B
Yeah
Thomas
members
of
the
council,
Harry
Moraine,
is
more
named
the
applicant
of
the
proposed
subdivision
and
the
planning
unit
development
of

Dunn
Street
benella,
and
we
should
provide
you
with
some
background
or
the
history
of
our
development
in
2017.
We
started
this
development
with
the
draftsman
from
shepparton,
with
the
design
being
approved
under
a
previous

This
was
done
in
2018..
B
Unfortunately,
due
to
personal
circumstances,
this
led
to
the
delay
of
the
actioning
of
the
permanent
and,
as
our
two-year
timeline
of
expiry
to
this
permit,
Drew
near
me,
we
decided
to
change
our
design.
Amendments
were
married
to
the
cladding,
the
roof
design
the
floor
plan
all
staying
under
the
previously
approved
planning
building
footprint.
B
The
complaint
of
it
has
rise
objections
against
the
following
areas:
insufficient
drainage,
the
road
development
of
the
current
dwellings
and
the
straight
excessive
meeting,
excessive
medium
density,
housing
in
evolving
family-centered,
strong,
insufficient
parking
on
and
off
the
street
for
additional
residents
potential
detrimental
property
values
to
existing
owners.
I
respond
to
these
areas
of
concern
to
the
plural,
Department
believe
the
responses
should
satisfy
the
complaintive's
concerns.
Our
development
is
structured
to
assist
the
housing
crisis
around
town
and
around
Victoria.
B
Our
previous
planning
impairment
was
approved
in
2018
under
the
same
roof.
Lauren
design,
with
amendments
to
the
cladding,
roof
design
and
Foundations.
The
floral,
planner
layout
and
design
of
the
units
has
not
changed
from
the
previously
approved
planning
permit
in
2018.
The
intention
of
this
new
design
is
to
ensure
their
unit
development
is
long-term
sustainability
project
and
can
set
an
asset
to
the
town.
Thank
you
for
your
time.
B
I
was
trading
at
the
time
I
used
to
coach
the
local
footy
team
here
and
had
a
number
of
injuries,
and
one
of
those
injuries
actually
was
in
the
time
that
we
got
approved
for
the
the
permit
itself,
which
led
to
me
not
being
able
to
do
these
Works
I've
never
done
since,
on
I'm,
now
in
a
different
industry,
altogether,
it'll
be
Cavalry
homes
that
will
do
the
homes
for
me
and
I
got
them
to
amend
the
design
and
and
put
them
on
instead
of
having
stump
foundations,
put
them
on
a
slab
change
it
to
a
brick
veneer,
just
change
the
roof
line
a
bit.
B
So
it
looked
a
little
bit
more
presentable,
but
it
was
just
a
cost,
effective
design
that
we
were
looking
at.
D
D
The
land
contains
a
single
weatherboard
dwelling
to
the
front
of
the
site
and
an
existing
crossover
within
the
northwest
corner.
The
Proposal
involves
the
construction
of
two
single-story
dwellings
to
the
rear
of
the
existing
dwelling.
Each
proposed
dwelling
will
contain
two
bedrooms
and
will
be
provided
with
a
single
carport.
D
Vehicle
access
will
be
obtained
by
the
existing
crossover
and
driveway
along
the
north
and
the
driveway
along
the
North
Boundary
of
the
site.
The
proposed
subdivision
will
apportion
land
to
each
of
the
existing
and
proposed
dwellings
on
the
land
and
the
driveway
will
become
common
property
for
access
to
each
dwelling.
D
F
And
Joel
just
curious.
The
petition
that
was
received
with
the
lending
signatures
did
were
they
signing
for
all
four
of
those
objections
or
with
specific.
A
A
G
H
A
Nice
to
us,
because
they
would
be
before.
D
F
On
Heaven,
under
the
the
listing
b28,
it
says
down
in
that
in
that
last
one,
the
secluded
private,
open
space
they've
got
to
have
a
high
fence
there,
and
then
that
makes
the
area
comply.
That's
a
high
fence
at
the
front
of
the
development,
if
that
high
sense
wasn't
put
in,
would
be
be
compliant.
If.
F
F
Mr
chair
and
then
is,
is
it
my
am
I
right
in
understanding
that
the
state
government
is
actually
encouraging
these
multi
dwellings
on
a
on
a
block
of
land
to
try
and
you
know,
manage
our
housing
crisis
in.
D
C
Thank
you
chair.
Well,
thank
you.
John.
Thanks

Landscaping.
The
landscape
plan
will
be
required
as
a
condition
of
the
permit.
What
is
the
corresponding
condition
in
the.
A
F
Just
going
back
to
that
landscape
in
Joel
I
noticed
that
it's
a
requirement
of
the
permit
to
have
underground
irrigation
put
into
the
Landscaping.
Is
that
normal,
something
that
we
do
usually
or
is
it
I've
noticed
before
it's.
F
Mr,
chair,
Joel,
I
know
it's
in
here,
but
could
you
please
just
explain
what
happens
with
drainage
to
developed
blocks,
because
it
is
one
of
the
concerns?
No
different
sounds:
can
you
please
explain
how
that
works
so.
F
They
also
are,
if
you
don't
mind
through
you,
Mr
chair
data,
so
also
supplying
the
car
Parks
internally.
Yes,.
D
A
I
Think
this
this
application
and
and
permit
I.
Firstly,
thank
Joel,
normally
I'll
look
at
conditions
normally
of
65
plus
but
I,
say
it's
only
38
on
this
one
I'm
not
making
light
at
that,
but
I
mean
there's
a
lot
of
work
that
Joel
has
to
do
to
go
into
that.
So
well
done.
Joel
you've
covered
off
on
on
any
concerns
that
I
I
saw.
They
have
they're
all
written
down
there.
I
First
of
all,
I'd
like
to
say
it's
fantastic
young
people
in
Manila
they're
having
a
go
and
helping
your
hand,
our
housing
crisis,
we're
ending
up
with
three
dwellings
here
which
and
I
didn't
ask
and
I.
Don't
it's
my
business,
whether
he's
going
to
sell
them
on
or
or
rent
them
out,
but
it
doesn't
matter,
there's
still
there's
still
some
accommodation
for
people
in
Manila,
it's
in
the
central
area,
so
it
takes
off
a
lot
of
boxes.
I
I
don't
need
to
go
on
any
further,
but
I'm
fully
supportive
of
the
of
the
recommendation.
Thank
you.
A
F
I'd
just
like
to
say
it's
great
to
see
you
as
councilor
Davis
did
that
young
people
in
our
town
are
looking
at
the
troubles
that
we're
having
in
accommodation
and
such
and
being
able
to
fix
them
by
being
for
for
thinking,
what's
going
to
happen
and
make
their
land
available
for
accommodation
for
other
people.
Thank
you.
A
D
D
However,
decision
has
not
yet
been
made
by
the
tribunal
on
that
on
that
appeal,
there
were
31
building
applications
approved
within
the
municipality
with
councils
building
unit
issuing
16
of
those.
The
total
of
the
approvals
were
valued
at
approximately
48
4.58
million
dollars.
The
recommendation
is
on
page
34
of
the
report
for
your
consideration.
E
I
just
have
one
comment
more
than
the
question
I
see
that
the
gun
road
development
is
starting,
which
I
think
everyone
will
be
very
happy
to
receive.
So
that's
just
for
the
earth
works.
Is
it
that's
right?
E
A
C
You
just
to
appreciate
the
work
done
by
the
planning
department
and
also
a
Facebook
post,
saying
very
busy
times
and
a
lot
of
inquiries
getting
to
the
Department
and
still
getting
through
31
applications,
and
what
you've
done
is
a
great
job.
Thank
you.
F
E
I
Thank
you
to
the
chair.
Just
two
observations.
It's
good
to
see
our
local
Council
certified
like
a
building
the
building
permits
being
by
Council
like
at
one
stage.
I
It
was
going
out
to
private
Enterprise,
but
now
it
looks
like
council's
doing
a
fair
percentage
of
the
of
the
building
permits,
which
is
fantastic
to
have
it
back
in
the
house
house
I
see
where
we
had
a
lot
of
problems
when
we're
using
outside
people
that
weren't
sort
of
familiar
with
them
with
vanilla
and
the
other
one
is
the
building
permits
issued
for
the
month.
I
If
you
look
at
the
brown
brown
ones
2122,
it's
interesting
interesting
when
we're
in
covert
the
amount
of
building
was
being
done
for
now,
whether
it
was
that
was
stimulation
from
the
government
what
it
was,
but
you
know
we
had
a
covered
and
we
had
a
massive
building
permits
issued
we're
still
seeing
some
at
the
moment.
But
it's
going
to
be
interesting
for
the
next
January
next
March
April
May
June,
to
see
how
they
align
with
current
trends
against
against
the
covert.
I
E
E
A
E
It
moved
by
Council,
Indiana
retina,
sorry,
a
bit
of
confusion.
There,
gender
item
number
three:
the
planning
scheme
review,
Amendment
Joel
again.
D
Thank
you,
chair
or
present
the
vanilla
planning
scheme
review
2022
the
council
is
a
planning
authority
of
the
benella
planning
scheme
are
required
to
review
us
playing
this
game
every
four
years.
The
vanilla
planning
scare
reviewer
report
was
undertaken
with
assistance
from
the
Department
of
environment,
land,
water
and
planning
for
the
regional
planning
hub
following
adoption.
The
review
report
is
required
to
be
submitted
to
the
minister
of
planning
as
evidence
that
Council
has
met
its
obligations
in
accordance
with
section
12
of
the
planning
and
environment
Act.
D
Overall,
the
review
found
that
the
Bunnell
planning
scan
is
operating
reasonably
effectively
with
a
clear
settlement
narrative
and
for
a
long-term
land
and
for
long-term
land
use
planning.
However,
the
report
notes
that
there
are
strategic
gaps
in
the
planning
scheme,
in
fact
impacting
on
its
Effectiveness
in
implementing
state
and
local
policy.
D
There
are
many
local
schedules
that
are
not
populated
and
there
are
opportunities
for
local
policies
to
be
further
refined.
There
are
also
opportunities
to
remove
unnecessary
planning
permit
triggers
in
the
design
and
development
of
ways,
land
subject
to
it:
inundation
overlays
and
farming,
and
the
farming
Zone
to
reach
this
workload.
G
Just
been
pointed
out,
General
by
the
mayor
that
the
one
of
the
questions
I
asked
at
assembly
was
that
industrial
Zone
3
doesn't
exist
and
it
is
still
there
could
be
changed.
Please.
Yes,
yes,.
F
Mr,
chair,
yeah
Joel,
just
came
down
into
that
first
bit
there
with
the
discussion
on
the
on
the
review
here
when
it
says
when
you've
said
it's
operating
reasonably
effectively.
How
how
can
we
are
we
going
to?
Is
there
a
way
that
we're
going
to
try
and
improve
the
effectiveness
of
that,
so
that
we're
working
a
little
bit
more
effectively?
Yes,.
D
So
there
will
be
changes
within
the
planning
scheme
amendment
that
is
to
follow
that
will
Implement
changes
to
make
things
more
effective.
So
so
the
first
thing
to
do
here
is
to
import,
acknowledge
the
report,
and
then,
from
that
report
we
then
seek
funding
as
part
of
the
recommendation
to
seek
a
sentence,
assistance
to
undertake
the
planning
scale
Amendment
and
that's
where
there's
some
refinements
will
be
made
to
make
things
more
effective
right.
E
I
have
one
just
concerning
I,
don't
know
what
page
it
is
in
the
new
land
around
the
traditional
owners,
see
we've
got
tangarang
and
the
York,
both
as
traditional
owners
I,
think
Bangarang
have
put
their
hand
up
too,
but
they're
not
written
as
far
as
I
know,
they're
not
registered,
but
have
we
have?
We
got
known
traditional,
Learners
or
or
they're
just
in
both
traditional
owners.
D
I'm
not
an
expert
on
who
I'd
physician
my
owners
and
who
aren't.
We
will
be
engaging
with
those
traditional
owners
prior
to
inserting
anything
into
the
planning
scheme
to
make
sure
that
we're
doing
things
correctly.
Yeah
fine.
F
Yes,
sir
Joel
on
page
37,
a
strategic
work
program
where
it's
saying
in
Item
B
remove
low
value
permit,
permit
triggers
because
I
know
that
a
lot
of
those
things
and
what
takes
up
a
lot
of
time.
F
E
If
not,
the
recommendation
is
on
page
41
that
the
council
resolves
to
note
and
forward
the
vanilla
planning
scheme
review
2022
to
the
minister
for
planning,
in
accordance
with
section
12
B
of
the
planning
environment,
act,
1987
and
Tuesday
assistance
from
Regional
planning
hubs
to
prepare
and
exhibit
a

scheme
amendment
to
implement
the

Council
Firth
seconded
councilor
O'brien.
Would
you
like
to
speak
to
Chancellor
Firth.
F
Yes,
thank
you.
Mr,
chair,
yeah,
Joel,
just
to
say,
I.
Think
it's
really
great
that
we've
been
given
this
opportunity.
We
have
to
have
it
anyway,
but
you
know
we
can
make
a
few
changes
and
catch
up
with
ourselves.
I
guess
so.
No,
it's
great
I
look
forward
to
seeing
what
the
result
of
video
all
is.
Thank.

Development
Department
activity
reports,
the
quarter,
ending
the
31st
of
December
2022
Joel
again.
Thank.
D
You
chair
I'll,
present
to
the
finance
and
planning
committee,
the
development
department
activity
report
for
the
quarter
ending
December
2022.
The
planning
unit
has
reviews
and
studies
underway,
including
a
Heritage
study
and
planning,
scam,
review
and
vanilla.
Urban
growth
area
project,
37
planning
applications
were
received
and
40
applications
were
decided
upon
with
80
80
of
applications
being
decided
on
within
the
statutory
time
frames.
The
building
up
unit
has
undertaken
153
buildings
inspections
and
has
processed
38
building
applications.
D
The
public
health
unit
has
undertaken
water
sampling
of
private
water
supplies
at
commercial
food
premises
without
access
to
town
water,
the
Compliance
Unit
has
had
46
animals
impounded
and
successfully
returned
30
speed,
cats
and
dogs,
and
then
the
manager
of
development
has
issued
many
septic
tank
permits,
provided
engineering
advice
on
many
occasions
to
the
planning
department
and
has
issued
many
legal
points
of
discharge
requests.
As
outlined
on
page
42
of
the
report.
E
I
Joel
on
page
43,
vanilla,
wood

Association
and
Med

Can
you
give
me
a
bit
more
background
on
that
to
people
in
the
inside
the
township
need
a
permit
to
burn
and
how
accessible
are
they
to
get.
D
Perfect
I
know
that
if
you
yes,
if
you're
in
the
township,
you
need
a
permit
to
burn
it's
in,
it's
issued
on
a
case-by-case
basis
on
its
merits
not
always
easy
to
get.
However,
I'd
have
to
take
the
remainder
of
that
question.
On
notice.
Okay,.
E
A
E
E
K
Thank
you,
Mr
chair.
The
purpose
of
the

is
to
present
the

for
the
quarter,
ending
the
31st
of
December

Please
note
that
in
this

included
the

that
that
is
130
kilometers
of
Road.
K
Over

we
did
associated
with
the

also

carried
out
routine

on
our

to
the
sir
Edward
weary
Dunlop,
Learning

and
I
had
attended
a
large
amount
of
flood
recovery
works.
It
sounds
like
a
common
theme
in
the
waist
area
transfer
station
preparations
continue.
The
proposed
fees
and
charges
for
the
transfer
station
were
adopted
by
Council
during
that
quarter.
K
The
amount,
the
management
for
flooding
issues
with
the
newly
commissioned
cell
3A
following
the
22
2020
to
October
flood
event.
Curtside
waste
processing
through
the
Hume

procurement
process
commenced
during
that
quarter
and
the
completion
of
the
relocated
of
overstacking

from
cell

3A
occurred.
K
If
I
go
to
the
financial
implications
for
that
period,
just
highlighting
some
of
the
areas,
the
capital
projects
operations,
there's
certainly
a
significant
variance
there.
That's
due
to
us
not
necessarily
undertaking
a
lot
of
scoping
work
for
projects
that
does
tend
to
happen
towards
the
end
of
the
year.
Certainly,
our
our
time
taken
on
dealing
with
flood
issues
certainly
didn't
help
that
either
plant
operations,
which
is
the
third
note
there,
certainly
an
increase
in
in
breakdowns
with
some
of
our
machines.
K
So
it
certainly
wasn't
expected
a
lot
of
those
Associated
costs
were
materials
for
the
breakdowns.
K
Note
number
five,
with
the
sealed
roads
higher
than
expected
depreciation
costs
there
the
same
with
seven,
however,
with
the
bridges,
that's
probably
associated
with
the
recent
Bridge
assessments
that
we
did
providing
a
a
higher
value
for
our
bridges
and
then
I'll
probably
go
down
to
night
number
11
associated
with
their
parks
and
Gardens,
and
that
was
mainly
associated
with
our
street
trees.
K
G
Been
doing
a
lot
of
work
thanks
for
that
with
regards
to
the
unfavorable
of
the
repairs
to
plan,
can
you
extrapolate
a
little
bit
on
that
as
they
is
that
new
planet
or
is
that?
Is
there
a
reason
for
it
or
what
is
the
reason.
K
If
I
make
through
the
chair-
to
be
honest,
it's
probably
an
expected
answer,
it
does
tend
to
be
associated
with
our
older
plant.
We
have
had
some
significant
breakdowns
with
some
of
our
trucks,
which
are,
interestingly
enough
or,
coincidentally
enough,
are
due
to
be
replaced
in
coming
years.
F
Thank
you
Mr,
chair
Adrian.
He
says
he
commenced
the

the

Edward

Learning

believe
that
Spanish.
K
If
I
may
through
the
chip-
yes,
it
was,
but
at
the
time
of
this
report
at
the
end
of
December
it
had
commenced.
But
since
then
it
has
been
completed.
I'd.
A
E
K
K
If
sorry
in
response
is,
it
is
the
the
cells,
so
obviously,
as
we
know,
we
had
cells
3A
constructed
we
pretty
much
Start
depreciation
depreciating
ourselves
as
we
construct
them,
so
they
don't
even
have
to
be
finished
and
we
have
to
start
depreciation
depreciate
eating
them.
Yes,
correct,
which
can
cause
us
some
challenges
in
relation
to
some
other
cells
that
we
may
not
necessarily
have
approval
for
yet
it's
all
3B
an
example.
E
Thank
you.
The
other
thing
I'd
like
just
like
to
note
I,
see.
We've
got
a
date
for
the
transfer
station
to
open
of
Monday
the
3rd
of
April,
which
is
that.
E
If
there's
no
other
questions,
the
recommendation
is
on
page
52
that
the
report
be
noted,
move
counselor,
Hearn
second
of
councilor
Davis.
Would
you
like
to
speak
councilor
hand.
F
Congratulate
Adrian
and
the
crews
on
the
hard
work
they've
put
in
during
that
flood
time
was.
It
was
long
days
and
very
long
nights
for
them
and
we
appreciate
their
time.
I
Thank
you
for
the
chair,
thanks
Adrian
and
the
marriage
start.
My
thunder
on
me
that
your
your
guys
and
your
team
have
done
an
excellent
job
over
that
period
of
time
with
the
flood
fudge.
Not
only
were
they
looked
after
all
the
damage
on
the
wind
storms
and
the
floods
and
the
the
events,
but
they've
also
been
able
to
do
their
own
day-to-day
activities,
it's
more
of
a
question
than
than
but
I'd
like
to
I.
I
Don't
know
how
we
can
ever
ever
get
this
information
through
the
right
place,
the
amount
of
work
that
our
guys
actually
do,
because
I
mean
you
know
no
one's
been
standing
around
in
this
Council
and
to
do
all
this
amount
of
work.
It's
it's
taking
a
lot
of
harder
and
hours
and
dedication
from
our
staff,
both
workers
in
the
field
and
management
staff.
So
congratulations
and
I
do
hope
that
we
can
somehow
get
this
information
through
their
opposed
in
a
in
a
in
a
sensible
format
that
they
can
all
appreciate.
Thank
you.
Thank.
E
You
Council
Davis
anyone
speaking
against
the
recommendation.
Would
anyone
else
like
to
speak
for,
if
not
all
those
in
favor
that's
Carrie?
Thank
you.

Capital

for
the

Adrian
again.
K
Thank
you,
Mr
chair
there
are
a
report,
presents
the
activities
of
the
capital
Works
program
for
the
Border
ended
the
31st
of
December
2022..
K
If
I
may,
before
I
start
going
through
the
report,
there
is
an
emphasis
on
the
flood
and
emergency
events
we've
had
and
how
we're
managing
those.
But
some
of
the
highlights
relating
to
our
Capital
Works
program,
a
visitor
information
center
Redevelopment,
is
progressing
really
well,
even
though
we
did
have
a
delayed
start
and
we're
still
expecting
a
completion
of
suntran
in
May
mid
to
late
May.
K
At
this
stage,
Architects
are
progressing
quite
well
with
the
vanilla,
Art

plan,
conceptual
designs
and
stage

designs
and
they're
expected
to
be
completed
in
this
Current

However,
the
works
associated
with
stage
one
will
be
a
program
for
in
the
2022-2024
budget
stage,
two
Falcon

Works
ongoing
the
project
was
delayed
due
to
failure
of
the

prior
to
our

K
Just
on
that,
we're
hoping
to
have
the
pavement
works
finished
by
tomorrow,
Friday
at
the
latest,
and
we
are
waiting
on
confirmation
from
our
ceiling

who
expects
to
seal
the
road
on
Saturday,
if
not
on
Saturday.
We've
been
promised
at
the
latest
on
Monday.
K
In
relation
to
the
the
vanilla
indoor,
Recreation
Center
master
plan,
the
10
evaluations
have
taken
place.
It
was
a
great
response.
We
had
10
tenders,
all
very,
very
high
quality,
to
be
to
be
honest
and
to
be
fair,
it's
it's
it's!
It's
caused
us
a
bit
of
a
challenge
in
evaluating,
which
is,
which
is
a
good
thing,
so
yeah
we're
we're.
Looking
at
that.
At
the
moment,
the
Cowan
Street
benalla
Basin
Works,
is
expected
to
be
finished
in
April
2023.
K
Some
of
you
may
wonder
how
that's
going
to
happen.
Seen
that
they're
not
there
yet,
but
they
are
expected
to
start
on
site
on
Monday
that
is
Monday.
The
6th
of
March,
as
I
mentioned
earlier,
I
really
wanted
to
Focus
this
report
a
lot
on
the
on
the
emergency
events
that
we've
had
in
recent
times,
so
these
fall
in
and
out
of
of
the
quarter,
the
January
2022
storm
event,
a
severe
storm
event
that
damaged
Community,
Asset,
mainly
Rose
throughout
the
North
and
Northeastern
areas
of
the
municipality.
K
The
cost
of
the
damage
was,
at
the
time
estimated
to
be
in
the
range
of
10
to
15
million
dollars.
Initial
emergency
works
are
undertaken
to
ensure
the
community
assets
were
available
to
a
safe
standard
and
access
for
residents
to
their
prop
to
their
property
was
maintained.
The
cost
of
those
initial
emergency
Works
undertaken
were
over
1.6
million.
K
I
won't
go
through
the
the
the
whole
lot
of
that
section
of
the
report,
but
it's
really
really
important
to
note
that,
following
our
discussions
with
the
Department,
the
it
was,
it
was
agreed
that
the
assets
recovery,
restoration,
Works
affected
by
both
the
January
storm
event
and
then
we're
hit
again
as
part
of
the
October
22
event
would
be
managed
as
part
of
the
October
22
of
flood
recovery
works.
K
I
know
that
sounds
confusing,
but
effectively
if
roads
were
damaged
in
January
last
year,
we've
damaged
again
in
October
we're
not
going
to
manage
those
as
part
of
the
funding
during
the
January
22
storm
event.
We're
going
to
manage
all
of
the
above
in
October
22..
However,
there
was
a
eight
assets
or
roads
that
were
affected
in
January
that
weren't
reaffected
in
in
October
and
they're
listed
on
the
bottom
of
page.
54.
K
brings
me
to
the
October
22.
flood
event.
Certainly,
a
significant
flight
event
that
affected
several
municipalities
across
the
state
of
Victoria,
but
Noah
rules
City
suffered
significant
damage
to
their
Community
assets,
such
as
roads,
Bridges
and
drainage
assets.
The
estimated
damage
for
this
event
is
believed
estimated
to
be
somewhere
between
the
20
and
30
million
dollar.
Mark
95
of
our
canceled
network
has
been
inspected.
More
than
160
assets
have
been
identified
as
requiring
some
level
of
restoration.
K
Emergency
Works
relating
to
the
October
22
flood
event
has
seen
expenditure
of
2
million
dollars
in
this
reporting
period.
K
Just
when
we
thought
we'd
had
enough
in
early
January
2023,
we
were
hit
by
another
event
and,
and
that
was
I'm
I,
believe
I'm
not
allowed
to
suggest,
but
in
some
parts
of
our
community
regarded
as
a
mini
tornado
event.
K
Damage
following
this
event
saw
many
trees,
as
well
as
community
and
private
structures
being
damaged
due
to
the
nature
of
the
event
and
urgency
surrounding
some
of
the
cleanup
works
and
to
ensure
safety
was
preserved
throughout
the
affected
area,
mainly
within
the
benella
CBD.
The
majority
of
the
recovery
Works
have
since
been
completed.
Costs
associated
with
this
event.
K
With
this
event
is
expected
to
exceed
five
hundred
thousand
dollars,
I
might
draw
you
to
the
appendix
to
relating
to
the
assets
that
have
been
affected
or
damaged
as
part
of
the
flood
event.
Some
of
those
have
been
or
have
had
undertaken,
emergency
work.
Sorry
undertaken.
That
doesn't
necessarily
mean
that
that's
where
we
finish.
We've
had
the
emergency
Works,
which,
as
I
mentioned
earlier
on
in
the
report,
that
is
to
ensure
that
we
have
safe
access
for
our
residents
to
their
properties.
K
K
C
Thank
you
Adrian
for
the
detailed
report.
It's
very
self-explanatory,
a
lot
of
things
and
thanks
for
going
through
all
of
them
in
detail
as
well
that
I'm
on
the
benella
indoor,
Recreation
Center
master
plan,
the
tender
I
know
you're
on
the
10
evaluation.
At
the
moment.
What
I
would
like
to
know
the
the
total
tender
does
that
cover
the
community
engagement
part.
We
the
master
plan
development
and
was
just
a
work
for
that
Master
Plan.
K
Thank
you
if
I
made
through
the
chair
that
certainly
will
include
Community
engagement
as
part
of
the
tenor
evaluation,
we'll
be
Keen
to
probably
shortlist
those
tenderers
and
then
meet
with
them
again
and
probably
ask
them
to
provide
us
with
a
presentation
on
how
they
propose
to
undertake
the
project.
I
high
and
very
important
aspect
of
that
project
will
be
Community
engagement.
C
L
Thank
you
Council
again
right.
It's
through
the
mayor,
the
the
work
that
we
had
commencing
the
report
came
before
the
council
I
think
it
was
in
September
last
year,
with
the
CBD
art
master
plan,
there
was
some
initial
consultation
work
done
by
ID
ID
look
I.E.
There
was
a
consultant
that
we
had
do
some
Community
consultation.
L
They
will
be
presenting
that
particular
piece
of
work
to
the
council
in
about
a
month's
time
at
an
assembly
and
then
we'll
discuss
on
the
actions
that
we
take
moving
forward
and
other
other
Precinct
discussions
around.
The
rail
Precinct
will
also
fold
into
that
as
well.
So
I
had
a
meeting
with
the
consultant
yesterday
and
just
made
him
aware
that
he
will
be
presenting
to
the
council,
which
is
quite
repetitive,.
F
Thank
you,
Mr
chair,
yeah,
just
just
driving
around
town
Adrian.
You
can
see
so
many
bits
and
pieces
being
fixed
up.
We've
just
been
through
an
incredible
amount
of
natural
disasters.
Really,
so
that's
just
a
comment,
but
going
back
here
to
the
notes
after
following
table,
one,
the
vanilla,
Art
Gallery
project
will
not
be
completed
in
22
23.
Is
that
just
does
that
mean?
It
may
be
started
in
the
in
the
next
financial
year
or
where
are
we
at
with
that?
Please?
If.
K
I
may,
through
through
the
chair,
so
what
we're
focusing
on
is
making
sure
that
we
get
the
design
and
the
master
plan
works
right.
So
we're
going
working
with
the
arctics
at
the
moment
to
make
sure
that
we
get
that
to
a
satisfactory
level
before
we
provide
an
application
through
to
Heritage
Victoria.
K
Considering
the
time
that
that's
going
to
take,
it
is
unlikely
that
we'll
be
able
to
start
any
Works
and
that's
physical
works.
Construction
works
this
year,
but
we
are
confident
enough
that
we'll
have
the
plans
in
place
in
Readiness
for
that
to
occur
next
year
in
the
2023-2024
budget.
K
So
I'll
just
composed
myself
it
if
I
made
through
the
chair,
it
actually
did
believe
it
or
not.
And,
however,
in
saying
that,
at
the
time
of
this
report
being
prepared,
we
hadn't
received
the
water
truck
we
since
have
so.
This
couldn't
use
that
right.
C
G
Regards
to
number
four
the
works
on
the
playground
replacement
expected
to
commence
in
March.
Well,
are
you
correct?
Those
programs
have
been
delivered
for
that
equipment.
K
If
I
make
through
the
chair,
we
have
started
to
dismantle
the
some
of
the
older
playgrounds
that
need
to
be
demolished
or
removed.
It
is
expected
that
the
contractor
will
deliver
and
install
those
playgrounds
in
March
in
the
identified
songs.
A
Joined
age.
A
K
I
made
through
the
chair
actually
to
to
be
honest
and
to
be
fair,
it
probably
works
in
F5
because
it
probably
means
less
work,
because
we
don't
have
to
go
through
a
separate
process
for
The
Works
in
January
versus
a
separate
process
for
The
Works
in
October.
K
There
was
a
majority
of
assets
that
were
affected
in
January
that
got
re-affected
back
in
October
as
well.
So
the
answer
to
your
question
is
no,
and
should
it
affect
our
funding
no
other
than
there
is
a
council
component
funding
component
that
we
have
to
come
up
with,
which
is
the
first
thirty
five
thousand
dollars
so
again,
the
more
that
they
combine
the
better
it
is
for
us.
Thank.
E
You
any
other
questions
and.
F
Thank
you,
Mr
chair,
I'm,
Adrian
on
appendix
two.
You
will
have
a
number
four
vanilla,
Warren
Bain
Road.
This
is
engineering
solution.
It's
about
the
shoulders
on
the
road.
It
says
the
width
is
1.5
by
two
sides
equals
three
meters.
K
If
I
made
through
the
chair,
so
what
we're
saying
is
for
each
meter
of
roadway,
we
have
got
collectively
a
three
meter
wide
shoulder
1.5
on
both
sides
in
relation
to
the
engineering
solution.
This
is
a
challenge
that
we
have
in
relation
to
our
funding.
Hence
why
some
of
these
Works
still
haven't
been
undertaken.
K
It's
not
as
easy
for
us
to
undertake
Works
in
remedial
works
or
emergency
Works
associated
with
associated
with
a
sold
a
shoulder
and
then
having
to
come
back
and
provide
the
asset.
Restoration
works
as
well.
What
we
want
to
do
and
we're
having
these
discussions
with
the
Department
we
want
to
go
there,
go
there
once
and
do
it
properly,
so
that
we
don't
have
to
go
there
again
rather
than
having
to
deal
with
it
twice,
not
as
practical
as
it
would
be.
If
you
like
for
a
road
pavement,
work.
E
Thank
you
there
any
other
questions
of
Adrian.
E
If
not
I,
don't
the
the
new
project
management
dashboard.
You've
got
a
pie
chart
here
with
the
budget
spent
of
11.
Is
that
correct.
K
If,
if
I
can
respond,
yes,
yes,
it
is
that
spent
that's
not
necessarily
Works
completed.
So
that's
with
monies
that
we
have
obviously
expended
that
have
gone
through
our
our
payment.
That
doesn't
necessarily
mean
that
is
directly
associated
with
Works
complete,
for
example,
there
is
currently
invoices
in
our
system
that
would
account
for
more
than
that.
11
I
can't
give
you
I'd
have
to
take
that
on
notice.
To
give
you
a
up-to-date
figure
on
where
we're
at
as
far
as
costings
go
today,.
E
K
Excuse
me,
thank
you.
If
I
may
again,
it
is
a
total
project
budget,
not
necessarily
A
annual
budget.
So,
okay,
there's
some
of
these.
Some
of
these
projects
do
cover
multiple
years.
G
You
I'll
even
do
it
myself
thanks
very
much
Adrian
I'd
like
you
to
take
us
back
to
your
entire
works
department
with
regards
to
the
appreciation
of
the
council
and
I,
would
suggest
I
would
hope.
The
majority
of
our
residents
we've
had
a
lot
to
do
or
deal
with,
and
you
guys
deal
with
it.
The
storm
damage,
especially
the
and
also
to
the
subcontractors
that
you've
employed,
especially
with
the
removal
of
the
trees.
They
did
an
extremely
efficient
and
exceptional
job
really
and
walk.
G
The
drive
is
one
of
my
pet
projects
over
the
years
you've
completed
it.
I've
I've
mentioned
it
before,
but
driving
down.
Faulkner
Drive
now
is
is
a
pleasure
and
thank
you
very
much
for
delivering
that
for
for
the
the
community.
Thank
you
very
much.
I
I
Our
staff
work
together
and
I
think
our
community
see
that
and
just
little
things
like
having
the
landfill
open
so
that
so
that
people
could
take
all
and
I
think
that,
to
my
knowledge,
it
was,
it's
was
still
open.
Last
week,
I
don't
know
when
it
closes,
but
it's
good
to
be
able
to
get
all
their
green
waste
away
and
and
all
the
tree
friends,
because
after
the
event,
I
know
myself
at
home
that
there
is
still
cheery
branches
still
falling
from
the
trees.
I
That's
I'm
going
to
say
wind
up
on
that,
but
thank
you
very,
very
much
for
giving
councils
the
opportunity
to
have
this
dashboard,
because
I
think
it's
very
important
that
all
councils
got
this
and
when
their
right
players
talk
to
us,
they
want
to
know
what's
going
on
or
where
things
are
up
to.
We
can.
We
don't
have
to
go
straight
to
the
staff
and
ask
them,
because
we
have
a
little
bit
of
information
here
to
to
to
for
their
appetites.
So
Adrian
thanks
very
much.
E
F
F
They
don't
understand
that
to
repair
a
road
we
have
to
go
out
and
just
repair
it
as
it
was
and
then
come
back
later
to
fix
it
and
I
think
this
is
something
that
needs
to
be
out
in
our
community
and
they
need
to
understand
the
restraints
that
local
government
are
being
put
under
by
our
federal
counterparts
so
I.
Thank
you
very
much,
and
the
challenge
is
that
you're
going
with
and
I
hope
our
community
does
understand
and
have
patience
with
us.
Thank
you.
E
E
Thank
you.
Adrian
item
number,
seven
Economic,
Development
and
sustainability
activity
report
for
the
quarter
ended
the
31st
of
December
2022
Courtney
Norton.
Welcome.
Thank.
M
You
all
right,
so
the
highlight
of
this
report
is
the
success
of
the
banana
Festival.
This
was
despite
the
flood
interrupting
the
festival,
but
overall
it
was
a
huge
success.
Christmas
was
also
very
successful
with
the
additional
Lighting
in
the
CBD,
which
was
well
received
by
the
community.
M
M
Our
tourism
team
launched
a
story
Town
app
that
gives
visitors
and
residents
the
opportunity
to
learn
more
about
the
banana
street
art
and
the
echo
Dev
team
worked
really
hard
on
single-use
plastic
van
and
supporting
businesses,
and
that's
just
to
name
a
few
other
than
that.
There's
a
recommendation
on
page
67
note
the
report.
F
Yeah
yeah
I
would
agree
with
his
importantly.
The
festival
was
terrific.
It
was
really
great
and
everybody's
sort
of
got
a
buzzing
before
Christmas,
which
was
great
but
I'm.
Just
wondering
that
comment
that
you've
made
about
this
dinner
heading
Business,
Development
and
support
the
Christmas
bus
game.
Was
there
much
interest
in
that.
M
Yes,
there
was,
we
had
a
couple,
so
the
idea
around
that
one
was
actually
to
take
away
some
of
the
barriers
that
buskers
currently
have
when
trying
to
do
that.
So
that
was
yeah.
We
had
quite
a
few
in
the
main
street
I
can't
I'm,
not
sure
of
how
many
we
ended
up
with
the
reference
in
the
report
just
check.
M
Yeah,
so
they
didn't
provide
a
a
number,
but
it
was
well
received
by
those
who
were
Koreans
yeah.
That's.
F
E
F
F
So
are
people
using
that
just
another
follow-up
commenting
question
people
using
that
instead
of
the
directory
now
about
the
because
I've
recently
somebody's
asked
again:
where
do
they
get
information
about
the
street
out,
which
seems
to
be
that
ongoing
concern
for
many
people,
but
we
can
direct
them.
M
Yeah
to
this,
so
the
Storytown
app
doesn't
have
all
the
artwork
on
it.
It
has
the
majority
of
ones
that
are
quite
famous,
and
it
also
has
a
lot
of
the
details
around
the
artists
and
things
like
that,
so
it's
available
through
the
App
Store.
So
if
you
type
in
story
towns,
he
it
comes
up
and
you
can
download
it
from
there
right.
F
C
Could
you
please
are
you
in
a
position
to
speak
to
the
microgrid
visibility
study
in
terms
of
what
sort
of
energy
we
learn,
how
much
of
energy
we're
kilowatts
we're
trying
to
generate
and
what
are
the
buildings
or
areas
that
we
are
looking
at
the
sort
of
a
thing
you're
in
a
position
to
say
anything
about
it.
M
Yes,
so
the
micro
grid
is
current,
the
Project's
actually
sitting
with
rmit.
We
actually
don't
have
the
results
yet
so
once
we
have
the
results,
we'll
bring
that
back
to
council
to
discuss
further.
E
M
So
at
the
moment
that
project
has
had
a
couple
of
hiccups
that
we
have
met
with
all
well
during
the
quarter
that
this
report
relates
to.
We
actually
met
with
all
the
stakeholders
that
are
currently
involved
with
that
we're
just
tying
up
some
loose
ends
at
the
moment
on
whether
it'll
continue
or
not.
E
Thank
you.
Are
there
any
other
questions
of
Courtney
I
have
not
really
a
question,
it's
more
of
a
and
then
where
it
is
a
question.
I
notice.
Is
this
correct
that
the
bpac
cinema
takings
have
gone
up
considerably?
Yes,.
M
E
F
You've
done,
we
did
put
on
some
very
good
events
during
the
year
with
Australia
Day
and
our
festival
and
great
job.
Thank
you.
Thanks.
Thank.
C
It's
great
work
and
a
good
report,
so
I
had
few
inquiries
from
the
community
recently
about
the
climate
change
adoption
action
plan
and
some
of
the
community
members
were
not
quite
aware
that
we
have
an
adoption
action
plan,
so
I
directed
them
to
the
website
and
it's
good
to
see.
There's
a
lot
of
work
happening
in
that
space
in
our
Council
and
I.
Think
our
community
needs
to
understand
what
we
are
doing
and
this
microgrid
project
is
an
exciting
project
which
I'm
waiting
for,
and
it's
good
work
well
done.
Thank
you.
E
I
You
Council
Davis
Courtney,
a
great
report.
You've
only
been
here
a
short
period.
It
certainly
looks,
like
you
know
your
subject,
I'm,
looking
forward
to
your
next
report
and
some
challenging
discussions
through
the
way,
but
I'd
just
like
to
see.
What's
what's
going
to
happen
when
we
get
our
visitor
information
center
across
the
road
and
when
you
get
your
friend
under
the
desk
to
promote
that
and
and
get
it
under
the
way
as
as
well
as
the
the
cinema.
Thank
you
Courtney.
F
Sorry,
I'm
just
I
think
it's
remiss
is
meant
to
have
said
what
you
could
where
all
of
the
councilors
have
mentioned,
how
good
our
media
presence
is
now
and
we'd
like
to
thank
you
and
encourage
you
to
keep
that
up
and
just.
E
E
H
Thank
you,
Mr
chair,
the
report
presents
the
activities
of
the
facilities
and
information
departments
for
the
quarter.
Ending
31
December
highlights
of
the
quarter
include
passing
of
an
independent
security
penetration
test
on
our
ICT
network
in
this
current
environment.
If
there's
one
test,
we
want
to
pass.
That
is
the
test
and
we
pass
that
test
with
flying.
Colors
and
another
highlight
is
the
continued
strong
enrollments
in
swimming
lessons
at
the
Aquatic
Center.
H
Those
enrollments
are
so
strong
that
the
center
are
considering
offering
swimming
lessons
on
a
Sunday
which
is
unprecedented,
but
if
the
the
because
there
is
such
a
waiting
list
they're
considering
that
as
an
option,
so
that's
very
impressive
and
I'm
happy
to
take
any
questions.
Mr
chair,
thank
you
are.
E
A
F
Compliment
you
I
see
on
this
side
of
your
report
about
the
lighting
on
the
30s
of
the
Monash
group
and
down.
They
are
fantastic
and
I
look
forward
to
seeing
more
behind
some
strings
around
our
CBD.
C
Thank
you,
chair
I
would
like
to
thank
Greg
for
the
report
and
well
done
and
the
swimming
lessons.
Yes,
I
took
my
kids
and
there's
a
long
list
too.
So
it's
good
that
it's
coming
on
Sunday,
that's
great
work
going
through
the
report
and
Well
Done.
Keeping
up
with
the
facilities
well
maintained
and
beautification
of
the
town
is
great
too.
Thank
you.
E
Thank
you,
anyone
speaking
against
the
recommendation.
Anyone
else
like
to
speak
for
the
recommendation,
if
not
I'll,
put
it
to
the
vote.
It's
Gary.
Thank
you.
Thank
you
very
much.
Greg
item
number:
nine,
the
2022
2023
quick
response
grants
program,
I
presume
seeing
Thomas.
Thank
you.
J
Just
a
quick
one,
councilors
just
presenting
the
March
report
on
the
quick
response
grants,
as
can
be
seen
from
the
table
on
page
73,
we've
had
three
applications
for
500
each
from
the
vanilla
indoor,
Recreation
Center
in
the
benella
squash
and
record
ball
Association
to
participate
in
the
come
and
try
day
on
the
5th
of
March,
which
was
on
a
weekend
which
has
been
highlighted
in
local
media
and
social
media,
and
the
last
one
is
from
the
tadong
Memorial
Hall,
who
proposed
to
commemorate
Australia,
Day,
I'm,
sorry
Anzac
Day,
with
an
unveiling
of
a
new
soldiers,
Memorial
Park
and
Poppy
Mosaic
on
the
days.
J
So
the
recommendation
is
that
those
three
different
organizations
be
given
500
each
thanks,
Mr
chair
thank.
E
If
not,
the
recommendation
is
on
page
74
but
moved
councilor
Davis
secondary
Council
Hearn,
but
to
speak.
Council
Davis,
awesome.
J
I
Lot
tonight,
but
there's
three
very
Worthy
applications,
so
I
fully
support
them.
