born
and
educated
lad
Arthur
as
he
preferred
to
be
known,
served
his
country
with
distinction
during
the
first
world
war,
solving
many
problems
associated
with
British
built
aircraft
operating
in
the
extreme
conditions
of
the
Middle
East
for
both
the
Australian
and
British
forces.

He
was
awarded
the
meritorious
service
medal
for
his
Services.
It
was
one
of
only
34
awarded
to
the
2694
members
of
the
Australian
flying
corpse
during
World
War
One
Arthur
retained
the
rank
of
flight
Sergeant.
He
spent
14
months
in
the
service
along
with
two
other
ex-servicemen
Arthur
was
a
key
member
of
the
initial
Queensland
and
Northern
Territory
aerial,
Services,
Limited,
Foundation
crew
of
1921,
not
only
as
an
engineer,
but
also
as
an
accomplished
pilot
in
later
years.

provided
a
support
infrastructure
for
the
airlines
operations
for
the
first
28
years
and
supervised
the
construction
and
operation
of
airport
maintenance
facilities
in
longreach,
Brisbane,
Sydney,
Singapore
Darwin
and
by

along
with
Captain
bill
krauth
in
Perth
during
World
War
II.
During
which
time
the
company
grew
to
become
one
of
the
world's
iconic
Airlines,
with

impeccable
safety
record
in
1921
Arthur
modified
aircraft

the
first
flying
doctor
in
Queensland,
Dr,
Archibald,
mycod
of
longreach
to
enable
patients
to
be
flown
to
and
from
Long
Reach
for
treatment
in
1928.

similar
aircraft
for
the
Inland
Mission
Medical
Service,
which
would
later
become
the
Royal
flying
doctor
service
that
we
know

trained
over
400
apprentices
during
his
time
with
the
company,
including

engineer.
He
was
an
extraordinary
Australian.

project

overwhelming
support
with

of

project

did
not
support

of
the
submissions
received
supported
the
location
of
the
sculpture
at
the
benalla
library.

the
submissions
did
not
support
the
location
and
gave

locations
to
be
considered.

started

2020

community
group
was
formed
by
Barry
O'connor
and
the
project
actually
was
looking
at
his
Discovery
at
Long
Reach
and
basically
they
brought
it
to

council
and

reference
group
that
included
some
of
the
counselors.
The
project
initially
didn't
get
any
funding
and
was
fairly
well
shelved
and
in
later
in
that
year
there
was
some
funding
that
came
about
in
through
the
building
better
package
and
that
actually
was
around
a
art,
sculpture,
Trail.

Now
we
did
Community
consultation
around
what
that
art,
sculpture,
Trail
could
and
would
look
like.
However,
we
only
had
a
few
respondents
and
the
data
was
largely
inconclusive,
which
then
gave
us
the
opportunity
to
actually
revisit
this
project
and,
as
the
funding
is
a
hundred
percent
funding
through
state
government.
So
this
was
a
really
good
project
that
we
could
then
look
at
supporting.
So
back
in
I
can't
remember
the
date.
We
actually
brought
this
through
to
the
council
to
the
consideration.

including
the
design
of
the
sculpture
and
all
of
that
sort
of
stuff,
so
they
they
had
everything

information
very

it's

lot

good

thing
that
struck
me
through,
as
counselor
King
mentioned

some
of
the
comments,
whether
we
have
provided
the
sufficient
information.
The
questions
asked
in
those
submissions,
but
those
are
for
the
next
meetings.
Discussion,
deliberative
engagement,
requests
that
people
have
detailed,
in-depth
and
balanced
information
before
they
come
to
a
judgment
about
an
issue.

that's
an
important
point
to
make.
I
would
like
to
acknowledge
the
import
of
Mr
Bates
family
from
far
and
wide,
as
well
into
this
inputs
and
the
interest
in
this
proposal.
I
will
evaluate
the
feedback
that
we

received

determine

value

of
this
project
compared
to

cost
of
public
resources.

respondent
noted,
the
grant
is
never
free.
This
proposal
needs
to
be
judged
on

basis

how
it
fits
the
vanilla's
future,

It's
been
a
very
active
year
and
there's
been
a
lot
of
spend
it's
quite
a
detailed
report
which
I'll
take
it
that
you've
absorbed
many
of
the
ups
and
downs
that
are
there.
I
will
highlight
that
this
report
is
based
on
the
forecast
to
the
30th
of
June
that
we
also
did
for
the
budget,
and
so
we
have
gone
through
the
budget
several
times
which
included
the
forecast
at
the
end
of
the
year.

It's
it's
a
positive
result
with
a
higher
Surplus
at
the
end
of
the
quarter,
mainly
due
to
grant
money
associated
with
the
movement
of
the
national
disaster.
Funding
resulted
as
because
of
the
flood,
but
there
are
other
highlights
as
well
as
you
as
you
work
through.
There
are
a
few
projects
that
are
lagging
behind
again
because
of
the
floods,
so
some
underspends
there,
but
overall
by
the
end
of
the
year,
we
expect
it
to
come
out
with
a
surplus.

Of
2.4
million
dollars,
our
total
spend
at
the
end
of
March
was
24.7
million,
and
our
forecast
budget
was
25.1
for
expenditure,
which
is
a
little
bit
behind
of
437
000.
But
given
the
amount
of
changes
going
on
in
the
first
well,
the
second
quarter,
I,
would
say
September
through
to
the
end
of
December.
People
have
really
picked
up
and
tried
to
deliver
as
much
as
they
could
I'm
very
pleased
to
report
that
we
have
picked
up.
Some
additional
funding
from
the
grants
and
and
I
was
waiting
for
the.
L

Last
night
and
coming
in
this
morning
to
see
if
they
were
going
to
prepay
the
bags
grants,
Federal
assistant
grants,
money
and
I'm,
hoping
that
that
will
come
in
in
this
year,
even
though
it
will
throw
out
our
figures,
it
does
mean
that
we'll
have
money
in
the
bank
that
we
can
invest.

So
overall,
the
forecast
figures
are
positive.
Capital
grants
are
substantial,
National
disaster
funding
of
5.7
million
dollars
is
a
massive
input
into
our
program.
The
capital
forecast
for
the
year
will
be
explained
by
the
manager
of
infrastructure.
But
again,
if
you
see
the
table
two
in
the
capital
program
result,
we
were
forecasting
a
budget
of
9.3
million
we've
spent
9.5
by
the
end
of
March.

There
are
many
ups
and
downs
because
programs
have
moved
around,
but
the
road
program
is,
you
know,
6.3
million
dollars,
that's
a
lot
of
money
on
the
ground
out
in
our
community
we're
doing
recovery
from
the
floods.

result
aligns
with
what's
been
put
out
in
the
budget
and
I'm
happy
to
take
any

we
couldn't
perform
during
the
time
that
saved

visitor
information
center
Redevelopment
progressing,
continuing
to
progress
really
well,
and
it's
still
estimated
to
be
completed
before
the
end
of
the
financial
year,
not
missing
a
significant
amount
of
footpath
projects
coming
close
to
being
completed,
including
significant
number
of
full
path
projects
associated

flood
events

last
year

the

current
quarter
that
this
report
represents

lot

work
has
been
done
as
part
of
the
January
2022
storm
event.

may
recall
that
we
did
have
some
discussions
with
the
disaster
resilient
fund
representative
and
have
agreed
that
works
still
outstanding.
As
part
of
that
that
required
asset
restoration
will
be
carried
forward
and
managed
part
of
the
October
fund.

Sorry
October
flood
the
October
flood,
another
enormous
quarter
for
us.
So
to
date.
As
far
as
the
flood
recovery
works,
we
have
spent
as
I
think
Kathy
highlighted
well
over
five
million
dollars
today.
Good
news
on
that
front
is
that
the
disaster
fund
have
provided
us
with
some
cash
in
advance
of
almost
four
million
dollars,
which
I
think
acknowledges
the
the
volume
of
work
that
we
need
to
do
as
as
well
as
their
confidence
in
in
us
being
able
to
deliver
the
work
as
well.

real
positive
news
there
as
far
as
the
January
storm
event.
This
year,
the
majority
of
those
Works
have
been
completed
again,

significant
amount

work

we
believe

going

exceed

kilometers
of
roads
that
we
have
been
grading,
the
resealing
of
footpaths,

Gardens

affected
by
the
storms,

amount

Works
in
and
around
the
introduction
of
our
new
playground,
playgrounds
for
new
playgrounds,
a
waste
area
that
doesn't,
unfortunately,
miss
out
either

they've
had
a
significant
quarter

highlights

mentioned

is
Works
around
preparing
for
the
transfer
station.

this

been

request

commercial
customers

customers
will
continue
to
use
our
weighbridge.
They
have
been
assigned
access
cards.

other
cards

and

able
to

presents
applications
for
funding
for
the
2223
Community
grant
program.
It's
always
a
very
exciting
time
of
year,
when
many
of
our
community
groups
get
the
opportunity
to
continue
to
grow,
invest
in
their
groups
and
offer
new
projects
to
the
community.

The
community
grant
program
was
promoted
throughout
all
of
our
usual
channels:
social
media,
the
enzyme
Council
website.
We
received
39
applications
this
year,
which
was
terrific.
It
was
about
on
par
with
what
we
would
usually
receive
each
year
requesting
over
eighty
four
thousand
dollars
worth
of
funding
the
available
funding
pool
for
Community
grants.
This
year
was
64
666
dollars
and
the
applications
were
assessed
against
the
set
of
criteria
by
a
panel
of
council
staff
members.
So
the
assessment
panel,
as
I
mentioned,
is
made
up
of
three
Council
staff
myself.

Each
year,
the
assessment
panel,
using
the
smarty
grants
platform
have
all
of
the
applications
actioned
to
them
and
they
sit
down
in
an
initial
pre-assessment
meeting
to
discuss
what
the
process
will
be
because
obviously
unfamiliar
and
assess
each
application
online
independently
against
four
key
criteria
that
are
set.
So
they
are
evidence
of
need,
Community
benefit
the
budget
and
applicant
capacity.

The
applications
then
ranked
using
the
smarty
Grant
system
and
tabled
in
a
report
where
they're
ordered,
obviously
from
highest
scoring
to
lowest.
The
assessment
panel
then
come
back
together
using
that
scored
table
as
a
bit
of
a
guide
to
be
able
to
have
discussions
on
which
projects
may
or
may
not
receive
funding.
So
things
that
might
be
discussed
using
that
table
as
a
platform
for
discussion
would
be
things
like
equitable
distribution
of
funds
between
our
rural
areas
and
the
CBD.

For
instance,
it
might
be
groups
that
have
been
well
funded
previously
through
the
program
and
looking
to
give
new
groups
an
opportunity.
It
could
be
something
along
the
lines
of
trying
to
find
a
way
to
part
fund
some
projects
so
that
we
can
fund
more
groups
across
all
of
our
applications.
So
using
that
approach,
the
panel
recommended
32
applications
of
the
39
which
are
presented
in
table.

really
pleased
with
what
we've
finished
up
with
I
think
it's
a
really
nice
cross-section
of
our
community
in
terms
of
Rural
and
in
town
sporting
clubs,
hobby
groups.

some
of
the

projects

we're
funded

on
a
couple
would
be
groups
like
The
bushwalking,
Club
receiving
first
aid
training,
the
benella
men's
shed
for
dust
extractors,
which
is
obviously
an
important
health
and
safety
issue.

find

good
balance.

great
difficulty
in
some
respects
is
that
I
would

80
percent
of
the
funded
groups
are
very,
very
regularly
funded
through
this
program,
and
that's
because
we

part
because
we
don't
have
an
endless
amount
of
community
groups
to
apply
for
our
funding.
We
are
a
smaller
Community,
we're
always
really
actively
chasing
and
trying
to
promote,
to
get
those
new
and
establishing
groups
to
apply
for
funding,
so
we'll
see,
sometimes
groups
that
are
quite
small
and
just
trying
to
establish
themselves.

that's
why
we
try
and
use
that
as
a
bit
of
an
an
opportunity
to
give
them
funding
as
well,
because
yeah,
it's
quite
easy
for
the
bigger
more
established
groups
to
eat
up
all
the
funding,
because
newer
groups,

don't
have
the
process
or
the
experience
in
applying
for
Grants
just
yet
or
don't
have
members
within
their
group
who

experience
in
actually
writing
grants
too.

positive

sustainable

that
they're
looking
to
get
some
funding
assistance
for
in
this
report.

We
have
three
applications,
however,
just
as
of
this
afternoon,
I've
just
found
out
that
one
of
those
applications
will
need
to
remove
so
the
vanilla
play
group
were
a
newly
established
group
and
now
they're,
unfortunately,
unestablished
so
yeah
they've
hit
some
difficulties
and
so
they're
no
longer
able
to
continue
so,
which
is
a
real
pity.

The
other
two
applications,
however,
are
still
going
ahead,
so
the
vanilla,
Heritage
Network
have
applied
for
assistance
for
the
Heritage
Festival
which,
as
you
probably
know,
is
being
and
gone
and
I
hope
that
you
notice
that
lovely
green
brochure
that
they
printed,
because
that's
what
they're
asking
for
funding
assistance
for
so
for
those
of
you
who
might
be
a
little
bit
unfamiliar
I,
spoke
with
the
group,
and
it
is
pretty
common
practice
within
our
guidelines
to
say
that
we
we
won't
find
something
if
you've
purchased
it
or
you've
completed
it
before
you
submit
an
application.

But
if
you
submitted
an
application
and
then
you
have
to
do
something
you're
kind
of
taking
the
Financial
Risk
that
you
may
not
be
funded
and
you
have
to
pay
for
it
all.
So
that
was
the
conversation
with
the
group
that
we're
fully
aware
of
the
timelines
and
so
they've
gone
ahead
and
printed
it
and
from
all
reports.
It
was
quite
successful,
so
I
guess
the
difference
in
this
one.

know
exactly

you're
funding
if
you've
seen
the
brochure,
the
other
application
is
from
calm,
kids,
yoga,
calm,
kids
yoga
is
a
semi.
Recently
established
group
and
as
a
hint
set
it's
yoga

children

calming
environment,
the
group
is
seeking
funding
for
some
new
equipment,
as
they've
had
to
recently
change
premises.

recommendation
is

that
we
will
need
to
strike
vanilla
playgroup
from
that
list
of
Community
groups

that
was
my
immediate

something

part

received

group

in
the
applicant
and
they've
explained
the
nature

comfortable

recommending

it
wasn't
actually

private

the
introduction
new
group.

I
did
some
follow-up
with
the
Apple
camp,
but
also

Family
Services
Maternal
Child
Health
team,
as

get

out

lay
the
land
and
learn
a
little
bit
more
about
the
group.
They
were
able
to
provide
all
the
documentation
that
they
become
Incorporated
and
been
registered
with
a
group
Victoria,
if
that's
the
correct
name
for
the
group
off
the
top
of
my
head.

So
they've
been
through
all
of
those
steps
and
I
think
had
started
to
deliver
sessions,
but
then
had
some
complications
and
had
to
wind

safe
code

policy
really
explains

Council

work
towards

child,

organization,
and
that
sets
out
the
different
commitments
that
we
will
have
in
adhering
to
that
and
how
we
will
adhere

different
rules

regulations
and
laws.

is
a
policy
that
will
actually
apply
to
what
all
people
who
work
for
the
council,
so
that
includes
counselors
employees,
contractors,
volunteers
and
everyone
who
must
think

act

for
the
welfare
of
children
and
young

developed

much
on
the
basis
of

Mavs
Child

there
are
two
appendix
which

which
cover
both
the
code
of
conduct
and
the
child
safety

well-being

and
there

list

various
rules

changes
that
they
had
is
that
we
must
involve
families
and
communities
more
keep
them
much
more
up
to
date,
with
what
we're
doing,
and
there
has
to
be
a
greater
focus
on
the
safety
of
Aboriginal
children

young
people.

also
have
to
manage
risks
more
on
online
environments
and
then
needs
to
be
got
greater
Clarity
around
our
governance
systems
and
processes
in
order
to
keep
children
and
young
people
safe.

people's

the
commission
for
children

young
people
is
actually
the
regulator
of
the
standards
and
they
will
shortly
be
coming
around
to
actually
check
on
organizations,
and
local
government,
of
course,
will
be
part

that

of
other
Regulators
through
our
maternal
and
Child
Health
Service,
their
regulated
by
the
Department
of
Health

the

regulator
regulates
our
family
services
program,

we
already
adhere

is

the
whole
