delegate

authority
to

ceo

understand
in
that
context
the
need
of
this
delegation
of
authority.

bit

picture
about
the
first
six
months
of
the
year
that
we
look
back
and
we
remember
fondly,
but
some
of.

private
shutdowns
challenges
delivering
face-to-face
services,
I'll
calm
down
right
back
to
february,
when
we
started
the
process
for
the
budget
and
developing
the
budget.
In
a
time
where
it
was
hard
to
predict
whether
with
the
open
shuttle.

arriving
at
the
31st
defender
review
of
our
performance
against
budget,
it
was
an
interesting
activity
going
through
reviewing
what
was
achieved
and
what
was
some
of
the
challenges
in
the
first
six
months
of
the
year.

it's
quite
a
lengthy
report
and
I
must
say
that
in
january
and
arriving
we
had
the
all.
The
managers
speak
with
the
ceo
general
manager
and
myself
and
work
through
their
forecast
out
turns
for
the
end
of
30th
june,
based
on
what
had
happened
in
the
first
six
months,
which
would
then
populate
information
for
us
to
go
ahead
with
our
budget
for
next
year,
because
in
the
last
six
months,
we've
definitely
seen.
You
can't
find
callers
because
we'll
change
things
almost.

I'm
happy
to
report
that,
as
at
the
31st
of
december,
we
were
running
ahead
of
budget.
We
have
received
26.4
million
dollars
in
revenue
compared
to
24.8.
That.

So
to
me
is
the
finance
manager,
that's
a
great
result,
and
it
also
helps
us
in
our
forward
projections.
For
future
years,
revenue
we've
also
experienced
1.2
user
charges
higher
than
we
had
anticipated
family
fees,
which
we
know
have
been
very
active
in
the
building
and
planning
approvals.

In
the
last
12
months
and
in
first
six
months,
we
were
ahead
of
schedule
of
what
we
thought
we'd
be
we've
also
had
in
use
of
charges,
which
covers
point
three:
an
increase
in
the
things
pay
coming
across
the
gate
and
our
landfill
services
and
we've
had
a
better
result
than
anticipated
on
the
sale
of
steel,
which
is
reflected
in
the
market.

I'm
happy
report
that
the
art
gallery
in
some
of
our
sales
has
been
better
than
we
thought,
because
we've
already
opened
in
december
and
the
sales
that
go
through
the
retail
over
there
will
return.
The
operation,
which
is
nice.

We've
had

few
drop
off
with
brokerage
fees
for
planning
community
care
because
we've
been
involved
in
which
delivered
face.

to
really
some
of
those
probably
understanding,
we've
also
been
fortunate
enough
on
the
grant
side
to
have
additional
grants
which
I've
outlined
in
0.4,
which
we're
always
supposed
to
have
come
through
and
in
five
and
six
we've

variances

operating
grants
and
then
in
capital
grants.
We
have
received
an
underworld
which
is
0.6
a
number
of
additional
grants,
including
another
outdoor
activation
fund,

000,
which
should
be
some
good
quality.

people
were
17.5
million
dollars
for
the
first
quarter.
First
time
I
should
say-
and
there
are
about
4
000
different
in
the
budget.
We
were
fairly
conservative
in
our
delivery
for
the
first
six
months
in
our
budget,
because
we
didn't
think
that
we
could
fully
open
it
so
that
there's
a
lot
of
money
forecast
in
the
second
part
of
the
year.

And
that's
the
money
that
we're
going
to
be
spending
from
grants
that
we
received
last
year
that
we're
hoping
quit
in
the
current
year.
So
it's
not
that
we've
had
an
enormous
glide
on
all
of
our
services.
It's
that
we
have
money

buying
year.
Payment
received
that
we've
got
to
look
at
the
current
otherwise
moving
through
and
finding
its
costs.

benefit
of
reduced
loan
rates
and
that's
been
a
positive
for
us,
and
we've
also
had.
Whilst
we've

large
cash
balances.
We're
not
getting
large
interest
rates,
can't
get
both
ways,

had
spent
two

six
million.
We
had
forecast
five
foot
four
and
we

forecasting
a
out
turn
of
nine
point

given
the
covert
impact
on
our
project.

forecast

low

first

from
the
north
one,
the
solar
farm
revenue
that
two
hundred
seven
thousand
two
hundred
eleven
and
then
the
three
hundred
three
thousand
dollars
forecast
for
the
year
end
is
that
only
from
the
wind
and
solar
farm,
or
are
there
any
other
solar
farms
making
contributing
to
the
revenue?

have
a
number
of
solar
farms
that
we
forecast
some
revenue
for,
and
I
couldn't
tell
you
off
the
top
of
my
head:
the
exact
amount
per
solar
farm.
I
can't
remember
the
first
one
came
in
and
we've
sorted
out
the
leading
contribution
and
that
there's
two
or
three
that
we've
got
of
course
we're
following.

We've
had
a
number
of
increases
in
our
supplementary
rates,
but
the
solar
farms
we've
only
had
53.6
increase
next
year.
It's
a
high
and
bigger
because
of
the
operation
for
the
whole.

And
you
said
it
was
a
credit
to
to
extra
staff.
We
fought
fair
enough.
I
had
a
bit
of
an
inkling
of
that
sexual
stuff.

Was
funding
fully
the
staff?
The
timing
of
the
receipt
of
the
funding
was
in
last
year,
a
great
proportion
of
it.
I
think
there
was
175
percent
in
the
current
year,
but
we
received
that
money.
We
had
to
recognise
it
in
last
year,
but
we
had
to
spend
it
in
this
year.
So
there
was
some
instruction
that
came
out
for
the
value
of
the
victorian
auditor
general's
office.
That
said
that
it
was
to
be
considered
as
income
current
last
year.
It
wasn't
to
be
matched
by
the
expenditure
that
was
going
out.

Oh
and
it's
always
fun
about
their
as
far
as
timing
changed,
I
don't
see
it
with
regards
to
number

electricity.
We've
had
a
substantial
decrease
in.

the
access
to
facilities
was
very
limited,
and
so
the
collection
of
the
data
to
send
us
bills
didn't
happen
for
a
number
of
months
and
then
they
had
to
catch
up
basically,
and
I
think
the
catch-up
is
happening
now,
because
the
money's
going
out
the
door
in
february
march
there's
a
chilling
thing.
So
there
was
a
benefit.
I
think
there's
a
benefit
that
we
didn't
have
some
facilities
open,
so
we
didn't
use
as
much
electricity.

Firstly,
when
I
look
through
that,
I
can
see
some
big
savings
in
the
budget
and
then
some
big
blowouts
as
well
like
contract
payments,
item

consultants,
general
item

27,
memberships,
computer
software,
32,
and
then
there
are
big
savings
as
well.
I
think,
assuming
or
trying
to
understand
from
the
previous
answer
you
gave
is
that
does
that
mean
there
are
some
under-budgeted
areas
and
over-budgeted
areas
in
that
section.

So,
for
example,
if
you
had
an
activity
that
was
funded
by
for
covered
interactive
classes,
going
out
to
people
for
materials
that
have
to
go
in
those
that
were
started
at
the
30th
june
and
we
got
money,
but
we
had
to
deliver
it
in

activity
pack.
So
there's
any
actually
100
community
care
type
of
clients.
We
would
spend
the
money
in
the
currency,
it
wouldn't.

it
wasn't
a
budgeted
item,
so
we
would
blow
out
some
materials
will
blow
out
for
items
that

received
funding
for
on
grants.
So
we
would
not
have
anticipated
the
income
and
we
wouldn't
have
anticipated

expenditure
either.

that's
why
I
say:
on
materials
across
the
board,
you'll
see
on
point

that
we
are
forecasting
a
1.3
million
dollar
increase
in
output.

savings
in

things,

we've
had
higher

in

that's
the
challenge
of
going
through
doing
forecasts

board

just
to
let

know
that
bit
of

purpose
in
addressing
this
item
is
to
propose
the
following
declare:
that
is,

declare
churchill
reserve
as
an
off
non-police
area
as
appropriate,
and
I've
got
some
death
descriptions
that
I
would,
I
think,
are
worthwhile
and
also
that
we
continue
with
the
city
citywide
investigation
for
open
space
for
dogs.

three
categories
I
believe
we
should
have
is
timeshare
for
off
leash
areas
such
as
sporting
ovals,
full-time
off-leash
areas
that
we've
got
probably
around
the
lake
and
the
designated
fence
dog
park,
which
seems
to
be
confusing
a
lot
of
our
residents
because
in
the
feedback
they've
called
for
dog
parks
rather
than
off
leash
areas.

But
I
understood
that
the
currently
proposed
athlete
areas
had
been
come
from
a
previous
consultation
and
that's
not
what
I
see
on
the
website,
but
currently
we're
proposing
little
casey
island,
big
casey
island
for
the
assigned
areas
only
in
salters
parade
reserve
and
the
ufs.
When
I
go
to
the
website,
it
says
in
particular
places
that
dogs
love
to
run
include
little
casey
island
behind
soldiers
parade
and
the
arundel
street
oval.
So
the
correlation
between
those
two
seems
to
me
already
have
been
broken.

that
it

Well,
we
really
don't
want
to
walk
our
dogs
off
leash
around
the
lake
or
you
shouldn't
be
able
to
now

Many
new
residents
come
solely
to
churchill
reserve
and
are
not
even
aware
of
the
other
locations
we
churchill
reserves
had
many
dog
walkers
off
leash
for
about
seven
years
and
it's
a
highly
visible
area
to
residents
traveling
on
wallace
street
and
also
clark
street.

think
that's
one
of
the
reasons
why
the
popularity
of
church
reserve
is
that
it
appears
to
be
much
safer
than
adjacent
to
the
lake
due
to
the
visibility
of
walkers
to
traffic
and
other
residents
in
adjacent
homes
not
facing
or
walking
towards
dogs
or
other
people
on
a
walking
track.

moan
area
also
provides
visibility
to
their
dog.
There's
a
reduced.
The
snake
bite
issue
always
seems
to
come
up

there's
a
few
reasons

churchill
reserve
by
its
history,
has
demonstrated
empowerment
to
the
residents
in
selecting
their
preference.
It's
already
met
the
public
consultation
requirements
of
public
engagement
process
table
which
will
be
tabled
later
on
today.

believe
it's
in
the
toolbox
impact
level
about
three
or
four,
which
is
fairly
minor.
I
guess,
in
addition,
the
consultation
survey
response
also
provides
data
and
demonstrates
consultation,

analysis

had

comments.
That
said,
they
wanted
a
dog
park,
so
it's
I
think
expanding
to
churchill
can
be
accommodated.

analyzed

little
bit
different.
I
had
33
desired
off-leash
area,
so

I
was

go
on
and
we
maintained
that
area.
We
had
a
lady
on
her
hands
and
knees
yesterday,
picking
up
glass

middle

one
of
the
running
tracks
after
sunday
there's
a
whole
lot
of
bottles.

bottles
left

picking
up
others,
dog,
poo
and
local
evidence,
local
residents
own
it

it's
visible
that
they
own

that's
good
for
council
to
see
their
assets
are
our
assets

utilized

social

have
said

don't
know
where
I

couldn't
do

that's

also
just
they
are
elderly,
they
are
limited.

consultation
with
user
groups
to
agree
and
define
the
time-sharing
limitations
and
include
those
limitations
on
reserve
signage
and
the
council
website
as
part
of
that
education
process.

him
train

girls

rugby

coming

things

see
on

Sport
is

decline.
Casual
activities
like

where
we
are
at
the
moment,
I
don't
know,
but
it's
it's
disappointing.

know,
kids
are
on
their
phones
and
all
the
rest,
I
guess,
but
we
need
to
turn
it
around
collectively
as
a
community
for
sure.

couple
coming
from
the
west.
Remember
this
is
ad
hoc,
so
it's
not
a
collection,
it's
not
a
user
group.
So
it's
only
by
observation.
We
have,
I
guess,
probably

You

walk

can't
come
by
car.
The
for
a
dog
park.
Car
park
access
is
one
of
the
criteria
that
you
need
for
a
dog
park
for
obvious
reasons,
because
it's
one
spot,
but
for
for
us
three,
the
group
I
traditionally
work
walk
with
come
together.

there's
social
activity,
the
average
age
is
not
young
and
so
therefore
they've
got
a
limit.
There's
a
couple
on
scooters.
So
they'll
come
on
this
scooter.
If
it's
a
lot
further
away,
that
becomes
an
encumbrance
for
them.
So
that's
one
reason
and
and
the
emotional
side
you
mention
also
about
the
passion,
that's
the
emotional
side
of
seeing
these
people
needing
support
mental
and
physical
support.

the
mental
support
hurts
that's
what
and
it's
very
hard
to
quantify
so
but
yeah
also,
we
have
other
people
coming
through
early
morning
and
on
I
mean
ultimately,
I'm
not
there
all
the
time.
The
group
I'm
with
are
smaller
dogs
and,
if
somebody
asks
me
do
I
want
to
have
dogs
on
leash
mentally,
I
would
probably
say
yes,
I
do
because
there's
a
doberman
walking
towards
me
is
my
mental
picture.

dog
on
lead.

see

of
the
little
dogs
there
might
be
a
little
yapper
or
whatever

be

bit
more
reserved,

control
the
bloody

it's
annoying

dogs
safely

better
off
lead
than
they
do
online

more
aggressive,

feel

owner's
tension.

encourage

kids

education,
the
kids

actually
take
it
slowly,
don't
rush
up
to

dog,

lot

side
benefits
that
I
see,

can't

we're
not
a
user
group
as
such,
very
hard
yeah.

regard
for

councillors

table

represent
our
community
and
I'll
always
encourage
robust

concerns

being

come

realize

elements

my
speech
had
a
negative
impact

him

unintended

were
very
limited
in
getting
this

I'm
pleased
to
say
that
we
have
now
taken
an
active
step
in
considering
how
we
conduct
this
summit
in
a
safe
and
managed
way,
which
will
include
a
survey
type
data
collection
and
community
engagement
with
our
sporting
community
groups.
Clubs,
presidents
and
chairpersons
foster.
The
ceo
has
been
in
communications
with
valley,
sports
and
organisation
for
undertaking
a
similar,
endeavor
who've
engaged
through
the
ceo
to
provide
advice
to
their
findings
and
work.

is
going
to
support
the
work
that
we
are
going
to
do
in
this
space.
I'm
pleased
that
this
project
is
getting
some
movement
and
would
say
to
anyone
who
might
be
watching
at
home
or
anyone
who's.

part
of
a
community
club
or
community
group
tell
their
club
president
their
community
chair
to
keep
an
eye
out
for
this
in
in
the
coming
coming
weeks
and
to
participate
and
go
forward
and
be
a
part
of
the
survey.

goal
is
still
the
same
ascertain
the
impacts
of
covert
19
has
had
on
our
sporting
community
groups,
undertake
a
detailed
report
and
not
to
put
any
pressure
on
the
mayor
and
ceo,
but
have
been
lobbying
the
state
and
federal
governments
to
assist
our
community
through
the
findings
and
the
recommendations
of
the
report.
We
know
that
private
is
still
impacting
our
clubs
and
community
groups
to
date,
and
it
probably
will
for
many
years
to
come.
So
I
think
this
document,
when
it's
done
and
completed,
will
were
very
beneficial
for
our
community.

one

meetings
that
I've
changed
its

zoom
getting
used
to

on
thursday,
the
17th
I
had
a
byspn
meeting,
which
is
another
youth
service
providers
network
by
acronyms,
but
during
that
meeting
it
was
brought
to
our
knowledge
from
stephanie
brack
that
between
her
and
tom
arnold
work
in
conjunction
with
grads
looking
for
grants
for
for
youth
services,
especially
they've,
been
able
to
acquire
a
considerable
brand
for
the
next
spent
over
the
next
three
years.

Now
this
is,
you
know
we
you
think
that
councils
get
grants
all
the
time
and
it
gets
spent
on
whatever,
but
the
youth
everybody's
had
a
hard
time
the
last
couple
of
years,
but
I
think
youth
really
has
through
sporting
through
all
these
things.
It's
always
underfunded.
I
think,
as
lots
of
things
are
in
local
government,
but
specifically
this.

Organize
and
run
without
worrying
about
the
money
so
much
many
of
the
services
they're
going
to
support
to
do,
but
one
that
sticks
out
for
me
and
I
think
a
lot
of
councillors
have
had
over
the
years
the
very
successful
live
for
life
program.
This
one
will
now
be
able
to
be
run.
They
know
for
the
next
three
years
and
that's
really
really
important,
so
I'm
very
happy
to
give
that
report
to
council.

council
are
working
together
in
the
best
interest

our

differences

opinion,
it
is
vital
that
we
can
engage
in
robust
debate
and
cross-check
details
with
vigorous
questioning.

appreciate
council

kings
of
efforts
today
towards
re-establish
establishing
that
and
supporting
that
principle

the
statement
he
made
and
the
apology
he
made
today.
Moving
on
from
that
to
my
report
from
ninth
on
ninth
of
february,
I
took
the
opportunity
to
visit
a
subdivision
in
wadonga
which
has
been
planned
to
be
responsive
to
the
needs
of
the
residents
with
one
of
the
landscape
architects
involved
in
the
project.

Ms
susan
campbell
oam,
the
subdivision
was
a
project
involved
in
the
aubry
vodonga
development
corporation
and
our
very
own
susan
campbell
was
a
landscape
architect
and
then
a
manager
of
this
project.
I
was
fortunate
to
have
miss
campbell's
company
and
I
was
able
to
have
a
very
good
conversation
about
this
great
potential
on
our
trip.

It
was
a
picturesque
trip
through
this
development
with
changing
terrain,
curved
footpaths,
ponds,
well-planned
drainage,
underground
cycling
and
walking
paths,
artificial,
small
mountains
to
die
with
noise,
greenery
and
nicely
planned
streets
with
marked
parking
lots,
while
catching
the
appreciation
of
miss
campbell's
work.
To
make
this
development
a
great
success
has
been
marked
by
gaming
reserve
susan
campbell
reserve
in
her
honor,
and
I
was
impressed
to
learn
that
one
million
trees
were
planted
under
miss
campbell's
leadership.

a
report
from
the
friends
of
deepak,
the
friend
of
bhutan
performed
in
2005,
and
their
groups
have
fundraised
for
feedback
by
ushers
and
bar
staff
and
so
forth
over
the
period
of
time
and
now
seeing
that
probably
the
council's
houston
is
coming
to
an
end.
The
friends
of
in
that
period
of
time
have
raised
a
fair
amount
of
money
which
they've
had
in
the
bank.

now
they've
decided
to
fund
a
small
theater
season.
Two
weeks
ago
they
brought
the
first
bachelorette
songbook,
which
was
wendy
stableton
bobby
from
valentine
and
two
other
singers,
five
musicians,
all
top
musicians,
and
it
was
an
absolutely
wonderful
night.

Which
is
just
as
good
as
original
april,
the
29th
we've
got
songs
of
bernadette,
which
is
bernadette
robinson
and
most
people
haven't
I've
heard
of
robertson
she's,
an
australian
singer,
who've
been
singing
absolutely
any
song
she
has
done
shows
on
the
london
west
end
called
songs
of
nobody.
So
if
anyone's
google
bernadette
robertson
after
you
see
that
I'm
sure
you'll
turn
up
and
buy
a
ticket
for
the
29th
june,
the
18th
they
will
be
putting
on
david
thompson,
who
is
probably
australia's
greatest
tenor.

Who
was
on
dancing
with
stars
and
it's
very
fitting
because
david
performed
the
opening
of
bpac
in
2005.
So
it's
fantastic
to
see
him
there.
So
maybe
what
will
be
council
and
who
pack?
Maybe
the
last
show
also
in
early
june
they
intend
to
put
on
a
morning
music
show
which
will
possibly
be
called
watching
tom
jones
type
thing
in
the
past.
Everyone
from
gwinder
and
anyone
aged
18
plus
go,
but
it's
a
fantastic
fantastic
morning,
and
hopefully
there'll
be
enough.

Money
left
in
the
kitty
to
put
on
a
children's
show
as
well.
So
this
group
that
was
spending
approximately
50
000
dollars
on
these
shows,
which
is
about
it,
cost
around
fifteen
thousand
dollars
per
show.
By
the
time
you
pay
the
performers,
you
pay
all
the
other,
the
ongoing
costs,
the
accommodations
and
so
forth.
So
I
urge
everyone
to
support
this
group
and
it's
a
chance
to
to
really
enjoy
live.
