So,
according
to
missouri
law,
there
is
no
such
thing
as
a
binding
contract
with
the
municipality
unless
it's
been
approved
in
writing
and
an
agent
of
the
city
has
been
authorized
to
sign
it.
So
this
is
the
only
way
that
you
can
ensure
that
the
people
will
be
there
when
they
need
to
be
there
and
the
only
way
that
those
performers
can
also
receive
payment
from
the
city.
E
I
had
a
question
about
pages
29
and
41.
on
page
29,
somebody
crossed
out
indemnification.
In
other
words,
it
did
say
that
the
purchaser
that
would
be
belton,
I
guess-
should
hold
the
artist
harmless
and
they
cross
that
out,
which
seems
to
me
that's
a
good
thing
to
do.
That
was
with
liverpool,
liverpool,
legends
and
yet
on
page
41.
E
E
So
may
I
got
this
confused,
but
if
we,
if
we
rent
this,
let's
say
this
dunk
pool
and
it's
set
up
and
the
first
person
that
sits
in
it
gets
injured.
Why
are
we?
Why
are
we
accepting
the
liability?
Why
wouldn't
kc
rentals
accept
it
for
being
a
poor
piece
of
equipment.
C
In
the
case
of
one
of
the
contracts
where
it
was
removed,
the
contracting
party
agreed
to
the
removal
and
the
other
ones.
The
other
contracting
parties
would
not
agree
to
the
removal
of
the
indemnification
provision.
E
C
H
E
C
G
E
Okay
seems
unusual,
but.
A
D
D
H
Well,
the
tanker,
so
that's
currently
a
two
thousand
gallon
international
tanker.
That's
a!
I
think,
it's
a
2007.
H
so
that
will
just
be
sold
I'll,
be
probably
I'll,
probably
ask
permission
to
not
do
it
through
the
normal
mail
bid,
because
I
think
that
the
city
can
get
a
lot
more
money
if
we
were
to
partner
and
go
just
get
bids
on
it
from
used.
Dealers.
D
D
D
The
sales
contract
down
below
says
it's
a
one:
danko
3,
000,
gallon
pump
or
tanker,
but
and
that
first
page
proposal
for
fire
apparatus
and
the
cost
factor
only
says
a
thousand.
So
I
just
two
different
languages
in
there.
D
I
Contract
council,
it
does
say
product
purchase,
3,
000,
gallon
and
also
in
the
resolution
itself.
It
says
3,
000
gallons,
so
we
should.
We
should
be
covered.
Okay,.
D
B
E
My
question
is
on
page
98,
I
mean
there's
a
lot
of
detail
in
here
and
it
seems
like
there's
a
lot
of
potential
for
people
to
get
hurt
because
they're
talking
about
safety
and
about
well
anyway,
on
page
98,
it
says
the
contract
also
shall
retain
the
services
of
professional
engineer
and
then
from
that
point
on
it
talks
about
the
engineer
will
do
this
and
the
project
won't
go
forward
unless
the
engineer
understands
this
or
approves
that
or
whatever.
E
J
No,
we
we
actually
have
this
project
all
designed,
and
so
we
have
a
design
engineer
on
the
project
that
was
standard
language
that
probably
should
have
been
cut
out
the
contract
that,
because
our
contract
includes
where
a
contractor
can
use
a
design
engineer
to
help
them
build
the
project.
In
this
case
the
project
is
100
designed
and
given
some
design.
If
there's
any
changes,
we
will
review
the
changes
and
engineer
any
changes
that
need
to
be
made.
E
E
Okay,
okay
and
then
have
they
started
construction
since
I'm
so
far
behind
have
they
started
a
construction
starter.
E
Okay,
so
in
the
project,
they
also
talk
about
somebody
called
a
design
professional
who's
that
that's
the
engineer.
That
is
the
engineer.
Okay,
so,
and
it
also
talks
about
frequent
visits
to
the
site
by
the
by
the
city
inspector
who's
that
that's
our
staff,
okay,
so
whose
response
who's
ultimately
responsible
for
the
safety
for
the
shoring
of
the
of
the
sides
and
the
the
piling
and
all
that
all
that
stuff.
Well.
J
We're
not
actually
digging
down
in
this
job.
The
pipe
is
actually
exposed
right,
so
we're
actually
lifting
up,
so
we're
actually
raising
the
creek
bed
to
go
over
the
pipe
and
then
we'll
be
re-sloping
the
the
sides
and
adding
more
rock
down
the
channel.
So
there
isn't
any
digging
there
shouldn't
be
any
shoring
there
shouldn't
be
any
trenching
or
anything,
no
there's
no
trenching.
This
is
all
above
the
above.
The
current
flow
line.
K
B
A
resolution
approving
task
agreement,
2022-1
with
kisik
construction
company
inc
to
perform
sewer
main
lining,
sewer,
lateral,
lining
and
point
repairs
for
the
inflow
and
infiltration
reduction
project
and
the
not
to
exceed
amount
of
eight
hundred
and
eighteen
thousand
nine
hundred
and
thirty
one
dollars
and
twenty
five
cents
present.
Second,.
D
I
know
you
guys
discussion
there
too,
but
I
guess
I
again
apologize
wasn't
here
two
weeks
ago,
but
where's
this
being
done
at
is
this
over
this
sunrise
location
or
is
this
all
across
the
city
or
is
this.
J
J
A
J
So
we
first
went-
and
you
may
have
told
me
this
already,
but
I
don't
remember.
A
J
So
this
type
of
work
is
really
specialty
work,
there's
only
a
few
companies
that
actually
do
this
type
of
work.
We
went
to
the
company-
that's
the
largest
and
does
the
most
work
doing
this
to
to
entertain
this.
They
already
have
a.
They
already
had
a
contract
with
johnson
county
that
we
could
piggyback
off
of
and
get
the
work
done,
and
it
was
a
good
price
and
it
was
a
highly
recommended.
J
So
when
we
negotiated
with
that
company,
we
spent
four
months
negotiating
with
them,
could
never
get
them
to
sign
a
contract
or
to
prepare
a
price
to
us,
and
usually
the
indication
of
how
you
sign
a
contract
is
how
the
work's
going
to
go
so
since
it
took
us
so
long
to
try
to
get
a
contract
out
of
them.
We
assume
that
the
work
is
going
to
take
forever
to
get
completed
so
kiss
it.
J
Construction
has
another
technology
that
they
actually
own
and
is
patented
to
them
on
how
they
seal
up
in
between
where
the
pipe
the
service
line
connects
to
the
sewer
line,
and
so
no
one
else
can
actually
bid
that
if
we
bid
that
technology
they're
the
only
ones
who
could
get
it,
and
so
we
felt
very
secure,
the
pricing
was
almost
the
same
as
the
other
contractor.
So
we
had
equal
prices
and
we
felt
very
good
about
the
price.
K
J
The
father
works
department
is
very
proud
to
present
gary
with
this
award.
Gary
has
worked
for
oliver
for
30
years
now.
It
may
seem
like
a
lot
of
years.
Not
many
people
make
it
30
years
with
other
works
department
right
here
he's
the
only
one
right
now.
As
far
as
I
know,
that's
it
and
so
leading
is
a
major
accomplishment.
We
really
wanted
to
thank
him
for
oh
hold
on
everyone.
J
No
one
really
wants
to
hear
me
talk,
but
we
really
want
to
thank
gary
for
his
30
years
of
service,
his
excellent
work
that
he's
done.
He
is
now
really
mentoring.
A
lot
of
our
newer
employees
teaching
him
how
the
job
goes,
how
to
do
things
passing
on
the
knowledge,
so
the
next
generation
of
workers
can
learn
from
him
and
carry
on
carried
on,
and
I'm
really
thankful
for
him
everything
you
do,
and
I
congratulate
you
on
your
30
years.
B
A
B
A
K
B
K
B
K
B
K
D
B
D
J
So
those
numbers
come
directly
from
the
county
and
then
the
we
actually
used
an
outside
accounting,
firm,
a
cpa
to
actually
make
sure
all
the
calculations
were
correct
and
prepared.
The
document
for
you
tonight.
A
D
Well,
that's
you
know,
unfortunately,
you
see
on
that
social
media
site.
I
won't
give
them
any
name
here,
but
everybody
complained
about
the
inflation
and
and
levy
going
up
dramatically
this
year
and
I'm
like
well.
I
guess
I
missed
that
part
because
I
didn't
see
it
so
it's.
A
J
K
G
A
We
have
a
motion
and
a
second
for
a
second
reading.
We
any
discussion
or
wait
a
minute.
I'm
lost
motion
in
a
second
for
a
second
reading,
all
in.
D
B
A
D
Now
our
levy
gets
rolled
back
every
year.
Typically,
I
mean
this
is
an
oddity
that
it
stays
the
same.
So
mr
warren
gets
to
learn
about
the
hancock
amendment
in
the
state
of
missouri,
which
typically
rolls
back
the
assessed
value
assessed
as
the
cess
valuation
goes
up.
Our
levy
goes
down,
so
thanks
to
mr
hancock,
but.
K
K
A
B
B
H
No
more
than
what
I
said
when
we
presented
it
last
time:
this
is
just
a
formality
for
the
ground:
emergency
medical
transport,
reimbursement
program.
It's
a
it's!
I
don't
quite
fully
understand
it.
You
give
away
money
to
get
money,
but
that
this
aligns
that
agreement
with
them,
so
that
we
can
initiate
the
paperwork
needed
to
get
this
year's
data
entered
and
get
our
application
in.
A
I
will
add
to
that.
It
is
kind
of
a
strange
process
because
we
have
to
send
the
state
a
chunk
of
money
and
then
we
get
that
chunk
back
plus
another
chunk
and
it's
that's
all
federal
federal
requirements.
When
we
when
I
was
a
fire
chief,
we
were
working
on
getting
this
project
passed
in
the
state
of
missouri,
and
that
was
one
of
the
weird
requirements
that
we
had
to
do.
You
had
to
ship
them
money
and
then
they
ship
you
that
that
money,
plus
what
you're
really
getting
so
it's
kind
of
a
weird
thing.
A
D
I'm
just
gonna,
I
mean
this
is
medicaid,
isn't
it
a
missouri
health
net
medicaid
division?
They
have
a
set
cost
like
medicare,
does
for
you
or
is
it
a
cost.
H
They
do
have
a
set
cost,
so
you
can
only
bill
what
they
mandate
is
as
what
their
listed
prices
are,
but
this
is
a
cost
recovery
mechanism
that
they
put
in
about
five
four
or
five
years
ago.
It's
been.
D
K
B
D
I
just
think
citizens
come
out
and
voted
typically
in
my
world.
The
primaries
have
very
little
participation
and
unfortunately,
I
think
we
had
almost
twice
as
many
people
vote
in
a
primary
this
year
than
we
did
in
our
april
election.
So
I
wish
we
would
see
that
in
the
april
election
also,
but
just
thanks,
everybody
came
out
and
voted.
A
D
A
K
B
K
A
B
A
A
K
L
Yeah
I'll
give
a
quick
update
with
parks
fall.
Sports
sign,
ups
are
underway
right
now,
and
park
staff
is
preparing
for
their
roles
in
the
150th
celebration,
including
working
through
the
carnival
the
car
show
and
the
farmers
market
park.
Staff
also
said
that
our
city
manager,
joe
warren,
was
out
to
high
blue
today
for
a
facility
tour
and
to
meet
the
staff,
and
everyone
appreciated
his
visit
and
his
time
and
then
one
update
regarding
pool
staffing
for
the
outdoor
water
park.
L
A
G
150Th
birthday
committee
is
meeting
weekly.
Now
everyone
is
invited
to
come
to
those
meetings.
They
are
at
meet
me
on
main
I'm
right
behind
the
chamber
office.
It
is
thursday
at
6,
00
p.m.
For
anyone
who
would
like
to
come
join
us
and
make
sure
they
know
what
all
is
going
on.
We
also
are
still
looking
for
volunteers
for
anyone
who
would
like
to
volunteer.
G
A
Anybody
else
see
none
I
got
I
want
to.
Thank
personally
think
I
don't
know
I'm
going
to
say
this
first,
but
I
want
to
thank
all
the
public
safety
that
way,
I'm
not.
A
A
Going
along
with
it,
I
especially
want
to
thank
crystal
and
chris
bill
for
them,
organizing
on
both
sides.
I
know
they
were
house
divided
there
for
a
little
bit
and
I
actually
walked
with
them
last
night
and
they
were
one
was
on
this
side.
One
was
on
that
side,
so
they
were
still
little,
but
no,
it
was
a
good
thing
and
I
appreciate
it
and
goes
along
with
stuff
the
bus
across
the
street
that
I
thought
she
was
here.
She
is
oh
there
you
are
that
diane
into
the
chamber
do
every
year.
I
Yeah
just
a
reminder
to
everybody
that
we've
got
council
meetings
coming
up
the
23rd
and
that
the
september
13th
meeting
is
going
to
be
canceled.
We
won't
have
a
quorum,
that's
mml,
so
and
then
there
will
only
be
one
meeting
in
september
at
september.
27Th
also
have
some
other
notes.
Do
we
have
a
new
finance
director
that
starts
monday?
So
we're
excited
about
that.
We
have
interviews
for
assistant
finance
director
tomorrow,
as
well
as
two
window
clerk
positions
that
we're
trying
to
fill.
I
We
have
four
interviews
for
those,
hopefully
we'll
get
those
knocked
out
tomorrow
as
well.
It'd
be
nice
to
be
full
staffed
in
finance
once
again
hr
director
job
is
posted
just
so.
You
all
know
that
and
we're
putting
together
a
communications
team
with
it
with
the
staff
to
try
and
help
with
communications
with
the
public
moving
forward.
We
think
that
we
can
make
some
more
inroads
there
and
we
have
two
of
three
of
the
three
new
hires
in
fire
are
on
shift
the
fire
department,
so
they're
they're,
moving
forward.
I
Pd
has
had
a
couple
of
officers,
especially
one
just
recently,
graduated
from
academy,
so
they're
they're,
moving
forward
with
staffing,
some
of
their
staffing
issues
that
they're
trying
to
address
and
things
are
rolling.
So
if
you
need
anything,
let
me
know.
D
Got
council
communication?
Well
I'm
going
to
give
councilwoman
loss
and
a
hard
time.
She
didn't
talk
about
the
best
thing
that
happened
in
the
park
department
this
past
week
and
that
was
doggy
dip
day.
So,
but
there
was
a
bunch
of
dogs
out
there.
My
I
got
a
yellow
lab
that
loves
doggy
dip
day.
So
it's
a
special
thing
that
the
parks
does
every
year
when
the
pool
closes
down.
But
just
you
forgot
to
mention
that
so
my
my
lab
loves
the
doggy
dip
day.
D
But
no,
I
just
was
going
to
reiterate
what
the
mayor
said
to
the
fire
and
police
department.
Over
there
I
mean
it
was
a
fun
10
days
whatever
that
was
so
I
mean
a
lot
of
people.
D
I
think
a
lot
of
people
got
engaged
and
I
saw
on
the
heart
and
hand
post.
I
think
it
was
yesterday
and
all
the
stuff
that
they
got
over
there,
so
I
think
they're
a
little
overwhelmed
and
that's
a
great
feeling
for
the
community.
So
somebody
asked
who
won
and
I
said
belton
did
so
I
mean
that's
the
right
answer.
I
think
don't
know
actually
who
got
more
stuff,
but
I
think
belton
won
and
that's
the
right
thing.
D
I
know
who
I
need
to
support
next
year
right,
I
knew
the
mayor
was
going
to
take
care
of
you
guys
over
there
so
but
yeah.
Hopefully
they
got
more
supplies
than
kids.
So
that's
the
greatest
thing.
H
D
I
haven't
seen
you
guys:
go
outside
the
community
to
get
some
items
from
churches
from
our
neighbor
to
the
east
and
some
other
businesses
over
there
were
donating
supplies
to
our
community.
So
I
kind
of
I
laughed
at
that
that's
kind
of
nice,
so
yeah
it
was
good
though
I
enjoyed
it.
M
I
have
one
the
roundabouts,
it's
my
understanding.
Those
belong
to
modot
but
recently
rocks
were
put
up
and
I
saw
a
lot
of
facebook
chatter
for
and
against
it
and
that's
fine.
But
somebody
actually
wrote
me
that
was
at
the
original
meetings
and
they
said
they
were
promised
nice
landscaping
with
vertical
elements
and
they're
wondering.
J
J
So
the
west
one
hasn't
had
any
vertical
plantings
in
it
for
at
least
a
year,
if
not
two
years,
because
the
trucks
have
run
straight
across
that
thing
so
many
times,
they've
torn
everything
out,
they've
moved
strategically
down
and
they've
been
everything's
been
hit,
and
every
time
we
do
plantings
they
get
torn
out,
they
get
destroyed.
People
call
up
complain
that
they
don't
look
good,
they
don't
like
it,
and
so
yes,
we've
had
a
lot
of
problems,
so
we
went
back
and
we
put
rock
on
there
and
they're
large
rocks.
J
So
people
in
cars
are
going
to
be
deterring
from
driving
across
that
anymore.
We're
hoping
that
the
trucks
get
the
same
point,
because
if
a
truck
goes
on
there,
I
think
they're
going
to
get
stuck
and
so
not
that
I'm
trying
to
injure
a
truck.
It's
just
I'm
trying
to
deter
people
from
driving
through
the
roundabout.
Hopefully
we
can
get
people
to
stop
driving
through
them
once
that's
done,
then.
Hopefully,
we
go
back
and
go
back
with
plantings,
but
right
now
we
have
to
do
something
to
stop
people
from
driving
through
them.
J
The
west
roundabout
is
in
such
bad
condition.
We
need
to
make
a
decision-
probably
the
next
year.
So
what
are
we
going
to
do
that
roundabout?
Do
we
really
want
to
keep
the
roundabout
there?
Do
we
want
to
put
a
signal
back?
What
do
we
want
to
do
to
to
handle
that
intersection
and
that
will
have
to
be
community
discussion,
because
when
you
go
out
there
and
look
at
it,
I
mean
they're
going
straight
over
it,
and
so
we
need
to
determine
what's
the
best
thing
for
the
safety
of
our
drivers.
K
G
G
Okay
and
then
second
question,
we
were
also
told
about
stephen
ellis,
a
teacher
at
belton
high
school.
I
guess
had
been
trying
to
go
through
modot
to
do
like
an
adopt
a
highway
type
program
with
it.
He
had
some
really
great
ideas
about
making
it
prettier,
but
then
also
with
helping
keep
vehicles
from
driving
through
it.
G
J
I
I
have
no
idea.
I
haven't
been
in
contact
with
him
about
that
project.
If
he
wants
to
contact
us.
Just
have
him
contact
me
and
because
you
know
the
between
the
parks
department,
because
the
parks
department
person
actually
works
for
us
we're
involved
in
how
it
that's
how
I
get
involved
in
it,
but
we're
more
than
happy
to.
If
someone
wants
to
do
more
work
out
there,
we're
all
in
a
favor
I'll,
take
anybody's
help.
D
J
Cambridge
is
a
a
difficult
project
right
now.
Spire
has
got
a
line
in
the
way
and
they
had
told
us
that
when
we
start
the
job
they
come
out
and
move
it's
about
a
week's
worth
of
work,
we've
informed
him
more
out
there.
We
need
him
to
move
every
other
utilities
out
of
the
way
we're
ready
to
to
really
move
forward
on
the
project.
L
L
Her
mom
has
a
really
hard
time
during
that
week
and
then
the
additional
weeks
where
people
light
things
off
outside
of
our
codes.
She
has
ptsd
and
she's.
Just
really
frustrated
want
to
know
who
she
could
talk
to
to
change
it,
and
I
tried
to
explain
that
there's
a
lot
of
shades
of
grey
to
this,
and
you
know
that
change
isn't
something
that
one
person
can
unilaterally
do.
L
So
I
just
wanted
to
share
that
concern
with
the
rest
of
the
council
that
you
know,
I
think
we
all
kind
of
just
wince
and
get
through
the
fourth
of
july
and
hope
people
are
on
good
behavior.
But
that's
not
always
the
case,
and
I
appreciate
both
police
and
fire
putting
together
some
data
about
service
calls
and
accidents
for
us
to
consider
and
we've
got
a
you
know
long
runway
to
the
next
fourth
of
july.
L
Maybe
we
could
put
our
heads
together
and
come
up
with
something
because
she's,
not
the
only
one
that
has
concerns
and
issues
and
obviously
we're
all
aware
that
people
don't
follow
our
rules
as
they
are
right
now
and
there's
not
a
really
great
way
to
enforce
them.
So
something
to
think
about.
Thank
you.
D
Anybody
else
I
just
answer,
councilwoman
lost,
I
mean,
don't
people
don't
follow
rules
I
mean
there's
communities.
I
think
shawnee
this
year
actually
went
back
and
allowed
fireworks,
because
too
many
people
were
doing
fireworks
and
I
couldn't
control
it
anyhow.
So
I
mean
we
have
rules,
people
just
don't
follow
them
and
I
don't
know
the
police
can't
be
everywhere
so,
but
I
mean
we
can
add
more
rules
that
just
they
just
won't
follow
the
more
rules.
L
Yeah,
if
I
thought
more
rules
would
be
an
easy
solution.
I
probably
would
have
proposed
something,
but
maybe
it's
a
community
initiative.
Maybe
it's
conversations
between
neighbors,
I
don't
know,
but
it's
just
a
real
drag
to
hear
that
she's,
a
world
war
ii
survivors
how
her
daughter
described
her.
So
I'm
not
really
sure
what
context
that
is,
but
she's
an
elderly
woman
and
she's
really
bothered
by
it
and
she's,
not
the
only
one.
So
just
you
know
something
we
can
think
about
in
the
months
leading
up
to
the
next
fourth
of
july.
J
In
our
budget
this
year
was
approved
for
us
to
replace
our
backhoe
it's
many
years
old
and
not
functioning
very
well.
We
have
looked
at
both
a
case
and
caterpillar
backhoes
and
I
think
the
department
has
decided
on
that.
Caterpillar
backhoe
best
fits
our
needs,
so
we'll
be
bringing
an
ordinance
forward
for
that.
That
purchase
be
happy
to
answer
any
questions.
Any.
J
In
this
year's
budget
we
had
to
outfit
a
truck
to
be
a
it's.
We
call
it
a
crane
truck
it'd,
be
able
to
lift
street
plates
for
us
and
other
large
objects
right
now.
We
have
to
either
go
out
rent
something
or
try
to
take
our
loader
to
it.
J
Many
of
these
objects
are
at
the
capacity
of
our
equipment
or
above
it,
and
so
we
are
going
to
get
ourselves
a
basically,
this
crane
trick,
or
hook
lift
truck
to
be
able
to
lift
things
up
that
are
extremely
heavy
and
like
plates,
so
we
can
move
them
around
as
we
need
them,
so
that
will
be
brought
to
you
here.
I
believe
the
next
meeting
any
questions
was.
N
Every
year
the
police
department
brings
before
city
council
ordinance
to
accept
monies
for
grants
related
to
traffic
enforcement,
and
the
state
of
missouri
has
had
a
problem
with
police
departments
returning
the
money,
unspent
and
a
lot
of
it
has
to
do
with
covid,
but
other
there's
other
things
going
on
as
well
and
as
an
incentive.
The
state
of
missouri
is
changing
the
rate
of
overtime
that
can
be
paid
out
on
state
grants.
So
this
in
our
case,
in
other
cases,
other
cities.
N
The
officers
would
get
paid
overtime
for
working
those
grants
but
then
be
reimbursed
by
the
grant,
and
so
we're
we're
looking
at
the
language
that
will
be
included
in
those
ordinances
and
if
you
recall
some
of
those
ordinances
we've
done
in
the
past,
they
come
fast
and
we
have
to
push
them
through
like
within
two
weeks
or
so,
and
so
we're
trying
to
do
the
work
ahead
and
trying
to
get
this
figured
out
before
we
get
to
that
point.
In
january.
H
This
is
a
amendment
to
our
current
contract.
The
emergency
services
board
has
approved
and
is
in
the
process
of
having
a
new
cad
system
built.
That's
the
computer
dispatching
equipment
that
gets
us
the
calls,
and
so,
in
order
for
our
software
to
be
able
to
talk
to
it,
we
have
to
get
a
new
basic.
It's
a
patch,
it's
something
that
allows
the
software
to
talk
and
communicate
with
the
with
the
cad
system.
O
Yep,
in
addition
to
the
sections
that
were
already
brought
under
a
previous
work
session
back
on
july
12th,
as
we
were
reviewing
the
udc
code
amendments
that
will
be
coming
forward
later
this
month.
We
did
also
notice
that
appendix
b,
which
is
our
development
review
committee
table
and
some
procedures
in
that
at
the
end
of
the
udc,
needs
to
be
updated.
