reduction

charges
because
of
the
covert
19
closure
of
some
of
our
facilities
over
the
period
from

first
july
to
november
the
expenditure
for
the
period
was
16
471
000,
which
was
a
favorable
result
of
164
000,
less
than
budgeted,
but
again
impacted
by
the
covered
closures
of
buildings
and
the
timing
of
services
not
being
enough
to
be
delivered
during
their
enclosure.

outlined
the
variances
on
pages
10
and
11,
but
I'll
I'll.
Just
talk
to
the
forecast
result
for
the
30th
of
june,
which
is
a
positive
result
for
the
year
that
they're
forecasting
the
assumptions
were
made
at

31st
of
december,
based
on
what
code
was
doing
at
that
stage.
So
I
will
print
based
on
that
and
haven't
forecast
for
the
five-day
closure.
But
overall,
the
coba
recovery
for
vanilla
is
very
positive,
far
more
positive
than
I
maybe
thought
when
we
were
doing
our
first
quarterly
review.

30th
september,
bonuses
have
been
with
substantial
operating
grants
for
reoccurring
and
for
non-reoccurring
operational
items
and
also
we've
received
big
capital
grants
as
well.
These
have
an
impact
of
bringing
us
up
on
our
income
base,
we're
going
to
have
a
total
revenue
of
5
million
more
than
we
thought
we
were
going
to
have.

So
that's
a
big
impact
on
our
budget
based
on
that
we're
going
to
have
a
revenue
of
35
million
instead
of
30
million,
which
is
what
we
originally
budgeted
for,
and
our
expenditure
that
we're
forecasting
by
the
30th
of
june
is
that
we
will
spend
35
million
instead
of
32
million.
That
we're
locationing
for
the
overall
result
is
that
it
will
be
we're
anticipating
a
surplus
rather
than
a
deficit.

my
question
is:
there's
a
lot
of
a
lot
of
grant
funding
there
that
we're
playing
around
with
at
the
moment
that
we've
got
an
account
that
we
haven't
spent
is
the

of
that
going
to
be
carried
over
for

financial

at
the
moment
is
sitting

2.3
million
and
we're
anticipating
that

able

government
have

been
good
in
giving

funding,

I
know

spend

look
after
it
for

accessing

by

good

part

the
section
entitled
why
engage
does
seem
to
include
a

out

jail

council,

my
current
policies
should
not
be
written
with
the
lowest
common,
but
none

consultation

mind
student

noticed
a

having
trouble
with
the
prince

versus

problem,
and

suggesting
that
this
matter
could

distilled

simple
sentences,
but
as
the
council
represents
and
acts
on
behalf
of
all
citizens
of
the
municipality,
it
is
policy
that
all
significant
decisions
are
made
only
after
an
effective
community
engagement
policy.

quite

bit,
and

put
it

reports

a
number
of
community
groups
who
I
would
have
thought
would
have
been
interested
in
the
importance
of
this
process,
were
consulted
or
contacted

worked

me.
That
suggests
that
perhaps
they
didn't
understand
the
message
they
didn't
understand
the
importance
of
this
policy
and
when
you
look
at
the
requirements
of
the
year
act,
local
government
2020
is
clearly
absolutely
fundamental
because
it's
going
to
drive
the
development
of
your
new
council
plan.

think
there's
no
simple
answer
it's
wrong,
but
I
think
if
the
council
comes
out
of
the
view
of
exploring
every
opportunity-
and
I
believe
the
those
opportunities
were
unfold
and
as
I
said
and
go
back
to
that
comment-

number

those
groups
were
contacted,
the
joyous

happens
that
jane
invited
me
to
be
part
of
that
community.
Planned
implementation,
steering
committee
and
my
first
meeting

policy

talk

the
young
people,
because
when
all
the
consultation
we
do
seems
to
be
with
it
with
the
older
generation
of
people
in
vanilla
and
they're,
not

only
ones
we
need
to
talk
to.

need
to
talk
to
the
younger
people.

wearing
another
hat,
I've
struggled
we've
struggled
with
exactly
that
same
issue.
I
think
one
of
the
things
we
have
done
is
engage
a
couple
of
young
people
to
come
on
board
with
us
and
help
us
with
mentoring,
us

older
age
group
to
me
to
work
through
that
exact
issue.
So
it's
a
matter
of
tapping
into
the
right
channels
and
I
think
to
do
that.
You've
got
to
have
someone
who
actually
thinks
in
that
exact
way.

as
you
can
see
in
the
report,
it
was
put
out
in
the
enzyme.
It
also
went
out
on
social
media
and
we
did
consult
with
the
number
of
committees
and
groups
and
perhaps
disappointingly

Some
of
those
both
decided
not

actually
write
a
submission.
Although
there
was
some
comment
to
them
to
look
at
it
as
we
did
at
the
community
and.

have
been
some
minor
changes
made
in
response
to
that.
As
you
can
see
in
the
revised
report
and
the
revised
policy,
but
you'll
note
that
there
were
and
also
david,
you
did
raise
people
a
few
other
issues
such
as
access
to
their
website
and
other
issues,
many
of
which
really
related
to
the
toolkit.

I
know
the
toolkit
is
not
up
on
the
website,
because
that
has
been
a
staff
document.
It's
used
to
start
training
and
to
help
members
of
our
staff
understand,
and
I
agree
that
perhaps
it
would
be
a
good
idea
that
once
we
revise
it
in
consultation
with
the
community
that
perhaps
on
the
website
too,
and
I
think
even
have
our
community
plan
implementation
steering
committee
doris
from
momenta
has
suggested
that
it
actually
might
be
a
really
useful
resource
for
other
organizations
such
as
all
people
to
use.

So
in
conclusion,
the
policy
obviously
needs
to
be
supported
in
a
bit
more
detail
about
how
and
when
and
why
we
might
do
community
engagement,
but
that
really
is
going
to
be
covered
much
more
by
our
toolkit
and
so
the
really.
What
we're
suggesting
is
that,
through
further
consultation,
we
consider
that,
in
partnership
with
the
community
claim
implementation
steering
committee,
which
was
the
group
that
originally
did
help
with
the
community
engagement
policy,
which
was
originally
developed
around
the
time
that
we
did
the
community
plan
consultations,
which
was
around
2016..

down
myself

recommendations
that
I
believe
directly
relevant
for
the
police

like
making
things
more
simple,
and
I
read
the
policy

lacking
was
actually
the
simplicity
in
the
language
and
explaining
things
more
clearly
to
the
people.

the
way
that
we
have
this
organized
for
council
is
that
the
policy
really
sets
the
overarching
philosophy
and
the
legislative
environment
for
the
toolkit
as
such.
So
it's
bound
to
be
fairly
wordy
in

presented

necessarily
easy,
which

for

staff
to
actually
use
and
plan,
and
many

the
examples
that
I've
noted

can

answered
quite

quarter

a
time
when
we
could
physically
reopen
a
number
of
the
venues
that
have

closed
as
things
were
last
year.

wanted
to
talk
about

library
for
a
minute
that,

library
was
closed
twice
during
the
year
last
year,
at
no
point
did
we
end
or
stop
the
library
services.
We
delivered
those
services
of
lending
and
of
making
the
resources
available
to
the
community
the
entire
time,
and
this
was
something
that
was
really
well
supported
and
really
well
used.

it
was
a
good
example
of
delivering
the
service
in
a
different
way
and
the
staff
have
been
nipple
in
being
able
to
respond
to
having
the
venue
closed,
but
still
being
able
to
connect
with
the
community.

Late
last
year,
we
did
a
survey
of
the
community
in
which
we
asked
for
their
response
to
the
uncovered
experience
and
the
lockdowns
and
being
at
home
and
less
able
to
interact
with
the
community
as
they
normally
do,
and
the
exhibition
regathering
is
a
response
to
those
surveys
and
it's
been
very
popular
and
it's
drawing
a
lot
of
people
into
the
gallery
who
don't
normally
come.
So
it's
it's
a
good
way
that
we
have
reached
new
audiences
locally
in
our
community.

the
library
with
our
tourism
visitor
servicing
function,
it
was
another
area
where
we
were
able
to
continue
to
deliver
our
services
being,
albeit
in
a
different
way.

business
standard,
closing
and
reopening
and
closing
again,

this
through
visitor
services
tax
and
also
through
increase
in
our
digital
presence,
and
the
other
thing
that
we
did
a
lot
last
year
was
work
with
operators
to
ensure
that
they
had
a
candidate
listings.

pickups

was
only
pick-ups

drop-offs,
and
in
the
last

when
we
had

breaker
everywhere
again,

really
saw
all
but

as

result,
a
digital
literacy
chasm
has
really
opened
up
and
businesses
with
an
innovative
mindset

able

refocus

leverage

have

of

low
digital
literacy

been

that
infrastructure
and
the
10
gigabit
project
which
we're
about
to
embark
on

very
opportune

is
positioned
right
at
the
forefront

that
e-commerce,

I've

shift
and

people
purchasing.

have

on

jobs,

busier
