A
Thank
you
councillors
and
good
evening
and
welcome
to
the
finance
and
operations
committee
meeting
of
the
11th
of
may
2022.
A
We,
the
vanilla
rural
city
council,
acknowledge
the
traditional
custodians
of
the
land
which
we
are
meeting.
We
pay
our
respects
to
their
elders,
past
and
present,
and
now
there's
from
other
communities
who
may
be
here
today
we
have
councillor
kern
joining
us
via
skype,
council
of
england.
I
just
want
to
confirm
that
you
can
hear
and
see.
A
Thank
you,
madam
mayor
and
I'll
call
for
apologies
councillor.
If
I
could
have
someone.
A
A
in
accordance
with
the
governance
rules,
2020
clause,
6.4
meetings
of
council
will
be
audio
recorded
and
made
available
for
the
public
council
is
reminded
of
their
behaviour.
At
this
meeting
and
in
accordance
with
the
local
government
act.
2020
a
councillor
must
declare
any
conflict
of
interest
person
to
section
130
of
the
act
in
any
of
the
items
of
the
agenda
and
confirm
whether
they
are
a
general
or
material
conflict.
Are
there
any
councils
wishing
to
declare
a
conflict
of
interest?
A
No.
Thank
you.
Thank
you.
Thank
you.
Business
item.
One
is
public
question
time
and
we
have
two.
No
sorry
we
don't.
We
have
no
item.
Two
is
the
proposed
2022
2023
budget
hearing
of
submissions,
and
now
we
have
two
speakers
who
are
here
this
evening.
So
I'll
call
up
warren
sun.
If
you'd
like
to
come
up
to
the
lectern,
welcome
lauren.
A
For
about
three
minutes
for
your
statement
and
if
you're
happy
to
answer
questions
after
that
from
council.
E
I
thought
the
agenda
seemed
to
suggest
I
would
be
one
of
the
last
anyway
yeah.
My
name
is
before
I
retire.
I
come
to
the
air
to
banana.
I
I
was
a
academic
at
monash
university.
I
took
pride
in
being
able
to
contribute
to
the
first
australian
white
paper
about
the
foreign.
E
Yeah
I
moved
to
after
retire.
I
moved
to
this
gorgeous
wonderful
rural.
E
Metaphorically
or
literally,
that
today's
presentation
is
something.
A
So
sorry,
warren
I'll
just
stop
you
there,
I'm
just
saying
that
counselor
hearn's
having
some
audio
problems,
counseling.
E
E
Realize
be
the
first
to
speak,
yeah
yeah.
E
Hours
of
my
experience
here
in
banana
literary
and
metaphorically
the
past
three
years
also
a
year
yeah
when
I
first
moved
in
this,
my
house
is
located
at
the
number
30,
better
tini
banana
road
yeah,
and
actually
this
is
the
second
submission.
E
I
gave
that
the
first
one
yeah
to
danny
there
yeah-
I
am
my
neighbor.
I
wrote
to
the
contract
yeah.
It
was
a
petition
to
install
speaking
light
covering
the
area
of
this
world
from
numbers.
Number
28
are
in
fact,
also
included
in
number
10
yeah,
28,
30,
32,
34
and
36
yeah
on
pepe
every
night,
the
whole
area,
I
measure
it.
It's
about
210
meters,
long
become
a
pitch
black
yeah,
as
you
can
see
from
the
photos.
E
I'll
show
you
here
yeah
every
night:
it's
it's
the
pitch
track
and
this
fishtack
situation
is
very
likely
to
cause
personal
safety.
A
hazard
yeah
such
as
dripping,
of
course,
the
drainage
dishes
along
the
footpaths,
yeah
and,
and
also
that
area,
particularly
after
heavy
rain.
It's
a
field
around
the
the
past
at
the
low
power
footpaths.
E
A
E
Immersed
in
my
backyard,
and
as
I
assure
you,
the
photo
there,
you
can
see
it's
I
stand
on
the
exactly
the
same
spot
at
daytime.
You
can
see
in
my
face.
E
I
thought
at
nighttime,
which
is
fishtail
yeah,
so
I
don't
think
it's
a
very
safe
working
areas
and
yeah
he
anyway,
it's
it's
and
one
of
the
contractors
excuse
me
in
that
pace
wha.
What?
What
is
that?
The
one
from
the
the
ferocity
moving
in
to
all
my
every
day,
yeah.
E
E
So
it's
quite
a
personal
safety
hazard
and
I
would
appreciate
if
you
can
like
yeah,
say,
media.
E
Yeah
and
as
you
can
see
from
my
petition
there
yeah,
I
already
gathered
35
signatures,
which
even
including
steel
put
his.
He
actually
is
his
advice
that
I
should
also
see
in
our
member
of
india's
helen
heinz
endorsement
and
she
did.
I
I
think
I
sent
you
you
can
see
the
signature
there.
I
think
the
very
first
two
distinct
to
distinguish
members
of
in
the
community
express
their
sympathy
and
support.
So
it
indicates
that
in
our
petition
our
request
is
reasonable
and
I
do
hope
that
you
can
support
that
and
that
really.
A
F
Thank
you.
It
was
good
to
hear
from
you
and
it's
good
that
you're
here
tonight
to
represent
a
guinea
in
the
area
yeah.
F
My
quick
question
is,
and
I'm
not
really
okay
with
that
particular
little
area
where
you're
talking
about,
but
are
there
other
other
power
poles
along
that
area
or
is
on
the
other
side
of
the
road.
E
On
the
other
and
that
side
I
was
telling
what
we
call
the
bronze
front
and
during
my
stay
here
there
were
two
break
in
and
the
police,
and
apparently
they
all
happened
during
the
night
during
the
dark
time,
because
the
police
knocked
at
my
door
and
asked,
did
you
hear
anything
last
night
and
the
perpetrator
and
and
so
to
break
in
one
is
my
neighbor
28,
then
the
other
is
kurdishek
attend.
That's
right
on
my
back,
that's
the
end
of
it,
but
he
now
moved
to
other
places.
Now
three
motorbikes,
yeah
and.
E
Quickly
recovered
that
and
it's.
G
E
Is
for
one,
if
you
so
that's
why
I
say
this
about
200,
I
measure
it
210
meters,
yeah
and
that
is
from
the
last
street,
light
from
the
the
model
in
all
the
way
to
the
entry
of
the
set,
but
the
the
entry
part
doesn't
have
about
50
meters
inside
the
quarter
set.
You
know
start
to
have.
E
Yeah,
so
in
that
whole
area,
200
meters,
it's
pissed
off
at
night,
yeah
thanks.
A
D
You
for
joining
me.
Thank
you,
chad.
Thank
you,
mr
simon,
for
your
presentation
and
taking
action.
Yeah
your
neighborhood
on
this
petition
for
the
result
for
this,
would
you
consider
street
lights
or
do
you
want
the
food
fast
tricks
like
support
from
this.
B
A
Thank
you
I'll
now
call
june
howard
to
come
up
and
speak
good
evening.
H
I'm
hoping
you
all
have
been
out
to
death
in
the
show
and
seeing
the
issues
we've
had
there.
I
just
want
to
say
you
know
devilish
style
right
have
brought
thousands
of
tourists
to
the
mellow
region,
benefiting
all
businesses
and
ultimately
the
council.
H
Now,
over
the
next
several
years,
these
discussions
with
the
town
there
was
community
advisory.
There
was
promises
and
personal
things,
and
suddenly
new
issues
have
passed
in
2013.
The
drawings
were
altered
to
the
current
class.
Although
I've
now
just
been
aware
that
there
is
a
change
once
again
to
the
planes,
which
is
a
good
move,
because
the
stage
one
two
and
three.
H
H
It
took
right
through
to
april
2018,
when
we
actually
had
some
words
come
and
the
open
drain
was
there.
Sadly,
the
water
doesn't
flow
through
it.
So
it's
forming
sesame
seeds
for
bodies
and
diseases.
H
Of
the
boundary
it's
all
empty
promises
and
we
just
want
to
get
something
done
and
also
stage
3.5,
which
hasn't
even
been.
I'm
hoping
that's
in
the
future.
H
H
A
pipe
in
but
that
that's
taking
the
consideration
so
you're
not
gonna,
have
a
blockage
and
having
it
all
the
time
so
that
basically
that's
really
what
we're
here
for,
and
I
do
think
you
can.
Let
me
come
and
talk
because
it
has
become
a
passion
around
some
people
in
time.
Just
like
them,
forgetting
you
don't
really
know
anymore.
No
one's
helping.
You
don't
care,
that's
not
the
truth.
You
do
care,
you
just
gotta
work
out
how
you're
gonna
do
it.
I
can't
just
say
one
more
thing:
tom
I
haven't
met
you
officially.
H
F
Look
all
I
can
say
is
we
went
out
to
upset
people
at
devnish.
We
couldn't
have
done
a
better
job
and
over
the
years
it
hasn't
improved,
and
I'm
lucky
that
I
have
never
been
mayor,
because
I
think
the
last
three
mayors
have
been
out
there
and
said
that
we're
going
to
fix
it
up
and
in
good
intentions
too,
and
I
don't
think
I'll
go
to
speak
about
what
we're
doing
tonight,
because
this
is
budget
submissions.
F
F
The
question
is
june-
I
I
know
you
out
there
very
aggro
over
the
subject,
but
please
have
some
confidence
in
us
because
I
think
we
can
do
something
for
you.
H
Be
prepared
because
you're
not
going
to
be
good
in
silver
spoon,
but
please
be
prepared
to
answer
hard
questions.
We've
come
out
and
let
us
know
what's
going
on
because,
even
though
we
weren't
happy,
we
were
having
regular
meetings
and
once
you
do
that
when
you
you're
honest
with
people
and
tell
them
what's
going
on,
they
accept
things
easily
and
we
want
to
have
this
result.
There's
no
doubt
about
it,
but
I
would
like
you
to
come
out
to
the
community
and
let
us
know-
and
if
you
only
get
half
a
dozen
people,
turn
up.
H
E
H
I
Oh
thank
you,
chair
yeah
june,
thanks
for
coming
in.
I
always
think
it's
better
as
a
face-to-face
contact,
which
is
much
better.
You
here
and
also
us
going
out
there,
but
I'm
just
wondering
do
you
think
that
the
state
of
the
drains
at
the
moment
are
impacting
on
some
of
the
tourists
numbers
or
comments,
because
we
know
that
a
lot
of
tourists
are
going
out
now
with
cyto
arts
fabulous.
But
do
you
think
that's
having
a
bit
of
an
impact.
H
It's
interesting
to
say
that,
because
we
also
have
a
market
out
there
and
there's
always
comments
because
of
the
office
of
the
sports
level.
The
parking
it's
okay
and
we
have
the
tourists
who
drive
down
there.
What's
going
on
and
there's
not
no
great
comment
in
the
sense
of
big
shock
or
disappointment
to
see
that
you
know,
I
wouldn't
expect
to
see
that
one
and.
H
I
And
that
market
just
another
check
that
market.
This
is
just
a
comment:
you're
not
a
question,
but
that
seems
to
be
really
gaining
your
momentum.
A
You
now,
if
there's
no
further
questions,
do
appreciate
taking
the
time
to
come
in
and
speak
to
us,
jim
and
yeah.
Please
drive
home
safely
on
the
roads.
Any
time.
J
Thanks
very
much
mr
chair
tonight
is
the
first
one
of
several
meetings
where
we
have
to
consider
the
adoption
of
the
2022-23
budget.
As
can
be
said
from
the
report,
we
have
gone
out
and
invited
the
community
to
provide
feedback
on
our
proposed
budget.
Submission
period
closed
on
the
19th
of
may
last
week.
As
can
be
said
for
the
report,
eleven
submissions
were
received.
J
All
submitters
were
invited
to
make
a
presentation
tomorrow
and
once
again
I
thank
warren
and
june
for
their
preparedness
to
come
in
and
actually
present
him
to
council
directly.
So
thank
you
very
much
for
that.
As
can
be
said
from
the
report,
the
next
step
in
the
process
is
that
the
all
submissions
will
be
considered
at
a
meeting
of
the
finance
operations
committee
on
the
15th
of
june,
hopefully
going
towards
adoption
of
the
budget
on
29th
of
june.
A
Are
there
any
questions,
no
questions?
The
recommendation
is
on
page
eight
if
I
could
have
someone
who's
the
recommendation,
chance
of
marriage
and
counselor
davis.
If
you
wish
to
speak,
counselor
courage.
G
I'd
just
like
to
thank
all
the
submitters
for
spending
their
valuable
time
to
to
submit
to
the
council
and
I'm
sure
that
we
will
listen
as
we
as
we
always
do
and
and
take
on
board
what
they've
said
so
yeah.
I
think
it's
great
that
we're
hearing
more
and
more,
and
I
encourage
them
to
want
to
continue.
C
A
D
Thank
you
chair.
I
would
like
to
say
thank
everyone
who
took
time
to
make
a
submission
for
the
budget.
That's
that's
really
important
for
us
to
have
these
submissions
and
to
see
the
things
that
we
miss
when
we
do
it.
As
mr
baba
said,
this
submissions
will
be
discussed
in
detail
in
the
council
in
the
next
meeting
in
june.
Is
that
right
june?
So
then
we'll
make
try
and
make
whatever
you
can
get
out
of
this
to
the
budget?
D
A
Any
other
counselor
wish
to
speak.
No
I'll
put
that
to
the
vote.
All
those
in
favor
let's
go.
Thank
you.
Thank
you.
Byron.
Thank
you
item
three
is
the
draft
canal,
rural
city
council,
financial
plan,
2023
20
to
2032
hearing
of
submissions.
Mr
robert.
J
Thank
you
very
much,
mr
chair,
very
similar
to
the
previous
report.
The
financial
plan
2023
to
2032
has
been
put
out
for
public
exhibition
very
similar
process
to
what
the
budget
was
put
out
to
one
submission
was
received
from
jane
rushworth.
Thank
you
jane
for
her
submission.
Jane
didn't
want
to
speak
tonight,
but
once
again,
her
submission
will
be
considered
at
the
finance
and
operations
committee
on
15th
of
june.
