C
A
A
Because
everyone
place
the
microphones
in
the
middle
of
the
table,
please
speak
clearly
into
the
middle
of
the
table
so
that
everyone
can
hear
us
even
with
these
masks,
also
like
to
remind
everyone
of
their
behavior
at
the
meetings.
Please.
D
E
E
The
subject
site
is
located
on
the
corner
of
main
street
and
cherry
street
vanilla.
The
site
contains
an
existing
single
story,
dwelling
and
garage
towards
the
front
and
vacant
open
land
containing
scattered
vegetation
to
the
rear
of
the
site.
The
car
park
area
will
traverse
four
property
titles,
which
are
general
residential
and
public
park
and
recreation.
E
The
proposal
is
for
the
use
of
land
for
a
car
park
and
removal
of
vegetation
within
a
heritage
overlay.
Only
the
components
of
the
proposal
that
do
not
require
a
planning
permit
include
demolition
of
the
existing
buildings
and
buildings
and
works,
including
the
construction
of
the
car
park.
As
these
are
exempt
works
under
clause
62
of
the
banal
planning
scheme.
E
E
The
car
park
will
be
provided
with
six
strange
trees
and
lighting,
and
the
proposal
includes
the
removal
of
of
20,
small
and
20
small
exotic
and
native
trees.
The
proposal
has
been
advertised
and
four
objections
have
been
received.
The
issues
raised
within
the
objections
are
located
on
pages
eight
and
nine
of
the
record,
even
though
the
demolition
of
the
existing
buildings
on
the
site
did
not
require
a
permit.
E
The
applicant
engaged
heritage
consultant
to
undertake
an
assessment
as
to
whether
or
not
the
proposal
will
impact
on
the
historical
significance
of
the
site
and
surrounds
the
advice
concluded
that
the
site
will
not
have
a
detrimental
impact
to
the
heritage
precinct
and
that
the
existing
building
on
the
side.
It's
not
a
contributory
building
to
the
heritage
precinct.
A
Thank
you
very
much.
Are
there
any
questions?
Yes,
yes,
thank
you.
Madam
chair,
you
mentioned
putting
shade
trees
in
the
car
park.
What
type
of
trees
would
they
be?
Have
you
decided
that
yet.
E
Generally
in
a
car
park
like
like
what
we've
got
here,
you'll
be
looking
at
trees,
similar
to
what
is
in
the
car
park,
opposite
the
customer
service
centre
in
the
middle
of
the
customer
service
center
in
the
civic
center.
H
Yeah
joel
thanks
for
that.
Just
looking
at
the
signage
on
on
the
plane
have
we
decided
that
they.
E
So
the
first
seven
car
spaces
within
the
car
park
plan
have
two
hour
parking.
The
remainder
will
be
all
day
parking.
I
I
know
it's
a
question
outside
the
square,
but
can
we?
How
do
we
make
provision
for
for
camping
or
people
that
want
to
stay
in
that
area
overnight?
How
are
we
going
to
just
discourage
that.
I
Yeah
my
concerns
would
be
that
to
me
it
looks
like
we're
we're
opening
pandora's
box
up
as
far
as
people
wanting
to
stay
overnight
just
camp
there
overnight
free
parking
sort
of
thing,
that's
not
what
we
will
encourage.
The
second
second
question
is
the
staging
between
stage
one
and
stage
two:
what's
the
time
frame.
E
E
E
Look,
it
doesn't
have
to
be
all
stages.
The
car
park
can
be
constructed
all
at
one
time
if,
if
the
applicant
chooses
fit.
J
Yes,
joel
just
referring
to
the
drawings
that
you've
supplied,
the
compass
is
still
pointing
in
the
wrong
direction.
People
that
being
commended.
J
A
F
G
However,
the
the
design
doesn't,
the
planning
part,
doesn't
look
at
the
form
of
construction
like
the
material
of
construction.
It
could
be
seal
well,
it
could
be
as
felt
whichever.
B
E
With
this
proposal,
we
can
only
look
at
what's
been
presented
to
us.
If
something
comes
forward
in
the
future
to
propose
electric
electric
charging
stations
on
this
site,
then
we
can
look
at
it
at
that
stage.
A
E
Once
again,
that
that
would
be
up
to
council
to
consider
when
it
comes
to
that
point,
we
can
only
process
what's
in
front
of
us.
I
Joel
the
area
is
a
pretty
unloved
area
at
the
moment
and
when
we
put
this
car
park
in
there
is
there
any
any
thought
or
any
provision
to
tidy
up
the
swimming
pool
area,
because
we'd
have
a
brand
new
branchback
new
car
park
there
and
some
gardening
in
there
and
there's
a
lot
of
much
unloved
area.
I
know
we've
got
to
splash
park
the
other
side
of
the
swimming
pool,
but
is
there
any?
Has
there
been
any
thought
process
about
about
what
will
happen?
The
exterior
of
the
car
park.
E
Not
as
part
of
this
application,
however,
I
we
may
have
to
refer
that,
maybe
to
the
I'm,
not
too
sure
to
the
ceo
in
order
to
figure
out
or
in
order
to
ascertain
whether
there
are
any
plans
for
that
area.
C
Thank
you
through
the
chair.
There
are
some
works
being
planned
for
the
aquatic
center
and
obviously
this
does
butt
up
to
the
stroking.
What
side?
That
is,
so
we
are
planning
to
do
some
additional
work
there,
and
I
would
like
to
think
that
that
area,
where
I
think
the
bikes
park
at
the
moment,
we
could
look
to
tie
that
whole
side
of
the
aquatic
center
up.
If.
G
That
could
be
up
to
the
design
that
would
be
up
to
the
project
manager,
counselor
clearage,
to
put
in
the
design
specifications.
It
can't
be
considered
as
a
planning.
B
Application
decision,
but
we
cannot
comment
on
the
nature
of
the
of
the
material
to
be
used.
A
E
H
So
for
the
vehicle
charging.
H
Which
is
good
to
see
the
community
taking
interest
in
things
that
we
do?
I
I
believe
that
the
the
plan
is
is
excellent
to
be
perfectly
honest.
Things
such
as
bicycle
racks
and
charging
possible
future
charging
points.
They
can
be
included
in
stage
two
very
easily
if
they're
required.
So
I
don't
see
there's
any
problems
with
this
particular
project.
That's
going
ahead
now,
and
it's
obviously
going
to
be
something
that
helps
with
the
splash
park.
Splash
pack
is
going
to
be
extremely.
B
H
And
that's
really
the
main
reason
it's
going
ahead
now.
I
think
that
the
community
is
going
it's
going
to
be
a
win-win
for
the
community.
We
need
more
of
all
day
parking
as
well.
That's
one
of
the
few
places
that
we've
actually
got
to
do
to
put
it,
and
hopefully
we'll
get
people
to
move
away
from
denny
street
a
little
bit
and
park
their
cars
there.
So
I'm
more
than
happy
to
to
recommend
this
to
the
council.
A
When
life
gets
back
to
normal,
whenever
that
is,
we
all
know
that
it's
really
hard
to
find
a
car
parking
place.
If
we
have
to
come
to
meetings
here
so
it'd
be
really
great
to
have
them
all
day
parking
within
walking
distance.
I
think
the
bicycle
rack
should
be
considered
with
the
first
stage,
because
a
lot
of
children
and
adolescents
will
ride
their
bike
to
the
splash
park
or
the
pool.
A
And
I'm
glad
to
see
proper
disabled
parking
arrangements
being
made
with
plenty
of
area
for
wheelchair
access
and
people
who
have
difficulties
getting
in
and
out
of
cars.
So
I
think
it's
well
needed
in
a
properly
planned
car
parking
area
and
I'm
pleased
to
support
the
recommendation.
I
People
say
to
me
in
the
street
that
vanilla
has
poor
parking
well,
here's
a
way
of
putting
an
extra
43
car
parks
into
the
town
and
with
the
redevelopment
and
the
future
redevelopment
of
mayor
street.
I
think
this
car
parks
come
just
in
time,
so
I'm
glad
we're
on
the
one
page
tonight
and
done
processing
this
chapa.
Thank
you.
G
G
There
were
a
total
of
24
building
applications
approved
within
the
municipality
out
of
which
council's
building
unit
issued
15.
the
cost
of
development
from
that
building
from
the
building
permits
were
is
at
approximately
2.48
million
dollars.
The
recommendation
is
on
page
34
for
the
committee's
consideration.
J
F
F
We
received
notification
that
were
successful
in
our
round
two
to
australian
governments,
communities,
combating
weeds
and
pests
program.
F
F
A
Chair
larissa,
the
141
000
is
that
for
one
year
or
three
years.
F
H
Where
you
are
as
opposed
to
coming
here
on
a
wednesday
night
clarissa,
the
question
is:
there's
a
fruit
flight
program
going
on
in
the
area
at
the
moment.
Just
wondering
does
it
include
in
the
government
a
few
signs
around
the
place.
F
Through
you,
madam
chair,
there
was
funding
last
financial
year
for
community
small
community
grants,
of
which
council
received
one
of
those,
as
did
the
banala
rotary
club.
So
a
lot
of
work
was
done
in
the
last
financial,
these
two
projects
and
that
included
the
rotary
club
and
the
signage
being
placed
around
town.
A
Are
there
any
other
questions
I
just
have
one.
I
see
very
good,
there's
been
ten
firewood
in
the
fourth
quarter.
Oh
no!
That's
the
old
one!
Anyway.
What
I
want
to
ask
you
about
the
wood
five
permits.
Sorry
is
when
a
person
comes
in,
because
I've
been
asked
by
a
new
residence
in
vanilla,
they
have
to
collect
firewood.
So
what
do
they
actually
have
to
do
and
where
do
they
collect
the
wood
from.
F
Yes
thanks,
madam
chair,
so
we
issue
firewood
collection
permits
through
our
compliance
department.
So
it's
a
road
reserve
permit,
so
that
can
either
be
done
in
paper
form
from
at
the
front
counter,
or
it
can
also
be
done
online.
There's
an
online
permit
system,
so
it
can
be
done
through
there
as
well.
F
There
is
a
fee
and
I'm
not
100
sure
what
that
is.
I
mean
I
think
it's
22
or
something
like
that.
We
don't
allow
collection
on
high
conservation
roadsides,
except
perhaps
where
it's
identified
as
a
key
road
under
our
municipal
fire
prevention
plan,
but
otherwise
yeah.
We
generally
don't
allow
it
on
high
conservation
roads,
but
do
allow
on
low
and
medium
conservation.
Roadsides.
F
I
Thank
you
larissa.
There
was
a
question
brought
up
in
the
last
segment
about
car
charging.
I
recall
that
we
had
some
money
or
there
was
a
grant.
A
grant
for
putting
a
car
charging
service
into
manila
some
time
ago
is
that
is
that
money
still
sitting
on
the
books
is
that
still
a
goer.
F
Through
you,
madam
chair,
I'm
not
aware
of
any
funding.
That's
been
provided
to
council
for
that.
I
think
that
tesla
will
be
looking
for
locations
to
install
charges,
so
that
perhaps,
is
what
what
you're
referring
to.
I
B
D
A
G
The
compliance
team
received
197
calls
for
domestic
animal
related
matters
and
in
the
emergency
management
part,
the
there
has
been
a
subcommittee
which
is
which
has
been
maintained
regarding
the
pandemic
currently
within
victoria.
A
Are
there
anything
you,
madam
chair,
nilly,
I've
been
approached
by
a
rate
payer
and
you
might
be
the
best
one
to
answer
this.
When
you
have
your
swimming
pool
registered
and
you
need
an
engineer
to
write
you,
a
certificate.
Has
council
got
a
list
of
those
people
who
are
qualified
to
do
it?
I've
tried
getting
the
answer
and
I
haven't
been
successful,
but
you
might
be
the
person
who
knows.
G
Three,
madam
there's:
there's
no.
G
But
that
could
be
issued
by
any
private
building,
surveyor
or
the
council.
If
the
person
chooses
to
use
council
or.
H
K
To
do
this,
please
thank
you,
madam
chair.
Can
you
hear
me
okay?
Yes,
this
is
our
report
presents
the
activity
for
the
operations
department
for
the
quarter
ended
30th
of
june
2020..
K
We've
replaced
curb
and
channel
25
linear
medals
of
curb
and
channel
in
dunn
street.
The
boys
did
a
lot
of
work
in
concrete
footpath
maintenance
within
the
cbd,
filling
some
cracks
and
busted
pieces
of
concrete.
K
They
kept
very
busy
with
the
seasonal
leaf
pickup,
which
seemed
to
come
and
go
at
a
reasonable
timeline
this
year
compared
to
others
busy
cleaning
drains
and
having
to
pump
some
water
from
stapleton
court.
We
had
a
major
rain
event
in
late
april,
which
completely
flooded
stapleton
court
from
one
end
to
the
other,
and
we
spent
best
part
of
a
day
and
a
half
to
two
days
pumping
it
out.
K
K
Now
the
parks
and
gardens
with
the
covet
situation,
we
had
planned
closers
of
all
of
our
playgrounds,
our
barbecues
public,
toilets
and
parks
and
reserves
for
groups
and
gatherings,
and
all
these
were
instigated.
Whilst
we
kept
their
walking
tracks
still
open
and
accessible
for
everyone
to
use
data
received
from
the
tree
order
in
2019
in
stage
one
all
of
the
urgent
works,
part
of
that
order
have
been
completed,
splash
park,
delivery
of
the
landscape
design
was
implemented,
so
it
looks,
pretty
good
rose.
K
K
We've
rectified
320
for
the
for
the
quarter
on
roads
and
footpaths
and
in
parks
outstanding
road,
footpath
and
park
items
are
statistics
at
118,
degraded,
123,
kilometers
of
gravel
road
and
four
kilometers
of
steel
road
shoulder
completed,
548
customer
requests
for
the
quarter
of
which
we
have
23
outstanding.
K
We
had
56
after
hours
call
outs
and
228
before
you
dig
requests
and
in
the
highlight,
we've
got
a
note
there.
It's
probably
not
so
much
of
a
highlight,
but
more
of
a
comment
that
we've
had
to
change
the
way
that
we
work
a
bit
given
that
we
can
only
have
one
person,
one
vehicle
and
we're
trying
to
share
the
work
around
as
much
as
we
can
and
get
people
out
to
do
whatever
we
can.
So
until
the
cavity
resolves
itself.
K
We
we're
doing
our
best
to
work
through
that
and
the
recommendation
is
on
page
39.
Thanks.
K
Will
pump
look,
the
pump
was
working.
Sorry
through
you
and
chair,
the
pump
was
working,
but
it
was.
It
was
just
the
sheer
normality
of
the
amount
of
rain
that
came
in
a
short
period
of
time
that
it
just
couldn't
cope
with
it.
K
D
I
Well
don,
firstly,
thank
you
for
the
unsolved
roads
graded,
like
a
20
increase
in
in
the
road
grading
and
with
all
the
where
we've
had
you
know.
People
are
quite
happy
with
the
standard
of
roads.
Why
don't
always
satisfy
everybody,
but
the
majority
of
people
have
been
pretty
happy
out
in
the
bush.
The
question
is
customer
requests
december.
We
had
326
and
then
march
602
is
there
any
collation
between
those
is.
Do
is
do
this
that
happened
or
something
didn't
happen
over
that
period
of
time.
K
Look,
it
was
could
be
a
combination
of
several
things.
We
we
changed,
the
we
changed.
The
system
that
we're
using
from
the
asset,
assist
we've
moved
to
the
new
reflex
system,
and
within
that
we
we
went
back
through
all
of
the
items
that
we
had
in
there.
We,
the
guys,
went
out
tried
to
to
clean
up
everything
that
they
possibly
could,
as
we
moved
through
to
the
new
system,
and
it
could
be
that
there
were
some
of
those
things
that
were
outstanding,
but
other
than
that.
I
A
Happened
in
stableton
court,
a
couple
of
the
neighbors
asked
me
to
come
and
have
a
look,
and
I
couldn't
believe
how
much
water
was
there
and
it
went
down.
It
went
through
all
the
paddocks
down
to
the
melody
road
or
bogus
street
was
absolutely
enormous,
and
it's
something
that's
got
to
be
considered
if
we
think
of
development
down
that
way
in
the
future.
H
Yeah
don
I'm
just
through
you
ma'am
just
got
a
note
here.
I
know
through
the
customer
question
the
counsellor
requests
for
johnson,
given
that
you're
dealing
with
having
to
deal
with
copenhagen.
I
think
that
the
the
good
work
that
you're
doing,
and
especially
the
follow-up
to.
H
By
your
team
coming
back
to
whoever
requests
it,
I
know
is
being
done
very
well
so
well
done,
and
if
you
could
my
thanks
back
to
the.
D
The
report
presents
the
highlights
of
the
quarter.
D
A
Any
questions,
oh
just
out
of
curiosity,
mr
robinson,
have
the
cc
tv
cameras
been
caught.
Anyone
on
them.
D
So
through
the
commercial
chair
of
needed
to
recruit,
thank
you
very.
D
J
H
J
Documents
tonight
just
the
council's
information.
I
will
take
all
the
reports
here
before
us
as
we
go
through
them
as
being
read:
they've
already
gone
through
quite
an
extensive.
J
Consultation
period
and
a
formulation
period
so
add
to
work
by
the
further
one
by
one
happy
to
take
any
questions
I
will
add.
We
have
had
some
advice
from
maddox
lawyers,
just
as
a
safeguard
we've
had
them
look
over
all
the
documents
to
make
sure
that
they're
legally
correct.
So
as
we
go
through
we'll
highlight
some
suggested
changes
from
maddox,
there's
nothing
too
dramatic
in
there.
Finally,
grammatical
ones
and
definitions
and
things,
but
I
will
go
through
those
in
regard
to
the
the
community.
J
Local
law
for
the
common
seal
also
come
and
see
your
local
law.
That's
the
detail
on
page
67,
which
councils
have
seen
the
law
itself,
which
is
attached
as
the
appendix
in
regard
to
that,
the
mannex
has
suggested
that
concerns
and
definitions.
They've
also
suggested
that
we
check
in
item
8.3.
J
J
It's
excluded,
obviously
the
suggestion
that
the
common
seal
must
be
used.
Thank
you,
mr
chair.
Are
there
any
questions.
B
H
H
Those
things-
yes,
it
is
the
ceo
part
of
the
the
officers
directly.
So
this
is
the
common
serial
that
you
are
on
there
or
it
could
be
in
the
governance
area,
so
it
could
be
jumping.
J
5.2
government's
rules.
Thank
you
very
much,
mr
chair.
Once
again,
this
has
been
gone
through
an
exacting
development
phase
and
consultation
has
been
out
to
the
community.
Once
again,
medic
solicitors
have
suggested
some
changes,
I'm
just
most
very
basic
in
regards
to
just
some
capitalisation,
some
other
grammatical
stuff.
J
Just
in
section
2.2
they've
changed
the
terminology.
I've
suggested
we
change
the
terminology
to
clarifying
the
elections
there,
that
the
absolute
majority
of
votes
is
required
rather
than
just
a
greater
than
half
so
the
absolute
majority
in
section
6.114.4
in
regard
to
analysis
of
motion-
and
we
just
inserted
an
amount
there
of
ten
thousand
dollars
and
finally
consider
the
chief
executive
officer
as
authorized
nominator
for
senior
officers
and
submitter
in
a.
J
This
is
a
very
important
documents,
the
government's
rule,
it's
how
we
operate
council
meetings
and
board
and
risk.
So
it
is
a
very
important
document
and
once
a
doctor
will
guide
how
we
do
business
for
the
coming
four
years.
So.
J
J
Thank
you,
mr
chair.
Obviously,
this
is
an
important
document
coming
into
the
election
period
that
governs
what
can
and
can't
be
done
during
the
election
period.
Once
again,
it's
gone
through
a
very
sophisticated
development
process
and
then
at
the
public
consultation.
J
J
J
Thank
you,
mr
chair.
Once
again,
this
policy
was
brought
to
the
council
back
in
july,
where
it
was
looked
at
and
went
out
for
a
public
consultation
and
once
again
to
meet
the
timelines
of
the
new
local
government
to
be
adopted
prior
to
september
2020.
J
It
increases
decision-making
process,
community
input
in
that,
hopefully
will
improve
our
council
performance,
so
this
policy
is
important
and
it
will
actually
form
the
basis
of
what
we
do
in
regard
to
other
policies,
such
as
our
community
engagement
policy,
which
will
be
developed
to
implement
this
council
policy.
Thank
you.
J
5.5,
council
of
resources
and
remuneration,
reimbursement
policies-
yes,
so
once
again
coming
up
with
a
new
council
to
be
elected
in
october,
this
policy
sets
out
what
resources
we've
provided
the
council
laws
and
also
what
will
be
reimbursed
to
council
awards,
should
they
incur
some
costs
once
again,
this
is
part
of
the
local
government.
We
have
to
have
this
adopted
by
one
september.
J
There
has
been
recently
a
couple
of
victorian
auditor
general
reports
into
council
council
has
claimed
what's
a
legitimate
claim,
and
what's
not
so
it's
very
important,
it's
clear
to
everybody.
What
can
and
can't
be.
J
And
it
was
amazing
out
of
the
79
councils,
not
very
many
of
them
were
very
well
prepared
and
their
staff
hadn't
heard.
So
thank
the
staff
for
making
us
aware
of
the
changes
from
the
act.
It's
extremely
important
and
I
think
they've
done
a
great
job
in
keeping
us
informed.
J
Thank
you.
Mr
chair
council
currently
has
a
awarded
advisory
committee,
but
the
new
local
government
act
specifies
that
we
actually
need
to
form
an
order
and
risk
committee.
Details
have
been
set
out
in
the
report
today.
There
really
has
been,
as
the
name
suggests,
a
more
of
a
focus
on
risk,
rather
than
just
on
the
financial
side
of
the
business.
J
So
a
new
charter
which
is
attached
to
the
report,
outlines
in
fairly
comprehensive
detail
what
the
role
of
the
new
committee
is
so
out
of
all
those
it
is
functions
on
internal
or
external
audit,
financial
performance,
internal
control,
environment
and
fraud
prevention.
So
it
is
more
of
a
wide,
ranging
set
of
responsibilities.
The
risk
of
government
security
or
the
risk
of
the
order
of
risk
for
people
have,
and
this
charter
will
be
backed
up
under
the
act.
J
The
the
proposal
is
that
we
currently
have
four
independent
members
of
the
public
on
the
committee.
Two
of
those
members
terms
finished
of
december.
J
J
J
I
believe
our
advisor
committee
does
operate
well
at
the
moment,
but
I
think
these
new
regulations
and
directions
will
enhance
that
further.
So
I
fully
recommend
the
the
report,
the
charter
and
the
ongoing
appointment
of
the
committee
members.
Thank
you.
I
There
is
a
good
working
relationship
and
it
should
be
prickly
at
times
and
that
certainly
serves
its
purpose.
Thank
you.
D
I
J
J
To
make
sure
it's
all
relevant
once
again,
we
need
to
have
this
document
done
for
the
incoming
truth
of
one
july
2020
under
the
local
government
act,
the
actual
document
itself,
the
taxes
appendix
one,
and
it
actually
sets
out
what
the
ceo
can't
do,
rather
than
what
he
can
do.
So
the
document
shows
under
what
in
this
detail
on
page
20
about
what
the
ceo
cannot
do.
J
J
H
J
J
J
Thank
you,
mr
chair,
very
similar
to
the
previous
document.
However,
this
is
from
a
direct
delegation
from
the
council
of
the
members
of
staff.
The
document
itself
has
been
made
some
legally
documented
council
laws
who
looked
at
it
on
the
dropbox
would
have
seen
I've
been
having
to
take
any
questions.
J
J
A
very
important
document
this
gives
the
power
to
our
finance
operations
and
our
planning
development
committee
to
most
of
the
time
those
committees
make
recommendations
to
the
council,
but
they
do.
The
council
has
given
them
the
power
to
make
decisions
in
line
with
the
delegations
outlined
on
page
27.
So
in
regards
to
things
like
they
can't
incur
expenditure
into
contracts
which
exceed
500
000.
J
J
J
But
I
would
thank
council
laws
for
their
patients
and
going
through
all
of
these
documents.
A
particular
thanks
to
our
government's
coordinator.
James
still
did
a
fantastic
job,
liaising
with
her
counterparts
in
the
world
to
start
to
get
these
jobs
done.
There
was
a
lot
of
pressure
that
they've
done
by
first
of
september,
so
we've
done
it.
So
thank
you
very.
