A
C
C
Every
day
all
day
long
I've
observed
most
of
the
traffic
coding
through
I
assume
that's
to
avoid
the
light
at
58
and
why,
as
well
as
due
to
GPS
I've,
seen
a
lot
of
large
trucks,
tractor
trailers
cut
through
to
go
to
the
post
office
as
well
as
tow
trucks
for
Caliber,
Collision
and
I've
even
seen
school
buses
speed
past
my
house,
which
some
have
been
reported,
I've
almost
been
hit
almost
getting
in
and
out
of
my
own
driveway
and
I'm
hopeful
that
these
speed
humps
will
not
only
help
control
the
speeding
and
maybe
help
with
the
excess
cut
through
traffic
as
well
as
our
street
is
really
bad
and
it's
got
lots
of
cracks
and
every
time
you
hear
the
big
trucks
go
over
their
loads
just
go
crashing
over
and
it's
very
disruptive.
D
Good
evening,
Matthew
Marshall
I
live
at
601
Given
Avenue
and
am
for
the
proposed
speed
homes.
We
used
to
have
a
stop
sign
that
did
help
with
some
of
the
speeding.
However,
my
house
is
the
very
first
house
coming
in
from
Gibbon
from
Y
Highway
the
way
that
that
road
curves
it
is
a
direct
shot
if
they
choose
not
to
Veer
off
to
the
left
and
follow
that
into
my
living
room
and
I've.
Had
cars
end
up
in
my
front
yard
multiple
times
due
to
people.
D
Speeding,
I
have
a
five-year-old
kid
that
we
can't
even
let
go
out
and
play
in
the
front
yard,
because
cars
continue
to
go
upward
to
50
60
miles
an
hour
down
our
road.
So
it
is
extremely
unsafe.
D
I'm
not
still.
You
know
not
convinced
as
to
the
reason
to
pull
the
stop
signs
out,
because
they
did
help
and
allowed
the
police
department
to
write
tickets
for
that,
although
they
could
write
tickets
for
speeding
as
well
and
have
yet
to
see
a
officer
in
our
neighborhood
to
do
that.
So
this
is
a
daily
occurrence
and
is
something
that
should
be
should
be
approved.
So.
C
E
Am
at
603,
Given,
Avenue,
I'm
next
to
Matt
and
I
am
for
having
the
speed,
humps
I
know
it
has
been
a
discussion
continuously,
even
when
the
Price
Chopper
development
happened.
It
was
a
big
to
do
with
regards
to
having
that
cut
through
from
why
highway
to
Bradford
Place
the
big
con.
The
big
condition
was
the
fact
of
we
knew
that
people
were
going
to
cut
through
and
also
the
speed
coming
through
our
neighborhood
at
that
time.
During
that
development,
their
engineers
said
that
the
Curve
will
slow
them
down.
E
That's
not
the
case.
Yes,
they
took
down.
They
did
several
traffic
studies
through
the
public
works
and
I
know.
If
I've
myself
and
my
husband
have
actually
talked
to
the
director
a
few
times
while
he
was
out
either
putting
them
up
or
taking
them
down
in
regards
to
it,
and
there
is
a
lot
of
traffic
that
does
come
through
our
street
I
know.
Most
of
our
neighborhood
doesn't
see
it
because
they're
in
the
cul-de-sacs,
but
for
us
that
live
on
the
main
thoroughfare,
it
is
very
unsafe.
E
We
do
have
speeding
cars
motorcycles
ATVs
this
just
this
past
weekend
we
had
a
very
speeding
ATV
coming
through
our
neighborhood
and
along
say,
163rd
Street,
getting
onto
sidewalks
and
things
of
that
nature.
There
had
been
a
report.
Cop
was
in
our
neighborhood
talking
both
to
one
of
my
neighbors
up
the
street
and
my
husband
that
caught
it
I
have
seen
when
we
had
a
lot
of
issues
with
regards
to
the
construction
of
the
Collision.
E
Whatever
the
Collision
place
that
went
in
the
issue
was
the
fact
about
the
additional
construction
traffic
I
know
that
during
that
time
frame
we
did
have
our
traffic
enforcement
unit
come
out
and
set
up
in
that
intersection
of
Bradford
and
given
he
did
hide
behind
the
fence
on
Bradford
cul-de-sac,
as
they
always
say,
unless
they're
caught,
they
can't
do
anything
about
it.
Even
if
we
have
video
through
our
surveillance
cameras,
they
still
ain't
going
to
do
anything
about
it.
E
F
I'm
Ryan
Johnson
I
live
at
602
Gibbon
right
across
the
street,
from
Matt
and
Mary.
I
too,
am
in
favor
of
the
speed
bumps.
We
have
had
several
cars
fly
through
there,
including
mail
trucks,
school
buses,
Jimmy
John's
drivers
go
through
there
constantly
multiple
times,
because
it
is
on
the
other
side
and
they
do
do
it
to
avoid
the
stoplight
and
stuff
I
do
have
cameras
as
well.
Nobody's
ever
asked
me
to
see
the
cameras.
F
I
can
show
you
Speeders
going
through
it
all
the
time
when
there
were
stop
lights,
I
offered
by
cameras
to
show
people
that
were
running
the
stop
signs
or
not
stop
lights,
but
stop
signs,
but
nobody's
asked
for
them,
but
it's
definitely
there.
If
you
want
it,
I've
got
the
proof.
A
G
A
H
A
B
B
A
and
whereas
Dana's
leadership
and
worth
it
work.
Work
ethic
has
been
invaluable
to
the
fire
department
and
to
the
city
and
whereas
Dana
has
demonstrated
an
intent
innate
sense
of
humor,
compassion
and
generosity
toward
all
people
that
has
made
it
privileged
to
work
beside
him
through
the
years
and
whereas
Daniel
will
retire
on
April
1st
April
11
2023
from
the
city
of
Belton,
and
we
wish
him
well
as
he
begins
his
new
chapter
in
his
life.
Now.
J
I
think
most
people
were
there
yesterday,
but
Dana
will
be
a
a
large
loss
to
our
department.
He
he
represents
a
lot
of
experience.
Knowledge
and
experience.
He's
passed
a
lot
of
that
on
to
some
of
our
younger
members,
but
still
a
difficult
thing.
Difficult
thing
to
fill
and,
like
I
said
his
sense
of
humor
I
mean
we
have
so
far.
We've
got
his
happy
face.
J
K
L
Something
this
has
been
the
best
job,
I've
ever
had
I've
loved
every
second
of
it.
I
wish
I
could
have
stayed
longer,
but
it's
kind
of
tearing
my
body
up
we're
just
pretty
busy
and
I'm
getting
old.
So.
K
A
K
B
K
B
A
A
B
K
P
Q
This
ordinance,
in
its
simplest
terms,
just
simply
brings
the
current
code
of
ordinances
in
to
conformance
with
state
law.
The
Belton
Municipal
Court
received
an
audit
by
the
office
of
state
courts
administrator
and
they
noted
there
were
some
sections
of
the
code
of
ordinances
that
no
longer
were
in
accordance
with
state
law,
specifically
Provisions
relating
to
the
finance
director
being
an
oversight
Authority
for
the
Municipal
Court.
Q
Following
the
events
in
Ferguson
and
Senate
Bill
5
and
Senate
Bill
572,
the
Missouri
Supreme
Court
issued
new
operating
rules
that
essentially
the
municipal
court
has
to
be
completely
separate
and
apart
from
the
city
and
should
not
be
utilizing
City
personnel
or
under
the
oversight
of
City
personnel.
So
all
this
ordinance
does
is
kind
of
bring
that
into
compliance.
I
did
send
this
ordinance
to
judge
Niagara,
judge
Nigro
has
reviewed
it
and
approved
it.
P
Yeah
go
ahead.
Who
is
this
I
think
you
said
a
group
of
Auditors
or.
P
And
they're
like
or
are
they
hired
by
this
state?
Are
they
volunteers
who
go.
P
Okay
and
even
though
you
say
I
guess,
I'm
a
little
confused
because
it
says
in
here
recommended,
but
yet
it
wouldn't
we
be
out
of
compliance.
If
we
didn't
do
it,
I
mean
it
I'm
questioning
the
word
recommended
versus
required
I.
P
At
least
my
last
question,
we
have
a
recommendation
from
the
state
auditor
who
audited
the
city
a
year
ago,
and
we
haven't
done
anything
about
that.
Why
is
this
one
in
front
of
that?
One.
Q
Because
Oscar
has
actual
enforcement,
Authority
Oscar,
oh
the
the
office
of
State,
the
the
state
auditor
and
the
office
of
State
Court
Administration
are
two
separate
branches.
One
is
under
the
executive
department.
One
is
under
the
legislative
Department.
If
Oscar
tells
you
that
you
have
to
change
some
or
if
they
recommend
that
you
need
to
change
something,
it's
best
to
change
it,
so
that
they
do
not
determine
that
the
Belton
Municipal
Court
is
out
of
compliance
with
state
law.
Okay,.
G
B
S
Yes,
good
evening,
City
Council
public
hearing
for
the
consideration
of
the
15th
Amendment
to
the
Old
Town
Belton
Redevelopment
plan
is
for
809
East
Walnut
Street,
which
is
a
residential
project.
The
details
of
this
project
begin
on
page
12
of
tonight's
agenda.
The
application
was
received
on
March,
8th
of
2023
and
the
Old
Town
building.
Excuse
me,
Redevelopment
Corporation
recommended
approval
on
March
15
2023,
a
notice
of
public
hearing
was
sent
to
the
taxing
jurisdictions
in
accordance
with
State
Statute.
S
The
total
project
cost
is
twenty
seven
thousand
and
ten
dollars
which
provides
for
level
A2,
which
is
90
property
tax
abatement
for
10
years.
Exterior
costs
are
61
percent
of
the
total
project
costs
at
sixteen
thousand
four
hundred
dollars,
which
include
exterior
trash
and
front
porch
removal,
siding
removal,
stucco,
repair,
new
windows,
new
trim,
paint,
new
gutters
and
downspouts.
The
interior
costs
are
39
percent
of
the
project
costs
at
10
610,
which
include
interior
trash
removal,
subfloor
repair
ceiling
and
drywall
repair,
a
tankless
water,
heater
and
HVAC
repairs.
I
I
I,
don't
I,
guess:
I,
don't
have
issues,
I
do
have
issues,
I
guess
I
mean
I'm
talking
so
most
of
these
other
ones
that
we've
done
has
all
been
owned
and
operated
or
owned,
and
the
person
that
lived
there
actually
owned
the
building.
So
now
we're
getting
into
rental
programs
and
trying
to
figure
out
I
mean
so
he
improves
this
I
mean
if,
let's
say
it's
renting
for
800.
Now
we
give
them
a
tax
payment,
he
gets
to
charge
1200
and
he
doesn't
have
to
pay
taxes.
I
S
S
We
did
discuss
at
the
beginning
of
starting
the
Old
Town
belt
and
Redevelopment
plan,
whether
or
not
we
wanted
it
to
be
strictly
for
homeowners
or
if
we
wanted
to
go
ahead
and
open
it
up
to
people
who
were
going
to
purchase
and
rent,
and
the
determination
was
made
that
really
what
matters
is
that
Old
Town
Belton
elevates
the
appearance
and
I
do
believe
that
this
applicant
will
do
that.
T
A
A
U
The
developer
of
Autumn
Woods
has
submitted
a
revised
preliminary
development
plan
to
be
able
to
re-plat
the
subdivision,
which
would
allow
each
building
on
its
own
lot
rather
than
having
all
buildings
on
one
lot.
This
is
intended
to
help
the
development
complete
the
build
out
at
a
quicker
Pace
due
to
existing
constraints
with
topography
and
the
flood
plain
the
street
and
building
layout
Remains,
the
Same
as
previously
approved.
However,
the
central
amenity
space
has
been
improved
with
a
larger
playground
benches
and
a
five
foot
Trail
connection.
U
Additional
Landscaping
has
also
been
added
to
meet
current
code,
as
well
as
larger,
back
patios
for
the
buildings
in
the
second
phase,
there's
also
a
separate
ordinance
for
the
approval
of
the
revised
development
maintenance
agreement
that
has
been
provided.
This
agreement
includes
updates
that
will
allow
the
installation
of
individual
water
meters
per
unit,
rather
than
all
units
being
on
a
single
meter,
as
currently
as
originally
and
currently
required.
Additionally.
The
agreement
includes
timelines
for
the
completion
and
installation
of
landscaping,
amenities,
public
and
private
investment
improvements
and
on-street
parking.
U
The
developer
is
also
responsible
for
the
installation
and
enforcement
of
no
parking
signs
on
one
side
of
the
street.
The
Planning
Commission
did
hold
a
public
hearing
on
March
7th,
at
which
no
one
spoke
in
favor
or
in
opposition
to
the
request
for
the
preliminary
development
plan.
The
commission
recommended
approval
of
the
development
plan
by
a
vote
of
four
to
one.
The
commission
also
approved
a
revised
final
development
plan,
pending
Council
approval
of
the
preliminary
development
plan.
A
separate
preliminary
and
final
plots
will
be
required
to
be
approved
before
construction
can
begin
on.
U
P
Well,
I
think
it's
ironic.
They
mentioned
trees
in
here,
because
I
know
that
when
phase
one
started,
they
went
on
to
Railroad
property,
cut
down
a
lot
of
trees
and
never
did
reimburse
them
or
never
got
fined
for
it
or
anything.
So
I'm
not
sure
how
how
we
are
going
to
enforce
this
thing
in
here
about
the
trees.
Maybe
you
could
explain
a
little
bit
more.
U
So
we
would
be
enforcing
installing
the
trees
for
the
Landscaping
plan,
that's
been
provided
in
the
packet
and
the
landscaping
and
the
first
phase
along
Marky
Road
and
then
in
the
amenities
areas
have
to
be
installed.
The
four-wheel
issue,
building
permits
on
the
second
phase
for
the
Landscaping
that
is
adjacent
to
the
buildings.
In
the
second
phase,
those
would
be
installed
and
completed
as
the
buildings
are
completed.
Okay,.
P
Well,
hopefully,
well
I,
I
guess
it
doesn't
make
any
difference,
if
maybe
the
guys
turned
over
a
new
Leaf,
but
no
pun
intended
and
I
guess.
The
other
question
is
why
it
this
is.
This
is
before
my
time
I
mean
this
has
been
there
for
several
years.
It
seems
to
be
taking
forever.
Did
we
know
how
long
does
a
building
permit?
Last
I
thought
it
was
six
months
or
something
so.
U
As
long
as
they're
calling
in
for
inspections
at
least
once
every
six
months,
it
will
extend
that,
and
that's
part
of
the
reason
for
coming
forward
with
this
amendment
is
from
a
financing
standpoint.
Getting
financing
on
an
individual
building
is
easier
than
having
to
continue
to
go
back
and
get
financing
on
that
the
property
as
a
whole.
R
Okay:
okay,
okay,
thanks.
U
The
one
vote
in
opposition
mostly
was
related
to
concerns
that
really
relate
back
to
just
the
original
approval
that
are
kind
of
beyond
the
beyond
our
control.
At
this
point
related
to
the
density
of
the
development,
the
lack
of
on-street
parking
and
those
types
of
items
that
are
difficult
to
correct,
based
on
the
current
layout
of
the
site.
Okay,.
P
I
actually
asked
Mr
McDonough
today,
and
he
sent
me
an
email
and
just
highlight
a
couple
of
things.
One
is
the
the
fact
that
it's
taken
a
long
time
he's
a
talkative
occupancy
permit
and
I
don't.
This
is
just
from
him.
Occupancy
permits
were
received
before
completion
interior
and
exterior
Landscaping
is
still
not
complete
after
two
years,
there's
still
not
enough
parking,
each
there's
only
one
and
a
half
spaces
for
each
three
bedroom
unit.
P
P
He
refers
to
it
as
an
eyesore
I
can't
say
that
I
mean
it's
housing
for
people,
so
that's
kind
of
up
to
the
people
to
keep
it
up.
But
anyway,
that's
that's
what
he
said.
I
I
I
mean
I've,
been
on
this
Council
for
four
years
and
I've
been
complaining
about
this
project
for
four
years
and
I
was
told.
This
was
the
time
that
we
can
demand
stuff
to
be
done
and
I
think
this
is
the
time
that
we
asked
for
it
like
the
parking
I
mean.
What
Tim
has
told
you
is
is
absolutely
true.
You
can't
drive
through
that
subdivision
and
we
couldn't
get
that
fire
truck
through
that
subdivision,
without
pushing
Vehicles
off
to
the
side,
so
I
I'm
not
going
to
vote
for
it.
I
I'll
tell
you
that
up
front
I
want
to
see
more
parking
lots
off
street
parking
I
was
told.
This
is
when
I
got
to
complain
about
it
publicly,
and
this
is
when
I
get
to
do
it.
I
I
like
what
the
Traditions
have
done.
They
put
in
some
big
parking
lots
for
off
street
parking.
These
streets
aren't
white
enough
they're
parking
on
both
sides,
just
like
everything
that's
been
discussed
today,
I
just
if
this
is
our
time,
just
tell
them
that
we
want
something
different.
P
And
you
remember:
Traditions
was
well
now
I'm
getting
all
my
meetings
confused,
but
there
was
an
issue
with
Traditions
parking
on
both
sides
of
the
street,
and
then
we
did
have
a
resolution
or
something
where
we've
got
signs
on
one
side
of
the
I.
I
P
Q
U
Believe
that
that
is
and
I'll
pull
it
up,
but
that
is
in
the
development
maintenance
agreement
right.
N
The
last
time
I
was
in
transitions.
There
was
a
car
parked
right
underneath
the
sign
no
parking
on
this
side
of
the
street.
No.
I
G
R
P
G
P
U
U
We
also
do
have
it
in
newer
residential
subdivisions
as
well.
Meadow
Creek
has
it
I,
don't
know
if
Traditions
has
one
or
not
but
I
know
Meadow
Creek
does
so
generally
developments
that
have
been
approved
over
the
last
five
years.
Have
these.
P
P
P
U
A
W
Q
I
Q
But
the
issue
there
would
be
is
that
the
trigger
point
for
requiring
this
amendment
is
that
the
amended
preliminary
development
plan
was
approved
since
it
was
not
approved.
There
is
no
longer
a
trigger
to
require
the
maintenance
and
development
agreement,
so
instead
it
would
just
revert
back
to
the
original
preliminary
development
plan
that
was
approved
previously
and
then
the
original
maintenance
and
development
agreement
that
was
approved
previously.
N
G
N
U
U
Yeah
and
the
way
that
the
current
development
plan
has
approved,
it
has
remained
as
one
lot
there.
They
can't
bring
forward
a
re-plat
to
subdivide
that
any
further
without
bringing
forward
a
new
preliminary
development
plan.
P
And
I
don't
have
anything
against
new
housing,
particularly
this
housing
I
think
it's
a
good
place
and
if
a
move
to
faster
and
was
at
streets,
you
could
drive
down.
P
That
would
be
great,
but
when
so
when
this
does
come
back
after
some
revisions,
hopefully
in
this
agreement,
there's
something
where
it
says:
if
the
developer
doesn't,
for
instance,
let's
say
he's
still
on
site
and
a
water
line,
collapses
and
Belton
goes
in
and
says:
okay,
you
need
to
repair
that
it
says,
he's
fined
five
hundred
dollars
a
day,
but
it
didn't
say
when
the
fine
starts
he
says
I
mean
the
problem
could
be
reported
by
a
resident
to
city
hall
and
then
the
a
letter
could
be
is
going
to
be
sent
and
then
he
has
10
days
to
come
up
with
a
plan,
and
then
he
has
a
certain
amount
of
time
to
do
something.
P
M
P
It
went
through
all
these
different
things
that
would
happen
the
the
discovery,
the
the
letter,
the
10
days,
for
a
plan
then,
and
then
it
said
500
a
day.
So
if
you've
just
clarified
that
500
a
day,
fine
starts
at
the
point
where
Belton
discovers
it's
an
issue.
R
B
J
I'll,
just
recap:
really
quick:
it's
been
a
while,
since
we
discussed
this
I
brought
this
to
you
when
I
had
applied
for
both
this
Grant
and
then
a
fire
Grant
through
the
same
thing:
they're
they're
from
arpa
funds.
We
received
a
message
and
have
received
the
paperwork
that
we
have
been
awarded:
the
EMS
Grant,
which
we're
going
to
be
using
for
some
Advanced
education
for
the
paramedics
to
earn
a
critical
care
certification
so
that
we
can
charge
more
for
certain
patients
receiving
certain
treatments
coming
out
of
the
hospital
on
transfers.
J
So
in
total
it's
forty
thousand,
but
20
was
in
kind
matches
that
we
had
already
met
from
last
year's
budget,
and
so
the
difference
is
going
to
be
we'll
receive
20
000
from
them
and
then
once
we
get
this
approved
and
we
can
get
it
back
and
sign
to
them.
They'll
they'll
issue
the
funds
and
we
can
get
started
with
our
training
plans.
A
R
B
M
Mr
Marin,
council
members.
This
ordinance
is
in
response
to
the
contract
that
was
approved
at
the
previous
meeting
with
gfl
to
provide
curbside
recycling.
This.
If
you
looked
at
the
kind
of
the
funding
plan
that
I
had
sent
out
to
everybody,
the
plan
is
not
what
you're
voting
on
today.
M
What
you're
voting
today
is
the
ordinance
to
set
the
first
Year's
rates,
and
the
plan
is
just
to
give
an
idea
of
what
we
could
do,
potentially
utilizing
the
existing
fund
balance
and
the
difference
between
what
we're
being
charged
currently
and
what
we
will
be
charged
when
we
start
curbside
recycling
in
August,
and
so
what
we
are
recommending
is
that
we
go
with
a
new
rate
of
18.79
per
household
for
trash
and
curbside
recycling,
which
would
be
a
two
dollar
increase
from
the
current
bill,
but
would
also
include
the
curbside
recycling
and
the
bins
that
go
along
with
it.
M
Else,
Mr
Mayor,
if
I
may
just
add
one
more
thing
to
that,
we
are
in
addition
to
this,
we
are
and
I
think
we.
This
was
discussed
during
the
resolution
last
meeting,
I'm
going
to
obviously
look
into
the
the
possibility
of
of
getting
some
grant
funding
to
help
us
with
to
help
folks
who
might
be
in
in
financial
need
to
help
cover
some
of
the
costs
of
the
curbside
program,
but
that
there
there
are
some
programs
that
we've
already
identified.
That
could
help
us
with
that.
M
M
G
A
M
Have
some
agreements
with
with
Mark,
yes
to
do
oats,
but
we
also
have
some
of
our
own
requirements
or
some
of
our
own,
that
we
have
to
pay
for
some
of
these
votes
transportation
that
we've
provided.
R
B
J
So
we
we
apply
for
GMT
funds
every
year,
which
is
a
substantial
amount
of
revenue
for
us
and
we're
being
audited
for
the
first
time
for
the
fiscal
year,
FY
19
and
we're
extremely
unhappy
with
the
results
because
they
say
we're
going
to
reimburse
so.
His
specialty
is
to
look
into
that
and
he's
actually
already
been
working
on
it
to
try
to
resolve
and
make
that
audit
look
a
little
bit
better
than
what
it
is
right
now.
B
H
K
V
This
is
a
flatbed
truck
that
has
a
cream
in
the
back
and
it's
primarily
used
for
lifting
heavy
water
parts.
So
we
move
plates
that
we
have
to
place
over
holes
that
are
in
streets
and
we
don't
have
a
way
of
doing
that
now,
except
using
a
loader
and
having
to
basically
come
from
our
lot
and
haul
it
all
the
way
out.
V
We
also
have
heavy
valves
so
a
lot
of
bigger
water
lines
if
you've
ever
seen,
one
of
our
valves,
they're
quite
large
and
quite
heavy
right
now,
we
actually
have
to
try
to
lift
that
by
hand
and
it's
something
we
shouldn't
be
doing.
We
should
have
a
piece
equivalent
to
be
able
to
lift
lift
Valves
and
different
piece
of
equipment
pipes
into
place
and
not
do
it
by
hand
anymore.
B
A
Item
D
dog,
all
right,
damn
anybody
else.
A
K
Q
Q
My
initial
suggestion
would
be
not
to
show
up,
but
if
you
do
just
don't
participate
in
any
of
the
discussion
and
let
the
city
clerk
know
because
she,
as
we
have
done
in
the
past,
when
a
quorum
of
the
council
have
been
present
in
the
same
room
where
public
meeting
is
discussed,
would
probably
post
a
notice
of
attendance
just
so
that
the
public
would
know
that
there
are
going
to
be
five
of
you
there.
But
one
of
you
is
not
participating
in
the
kind
of
public
discussion.
So.
Q
M
P
Ahead
well,
I
was
going
to
point
to
you
anyway
and
say
at
the
last
meeting
I
know,
Dr
White
had
suggested
or
recommended
that
we
have
at
least
one
person
from
the
general
public
on
this,
but
there
is
nobody.
P
I
think
you
might
even
have
said
too,
but
so
it's
it's
almost
like
we're.
We're
meeting
again
like
right
here.
I
Mean
I
I.
We
have
a
hard
enough
time,
understanding
the
budget
I
mean.
Are
you
going
to
find
someone
in
the
general
public
that
actually
can
look
at
our
budget
and
understand
it
or
we're
going
to
try
to
re-educate
everybody
I
think
we're
trying
to
revamp
with
what
I'm
getting
we're
trying
to
revamp
the
budget.
So
it's
easier
for
the
public
to
understand
yeah
and
for
the
city
council
to
understand
actually
too
well,
it's
not
about
going
in
and
paying
stuff
or
creating
we're
not
doing
the
budget.
No.
B
R
I
P
I
know
but
I
I
think
that
if
I
was
or
Dr
White
were
charged
or
Allison
or
anybody
here
was
charged
to
find
in
their
Ward
a
couple
of
CPAs
I'm
sure
we
could
find
them.
Who
may
know
a
lot
more
about
budgeting
than
any
of
us
do,
or
at
least
how
to
to
juggle
the
figures.
But
but
that's
just
me,
go.
N
Ahead
I,
my
understanding
was
a
formatting
and
looking
at
how
it
is
presented
as
part
of
it
and
having
a
someone
on
the
community
on
the
board
would
help
understand
whether
that
goal
was
accomplished
yeah
before.
R
M
It's
a
working
committee
I'm,
not
100,
opposed
to
having
public
representation
on
the
committee.
M
I
I'm,
not
sure
it
would
be
very
helpful,
at
least
in
terms
of
what
the
goals
are
specific,
at
least
initially
from
from
what
we're
trying
to
do
with
this,
because
we're
trying
to
look
at
what
we
have
make
it
administratively
easier
make
it
more
get
definitely
more
easier
to
understand
for
people
the
general
public
council,
members,
obviously,
and
so
I
I
mean
I
like
I,
said
I'm,
not
necessarily
A
categorically
categorically
opposed
to
that
I
just
I'm,
not
sure
that
it
would
be
I
mean
again
it's
going
to
cut
anything
that
comes
to
out
of
this
is
going
to
come
back
to
the
council
for
approval,
as
in
the
terms
of
some
of
policy
and
whatnot,
because
we
want
to
make
sure
that
that
we
are
going
through
the
public
process
on
that.
N
A
A
M
Am
all
for
getting
public
feedback
input
and
input
on
this
as
it
comes
out
and
as
we
as
before,
we
make
it.
Essentially,
you
know
the
the
new
law
of
the
land
when
it
comes
to
budgeting
and
how
we
propose
and
or
how
we
present
finances.
I.
Think
that
that's
that's
a
welcome
oversight
that
the
public
should
provide
I,
just
sometimes
when
you're
making
the
sausage
you
know
so
you,
the
more
hands,
doesn't
necessarily
make
it
more
efficient.
If
that
makes
sense,.
P
I
agree
with
Brett:
this
definitely
has
to
be
done,
no
offense
to
the
last
budget.
It
was
much
easier
to
understand
than
previous
ones,
but
I
think
there's
a
lot
more
work
that
can
be
done,
but
every
time
and
I
sound
like
a
broken
record,
but
every
time
that
I
ask
about
addressing
the
the
recommendations,
particularly
one
recommendation
about
over
over
a
bill
overhead
allocation
again.
P
The
answer
is
that
this
committee
would
be
doing
it
but
I've,
but
now
I'm
hearing
that
it's
more
to
make
it
understandable
to
the
public,
so
I
think
there's
some
media
issues
there,
not
just
making
it
easier
to
understand
or
using
the
right
spreadsheet
or
the
new
software
or
whatever
I
think.
There's
some
media
issues
there
that
have
to
be
addressed.
A
I
And
add
on
to
that
I
think
the
initial
goal
was
to
create
a
new
budget
process
that
is
easier
to
read,
but
in
the
future
have
the
same
type
of
budget
committee
that
will
look
through
the
budget
and
actually
we
have
input
as
a
city
council,
not
that,
because
sometimes
in
the
past
we
didn't
know
what
the
budget
was
until
January
when
they
gave
us
our
books,
sure
so
I
think
having
a
council
people
on
this
budget,
but
I
think
originally
what
the
mayor
said.
I
think
in
the
future.
I
think.
I
R
I
R
I
P
Yeah
yeah
well,
you're
right,
I
mean
yes,
if
you,
if
you
go
back
to
the
to
to
what
we
were
debating
a
year
ago,
though
again
it
was.
The
bottom
line
to
me
is
the
accountability.
P
N
I'm
back
on
two
things
once
response
to
Dave:
if
this
committee
moves
to
making
recommendations
about
the
budget,
then
I
think
it
has
a
little
bit
different,
take
than
figuring
out
how
the
budget
should
look
like
and
be,
and
if
it
moves
to
making
recommendations
for
the
budget,
then
I
think
it
needs
to
be
rotation,
because
if
you
have
the
same
council
members
on
it
all
the
time
that
could
influence
the.
I
I
Course,
I
I
mean
I
I,
don't
care
if
they
rotate
or
whatever,
but
I
I
kind
of,
like
the
fact
that
city
council
people
actually
be
engaged
in
the
budget
long
before
January,
that's
the
thing
I
like
about
it.
So,
but
it's
not
that
we
have
the
final
say:
I
mean
it's
still
got
to
come
before
the
the
nine
of
us
and
everybody's
got
to
say
yes
or
no
to
it,
but
I
think
we
have
a
little
bit
more
input
on
where
the
money
goes
and
how
we
spend
it.
I
M
Yeah
and
I
want
to
point
out
that
having
a
budget
and
finance
committee
that
includes
members
from
the
from
the
elected
body
is
not
unique
to
this
situation.
In
fact,
a
lot
of
facilities
have
a
similar
type
of
of
committee,
and
it
just
so
happens.
We
have
a
lot
more
meat
and
a
lot
more
lifting
to
do
on
the
front
end
of
this
than
what
you
might
normally
do
on
a
year
and
year
out
basis,
but
I.
You
know.
M
Obviously
we
envisioned
that
this
would
not
just
be
for
the
revamping
of
the
budget
process
and
our
finances
as
we
sit,
but
moving
forward.
It's
kind
of
one
of
the
key
arms
to
the
to
the
council
in
terms
of
overseeing
our
finances
and
how
our
budgeting
process
is
done.
I,
don't
Envision
this
replacing
the
budget
timeline
and
process
that
we
started
this
year
with
the
public
input
and
bringing
you
know
the
workshops
and
all
that
stuff.
That
stuff
will
continue
this.
G
W
Know
that
we
are
less
than
four
weeks
away
from
Cinco
de
Mayo
big
event
up
here
on
Main
Street,
Food,
music
shopping,
so
everybody
come
on
out.
What
date
is
it
Friday.
I
T
Yeah
I'll
give
the
Parks
updates
report
this
last
time.
I'll
talk
about.
If
the
egg
hunt
was
adorable,
adorable
chaos,
thousands
of
eggs
set
out
for
about
two
hours
that
morning
they're
all
picked
up
in
three
minutes.
So
Way.
G
T
Go
Kids
of
Belton
this
Saturday
there
are
two
separate
Parks
events
going
on.
One
is
Arbor
Day
10
a.m.
At
Memorial,
Park
they'll
be
planning
a
tree
in
memory
of
Jana
Dillon
last
year.
They
did
the
same
thing
and
it
was
for
former
councilman
Tim
Savage
Flashfire
Maple,
it's
it
looks
really
great
in
the
park.
So
the
other
thing
going
on
Saturday
for
Parks
is
a
craft
show
at
high
Blue
from
9
A.M
to
3
P.M.
T
I
I
I
also
went
to
Dana
Market's
retirement
party
yesterday
at
the
fire
station
I
guess
they
call
that
82.
I've
always
known
it
as
two
but
I
guess
it's
82..
So
that
was
neat
to
see.
I
think
you
roasted
him
a
little
bit,
but
he
was
he's
good
with
that.
I
You
know
but
I've
known
Dana
for
20
years,
so
it
was,
it's
always
sad
to
see
guys
retire,
but
it's
always
happy
that
they
get
to
retire
and
move
on
with
life,
so
I
just
want
to
wish
Dana
and
his
family
a
happy
life
and
and
whatever
he
does
next
I
also
got
to
come
in
here.
I'll
come
in
here
for
lunch
and
I
actually
are
our
staff
put
on
a
bridal
shower,
so
I
got
to
engage
with
them
during
the
lunch
hour.
I
A
I
A
P
Well,
there's
no
liaison
reports,
but
there
have
been
some
people
calling
me
about
codes
by
both
positive
and
negative,
so
I
promise
to
ask
Matt
if
we
can
have
a
codes
and
enforcement
advisory
Council
sooner
than
later,
to
discuss
some
issues.
I
think,
last
time
you
said
it
was
going
to
be
in
May
I
forget
if
it's
early,
May
or
late
mayor.
N
G
M
I
had
the
opportunity
to
speak
at
the
Joint
Belton
Grandview
Chamberlain
Chambers
luncheon
today
at
Memorial
Station,
along
with
the
Grandview
City
administrator
Jamal
Gungor,
and
that
was
that
went
really
well
I
think
there
were
about
70
people.
There
is
what
they
estimated
I
want.
M
Another
reminder
that
to
everybody
that
the
second
May
meeting
has
been
moved
from
the
23rd
to
the
30th
and
I
want
to
congratulate
Greg
rocos
for
his
appointment
to
assistant
city
manager
and
publicly
acknowledge
that
again,
congrats
Greg,
an
RFP
is,
is
nearly
ready
for
our
comprehensive
plan,
so
that'll
be
coming
out
very
soon
and
then
I
also
want
to
to
let
the
public
know
and
I've
talked
to
a
lot
of
you
folks
and
not
everybody
yet.
M
But
we're
working
on
a
joint
Parks,
Board
city,
council,
meeting
and
I
think
that
our
our
date
could
be
May.
9Th
it'd
be
might
be
the
May
9th
meeting.
We
would
have
very
limited
City
action.
That
night
we
tried
to
move
the
City
action
to
the
second
meeting
in
May
or
or
try
to
push
it
up
into
the
second
meeting
in
April,
so
May
9th
is
when
that
joint
meeting
would
occur.
That's
all
I've
got.
S
I
just
wanted
to
inform
city
council
that
the
Southtown
Plaza,
the
Hermann
Enterprises
part
of
the
Tiff
contract
will
be
coming
before
you
sometime
next
month
to
amend
the
construction
deadline
for
the
second
pad
site.
That's
next
to
Aspen
Dental.
Currently,
the
construction
deadline
is
May
31st
of
this
year
and
the
amendment
that
would
be
coming
before
you
would
push
that
construction
deadline
to
May
31st
2025
so
out
two
years
any.
M
N
I
got
60
and
I
got
55
signatures.
It
requires
66
of
the
80
percent,
so
I've
got
but
I
got
67
more
than
two-thirds,
which
is
what
it
takes
to
change.
The
United
States
Constitution,
so
I
have
enough
signatures
to
be
able
to
change
the
U.S
Constitution
I
think
it
should
be
able
to
go
in
and
put
add
speed.
N
Humps
now
also,
you
had
some
of
the
citizens
that
lived
directly
on
the
entrance
they're,
getting
ready
to
open
up
a
for
lack
of
a
better
term,
a
bar
and
grill,
almost
at
the
in
the
entrance
of
Bradford
Place
I
think
we
need
to
protect
the
citizens
and
I'm
recommending
the
speed,
humps
and
I'd
like
the
stop
sign
back.
A
O
O
N
P
N
R
W
Go
ahead,
this
is
this
is
my
only
concern
is:
are
we
going
to
put
putting
speed
humps
in
everywhere
around
Belton?
From
now
on,
because
I
noticed
there
was
a
on
one
of
the
pages
on
Facebook
everybody's
like
well.
I
want
to
speed
up
here
and
I
want
to
speed
up
here
and
next
thing.
You
know
we're
gonna,
have
speed,
pumps,
speed,
humps
and
speed
bumps
all
over
Belton.
That's
my
only
concern.
T
Yeah,
the
folks
that
came
and
spoke
tonight,
I
think
we
were
all
contacted.
Maybe
most
of
us
were
contacted
by
one
person
area
that
is
against
them.
I
live
on
Mill
Street,
and
that
was
one
of
the
first
things
when
I
got
on.
Council
was
my
neighbors
asking
if
we
could
put
speed
bumps
on
Mill
Street,
which
is
a
very
heavily
trafficked,
Street
around
schools
and
speaking
with
Public
Works,
we
talk
through.
Why?
That's
not
actually
the
solution.
T
We
think
it
is
so
what
I
would
like
to
hear
before
this
comes
to
a
vote
is
the
plan
of
where
they'll
be
and
the
expected
efficacy
of
putting
them
in
I
know.
The
proposal
for
Speed
humps
specifically
may
be
originated
with
Public
Works.
Is
that
right,
foreign.
V
V
We
always
require
80
percent,
because
a
large
number
of
these
devices
that
we
put
in
end
up
getting
removed
shortly
after
it's
six
months
to
a
year
later,
and
so
we
just
want
to
make
sure
everybody
really
wants
it,
because
once
it
goes
in
you'll
start
hearing
from
the
people
who
don't
want
it,
and
so
that's
that's
the
reason
that
the
80
percent
existed
and
so
can.
T
V
Just
it's
just
been
found
in
from
just
practical
experience
and.
P
That
and
that's
pretty
easy
to
do
or
fairly
easy
wasn't
easy
for
Brett
to
do,
but
that
to
Define
subdivision.
If
you
wanted
to
do
it
on
Main
Street,
then
80
percent
of
what
Old
Town
just
Main
Street
I
mean
so
it
was
I
think
it
was
an
arbitrary
number
and
I
apply
Brett
for
going
out
and
and
getting
as
many
signatures
as
he
did
and
like
he
said
more
than
it's
requires
to
change
the
Constitution.
N
The
other
thing
is,
is
I
have
11
houses
that
are
I
have
11
houses
that
are
rentals
and
majority
of
them.
I
can't
find
someone
to
sign
so
if
I
didn't
include
the
11
houses,
because
they've
transferred
that
there's
been
in
I
know,
several
of
the
houses
has
been
already
two
different
runners
in
a
year
and
a
half.
So
if
I
remove
them
I'm
at
75
percent.
T
I
appreciate
I,
appreciate
the
effort
and
I
understand.
There
is
a
desire
there
with
a
number
of
residents.
A
significant
number
of
residents.
I
would
just
like
to
see
what
you
are
proposing,
specifically
in
terms
of
how
it
will
work
to
calm
the
traffic
where
they're
going
to
go.
There
are
complicating
factors
over
there
with
some
of
the
commercial
businesses
in
the
post
office,
so
I
get
that
I,
don't
I
hope,
I,
really
hope.
Not
every
residential
street
starts
collecting
signatures
for
traffic
calming
devices
so
yeah.
That's
all
I
have.
I
You
know
it's
I,
think
the
problem
we
get
into
is
you
put
those
in
and
I
think
after
six
months
to
a
year,
the
residents
are
going
to
want
to
get
rid
of
them
because
nobody
likes
speed,
humps
or
speed
bumps
or
whatever
you
want
to
call
them,
and
after
our
traffic
study
I
think
we
did
two
different
traffic
studies
and
both
of
them
came
in
saying
that
the
people
were
actually
going
less
than
the
speed
limit
that
we
actually
have
maintained
right
now.
I
Based
on
our
studies,
you
don't
have
to
believe
it,
but
I
mean
we
have
data
that
shows
that
stuff
and
we
use
them
all
the
time
so
and
I
think
another
thing
that
I
I
heard
was
the
police
sat
out
there
and
most
of
the
people
that
were
either
speeding
or
running
the
stop
signs
were
residents
like
86
percent.
So
it's
not
people
driving
through
on
a
public
Street!
That's
doing
this!
That's.
K
N
R
I
P
And
now
I'm
confused,
because
I
I
thought
it
was
owners,
but
now
you're,
saying
residents
what
what
is
it?
The
80
percent.
R
P
P
T
Go
ahead,
wait
a
minute.
This
is
a
question
for
you
was
in
gathering
signatures.
Was
that
made
clear
to.
K
N
N
I'm
with
I'd,
like
the
city
manager,
to
put
it
on
and
let
us
vote
see
what.
W
N
N
Fact
is:
55
people
signed
the
thing
and
they're
great
for
someone
to
go.
Get
that
many
signatures.
It's
not
going
to
happen
because
the
the
people
that
live
on
I
call
it
the
L,
because
it's
an
L
are
not
going
to
want
them
out
because
they
they
are
extremely
frustrated
with
this
lack
of
safety.
They
feel
on
their
Street.
M
Well,
repair
resolution
we'll
bring
it
forward,
we'll
have
costs
included
in
that
and
proposed
locations
for
for
the
speed
humps
to
where
they
would.
Where
would
they
be
installed?
So.
N
I'm
on
can
Greg
do
a
little
presentation
because
I
know
councilman
Lawson
was
interested
in
hearing
a
little
bit
about
your
presentation
about
it.
At
the
same
time,.
U
Has
received
an
application
for
a
special
use
permit
for
Powell
Park,
which
is
supposed
to
be
located
at
the
northeast
corner
of
Maine
and
Herschel,
which
is
on
the
vacant
lot
across
the
street
from
the
city
hall
Annex.
This
park
is
proposed
to
be
a
privately
owned,
Park
that
will
be
accessible
to
the
public
as
a
passive
Park
and
would
include
a
gazebo
walking
paths
Gardens
and
a
labyrinth.
Staff
has
provided
comments
and
is
awaiting
revised
plans
before
noticing
the
Planning
Commission
public
hearing.
I
X
I,
try
to
be
the
police
department's
going
to
be
bringing
forward
a
purchase
of
basically
it's
a
renewal
or
a
software
package
for
our
Cad
and
law
enforcement
report
management
system.
This
is
a
system.
That's
been
in
place
since
1998,
it's
shared
by
all
the
other
agencies
in
Cass
County.
It
is
up
for
being
replaced
in
the
future
at
some
point.
But
to
maintain
this
system
is
what
we
have
to
do
until
the
new
one
is
developed
and
designed
and
purchased,
but
this
year
we're
looking
at
seventy
six
thousand.
