
utility
that
doesn't
do
any
date.
Cream
increases
for
a
number
of
years
and
then
has
to
do
double-digit
rate
increases
to
catch
up.

We
go
through
a
very
thorough
process.
Every
two
years
to
determine
utility
rates
utilities,
budget
and
rates
are
reviewed
in
detail
by
the
environmental
services
commission,
which
is
a
citizen
advisory
committee
appointed
by
the
council.
The
commission
recommends
to
counsel
whether
to
approve
utilities,
budget
and
rates,
and
then
it
goes
to
city
council
for
final
approval.

Infrastructure
we
have
several
programs
to
help
our
customers
in
financial
need,
including
a
new
program
that
we
implemented
just
two
years
ago.
That
allows
us
to
waive
up
to
four
months
of
utility
bills
for
qualified
customers
are
here
to
help
our
customers
in
need.
