the

and

whether
it
is
a
interest,
sorry,
general
or
material
conflict
of
interest.
B
Thank
you.
Our
business
bottom
line
is
public
question
time
and
we
have
one
question
this
evening
from
marion
allison
and
the
question
is
what
is
the
true
annual
cost
of
maintaining
and
servicing
splash
park
and
how
many
days
per
year
is
it
operating
as
a
splash
park?.
D
Annual
budget
for
the
operating
of
the
splash
park
is
forty
three
thousand
two
hundred
dollars
year
to
date,
expanded
show,
which
also
includes
a
temporary
higher
of
the
toilets
on
site,
is
twenty,
seven
thousand
six
hundred
and
fifty
nine
dollars.
In
addition
to
these
operating
costs,
we
also
have
depreciation,
which
is
eighty
eight
thousand
dollars
per
year.
Splash
park
commenced
operations
in
early
november
and
world
cease
operations.
I
think
it
is
the
24th
of
april.
B
This
year,
thank
you
that
is
our
only
question
castle.
I
moved
with
that.
You
know,
council
having
council.
C
Chair,
could
you
could
you,
please
repeat
the
actual
numbers
I
couldn't
hear
it
properly
properly.
Sorry
actual
numbers.
I
heard
the
budget.
C
D
B
Thank
you
yeah.
So
I've
got
the
community
sponsorship
program,
which
contributes
500
grants
to
community
groups,
supporting
organizations
to
support
events
and
activities
throughout
the
year.
This
report
has
two
requests
for
funding.
The
first
is
from
the
good
of
devonish
who
are
seeking
some
500
in
community
sponsorship,
funding
for
an
antique
day
service
that
will
be
conducted
by
members
of
the
banana
rsl
and
supported
by
members
and
they're.
Also
from
the
20th
shepherd
and
white
court
regiment.
B
B
Second
application:
community
sponsorship
is
from
the
rotary
club
of
canela
and
that
is
to
host
an
event
at
bpac
and
basically
the
event
is
for
each
year
the
the
district
governor
elect
is
responsible
for
organizing
a
training
event
for
all
incoming
club
officers.
So,
president
secretaries
treasuries
and
hosting
this
year,
they've
requested
500
in
sponsorship.
Funding
and
funding
is
proposed.
F
The
strategy
will
guide
but
now
encounters
activities,
events
and
resource
allocation
across
the
youth
development
sector
over
the
next
four
years.
The
youth
shows
you
will
also
be
supported
with
an
annual
action
plan
that
will
have
the
ability
to
adapt
and
respond
over
the
next
four
years
as
young
people's
needs
and
concerns
change.
The
annual
action
plans
will
also
be
able
to
take
into
account
new
abs
data
and
update
statistics
from
external
organizations.
F
F
The
use
strategy
was
designed
to
be
concise
to
the
point
document
that
is
accessible
to
young
people,
with
the
objectives
and
vision
of
the
new
strategy
being
clear.
The
strategy
is
supported
by
a
background
document
that
provides
more
details
on
the
new
survey
results
and
some
of
the
key
changes
between
2018
and
2021.
F
B
Do
you
indicate
be
aware
of
the
information
we've
provided
for
feedback?
Is
it
possible
for
it
to
be
sent
to
p12
and
ufcj
colleagues
as
well.
F
Yeah,
absolutely
so
keep
involved
in
fcj,
as
well
as
social
learning,
center
and
headspace
part
of
our
advices,
where
you
provide
a
network.
So
consultations
like
how
people
can
put
their
feedback
in
will
be
sent
to
buy
a
spin
as
well.
G
It's
really
intensive.
I
think,
there's
been
so
much
comment
from
everybody.
It's
interesting
that
in
different
sections,
a
lot
of
the
same
themes
have
come
through.
I
felt
when
I
was
being
reading
it
and
when
you
heard
your
presentation
last
week,
so
I
think
my
question
actually
sort
of
follows
on
from
counsellor
claridge
that
adapt
and
respond
that
you
talked
about.
Is
that
going
to
be
done
yearly?
I
think
you
said
anyway,
yeah
really
so.
F
Yeah,
so
if
we
do
plan
on
releasing
surveys
throughout
the
next
four
years,
they
might
not
be
as
expensive
as
this
one,
because
we
have
that
background
that
key
information,
as
we
do
we'll,
also
be
relying
on
our
youth
crews,
our
knees
and
getting
those
like
them
inside
here.
F
G
G
You
know
mental
health
is
such
a
big
issue
for
them
wanting
a
space
they
seem
to
be.
You
know,
there's
so
many
groups
of
responses
that
fall
under
that
mental
health
category
and
they
didn't
have
to
cope
with
coding,
but
did
you
feel
that
the
feedback,
just
that
generally,
they
were
really
pleased
to
be
involved
in
such
a
a
survey?
Yeah.
F
A
F
C
Thank
you,
chair
steph,
thanks
for
the
report
and
developing
that
strategy
and
a
very
comprehensive
survey
report.
That's
very
good
lots
of
information
in
it.
My
question
is
about
the
areas
that
are
concerning
especially
the
rate
racism,
eating
disorders,
homophobia
and
cost
of
activities.
Lots
of
areas
that
you
mentioned,
some
of
the
areas
compared
to
2018
has
increased
or
some
actually,
the
cost
of
activities
is
not
a
big
concern
in
2021.
C
This
events
like
homophobia,
racism,
is
that,
due
from
the
survey,
what
I
want
to
understand
is
that
has
increased,
or
is
that
the
awareness
has
increased
in
the
community
there.
The
talk
is
more
or
is
that
more
more
incidents?
Well,
was
there
any
indication
on
that
from
this
survey
that
you
could
gather.
F
Yeah,
so
we
did
have
the
open
questions.
What
you
know,
people
liked
and
didn't
like
about
vanilla.
So
we
didn't
put
all
the
answers
in
the
background
document
just
because
there
are
so
many.
F
So
we
didn't
get
a
lot
of
feedback
about
racism
or
homophobia
in
the
open
questions
there
was
a
few
instances
of
it
in
there,
but
not
really
someone
explaining
what
they
might
be
going
through,
but
it's
hard
to
speak
on
behalf
of
young
people,
but
I
think
young
people's
awareness
is
probably
the
biggest
thing
and
education
and
things
like
safe
schools
coming
in
for
education.
F
So
I
definitely
would
place
it
on
young
people's
awareness,
I
think,
being
online
for
the
last
two
years,
so
heavily
for
young
people
has
probably
raised
that
awareness
even
more
about
what
homophobia
and
racism
actually
is
so
yeah
I'd,
say
it's
a
combination
of
both,
but
it's
hard
to
put
it
down
to
one
reason:.
F
I
Yes,
thanks,
sir,
now
that
you've
done
this,
which
big
piece
and
we
will
know
that
you're
better
better
in
a
financial
position
to
do
more
actually,
rather
than
just
ask
questions
this
year
at
the
end
of
it.
I
F
Four
years
yeah,
when
we
make
the
annual
plan
and
action
plans,
we
will
put
deliverables
on
those.
So
you
know
the
objective
might
be
about
community
safety,
so
we
might
say
you
know
it
might
have
to
do
with
lighting
or
better.
You
know
just
people
feeling
safe
in
the
community,
we'll
say
how
we'll
do
that
and
then
we'll
say
when
we
want
to
deliver
that
by
and
how
we
know.
We've
actually
delivered
that
how
we
know
young
people
feel
safer
in
our
community,
so
we
will
have
deliverables
on
the
action
plan.
F
So
we're
not
just
saying
oh
yeah.
This
is
how
it's
going
to
go
when
you
reckon
that's
done
and
tick
it
off.
We'll
have
deliverables
on
those.
So
whether
it
is
we
are
asking
young
people
do
you
feel
safer
in
your
community
at
the
end
of
the
year
or
things
like
that
or
whether
we
find
that
people
are
coming
out
more
into
the
community
events.
Things
like
that.
So
that
probably
remember.
I
thought
about
how
to
say
how
we're
doing
going
to
monitor
those
deliverables,
but
yeah.
F
B
B
Say
now
on
four
years,
I
think
you
tackled
a
very
few
of
my.
E
B
Iue
councillor
perth
and
councillor
king
with
the
with
the
with
the
festival,
yeah.
E
I
mean
this
is
a
great
document
and
then,
when
it's
young
people's
document
it
has
maintained
by
by
ourselves
that
think
that
we
want
to
put
stuff
in
strategy
because
it's
not
a
strategy.
It's
a
new
strategy,
yeah
we're
not
youth
any
longer.
A
B
A
B
E
F
Yeah,
absolutely
so
we
designed
it
for
the
next
four
years,
so
our
funding
for
freezer
engaged
things
like
that.
First
for
the
next
three
years.
So
we
know
we've
got
the
funding
behind
us
at
the
moment,
which
is
a
big
key
of
delivering
these
objectives.
F
We,
when
we
applied
for
our
freezer
and
our
engaged
funding
a
lot
of
what
we
applied
for
you
can
find
in
the
u
strategy,
so
you
know
making
a
more
inclusive
space
for
lgbt
young
people
a
big
part
of
what
we
put
in
for
our
freezer
and
engaged
funding.
So
we
didn't
put
anything
in
the
youth
stereotype
strategy
because
we
didn't
find
anything
from
the
young
people
that
was
completely
out
of
the
scope
of
what
we
do
or
what
we
want
to
achieve
over
the
next
four
years.
F
So
you
know
it's
a
really
busy
time
being
a
solo
youth
team
pretty
much,
but
we
definitely
have
the
time
to
do
it
because
we
don't
want
it
to
be
that
document
on
the
shelf
that
gets
stuffy
and
nothing
gets
done
about
it.
We
want
to
deliver
those
things
to
the
young
people,
and
the
action
plans
will
make
sure
that
we
deliver
those
things
to
the
young
people.
Thank
you.
G
Yesterday,
mr
chair,
yes
steve,
I'm
really
happy
to
endorse
this
and
I
think,
like
with
somebody
else
just
mentioned,
we
have
young,
older
and
middle
that
that
12
to
24
age
group
is
really
a
big
part
of
our
community
and
be
actually
able
to.
I
can
really
see
something
is
going
to
happen
here.
It's
really
exciting
and
I
think
you're
the
person
to
take
a
seat
and
take
them
so
well
done.
Thank
you,
hello.
C
Thank
you
chair,
thank
you,
steph,
and
the
team
for
preparing
the
strategy.
It
is
a
good
strategy
and
good
to
address
this
area
youth.
This
is,
I
think,
a
very
important
document.
This
survey
results
and
the
strategy
together
to
do
more,
to
retain
our
youth
in
benilla
and
to
provide
more
opportunities
for
their
growth
and
retention
them
in
our
in
our
local
town
for
our
economic
growth
as
well.
I'm
looking
forward
for
the
action
plan
to
come
up
with
this
document.
C
There
are
lots
of
opportunities
and
areas
that
we
can
work
on
from
this
survey
results.
I
think,
there's
a
great
opportunity
for
us
to
develop
a
good
action
plan
and
implement
it
in
banner
to
support
our
youth
to
grow
and
develop
in
banana.
Thank
you.
B
You've
been
four
years
in
the
making.
I
remember
in
18
when
lisa
and
your
team
came
to
us
to
start
the
engagement
and
it's
been
a
long
journey,
but
well
and
truly
worked
fine.
It's
a
great
documentary!
Congratulations
to
you
and
the
staff.
B
And
I
decided
to
add,
I
fully
support
the
document
and
the
recommendation.
I
think
it's
great.
I
B
Feedback-
and
you
know
we
hear
all
the
time
that
young
people
feel
like
there's
not
much
to
do
in
manila,
and
now
we've
got
a
live
working
document
that
we
can
really
bring
to
this
council
table
and
have
a
good
discussion
about
what
we
can
do,
because
now
we
know
what
it
is.
They
want.
That's
great.
So
with
that,
no
one
else
wishes
to
speak.
Put
that
to
the
vote.
Although
thank
you.
D
Back
on
the
14th
of
april
2021,
we
did
actually
resolve
that
allowed
to
be
adjusted
on
destruction
from
the
victorian.
D
The
whole
report
is
in
line
with
those
recommendations
and
without
reading
into
too
much
detail.
Mr
chair
I'll
just
talk
the
counsellors
to
the.
I
This
report,
like
it's
something
that
we
all
kind
of
step
ahead
and
watch
politicians
up
there
doing
current
pay
rate.
Unfortunately,
we
don't
make
that
decision,
but
I
wouldn't
have
to
admit
the
work
that
the
council
does
and
a
lot
of
our
residents
don't
see.
I
I
do
believe
that
the
remuneration
was
a
hard
one
is
appropriate
where
the
work
happens,
and
I
I
I
do
recommend
this
to
the
council,
which
I'm
sure
that'll
be
fun,
but
anyway
it's
it's.
B
Oh
yes,
I
concur
with
what
council
said.
It's
important.
I
think
that
councillors
are
paid
a
reasonable
allowance,
because
by
no
means
something
that
you
would
get
rich
or
live
off,
but
it's
a
reasonable
allowance
and
I
think
it's
important
for
people
who
are
looking
at
becoming
involved
in
local
government
and
becoming
a
councillor
that
at
least
they
can
get
enough
money
to
to
make
sure
they're
not
out
of
pocket.
B
Dollar,
business
that
we're
running
there's
different
grades
and
councils.
Some
people
can
just
play
through,
but
I
think
the
majority
that
the
council
is.
E
Not
the
majority
of
councils
we've
got
in
vanilla,
there's
a
lot
of
water
reading.
There's
a
lot
of
input
dealing
with
the
public
you
make
yourself
available,
you
go
to
functions.
There's
weekend,
work
there's
after
hours
work,
it's
not
just
a
case
of
coming
to
a
council
meeting.
I
think
that's
the
easy
way
out.
There's
cops
on
wednesday.
There's
a
lot
of
work
goes
through
it
and
anybody
can
counsel
in
the
future
learn
to
know
that
they
can
get
something
to
supplement
their
income
if
they're
working
but
they're
not
working
to
supplement
their.
B
B
Tonight's
report
of
the
follow
on
from
the
council's
recent
adoption
of
the
chief
executive
officer,
employment
and
community
committee
on
that
demands
of
an
independent
advisor
the
skills
that
the
independent
buyers
that
require
a
credit
sale
on
page
19
and
include
strong
leadership
and
communication
skills,
expertise
and
experience
in
a
variety
of
fields,
understanding,
good
governance,
practices,
facilitation,
experience
and
knowledge
and
understanding
of
issues
impacting
local
government.
B
I
think
that
the
buyer
or
the
nominee
container
and
tonight's
report
is
across
any
meet
with
all
of
those
criteria.
Well,
insurance
and
the
recommendation
mr
chair
on
page
20,
is
the
committee
under
selling,
acting
under
a
delegated
authority
of
the
council,
appoint
mr
eddie
as
the
independent
advisor
for
a
period
of
two
years.
Commencing
from
today,
have
you
taken
any
questions.
B
Council
laws:
it's
just
a
breath.
H
Chris
eddie
came
in
with
great
praise.
He
helped
us
prior
to
when
we
employed
as
ceo
and
he
as
what
dave
said,
he
has
great
knowledge
and
I've
listened
to
his
podcasts
about
local
government.
He
is
quite
knowledgeable
and
anything
that
comes
up
behind
us.
So
I
think
it's
well
very
well
for
me
to
have
you
as
part
of
our
team.
B
The
other
counselor
come
here
to
speak.
That's
the
coverage,
otherwise
totally
agree
with
what
the
other
councils
have
said.
Chris
eddy
is
probably
the
leading
first
in
local
government
in
victoria.
He
runs
all
the
whole
gba
workshops
and
is
right
on
top
of
governance
issues
and
then
what's
happening
in
the
local
government,
so
I
think
we're
very,
very
lucky
to
have
him
as
on
our
committees
and
he's
more
than
happy
to
endorse
it.
Thank
you,
council
cleric.
