start

saying
that
I
can
appreciate
the
work
and
cooperation
it
has
taken
to
get
the
budget
to
a
place
where
the
city
can
comfortably
sponsor
community
events.
That
is
no
small
feat.
I
think
everyone
would
agree
that
the
150th
Birthday
Bash
was
an
incredible
event
and
its
success
was
due
to
the
teamwork
and
support
financial
and
otherwise
of
several
individuals
and
local
organizations
for
the
birthday
the
city
donated
thirty
thousand
dollars
and
for
good
reason
it
was
the
city's
event.

The
twenty
five
thousand
dollars
requested
for
the
event
in
July
is
not
a
city
event.
I
want
to
make
that
distinction.
If
the
goal
of
the
city
is
to
financially
support,
more
community
events,
I
think
that's
great.
There
are
many
local
organizations
who
could
benefit
from
such
support,
including
our
own
parks
department.
Who,
currently
has
to
fundraise
for
all
of
their
major
events.

in
closing,
I
would
ask
you
to
please
consider
turning

funds
into
a
grant.
Please
do
not
earmark

funds
for
any
one-person
group
or
event
that
will
only
create
unnecessary
feelings
of
unfairness
and
set
a
president

organization

entitled
to
taxpayer
dollars.

grant
would
help
us
avoid
that

creating
a
grant
you
open
up
support

local
organizations,

whom

serve

changes,

them
was
simply
a
clerical
oversight
on
under
City
attorney
the
legal
services.

were
not
planning,
apparently
to
pair
to
pay
Patrick
and
his
for
his
services
for
our
our
good
City
him
and
economic
development
and
litigation,
so
that
money
has
been
added
in
there
and
it's
been
formed
figured
in
the
final
final
numbers,
so
that
was
an
oversight
other
than
that
we
have
adjusted.
We
had
with
the
feedback
to
to
try
and
get
up
to
15
fund
balance.
I
mentioned
the
reallocation
of
the
arpa
funds,
and
so
we
have,
we
would
have,
as
you
can
see,
there
are
general
fund
right
here
at
the
top.

million
dollars
ending
cash
at

that's
the
fund
that
we

that

wasn't

did

think
it
ever
got
publicly
sent
out,

say

we're

to
have

study

want
to
have
a
Citizens
committee
that
looks
at
the
budget,
but
I
still
think
we
need
some
experts
and
I
think
we
also
need
to
con
comply
with
the
state
audit
recommendation.

that
we
need

better
way
of
the

calculating
how
much

water
department
and

Wastewater

backtrack

audit

was
supposed
to
have

done

2022,
we'll
be
going
right
into
the
audit

2023

that

wanted

put
a
pause
on
the
overhead.

study
I'm
an
overhead
allocation.

What
we're
proposing
to
do
and
I'll

a
resolution
for
you

very
next
meeting
is
to
create
a
budget
and
finance
committee,
which
would
include
some
representation

council
as

as

as
the
finance
staff
and

couple
of
department
heads
within
the
city
staff
and
what
I'd
like
to
do
is
look
at
the
way
the
budget
is
structured.

financial
department

structured

see
if
we
feel
like
it's

best
way
for
our
city
moving
forward,

think
that
that
we
ought
to
look
at
it
from
a
transparency
perspective,
especially
to
make
sure
it's
as
easy

understand

right

recommendation
from
that
front
on
the
on
the
study
for
overhead
allocation
is
let's
get
through
that
and
if
we
still
feel
like
there's
an
overhead

allocation
study,
that's
necessary
at
that
point.

pulling
the
trigger
to
get
that
study

capped

myriad

back
and
look
at
the
budget

2013

year

use
tax
was
basically
taken
away
from
the
cities
and
when
it
first
went
away,

anything

purchased
outside
the
state

have
to
pay
sales
tax,
so
we
created
a
line
item
called
Public,
Works,
billing
and

that's
where
we
got
to
go
after

Public
Works
building,
it's
not
overhead
allocation,
because
we
got

overhead
allocation
to
pay
for
our
staff
that
works
on
that
at
City,
Hall
from
part
of
Greg's
salary,

all
that
overhead
allocation
should
be
calculated
based
on
those
departments
that
work
there,
but
I
think
Public.
Works
is
one
of
those
that
it
was
created
in
2013
when
the
use
tax
kind

went
away

way
for
them
to
generate
income.

preparing
revisions

city's
offenses
code

marijuana

currently
proposed
amendments
would
just
track
exactly
with
article
14
section
2,

was
amendment
3
that
was
passed
by
Missouri
voters
in
November.
They
will
specifically
deal
with
the
amount
a
person
over
the
age
of
21
May
possess.

Municipal
Court
went
through
a
standard
Oscar
office
of
state
courts.
Administration
audit,
during
that
audit
Oscar
noted
that
there
are
several
provisions
of

code

longer
conform

Missouri
law
or
the
Supreme
Court
operating
rules.
I've
discussed
all
of
those
with
judge
Nigro.
They
all
the
provisions
noted
have
been
basically
inapplicable
and
the
code
or
the
court
has
not
been
utilizing
any
of.

applying,
for
we
have
gotten
word
that
we
have
won
at
least

grants
that

hoping

meeting

be
much

the

night

the
Saturday
night

150th.

Tate
Stevens
booked
and
Elijah
Chastain
for
a
concert

Saturday
will
be
a
parade,
vendors,
food
trucks
and
all
of
that
stuff.

we're
excited
about
that.

community
loved

event
last
year
wanted
to
continue
that.

for

our

trash

done
some
initial
calculating

what
it
would
take
for
us
to
build
a
location
to
have

drop-off

it's
secured.

a
pretty
good,

site
there
and
so

don't
know
that
we
would
get
a
huge
increase
in
utilization
just
because
we
moved
that
site
here
in
the
belt.

folks

that

access
those
drop-off
sites

they

their

bunch
of
bins,

paid
off
since
and
so
that
that
money
is

was

off
this

open
up

potential
money

we
wanted
to
to
help
us
to
decrease
that
bill,
some

then
there's
a
little
bit
of
fund
balance
in
solid
waste,
not
a
lot

there's
a
little
bit,
and
it
could
help
us
to
defray
some
of
those
costs
for
the
first
year,
maybe
even
a
couple
years.

residents

residents

did

where

product

into

to
six
dollars

month.

think
we

to
listen
to
what
our
citizens

asking
us
for
and
do
it,
but
it's
