B
A
A
Members,
david
second
nerd
councillor,
well
we're
all
aware
of
our
governance,
our
governments.
Our
meetings
are
conducted
in
accordance
with
government
act
2020
and
the
number
one
city
government's
laws.
A
A
D
D
They
have.
There
were
45
building
permits
issued
within
the
month,
and
the
building
department
issued
20
of
those
building
payments.
The
total
cost
of
construction
for
those
45
building
applications
is
approximately
8.38
million
dollars
and
from
the
graphs
that
are
provided
in
the
monthly
report.
You'll
notice
that
there
has
been
an
exponential
growth
between
manila
for
building
approvals,
10
billion,
comparing
from
last
year
and
last
year
we
kept
saying
saying
that
the
trend
is
high.
This
year,
we've
doubled
that
trend.
B
C
I
notice
on
the
the
matter
between
odyssey
house
and
their
extensions
that
they
want
to
do
at
the
end
here.
I
just
wonder
if
you
could
explain
what
this
means.
Please,
the
tribunal
order
dated
13th
of
april
2021
details
to
the
compulsory
conference.
Mediation
has
been
set
for
15th
of
july.
I
was
just
wondering:
is
this
mediation
between
council
and
obviously
houses
the
obviously
house
and
community,
or
is
it
all
free?
I
just
wasn't
familiar.
F
It's
unprecedented
growth
analysis
of
presidential.
Have
you
noticed
that
there
is
a
delay
in
actually
delivering
some
of
these
buildings,
given
the
trade
restrictions
that
we,
I
think
everybody
in
regional
victoria's
experience
and
or
are
they
coming
online
as
quick
as
normal?
That's
true,
there
is
a
delay
between
construction
commencing
any
stages,
so
the
slab
might
be
poor
but
they're,
waiting
on
frames,
etc
or
supply
of
too
much,
but
they
usually
like
follow
up
with
that.
Is
it
like?
Is
that
compounding
now?
F
D
A
G
B
The
size
and
so
forth,
I'll
get
the
coordinator
and
provide
the
details.
A
I
Thank
you.
Chip
is
saying
from
page
13,
the
18
item
18,
the
construction
of
dwelling
and
garage
on
portugal,
costa
street
brenner,
is
that
is
that
one
of
the
buildings
that
the
developer
is
building,
because
I
saw
there
was
a
planning
application
from
the
developer
for
another
unix
build
from
landmark.
Is
that
one
of
them?
A
A
I
A
C
H
H
H
The
issue
is
in
this
proposal
is
that
today,
the
as
a
rtc
have
not
formed
to
finalize
their
design
for
the
railway
station
operations,
council
or
the
community
can
therefore
not
provide
input
in
proposed
final
design.
At
this
point,
if
the
amendment
is
processed
as
a
section
20
part
4,
this
would
leave
no
formal
process
for
any
further
council
or
community
input
into
the
proposed.
H
C
H
Is
also
an
appropriate
body
to
make
a
decision
on
planning
matters,
and
they
want
the
minister
for
planning
to
undertake
the
decision,
as
this
involves
the.
G
You,
mr
chair,
joel
this
appears
to
take
as
you've
stated
in
the
report,
any
further
decision
making
or
correspondence
or
objections
or
anything
away
from
from
council
and
from
the
people
we
represent.
G
It's
just
the
way
that
the
that
the
minister
is
going
to
take
things
like
they've
done
it
with
with
solar
farms
is
this.
This
is
the
way
we're
going
to
end
up
down
the
track
with
more
and
more
decisions
being
made.
H
By
the
minister,
it's
possible
for
a
for
decisions
that
have
a
direct
influence
on
the
entire
state
that
these
projects
could
be
undertaken
by
the
the
decisions
could
be
undertaken
by
the
minister
for
planning
and
then.
A
Yeah
they
may
take
this
approach.
It's
not
always
going
to
be.
The
case
say
that
they
might
be
seeking
councils
into
that
decision.
J
Thank
you,
madam
chair,
joel.
Just
with
regards
to
the
information
that
aitc
have
sent
through.
My
concern
is
in
relation
to
the
zoning.
So
as
as
a
member
of
the
comedian
counselor
o'brien,
we've
got
a
bit
of
an
idea
of
what
the
scope
is
around.
J
What
the
proposed
projects
are
going
to
look
like
from
that
zone
space,
but
for
council's
information.
I
think
my
concern
is
that
what
does
that
zoning
look
like
how
far
out
does
it
go
and
what
members
of
our
community
are
going
to
be
affected
by?
That?
Is
that
something
that
they
haven't
provided
haven't
provided
can
provide?
H
J
H
H
That
that's
the
information
we
don't
know
yet
so
it
can
be
specific
to
an
area
or
it
can
push
out
and
seek
to
include
other
things
like
beautification
of
the
area
as
well,
but
yeah,
that's
something
we've
done.
Thank.
C
C
Oh
through
the
chair,
thank
you.
It
just
seems
to
be
that
I'm
just
asking:
where
is
the
transparency
from
artc
to
the
council
and
the
community?
A
C
H
Would
have
to
say,
based
on
the
content
of
the
report
that
it's
limited
at
the
moment
with
regards
to
having
input
into
a
a
design.
That's
just
not
there.
H
There
may
be
an
instance
where
in
future,
artc
come
back
to
us
and
say
well.
This
is
what
we've
got.
What
do
you
think
about.
C
F
Firstly,
I'd
like
to
thank
joel
for
answering
some
difficult
questions,
but
this
recommendation
sets
out
clearly.
I
think
one
of
the
answers
that
has
come
from
from
joel
was
that
this
is
the
interest
they're
trying
to
do
to
put
it
back
under
the
interest
of
the
state.
Therefore,
it
goes
back
to
the
minister.
You
could
debate
that
every
decision
that
local
government
makes
could
be
in
the
interest
of
the
state
in
some
way,
so
does
that
mean
that
we
just
get
away
from
our
elected
representatives
having
any
input?
F
I
think
it's,
I
think
it's
a
it's
a
it's
a
difficult
time
in
our
history
that
a
corporation
like
the
artc
has
the
goal
to
actually
give
us
such
limited
information
and
therefore
think
that
it's
correct
to
put
this
to
us
and
expect
any
other
reply.
I
Thank
you
chair.
Yes,
I
would
like
to
speak.
It's
a
it's
an
honor
and
a
privilege
to
second
this
and
it's
a
good
recommendation
and
thank
you
for
following
this
report,
missing
your
man,
mr
senior
to
the
council
and
keeping
an
eye
on
that,
and,
as
so
as
artc
as
a
government
entity
being
involved
in
the
community,
engagement
and
they've
been
talking
and
giving
different
messages
at
different
times.
So
I
would.
I
I
would
expect
that
organization
to
stick
to
what
they
have
said
in
the
senate
inquiries
and
in
public
meetings
in
the
recent
past
and
by
that
and
go
with
the
true
community
engagement
rather
than
trying
different
ways
of
dealing
with
the
matter.
Thank
you.
G
From
the
previous
speakers
aotc,
who
did,
I
think
they
are
asking
us
to
recommend
that
they
go
giving
them
permission
to
go
to
the
minister
to
make
a
decision
on
their
behalf.
Maybe
they
will
come
back
to
us,
but
we've
got
no
right
to
reply
because
we've
signed
up
by
doing
it
in
the
past.
G
So
why
would
you
do
it
and
why
would
the
minister
sign
off
to
a
corporation
when
the
corporation
don't
live
in
vanilla,
they're,
not
going
to
be
here
for
the
next
50
or
100
years
to
put
up
with
the
facility?
G
The
president
is
second
hand
now
and
without
going
on,
we
need
a
better,
better
outcome
and
to
go
and
sign
off
on
it.
I
don't
know
how
that
happened
as
a
counsellor
person,
I
don't
know
how
they
got
the
goal
to
even
bring
it
to
council,
so
the
decision
we're
making
tonight
needs
to
really
be
taken
taken
to
heart,
and
the
minister
really
needs
to
take
it
on
heart
and
come
up
and
discuss
it
with
us
before
talking
to
the
aitc.
A
C
I
just
would
would
like
to
say
that
I
really
think
that
this
is
an
opportunity
for
banala
to
plan,
definitely
have
a
great
plan
in
place
for
the
railway
precinct,
not
just
for
now
not
short-term,
but
a
really
long-term
plan,
something
that
hasn't
been
done
for
a
long
long
time.
So,
like
we
were
saying
earlier,
the
place
is
growing
vanilla's
growing.
So
we
we
really
need
to
be
supportive
of
what's
going
on
here
and
thank
you
to
the
training
department
for
letting
us
encourage.
A
J
Thank
you,
madam
chair,
and
thank
you
joel
for
a
very
good
report
and
answering
the
questions
that
were
asked
as
a
council
representative
who
sits
on
the
committee.
This
really
does
question
some
of
the
work
that's
being
done
in
the
last
few
months
in
regards
to
that
committee
and
in
particular
the
transparency
and
the
goal
of
being
transparent
and
communicating
with
benella
and
with
the
community
and
with
those
who
are
going
to
benefit
from
what
will
be
a
new
rail
service
for
the
future.
J
I
think
it's
just
there's
been
a
lot
of
discussion
in
this
space
for
the
last
few
weeks
around
the
proposals,
and
this
just,
I
guess,
undermines
a
lot
of
that
really
good
work,
that's
being
done,
but
also
puts
doubt
in
the
minds
of
the
community
that
artc
are
being
sneaky
when
I
sit
across
the
table
from
these
meetings
and
think
no
they're
not,
but
at
the
end
of
the
day,
it's
not
me
saying
that
that's
what
we're
hearing
in
the
community
every
day,
so
I
support
this
recommendation.
J
B
Yes,
thank
you.
I
totally
agree
with
what
everyone
else
has
said.
I
can't
believe
the
arrogance
of
aitc
to
bring
an
unknown
envelope
to
us
and
say
well
just
trust
us,
whether
we're
the
artc
sign
here
and
we'll.
D
B
Anything
to
do
with
this
note
totally
support
the
motion
and
I
think,
as
someone
said,
I
think
we
all.
We
should
also
encourage
other
people
involved
in
the
artc
discussion
europa
and
and
wenger,
and
get
them
to
join
us
in
writing
to
the
minister.
F
F
F
Telling
us
that
they
were
going
to
deliver
us
a
fantastic
rail
experience
within
that
two
one
or
two
years
then
spending
a
billion
dollars
on
creating
a
whole
set
of
new
mud
holes
between
aubry
and
seymour,
and
they
now
then
have
their
goal
to
come
here
and
say
trust
us.
I
think
it's
incredible.
Thank
you,
madam
chief.
D
D
The
development
department's
quarterly
report
for
the
period
in
the
31
march
2021
the
there
have
been
a
few
planning
of
skim
amendments
still
with
the
minister
for
sign
off
and
from
a
statutory
training
perspective.
There
were
32
applications
received
and
79
process.
82
of
this
was
within
the
statutory
timeframe.
We
still
full
of
the
lower
statutory
shuttle
funds.
D
We
were
around
95
and
above
so
that
just
shows
the
amount
of
work
we're
receiving.
Is
this
the
process
that
was
within
the
strategic
plan?
For
us,
the
building
department
also
inspected
174
building
sites,
which
is
their
inspections
as
part
of
the
building
process
and
processed.
C
52
building
applications
within
the
quarter,
which
is
from
previous
experience.
We
haven't
done
that
during
a
quarter.
That's
nearly
half
years
building
pretty
much
so
we're
doing
what
we
did
in
half
here
within
three
months,
and
there
were
the
compliance
department
that
we
picked
for
152
phone
calls
regarding
domestic
animals.
C
Through
the
chair,
thank
you,
the
less.
I
was
just
wondering
back
at
the
very
beginning
of
the
report
under
strategic
planning,
second
paragraph
anomalies,
within
vanilla
planning
scheme.
I
just
wondered
what
they
were,
I'm
just
not
upset,
please.
It
was
back
from
june
23.
D
These
are
corrections
in
the
planning
scheme
so
from
time
to
time,
because
pregnancy
is
a
big
document,
we
have
mapping
errors,
that
might
somebody
might
purchase
a
property
and
say:
oh,
my
zoning
is
township
zone,
but
I'm
in
the
middle.
A
D
C
Sure
I
apologize
for
that.
My
hesitancy,
I'm
just
wondering
in
the
lessh
whether
on
the
engaging
and
accessible
places
and
spaces,
the
initiative
is
to
for
sustainable
development
for
the
future
growing
populations.
C
Does
that
mean
that
there
are
perhaps
plans
for
vanilla
rural
city
to
sometime
in
the
future
rejoin
the
cassava
group,
the
sustainable
building
group?
That
councils
belong
to
the
casbe
sustainable
building
environment.
A
K
The
31st
of
march
2021
I'll
take
it
that
the
report
is
ready,
I'll
just
go
through
some
of
the
highlights
we
in
relation
to
concrete
work,
we
replaced
approximately
50
square
meters
of
concrete.
In
first
avenue,
we
replaced
16
lineal
meters
of
curvature
on
hope
street
great
to
see
a
jet
pitcher
out
there
and
undertaking
some
surface
treatments
on
the
unsealed
road
network.
We
created
more
than
66
kilometers
of
unseal
roads
and
over
75
kilometres
of
shoulders
within
the
parks
and
gardens
area.
K
I
foreign
everyone
would
have
noticed
the
vanilla
being
drained
as
we
undertook
some
weight
management
with
the
from
bomba
removal
due
to
the
lack
of
rain
and
irrigation.
We
would
get.
K
A
Thank
you,
I'm
just
going
to
ask
you
something
adrian
so,
with
your
page
29,
the
graph,
so
the
unsealed
row
graded.
Is
that
meant
to
be
66,
not
zero?
Yes,
and.
C
C
That's
laura
bryant
through
the
chair.
Thank
you
adrian.
I'm
just
wondering
if
you
could
just
tell
me
what
a
collector
road
is,
I'm
not
too
sure
so.
There's
different
passes
of
roads,
collector
road
usually
corresponds
with
a
main
road
which
isn't
an
interior
road
with
one.
K
It
is
obviously
going
to
take
some
time
to
make
sure
as
efficient
we
can,
but
we've
got
a
young
gentleman
who's
on
there
at
the
moment,
has
really
taken
charge
of
the
machine
and
we're
really
seeing
some
great
results.
So
it's
working
really
really
well.
We
are
planning
on
training
others,
but
at
the
moment
we're
really
really
happy
with
the
output
and
some
of
the
quality
of
work.
So
it's
certainly
a
machine
that
you're
now
seeing
some
great
results.
I
Thank
you
chair.
Thank
you,
mr
desperoni,
a
good
report.
I
want
to
answer
a
question
from
page
29,
the
table
for
engaging
and
accessible
places
and
spaces
the
table
too,
and
that
the
last
area,
which
is
one
of
my
key
interest
areas,
the
food
parts,
the
strategy
that
you're
developing
and
are
you
look?
How
are
we
integrating
the
pathways
to
the
future
strategy
in
this
report
at
all,
or
how
are
you
going
with
that?
I
It
pretty
much
is
a
review
of
that
as
well.
Yes,
that's
correct.
Thank
you.
Are
there
any
other
questions?
Yes,
david
I'll.
Just
talk
about
the
jet
patcher
for
a
second,
yes,
do
we
have
enough
money
in
the
in
the
budget
to
keep
that
machine
going
like
as
far
as
because
it
does
dry
up
cash
every
time
it
goes
out
to
do
something.
K
So
we've
got
enough
in
the
budget
to
keep
it
going.
We
certainly
have
this
year
because
it
has
been
down
for
a
fair
bit.
One
of
the
concerns
I've
gotten,
I
think
we
need
to
have
a
look-
is
the
efficiencies
around
the
emulsion
that
we
use,
because
at
the
moment
we're
purchasing
emulsion
pods,
something
that
we
might
need
to
look
at
in
the
future
is
reintroducing
an
emotional
tank.
A
Okay,
any
other
questions,
and
what
would
they
be?
What
would
that
entail.
K
That
would
be,
but
I
assumed.
G
That
concept,
just
briefly,
thank
you
adrian,
a
really
good
report,
that's
obvious
at
the
start
of
working
clutter,
providing
services
for
us
doing
a
great
job.
G
If
I
travel
around
a
bit-
and
I
always
see
the
grader
out
now
and
and
people
all
around,
I
see
them
leaving
the
depot
early
in
the
mornings
and
things
that
seem
to
be
firing
along
really
good.
Thank
you.
I
Would
you
like
to
speak?
Yes,
thank
you
chair.
Just
thank
you,
mr
gaston.
It's
a
good
report
and
nice
to
see
that
the
partners
to
the
future
report
is
reviewed
and
some
action
is
happening
in
that
area,
especially
the
footpaths
and
also
as
following
from
the
councillor
davies.
The
work
is
happening.
We
can
see
that
around
in
the
town
and
in
the
actions
in
the
facebook,
as
well
being
active,
very
good,
good
outcome.
Thank
you.
K
So
this
report
provides
some
updates
for
the
capital
program
for
the
quarter.
Ending
the
31st
of
march
2021
I'll
highlight
the
visa
information
center
architectural
plans
are
currently
being
finalized
with
a
cost
plan
being
developed,
and
we
should
be
getting
that
in
the
very
near
future
car
park
at
may
street
commence
in
april
may,
which
provides
this
report
has
been
fairly
accurate.
I'm
sure
everyone
has
seen
the
machines
up
there
working
away.
K
Land,
three
sorry
landfill
cell
three
construction
is
still
providing
us
with
our
highest
level
of
frustration.
So
we've
provided
epa
with
all
the
information
we
believe
they
require
still
yet,
where
had
any
confirmation
or
approval
from
them.
So
on
that
with
the
transfer
station
anyway,.
K
And
procurement
for
the
aboriginal
gardens
just
commenced
in
april
and
works
expected
to
commence
later
in
the
financial
year,
but
under
the
sustainable
environment
area
transfer,
station
building
works
complete
and
the
installation
of
the
weigh
ridge,
automation,
software
can
confirm
is
complete.
K
K
With
the
forecast
majority
of
the
visitor
information
center
redevelopment
project
paid
for
through
2021,
I've
already
highlighted
frustrations
around
waste
management
and
the
cell
through
construction
and
again
with
yellow
streak
off
street
car
park.
Mastery
car
park
construction
commencing
april
and
unbudgeted
grant
funded
works,
forecast
to
be
completed.
Approximately
the
denny
street
car
park.
I
Believe
they
have
a
few
things
to
do
on
it
before,
let's
go
to
us,
anyone
have
a
question
for
adrian,
yes,
councillor,
thank
you
ted
betty
and
it's
a
good
report
again
on
the
car
park,
main
street,
the
electric
charging
points
or
the
stations.
How
are
you
going
with
that?
Have
you
gone
out
market
looking
for
it
or
what
any
progress
on
that
that's
yeah.
I
think
that
look
is
that
I'll
refer
that.
J
J
Thank
you
just
through
the
chair.
I
have
actually
been
in
discussions
with
some
companies.
Three,
in
fact,
one
will
actually
provide
the
universe
to
the
council
and
provide
a
mechanism
for
free
charging.
That's
looking
through
the
agreement
at
the
moment.
So
I'm
not
sure
whether
we'll
sign
off
on
that
to
where
the
council
can
purchase
the
units
through
other
companies
as
well.
So
there's
a
couple
of
different
ways.
We
can
do
it,
but
I
guess
the
important
thing
is
when
a.
A
J
You
know
plenty
of
kids
that
go
down
there
and
still
use
the
equipment
and
one
thing
or
another,
and
they
float
between
the
new
car,
the
new
playground
in
the
boulder
park,
and,
whilst
I
understand
there
is
a
sign
that
says,
don't
ride
your
bike
on
these
splash
pad
concrete,
there's
a
few
kids
that
actually
do
like
that.
C
So
people
are
utilizing
that
space
quite
regularly
on
a
daily
basis-
oh
lovely,
so
the
water
is
actually
involved.
B
A
I
Geotechnical
work
being
finalized
progression
for
cockfield,
so
that's
pretty
much
the
reconstruction
of
the
drive,
this
endpoint
all
the
way
through
to.
G
In
front
of
the
senior
sits
if
you're
prepping
anything
you'll,
probably
notice
that
the
patient
isn't
in
a
bad
way.
So
it's
pretty
much
reconstruction
of
the
pavement
and
improving
our
crossing
points
both
at
the
center
sits
and
at
this.
J
Yes,
it
will
be,
but
it
will
not
be
sealed
this
financial
year
due
to
the
winter
colder
months
hitting
us
so
one
at
this
stage
we're
not
planning
to
seal
it
this
financial
year.
Thank
you!
Yes,
councillor,
perth!
Thank
you.
Councillor
gutter.
You.
F
Reminded
me
of
talking
to
drive,
I
do
know
about
that
project
and
part
of
it
is
getting
rid
of
the
non-conforming
eyesore.
That's
been
there
for
temporary
eyesore
for
40
years.
F
Is
there
any
hope
of
getting
rid
of
the
bits
of
concrete
and
steel
that
nobody
can
actually
get
through
before
the
the
project
starts
in
completion.
F
A
A
C
Like
to
speak
to
that
counselor
in
the
chair,
adrian
I'd
just
like
to
say
thanks
for
the
report
and
it's
wonderful
driving
around
and
seeing
the
fountain
going
in.
A
I
You,
mr
casper
yeah
good,
to
see
some
works
happening
and
some
good
projects
on
the
report.
Good.
Thank
you.
A
E
As
totaled
as
being
read,
but
we'll
just
quickly
highlight
a
couple
of
items
number
one
that
we
have
god's
proposal
to
heritage
victoria
through
a
living
heritage,
grads
program
for
conservation
works
on
the
heritage
assets
at
the
panel
form
of
our
migrant
camp,
we're
also
bringing
some
backup
power,
town
hall
and
the
city's
distance
community
centre
to
as
both
of
those
facilities
possible
for
use
during
emergencies.
So
that'll
help
ensure
that
air
conditions
and
things
stay
on.
E
And
finally,
I
just
highlighted
the
highlight-
I
didn't
even
have
much
of
a
highlight,
giving
the
vandalism
to
the
library,
so
we
had
some
rocks
thrown
through
the
glass.
Some
of
the
ornate
class
windows
there,
which
can
be
seen,
come
up.
It's
a
quite
an
expensive
exercise.
So
we
have
the
cctv
there,
but.
E
Referred
to
not,
I
haven't
heard
anything
about
investigations
gone
subsequently,
but
it's
disappointing
that
our
excellent
community
hasn't
been
treated
like
that.
But
that's
it
thanks.
Mother
chad,
for
taking
the
questions.
E
Yes,
completely
changed
father,
it
is
great
getting
around
the
town
and
seeing
things
happening
and
but
one
disappointment
is
the
bridge
lights
that
we
have
in
the
last
couple
years,
actually
being
fixed
and
going,
and
then
they
stopped
again.
J
G
You
robert,
unless
we've
got
connections,
putting
back
up
about
backup
power
generators
connections
put
in,
but
do
we
own
any
generators
ourselves.
E
Through
madam
chair,
we
own
the
one
generator
for
the
customer
service
centre.
They
are
an
expensive
beast
to
maintain
and
make
sure
they're
working
all
the
time.
So
the
plan
is
that
the
connection
is
there
in
these
facilities
and
we'll
hire
a
generator
countertop
and
actually
plug
it
in
to
there.
So
it's
a
plug-and-play
generator,
rather
than
actually
purchasing
generator,
which
are
quite
expensive.
The
ones
required
to
do
that
so
follow.
E
I
E
E
Found
quite
troublesome
unlocked
past
little
while
so
it
is
in-house
itself.
It's
an
off-the-shelf
product
that
our
senior
it
coordinator
has
implemented,
which
has
been
very
cost-effective
and
so
far
has
proved
very
good,
with
their
good
reports
from
staff
about
how
much
improvement.
A
A
A
A
J
Thank
you
councillors
and
we'll
now
move
into
the
finance
and
operations
community
meeting
12th
of
may
2021
we'd
like
to
acknowledge
the
traditional
areas
of
australians.
We've
got
to
expect
their
allies
from
other
communities
who
may
be
here
today.
We
also
acknowledge
all
other
people
who
have
contributed
to.
J
Governance
matters:
this
community
meeting
has
been
conducted
in
accordance
with
the
local
government
act.
2020
and
the
vanilla
will
see
council
government
rules
2020
in
accordance
with
the
government's
rules.
2024
6.4
meetings
of
council
will
be
audio
recorded
and
made
available
to
the
community.
J
Councillors
are
reminded
of
their
conduct
within
the
meeting
and
their
behaviour
and
disclosure
is
a
conflict
of
interest
in
accordance
with
the
local
government
act.
2020
a
counsellor
must
declare
any
conflict
of
interest
person
to
section
130
of
the
act
at
any
item
of
this
agenda.
Are
there
any
councils
wishing
to
declare
a
conflict
of
interest?
There
are
not
a
business
item
on
public
submissions
on
any
matter
and
we'll
move
to
item
two:
the
vanilla,
rural
city,
council
rating
and
revenue
plan,
2029
2025.
E
Right,
thank
you,
mr
chair.
As
per
the
report
that
presents
draft
revenue
and
rating
plan
for
the
four
years
2021
to
2025,
this
is
in
accordance
with
the
requirements
of
the
local
government
act.
2020..
The
information
contained
in
the
plan
has
traditionally
been
contained
in
the
budget
itself.
However,
under
the
new
local
government,
we
do
need
to
adopt
a
separate
revenue
rating
plan.
E
I'm
important
to
note
that
the
plan
contains
no
synthetic
changes
to
their
current
practices
in
regard
to
rating
and
revenue,
and
it
is
important
to
note
that
the
the
plan
itself
does
not
it's
not
how
we
have
arrangement.
We
knew
that
as
a
function
of
the
budget
which
just
has
like
outlines
of
principles
on
our
rating
and
revenue.
Probably
the
key
items
within
the
plan
itself
are
the
definitions
of
our
rating
differentials,
as
can
be
seen,
they're
fairly
detailed
in
there
about
wanting
different
categories,
viewers
of
properties
pay
in
regard
to
rates.
E
Having
said
that,
as
can
be
seen
from
the
conclusion,
even
though
once
this
is
adopted
by
the
council,
the
state
government
are
currently
seeing
a
review
of
actual
rating
across
victoria,
which
said
due
to
make
some
recommendations
from
so
they're
sitting
at
the
moment.
So
there
may
be
some
substantial
changes
to
the
way
rates
are
charged
in
victoria.
Coming
up
soon,
we
haven't
been
given
any
information
that
will
come
that
may
result
in
us
having
to
amend
this
proposal
or
the
plan.
E
That's
going
to
be
said
in
the
report,
the
plan
proposed
that
the
draft
revenue
rating
plan
would
be
endorsed
a
public
submission
and
then
that's
some
advertisers
of
the
public.
That's
open
for
comment
and
the
public
comment
be
heard.
If
anyone
makes
it
to
a
future
council
meeting,
it
is
proposed
at
the
end
of
the
the
program
that
the
revenue
and
rating
plan
will
be
adopted
with
the
2021-22
budget.
Have
you
taken
questions?
Thank
you.
Thank
you.
I
Thank
you,
chad,
one
question,
mr
bob
recently
I
noticed
some
people
talking
about
getting
two
cents
straight
notices
and
one
send
right
producers
and
things
like
that
in
the
community.
So
talking
about
the
right
principles,
like
simplicity,
benefit
and
those
sort
of
things.
What's
the
principle
of
selling
a
red
node
is
if
it's
two
cent
would
be
still
selling,
because
it
probably
would
cost
us
more
to
center
it
and
correct
that
is.
D
E
You,
mr
chair,
this
is
not
probably
kevin
bobby's
plan,
it's
more
of
a
higher
level
than
that,
but
in
regards
to
the
two
cents
I
haven't,
I
have
seen
some
social
media
posts
in
relation
to
that.
I
haven't
followed
myself,
but
I
do
believe
that
if
people
do
owe
money
on
their
rates,
we
are
obliged
to
actually
send
out
details
of
that.
Obviously,
there's
not
a
revenue
raising
money
that
has
the
council
said:
probably
cost
a
smaller.
J
J
G
G
You
know
and
capped
by
the
state
government
cut
by
the
state
government,
so
we've
got
no
control
over
53
percent
of
our
income.
G
I'm
just
wondering
next
time
we
do
a
when
we're
going
to
do
the
staff,
whether
we
should
say
to
the
government,
let's
tap
our
salaries
by
by
the
same
amount,
and
then
I
look
at
business
140.
G
Now
business
doesn't
get
much
out
of
banala,
but
business
puts
a
lot
into
vanilla.
You
know
fundraising,
employing
staff,
mostly
vanilla
is
small
business,
it's
not
corporate
business,
small
business
and
I
just
hope
the
state
government
have
a
good
look
at
themselves
and
work
out
how
they
can
get
a
decent
rating
strategy.
F
It's
only
60
percent
on
rural
businesses.
I
think
that
could
be
yeah,
so
perhaps
in
the
future
we
do
have
a
look
at
our
preferential
rating
system.
Thank
you.
Thank
you.
Councilmember
any
accounts
that
wish
to
speak
councillor.
Do
you
suppose?
No
thank
you
I'll
put
that
recommendation.
The
vote
for
us
in
favor,
that's
carrie!
Thank
you.
