the
project
going
on
for
the
storm
water
management,
that's
affecting
us
all
and
there's
a
couple
of
points
that
I'd
like

make
regarding
the
project.

The
beginning
would
be
the
when
we
had
our
meeting
there's
been
several
meetings
after
different
times
of
flooding
in
2011,
we
had
a
meeting
at
gladden
elementary
where
they
had
talked
about
a
project
that
that
would
address
the
flooding
that
we
were
dealing
with.
That
was
all
going
to
be
underground
and
they
had
spoke
about
installing
it
and
the
pictures
they
showed
and
the
way
it
was
designed,
appeared
that
it
would
work
and
that
project
never
had
been
implemented
in
2017
when
we
had
several
back-to-back
floods.

So
what
I'm
asking
you
guys
to
consider
would
be
to
get
the
easement
to
remain
us,
a
utility
easement
coming
through,
and
the
other
thing
is
for
at
least
our
project.
What
they're
talking
about
is
taking
20
feet
of

backyard
and
then
all
the
way
across
the
backyard
and
putting
a
giant
concrete
culvert.
And
if
I,
if
you
had
my
information,
I
was
going
to
pass
out.

Those
of
us
who
were
in
the
lawsuit
got
one
picture
of
the
design,
which
was
a
standard
concrete
culvert
with
chain-link
fence,
like
is
all
over
the
city,
and
they
were
saying
that
you
know
we
were
responsible
for
maintaining
it.
For
part
of
it
and
then
what's
inside
in
the
concrete
that
would
be
taken
care
of
by
the
city,
and
so
we've
got
pictures
of
these
things
around
the
city
and
most
of
them
have
stuff
growing
in
them.

standing,
water
and
it's
it's
a
problem,
which
is
why
we
would
want
it
underground.

pictures

were
given

people

much

seems
like
a
bit
of
a
bait
and
switch.

out

the
flooding

backyard

them

third
of
my
backyard

something
about

insurance

resident
happy
and
you

it
for

pay,
but
there
are
backbone
citizens
that
are
concerned
and
me

a
new
citizen
they're
putting
in
a
storm
drain

backyard

the
property

project

plagued
with
animosity
non-transparency
and

lot

bad
feelings.

the
people
can't
even
talk

diamond

community
and
then
we
found
this
2018
when
we
moved
in
and
then
this
water
project,

to
better
something
for
the

money

will
there
be
liabilities
down

belton,
so
it
has

significant
historical

keep

aesthetics

place

arched
windows

front

the
building
and
make
some
other
repairs
as
such,

would
greatly
appreciate
the
assistance
and
the
help
on
the
tax
side,

much
as
inflation
is
impacting
the
cost
of
materials
and
labor
at
this
time.

purchase
of
upgraded
extrication
tools,
we
invited
in
four
vendors
all
which
had
cooperative
bids
so
that
it
makes
the
process
a
little
bit
easier
and
assembled
a
committee
that
had
a
lot
of
fun,
cutting
apart
a
bunch
of
cars.
So
we
did
choose
one.

Over
the
past
year
since
I've
taken
over
as
police
chief,
we've
been
looking
at
different
policies
and
we
had
an
opportunity
after
we
review
policies
for
2021,
we
decided
that
to
do
a
study
of
our
neighboring
jurisdictions,
peculiar
harrisonville
lee
summit,
raymore
grand
view
kansas
city
and
the
missouri
state
highway
patrol.
We
found
that
that
our
pursuit
policy
was
somewhat
out
of
sorts
with
other
jurisdictions
that
had
revised
theirs.

There's
prior
to
us
looking
into
this,
and
so
the
biggest
change
that
we
saw
with
the
majority
of
the
policies,
was
chasing
for
violent
felonies
only
and
adding
a
reporting
requirement
for
officers,
basically
keeping
data
on
pursuits,
even
ones
where
they
fled
from
us
and
then
also
doing
a
pursuit
debrief.
That
was
not
something
that
we,
those
two
things
we
didn't
do
in
the
past
and
using
that
data
before
our
annual
emergency
vehicle
operation
course,
our
instructors
will
be
using
that
information
to
construct
lesson
plans.

So
the
officers
can
take
those
lessons
back
out
into
the
field.
Some
of
the
other
areas
that
we
found
were
lacking
was
in
some
of
the
patrol
sergeants,
had
voiced
that
they
didn't
feel
like
they
had
clear,
concise
policy
in
regards
to
pursuing
out
of
state
and
so
we're
adding
a
new
verbiage
in
regards
to
that,
and
also
that
pursuits
coming
into
the
city
that
don't
fit
our
criteria.
We
won't
be
continuing
out
of
our
jurisdiction
with
those
pursuits.

There'll
be
a
notification
that
we'll
do
with
other
law
enforcement
agencies,
but
in
our
current
policy
it
doesn't
allow
police
officers
to
run
code
to
intersections
or
try
to
hold
back
the
public
from
being
involved
in
those,
and
we
will
be
doing
that.
That's
where
our
focus
will
be
is
on
the
safety
of
the
community,
and
so
this
project
has
taken
several
months
and
I'm
sure
that
we
got
a
couple
of
other
things
to
clean
up.
But
that
is
where
we're
headed.

of
the
law
enforcement
agencies
around
town
are
getting
this
thing
called
a
grappler
and
they
were
showing
it
on
the
news
that
day-
and
I
know
the
county
has
that-

something

help
stop
some
of
these
chases
and
I
don't
know
what
those
things
cost
either.
Hopefully
it's
not
like
this
extra
extrication
tool,
but.

I've
heard
of
you
know:
the
interception
of
those
vehicles
was
very
difficult
for
the
county
to
do
with
their
grappler.
I
don't
know
what
their
numbers
are
and
the
sheriff
has
not
shared
those
with
us.
I've
talked
to
several
other
police
chiefs
and
surrounding
communities
and
they're
not
interested
in
that
technology,
because
one
it
puts
the
driver
of
the
vehicle
in
a
position
where
the
vehicle
could
lurch
and
drop
off.

you
know
drop
off
the
side
of
the
road
or
go
into
oncoming
traffic,
so
it
presents
some
problems
as
far
as
safety
considerations
and
it's
also
hard
on
vehicles
that
they
put
it
on
because
it's
attached
to
the
frame,
and
so
those
are
we'll
always
look
at
technology
to
see.
If
we
can
leverage
those
things.

see
the
county
when
they
said
that
they
pulled
somebody
over
in
a
car
chase.
It
seems
like
they're
always
using
that
grappler,
which
I
didn't
know
what
it
was
until
they
showed

tv
the
other
day,

see
if
that
was
something
that
would
be
beneficial
to
us.

if

think
so
because
of
dangers,
and
so

proposed

purchase
of
a
lincol
bearcat
to
replace
a
1980
chrysler
peacekeeper
that
we
had
obtained
from
the
united
states
department
of
defense.

role

vehicle
is
limited
to
help
our
cert
team
or
special
response,
team
or
swat
team,
because
it
can't
hold
very
many
personnel
because
it's
somewhat
unreliable,
they've
not
used
it
when
it's
been
suspect
or
been
downed,
and
it
doesn't
have
room
to
transport,
a
large
number
of
personnel,
storage
for
compartments
of
equipment
or
even
do
any
specialized
tasks
like
rescuing
citizens,
and
so
this
purchase
of
a
lincol
bearcat
will
change
the
and
enhance
our
capabilities
of
our
special
response
team.
It
can
also
be
used
in
regards
to
emergency
preparedness
and
response.

by
six
vehicle
it
can
hold
10
to
14
individuals.
That
includes
not
only
our
personnel,
but
if
we
had
to
rescue
people
during
high
water
or
other
severe
incidents,
we
could
put
people
in
it.

vehicle

used
during
tactical
operations.

fact,
in
during
an
active
shooter
scenario,
we
would
be
using
the
vehicle
not
only
to
deploy
the
team,
but
also
to
shield
people
exiting
the
structure
and
this
vehicle
that
we've
identified
can
be
purchased
on
the
gsa
contract.

is

contracted

already

there

also
have
the
vehicle
specked
