The
report
for
sleeping
is
a
culmination
of
almost
two
years
worth
of
work.
The
trust
itself
obviously
sits
separate
to
the
council
and
governs
its
own
operations
and
how
it
operates.
But
it
did
come
to
our
attention
quite
some
time
ago
that
it
wasn't
a
it
wasn't
a
fit
for
purpose
structure.

We
have
been
working
with
maddox
and
the
the
trustees
in
woodson
mckakey,
margaret
richardson,
and
also
councillor
pete
davis,
on
allowing
the
trust
to
become
more
contemporary
and
put
into
a
structure
that
will
allow
it
to
do
what
it's
supposed
to
do
this
evening.

It
is
a
administrative
process
where
the
council
has
the
power
to
actually
enact
this
new
change
to
the
trust
and
the
trust
essentially
will
have
a
an
independent
company
as
the
trustee
for
the
trust
which,
at
the
moment
that
doesn't
exist
through
trustees,
allows
the
held
liable
for
all
of
the
all
of
the
activity
of
the
current
trust.

There
are
a
number
of
things
that
that
had
to
happen
and
had
to
line
up
and
through
the
woodwork,
paul
ellis
that
maddox
has
guided
us
through
that
particular
process.

The
form
of
the
current
trust
is
not
at
all
consistent
with
the
public
ancillary
funds
guidelines,
nor
with
the
mandated
trustees,
so
there's
some
actual
structural
issues
with
it,
and
these
changes
will
allow
us
to
address
all
of
those
the
purposes
in
terms
of
reference
of
the
current
trust.
It's
limited.
They
only
refer
to
gifts
of
artworks
materials
and
services.

It
is
important
to
thank
the
funds
purposes
in
terms
of
reference,
but
extended
to
include
explicit
reference
to
gallery
building
facilities
and
programs,
and
that
is
in
recognition
of
the
work
that's
currently
been
undertaken
with
aspirational
plans
for
the
growth
of
the
gallery,
whether
that's
you
know,
buildings
or
services,
or
additional
programs
for
the
community.

You
know,
obviously
be
involved
in
the
running
of
the
trust,
but
obviously
the
the
corporate
corporate
entity
is
ultimately
the
one
that
holds
a
responsibility
and
it's
more
of
a
structural
issue.
The
relationship
between
the
council
and
the
trust
is
currently
very
direct
to
the
potential
donors
in
the
future.
If
we
are
being
aspirational,
may
be
inhibited
from
donating
to
the
gallery,
so
it
allows
it
to
be
a
little
bit
more
flexible
to
approach
future
donors
to
continue
to
not
only
assist
the
gallery,
but
also
arts
in
vanilla.

So
it
is
largely
an
administrative
process,
but
a
very
important
one
in
allowing
the
future
trust
to
operate
under
the
current
guidelines.
As
I
said,
this
has
been
the
culmination
of
a
couple
of
years

of
work.
It's
a
shame.
Councillor
davises
and
he
received
speak
about
the
work
that
both
brother
himself,
winston
and
margaret
have
been
doing
on
behalf
of
the
council
for
quite
some
time.
An
important
note
to
remember
from
the
council's
perspective
is
when
I
use
the
word.

say:
governance
oversight
of
the
future
company
if
the
directors
or
the
company
is
not
doing
the
right
thing,
the
council
ultimately
does
have
the
power
to
dismiss
that
in
the
future
as
well.
But
we
don't
issue
any
point.
The

directors
and
it
is
proposed
that
the
current
trustees
will
become
the
directors
of
the
new
company
and
obviously
they
would
then
go
on
and
operate
that
as
any
normal
company
structure
would
operate.
But
ultimately
the
council
always
retains
the
power.

Briefly.
What
mr
chastain
is
outlined
is
correct.
The
original
trustee
was
set
up
by
larry
vetcher
back
in
the
70s,
and
it
was
that
it
was
varied
about
10
or
12
years
ago,
because
it
was
only
for
a
competition
of
artwork.

It's
still
very,
very
constrictive,
and
I
think
this
is
a
fantastic
way
forward
and
accepted
a
lot
of
work
through
maddox
and
through
the
the
trustees.
So
it's
the
way
to
go
and
I'm
sure
that
future
donors
will
look
much
more
favorably
upon
giving
it
to
a
locked-in
group
rather
council,
because
they
have
the
fear
that
it
will
just
go
into
general
revenue
so
which
isn't
the
case.
But
that
is
a
fear
of
some
of
the
donors.
So
I
think
this
is
the
right
thing
and
I
highly
recommend.

I
have
two
reports
on
21st
of
july
2022.
I
attended
the
community
leadership
training
at
mav
municipal
association
of
victoria.
In
melbourne,
we
discussed
in
detail
about
effective
and
respected,
respectful
community
engagement.
Community
engagement,
mind
map
is
a
method
we
discussed
to
evaluate
all
relevant
stakeholders
with
the
impact
from
decision
making.
A
I
thought
that
was
very
helpful
and
a
good
discussion
and
then
a
leadership
self
analysis
techniques
were
also
discussed
in
details
such
as
disk
method,
to
understand
different
leadership
styles
in
a
group
and
to
embrace
these
different
leadership,
qualities
in
a
team
or
in
our
community.
So
I
thought
those
those
two
are
really
good
discussions
and
something
that
I
took
out
of
their
the
training.

thought
that
this
discussion,
especially
about
the
disk
method,
is
very
relevant
and
appropriate
when
we
deal
with
relevant
different
ideas
in
any
community
to
learn
on
how
to
embrace
these
ideas
to
achieve
the
best
outcome
for
the
community.

students
are
brilliant
and
we
had
to
pick
a
winner
and
run
us
up
in
the
each
category,
so
it
was
very
hard.
It
was
a
very
hard
task,
but
finally
we
did
that
together
the
the
winners,
names
and
more
details
were
published

the

sign
today,
and
congratulations
to
the
winners
and
the
attendees
and
well
done
banana
alliance
for
organizing
that
successful
event.

think,

chair,
I'd
just
like
to
give
a
report
on
a
couple
of
the
committees
that
I
I'm
honored
to
be
a
member
of
and
sit
on.
One
is
the
vanilla
youth
committee.
That
committee
has
many
people
representing
different
organizations
throughout
the
community.

We
had
a
meeting
last
week
and
it's
it's
always
a
pleasure
to
sit
down
and
there's
listen
to
what
whatever
organizations
sitting
there
representing
themselves
and
telling
us
what
they're
doing
with
regards
to
youth
and
what
they're
trying
to
do
within
that
spectrum
of
youth
and
both
mental
health.

things
that
you
can
do
in
vanilla
in
the
community
and
the
greater
community,
such
as
things
that
kind
of
guess,
they're,
gonna
reckless
just
talking
about
it's
also
one
of
those
real
opportunities
for
myself
and
everybody
else
in

the
committee
to
hear
from
other
people
and
then.

And
it
is
really
a
wonderful
thing
to
be
able
to
sit
there
and
hear
something
that's
coming
from
valley
sport
and
then
that
triggers
something
that
can
happen
in

the
council
and
it's
it
really
works
well,
and
I
think
that's
these
kind
of
committees
that
a
lot
of
people
don't
see
that
they
are
important
to
the
running
of
this
organization.

other
one
is
a
is
a
just
a
reminder,
an
update
on
the
vanilla
festivals
with
regards
to
planning,
and
there
is
an
awful
lot
of
planning
going
on
that
has
been
for
some
time
our
major
events,
organizer
being
sharing
gear.
I
know
the
amount
of
work
that
she's
been
giving
to
the
organization
with
regards
to
planning
that's
going
on
and
this
year.
I
truly
hope
that
we
can
deliver
the
first
festival
for
three
years.

It's
going
to
be
the
biggest
and
best
that
we've
ever
been
able
to
to
deliver
to
the
community,
with
with
many
things
coming
on
few
changes,
but
we're
all
looking
for
the
program
we'll
be
coming
out
soon,
except
the
art
person
does
the
artworks
now
whatever
that
is,
but
the
program
will
be
coming
out
in
in
the
next
few
weeks,
and
I
think
everybody
will
be
very
happy
with
with
what's
what
we've
got
planned
for
this
year.
Even
the
the
new
start
and
people
have
said
you
know
it's
always
in
vanilla.

That
festival
is
going
to
be
run
over
this
year
over
just
two
weekends,
the
october,
the
last
weekend
in
october,
which
will
be
the
regional,
the
townships
and
the
first
weekend
in
november,
which
will
be
the
fourth
fifth
and
sixth
they'll
be
predominantly
in
vanilla.
But
the
opening
event
will
be
indirect,
with
a
balloon
show
so
that
things
have
changed
around.
I
think
for
the
better,
so
I'm
just
I'm
just
hoping
that
the
weather
guides
are
good
to
us.

like
to
run

couple
of
mine.
We
went
to
the
local
india,
local
government
area,
roundtable
meeting
with
helen
haynes
mp,
when
nine
other
lga
mayors
and
ceos
came.
It
was
very
interesting
discussing
the
similar
similarities
of
things
that
are
going
on
in
those
lgas.

had
a
very
enjoyable
time,
speaking
at
their
dinner
and
also
probis,
the
provost
club,
the
rose
city
pro
this
club.
They
were
lovely
and-
and
I
answered
many
questions
at
both
of
them.
I
had
a
had
a
bit
of
a
talk
at
the
start,
but
then
actually
just
let
them
ask
me
questions
and
I
answered
anything.
I
asked
and
had
a
lovely
time
at
both
venues
also
opened
the
men's
shed,
what
a
fantastic
shed
they
have
in
their
new
location
alongside
lions
and
rotary
in
wallace
street,
and
that's
enough.
