last

project
and
acknowledging
his
significance.
His
life
achievements
can
also
be
seen
on
display
in
the
museum

Queensland
alphabet
was
a
banana
born
and
educated
engineer.
Arthur
served
his
country
with
distinction
during
the
first
world
war,
solving
many
complex
problems
associated
with
british-built
aircrafts
operating
in
the
extreme
conditions
of
the
Middle
East,
for
both
the
Australia
and
Australian
and
British
forces.

He
modified
a
similar
air
car
aircraft
for
the
inland
mission
medal
medical
service,
which
would
later
become
the
Royal
flying
doctor
service.
We
know
today
this
is
a
Community
Driven
history
piece
undertaken
by
Barry
O'connor
and
Beverly
chick
Walker,
who
discovered
Arthur
bed
in
2019,
moved
by
his
achievements.
Barry
formed
a
working
group
from
the
community
which
also
included
members
of
his
family
and
councilors.
It
was
thought
that
through
acknowledgment
of
Arthur
bed
could
be
achieved
through
contemporary
and
engaging
art.

it
would
be
located
near
the
benella
library.
Unfortunately,
at
the
time,
funding
for
this
project
was
unable
to
be
secured
and
the
project
has
remained
with
Council
to
revisit
if
an
opportunity
arose.
This
opportunity
has
now
come
with
the
possibility
of
reallocation
of
State
funding.

at
its
meeting
on
the
15th
of
March
2023,
resolved
that
the
proposed
Arthur
bed
sculpture
project
the
endorsed
in
place,
so
in
public
exhibition
for
the
period
of
at
least
28
days,
notice
of
The
Proposal
was
given
on
council's
website
on
the
24th
of
March
and
the
benella
and
sign
on
the
29th
of
March
feedback
was
sought
via
council's
website
and
promoted
through
our
social
media.
The
consultation
was
well
received
with
110
submissions.
76
of
people
were
in
favor
of
the
sculpture,
installation
and
24
were
not.

dedication
not
only
acknowledges
the
truly
fantastic
and
life
of
Arthur
that
Arthur
lived,
but
is
a
reminder

vanilla
rural
city

truly
historic
individuals
that
deserve
recognition

very
little
knowledge
or
understanding

Arthur
bed.

Before
we
got
involved
with
the
group
and
we're
a
bit
amazed
that
I
know
I've
got
another
one.
It's
a
bit
amazed
that
he'd
gone.
It's
so
long,
slipping
under
the
radar
and
maybe
that's
an
indictment
on
us
as
a
community
for
failing
to
honor
and
recognize
a
man
who
shaped
Australia's
history.

I
They
were
fairly
keen
on
the
foreshore
in
the
gardens
area,
but
to
council
Representatives
on
the
on
the
committee.
At
the
time
made,
it
cleared
the
committee
that
these
areas
weren't
available
and
and
weren't
really
suitable,
so
location
at
the
end
of
Nunn
Street
was
decided
upon
and
it's
highly
visible
from
the
CBD.
It's
currently
a
sealed
area
that
was
used
for
flagpoles
prior
to
the
council
relocating
here
to
Mayor
Street,
so
I
feel
it's
an
ideal
position
for
the
memorial.
I
I
also
thank
the
community
for
their
submissions
and
comments
and,
as
counselor
first
said,
many
comments
indicated
that
there
are
other
residents
both
past
and
present,
who
should
be
celebrated
so
I
urge
the
community
to
follow
Barry's
lead
and
do
the
hard
yards
and
if,
if
you
consider
someone
to
be
worthy,
go
out
and
do
the
work
and
bring
it
to
us
and
as
you
can
see
hopefully
from
tonight
that
this
is
possible
so
I'd
once
again.

project
been
delayed
since
2020?

was

was
spent

What
happened

results

previous
survey
regarding
the

We
must
remember
our
Council
stands
with
the
lower
scores
for
Community
engagement
as
per
the
2022
local
government.

satisfaction

it

very

need
to
pick
up
our

believe

polls
and
service
will
drag
us
further
down
in
community
engagement
and

in

educated
opinions

our

Residents
in
this
respect,

participants

important
principle
in
deliberative
engagement

artwork
we
are
talking

removed,
deconstructed

done

the

cannot
be
undone
in

future

the
fracturing

trust

provide

full
sense

broken
cannot
be
easily
repaired.

model

festival

the
future,
and
we
had
68
people
attend
the
design.

workshop
at
the
lakeside
community
center,

facilitated
by
an
experienced
Community
engagement
consultant
Marianne
Scully.

workshop
showed
an
overwhelming
support
for
the
reinvigoration
of
the
street
art
festival,

80
of
the
entertain
attendees
indicating
that
they
would
like
to
be
involved
on
the
street
art
committee
or
a
subcommittee
and

volunteer

the
festival
weekend
itself.

first
step

delivering
our
respond
program
and
staff
from
the

uni
and
GV
public
health
unit
ran
the
first
Community
forum
for
the
respond
program,
which
is
really
focusing
on
the
community
input
into
children,
eating
well
and
being
physically
active,
and
just
for
your
information

first
session
has
been
held.
There
was
another
session
held
and
there
is
a
very
big
Community
session
being
held
on
the
5th
of
June.

that's
you
know
quite
exciting
for
the
community
to
work
together
to
look
at
a
strategies
to
address
those
some
issues.
There
has
been

lot
of
successful
youth
events
held
over
the
quarter
and
I
think
you
know
praise
to
Steph

work
she's

certainly
was
some
young
people
who
did
successful
responsible
serving
of
alcohol,
which
is
always
a
great
skill
for
young
people
to
have.

were
some
Cinema
screenings
that
were
held
at
Swan
pool
just
so
that
we're
actually
doing
activities
and
events
out
in
the
rural
communities,
and
there
was
a
big
skate,
Scoot
and
BMX
session
in
January,
where
Tom
and
his
team
were
able
to
also
consult
around
the
Faulkner
Drive,
Precinct
and
I.

Think
an
exciting
thing
was
the
live
life
crew
being
announced
as
the
community
group
of
the
year
at
the
Australia
Day
Awards,
and
the
fact
that,
since
our
live
for
Life
program
began
in
2017,
we've
got
40
young
people
on
as
part
of
the
live
for
Life
crew.
So
I
mean
it's
exciting
to
see
that
that
program's
just
gone
from
strength
to
strength.

are
and
on

they're
the
launch
of
our
third
ltp
vehicles,
which
some
of
you
attended.

really
exciting,
that
we
have
an
additional
vehicle
and
that
this
is
a
manual
vehicle.

young
people

opportunity
to
experience
that
and,
of
course,
the
fact
that
we
have
up
to
50
young
learner
drivers
that
we're
assisting
at
any
one
time
is
very
exciting.

have

first
aging
well
officer
and
Christine
Greentree
has
been
working
with
the
age
friendly,
vanilla
reference
group
and
I
think
this

really
important,

we've

nearly
half
our
population
who
are
55
plus.

really
important
that
you
know
we're
focusing
on
this
age
cohort
and
looking
at
things
to
supplement
our
age
friendly
strategy,
but
she's
been
working
with

group
around
prioritizing
actions
developed
in
the
strategy
which
we

going

present

highlight
for
the
quarter
was
that
we
have
registered
with
reconciliation
Australia
and
to
Begin
work
on
a
Reconciliation
action
plan
in
partnership
with
the
benella
Aboriginal
Advisory
Group.

little
internal
working
group
and
are
getting
assistance
from
other
councils
and
benalla
health,
who
recently
have
developed
a
Reconciliation
action
plan
and
we

working
to
boards
doing
some
activities
during
reconciliation,

reconciliation

to

Equestrian
Center
up
to

standard

Asian
New
Year
festival,
and
also
something
that
will
stay
with
me
for
an
awfully
long
time.

the
Anzac
service
that
they
had
in
devanish
the
Saturday
before
Anzac
day
as
a
an
old
retired
nurse,
the
dedication
to
the
nurse
from
World,
War,
II,
Vivian
Bullwinkle
was
absolutely
fabulous,
and
the
community
in
devonish
really
did
a
bang-up
job
for
the
day
it
was.
It
was
fabulous,
very
well
received,
even
with
the
light
horses
marching
down
the
street
of
Japanese,
it
was
stable,
so
it's
really
built
honored
to
be
able
to
attend
that.

But
then
the
highlight
of
my
activities
recently
has
to
be
the
conference
that
mayor
Bernie,
Hearn
and
I
attended.
Last
week
the
hourgla
National
Conference
and
AG
work
for
those
that
don't
know
stands
for
the
Australian
local
government,
women's
Association.
This
was
a
three-day
conference.
We
traveled
down
together
and
the
theme
of
the
conference
was
connect,
Inspire
and
thrive.

Some
of
the
topics.
The
discussion
were:
gender
equality,
mentoring
and
Leadership
kindness
and
positivity
local
government
inspectorate,
the
use
of
demographics
in
planning,
which
I
found
absolutely
fascinating.
It
was
fabulous
diversity.
We
also
heard
from
a
couple
of
ministers
the
federal
Minister
Christie
McBain
she's,
the
minister
for
regional
development
and
local
government,
and
also
the
state
Minister
for
local
government,
Melissa
horn
and,
of
course,
our
keynote
spoke
speaker
on
Saturday
morning
was
The
Honorable
Julie
Bishop
complete
with
high
heels,
so
it
was
really
fabulous
and
they
were
all
very
inspiring
speakers.

The
conference
gave
I'm
sure
I'm
speaking
for
mayor
Hearn
on
this
occasion
gave
us
both
the
opportunity
to
connect
with
fellow
female
counselors
from
across
Australia
in
both
Metropolitan
and
Regional
lgas
I
personally
felt
inspired
by
some
of
the
speakers
hearing
about
their
challenges
as
they
worked
towards
being
able
to
serve
their
Community
as
they
wanted
to
I.
Also
returned
to
benalla
feeling
that
benalla
has
the
opportunity
to
thrive
in
our
rapidly
changing
environment.
So

things.
Firstly,
was
the
Anzac
Day
services
that
myself
and
a
number

fellow
councilors
were
in
attendance
to
it's
always
great
to
to
take
the
chance
to
stop
and
reflect
on
those
who
have
given
so
much
for
the
freedoms
and
the
opportunities
that
we
share
today.

it's
always
a
moving
service
and
a
great
time
to
to
do
that
and
acknowledge
the
the
work
that
goes
into
pulling
all
that
together
and
secondly,
Madam
chair.
We
attended
the
pop-up
listening
post
at
the
market
on
the
Saturday
morning,
prior
to
the
devonish
event
and
and
I
was
there
for
close
to
two
hours
and
had
the
opportunity
to
speak
to
so
many
people
from
our
community
and
to
discuss
our
budget,
but
also
to
just
talk
to
them
about
things
that
are
happening.

It
just
really
goes
to
to
sort
of
show
what
what
what
amazing
people
we
have
in
our
town
and
and
the
willingness
that
they
have
to
come
and
talk
to
us
and
and
should
either
you
know,
fix
a
rabbit
problem
in
their
backyard
or
or
got
a
problem
out
the
front
or
a
road
sort
of
nothing's
off
limits,
and
it's
a
great
opportunity
to
do
that.

and

look
forward
to
the
next
one
in
a
couple
of
weeks.

Have
a
couple
of
reports
on
the
18th
of
May
I
attended
and
a
special
meeting
with
the
MAV
concerning
Safety
and
Security
at
Council
meetings.
I
I
They
have
been
impacted
fairly
heavily
by
these
groups
coming
in
and
disrupting
the
council
meetings
by
jeering
laughing
calling
obscenities
threats
against
the
councilors,
the
council
staff.
They
someone
threatened.
The
mayor
said
we
know
where
you
live.
We
know
about
your
children
and
it's
just
it's
getting
really
really
dangerous
and
there's
and
some
really
extremely
rude
Behavior.
Apparently,
when
they
come
into
the
meeting,
they
don't
acknowledge
staff
members
at
the
door
they
just
barge
straight
through
they
don't
have
any
gracious
activity
at
all.
The
mayor
of
era.
I
Rangers
is
in
the
same
position
at
their
March
meeting.
They
had
130
people
attended
the
gallery
all
from
these
couple
of
groups
and
the
same
sort
of
behavior,
and
the
gallery
was
calling
we're
calling
points
of
order
on
councilors
and
on
the
mayor
and
asking
to
to
debate
with
the
mayor.
So
they've
had
to
to
cancel
and
stop
the
meetings
and
and
have
the
people
removed.
I
So
there
was,
we
also
had
the
assistant
Commissioner
of
police.
David
Clayton
spoke
to
us
about
what
the
police
can
and
can't
do
when,
when
they're
asked
by
Council
to
come
in
to
a
meeting
and
remove
these
people,
so
there
are
some,
their
hands
are
tied
a
little
bit,
but
there
are
some
things
that
that
can
be
done
and
I'll.
You
talk
to
governance,
people
and
the
CEO
about
that.
I
There
was
also
a
guy,
a
gentleman
called
Josh
Roos,
who
is
a
senior
research
fellow
at
deacon,
and
he
spoke
on
these
groups,
this
new
era
of
anti-government
extremists,
which
you're
probably
aware
of
some
of
them,
there's
the
Q
and
on
the
85g,
the
people
who
are
pushing
the
contrail
stuff,
Sovereign
citizens
my
place
and,
of
course,
the
National
Socialist
Network,
which
were
just
at
total
Nazi
criminal
organization
and
most
of
these
groups
have
tried
and
failed
to
gain
access
to
federal
and
state
politics.
I
Are,
you
know,
closer
to
us,
I
think
also
on
last
Friday
on
the
20th
I
attended,
the
MAV
State
conference,
which
you've
probably
seen
some
in
the
in
the
Press,
has
been
a
couple
of
reports
on
the
Motions
that
were
moved.
One
of
the
concerns
was
the
windfall
gains
tax,
which
it
means
that
if
land
is
rezoned
and
the
value
of
that
land
increases
by
more
than
a
hundred
thousand
dollars,
then
you
pay
50
tax,
and
that
is
not
when
the.
I
I
So
that's
a
motion.
That's
gone
to
the
government
and
the
other
motion
was
about
poker
machines.
Promotion
asked
the
government
to
reduce
harm
from
gambling
machines
by
introducing
a
cashless
pre-commitment
scheme
and
to
support
venues
who
would
like
to
get
rid
of
their
pokies,
but
would
struggle
financially.
If
that
happens,
a
lot
of
them
signed
it
a
deal
with
this
poker
machine
groups
years
ago
and
and
they
just
can't
get
out
of
it
without
government
help
or
without
a
lot
of
costing
that
group
a
lot
of
money.
I
So
there
were
another
100
motions
that
were
passed
as
well.
As
the
mayor
would
know
from
these
meetings.
There's
a
lot
of
emotions
but
I
think
probably
the
important
ones,
and
the
only
other
just
another
quick
one.
On
the
1st
of
May,
the
mayor
and
I
met
with
Mr
Paul
Conroy,
who
is
the
CEO
of
the
Ian
Potter
Foundation.
He
was
at
tomorrow
today
for
a
luncheon
and
Ian.
Potter
is
a
major
sponsor
of
tomorrow.
Today
they
have
been
for
quite
some
time.
I
Originally
they
signed
up
for
a
couple
of
years
and
I
think
they've
been
there
for
10
and
they're
they're,
still
very,
very
happy
with
the
way
tomorrow
today
is
operating
and
in
passing,
I
just
like
to
note
that
in
yesterday's
budget
tomorrow,
today,
again
was
recognized
by
the
government
and
they've
secured
funding,
again
I
think
probably
we'll
probably
know
for
another
how
long

months,
at
least
security,
and
so
that's
great
and
that's
