A
An
item
that
an
item
indicate
on
the
agenda,
Council
must,
with
a
conflict
of
interest,
must
indicate
that
fairly
by
stating
the
item
for
which
they
have
a
conflict
of
interest
with
the
interest,
the
conflict
is
general
or
material
and
the
circumstances
it
gives
rise
to
the
conflict

Does
anyone

a

advertised
and
no

were
received.
An

B
The
Proposal
is
considered
to
comply
with
the
requirements
of,
to
course,
56
of
the
banal
planning
scheme
and
provides
for
a
sub
reason
layout
in
keeping
with
the
characteristics
of
the
general
residential
Zone.
The
recommendation
is
on
pages
15
to
27
of
the
report
for
your
consideration.
Thank
you.
C
You
chair
thanks
John,
a
really
good
report
and
thanks
for
presenting
the
information
in
a
very
summative
format,
especially
the
mix
of
the
number
of
blocks
the
question
I
have
is
the
plan
for
open
space.
We
discuss
no
open
space
providers.
B
The
land
to
the
north
of
the
South
was
issued
a
planning
permit
earlier
in
the
year
middle
of
the
year
for
an
ID
lot
idea
about
subdivision
that
has
three
areas
of
large
areas
of
open
space
which
are
all
interconnected
with
footpaths
and
whatnot.
The
the
five
percent
requested
from
this
subdivision
goes
into
a
into
a
fund
that
can
provide
for
the
upgrade
and
maintenance
of
such
parks
in
future.
Thank
you.
D
Thank
you,
Mr,
chair
Joe,
just
with
regards
to
the
the
water
basin
on
either
Street
there
I'm,
assuming
that
his.
B
Estate
May
Connect
into
that
Basin,
the
Irish
street,
is
to
the
south
of
the
side,
and
the
only
connection
that
that
has
with
this
site
is
that
there's
an
overlock
overflow
from
that
Basin
through
the
site,
this
this
site
actually
drains
to
the
base
and
needs
Stapleton
Court
to
the
north,
okay,
which
has
been
enlarged
to
take
more
water,
okay
and
just
the
final
question.
If
my
name
is
Jeff
with
regards
to
the
Basin,
particularly
this
one
in
either
smack
bang
in
the
middle
of
these
states.
B
But
there's
nothing
further
that
we
generally
provide
to
the
safety
event.
So
so
we
require
fencing
that
that
can
be
higher
if
requested,
but
yeah,
given
that
this
has
already
been
approved,
yeah
it's
difficult
to
Retro
retrospectively.
E
Davis
John
water
concerns
me
in
that
area.
So
I
recall
you
saying
that
the
engineer
or
the
engineer
worked
on.
One
subdivision
is
also
working
on
the
the
connecting
subdivision,
so
he'll
appreciate
the
water
needs
to
keep
moving.
Yes,.
B
E
B
The
developer
working
on
this
or
the
engineer
working
on
this
also
worked
on
the
approval
for
back
drive
all
of
the
Livingston
estate
and
is
also
working
with
the
developers
on
the
land
to
the
West
right.
B
It
means
that
they've
got
a
better
overall
take
of
what's
Happening
online.
Thank.
F
G
B
E
Davis,
thank
you.
John
and
I
only
read
it
last
night,
but
the
water
tanks
is
that
a
new
idea
to
yours
in
subdivisions
or
is
that
something
we're
going
to
enforce
from
now
on,
but
I
know
they
should
carry
it,
get
their
order
on
their
own
property
all
the
time,
but
we're
either
I've,
never
seen
where
we
put
what
it
tastes
like
in
other
supervision.
B
So
as
much
as
we
are
here,
yeah
yeah
we've
been
doing
it
for
the
last
or
I
would
say
seven
subdivisions.
It
was
improved
yeah.
So
so
it's
been
fairly
common
in
the
last
year
and
a
half
so
yeah,
that's
something
that
will
be
enforcing
your
future.
E
E
B
The
hours
are
difficult,
the
the
time
frame
for
a
planning
application
like
this
to
get
the
council
days
wise
will
be
about
three
to
three
and
a
half
months,
possibly
longer.
A
To
move
the
recommendation,
okay
I
did
just
have
one
just
concerning
drainage,
which
I
know
is
it's
a
terribly
flat
swampy
area
over
there,
and
thank
you
very
much
for
this
large
map
of
this.
Is
everyone
a
much
better
idea
of
the
whole
three
or
four
subdivisions
over
there,
so
the
water
will
drain
from
the
south
to
the
north.
Basically,
so
the
first
subdivision
in
Livingston
will
be
caught
in
that
the
sub
in
the
base,
and
that's
there
now
as.
B
B
Court
there's
another
base
in
in
the
north
in
submission
to
the
north
of
the
side.
I,
don't
have
anything
for
this.
Yes,
one.
A
B
Reserve
number
one
and
then
and
then
from
there,
hopefully
further
west,
when
they,
when
they
start
developing,
that
something.
A
There
any
other
questions,
if
not:
cancer
King
music
Dave,
a
second
which
I
speak
councilor
King.
Thank
you.
Mr.
D
Chair
Joel,
a
great
report
and
it's
a
great
insight
into
this
into
what's
happening
over
in
that
space.
It's
sort
of
the
final
piece
of
the
jigsaw
over
there
in
in
that
big
development,
which
has
been
happening
now
for
for
some
time.
So
it's
great
to
to
see
and
and
I've
said
it
before
and
I'll,
say
it
again.
It's
it's
wonderful
to
see
developers
investing
confidently
in
vanilla
by
coming
in
and
developing.
D
H
And
let's
hope
it
all
comes
together.
D
E
You,
while
I,
have
preservations
about
removing
the
water
I
think
my
questions
have
been
answered
tonight.
I
think
it's
wonderful
going
on!
For
my
cancer
King
said
it's.
E
We
talk
about
low-cost
housing
in
the
way
the
government's
going
at
the
moment
and
I
can
see
that
these
will
be
reasonably
priced
blocks
for
young
people
and
old
people,
but
it
just
gives
us
some
extra
stock
that
other
towns
in
Victoria
haven't
got
so
the
stock
of
houses
that
we're
producing
at
the
moment
that
people
are
coming
to
us
with
and
subdivisions
is
accredited
to
us
will
not
shredded
to
us
credits
to
The
subdividers
they've
got
the
confidence
to
come
to
Manila
so
they're
these
sort
of
works.
E
Firstly,
but
it
actually
cost
a
lot
of
money,
so
they've
got
quite
in
vanilla
and
it's
gonna
we'll
make
vanilla
grow.
Thank
you
thank.
A
A
Thank
you
item
number
two
planning
permit
application,
p0102-22
to
construct
horse
stables
and
a
horse
walker
at
five,
eight,
three,
five
Midland
Highway
banana.
We
have
a
couple
of
speakers
on
this
item.
The
first
speaker
is
Colin
desaly
Colin.
Would
you
like
to
come
forward
and
you
have
three
minutes?
Thank
you
very
much.
Thank.
I
You
good
evening,
ma'am
fellow
Council
counselors,
a
couple
I've
got
a
few
points,
I'd
like
to
make
hope
it
doesn't
go
over
to
three
minutes
number.
One
I
don't
disagree
with
what
they're
doing
I
actually
agree
with
it,
but
it's
a
long-term
effects.
If
things
have
I'd
just
like
to
make
a
few
points
regarding
that
and
up
front
I've
got
effluent
rainwater
to
be
sent
where
I.
I
Race,
in
fact,
hasn't
it
fluent
mind
that
goes
directly
to
the
sewage
Farm.
It's
a
small
one,
very
small
one.
So
when
there's
additional
stuff,
it's
fluent
to
be
handled
can
only
be
done
through
something
like
a
rising
main,
a
rising
main,
not
sure
doesn't,
there's
no
mention
of
it.
There's
got
to
be
placed
somewhere,
Rising
Lanes
have
got
to
have
a
vent
with
that
vent
comes
smells
and
odors.
I
Next,
one
I've
got
to
make
a
comment
about
the
existence
between
Racecourse
Road
and
the
existing
space.
There's
a
current
embankment
which,
if
there
is
any
existing
flows
before
the
extension
that
bank
holds
the
product
back
and
it's
directed
more
toward
the
dam
works
when
the
course
these
Stables,
when
they
reckon
that
would
be
removed,
I
believe
otherwise,
it's
got
to
go
up
and
Rising
Australia's
flows
they've
got
to
be
handled
with
shot
somewhere.
I
I
I
I
If
you
were
going
to
build
a
house
in
Racecourse,
Road
I
believe
they
would
want
a
great
offset.
What
would
be
the
difference
between
a
house
and
Stables
I
don't
know
gravel
they
mentioned
gravel
gravel
is
nominated
as
a
stone
and
a
mud.
There's
different
types
of
products.
F
I
Nearly
done
grab
it
in
my
opinion,
gravel
is
a
mixture
of
gravel
and
mud
and
the
combines
and
binds
together.
It
makes
a
reasonable
good
surface,
which
your
roadways
around
the
site
you
can
put
aggregate
on
it.
That's
nominated
segregate
or
Quarry
dust,
that's
nominated
as
Quarry
dust.
It's
not
grumble
dust
and
dust
happens.
It
can
be
handled
by
water
carts
and
that
sort
of
thing,
but
the
main
purpose
of
the
situation
is
when
the
meeting's
finished.
I
That's
when
all
the
dust
everybody's
going
about
the
business
everyone's
clearing
out
off
the
site,
the
employees
are
busy
tidying
up
and
tying
loose
ends
together.
That's
when
the
dust
happens.
The
dust
also
happens
when,
in
the
evening
the
wind
is
reduced.
The
air
temperature
drops
smells
drop
dust
drops
and
that
lingers
through
the
housing
cladding
never
mentioned
I,
don't
believe
or
mentions
anything
regard
to
color
and
Lighting.
I
C
I
A
A
G
I'm
just
going
to
ask:
do
you
do
you
so
you
said,
there's
horses
behind
and
horses
at
the
side
of
you
and,
of
course
the
Racecourse,
though,
are
you
saying
that
the
people
behind
you
aren't
doing
the
right
things
with
their
horses.
I
I'm
saying
I'm
saying
that
a
private
person
can
have
under
the
horses
followed
by
Council,
some
properties
buy
bigger
acreage,
so
the
kids
can
have
horses,
some
people
buy
property
to
house
horses
when
those
people
that
quiet
houses
or-
and
they
want
to
keep
horses.
There's
my
adjustment
or
whatever
the
case
I,
don't
know
the
understanding
as
to
where
the
council
fits
into
that
situation.
I
G
I
Blame
the
right
people
for
creating
this
milk
now
I
do
I
mentioned
earlier
about
a
rising
main
Rising
mains
in
this
case
will
be
an
issue
because,
depending
upon
where
it's
placed
you
don't
want
to
place
the
opposite
end
of
where
it's
got
to
go
to.
So
it's
going
to
have
to
be
somewhere
in
the
area
of
those
Stables
as
a
100
situation
to
be
approached.
G
F
I
I
I
E
Thank
you
Cole.
You
you've
lived
up
in
that
area
for
a
long
time
now.
This
is
obviously
going
to
be
a
training
facility.
Now
there's
a
training
facility
in
there
now,
where,
where
people
have
been
there
trucks
and
that
in
the
morning
when
in
the
horse,
the
horse
industry
does
notoriously
start
early
because
they
have
to
start
early.
Do
you
have
any
problems
with
what's
going
on
there
at
the
moment.
I
No
okay,
a
lot
of
people
have
I,
don't
criticize
business.
Oh
well,
I
try
hard
not
to
criticize
business,
but
I'm,
not
more
inclined
to
look
outside
the
square.
I
think
it's
a
long
term
and
the
long
term.
It's
one
thing
in
the
outset
to
have
a
gravel
surface
have
drainage
drainage,
in
my
opinion,
on
around
the
Racecourse
area
is
non-existent,
so
it
maintains
what
is
proposed
here
today
in
three
years
time.
E
My
follow-up
question
I
can't
answer
that
I'd
like
to,
but
my
follow-up
question
is
obviously
you've
looked
through
the
conditions
and
so
forth.
Are
you
comfortable
with
the
with
the
amount
of
vegetation
and
and
what
in
the
screening
it'll
be
along
the
road
there,
because.
I
There
will
be
it's
new
cladding
I
mentioned
cladding
earlier
you
bring
that
down
close
to
the
Racecourse
Road.
There's
reflection,
lighting,
we're
offset
off
the
road
quite
a
quite
an
amount
of
other
other
people
which
I
understood
we're
going
to
be
here
tonight,
but
yeah.
Well,
that's
human
nature.
Yeah.
J
Oh,
thank
you
yeah
thanks
Colin,
for
coming
in
from
Olivia's
sharing
your
concerns
with
us,
but
so
I'm
just
wondering
because
I
noticed
when
I
go
down
that
road.
This
thing,
it's
really
there's
been
an
uptake
of
Better
Homes,
it's
just
looking
better
than
what
it
used
to
five
or
ten
years
ago.
I
think
that
race
course
around
more
residential
areas,
bigger
lots
and
things.
J
So
are
you
saying
if
we
could
get
all
the
drainage
around
the
Racecourse,
those
from
the
Midland
Highway
and
down
Racecourse
road
that
would
kind
of
solve
the
problem?
The
all
the
concerns
rather
than
the
problem
at
the
moment.
I
I
What
I'm
also
saying
is
currently
the
gutters
in
the
Racecourse
Road
are
integrating
currently
in
conjunction
with
the
Racecourse
flow
in
and
out
of
the
dam,
and
if
the
dams
forward
flows
out
the
Dam's
empty,
it
flows
in
so
that's
been
a
natural
thing.
That's
been
developed
a
lot
of
what
it
is
that
stigma
water
now
just
to
upgrade.
The
gutters
is
a
big
thing.
There's
large
trees
that
growing
you're
not
supposed
to
buy
Council
information.
Some
years
ago,
you're
not
supposed
to
drain
the
water
towards
the
Midland
highway.
I
J
A
H
Thank
you,
Mr
chair,
cancel.
This
I
just
wanted
to
take
this
opportunity
just
to
highlight
a
few
things
about
the
development
and
and
what
it
means
to
vanilla
and
the
community.
We
we
recently
had
a
rent
plan
done
study
on
on
what
economic
benefits
this
would
have
for
the
town,
the
China
that
will
take
up
an
agreement
for
15
years.
H
To
start
with,
for
this,
for
the
stables
at
five
plus,
five
plus
five
will
have
nine
full-time
staff
and
the
flower
effect,
for
that
is,
for
the
five
jobs
and
through
employment
spending.
The
local
economy
is
estimated
to
grow
up
by
3.1
million
just
for
this
project.
So
it's
it's
a
great
addition
to
to
our
town.
H
Obviously,
we've
had
a
couple
of
objections
and
I
just
want
to
highlight
the
the
drainage
and
and
the
plan
for
this.
All
water
will
be
harvested
on
site
and
reused,
and
any
overflow
will
go
into
our
internal
drainage
system
that
runs
to
the
north
down
towards
the
vanilla,
Equestrian
Center,
which
is
an
internal
drainage
system
in
there
that
we
want
to
capture
all
the
water
and
reuse,
because
we
know
water
is
expensive
in
terms
of
airflow
and
water
and
so
forth.
H
The
vanilla
Series
so
in
terms
of
the
dust
that
that's
been
mentioned
been
our
Racing
Club,
obviously
Prides
itself
on
the
the
site
and
the
presentation
and
the
maintenance
of
it,
and
that
is
a
general
maintenance
issue
that,
as
an
asset
maintenance
that
will
be
maintained
at
all
times,
along
with
the
the
quality
and
the
cleaners
off
of
the
site.
So
I
don't
see
that
to
be
of
any
concerned.
H
Here
since
1860-
and
it's
not
going
anywhere
in
a
hurry,
so
we're.
C
H
J
Thanks
cam
for
coming
along
and
sharing
all
of
that
information
with
us
So
when
you
say
the
award
is
going
to
be
harvested
from
the
site
you
use
water.
Is
that
what
you
use
for
watering,
the
paddocks
and
things
like
that?
Yeah,
the
grassy
areas,
yeah.
J
Are
you
talking
about
the
well
at
the
stable
itself
or
well?
She
said
that
the
drainage
is
harvested
on
site.
That's
just
yeah!
You,
water,
the
shoes
within
that
new
pricing.
H
Yes,
yes,
we'll
go
into
to
45,
000
liter
water
tanks
and
then
that'll
be
reused
to
for
the
facilities
itself.
F
H
Then
any
overflow
will
go
into
their
irrigation,
then
that
war
is
our
law
yep
and
obviously
we
have
a
wonderful
water
cart
that
that
suppresses
all
the
sand
and
dust
and
which
we
do
on
a
regular
basis
on
a
daily
basis.
We
water
our
soundtrack
for
the
dust
suppression.
So
it's
something
common
to
us.
H
We
know
that
dust
is
an
issue
and
we
put
in
an
irrigation
system
on
our
sand
tracker
to
stop
that,
because
we've
also
got
a
water
carpet
to
do
for
our
for
our
roads
around
the
area
that
we
are
using
dust
suppression.
H
Our
irrigation
down,
so
therefore,
we
don't
have
to
we've
only
got
a
limited
water
right.
Our
town
was
expensive
and
I
would
prefer
Northeast
Town
water.
D
C
H
So
we've
been
able
to
Troy
courses
his
sign
agreement
to
pending
application
of
the
planning
to
house
20
horses
on
site.
He
lives
in
Logansport
farming
log.
He
has
a
training
facility
at.
H
Is
headquarters
of
racing
as
well
as
Geelong
his
future?
Is
this
way
he's
coming
this
way?
July
will
eventually
close
down
and
he'll
head
this
way
it
was
banana
or
wangaratta
for
where
he
would
train.
H
You
know
we
know
verbs
in
in
the
middle,
but
he
chose
vanilla,
so
that's
another
another
great
asset
to
us,
so
yeah
he'll
be
training
out
of
there
and
they'll
be
used
for
training
on
on
a
daily
basis
and
at
the
moment
they're,
currently
bringing
in
courses
from
work
on
a
daily
basis
and
floating
them
in
so
obviously
on-site
less
traffic,
less
trucks
running
in
and
out
yeah
great
thanks,
Mike
appreciate
that
Council.
G
Thanks
Ken
just
curious
I've
been
with
horses
all
my
life,
so
I
understand
this
facility
will
be
spotless
in
the
contract
that
you
have
oh
we're
about
to
sign
with.
If
this
is
fast,
do
you
have
a
clause
in
there
that
you
got
that
the
race
card
actually
govern
the
tidiness
of
it,
make
sure
that
it's
thick
and
span
and
absolutely.
H
Yeah
it,
it
is
obviously,
with
the
error
comments
it
you
you've
been
to
the
races,
who
are
the
races,
and
a
couple
of
others
were
at
the
races
last
week
and
you
see
how
far
the
race
come
is
it's
come
and
our
presentation
there
is
absolutely
this.
You
know,
we've.
Obviously,
we've
all
seen
the
fence
and.
C
J
Road
Brian,
thank
you.
I
just
thought
you
were
talking
about
the
economic
impact
of
everything
which
is
great,
it's
great
to
hear
the
vanilla.
So
it's
the
racing
industry
in
benalla
is
to
grow.
Does
that
mean
that
racing
between
put
more
money
into
Victor
into
vanilla's
race
course,
so
that
those
upgrades
can
keep
any
better?
Absolutely.
H
Of
a
background,
racing
Victoria
has
20
tiny
tennis
in
Victoria,
there's
54
professional
clubs,
part
of
those
20
training
centers,
one
of
those
there's
seven
major
ones.
So
therefore,
this
further
enhances
vanilla,
Racing
Club,
to
become
a
larger
Training
Center.
Therefore,
there
will
be
more
investment
in
upgrading
the
facilities,
so
upgrading
of
sand
tracks
and
training
tracks
and
horse
types
tools,
Raceway
mounting
yards
and
general
racing
activity.
So
yeah,
absolutely
it's
it's
a
great.
It
will
be
a
great
asset
for
the
vanilla,
Racing,
Club
and
the
future
of
racism.
Thank.
E
For
coming
along
came
just
certainly
across
your
subjects.
Colin
just
mentioned
before,
about
about
lighting
like
offside
lighting,
which
could
be
a
distraction
or
a
concern.
Would
the
lighting
be
contained
to
the
area?
Absolutely
yep
thanks.
D
Thanks
Mr
Chad,
just
one
more-
it
was
mentioned
before
so
Cole
mentioned
about
the
risk
of
water
runoff
into
the
into
Racecourse
roads
into
the
gutters
there,
and
what
that
could
mean
is
there
is:
is
the
race
club
sort
of
aware
that
conscious
of
that,
and
would
you
undertake
your
own
regular
testing
of
water
that
might
be
sitting
in
the
drain
just
to
make
sure
it's
not
that's
not
happening.
H
Or
is
in
contaminated
contamination,
yeah
well,
I.
Wasn't
aware
of
that,
then
our
plan
with
this
project
is
to
change
the
levels
and
redirect
the
water
so
that
we
can
catch
it
all.
Okay,
so
at
the
moment
there's
a
you
would
say
a
rooftop
where
the
area
is
and
half
of
it
generally
runs
off
to
the
South
to
race
course.
Road
and
the
other
half
runs
north
sort
of
sits
in
a
bit
of
the
hole
and
then
goes
into
our
system.
H
C
E
B
The
subject
side
is
located
on
the
northeast
corner
of
Midland
Highway
and
Racecourse
Road
and
has
an
overall
side
area
of
Sony
1.65
hectares.
The
land
contains
the
existing
vanilla,
Racecourse
environments,
including
a
racetrack
with
Associated
buildings
and
park.
Car
parking
areas
to
the
Northwest
and
west
of
the
site
are
the
Pony
Club
facilities
and
enable
the
proposed
buildings
will
be
located
within
the
southern
portion
of
the
land,
towards
Racecourse
Road
and
to
the
south
of
existing
Hall
stores.
B
The
horse
stables
will
be
set
back.
Nine
meters
from
the
South
Boundary
to
Racecourse
roads,
The
Stables,
will
provide
for
20
horse
boxes,
a
tackle
room,
feed,
room,
tea,
room
and
two
toilets
and
we'll
have
dimensions
of
16
meters,
wide
bytes,
52
meters,
long
with
an
overall
area
of
832
meters.
Squared
a
hard
stand
area
will
be
provided
to
the
west
of
the
horse,
stables
constructed
from
hard
Stand
Rock
from
crust
Rock
to
provide
for
the
vehicle
parking.
B
The
horse
walker
will
be
located
to
the
east
of
the
horse
Savers
and
will
be
set
back
11.25
meters
from
the
South
Boundary.
The
horse
walker
will
be
generally
round
with
an
internal
radius
of
5.3
meters
and
with
taking
up
an
overall
area
of
about
334
square
meters.
B
The
composer
was
advertising
for
objections
were
received
and
the
objections
have
been
summarized
within
the
report.
The
objectives
generally
raise
concerns
with
regards
to
F4
and
stormwater
runoff
into
Racecourse
Road
amenity
impact
with
regards
to
dust
in
the
car
park,
smell
from
them
and
from
the
horse
star.
We
use
and
noise
emissions
from
Vehicles
using
the
car
car
parking
area.
B
The
proposal
has
been
referred
to
the
customer
management
Authority.
Who
would
make
advise
of
no
objection
to
the
proposal
subject
to
conditions
and
subject
to
conditions
relating
to
management
of
waste
from
the
facility
and
the
control
of
dust
from
the
car
park?
It
is
considered
that
the
use
will
not
cause
unreasonable
amenity
impacts
to
the
surrounds
F1
disposal
will
be
connected
to
the
existing
reticulated
sewer
system
and
storm
water
will
be
reused
where
necessary,
from
the
site's
irrigation
Dam
to
the
north.
B
G
Is
there
any
idea
of
the
color
of
the
cladding?
Has
that
actually
been.
B
G
G
Okay,
my
other
question
was
is,
and
this
you
may
have
to
take
on
notice
or
I-
do
notice
that
our
manager
for
assets
and
infrastructure
is
close
at
hand.
G
D
Beautiful,
thank
you
Council
King.
Thank
you.
Mr,
chair
Joel,
it
was
mentioned
before
around
the
sewage
of
of
extra
yeah.
Runoff
is,
is
that
in
this
application,
in
your
assessment
up
to
code
up
to
size
up
standard
based
on
this
additional
pizzas,.
B
For
F1,
yes,
disposal
yeah,
that
that
is
a
matter
for
Northeastern,
so
it
doesn't
come
into
the.
J
Thank
you,
Mr
chair
said
Joel
I,
don't
know
whether
it's
got
anything
to
do
with
this
application.
But
are
you
aware
of
whether
or
not
the
EPA
do
regular
testing
is
because,
if
some
people
close
by
that
race
course
are
concerned
with
the
with
the
odor,
you
know
that
you
can.
They
can
measure
that
I
think
there
is
a
measurement
can
be
done
and
just
regular
testing
just
to
reassure
the
community
around
around
the
area
that
you
know
things
are
under
control
and
they're
still
contaminated.
B
Epa
can
test
that
the
the
issue
with
regards
to,
let's
say,
stagnant
water
and
drainage.
That
is
a
issue
for
Council
maintenance.
B
G
I'm
not
sure
if
you
can
answer
it
or
if
I
should
have
asked
cam,
while
he
was
standing
there
stable's
a
clean
morning
and
night
and
variously
during
the
day,
and
as
these
are
Stables,
that
courses
will
live
in
overnight.
I'll
gather
it
I
wondered
where
the
waste
sorry
the
menu
are,
was
going
to
be
taken.
Do
you
have
any
idea
on
it.
B
We
don't
have
an
idea
on
that.
What
we
have
asked
for
is
a
waste
management
plan.
F
J
A
A
G
I'd
like
to
say
thank
you,
Mr,
chair,
I,
think
this
is
a
great
add
on
to
our
racetrack.
Our
racetrack
has
a
lot
of
people
that
use
it
every
single
day.
This
is
fantastic
to
be
able
to
house
a
trainer
on
here
and
I.
Think
the
fears
of
the
neighborhood
will
rise
in
this
isn't
going
to
be
the
problem.
They
think
it
is
it'll.
Probably
just
make
you
notice
that
your
neighbor's
horses
are
smellier
than
the
race
right.
G
My
experience,
Through
The
Years
stable
blocks
I
in
right,
especially
the
racing
paternity
are
spotless.
They
don't
like
mess,
they
don't
like
rodents,
they
don't
like
them,
and
you
were
sitting
around
so
they're
meticulous
at
what
they
do
and
they
have
to
answer
to
their
their
owners,
who
owned
the
horses
that
are
standing
in
those
boxes.
So
I'm
more
than
happy
to
pass
this
and
wish
wish
the
race
club
luck
with
it.
E
You
going
on
from
one
councilor
Vern
said:
well,
it's
really
good
that
we
do
have
some
objectives,
because
it's
showing
that
people
care
about
their
own
properties
and
about
the
town,
so
objectives
are
good
and
I.
Think
we've
covered
off
on
the
objectives
here
tonight.
E
I
believe
I've,
been
on
a
race
club
are
very
responsible
people
and
they
will
look
at
look
at
the
I.
Don't
think
Council
have
to
get
involved
because
I
think
the
the
rose
Club
themselves,
professional
people
that
will
will
make
sure
that
everything's
and
span
a
tonight
on
hearing
the
the
trainers
they're
going
to
actually
work
out
of
there.
E
They're
very
well-known
training,
Brothers
I,
think
their
brothers
and
I'm
sure
that
they're
going
to
want
to
be
a
great
place
too
I've
only
been
here
50
years,
so
I'm,
not
a
local,
yet
not
like
the
Sciences
or
the
stapletons,
but
but
I
think
it's
I've
just
seen
that
race
club
grow
from
I've
had
its
hiccups
for
a
few
years,
but
they've
just
grown
from
from
from
step
to
step
from
strength
to
strength
and
the
local
businesses
and
the
people
that
supported
are
wonderful.
E
Even
though
I
don't
support
horses,
myself,
you're
laughing,
there
I
think
it's
great
great
for
vanilla,
it's
great
what
you've
done
you've
fenced
it.
It's
it's
a
credit.
The
way
it's
made
and
looked
after
and
I
think
it's
it's
becoming
part
of
an
hour
and
I
I
think
it's
fantastic
and
I
just
wish
you
luck
with
it
and
and
and
then
at
least
it's
going
to
cost
a
few
dollars
to
put
it
up.
So
it's
a
gutsy
effort.
E
I
know
some
of
them
probably
funded
from
from
other
sources,
but
brother
I
think
it's
fantastic
and
I
I
believe
that
you'll
do
a
really
really
good
job.
Thank
you.
Thank.
D
King,
thank
you.
Mr
chair
now,
I'm
very
happy
to
support
the
recommendation
and
I
acknowledge
the
the
residents
in
that
area
who
have
put
in
their
concerns
and
through
through
the
process
and
and
looking
through
the
the
recommendation
that's
been
presented
tonight.
I
really
believe
that
a
lot
of
those
concerns
have
been
raised
in
the
recommendation
they
have
been
pointed
out
and
and
as
councilor
Davis
and
the
mayor
have
said,
the
race
club
have
got
a
great
reputation.
D
In
in
this
next
stage
of
their
project,
so
I'm
fully
supportive
of
it
and
and
I
think
that
Council
also
have
a
great
relationship
with
them
and
we
will
address
any
issues
along
the
way,
but
hopefully
there
are
none
but
yeah
at
the
end
of
the
day.
This
is
good
for
you.
Now
it's
good
for
our
community
and
five
new
jobs
and
3.1
million
dollars
for
our
economies.
D
J
Thank
you,
Mr
chair,
yes,
I'd,
just
like
to
concur
with
councilor
King
over
there
and
what
he's
just
said,
but
I'd
also
like
to
just
say
that
I
think
the
economic
impact
for
benalla
is
terrific.
If
we
do
this,
this
extension,
this
growth
to
the
race
club
I
mean
that's
what
we're
really
leaving
that
will
actually
help
Council
to
add
to
the
infrastructure
that
we
need
for
a
growing
town.
So
it's
yeah,
we
need
it.
Thank
you.
Thank.
A
So
you
can
but
welcome
to
leave
camp
in.
Thank
you.
A
K
K
K
K
The
first
one
will
be
heard
on
in
around
February
2023.
The
second
one
regarding
the
Vic
Redevelopment
has
been
broken
into
two
parts.
The
first
part
of
three
part:
three,
the
first
part
was
the
practice
day
hearing
which
occurred.
K
The
second
part
was
the
application
by
the
applicants
for
an
interim
enforcement
order
and
the
Declaration,
so
that
hearing
was
on
last
Tuesday
and
the
tribunals
decisions
come
through
they've
disallowed,
the
application
for
an
interim
enforcement
order
and
for
the
enforcement
order,
they've
brought
in
further
into
October
from
the
16th
of
November
hearing
day
to
the
13th
of
October.
However,
in
saying
that
the
the
tribunal
has
ordered
a
hearing
of
joint
the
enforcement
in
the
Declaration
on
the
13th.
K
However,
like
I
said
it's
in
saying
that
the
applicants
have
requested
that
the
they
be
granted
leave,
which
is
they
in
sort
of
normal
terms,
they
be
the
enforcement
order,
hearing
be
canceled
and
only
the
Declaration
hearing
be
heard,
which
is
reverting
back
to
the
tribunal's
first
decision,
which
they
said.
The
Declaration
hearing
was
scheduled
for
16th
November
that
technically
hasn't
been
issued,
so
the
applicant
has
requested
we've
consented,
but
that
process
hasn't
been
issued
by
the
tribunal.
So
technically
Aziz.
K
K
There
were
a
total
of
26
building
permits
issued.
They
have
been
an
error
in
the
calculation
of
the
total,
so
it's
approximately
3.89
million
dollars
and
there's
a
correction
in
item
number
22
of
the
report.
The
building
report,
which
is
291
000
rather
than
29
000.,
would
be
a
pretty
cheap
new
dwelling
in
garage
if
it
was
2019.,
the
recommendation
is
out
of
the
26
permits
Council
issued
15.
The
recommendation
is
on
page
49.,
happy
foreign.
K
C
You
chair,
thank
you
for
the
good
report
on
page
41
on
the
table
of
planning,
permit
applications,
determined
and
officer
delegation.
Item
number
12.
I
have
two
lots
of
blue
update,
subdivision
1.6
Salisbury
Street
kind
of
it
looks
like
a
unit
address
but
subdivision
there.
E
You,
the
leash
bottom
of
page
42.,
the
multi-lodge
subdivision
and
creation
of
elite
and
access
to
transport
zone.
Two
is
that
is
that,
where
we
is
particle.
K
To
reduce
the
chair,
that
is
the
large
lot
subdivision
we
had
next
to
next
to
the
delt
office.
Cancel
that
subdivision
there.
A
Thank
you
there,
any
other
questions
again
right
now,.
K
Is
only
stage
two,
the
footings
of
the
of
the
project,
so
it's
a
stage
development
payments
experience
permits
can
come
building
permits
can
be
staged,
so
this
is
stage
two
of
the
development.
Thank
you.
A
Are
there
any
other
questions?
If
not,
the
recommendation
is
on
page
49
that
the
report
should
be
noted,
move
Council,
King,
secondary
councilor
and
Council
king.
Would
you
like
to
speak
a
great
report
great
to
see
there's
a
lot
of
activity
happening.
I
do
note
that
it.
D
A
C
You
chair
and
I'd
like
to
support
the
recommendation
and
go
through
the
report.
It's
free
and
thank
you
for
the
clear
explanation.
So
all
the
matters
and
answers
and
great
work.
Thank
you
very.
E
Thank
you
once
again
just
to
follow
up
with
what
the
councils
have
said.
We
might
have
a
bit
of
a
reprove
this
month,
but
there's
still
a
lot
of
work
to
be
done
and
when
I
look
at
the
building
permits
issued
by
within
Council
compared
to
private
I
mean
we're
doing
a
lot
of
work.
A
B
B
Thank
you,
chair
I'll
present
the
vanilla,
Heritage
stakeholder
engagement
plan
for
the
benella
rule
sea
Heritage
study.
The
preparation
of
a
Heritage
study
has
been
identified
as
a
key
strategic
planning
priority.
As
the
last
Heritage
study
prepared
for
the
municipality
was
in
1992
and
was
limited
to
the
city
of
benalla
settlement,
boundary
Council
has
sought
and
received
funding
from
the
Department
of
environment,
land,
water
and
planning
through
the
establishment
of
the
regional
planning
Hub
to
undertake
the
study.
B
B
The
Heritage
study
will
be
undertaken
in
three
stages
which
is
outlined
in
the
report,
and
the
appendix
to
the
report
outlines
the
proposed
communication
strategy
for
the
Heritage
study,
which
is
the
subject
of
this
discussion
tonight.
The
proposed
recommendation
is
on
page
54
of
the
report
for
your
consideration.
Thank
you.
Thank.
C
J
Thank
you,
Mr,
chair
I,
think
some
of
this
has
been
mentioned
in
the
report
child,
but
I'm
just
wondering
please.
If
you
could
explain
the
advantages,
disadvantages
of
having
buildings
and
areas
listed
as
being
as
being
here
to.
B
You,
the
the
advantages,
are
that
we're
retaining
our
Heritage
fabrication,
so
so
the
retention
of
old
buildings,
making
sure
that
they're
protected
and
add
to
the
character
of
the
area
as
a
whole.
The
disadvantages
are
the
loss
of
that
fabric.
If
we,
what
what
song
is
demolished,
it's
gone
forever
pretty
much
well
that
that's
pretty
much
what
it's
all
about!
It's
protecting
that
historical
integrity.
J
Thank
you
so
having
said
that,
y'all
I
I
just
understand
from
conversations
within
the
community
that
sometimes
people
actually
don't
want
to
have
their
house
raises
listed
as
Heritage,
because
the
thing
they
want
to
do
a
renovation
or
sell
it.
They're.
B
Yes
and
and
I
can
understand
that
yeah
that's
a
disadvantage.
If
your
house
is
Heritage
listed,
then
there
are
more
Hoops
to
jump
through
with
regards
to
obtaining
approval,
to
mainly
do
alterations
to
the
facade
of
the
house,
and
generally,
a
couple
of
rooms
back
from
the
folks
are
develop
into
the
rear
of
such
sites.
That
kind
of
care
generally
yeah.
B
A
A
C
Please
thank
you,
Chad
and
thank
you
Joel
for
the
report.
It's
a
great
report
and
a
great
study
stakeholder
engagement
plan
touched
a
lot
of
areas
you
should
touch
in
the
town
and
realize
the
gym.
When
you
talk
about
the
Heritage
there's
a
great
mix
of
Stories,
the
migrant
can't
see
a
Singh
story
and
the
European
Heritage
Museum,
all
those
sort
of
things.
C
That's
good
to
have
this
study
done,
and
it's
good
to
secure
the
money
from
the
state
government
to
to
do
this
study
and
complete
the
complete
the
plan
and
I
think
it's
a
great
recommendation
and
a
good
plan
to
have
a
Heritage,
Advisory
Group,
coming
out
of
as
a
result
of
this
study
to
address
the
council
and
going
forward
work
with
the
council
in
the
Heritage
matters.
C
Thank
you.
So
much
they're
all
the
best
happy
to
support
this
and
happy
to
support
this
going
forward.
Thank.
J
Yes,
thank
you.
Yeah
thanks,
Joel
I
think
this
is
really
important
for
all
of
us
here
in
vanilla,
as
councilman
said,
to
acknowledge
all
of
the
people,
including
our
indigenous
Community,
who
were
here
first
before
anybody
else,
with
the
impact
that
they've
had
on
our
land
and
on
our
buildings.
So.
F
J
D
Thank
you
Mr
chair
now,
the
report
presents
proposed
charges
for
the
banana
landfill
and
resource
recovery
center
new
transfer
station.
D
Just
to
recap,
the
the
council,
with
the
support
of
the
Victorian
government
through
the
resource
recovery
infrastructure
fund
and
the
E-Waste
infrastructure
fund,
have
undertaken
a
significant
transformation
to
the
resource
and
Recovery
Center.
The
transfer
station
will
allow
the
community
to
unload
waste
and
recyclables
from
their
vehicles
in
a
safer,
easier
and
cleaner
way
compared
to
what
they
currently
do
at
the
tip
face.
Customers
will
no
longer,
as
I
mentioned,
unload
waste
at
the
face
of
the
landfill
cell.
D
Now
the
main
objective
of
the
new
waste
disposal
of
the
transfer
station
is
to
maximize
efficiencies
and
the
reduction
of
the
carbon
or
council's
carbon
footprint
in
early
2020
Council
completed
the
construction
of
an
all-weather,
accessible
undercover
structure
for
ey
for
recyclables
other
features
of
that
facility
pulling
include
an
elevated
Sawtooth
bin
arrangement
for
Waste
Disposal,
an
integrated
seal,
Road
Network,
leading
to
the
new
transfer
station
facility,
a
housing
of
water
supply
for
the
site
and
a
fully
integrated
solar
power
system
for
the
transfer
station
ancillary
buildings.
D
D
D
D
The
new
transfer
station,
however,
is
a
very
exciting
initiative
which
will
complement
council's
objective
in
minimizing
our
carbon
footprint,
as
a
transfer
station
will
allow
for
more
efficient
waste
disposal
and
as
well
as
providing
an
opportunity
to
segregate
our
waste
and
provide
a
good
foundation
for
the
introduction
of
a
recyclable
shop
at
some
stage
in
the
future
table.
One
notes:
the
proposed
domestic
waste
charges,
current
charges
based
on
white
system,
our
new
proposed
charges,
as
mentioned,
will
be
based
on
by
you.
D
These
charges
will
be
applicable
to
the
residential
customers,
our
general
public,
while
commercial
customers
will
still
utilize
our
weighbridge.
The
new
volume
base
charges
will
be
calculated
per
meter
cube
regardless
of
the
type
of
General
waste.
However,
our
organic
green
mice
has
its
own
charges
just
for
interest.
We've
also
included
a
table
in
on
page
57
table
2,
which
shows
the
domestic
waste
charges
compared
to
our
neighboring
councils
of
wangaratta
and
shepparton.
D
Chair
Adrian,
just
with
regards
to
the
proposed
on
table,
one
you've
got
there:
the
lounge
furniture
and
mattresses
with
no
no
changes
I'm
assuming
going
into
that
station,
they
will
still
have
to
be
dismantled,
pulled
apart
or
are
they
allowed
to
go
in
the
hole
their
mattresses
and
Suites?
I
might
refer
that
to
Shannon
so.
L
D
E
I
see
the
cost
per
cubic
meter
to
me,
it's
a
bit
scary.
It's
a
bit
scary,
like
going
from
pound
Shillings
and
pencil
I
think
it
was
1966
into
Dollars,
but
there's
a
concern
because
we've
been
charging
on
a
weight
basis
for
a
long
time.
Now
we're
going
to
do
a
cubic
or
a
volume.
E
Why
method
of
charging
and
it
is
serious,
can
we
can
we
work
on
something
like
a?
What
a
654
trailer
is
that
in
a
dimensional
size
to
get
people
into
into
thinking,
what's
going
to
cost.
D
If
I
may,
through
the
chair,
so
what
we
will
be
doing
is
we'll
actually
have
depicting
images
at
the
transfer
station
to
make
sure
that
the
the
the
community
understands
how
we're
charging
so
we'll
have
features
of
what
a
full
trailer
over
look
like
and
what
that's
going
to
generally
cost
you
versus
what
half
a
trailer
of
the
load
will
look
like
and
so
on,
and
so
on
cannot
just
satisfy
my
through
the
chair.
Their
significant
work
has
been
done
with
Shannon
and
our
finance
department
in
establishing
our
costs.
D
We
currently
know
how
much
General
waste
does
come
through
our
the
general
public
and
how
much
volume
that
occupies
in
our
cell.
What
we've
tried
to
do
is
compare
those
volumes
to
the
charges
so
that
the
customers
wouldn't
be
necessarily
out
of
pocket
to
what
they
get
charged.
Now.
E
Thank
you
second
question
from
May
looking
at
some
of
these
charges,
comparing
General
waste
we're
proposing
to
go
to
82
in
Champion,
then
they're
at
60..
E
My
question
is:
could
we
look
at
the
ways
that
they're
handling
their
waste
and
how
they
can
come
up
with
only
charging
that
amount
of
money
as
I've
looked
at
a
different
way
system?
Duets?
Do
they
have
to
line
their
cells
or.
D
If
I'm
going
through
the
chair
yeah
their
requirements
as
far
as
their
landfill
will
be
pretty
much
the
same
as
else
because
it's
an
APA
requirement.
However,
I
can't
comment
on
the
way
that
they
operate
the
the
landfill
and
whether
or
not
they
provide
any
particular
dispensation
to
their
customers
compared
to
what
we
would
so
I
I
I'm
very,
very
confident
that
they're
requirements
for
their
cell
construction,
their
management
of
their
landfill,
would
be
very,
very
similar
to
Wales.
As
far
as
our
license
requirements
goes
in.
F
Thank
you,
Mr
chair
Adrian,
just.
G
Wondered
there's
only
one
that
sort
of
confuses
me
when
you
look
at
the
proposed
charges
on
table.
One
is
the
contaminated
bill,
so
a
ton
of
contaminated
fill
is
132
dollars
and
the
cubic
meters
115
would
I,
be
better
off
buying
a
truck
and
taking
my
contaminated
waste
of
damage.
Instead
of
in
a
cubic
meter.
D
If,
if,
if
I
can
refer
this
to
Shannon,
but
as
I
said
to
you
mentioned
sorry,
if
I
came
through
the
chair,
excuse
me,
as
I
mentioned
before,
Shannon
and
our
finance
department
have
done
significant
amount
of
work
in
comparing
what
we
currently
take
through
our
way
bridge
and
the
space
or
volume
that
occupies
in
our
landfill.
D
So
that's
how
we
sort
of
have
developed
our
charges,
but
it
still
would
be
more
expensive,
for
you
to
I
would
suggest,
hire
a
truck
to
bring
your
contaminated
field
compared
to
our
new
volume,
booster
charges.
So.
L
Yeah,
basically,
those
proposed
charges
have
been
worked
out
on
my
current
weight-based
charges.
So
Vic
wastes
have
a
conversion
tables
of
all
all
products
that
would
be
listed
into
those
categories.
So
then,
we've
calculated
on
the
mean
of
those
products
that
would
be
in
that
category.
In
that
same
and
then
use
our
current
charges
and
as
he'll
come
up
with
the
cubic
meta
charge.
F
G
Just
a
follow-up
question:
can
I
ask
Shannon
Shannon,
so
basically
contaminated
bill
is
a
lot
heavier
on
Gatherings.
It's
not
a
size.
E
D
If
I
might,
through
the
chair,
look,
we
we
obviously
had
to
as
further
recommendation
we
we,
we
have
to
exhibit
the
the
the
waste
largest
for
a
minimum
28
days.
D
I
am
hoping
the
stuff
that
falls
out
of
the
sky
will
eventually
stop
we're
pretty
much
to
be
fair,
we're
pretty
much
done
all
our
road
works
are
ready.
We're
we're
wanting
to
see
you
so
once
we
seal
the
ride
base,
everything
else
is
pretty
much
lined
up,
so
we're
ready
to
go.
Thank
you.
L
So
currently,
currently,
there's
no
recyclable
company
that
services
this
area,
but
there's
been
interest
from
a
few
companies
in
New,
South,
Wales
and
Queensland,
without
possibly
starting
out
of
operations
down
down
in
Pretoria
and
yeah
to
be
able
to
process.
So
hopefully,
in
the
near
future,
solar
panels
will
be
able
to
be
recycled
as
opposed
to
Just
So.
I
I
A
A
Thank
you
there,
any
other
questions.
Councilorette
Brown.
J
Do
we
have
enough
capacity
at
the
new?
What
do
we
calling
it
The
Exchange
system
where
people
are
alive
thanks
for
this
question,
yep
to
collect
those
used
solar
panels
so
that
they
can
be
collected
by
the
guy
in
New,
South,
Wales.
A
D
Chair,
why
not
very
happy
to
support
this
recommendation
and
very
exciting
times
coming
to
finale
with
regards
to
the
transfer
station?
I
was
out
of
the
landfill
only
a
couple
of
weeks
ago
after
a
bit
of
rain
and
watching
people
back
into
the
cell
and
try
and
unload
their
trailers,
and
all
that
was
an
experience
to
watch
so
I
think
this
is
going
to
just
absolutely
yeah
change
people's
experiences
and
going
up
to
the
landfill
to
get
rid
of
their
rubbish
but
yeah.
Looking
at
the
prices.
D
Looking
at
the
work
and
hearing
about
the
work,
that's
being
done
and
pulling
this
together,
I
think
Adrian
and
his
friend's
done
a
great
job
in
getting
this
to
where
it
is
and
compared
to
Wayne.
Greta
I
think
we're
sitting
pretty
good
we're
up
in
the
middle
there,
between
Moon
and
ship
and
I,
look
forward
to
seeing
a
good
Community
program
of
advertising
around
the
new
transfer
station
when
it
comes
online,
so
everyone
can
get.

A
J
It
has
been
a
long
time
coming,
as
councilor
Davis
has
just
said,
but
I
also
think
it
was
great,
just
Shannon.
Making
that
point
about
the
cost
of
disposing
of
the
mattress
is
not
just
that
we
as
a
council
charge
people
to
for
them
to
dump
their
rubbish
to
dump
their
mattress,
but
then
that
mattress
needs
to
be
collected,
taken
to
Melbourne
pulled
apart
and
whatever
happens,
that's
a
big
deal.
So
I
think
it
was
great
to
have
that
information.
C
Thank
you,
chair,
I'd,
like
to
thank
you
for
explanations.
That's
good,
and
one
thing
to
highlight
is
we
were
changing
the
method
we
are
charging
from
Baton
to
metric
to
cubic
meters,
and
what
we
established
in
the
conversation
today
is
the
way
people
care
or
amount
people.
Okay,
he's
not
going
to
charge,
or
this
is
not
a
way
to
Grapple
money.
C
A
You
and
I'd
just
like
to
enter
I
agree
with
what
everyone
said
and
like
in
most
of
these
cases,
we
would
like
to
see
an
increase
in
money
coming
into
the
council,
but
I
think
with
the
landfill
we'd
like
to
see
a
decrease
because
the
less
waste
that
we
have
to
look
after
the
better
for
us.
So
it's
a
bit
of
a
a
strange
area
where
we
would
rather
see
less
and
more
so
and
I
think
that's
important
that
we
we
strive
for
less
weight
from
the
more
waste
and
the
charges.
