B
Unless
one
of
your
department
have
been
doing
only
3.9
million
this
month,
I've
been
in
the
middle
of
whether
that's
extraordinary
excellent,
isn't
it
that
people
are
taking
confidence
to
do
that,
building
and
start
building
now
in
the
middle
of
winter.
It
just
amazes
me
how
much
work
your
department
does
and
that
they
don't
and
recognize
from
from
a
self
and
the
rest
of
the
council
as
one
extraordinary

you're
doing

go

item
number
three:
the
draft
Waste
Services
policy,
consideration
of
submissions,
Adrian
yeseroni,
welcome.
C
E
Okay,
now
the
report
consider
submissions
received
on
the
revised
Waste
Services
policy,
the
playing
and
development
committee
at
its
meeting
on
the
22nd
of
June
this
year,
acting
under
a
delegated
authority,
off-counter
resolve
that
the
policy
plan
be
indoors
in
place
and
probably
exhibition
for
a
period
of
at
least
28
days.
The
public
notice
of
the
revised
Waste
Services
policy
was
given
on
council's
website
on
the
23rd
of
June
2022
and
the
vanilla
enzyme
on
Wednesday,
since
the
July
feedback
was
sought
by
the
council's
website
and
promoted
on
social
media.
E
At
the
close
of
the
submission
period,
three
submissions
had
been
received.
The
submissions
have
been
included
in
the
report
with
comments
relating
to
the
submissions
also
included.
The
policy
has
been
updated
to
reflect
current
roles:
responsibilities,
Services
Etc,
knowing
changes
to
the
policy
are
proposed
after
considering
the
informal
submission
and
other
feedback.
E
In
conclusion,
the
revised
waste
policy-
sorry,
the
Waste
Services
policy-
will
be
considered
for
adoption
at
the
council
meeting
on
the
7th
of
September
2022..
The
recommendation
is
that
the
report
be
noted
and
two
that
the
Waste
Services
policy
be
considered
for
adoption
at
the
council
meeting
on
the
7th
of
December
2022.
C
No
so
I'm
happy
to
move
that
just
I'd
like
just
like
to
add
one
thing.
I
I'd
like
to
thank
everyone
for
the
solutions,
but
I
think
it's
probably
important
that
we
look
at
maybe
including
in
the
recommendation
that
the
council
look
at
establishing
a
working
group
to
investigate
the
mirrors
of
Chip,
shared
and
and
repair
Cafe,
probably
not
part
of
the
submissions.
But
it
has
been
brought
our
attention
through
this
Mission.
So
maybe,
if
someone
could
add
that
too.
F
Is
probably
a
very
good
idea,
I'd
like
to
look
forward
to
moving
that
next
week,.
A
D
G
Thank
you
I'd
like
to
thank
the
people
that
have
put
in
submissions
and
I'd,
also,
probably
I'm,
not
sure
if
it's
appropriate
or
not,
but
if
counselor
gallery
has
got
some
concerns,
maybe
hit
before
the
next
Council.
Maybe
he
might
bring
those
to
us
so
that
we
can
actually
see
where
he
thinks
that
there's
something
wrong
and
we
can
probably
do
something
as
to
with
your
additive
to
the
recommendation.
D
C
C
E
E
The
quarter
provided
some
challenges
for
us
within
our
rural
areas
of
the
municipality,
with
the
emergency
Works

undertaken
to
address
significant
damage
caused
by
the

in

I'll
start
with
some
of
the
highlights
carried
out

and

in

completed
significant
number
of

as
part
of
our
inspection
program
regime
in
the
Parks
and
Gardens
we
install
tables
and
seating
in
gurrambat
definition,
swampfall
townships
as
part
of
the
outdoor
activation
fund
projects.
E
Signs
are
installed,
we're
installed
and
being
maintained
as
part
of
the
Aboriginal
Gardens
Redevelopment
projects.
I.
Think
it's
important
as
I
highlighted
earlier.
The
significance
of
the
January
storm
event.
The
storm
event
in
January
caused
significant
damage
to
both
sealed
and
unsealed
roads,
drainage
and
other
infrastructure,
mainly
throughout
the
North
and
Northeastern
areas
of
our
municipality.
Significant
effort
was
undertaken
and
assessing
the
damage
and
undertaking
emergency
works
on
particular
areas
of
concern
to
ensure
the
general
safety
of
the
community
was
maintained
and
the
functionality
of
the
road
net
was
what
was
not
significantly
compromised.
E
Moving
on
to
the
financial
implications,
as
noted
in
the
report,
I
might
just
cover
over
some
of
the
probably
larger
variances
in
the
operations
support
it's
an
even
variance
air.
It
was
mainly
due
to
the
government
grant
received
earlier
than
expected
in
the
Ops
and
capital
Grant
income.
The
art
gallery,
income
were
received
earlier
than
expected
as
well,
and
that
was
of
2.5
million
dollars
down
to
the
landfill
area.
E
I've
got
in
in
the
report
that
there's
a
favorable
variance
due
to
the
higher
than
expected
budget
forecasts
for
Revenue
due
to
fees
and
charges,
ground
income
and
lower
than
expected
operational
costs
in
saying
that
the
landfill
rehab
provision
being
reduced
by
2.1
million
dollars
was
also
quite
a
significant
part
of
that
with
a
smaller
putt,
also
with
the
depreciation
due
to
cell
2,
reaching
its
capacity
earlier
than
expected
in
in
in
in
finalizing
report.
The
recommendation
is
that
the
report.
C
G
You
to
you,
Mr,
chair,
Adrian,
I,
just
wanted
to
ask
was
the
unswealed
road
shoulders?
The
lack
of
them
being
done
have
a
lot
to
do
with
the
storm
damage.
Still
it's.
E
A
sorry
through
the
chair,
if
I
made
it's
a
combination
of
two
things,
certainly
we've
got
hit
by
what
I
would
consider
a
more
traditional
winter
this
year.
So
it's
really
really
hard
for
us
to
get
out
there
and
do
a
lot
of
work
on
our
until
Road
surfaces
as
well
as
significant
damage.
It
was
caused
by
the
storm
event
as
well.
So
a
combination
of
both.
F
First
yeah
Adrian
just
with
the
waste
quarterly
gas
groundwater
and
leeches
monitoring
of
the
landfill
completed.
What's
the
results.
E
And
is
there
any
bleaching,
there
is
there's
always
leachate
involved,
but
we
are
being
able
to
maintain
that
under
our
license
Provisions.
So
there's
no
major
concerns
at
this
stage.
I'll
be
honest
with
you.
If
there
was
some
deliberation
around
some
of
our
leachate
volumes,
but
there.
E
In
calculating
the
the
volume
so
and
in
the
end,
we're
able
to
maintain
it
under
desirable
outcomes,
very
good.
Thank
you.
A
King,
thank
you
Mr
chair.
Are
you
just
a
quick
one
and
I
I
can't
recall
off
the
top
of
my
head
just
with
the
parks
and
Gardens
the
installation
of
tabled
seatings
in
Greenback
definition,
swamp,
pool
earmarked
for
one
of
those
sixes
well
or
is
that
in
a
different
State
I
just
thought
they
were
also
flagged
as
a.
E
C
There
any
other
questions
of
Mr
esperani.
Sorry,
we
can't
take
questions
from
the
gallery.
B
Had
quite
a
few
phone
calls
from
rural
people
saying
that
how
good
the
the
new
ground,
where
you've
done
the
stand,
damage
so
far,
how
good
the
gravel
roads
were
and
how
good
the
application
and
Grading
was
so
you
know
it
was
normally
we
take
a
bit
of
a
beating
about
how
bad
our
roads
are,
but
now
we're
getting
some
favorable
comments
about
what
we're
doing,
how
we're
doing
it
and
how
good
it
is.
So
if
you
just
take
them
off
work,
please
Adrian.
D
Thank
you,
Mr
chair
Mr,
chair
presenter,
the
Planning
and
Development
Committee,
the
courtly
activity
report
for
the
development
unit
for
the
quarter,
ending
June,
30th,
June
2022
is
highlighted
in
the
report.
We've
commenced,
Our,
Heritage,
updating,
Our,
Heritage
study,
the
the
funding
was
allocated
by
the
department
of
environment,
land,
water
and
cleaning
via
the
original
planning
hub.
It's
undertaken
and
project
managed
by
the
department
themselves
through
Council
offices
sitting
this
community
members
there
were
55
training
applications
received
within
the
quarter
and
the
applications
decided
within
60-33
days
is
currently
at
approximately
80
84
percent.
D
We've
also
got
a
new
software
for
our
food
inspections,
which
is
provided
by
the
state
government
run
by
the
state
government
for
all
Victorian
councils,
and
we
are
on
the
first
trench
to
get
this
application
for
our
staff
and
for
the
general
public
as
well,
so
be
a
public
interface
as
well.
For
those
community
members
organizing
barbecues
Etc.
This
will
be
a
one
portal
that
will
get
council's
notification
to
cancel
and
works.
As
comment
on
the
comments
on
the
Winton
flood
study
as
well,
that
funding
was
also
provided
by
local
local
government
Victoria.
D
A
A
C
F
Thank
you,
Mr
highlights
from
my
quarter
for
my
department.
Sorry
include
commencement
of
the
new
process
at
the
vanilla
airport
in
response
to
Newcastle
regulations.
These
regulations
are
very
onerous
as
we're
finding
requiring
us
to
keep
a
record
of
every
vehicle
with
authorization
to
enter
airside,
and
we
need
to
update
that
record
current
pretty
much
every
day
of
the
year
and
also
ensure
any
person
driving
our
side
has
undertaken
induction.
F
We
must
also
keep
a
record
of
that
induction
to
present
to
Casa
on
demand,
there's
ongoing
initiatives
to
strengthen
the
security
of
the
council's
I.T
Network
I'm,
very
thankful
for
the
recent
Financial
contribution
from
the
state
government
to
increase
our
email,
security,
I'm
sure,
we've
all
noticed:
email
fraud,
the
email
attacks
and
the
like
happening.
F
So
this
will
reduce
certain
types
of
email
fraud
happening,
and
it's
also
really
pleasing
to
report
that
our
staff
and
councils
have
a
very
high
level
of
awareness
of
email
fraud
with
we
went
to
take
regular
testing
just
to
gauge
how
our
users
are
and
how
aware
they
are
of
email
fraud
and
we're
we're
now
under
two
percent,
which
is
phenomenal
so
well
done.
And
the
final
highlight
I'd
like
to
point
out
is
the
incredible
performance
of
YMCA
swim
lesson
program
at
the
Aquatic
Center.
F
F
550
enrollments,
and
as
recently
as
this
week,
we
continue
with
very
strong
demand
for
our
spring
rest
programs.
That's
that's
a
real
positive
and
something
we've
tried
for
for
a
number
of
years,
and
it's
quite
incredible
that
we're
now
achieving
these
really
strong
enrollments
with
swim.
Lessons
and
I
welcome
any
questions
just
to
share.
Thank.
I
G
Really
Stitch
it
Greg
the
hydro
pool
I
believe
the
temperature
is
on
the
lowest
stage.
Do
we
not
call
it
a
high
boat
ball
anymore?
Could
you
please
explain.
F
Through
you,
Mr
chair,
so
the
hydro
pool
hasn't
been
called
a
hydro
pool
for
probably
about
seven
or
eight
years
according
to
our
records,
and
in
fact
it's
never
been
a
compliant
Hydro
pool
with
a
hydrotherapy
pool.
You
actually
have
to
change
the
water
every
six
weeks
and
that's
completely
empty
and
completely
changed.
There's.
D
F
F
Achieve
that,
so,
in
the
interests
of
transparency
we
had
to
rename
the
call
to
a.
F
Municipalities
also
called
their
program
pools
now
pool
is
set
at
34
degrees,
which
we
achieved,
that
that
temperature
there's
no
issues.
F
Through
Mr,
we
are
aware
of
a
recent
concern
from
a
resident
that
was
passed
on
to
us
and
it's
the
result
of
an
unfortunate
equipment
failure.
We
had,
we
had
to
repair
an
automatic
backwash
system
and
when
that
system
was
turned
off
the
pipes
that
Supply
the
pool
under
the
ground
went
cool
and
that
plant
was
turned
back
on,
resulting
in
a
flash
of
cool
water
through
the
base
of
the
hydro
pool.
F
Unfortunately,
there
was
a
class
in
there
at
the
time,
but
also
aware,
several
weeks
later,
a
staff
member
instigated
another
backwash
of
our
sand
filters.
Once
again,
the
parts
under
the
ground
went
cold
and
so
we've
got
the
center
management.
Have
reviewed
review
addresses,
isn't
that
what
happened
again?
That
was
very
unfortunate
incident
and
did
unfortunately
impact
some
of
their
clients.
F
Yes,
cancel
first
you're,
following
up
with
that,
is
there
a
blanket
that
you
put
on
the
program
tool
to
keep
it
warm,
maybe
not
so
through
Mr
chair?
Yes,
we
do
have
blankets
for
our
pools,
you
use
them.
We
use
them.
Yes,
sometimes!
No,
if
the
plant
equipment's
failed
or
they're
doing
a
light
to
close
no,
they
won't,
but
the
blankets
actually
don't
impact
the
temperature
of
the
pool
water
during
the
day.
They're
a
money-saving
device.
F
That's
used
overnight
to
reduce
our
heating
costs
overnight,
but
they
have
no
bearing
on
the
actual
temperature
of
the
pool
during
the
day.
I
know
that
that
the
question
was.
H
Overnight,
yeah
had
nothing
to
do
with
the
day.
Thank
you,
councilor
Davis.
Thank
you,
Greg.
You
might
want
to
take
a
bit
of
this
on
notice,
but
the
the
inside
usually
induction
course
for
the
airport.
That
seems
to
me
it's
going
to
be
a
big
job.
B
F
That's
a
really
good
question
and
we
were
very
concerned
when
we
were
confronted
with
having
to
do
this.
So
we've
sought
guidance
from
the
Australian
Air
Force
Association,
of
whom
we
are
a
member
and
they're
they're.
An
advocate
for
us
and
many
other
Regional
airports
and
our
casa
inspector,
who
is
very,
very
good
and
very
reasonable.
And
what
we'll
come
up
with
is
a
self-led
process
whereby
any
applicant
confirms
they
have
gone
through
the
information
pack
and
they
understand
the
information
pack
and.
F
A
Thank
you,
councilor
King.
Thank
you,
Mr,
chair
Craig.
Just
with
respect
to
that
is
that
anyone
entering
onto
the
Airfield
or,
if
you
were
driving
around
say
the
bar
Cuts
does
that
in
of
people
having
to
have
that
training
to
sort
of
drive
around
to
say,
visit
the
migrant
camp,
for
instance,.
F
D
F
G
Concerning
the
sale
yards,
could
you
please
update
me
on
what's
happening
with
the
holidays?
Being
the
biggest
one
we
were
going
to
keep
their
space
system?
Has
that
happened
so.
F
Through
Mr
chair
what
we've
undertaken
is
inexpensive.
Sorry,
an
extensive
replacement
of
the
Timber
railing
around
those
yards.
Many
of
them
were
fouled
and
were
in
a
state
that
they
would
have
failed,
so
we've
gone
through
and
refurbished.
Those
we've
also
repaired.
The
water
supply
there,
which
resulted
in
a
less
than
forecast
water
bill,
which
was
a
good
thing,
because
the
galvanized
pipes
that
Supply
The
Yards
regularly
burst
or
leak
slowly.
It's
just
a
weekly
occurrence,
so.

I
Thank
you,
Mr
chair,
yeah
Greg.
You
wear
a
few
hats
over
there.
So
that's
it's
a
good
report.
Thank
you
for
that,
but
increased
use
in
the
Aquatic
Center.
Do
you
have
any
way
of
measuring
whether
that
is
local
or
finale
residents,
or
is
it
people
coming
from
outside
in
to
use
the
aquatics
and
because
of
the
lessons,
but
do
you
know
that
or
do
you
take
that
information
for
Google
register
so.

Other
questions,
Mr
Robertson,
if
not
a
trigger
I,
have
one
the
depreciation
expense
that
the
airport
for
119.

F
And
some
assets
have
gone
through
their
depreciation
lifestyle
and
dropped
off.
So
it's
a
combination
of
those
two.
C
Thank
you
so
there's
no
other
questions,
recommendations
on
page

that
the
report
denoted
moved
Council
again.
