work

you've
done
in

last
12

challenging

the
recent
flooding
events,

stead
our
community

moment

must
say
from
my
point
of
view
and
from
talking
to
people
in
the
community,
who've
showed
great
acknowledgment

appreciation
for
your
leadership
during
that
that
time,

it's
been
a
privilege

work
alongside

last
12
months

I,
look
forward

being
a
deputy
for
the
next
12
months

I

councilor
first

that

he's

capital

million

eight

footpaths

We
have
reduced
employment
costs
and
did

borrow
any
extra
money
this
financial
year,
and
this
has
left
us
in
good
financial
position.

the
council
having

vision,

brought
into
the
20th

authorization

executive

approve
emergency
work,
requisitions
and
invoice
payments
associated
with
the
October
2022
flood
event
cancel
manage
assets
within
the
excuse

identified

emergency
work
because
of
the
October
22
flood,
as
well
as
the
ongoing
rain

we
receive.

note
the

coming

the

moment,
costs
have
also
been
incurred
as
the
council
provided
other
response
relief
recovery
services
during
the
following
event.
Many
rides
across
finale,
Royal
City,

been
impacted
by
rain
and
flooding.
Over
recent
weeks,
staff
have
been
working
tirelessly
undertaking
a
municipality-wide
impact
assessment
to
identify
the
worst
impacted,
roads
and
other
assets
requiring
emergency
repairs.

list
of
these
roads
are
attached
in
the
appendix
in
saying
that
staff
are
still
continuing
to
inspect
and
assess
all
assets,
including
road
payments,
Bridges
and
other
structures
across
the
road.
Network
Council
has
applied
to
the
National
disaster
financial
assistance
scheme
for
funding
assistance
to
help
meet
the
significant
costs
of
its
response
relief
and
Recovery
efforts.

Up
until
Friday
last
week,
the
11th
of
November
requisitions
totaling,
approximately
6.324
million
dollars,
have
been
raised
for
both
Andrew
Goldman
excavations,
proprietary,
limited
and
Excellence
proprietary
limited
to
undertake
emergency
road
repair
works
and
other
response,
relief
and
Recovery
activities
under
the
financial
implications.
Requisitions
totaling
that
amount
have
been
raised
to
Goldman's
roughly
about
4.4
and
extends
1.8
Goldman's
have
been
intactual
undertake
emergency
roadworks
accidents
have
been
engaged
to
undertake
emergency
roadworks
and
to
provide
other
responses,
relief
and
Road
recovery
activities,
including
the
provision
of
sand
for
sandbags,
Supply
pumps
and
hard
waste
collection.

Under
the
disaster
recovery
funding
Arrangements
the
council
is
obliged
to
pay
the
first
35
000.
So
can
I
just
note
that
there
needs
to
be
an
amendment
to
that
figure.
That's
in
the
report,
and
that
was
clarified
directly
with
the
the
the
the
the
representative
from
the
fund
yesterday.
So
Council
will
be
obligated
to
pay
the
first
thirty
five
thousand
dollars
of
the
costs
associated
with
a
declared
event
with
their
balance
to
be
paid
for
the
scheme.

Under
the
council's
procurement
policy,
the
delegated
authority
to
the
Chief
Executive
Officer
to
award
contracts
is
three
hundred
thousand
dollars.
This
report
seeks
the
council's
authorization
for
the
CEO
to
approve
all
requisitions
and
invoice
payments
related
to
the
October
22
flood
event
to
enable
the
timely
engagement
of
contractors
to
undertake
emergency
works.

in
conclusion,
although
left
with
a
little
option
but
to
undertake
emergency
works
as
quickly
as
possible,
the
multi-million
dollar
engagement
of
contractors
is
a
Financial
Risk
to
Council
in
terms
of
cash
flow
and
the
timely
approval
of
drfa
applications
through
the
disaster.
To
this
end,
discussions
have
taken
place
with
the
disaster
fund
representatives
to
us
ascertain
if
the
claim
approval
process
can
be
expedited
and
whether
the
scheme
would
consider
repayment
of
all
significant
portions
of
the
claims,
while
they're
being
assessed.
These
discussions
have
also
been
undertaken
at
a
state
level.

house
was
flooded,

belief
that
the
drainage

re-looked
at.

that
be
a
part
of
this
emergency
works.

up
until
now,
hadn't
been
assessed,
as
I
pointed
out
in
the
report.
We're
still
out
there
doing
some
impact
assessments,
so
the
list
that
you've
got
now
I
can
almost
guarantee
you
will
grow
your
Malibu
Road
I
can
honestly
say:
I've
actually
been
out
there
myself,
so
I
agree,
it
has
been
damaged
and
it
will
be
added
to
the
list
in
regards
to
that
particular
issue
relating
to
drainage.

actually
met
with
the
owners
of
that
property
and
identified
that
actually
any
changes
to
the
drainage
will
not
make
any
difference
to
their
flooding
issues
at
all,
so
the
flooding
is
caused
by
water
backing
up
because
it's
not
getting
away.
It's
certainly
not
got
nothing
to
do
with
the
drainage.
That's
underneath
the
road
which
they
they
courtesy
asked
about.

wondering
how

assessing
the

kind

event

rep

disaster
fund

the
current
event,

they're,
calling
the
October
flood
event
has
not
been
closed
off,
so
if
continual
damage
occurs
until
they
close
it
off,
that's
all
included.

being
a

bit
lucky
that
our
local
contractors

loyal

us
and

been
available
as
much
as
they
can.

that's
the
best
we
can
do
up
until
now.
But
if
this
continues,
don't
have
a
crystal
ball
so.

water
on
our
roads.

list
will
continue
to
grow
a
little
bit
more
and
as
it
does,

team

out
there

make
sure
that
these
roads
are
safe,

communicate

consult

community

work

we're

the
report
for
the
first
quarter,
30th
of
September
2022,
which
is
the
third
three
months,
which
is
always
a
an
easier
forecast
in
the
first
three
months,
because
not
a
lot
of
paperwork
is
happening
in
the
first
three
months.
So
many
of
the
items
are
coming
on
board
from
our
council
plan
and
our
budget
was
adopted
on
the
29th
of
June.
So
it's
fairly
fresh
down
there
all
right.
The
results
are
outlined
in
the
agenda
on
page
32
and
33.
We
had
a
positive
result
for
the
first
quarter.

The
current
arrangement,
with
the
recognition
of
Grants
being
spent
and
items
being
carried
forward,
has
meant
that
we
forecast
for
a
increase
of
expenditure
for
the
full
year
of
another
million
dollars,
because
we
have
Grant
items
that
were
sitting
on
our
balance
sheet
at
the
30th
of
June
that
are
coming
forward
into
the
current
year
that
we
need
to
acquit
so
you'll
see
on
that
table
in
on
page
32
and
33.

That
the
overall
forecast
to
the
end
of
the
year
that
I
have
and
taken
is
that
we
have
a
reduction
overall
in
the
Surplus
forecast
of
1.1
million,
because
we're
carrying
forward
a
substantial
amount
of
expenditure
that
we
receive
grants
for
in
the
prior
year
and
will
recognize
the
grants
in
their
current
year.

So
I
have
gone
through
on
page
34
and
35,
identifying
the
variances
that
are
apparently
undertaken,
and
we
have
been
impacted
substantially
by
the
revaluation
of
assets
at
the
30th
of
June
that
we're
not
allowed
for.
In
the
budget.

There
was
a

increase
in
our
infrastructure
assets
and
a
substantial
increase
in
our
land
and
buildings
values
as
well,
but
land
doesn't
get
depreciated
all
that
buildings
have
gone
up
so
the
depreciation.
There
will
be
movement
there.
We
will
also
be
impacted
by
the
capitalization
of
our
cell,
three,
which
we
haven't
quite
finalized.
The
figures
at
the
30th
of
September.

only
other
point
on
this
is
that
the
fun
having
happened
when
we
were
doing
the
third
of
September
figures
and
whilst
we
didn't
spend
October
trying
to
establish
some
of
the
impacts,
the
overall
impact
hits
the
bottom
line
was
I
would
say
so.
The
mid-year
review,
which
we
do
every
year
in
December,
is
always
critical
to
the
preparation
of
our
next
budget,
and
the
media
review
will
reflect
some
of
the
impacts
of
of
what's
going
on
now
and
we've
been
talking
about
the
challenge
for
the
managing
the
infrastructure.

They've
got
to
go
through
and
assess
the
loss
that
we've
included
on
the
assets
for
the
infrastructure
assets,
and
that's.
Last
year
we
took
up
over
5
million
for
the
impairment
that
occurred
from
the
January
storm
event
and
I'm
not
willing
to
put
a
figure
on
the
figures
that
we'll
have
to
take
up
for
the
current
one.

it's
a
good
result
for
the
30th
of
September.
The
four
pass
was
the
best
I
could
do

the
time,

I

believe
that
the
results
will
change

next
six

major
impact
from

major
club

long

needs

community
and
to
have
councilor
Davis's
energy
and

level

enthusiasm

brings

walks

well

been,

elected

amalgamation.

work
going
on
there
and

think
one

biggest

when
thinking

time

Davis
has
stood

Council
would
be
the
Cowan
Street
Basin
Projects
that
took
place,
and
without
that,
without
the
the
work
that
the
council
did,
then
we
wouldn't
have
the
development
over
that
side
of
town.
So
it's
just
Council
Davis
reflects
on
Vision.

vision
and
they've
delivered
on
something.

that
our
community
is
growing
from
and

of
course,
across

road
at
the
visit
information
center
on
accounts
today,
I

very
passionate
about
that
as

representative

have
disagreed

at

mutual
respect

fairly
long

day
we

ministerial
address

Honorable,
Kirsty
McBain,
and
he
who
is
the
minister,
the
federal
Minister
for
regional
development
and
local
government
and
the
mayor
and
I
were
lucky
enough
to
grab
a
rear
during
lunch
and
had
a
long
conversation
with
her
about
local
government
issues.

turns
out
that
she
had
been
in
local
government
herself.
She
was
the
mayor
of
Vega
for
quite
some
time
and
she
seems
to
be
a
very
approachable
young
lady,
and
it
was
very
interesting
to
talk
to
her.

Gentleman
called
Simon
first
and
mesha,
who
is
demographics,
expert,
who
ran
us
through
the
likely
likelihood
of
what
was
going
to
happen
for
the
next
20
30
40
years
in
Australia,
and
it
was
very
interesting
gaps
where
the
Baby
Boomers
are
taken
over
by
different
people
and
then
Gen
X
or
something
there
was
a
a
big
drop
because
there's
not
as
many
gen
X's
as
what
there

other
anyway.

was

very
interesting
and

listen

he
had
a
lot
of
suggestions
and
a
lot
of
good
ideas,
but
I
don't
know
whether
I
would
go
anywhere
but
he's
trying
and
tapping
people
in
the
government
on
the
shoulder.

there
was
been
a
long
panel
session
and
it
was
a
very
long
day.
Then
we
went
to
the
annual
dinner
after
that's
where
the
awards
were
given
and
Peter's
award.
We
didn't
pick
up
that
was
sent
here,
but
there
were
some
counselors
there
who
had
done
5,
10,
15,
20
and
one
who'd
done.

long
period
of
time

the
next

MAV
conference,

the

missed

most

concerns
were
from
the
other
other
lgas,
who
had
been
impacted,
probably

lot
more
seriously
than
us
with
flooding
it

There
were
some
interesting
facts
which
I
should
have
brought
with
me

I
haven't

Disaster
Recovery
Fund
from
past
history.
People
seem
to
think
that
you
would
get
between
80
and
90
percent
of
what
you
claimed
so
there's
going
to
be
a
10
or
20
gap
which
I
think
we
probably
won't
get
back.
So
that
could
be
an
awful
lot
of
money.

else
it
was?
Oh,
there
was
some
talk
around
a
shared
procurement
protocol,
which
is
seeing
some
of
the
Melbourne
Metro
Council,
supplying
environmental
health
offices
and
building
surveyors
to
the
affected
areas
so
unaffected.

Metro
people
are
going
through
that
protocol,
which
is
is
great
as
I
asked
the
question
with
Adrian
before
there
was
a
discussion
around
where
that
we
really
need
to
build
that
better,
rather
than
replace
what
we
have,
because
under
that
funding,
you
can't,
if
you've
got
a
bridge,
that's
been
washed
out
three
times
apparent:
it's
happened
in
Hepburn
or
somewhere
they've
been
paid
to
rebuild
it
three
times,
and
they
know
that
it's
not
fit
for
purpose,
but
they
can't
make
it
any
better
because
they
won't
get
paid.

So
that's
something
you
might
be
pushing
hard
to
try
and
buy
that
so
that
that
was
that,
as
I
say,
most
most
of
the
conversation
was
around
the
flooding.
There
was
there's
a
little
bit
of
discussion
around
the
waste
you're,
probably
a
weird
red
four,
which
was
the
recycle
like
a
Woolworths
and
coals,
go
on
bankrupt
or
disappeared.
So
there's
a
huge
amount
of
soft
plastic.
There's
a
lot
of
discussion
about
how
and
what
can
be
done
with
that
at
this
stage.
There's
no
answer
and
there's
no
easy
answer.

don't
think
the
other
concern
was
with
glass
and
as
you
as
you
know,
recycling
Victoria,
the
new
body,
seems
to
be
more
set
on
making
us
have
a
fourth
bin
than
what
they
are
with
extending
the
containment
of
experiments
in
South,
Australia
and
New.
South
Wales
are
both
extending
their
container
deposit
scheme
to
include
wine
bottles
and
spirit
bottles,
whereas
here
we're
talking
about
forcing
us
into
a
fourth
bin,
which
is
something
in
my
area,
is
fighting
hard
against.

Last
night
I
attended
the
AGM
with
the
friends
of
bpac.

Last
month,
I
reported
on
a
meeting
of
the
same
group

spoke

how
they'd
spent

half
thousand
dollars
to
put
on
five
live.
Theater
shows
this
report
ended
up
with
a
letter
being
written
to
the
local
newspaper,
saying
that
Council
Claridge
to
not
understand
the
benefits
of
Live
Theater.
So
before
I
report
on
this
group,
I'd
like
to.

Just
declare
my
interest
in
the
group
I've
been
the
president
of
the
friends
of
bupac
since
2005
when
they
were
formed,
I
volunteered
attended
and
helped
arrange
hundreds
of
live
shows
in
that
time.

after
17
years

bpac,

understand,
Live
Theater
and
at
their
AGM.
The
existing
committee
was
re-elected

plan
to
continue
to
subsidize
some
live
theater
at
bpac
and
they
still

fairly
healthy
bank
account
after
spending

Festival
was
a
great
given
and
Well
Done,
organizing
that
to
the
committee
and
especially
Sharon
here
the
staff
member
provided
it
was
about
that
it
was
actually
a
good
event
for
a
good
weather.
So
in
that,
whether
I
don't
know
how
you
got
that
together,
it's
well
done.
I
I
attended
all
those
the
lake
Woodland
wine
festival
and
the
market
market
was
just
a
little
bit
under
100
stalls.
It's
a
lot
of
stores
there
very
good
I'd
like
to
highlight
the
vanilla,
migrant
Camp
open
day,
I
attended
just
for
a
brief
time
when
Sabina
was
running
the
the
tour
with
the
signage
that
installed
by
the
cramp
exhibition.
The
group
is
well
run
by
volunteers
and
I
actually
attended
that
tour
for
about
half
an
hour.
I
Didn't
do
the
whole
tour
and
it
was
fascinating
to
know
the
history
and
the
Heritage,
the
peace
that
we
are
holding
in
benalla
and
I
myself
didn't
know.
Most
of
the
stories
I
myself
didn't
know
that
Bella
Roberts
started
in
the
migrant
Camp.
That's
a
soccer
club
that
love
to
go
and
play
in
The
Churchill
at
the
moment,
and
there
are
a
lot
of
a
lot
of
things
to
learn
and
I
recommend
all
the
counselors.
I
If
you
haven't
done
that
to
attend
that
the
tour
we
design
it
installed
around
the
migrant
camp
and
I
did
I
did
probably
half
or
a
little
bit
of
it.
I
love
I
missed
a
little
bit
of
it
and
I'm
looking
forward
to
attending
the
full
tour
whenever
it's
available
and
I
recommend
all
the
councilors
to
add
in
and
learn
this
piece
of
great
heritage.

thing

they

the
work
they
put
into
the
festival

had
it
bigger
than
being

good

they've
had

opinion

the
weather,
which
is
understandable,

looking
forward
to
seeing
other
events
playing
on
during
the
year.

Highlight
for
me
was
on
on
the
Saturday
night,
when
I
saw
Sandy
young
families
and
kids
running
around
on
the
embankment
on
on
the
lake
in
the
North
Shore
area
it
just.
It
was
just
fantastic
to
see
that
and
to
see
the
fireworks
I,
don't
know
what
they
cost.
I
don't
want
to
know
what
they
cost,
but
the
fireworks
just
kept
going
on
and
on
and
on
and
getting
better
and
better
and
better
as
every
firework
went
up
in
the
air,
it
was
fantastic.
That's
a
great
credit.

A
lot
of
them
seem
to
get
lost,
but
within
half
an
hour,
they'd
found
their
parents
now
back
again
and
people
seem
to
be
enjoying
themselves
so
well
done
to
have,
you
know,
do
I,
cancel
they're
on
the
committee
and
I
hope,
they'll
start
a
committee
and
make
it
bigger
and
better
next
year.
