proposed
development
includes
the
construction
of

200
square
foot
commercial
daycare
facility
with
outdoor
playground
and
parking
lot.
This
property
is
currently
Zone
c2pud,
which
is
General
commercial
and
included
in
the
Traditions
PUD,
which
requires
special
use.
Permit
approval
for
a
daycare
facility.

The
subject
property
has
had
the
commercial
zoning
designation
since
the
Traditions
PUD
was
first
approved
in
2005
and
is
the
last
property
within
the
within
the
Traditions
PUD
that
has
not
been
developed
on
the
remaining
commercial
frontages
along
Mullen
Road
were
rezoned
and
developed
for
multi-family
to
the
north
of
Sycamore
Drive.
So
this
is
the
last
remaining
commercial
property
in
the
Pud
last
October
there
was
a
proposal
to
rezone
the
subject:
property
for
six
duplexes,
which
was
denied
at
the
time.

Comments
were
made
that
the
property
would
be
better
used
for
a
daycare,
which
is
what
the
applicant
has
now
brought
forward
for
consideration
this
evening.
It
should
be
noted
that
the
applicant
has
not
identified
a
specific
tenant
at
this
time.
Therefore,
the
special
use
permit
that
is
being
requested
is
based
on
the
building
and
the
site
design
that
is
being
proposed.
This
building
design
can
accommodate
up
to
109
children
and
19
staff.

There
is
a
single
point
of
access
from
Sycamore
Drive,
which
aligns
with
the
Gap
in
the
median,
and
it's
far
enough
back
from
Mullen
Road
to
not
create
a
traffic
issue.
Daycare
facilities
are
required,
one
parking
space
per
600
square
feet
of
Florida,
which
would
require
the
site
to
have
a
minimum
of
14
spaces.
This
site
has
26
spaces,
four
of
which
will
be
signed
as
specifically
for
pickup
and
drop-off
purposes.

The
site
also
includes
a
large
outdoor
playground
that
wraps
three
sides
of
the
building,
which
will
be
fenced
with
a
three
and
a
half
foot
black
metal,
picket
fence,
which
does
meet
the
requirements
both
by
state
and
local
requirements
for
outdoor
playgrounds,
a
specific
outdoor
playground,
amenities
will
be
based
on
the
final
tenant
and
will
be
reviewed
with
a
building
permit.

Exterior
building
design
is
all
masonry
with
stucco
and
stone,
with
four-sided
design,
which
includes
windows
and
doors
on
all
four
sides.
The
site
is
well
landscaped,
with
Evergreens
on
the
south
and
east
property
lines
adjacent

single
family
lots.
The
site
also
provides
a
landscape
buffer,
along
with
retaining
walls
and
fencing
that
are
adjacent
to
Mullen,
Road
and
Sycamore
Drive,
to
create
both
a
visual
and
structural
buffer
between
the
street
and
the
playground
area.

is
the
last
remaining
parcel
and
traditions
that
has
not
been
final
platted
as
part
of
the
final
plat
utility,
easements
and
Mullen
Road
right-of-way
are
being
dedicated
or
rededicated,
where
necessary
staff
did
review

requested
applications

the
UDC
review,
criteria
and
vines
that
all
review
criteria
has
been
met
and
that
the
proposed
plan
does
meet
the
original
intent
of
the
Traditions
PUD
for
this
corner
by
providing
needed
neighborhood
services
within
walking
distance
to
hundreds
of
homes.

also

service
that
multiple
residents
did
request,
that
the
developer
consider
as
an
alternative
to
the
development
of
duplexes
on
the
property
that
was
proposed
last
fall.

does
recommend
approval
of
the
special

permit

four
conditions
and
the
final
plot,
as
proposed
and

be

one
question
regarding

buffer
between
the
residential
and
the
commercial
property.

anticipating
because
already

Sycamore
going
out
into
Mullen,
it's
divided
there
and
I
know
you
mentioned
that,

there's
already
with
all

homes
that
you
mentioned,
that
are
in
that
area.
It
already
gets
kind
of
backed
up
so
adding
that
traffic,
especially
in
the
mornings
for
people
that
are
leaving
I,
know
that
we
have
another
exit
now.
But
a
lot
of
people
take
that
Mullen
to
jump
on
49.

part
of
this,
there
was
not
a
traffic
study
that
engineering
required,
based
on
the
use
typically
for
a
daycare
facility
that
would
not
gener
or
require
traffic
because
they
only
have
traffic
through
at
certain
Peak
periods
of

will
soon
be
started
on
Mullen
Road
and
at
Sycamore,

don't
really
have
any
additional
information

was

a
traffic
study

in
this

survey

items
to

000
households
in
the
city
and
even

you
don't
receive

that

results
