A
Good
evening
and
welcome
to
the
planning
and
development
committee
meeting
of
wednesday,
the
16th
of
march,
we,
the
vanilla
rural
city
council,
acknowledged
additional
custodians
of
the
land
on
which
we
are
meeting.
We
pay
our
respects
to
their
elders,
past
and
present
and
to
the
elders
from
other
communities
who
may
be
here
today.
A
A
You
welcome
councillor
king.
Would
someone
like
to
move
that
the
minutes
of
the
previous
meeting
to
be
accepted?
Councillor
ghana,
ratner,
council
davis,
all
those
in
favor
and
this
meeting
is
conducted
in
accordance
with
local
government
act
of
2020
and
the
vanilla
rural
city
governance
rules
of
2020?
The
meeting
is
recorded
and
video
streamed
live.
C
A
A
D
The
report
presents
a
proposal
to
lease
land
for
private
hangar
development
at
the
vanilla
airport
to
a
mr
luke
bourne.
The
sites
require
the
lessee
to
address
access
and
drain
into
issues
at
his
costs
and
in
order
in
order
to
construct
the
hangars
and
in
recognition
of
this.
In
the
recommendation
we'll
see,
we
propose
to
defer
commencement
lease
fees
for
12
months
from
the
commencement
list
and
the
recommendations
at
the
end
of
the
report.
E
Yeah
greg
thanks
for
the
report
with
regards
to
the
hangers,
the
new
hangers
being
suggested
here
same
question,
as
always
with
when
your
new
hangers
have
been
talked
about,
and
mr
born
total
understanding
that
there
are
to
be
no
commercial
practices
or
commercial
operations.
D
To
be
conducted
for
those
hands
so
through
you,
mr
chair,
he
is,
and
at
least
is
very,
is
very
explicit
on
the
nature
of
the
use
of
those
hangers
and
the
implications.
If
a
commercial
purpose
is
engaged,
therefore,
it'll
be
subject
to
rates
et
cetera.
Is
that
leaders
available
to
the
councils
so
through
your
mr
chair?
I'd
refer?
That's
the
ceo.
F
D
Clients,
three
years
to
share
this,
mr
burns
actually
engaged
in
light
sport
and
general
aviation,
not
in
in
gliding
activities,
so
he's
looking
to
put
a
piper
and
cessna
type
aircraft
in
there.
D
F
D
And
three,
mr
chair,
that's
a
conservative
estimate.
Also
there
will
be
more
than
that.
C
D
D
B
Thank
you,
mr
chair.
Just
a
real
quick
one
greg
the
the
hangers
that
have
been
proposed.
Have
we
have
you
seen
what
that
looks
like,
or
is
that
something
that
will
come
through
the
the
permit
process
to
counsel
with
regards
to
the
hangers?
My
question
is:
will
they
be
lockable
hangers
like
enclosed
and
lockable,
or
will
they
be
open,
and
I
just
want
to
keep
my
head
around
what
that
might
look
like.
D
So
through
mr
chair,
I've
seen
one
of
the
designs
for
the
hanger
and
it'll
be
very
similar
to
the
newest
hanger,
which
has
just
been
constructed
to
the
north
of
hangar
26.
A
I
just
have
one
question:
greg
is
5.22.
Is
that
the
current
rate
that
everyone's
paying.
D
So
through
you,
mr
chair,
sorry,
you
are
the
chair.
Yes,
they
are
there,
it's
that's
what
everyone
is
paying
at
the
moment,
but
some
people
that
five
year
cause
will
be
triggered
whereby
we
go
to
the
market
for
checking.
F
D
A
C
A
C
Up
question
again
on
that
partner,
listening
to
the
recommendations
that
please
not
mention,
does
that
mean
to
decide
because.
F
A
A
A
Another
tenant
at
the
airport
and
we're
getting
a
lot
closer
to
the
airport
paying
its
way,
and
I
think
it's
one
of
the
very
few
facilities
that
almost
is
there.
So
hopefully
this
will
add
a
little
bit
of
freedom
to
the
top,
so
I'm
always
in
favor.
A
That's
carried
thank
you
item
number
three
facilities
and
information
technology
department
activity
report
for
the
quarter,
ending
the
31st
of
december
21.,
greg
again.
D
Thank
you,
mr
chair.
The
report
presents
the
highlights
of
the
facilities
department
for
the
quarter
ended
december
21.
during
the
quarter.
Notable
items
include
compliance
activities
undertaken
at
the
banela
airport
and
learn
to
swim
classes
resuming
at
the
aquatic
centre,
which
are
at
full
capacity
and
monoad
are
still
at
full
capacity
with
a
waiting
list
which
is
very
exciting
so
that
the
ymca
can
continue
to
grow.
That
part
of
the
business.
E
Have
one
just
with
regards
to
having
a
background
in
electrical
industry
and
I
used
to
sell
ups's
all
over
the
place
and
I'm
talking
20
something
years
ago?
Did
we
not
have
ups
on
the
server
now.
C
D
Thank
you,
mr
chair,
so
through
mr
chair,
we're
preparing
a
report
once
again,
which
is
in
line
with
the
conservation
management
plan
which
was
adopted
by
the
council,
and
the
work
will
simply
address
the
highest
priority
through
to
the
last
priority.
As
far
as
the
budget
will
allow.
So
we're
basically
going
from
what
the
plan
identifies
is
the
most
important
item
through
to
what
we
can
afford.
We're
awaiting
our
quotes
to
come
back
to
us
and
we'll
do
as
much
as
we
can
do
under
that
grant
program.
F
Under
notes,
three,
it
says:
plan
works
deferred
to
the
next.
D
So
three
three,
mr
chair,
the
large
portion
of
those
works,
actually
works
to
update
the
truck
wash.
It's
got
a
very
old
pump
in
it
and
we're
actually
waiting
on
some
further
advice
on
that.
That's
the
the
line
chair,
the
plan
works
and
replacement
of
some
rails.
D
G
Greg
just
wondered
the
replacement
of
the
yards.
That's
a
holding
pen
is
that
what's
happening,
cattle
holding
pen
that
you're
talking
about.
D
C
Thank
you
regarding
different
clients.
Operators
carry
at
the
airport
and
the
infringement's
issue.
How
often.
H
Do
the
areas
those
supplies
work
and
is
that
a
pattern
of
increasing
is
really
increased.
D
So
through
you,
mr
chair,
it's
a
regrettable
part
of
the
management
activities
that
team
and
I
have
to
undertake
those
compliance
activities
almost
take
place
daily
now
and
for
a
number
of
years
we've
been
in
education
mode,
whereby
we've
issued
verbal
warnings
to
various
airport
users
and
we've
never
seen
no
change
in
the
patent
behaviour.
So
we've
had
to
go
to
issuing
infringements
to
try
and
affect
that
change.
So
it's
regrettable,
but
that's
the
the
stage
we're
in
at
the
moment.
A
F
D
D
So
three,
mr
chair,
the
works
we're
doing
at
the
moment
is
continuing
to
maintain
the
yards
that
are
used
for
transit
at
the
moment,
so
the
sheep
yards
and
the
actual
cattle
yards
themselves
to
keep
them
in
a
fit
safe
and
useful
state
for
our
transport
operators.
A
A
A
I
I
think
it's
important
to
know
that
there
was
a
continued
focus
on
footpath
maintenance,
renewal
and
operating
throughout
the
rural
areas
during
the
quarter,
and
certainly
a
challenge
for
us
during
the
quarter
was
the
higher
the
normal
rainfall,
which
certainly
causes
some
challenges.
Some
of
the
highlights
might
have
noticed.
There
was
over
100
sorry
over
300
meters
of
kerbin
channel
replaced
and
we
began
the
installation
of
our
dining
pods
during
the
quarter,
with
three
of
them
being
installed
in
thomas
street
grading
of
more
than
150
kilometers
of
unfilled
roads.
I
We
performed
intersection
spots,
clear
and
splashing
with
our
parks
and
gardens.
We
undertook
repairs
to
the
vanilla
lake
boardwalk
and
again,
a
similar
theme.
The
continuation
of
roadside,
slashing
and
spraying
capital
works.
Completion
of
first
row,
vanilla
reconstruction,
completion
of
the
main
street
vanilla
car
park.
Civil
works
loading
the
lighting
to
be
installed.
As
we
know
later
this
month
area
road,
vanilla,
platinum,
stabilization,
completed
in
the
quarter.
I
The
project
aims
to
deliver
value
for
money,
curbside
waste
services,
outcomes
for
councils,
undertaking
a
statewide
tender
process
for
all
associate
collection
and
processing
services.
So
that's
moving
along
and
we're
still
working
with
with
the
other
councils
on
that
one
with
recreation.
I
One
of
the
important
pro
projects
here
with
the
relocation
of
the
quicker
pitch
from
the
center
of
the
vanilla,
showground
opals.
The
relocation
of
the
cricket
pitch
is
complete
and
surface-free.
Mediation
off
turf,
nearing
completion
project
aims
to
provide
an
improved
plane
surface
in
the
winter
months
across
the
center
of
the
oval
asset
management.
I'll
just
add
that
you
would
have
noticed
an
increase
in
the
defects
rectified
and
defects
outstanding.
That's
due
to
us
being
able
to
introduce
more
defects
on
our
asset
edge,
reflect
system.
I
It
doesn't
mean
that
they
weren't
existing
previously
in
previous
years,
but
it's
a
lot
easier
for
us
to
highlight
and
gather
that
data.
Now
I
won't
go
through
the
council
planning
complete,
maybe
I'll
pick
one
one.
C
I
Was
that
we
partnered
with
key
stakeholders
such
as
victoria
police,
to
promote
and
enhance
community
safety,
including
for
mobility,
scooters,
cyclists
and
pedestrians.
I
Manager
of
assets
and
infrastructure
facilities
and
chairs
the
sorry,
facilitate
and
chair
the
local
safety
and
traffic
liaison
group
meetings,
which
are
held
on
a
bi-monthly
basis.
The
group
is
a
valuable
stakeholder
forum
to
discuss
local
safety
issues,
mainly
around
footpaths
and
roads
and
associated
issues,
including,
but
not
limited
to
mobility,
scooter
users,
cyclists
and
pedestrians.
I
I'll
move
on
to
page
20,
which
is
the
financial
implications
notice
in
capital,
works
a
significant
favorable
variance,
certainly
not
solely
due
to,
but
certainly
a
major
component
in.
My,
in
our
view,
is
the
the
covert
interruption
with.
I
Services,
contractors,
and
at
times
commodities
been
hard
to
get
on
to
the
operating
budget.
I
think
again,
favorable
variance
and
and
the
the
the
major
components
of
that
was
extra
income.
The
extra
income
we
received
for
the
outdoor
excavation
fund,
300
thousand
and
a
significantly
higher
income
through
our
landfill
levy
than
what
we
had
budgeted
and
I'll
point
over
to
the
recommendation
on
page
22
that
the
report
reunited
thanks.
Mr
chair.
E
Here
far
away
for
a
start,
thank
you
very
much
for
the
report.
It's
always
great
to
see
works
going
ahead
and
it's
certainly
been
a
big
big
order
for
you.
I've
had
the
question
is,
I
can
remember
another
time
on
council
we
had
a
trial
of
a,
I
suppose.
It's
a
spoon
drain
earth
and
spoon
drain
type
cleaner.
That's
an
automated
one
on
the
back
of
a
tractor
water
then
goes
down
and
cleans
out
drains
and
I've
had
a
a
question
from
a
resident
in
dennis
road.
E
I
E
Efficient
way
to
do
it
and
very
quick
way
to
do
it,
and
I
just
thought
that
might
help
in
those
kind
of
situations
anyway,
I
will
take
that
what
I
notice
aboriginal
garden
works,
completed
fantastic.
The
question
is,
will
be
we
be
having
an
opening.
J
That
one
refer
to
the
ceo,
thank
you
just
through
the
chair.
I
know
that
sally
gamble
has
been
in
contact
with
dean
just
trying
to
finalise
the
signage.
So
I
think
once
the
signage
is
in
place,
that's
probably
the
appropriate
time
we'll
do
it.
That's
fine!
Thank.
E
You
for
that
another
one
continue
completion
of
first
row
but
elegance
good
straight,
a
lot
of
completions
here,
fantastic
job.
I
just
wondering
how
the
interaction
with
sinclair
that
really
remains
people
out
there,
the
avatars
that
worked
well,
because
I
knew
that
there
was
going
to
be
some
challenges,
keeping
them
operating.
I
E
Outcome
for
us
and
for
them
I
look
forward.
Thank
you.
It's
a
lot
of
questions.
Just
the
drive
the
two
faulkner
drive
ones
on
capital
projects.
I
just
got
smiley
faces
on
for
the
driveways,
just
for
your
information,
the
other
one,
following
up
by
minechair,
reviewing
the
landfill
resource
recovery
center,
talking
to
the
police
and
having
cct
with
regards
to
deter
to
return
trespasses.
I
Trespassers
they're
made
through
the
chair.
Unfortunately
I
can't
say:
we've
ruled
them
out
completely
from
my
understanding,
not
being
here
over
a
long
period
of
time
they
have
reduced
and
certainly
in
more
recent
times,
I
believe
that
the
police
may
have
had
some
success
in
chasing
down,
certainly
trespassers,
that
we
believe
may
have
attended
the
site
on
multiple
locations.
Thank.
B
Thank
you,
mr
chair
council,
first
stolen
about
four
three
of
the
things
that
I
was
going
to
ask.
So
thank
you,
council
firth,
great
report.
Adrian
the
one
question
I
had
was
just
around
the
churchill
reserve
on
page
17
up
the
top
there.
Some
repairs
done
around
the
track.
I
do
recall
where
that
was
done.
Being
the
car
park
side,
there's
also
some
some
from
my
understanding
some
damage
along
up
around
a
bit
further
around
adjacent
to
the
soccer
rover.
B
I
If
I
made
through
the
chair
I'll
have
to
take
that
on
notice,
I
know
that
sean
has
been
actively
working
with
the
committee
on
some
of
the
work.
That
needs
to
be
done.
I'll
be
honest
with
you.
I
haven't
had
that
direct
conversation
with
him,
but
I
can
take
that
on
those
and
chase
that
up
yeah
thanks.
C
You
great
people
mean
and
a
lot
of
work
completed.
That's
what
you
see
the
150
kilometers
of
unseen
road
being.
F
C
That's
correct
for
my
understanding
I
like
to
say
once
you
create
a
road,
how
long
that
lasts
and.
I
Is
because
it's
not
consistent,
unfortunately,
it's
not
consistent.
As
we
know,
the
variables
are,
is
the
type
type
of
material
got
on
the
road,
the
type
of
traffic
we
get
along.
The
road
roads
tend
to
have
or
attract
different
types
of
vehicles
depending
on
the
season,
so
it
is
difficult
to
know
the
complete
answers
that
one
thing
that
I'm
certainly
confident
of
is
that
if
we
can,
as
we've
discussed
previously,
we
spend
more
money
on
resheating.
I
C
I
I
assume
you
mean:
are
they
cleaning
gutters?
Yes,
they
are.
So
I
think,
that's
a
fair
question,
considering
what
I
noticed
when
I
first
came
here
that
we
were
continuing
to
construct
windrows
as
we
were
grading
one
of
the
practices
that
I've
introduced-
and
I
must
say
I'm
quite
proud
of
our
greater
operators-
is
to
find
when
all
that
material
back
so
from
the
roads
that
I've
seen
and
I've
actually
received.
Some
positive
comments
from
some
of
our
local
residents
is
that
they
are
doing
that.
So,
yes,
I
can
honestly
answer
that.
G
And
so
those
those
roads
haven't
been
raciated,
have
they
that's
an
extra
step?
It's
not
that's
correct
and
yes,
out
of
curiosity,
what
tracks
like
your
fire
tracks?
Where
are
our
fire
tracks,
that
we
grow.
I
If
I
made
through
the
chair
again,
there's
several
tracks
around
the
place,
we
we
don't
always
trade
consistently
the
same
ones.
It
depends
on
what
the
conditions
are.
They
tend
to
be
ones
that
aren't
necessarily
on
our
road
management
plan
as
access
rights,
they
tend
to
be
our
limited
access
roads
and
we
work
closely
with
the
timber
harvesting
group
probably
rely
on
them
to
provide
us
with
their
program
and
where
they're
going
to
be
working
at
any
one
time.
So
that's
where
we
generally
focus
our
work.
So
it's
not
consistent.
G
Time
so
sorry,
just
another
one
with
that
with
the
roads,
do
we
have
the
ability
to
speak
to
their
parts,
australia
or
victoria
about
the
retails,
for
example?
I
mean
I've
lived
out
there
a
long
time,
and
I
noticed
that
there
is
way
more
traffic
out
there
than
I
have
seen
in
years,
and
the
roads
are
terrible
and
probably
more
of
a
virus
as
well
with
the
the
fact
that
you
can't
really
just
drive
down
the
roads
in
a
normal
car.
I
G
Future,
thank
you.
I've
just
got
one
compliment
that
I
I
thought
was
overlooked
in
your
report,
which
is
fantastic,
is
the
fence
around
the
racecourse
and
the
equestrian
center
I'd
just
like
to
say
how
wonderful
it
looks
and
how
how
inviting
it
is
as
you're
driving
into
town
and
question
are
the
gates
all
installed
too
now.
I
If
I
made
through
the
chair,
I
know
that
they
were
talking
about.
I
haven't
actually
been
on
what
I
can't
answer
that
I'll
have
to
take
that
notice,
but
I
know
that
they
were
talking
to
sean
about.
A
F
I
F
Luckily,
we're
in
the
last
day
that's
fantastic.
I
know
you
probably
won't
have
an
answer
for
a
personal
accent.
F
Contractor
unavailable
supply
issues
all
these
sort
of
things
it's
going
to
sort
of
hamstring
your
business
if
you've
got
any
crystal
balling
ideas.
How
are
you
going
to
tackle
some
of
that.
F
I
F
I
I
A
Thank
you.
Anyone
else
have
any
questions.
If
not
adrian
I'd
like
to
congratulate
you
on
the
report,
it's
fantastic
good
to
see
you
so
much
green
in
there.
It's
always
nasty
that
says
great.
The
community
seems
to
have
a
lack
of
understanding
of
what
council
do.
So
how
can
we
present
this
report
to
the
community
to
show
them
that
we're
not
sitting
here
and
doing
nothing,
and
we
are
in
fact
wisely,
hopefully
spending
their
rate,
the
money
they
pay
in
their
rates?
A
I
In
response,
mr
chair,
it's
certainly
something
that
I
certainly
would
like
to
promote
as
well,
and
it
might
be
something
that
we
probably
need
to
get
ahead
together
with
our
comms
department
and
see
what
we
can
do.
Look
I'll
be
honest.
There
is
a
lot
of
highlights
here.
A
A
F
To
your
team,
I
find
question,
I
think
all
the
other
councils
appreciate
the
amount
of
work
you've
done.
You've
only
you've
been
here
a
short
period
of
time,
you've
taken
advantage
of-
what's
not
doing
it's
good,
to
be
getting
a
bit
more
gravel,
painful,
gravel,
back
you're
collecting
inside
the
roads
back
on
the
roads
and
we're
not
the
greatest
channels
any
more
than
getting
getting
water
off
the
roads.
This
report's
great
great,
that's.
G
I'd
like
to
congratulate
you
also
what
a
wonderful
job,
it's
a
pity
that
the
communities
don't
understand
exactly
what
we
do,
especially
in
this
part
of
our
business,
because
they
see
a
pothole
and
they
think
their
pothole
is
the
only
pothole
in
the
in
the
whole
community
that
needs
fixing,
but
it's
great
to
see
that
we
are
doing
the
best
we
can
with
the
resources
we
have.
Thank
you.
B
Thank
you,
mr
chair.
No
just
to
congratulate
adrian
and
the
team
and
the
ceo
as
well
on
on
this
report.
It's
a
great
reflection
of
the
work.
That's
been
done
over
the
last
quarter
and
as
the
chair
mentioned
before
you
know,
this
is
really
good
information
and
important
information
that
we
should
be
able
to
share
with
the
community
and
let
them
know
that
there's
a
lot
of
great
work
happening.
B
It
really
is
a
smorgasbord
of
work,
that's
being
done
and-
and
we
really
do
cover
off
a
great
deal
of
work
across
the
whole
electorate.
So
adrian,
congratulations
to
you
and
your
team
and
I
look
forward
to
seeing
the
next
quarter
report.
A
Thank
you,
council,
king.
Would
anyone
else
like
to
speak
comes
again
right
now,
then
counselor
first,
I
think.
C
Thank
you
again
for
the
report,
good
report
and
good
to
see
lots
of
work
happening
and
also
noted
that
collectively
working
with
the
other
councils
to
bring
the
cops
down
in
the
west
collection
area.
That
sounds
interesting
and
it's
really
good
to
work
on
that
aspect
as
well,
and
really
I'm
on
the
page
that
we
need
to
find
ways
to
communicate
to
our
community.
C
E
Yes,
thanks
adrian
for
the
report,
suffice
to
say
that
I
will
find
the
name
of
that
scholarly
machine
for
you
and
in
I'm
in
my
10th
year
of
council,
and
I
don't
think
I've
ever
drawn
a
smiley
face
on
my
reports.
Yet
so
you
got
two
so
well
done.
A
Thank
you,
counseling
birth.
Anyone
else
like
to
speak;
okay,
all
those
in
favor
that's
carried.
Thank
you.
Thank
you.
Adrian
agenda
item
number
five
development
department
activity
report.
The
quarter
ending
ended
the
31st
december
21
clash.
Thank
you,
mr
chair,
for
you,
mr
chair
presenter
of
the
planning
and
development
committee.
H
H
One
is
the
review
of
the
vanilla
training
team,
approximately
looking
at
about
80
000
that
council
doesn't
have
to
pay
and
for
the
heritage
studies
over
350
thousand
dollars
to
do
a
complete
heritage
study
for
the
whole
mentality,
broken
down
into
a
few
stages
to
make
the
planning
process
quicker.
I
guess
to
some
degree,
because
heritage
studies
seemed
to
take
a
long
time
and
the
gay
street
overall
got
rezoned
to
residential
as
well
by
the
minister
from
our
public
parking
recreations.
H
There
were
the
planning
department
had
86
of
the
approvals
within
60
days
and
received
65
new
training
applications.
The
building
department
issued
91
building
permits,
that's
just
the
department
issuing
building
clinics
without
taking
into
consideration
the
private
building
service.
So
in
addition
to
that,
we'll
definitely
double
and
carried
out
over
332
building
inspections.
We've
also
received
funding
for
a
pump
for
to
be
used
from
the
agency
management
victoria
for
a
for
fire
and
drought
purposes
at
northwestern
council
and
the
compliance
department
attended
to
140
calls.
H
A
G
A
C
Thank
you,
sir.
It's
good,
thank
you
very
much
and
it's
some
exciting
news
in
there
about
the
funding
securing
of
funding
for
planning
scheme
of
the
week.
I
think
that's
a
great
opportunity
for
vanilla
and
the
same
as
study.
That's
really
great
news
and,
as
always,
you
have
been
listening
to
the
department.
Congratulations
to
you
all,
I'm
happy
to
move
the
recommendation.
Thank
you.
G
Just
to
say
what
an
exceptional
job
that
you
and
your
department
have
done
with
all
of
the
permits
and
inspections
and
application
processes,
it's
amazing
just
phenomenal
what
what
the
team's
done!
Congratulations.
A
B
Hear
all
right,
it
wasn't
bad,
but
it's
not
great,
but
it
wasn't
bad.
It
was
a
little
bit
hard
at
some
points
to.
