A
Thank
you,
confirmation
of
the
minutes
of
the
previous
meeting,
someone
like
to
move
the
council
of
jenna.
A
I
remind
the
councillors
of
the
this
meeting
is
conducted
in
accordance
with
the
local
government
act
of
2020
in
the
vanilla,
rural
city,
governance,
rules
of
2020.
The
meeting
is
recorded
and
will
be
live
and
is
live
streamed
on
our
own
youtube
channel.
A
A
C
C
C
C
C
The
country
fire
authority
is
a
recommending
authority,
which
means
the
council
can
overturn
their
decision
and
approve
a
planning
permit.
However,
this
would
mean
going
against
the
advice
of
the
cfa,
who
are
experts
in
the
field
on
matters
relating
to
risk
to
human
life
with
regards
to
bushfire
proposal
is
considered
to
be
contrary
to
the
provisions
of
the
planning
scheme
as
follows.
A
D
Joel
have
the
applicants
spoken
to
you,
since
I
guess
this
process
around
alternatives
for
the
location
of
the
property?
If
the
fire
authority
states
that
that
location
is
not
acceptable,
have.
C
They
spoken
here
since
about
alternative
options.
We
had
a
we
had
an
on-site
meeting
with
the
cfa
council
officers
and
the
owner
on
site.
The
the
discussion
didn't
revolve
around
relocating
relocating
the
time.
It
was
pretty
much
a
fixed
proposition
that
was
going
to
remain.
A
Any
other
questions
thanks
to.
B
Jeff,
I'm
john,
the
property
is
100
hectares,
250
acres,
and
he
said
that
he
may
use
the
the
old
rundown
dwelling.
That's
there
now
for
some
of
the
camping
or
maybe
a
managers
or
a
workers
hut
and
he's
building
his
elaborate
home
there
on
on
his
property.
Like
250
acres,
I
said,
is
there
any
reason
why
we're
we're
not
we're
not
approving
improving
that
on
258?
It's
a
fairly
sizable
personality.
C
So
one
of
the
grounds
is
that
they're,
the
applicant
doesn't
provide
ad
if
adequate
justification.
For
that.
Second
dwelling,
so
you
see
the
there's
an
existing
house
on
the
property
and
40
cattle
head
of
cattle
are
being
farmed
on
the
property.
Now
the
second
dwelling
on
the
land
there's
been
no
justification
to
say
that
the
second
dwelling
is
required
on
land
to
keep
that
40
k
head
of
cattle
on
the
way
to
that.
That
second
dwelling
is
not
required
to
sustain
40
cattle
head
on
head
of
cattle
online.
B
B
C
So
the
policy
alludes
to
to
the.
If,
if
you're
going
to
have
a
dwelling
on
the
land,
it
should
be
consolidated
with
other
outbuildings
on
the
land.
So
there's
nothing
saying
that
that
existing
dwelling
can
be
removed
from
the
land
and
another
divine
be
placed
in
us
in
similar
or
exact
location,
to
sustain
the
40
cattle
head
of
cattle.
B
It
looks
like
those
two
are
very
close
together
in
the
fact
that,
like
if
he
puts
in
a
new
driveway
with
truce
up
inside
the
driveway,
he
goes
out
an
extra
move
on
each
side
of
his
driveway
he's
going
to
chew
up
more
land
than
what
that
a
new
dwelling's
going
to
be
so
I
I
really
can't
see
that
I
can't
see
the
point
in
it.
I
just
wonder
what
happened.
What's
your
reasoning
behind
it.
C
B
F
B
F
F
Thank
you.
I
have
a
follow-up.
Can
you
please
tell
me
also
under
what
you
know
if
there
are
two
houses
on
the
land,
maybe
or
not,
why
do
you
keep
relating
to
40
head
of
cattle?
If
there's
I,
I
know
that
a
property
of
that
size
would
easily
hold
more
than
that
amount.
F
Present,
yes,
they
have
fully
headed
kettle
cattle,
but
that
could
be
lack
of
labor
to
do
the
work
to
have
the
stock
more
stock
on
the
property.
So
I'm
just
you
keep
referring
to
it
as
40
header
cut
away.
C
F
F
So
I'm
wondering
if
this
person
hasn't
doesn't
build
his
house.
He
built
his
house
to
those
fire
controls
that
that
they
have
put
in
in
areas
like
king
lake,
wouldn't
that
not
be
suitable
to
the
survey.
Was
there
any
discussion
about?
You
know
extra
clauses
to
make
it
fireproof
so
to
speak.
C
There
was
discussion
on
site
as
to
whether
these
the
the
measures
that
have
been
put
in
place
go
far
enough
to
reduce
or
mitigate
the
fire
risk
and
the
cfa
of
advice
at
that
meeting
that
no
it's
not
that
and
yes,
we
can
only
go
on
the
advice
of
the
cfa.
G
Now,
thank
you,
jay
thanks
joe.
My
question
is
relevant
to
that
too.
Regarding
the
letter
advice
letter
from
cfa
saying,
the
proposal
does
not
comply
with
the
planning
scheme
provisions
so
as
the
responsible
authority,
what
is
our
responsibility
and
the
like
really
keys
on
sort
of
an
advice.
C
On,
yes,
I'm
not
sure
what
that
liability
provisions
will
be
there.
I
can't
answer
that
question
so
thank
you.
F
Yes,
councilman.
Thank
you
through
the
chair,
so
joel.
We
basically
our
recommendation
of
not
passing.
This
is
based
on
our
what
we've
been
told
by
the
cfa:
it's
not
based
on
the
size
of
the
land
or
anything
else.
It's
based
on
that.
The
cfa
don't
think
that
it's
a
safe
place
to
build
a
house.
Is
that
correct.
C
F
I
have
one
more
to
that
is
at
250
acres.
Is
that
not
suitable
for
two
houses,
as
in
we
turned
down
a
planning
permit
for
a
property
because
they
were
under
100
acres
on
250?
You've
definitely
gotta
have
at
least
a
hundred
acres
each
wouldn't
they
and.
E
C
H
C
C
A
Questions,
if
not
the
recommendation
is
on
page
20..
It's
in
six
parts,
yes
counselor
through
the
chair,
I'd
like
to.
B
Move
the
recommendation
without
number
one
points
number
one
and
children
please
going
on
from
going
on
from
the
grounds
of
refusal,
three,
four,
five
and
six,
certainly
that
they
must
remain
in
there.
F
A
F
F
A
weighted
decision
that
you've
thought
about
before
you
put
this
recommendation
into
us.
Could
you
please
tell
me
what
just
what
the
what
would
happen
taking
them
out
for
amplification
ramifications?
That's
exactly
the
word!
I'm
thinking
sorry.
C
It's
well,
the
realm
of
occasions
are
taking.
That
out
is
that
at
the
tribunal
hearing
we
might
be
going
to
the
tribunal
and
arguing
against
the
dwellings
based
on.
B
My
45
50
years
experience
in
farming,
this
district
and
the
number
of
small
farms
there
are
in
this
area
and
the
fact
that
farmers
don't
put
all
their
buildings
on
one
piece
of
land
because
of
fire.
They
put
hay
sheds
over
that
corner
and
caviar.
It's
over
in
that
corner
also
we're
encouraging
young
farmers
to
come
home
and
farm
with
their
parents
so
and
the
productivity
on
this
property.
B
Even
though
he's
looking
at
40
cattle,
I'm
sure
when
he
starts
farming,
he'll
be
wanting
to
get
the
grass
growing
and
get
more
stock
and
that,
on
the
place,
I
see,
I
think,
we're
seeing
a
bit
of
a
presence
precedence
for
ourselves
if
we
start
putting
conditions
on
on
areas
of
250
acres,
because
I
would
think
that,
probably
in
our
average
farming
land
in
around
the
merchant
here,
at
only
be
probably
350
at
the
most
average,
depending
also,
he
might
change
his
mode
of
action,
he
might
go
from
cattle
grazing
to
you
can
grow
potatoes
up
there.
B
You
can
put
an
orchard
in.
You
can
do
anything
up
there.
So,
on
the
other
one.
As
far
as
using
the
available
space,
I
mean,
if
you
build
a
tennis
court,
it's
gonna
be
as
big
as
the
old
dwelling
up
there.
B
I
don't
think
if
you
find
that
properly,
I
don't
think
I'd
like
my
wife
or
partner
living
in
that
secondary
old
house.
I'd
certainly
be
building
a
new
house.
So
we
limit,
we
limit
the
fact
to
a
farmer
that
if,
if
a
person
goes
and
buys
a
block
of
land,
then-
and
the
house
is
not
suitable-
we're
saying
I'm
250,
acres
plus
or
minus
that
we
may
not
let
him
build
another
dwelling
on
the
place.
G
I
ask
you
to
pronounce
it
I'd
like
to
support
these
two
conditions
on
there
on
the
recommendation,
as
it
is.
So
are
you
speaking
forward
against
against
it
against
this
match
against.
A
A
A
G
Removing
it
I'd
like
to
leave
it
as
it
is
because
it's
justified
it
hasn't
justified
application,
as
the
staff
has
reported
and
based
on
their
trust.
I
would
like
to
leave
it
because
that's
a
fact
it's
been
presented
in
the
report,
therefore,
I'm
speaking
against
motion.
D
I'm
happy
to
support
the
recommendation.
Council
dave's
summed
up
a
few
key
points
there,
but
I
think
overall,
what
sticks
out
for
me
with
this
recommendation
is
the
country
fire
authority's
recommendation
and
their
advice.
They
are
the
experts
in
this
field,
as
joel
mentioned
earlier
in
the
question
that
I
asked
there
hasn't
sort
of
been
further
discussions.
D
I
guess
going
forward
around
alternative
locations
on
the
land
for
this
site
and
I
hope
that
the
applicant
does
consider
that,
because
we
want
people
living
here,
we
want
people
building
here,
but
we
want
to
make
sure,
particularly
in
those
satellite
communities
that
when
they
do
that,
it's
safe
and
overall,
this
is
what
that
recommendation
speaks
out
to
me
and
certainly,
as
council
davis
again
has
alluded
to.
There
are
some
points
around
the
use
of
that
land
and
I
would
certainly
hate
to
see
provisions
put
in
place
that
minimises
that.
F
Through
the
chair,
I'm
going
to
speak
in
favor,
I'm
going
to
speak
in
favor
more
to
to
the
I've
taken.
The
two
points
out
more
to
the
fact
that
I
believe
that
in
our
time
at
the
moment
in
vanilla
and
our
areas
that
two
dwellings
on
blocks
of
land
is
coming
up
to
us
a
lot
more
regularly,
and
I
do
believe
that
that
two
dwellings
on
250
actors
is
is
a
good
idea.
F
I
mean
I
myself,
I
own
a
parcel
of
land
that
I
would
love
to
put
another
house
on
for
my
son.
So
I
I'm
going
to
stick
by
this,
but
I
do
also
believe
that
they
should
look
at
probably
moving
it
somewhere
away
from
the
trees.
So
if
they
do,
if
they
are
successful,
I
hope
they're
not
successful
in
exactly
where
they
are.
But
I'm
glad
that
we
refused
it.
As
is.
A
Thank
you
and
I'd
like
to
speak
for
the
motions.
Well,
I
agree
with
what
everyone
said.
If
the
cfa
hadn't
recommended
this
against
this,
I'm
sure
it
would
have
been
approved
by
the
planning
department
anyway.
A
So
if
we
we
have
to
go
by
the
recommendations
to
see
if
they're
the
authority
that
know
a
lot
more
about
bushfires
and
what
we
do
and
if
the
applicant
takes
it
to
vcat
and
can
convince
the
cfa
to
change
it,
that's
fine
and
I
think
that's
probably
what
will
happen
and
good
luck
to
everyone
in
this,
so
I'm
in
favor,
so
all
those
in
favor
against,
let's
carry
thank
you.
I
The
mandela
royal
city,
domestic
economy
management
plan
2021
to
2025,
was
adopted
in
the
council
resolved
to
make
an
order
under
section
26.2.
The
domestic
government
was
act
1994
at
council
meeting
held
on
23rd
february
2022.
I
The
order
was
published
in
the
government
because
on
the
10th
of
march
and
a
613
signature
petition
to
declare
churchill
reserve,
a
dog
off
leash
area
was
presented
to
council
on
27th
of
april,
where
it
was
resolved
that
the
report
be
received
and
that
a
report
will
be
presented
to
planning
and
development
committee
on
18th
of
may
this
year.
I
I
The
position
petition
presenter
council
course
for
church
and
reserves
to
be
made
off-leash
in
a
time
share
arrangement
to
allow
for
other
organisations
to
use
reserve
without
any
depressed
unleashed
dogs.
I
A
timeshare
arrangement
wouldn't
be
suitable
for
the
reserve
for
the
following
reasons.
The
order
incorporates
a
mechanism
whereby,
in
an
off-leash
area,
dogs
are
off
leash
if
they're
within
30
meters
of
the
principal
location
of
the
organized
sporting
event,
organized
public
meeting,
permanent
barbecue
or
picnic
area
when
in
use
within
10
meters
of
perimeter
of
a
playground
or
five
minutes
of
a
shared
pathway
must
be
unleashed
at
that.
I
Even
though
it's
an
off-leash
area,
so
there's
no
real
requirement
for
a
a
timeshare
arrangement,
because
if
the
sports
grant
is
being
used
for
sport,
dogs
have
to
be
unleashed.
It's
not
being
used
for
sport
and
it's
a
declared
area
that
can
be
off-leash.
I
So
the
timeshare
is
already
implicit
in
the
order
churchill
reserve
can
be
added
to
the
list
of
designated
off-leash
areas.
The
order
includes
a
review
clause
that
allows
council
by
order
of
resolution,
giving
public
notice
by
inviting
submissions
to
add
or
remove
a
reserve
or
part
of
a
reserve
to
a
list
of
designated
reserves
where
dogs
may
be
exercised
off
leash.
I
There
are
no
material
financial
accepting
the
petition.
Although
measures
to
address
the
issues,
raising
the
position
may
have
cost
implications.
I
In
accordance
with
the
council's
community
engagement
policies
proposed
committee.
Engagement
will
be
undertaken
at
the
consult
level.
I
B
A
G
I
am
the
council
representative
for
the
churchill
reserve
management
committee,
along
with
council
of
her.
We
haven't
had
meetings
for
a
long
time
since
last
year,
probably
since
october
november,
and
we
haven't
had
any
communications
from
them.
We
haven't
heard
anything.
So
you
think
that's
timeline
is
reasonable
to
meet
with
the
committee,
because
there's
no
meeting
as
far
as
I
know,
should
you
have
you
been
in
touch
with
them.
I
I
If,
rather
do
it
for
20
seconds,
then
obviously
we'll
we'll
to
have
the
report
to
made
until
the
following
meeting.
Thank
you
thanks.
E
Yeah,
thank
you
just
through
the
chat,
parks
and
gardeners
coordinator
has
been
in
contact
with
the
chair
of
the
of
the
committee,
and
they
have
indicated
that
they'll
try
and
pull
a
meeting
together
in
about
two
weeks
time
so
watch
out
for
an
invitation.
Sure.
D
Thank
you,
mr
chair,
just
to
firstly
acknowledge
some
600
plus
signatures
in
the
petition
that
we've
received
and
obviously
acknowledge
and
thank
them
for
their
bringing
this
to
the
council's
attention.
D
As
wayne
has
spoken
to
tonight,
council
in
february
adopted
the
domestic
animal
management
plan
the
damp
and
through
a
lot
of
work,
with
my
two
a
lot
of
work.
My
colleagues
across
the
table
have
done
over
many
years
in
putting
that
together,
I
went
out
for
community
consultation
and
we
received
a
great
number
of
people
who
provided
feedback
on
the
damp,
which
was
great
and
through
that
there
was
quite
an
appetite
to
have
certain
areas
for
dogs
on
leash
and
as
as
we
know
that
that
document
is
a
live
document.
D
We
have
the
opportunity
to
make
amendments
or
adjustments
as
needed
and-
and
I
believe
that
this
recommendation
is
demonstrating
what
a
live
document
that
looks
like
and
and
what
we
have
tonight
is
some
600
people
who
would
like
to
see
that
churchill
reserve
be
a
shared
off-leash
arrangement,
and
I
certainly
think
that
there
is
a
big
appetite
in
our
community
to
have
a
designated
area.
We
have
in
our
2022-2023
draft
budget
allocated
thousand
dollars
for
a
dog
park,
and
if
that
budget
gets
up,
we
will
certainly
get
that
done.
D
The
ceo
has
already
indicated
some
areas
of
interest
of
what
that
might
look
like
already
a
bit
of
work
happening
behind
the
scenes.
So
there's
certainly
the
appetite
to
do
that
and
we
will
certainly
do
what
we
can
to
get
that
done.
But
in
this
recommendation
tonight
there's
a
few
few
steps
we've
got
to
take,
but
I
think
this
council
is
pretty
committed
to
looking
at
ways.
D
We
can
support
the
community
and
the
dog
lovers
who
do
walk
around
that
oval
every
night
I
live
over
there
I
drive
past
every
day.
There's
always
someone
on
there
doing
something
with
the
dog
so
happy
to
support
this
recommendation
happy
to
continue
to
explore
what
we
can
do
in
this
space
and
hope
that
the
committee
can
come
back
to
council
in
the
next
few
weeks
with
an
update.
Thank.
A
G
Support
the
recommendation
and
agreement,
but
councillor
king,
said
lincoln.
Men
are
a
member
of
the
georgia
research
committee
for
last
one
and
a
half
years,
or
so
I
can
can
say
what
the
dog
owners
or
the
people
who
walk
dogs
actually
look
after
the
place
and
how
positive
they
they
create
to
that
small
reserve
and
to
the
committee.
The
max
is
the
member
who
represent
the
dog
owners
and
they
always
come
back
to
the
committee
and
say
there
is
suspicious
activity
there
or
something
like
that.
G
They've
been
really
proactive
and
positive
part
of
that
committee
as
well.
So
I
think
it's
a
good
outcome
if
we
can
agree
with
the
church
of
reserve
management
committee
and
the
dogon
is
a
liberal
area
at
a
time
and
practical
solution
for
this,
so
everyone
can
enjoy
that
space
positive
and
therefore
I'd
like
to
support
this
recommendation.
Thank
you.
B
600
odd
people
decided
that
we
made
the
wrong
decision
and
I'm
glad
they
they
put
their
hand
up
and
and
and
come
up
with
a
petition,
because
when
you
drive
past
that
place
as
councillor
king
said
a
lot
of
dog
lovers
here,
most
hours
of
the
day,
there's
someone
there
seven
days
a
week
walking
their
dogs.
I
just
hope
that
it's
good
it's
come
back.
We've
been
over
addressed
the
situation
and
I
hope
common
sense
prevails
when
the
committee
management
meets
and
comes
up
with
a
resolution
to
allow
this
to
progress.
Thank
mr
chief.
A
Thank
you
I'd
just
like
to
concur
with
the
other.
What
the
other
counselors
have
said,
and
also,
I
think
it's
a
good
example
of
community
engagement.
We
engaged
with
the
community
initially
and
had
a
hundred
submissions
which
was
fantastic.
We
listened
to
those
hundred
and
now
we've
been
told
by
600
that
maybe
we
weren't
totally
right
so
as
councillor
king
said,
it's
a
live
document
and
I
think
everyone
learns
as
we
go
ahead
and
I
hopefully
the
community
will
learn
that
their
voice
is
important.
A
So
from
now
on
make
sure
that
you,
let
us
know
how
you
feel
before
the
decisions
are
made,
so
I
totally
recommend
I
totally
agree
with
this
recommendation,
all
those
in
favor.
J
J
The
draft
asset
management
plan
complements
council's
asset
management
policy,
which
sets
guidelines
for
implementing
consistent
asset
management
processes
through
the
banala
rural
city,
council
and
the
as
as
required
under
the
act.
The
asset
plan
must
be
adopted
by
the
30th
of
june
2022
in
relation
to
community
engagement
in
accordance
with
the
local
government
victoria
asset
plan
guidance
2022.
Community
engagement
is
not
mandatory
for
the
first
iteration
of
the
asset
plan.
However,
council
may.
J
Consider
the
level
of
public
participation
under
the
consult
and
we're
proposing
that
the
techniques
to
be
used
will
be
feedback
by
council's
website.
Public
notice
in
the
vanilla
enzyme
and
on
council
website
plan
will
be
presented
in
public
reports
to
council
and
feedback
invited
via
social
media
in
in.
In
conclusion,
feedback
relating
to
the
draft
asset
plan
will
be
presented
in
a
report
to
the
planning
and
committee
development.
J
Sorry,
the
planning
and
development
committee
at
its
meeting
on
wednesday,
the
22nd
of
june
this
year
and
through
to
the
recommendation
that
the
planning
and
development
committee
acting
under
its
delegated
authority
of
council
resolve,
won
at
the
draft
banala
rules,
city
council,
asset
plan,
22-20-32
being
doors
for
public
exhibition
and
two
that
the
draft
banala
rules,
city
council
asset
plan,
2022
to
2032,
be
considered
for
adoption
at
the
planning
and
development
committee
on
wednesday.
The
22nd
of
june
2022.
J
G
I
talked
to
page
11
of
the
plan,
which
has
the
capital
words
tuition,
which
talks
about
business
case.
Every
every
capital
works
proposal
will
be
supported
by
a
business
case.
Was
there
a
threshold
or
well
limit
like?
Is
that
a
big
footpath?
If
you
want
to
put
a
food
cart
or
a
small
capital,
but
fifty
thousand
dollar
capital
works
still.
We
need
a
business
case
if
that
sort
of
analysis.
So
was
there
a
limit.
J
That's
a
good
question
at
the
moment.
I
would
suggest
yes
that
there
would
be
the
need
for
a
business
case.
However,
our
our
vision
or
our
intention
is
to
develop
a
project
framework
working
into
next
year
in
preparation
for
the
following
budget
cycle,
we
may
put
a
threshold
around
what
projects
may
need
a
business
case
in
that
a
smaller
type
project,
like
a
short
length
of
footpath,
might
sit
under
a
particular
program
and
not
necessarily
be
brought
up
as
a
single
one
project.
G
Question
today,
from
page
29,
we
have
the
list
of
commitments.
It
has
the
the
same
wording
to
say
asset
management
capital
works.
Proposals
will
be
supported
by
a
business
case
and
is
it
possible
to
add
the
what
the
business
case
is
coming
from
the
local
government
investment
guidelines?
2006?
You
have
clarified
that
on
page.
G
J
K
A
If
not,
the
recommendation
is
on
page
27,
as
read
by
adrian,
we'll,
have
a
mover
council,
davis
secondary
council
again
right
now
to
speak
to
council
davis.
B
Thank
you.
Adrian
you've
certainly
got
the
job
cut
out.
I
see
you
you're
just
going
gonna,
be
here
for
10
years,
that's
great
anyway
or
longer.
I
think
it's
an
excellent
document
because
it
ties
everything
in
it.
Ties
counsellors
in
the
ties
to
ceo
and
ties
the
staff
in
and.
B
Department,
so
with
the
finances,
so
it's
a
really
good
plan
and
it's
just
a
document
that
everybody
in
the
organization
can
use.
Very
very
handy
budgets
are
very
handy.
A
Which
was
it
thank
you
thanks.
Council
davis,
anyone
like
to
speak
against
emotion,
just
again
right
now,.
G
Thank
you
chair.
Yes,
I
like
to
support
the
recommendation
and
it's
a
great
plan,
a
lot
of
a
good
strategic
focus
towards
the
asset
management
and
how
it
is
informing
the
financial
plan
going
forward.
Now.
I
think
that's
really
important
as
well.
The
capital
word
solutions
talks
about
the
run,
renew
our
own
assets
and
then
upgrade
and
then
go
for
new
assets,
and
it
talks
about
how
the
challenges
of
and
choices
we
make
with
the
amount
of
funds
we
have
with
the
limited
resources
we
have.
So
it's
very
good.
G
I
think
it's
a
living
document
going
forward
connect
this
with
our
budgets.
Council
plans
and
the
financial
plan
would
get
us
in
a
very
good
position
on
the
asset
area
as
a.
G
F
F
K
K
There
were
four
notice
of
decision
issue
and
two
applications
decided
by
council.
There
were
29
building
permits
issued
out
of
which,
if
you
have
a
look,
there's
six
12
new
dwellings
in
one
month
approved
in
our
council
area.
K
In
the
previous
three
to
four
years,
twelve
dwellings
was
approved
in
one
calendar
year
as
opposed
to
what
we've
approved.
This
month,
there
were
29
building
permits,
approved
in
total,
with
private
building
surveys
and
councils
building
department.
K
D
You,
mr
chair,
no
it's
just
on
page
32
highlighted
there
restaurant
68
clark
street.
E
Thoroughly
but
is.
A
I
have
one
question
on
page
30
on
planning
furniture
withdrawn
or
lapse
there
before
that
subdivision
at
73
country.
Is
that
the
one
that
we
looked
at
just
recently.
K
A
F
G
A
K
We've
got
one
rezoning
currently
underway
and,
as
stated
in
the
report,
we've
received
funding
from
state
government
to
review
our
vanilla
planning
scheme,
as
well
as
our
heritage
study
and
as
of
friday.
We've
got
another
hundred
and
twenty
thousand
to
do.
Io
west,
vanilla,
urban
growth
area.
So
that's
in
addition
to
what
is
listed
here.
As
far
as
planning
funding
is
concerned,
we've
processed
over
49
processed
49
training
applications
in
the
quarter,
which
is
85
of
applications
decided
within
60
days.
That's
our
statutory
limitation
limits.
K
129
building
inspections
were
carried
out,
which
is
part
of
the
building
permits
we
issued.
We
have
to
carry
out
building
inspections
and
we
did
70
building
permits
for
three
months
internally,
so
the
department's
been
the
building
unit
has
been
working
really
hard
on
trying
to
get
those
permits
out.
The
compliance
department
also
completed
the
domestic
animal
management
plan
and
council
was
also
successful
in
obtaining
a
funding
to
purchase
a
water
pump
for
fire
preparedness.
K
F
Thank
you
through
the
chair
yeah.
Could
you
tell
me
what
the
planning
permit
for
golden
valley
golf
club.
B
B
A
D
K
J
J
Some
of
the
highlights
from
an
operational
perspective,
replaced
160
metres
of
kerbin
channel
in
hope.
Street
vanilla,
as
you
can
see
in
the
report,
undertook
a
significant
volume
of
inspections
on
our
urban
link
and
collector
roads,
as
well
as
our
limited
access
link
and
collector
rows
in
our
rural
areas.
J
We
graded
more
than
kilometers
of
unsealed
roads,
great
limited
access,
fire
tracks
around
the
municipality
parks
and
gardens.
We
undertook
repairs
to
three
pergolas
in
carrier
street,
vanilla
and
bridge
street
vanilla
to
repair
and
place
rotten
timber.
J
We've
carried
out
fertilising
and
shrub
pruning
at
the
botanical
gardens,
and
we
also
provided
assistance
in
delivering
outdoor
activation.
Some
of
the
projects
under
the
outdoor
exploration
fund
program,
some
of
the
highlights
in
our
capital
area.
We
completed
the
denny
street
vanilla
car
park,
resurfacing.
J
We
also
completed
faulkner
drive,
which
involved
the
pavement
reconstruction
as
well
as
drainage.
Urban
channel
and
footpath
works
completion
of
our
reseal
program
for
this
year
and
still
we
had
ongoing
full
path.
Replacement
program
works,
ongoing
urban
channel
replacement
works.
We
have
awarded
the
real
sorry.
The
reseal
preparation
works
for
various
roads
for
next
year's
reseal
program.
J
J
We
also
undertook
gas
monitoring,
leachating
groundwater
testing
and
ongoing
repairs
to
our
leachate
and
solar
pump
infrastructure.
J
J
On
page
48
and
49
you'll
see
some
of
the
financial
implications.
I
think
don
has
just
come
around
and
handed
over
a
a
a
report
on
our
capital
works
program.
Happy
to
go
through
that.
G
What's
going
on
and
what's
the
state
I
went
and
had
to
look
to
so
what's
the
follow-up
process
after
that,
once
they've
finished
the
work
they
contract
to
finish
the
work
of
resealing
and
they're,
our
community
they're,
not
the
experts,
but
they
can
look
at
it
and
say
it's
not
quite
right
and
I'm
not
an
expert
too.
But
we
would
like
someone
from
the
council
to
look
at
it
and
tell
us
it's
fine
or
it's
not
fine.
We
fix
it.
Something
like
that
before
we
get
to
a
stage
where
clearly
something
like
that.
J
If
I
may,
through
the
chair,
so
there's
several
parts
of
that
process,
some
of
the
surveillance
inspection
happens
during
the
the
works
to
make
sure
that
we're
actually
putting
simple
terms
receiving
what
we're
what
we're
paying
for.
What
we've
asked
for
following
that,
in
particular
with
three
seals.
J
Sometimes
it
defects,
if
the
if
there
is
any
defects,
don't
necessarily
appear
straight
away,
so
seals
are
quite
volatile
if
you
like,
and
can
provide
problem
or
challenges
later
on
down
the
track.
So
there's
an
ongoing
and
ongoing,
I
suppose
survey
and
monitoring
of
the
works,
and
we
have
got
a
liability
period
that
we
can
chase
up
if
the
works
haven't
been
done
to
our
satisfaction.
J
Maybe
some
of
the
works
may
relate
to
some
drainage
issues
which
may
not
necessarily
be
related
to
the
reseal
works.
I'm
not
suggesting
this
is
the
case
in
in
this
particular
instance.
However,
that's
where
we've
got
to
make
determination,
whether
or
not
the
reseal,
the
actual
research,
because
all
they're
doing
is
resealing.
What's
already
there,
the
pavement
there,
so
the
actual
gonna
call
it
the
the
black
material
that
place
on
the
road.
J
F
Yeah,
mr
chair,
I
may
be
painful.
I've
got
a
couple.
Sorry,
thank
you.
I
just
wondered
if
you
would
mind
giving
me
a
rough
idea,
I
think
it's
fantastic
that
we've
graded
125
kilometers
of
unsealed
road.
Can
you
give
me
a
rough
idea
in
where
region
that
we
have
done
all
this
work.
J
To
be
honest,
I
can't
give
you
the
list
of
the
roads
right
now
can
take
that
on
notice.
However,
I
can
tell
you
that,
generally
in
a
quarter,
we
do
generally
cover
a
fair
bit
of
our
municipality.
We
don't
tend
to
concentrate
on
one
particular
area
and
we
do
split
up
the
the
two
graders
that
we
do
have
and
try
and
work
across
two
areas
each.
So
we
generally
cover
some
areas.
F
Thank
you
adrian.
My
next
question
please,
mr
chair,
is
on
page
44
at
the
bottom
of
the
waist
commence
lining
cell
b
with
the
mulch
to
prevent
erosion.
My
question
is:
is
this:
while
we
wait
for
the
approval
of
3b
and
how
long
has
that
taken
up
to
now.
J
I
yes,
where
the
epa
are
suggesting
that
we
should
have
an
answer
by
the
end
of
the
financial
year.
J
However,
oh
no,
I
don't
always.
I
don't
always
keep
my
hopes
too
high.
We're
really
to
be
fair,
we're
really
focusing
on
them
approving
3a.
That's
what
we
want.
We
need
to
get
3a
approved,
so
we
can
start
filling
that.
I'm
not
suggesting
we're
taking
we're
going
to
take
the
foot
off
the
pedal
with
3b,
but
our
focus
will
be
on
3a
until
that's
approved.
Okay,.
F
Thank
you
one

The
council
has
submitted
an
application
for
the
national
disaster
fund
funding.
Have
you
had
any
word
on
that
or
everything.
J
If
I
made
through
the
check,
we
I'm
getting
a
nod
over
there
from
the
ceo,
I'm
not
familiar
with
what
we'll
receive
formally.
However,
I
can
tell
you
that,
as
part
of
the
process,
the
the
federal
government
appoint
our
state
road
managers
to
monitor
the
works
and
they're
they're
very,
very
happy
with
what
we've
done
up
until
now.
They've
accepted
what
we've
done
up
until
now,
so
I'm
taking
that
as
a
as
a
prerequisite
of
them
suggesting
that
we
will
be
receiving
some
funding.
D
Thank
you,
mr
chair
adrian
great
report.
Question
is
the
drainage
out
of
devon.
Is
there
any
updates?
You
can
provide
us
on
that.
J
Yes,
I
can,
if
I
can,
through
the
chair,
we
have
finalized
the
design.
We
are
currently
working
on
obtaining
the
pipe
work.
We've
had
a
bit
of
a
change
in
how
we're
we're
going
to
deal
with
this.
So
what
we're
trying
to
do
is
trying
to
divert
some
of
the
water
before
it
actually
goes
down
brown
street.
J
So
we've
been
working
with
some
local
property
owners
to
make
sure
that
they're
happy
with
some
of
the
directions
we're
going
to
follow,
and
we
have
had
some
success
there
so
yeah.
I
know
it's
been
and
I'll
be
the
first
to
acknowledge.
It
has
been
some
time
and
a
long-winded
project,
but
I
think
we're
getting
there
now
yeah.
Thank.
B
J
Hence,
if
I
may,
through
the
chair,
I'm
not
too
sure
what
roads
you're
talking
about,
I'm
only
suggesting
that
maybe
one
of
them
might
be
the
link
road,
correct
discussions,
early
discussions,
I've
had
with
I'll
keep
on
convict.
I
apologize
regional
roads,
regional
roads
is
that
they
they're
keen
they're
keen
to
accept
them.
However,
that's
on
the
proviso
we
do
a
swap.
J
So
if
that,
if
we
decide
that
we
want
to
hand
pass
some
of
our
our
rows
that
we're
currently
responsible
for
managing
they're
keen
to
hand
some
back
the
other
way,
so
it
it
will
be
an
ongoing
discussion
and
negotiation
process.
I
think.
B
Thank
you.
The
following
question
would
be
the
truck
bypass
over
the
stock
bridge
in
that
area.
J
If
I
may,
through
the
chair,
I
think
that's
a
that's
an
interesting
one,
and
that
also
plays
a
good
part.
However,
in
the
interim
period,
I'm
I'm
I'm
working
with
some
some
colleagues
through
regional
roads
and
there's
an
opportunity
for
us
to
potentially
get
some
funding
for
that.
So
I'm
wondering
whether
we're
better
off
just
keeping
that
for
a
little
while,
because
at
the
end
of
the
day,
what
we
want
is
a
good
outcome
for
the
community.
A
J
If
I
made
through
the
chair
to
be
honest
with
you,
it
isn't
just
as
much
my
responsibility
as
anybody
else's,
so
I
have
had
already
had
some
discussions
with
our
comms
people
and
they're
very,
very
keen.
So
it's
going
to
be
a
two-fold
process.
We've
got
to
give
them
the
opportunity
information
to
be
fair
to
them.
They
also
got
to
have
the
resources
to
get
out
there
and
start
doing
some
of
the
their
work,
taking
photos
and
getting
that
information.
So
we.
D
J
Discussion
we
do
want
to
promote,
and
I
agree
I
think
we
do.
A
lot
of
great
work
out
there
at
times
can
be
easy
for
for
some
some
community
members
to
to
pick
on
some
of
the
work
or
lack
of
work.
We've
done,
but
it'd
be
great
for
them
to
give
us
some
accolades
for
the
great
work
you
do.
A
F
I'm
sorry,
I'm
sorry
through
you,
mr
chair
adrian,
just
wondered
I'll.
Finally,
vote,
vanilla
and
transfer
station
road
construction
and
ceiling
work
has
been
awarded,
but
when
do
we
hope
for
it
to
be
finished,.
J
D
D
Thank
you,
mr
chair,
just
to
again
congratulate
adrian
and
his
team
on
the
work
that
they've
done.
Adrian.
D
You
cover
a
massive
portfolio
in
this
space
and
just
looking
at
the
budget
and
the
finance
figures,
and
you
know
a
lot
of
favorables
have
come
in
on
time
and
you
know
it's
a
massive
workload
and
I'll
commend
yourself
and
your
team
for
the
work
that
you
do
and
I
think,
as
the
chairs
as
council,
clara
just
said,
we
do
need
to
get
this
out
to
the
community,
because
this
is,
you
know,
roads
gutters
drains
waste.
D
A
B
H
B
That
and
they're
really
impressed
with
the
work
that
was
done
after
the
storm
damage,
especially
peck
road
up
around
the
back
there.
I
think,
you're
doing
a
wonderful
job.
I
know
there's
a
lot
more
to
do
it's
it's
just
a
fantastic
report.
F
Thank
you,
mr
chair.
Just
for
our
community,
and
especially
our
newspaper,
the
section
on
the
capitol
projects
is
excellent.
It's
what
us
councillors
want
people
in
our
community
to
know
about
the
completion
of
denny
street
car
park
resurfacing,
the
completion
of
near
street
car
park
lighting,
the
completion
of
our
3a
construction
cell,
the
sellout
of
the
landfill,
the
exciting
completion
of
faulkner
drive,
the
pavement
reconstruction
and
the
drainage
and
curve
and
channeling,
and
the
footpaths.
F
This
section
to
me
is
the
part
that
we
should
be
flying
the
most
and
it's
just
a
pity.
We
haven't
been
able
to
get
it
out.
Maybe
we'll
find
a
way
to
do
it
a
better
way
to
do
it
soon
and
get
it
out
to
all
of
our
community.
But
I
would
like
to
thank
you
and
your
team
for
the
great
work
that
is
happening
around
our
town
and
it's
worth
the
drive.
A
A
H
Thank
you,
mr
chair.
The
report
presents
the
activities
of
the
facilities
and
ict
department
or
highlights
sorry
for
the
end
of
that,
for
that
quarter
highlights
include
expansion
of
council's
cctv
network,
particularly
in
the
heritage
precinct
at
the
airport,
replacement
of
copiers
and
printers
in
council's
buildings,
and
I'm
pleased
to
report.
There
is
very
strong
use
of
the
aquatic
center,
particularly
the
learn
to
swim
programs.
H
At
the
end
of
the
quarter,
there
were
365
general
members
and
517
swimming
lesson,
memberships,
which
is
huge,
and
we
are
the
envy
of
our
neighbouring
municipalities
on
that
front.
So
welcome
any
questions
and
reports
to
be
noted.
Thank
you,
mr
chair.
F
F
No,
I
no
no
thank
you,
I'm
very
exciting
about
the
aquatic
center,
and
is
that
because
clothing's
now
gone,
people
are
starting
to
swim
again
and
get
their
kids
out
there
and
about.
D
Thank
you,
mr
chair,
just
another
great
report.
Thank
you
greg
a
lot
of
compliments
around
the
lighting
around
the
lake
I've
had
since
they've
grown
up
and
people
yeah.
I
think
it's
great
being
able
to
walk
around
the
lake
of
the
morning
and
feel
a
bit
more
safe
with
that
highlight
is
great
to
see
that
that
application
to
the
migrant
camp
195
000
has
gone
in
and
we'll
actually
know
the
outcome
of
that
very
soon.
D
So
that'll
be
good,
but
overall
great
report
and
yeah
again
to
yourself
and
your
team.
F
G
I
like
to
say
it's
a
great
report
and
good
work,
especially
the
the
lighting
and
the
cctv
cameras
surrounding
the
headlight
preset
and
using
repurposed
and
reusing
the
camera.
So
the.
