agenda
for
this
evening.
First
is
going
to
be
the
approval
of
our
minutes
from
our
March
21st
Planning
Commission
meeting
and
those
should
have
been
distributed

printed

everyone.
The
committee
are
there
any
additions
or
Corrections
that
we
need
to
make
or
could
we
have
a
motion
for
the
approval.

this
evening
did
have
a
couple
of
public
hearings
that
were
on
the
schedule.
The
first
item.
We
will
continue
with
tonight
the
second
item
we
are
going
to
continue
to
a
later
time,
and
so
the
consideration
of
the
unified
development
code
text,
amendments
for
amendments
to
adopt
Provisions
related
to
the
permitted
land
uses
and
use
specific
standards
and
Associated
definitions.

go
ahead
and
make
that
statement
now,
so
those
proposed
amendments
will
the
public
hearing
is
being
canceled
for
that
item
this
evening,
to
allow
staff
the
opportunity
to
provide
some
additional
information
to
the
public
on
what
those
amendments
entail
and-

we
will
do
a
deeper
analysis
of
those
land
uses
as
well
for
the
April
18th
Planning
Commission
meeting,
so
that
won't
be
a
public
hearing.

work
session
and
then
we
will
have
a
public
hearing

a
later
date,
probably
the
first
meeting
in
May
to
re-review
these
again,
but
we'll
have
a
work
session
where
we'll
go
into
a
deeper
analysis

changes

also
respond
any
questions
that
we
receive
from
the
public
between
now
and
then
so.

hearing
that
we
have
this
evening
and
we
will
call
that

but
it
is
for
the
consideration
of
a
rezoning
from
RZ
202301
to
rezone
property
from
C2
General,
commercial
to
M1,
light
industrial
and
a
preliminary
development
plan,
PDP
2023-02
for
the
development
of
a
U-Haul
moving
and
storage
facility
on
5.81,
plus
or
minus
Acres
at
the
southwest
corner
of
Cornerstone
Drive
and
Stone
Ridge
Drive,
the
director.

An
application
was
filed
by
Americo
real
estate
company
to
rezone
the
property
from
C2
General
commercial,
to
M1,
light
industrial
and
submitted
preliminary
development
plan
for
U-Haul
Moving
and
Storage,
a
two
Building
self
storage,
Truck
Rental
and
retail
sales
development
at
the
southeast
corner
of
Stone
Ridge
Drive
in
Cornerstone
Drive.
The
subject
property
is
a
5.81
acre
block
Bound
by
Cornerstone
Drive
Stone
Ridge,
Drive,
Cracker,
Barrel
Casey's
gas
station
and
the
Hampton
Inn,
and
it's
currently
a
vacant
parcel.

Based
on
the
rezoning
request
from
C2
to
M1,
the
development
meets
all
of
our
M1
light
industrial
site
design
standards
in
terms
of
setbacks,
building
hype,
building
coverage
and
exceeds
our
Green
Space
requirements
based
on
the
parking
design
standards.
It
meets
our
mini
warehouse
parking
requirement
of
one
per
1000
square
feet
of
non-office
area,
which
gives
them
a
requirement
of
55
parking
spaces
which
they
meet.

There
are
two
buildings
on
the
property
or
proposed
to
be
on
the
property.
The
two,
the
three-story
building
with
a
30s
7
548
Square
footprint,
will
be
utilized
for
interior
Self,
Storage,
Truck,
Rental
and
retail
sales.
That's
the
larger
building
on
the
site
plan.
The
one
story
U-Box
building,
which
is
the
smaller
building
of
roughly
17
000
square
feet
of
a
footprint,
will
be
utilized
for
interior
storage.

The
buildings
are
oriented
closest
to
Stone,
Ridge,
Drive
and
I-49,
with
the
parking
and
pedestrian
entrances
load
located
in
the
rear.
The
parking
on
the
site
plan
includes
53
standard,
visitor
parking
spaces
and
two
accessible
parking
spaces,
making
up
their
55
total
required.
In
addition,
eight
display
spaces
have
been
provided
and
five
shunting
lanes
for
vehicle
rentals.
That's
where
you
would
park
your
vehicle
rentals
when
you
pick
them
up
and
drop
them
off
in
terms
of
streets
and
access,
the
site
will
have
three
35
foot.

The
landscape
plan
that's
been
provided,
has
a
mix
of
shade
trees,
shrubs
River,
Rock
and
Evergreens,
and
based
on
the
proposed
development,
the
landscape
plan
had
to
provide
Landscaping
in
accordance
with
six
different
sets
of
requirements
which
is
shown
in
the
table
in
the
on
the
slide
and
in
the
report,
and
the
landscape
plan
meets
and
in
some
areas
exceeds
our
Landscaping
requirements,
and
the
site
also
includes
an
underground
detention
area
which
will
capture
all
runoff
of
the
site.

Both
buildings
are
comprised
of
similar
color
palettes
and
materials.
The
white
material
shown
in
these
renderings
and
the
slides
are
a
stucco
embossed
imp
insulated
metal
panel,
which
is
accented
with
beige
horizontal
panels
and
faux
Walnut
end
caps,
indicating
customer
entrances
color
accents
are
provided
with
vertical
metal
panels,
as
shown
along
the
exterior,
providing
a
lyrical
effect
with
multiple
different
colors
along
the
exterior
of
the
buildings,
as
well
as
pops
of
green
on
all
pedestrian
entrances.

This
is
kind
of
quick
rundown
of
all
the
materials
and
color
palettes
listed
in
the
proposed
renderings.
Our
UDC
does
require
a
minimum
of
50
percent
of
front
inside
facades
consist
of
masonry
materials
and
staff.
Has
we
believe
that
metal
panels
are
a
sufficient
substitute
to
masonry,
as
they
are
shown
in
this
site
plan?.

Conceptual
signage
has
been
provided
in
the
staff
report
as
well
and
with
the
application.
This
is
purely
conceptual
at
this
point
and
it
hasn't
been
evaluated
with
our
sign
code,
but
it's
just
shown
as
a
possibility
of
what
the
signage
could
look
like.

final
signage
package
will
be
required
with
the
final
development
plan
and
will
be
reviewed
in
accordance
with
our
sign
code.

we've
owned
a
business
in
Belton
for
19
years
now
we
are
in
opposition
to
the
Belton,
the
U-Haul
expansion.
Here
we
just
don't
feel
it's
right
for
the
community.
We
did
climate,
controlled
self
storage
for
a
number
of
years,
12
15
years
ago,
and
it's
quite
expensive
and
we
just
don't
feel
like
the
residents
of
Belton
can
afford
179
dollars
for
a
10
by
15
unit.
I
So
we
also
also
think
that
there's,
you
know
being
a
daycare
right
across
the
street.
We
were
you
all
dealer
for
15
years.
Well,
you
know
Aaron
very
well,
that's
a
lot
of
traffic.
We
had
traffic
up
and
down
our
very,
very
lightly
traveled
Road
on
Hargis,
but
constant,
constant
traffic
and
something
this
size
will
create
hundreds
and
hundreds
of
cars
every
single
day
with
a
daycare
right
across
the
street.
It's
going
to
impact
that
business
park
back
there
as
well
significantly.
