A
B
Welcome
everybody
to
the
council
meeting
Wednesday
the
12th
of
October,
we're
either
vanilla.
Rule

council
acknowledge
to
traditional

on
which
we
are

We
pay
our

to
their

to
the

who
may

B
D
B
E
B
You
item
two
petitions:
the
3.1
recommendation
is
for
delegated
committees.
The
recommendation
is
that
that
the
recommendations
from
the
finance
Ops
community
meeting,
held
on
Wednesday,
the
5th
of
October,
will
be
adopted.
An
item
to
the
recommendation
of
the
planning
and
development
committee
meeting
held
on
Wednesday,
the
5th
of
October
the
adopted
can
I.
Have
someone
move
that
councilor
Davis
second
at
councilor
O'brien?
Would
you
like
to
speak
to
that.
F
E
B
D
Me,
chair
I,
have
something
to
a
correction
for
that.
Yes,
the
assembly
of
council,
as
mentioned
on
12
15
PM
against
the
31st
August
I
mentioned
as
an
apologies.
I,
was
actually
not
informed
about
this
meeting.
I
was
not
aware
about
the
meeting
as
an
assembly
of
counselors.
B
B
You
would
be
advised,
or
there
is
a
meeting
we
do-
have
a
meeting
at
12
o'clock
on
Wednesday
I'm,
sorry
that,
but
we
needed
to
be
briefed
by
something
that
came
up.
I
can't
even
remember
what
it
was
thank
you,
but
that
can
be
taken
out
of
there.
The
apology.
A
King
no
thank
you.
Madam
chip.
B
Would
anyone
else
like
to
speak
all
those
in
favor?
Thank
you.
B
A
You
very
much
Madam
chair
just
quickly
for
our
councilors
adoption
is
an
update
of
our
house
with
professional
development
policy.
We
follow
the
meeting
on
the
24th
of
August.
There
was
some
a
clarification
recorder.
What
actually
did
meet
the
definition
on
professional
development?
That
powers
was
that
now
have
been
included
in
the
policy
which
detached
appendix
one.
The
the
changes
in
the
policy
are
detailed
on
the
table,
but
it's
on
page
13
and
14.
A
It
just
has
sought
to
clarify
some
of
the
different
professional
development
opportunities
that
councilors
may
have,
as
could
be
sent
from
the
reporters
presented
for
adoption
tonight,
with
a
proposed
review
date
of
November
2025
had
a
technique.
Thank.
A
Just
one
of
why
did
we
choose
2025
in
your
long
layer,
sure
you,
madam
chair,
given
their
history
of
updating
your
policy?
We've
got
that
many
policies
that
can,
of
course,
we
did
have
a
two-year
window
which
we
did,
but
we
can't
get
up
with
that.
Basically,
we've
got
that
many
policies
that
the
four
years
is
there.
If
it
doesn't
lecture
but
really
within
every
policy
we
can
update
it
before
then,
so
something
does
change
indeed
from
we
do
have
the
ability
to
update
it.
So
that's
only
a
nominal
review
day.
A
D
Professional
membership
Sam
subscription
I
think
the
conversation
came
up
about
reviewing
the
policy
again
at
the
last
Finance
meeting
regarding
attending
the
alga
and
that
expenses,
but
other
is
not
mentioned
in
the
membership,
so
the
professional
bodies
that
we
are
attending
so
should
we
mention
that
in
that
section,
thank
you.
B
D
Have
another
follow-up
question
on
the
for
Clarity
on
the
policy
regarding
the
discussion?
It's
Miss
page
one
of
the
policy
at
the
bottom
procedure.
D
The
second
paragraph
says
counselors,
considering
to
undertaking
a
course
or
attending
conference
or
seminar
should
discuss
their
attendance
with
the
mayor
and
then
the
CEO
will
arrange
Administration
support
once
attendance
is
confirmed.
So
what
is
that
discussion?
What
is
the
expectation
of
the
discussion
and
what
sort
of
a
discussion
is
that
an
approval
process,
and
what
does
what
does
CEO
need
to
be
confirmed
to
clarify
this
policy?
I
think
this
is
a
big
week
when
we
try
to
do
the
actual
trainings.
A
D
I
guess
I
think
that
makes
that
makes
sense
and
make
it
clear.
Thank
you
thank.
B
You
councilor
Davis
thank.
A
You
Ocho
had
my
concerns
with
Council
Claridge
about
each
2025..
A
My
question
is
more
that
there
are
things
going
to
come
up
from
day
to
day
week
to
week,
month
or
month
year
to
year,
and
the
question
here
Robert
is
Mr.
Barber
is
visit
the
living
document,
and
can
it
be
looked
at
when
because
it's
such
a
good
document,
but
you
know
things
are
going
to
come
up
every
every
so
often
that
needs
to
be
clarified.
So
can
the
document
be
be
Revisited.
A
Is
a
very
low
risk
policy
yeah
we
do
it
on
a
risk
management
basis.
You
can
go
away
with
the
policy
for
extra
four
years
if
it's
something
that's
high
risk
that
we
bring
their
time
in,
but
Council
has
been
rest
assured
that
we
will
keep
an
eye
out
that
there's
any
information,
that's
come
to
hand
that
needs
inclusion.
Thank
you.
A
My
question
Robert
was
the
two
thousand
dollars.
Is
that
sound
refreshed
every
Financial
year
or
is
it
every
term
term?
Council
sort
of
you
know,
November.
B
E
B
A
Is
that
point
three
point
three
I
think
you
also
might
party
up
the
allocation
of
just
make
that
clear
that
it's
an
annual
location.
B
A
Thank
you,
madam
mayor
only
to
support
the
policy.
It's
great
that
councils
have
opportunities
to
go
along
to
training
and
and
events
to
understand
this
role
as
a
council
or
more
and
to
build
connections
and
relationships
with
other
councilors
and
and
people,
so
no
very
much
supportive
of
this
and
encourage
counselors
to
take
up
opportunities,
as
often
as
they
can
to
again
enhance
their
learnings
and
education
in
this
job.
Thank
you.
Thank.
A
Council
King
said
most
of
it,
but
it's
good.
They
certainly
have
a
policy
in
place
and
I,
like
the
the
paragraph,
that's
been
tightened
up
that
the
councilor
would
like
to
go
somewhere.
The
first
Contact
is
the
mayor.
Thank
you.
Thank.
B
C
Madam
chair
I,
have
been
on
leave
for
the
last
two
weeks
and
prior
to
going
on,
leave.
I
was
not
on
the
15th
of
September
at
the
benello
indoor,
Recreation
AGM
and
I
was
not
at
the
Assembly
of
counselors
age
friendly
reference
group.
B
B
A
Yes,
thank
you,
madam
chair
action,
11
of
Enterprise
Park.
Can
you
tell
how
that's
the
ripping
please.
E
Thank
you,
Council
no
interest
through
the
chair
at
the
Assembly
of
the
council
in
two
weeks
time.
I'll.
Do
the
council
full
briefing
if
we
were
up
to
this
stage,
we
are
looking
to
put
the
expression
of
Interest
out
next
week
and
I
do
have
another
meeting
tomorrow
morning
with
the
with
the
real
estate
agents.
C
E
A
Thank
you,
madam
mayor
just
item
12,
the
benella
Central
Business
statistics
group
escape
Concepts,
understand
that
you'll
be
coming
to
council
as
soon
as
there
are
any
additional
updates.
We
can
get
on
that.
E
E
So
it's
not
one
of
those
things.
I've
got
this
goodbye
period
of
time,
we'll
we'll
run
that
consultation
horizontal
as
we
as
long
as
we
need
to,
given
that
the
size
of
a
significance
of
an
initial
report
that
we
haven't
got
back
is
since
quite
a
positive
in
this
particular
point
of
time,
but
I
will
do
a
full
presentation
of
the
council.
Thank
you.
Thank
you.
A
E
You
councilor
just
through
the
chair,
I,
have
reached
out
to
The
Minister's
office
on
multiple
occasions
and
you
wouldn't
you
wouldn't
sort
of
been
up,
but
it's
been
absolute
silence
but
given
by
Nature
I,
don't
sort
of
stuff.
E
C
E
I
think
you
might
have
this
one,
so
it
is
a
significant
issue
and
one
that
I
don't
think
this
community
and
this
Council
will
let
go
so
we're.
D
You
chair
the
follow-up
question
on
that
Centrelink
campaign
matter.
Has
the
center
link
or
the
services
Australia
has
given
us
any
update
or
a
reason,
rather
the
business
case
to
why
they
close
the
vanilla
Centrelink
office
or
have
we
tried
to
obtain
that
I
know
the
federal
mp
Helen
Haynes
was
trying
to
get
that
and
have
we
tried
or
for
any
attempt
in
that
regard?
Thank
you.
E
E
I,
don't
I,
wouldn't
hold
my
breath
in
trying
to
obtain
any
type
of
a
business
case
from
the
federal
government
around
the
decision
around
the
closure
of
Centrelink.
We
can
continue
to
ask
but
I'm
fairly
sure,
I
know
what
the
answer
is
going
to
be,
regardless
of
their
rate
of
their
reasons
for
closing
Centrelink
I
think
we'll
just
concentrate
on
the
way
forward
and
continue
to
reinforce
the
absolute
need
of
why
there
needs
to
be
a
greater
presence
of
Centrelink
in.
B
A
B
F
The
first
one
was
Vanilla
Gold
Cup,
which
view
of
the
councilors
went
and
come
I
just
wanted
to
say
that
that
was
really
I
feel,
firstly,
that
that
was
just
a
very
positive
Community
event
out
of
the
races
and
sunshine
Forest.
It
was
a
little
bit
wet
on
foot,
but
we
all
managed-
and
it
was
a
very
yeah.
It
was
happy
to
see
everybody
out
after
two
weeks
and
then
the
other
thing
that
I
went
to
was
on
the
1st
of
October.
F
The
opening
of
a
celebration
of
Michael
books,
work,
which
is
sort
of
photos,
actually
photo
images
all
the
invasion,
and
it's
very
important,
provoking
exhibition.
Indeed,
it
was
very
generous
of
the
artists
who
donate
five
reviews,
some
artworks
to
the
gallery
for
our
collection,
which
is
wonderful
and
just
it.
F
Interesting
to
hear
his
explanation
of
the
way
that
he
did
his
Works,
he
started
as
a
photographer.
Then
you've
got
things
being
in
Canberra
and
London
and
all
over
so
yeah.
It's
really
really
lovely
guy
pleasing
to
talk
to,
and
one
of
the
highlights
for
me
of
his
presentation
to
the
group
that
we're
at
the
opening
was
that
he
really
believes
in
the
importance
of
art.
A
Yeah,
thank
you,
madam
chair
I,
attended
a
meeting
of
the
friends
of
bpac
recently
bring
to
be
pack
reformed
in
2004,
hey
2005,
I
think
they
just
after
bpac
was
opened,
which
was
open
in
2005
and
people.
People
who
were
around
at
the
time
will
remember
that
I
think
money
ran
out
after
the
shell
of
the
building
was
built,
so
it
was
opened
as
a
boring,
Arts
Center,
but
there
was
no
kiosks.
There
were
no
dressing
room
that
had
what
the
Christmas
tree
had.
A
No
curtains,
they
had
no
mirrors,
there's
no
Heating
and
Cooling
in
the
dressing
room
for
the
friends
were
formed
to
fundraise
and
also
to
supply,
ashes
and
help
it
fast
enough
and
so
forth,
and
over
the
next
10
years
they've.
A
It's
been
a
lot
of
fun,
right,
I,
think
and
and
saved
a
lot
of
money,
most
of
which
we
put
back
into
bpac
throughout
that
time,
but
they
ended
up
with
quite
a
large
amount
of
money
left
over
and
with
the
the
end
of
the
agreement
with
Tafe
and
Council,
it
was
thought
that
that
money
should
be
used
for
vpac.
So
there's
a
good
put.
Five
shows
on
a
b
pack
in
the
last
six
months,
or
so
the
first
one
was
the
Burt
Bacharach
tribute
show.
A
Fantastic
show,
then,
the
Traveling
Wilburys
songs
of
Bernadette
between
Bernadette
Robinson
over
world
renowned
singer,
then
David
Hobson,
who
was
at
the
opening
of
bpac
in
2004
in
I,
mean
to
return
three
times
now
and
David
is
completed,
the
Australian
best
Penner,
and
then
there
was
another
new
music
show
they
put
on
what's
new
with
your
cat,
which
is
sort
of
mainly
for
The
Elder
people
in
the
community.
A
But
interesting
thing
with
this
is
it
shows
how
live
theater
has
sort
of
lost
appeal,
I
suppose,
in
the
period
of
time
from
when
the
vpac
started,
these
five
show
that
they
ran
lost
29
000
to
the
groom.
So
that's
the
indication
of
what
we
were
doing
as
a
council.
While
we
were
running
vpac,
the
Burke
back
rack
show
Lost.
F
A
A
fixed
and
a
half
thousand
dollars,
Traveling
Wilburys
5
000,
something
to
Bernadette
lost
with
a
loss
of
7,
600,
David
Hobson
was
6600
and
what
you
put
it
at
3
900.
So
it's
an
indication
of
what
Live
Theater
cost
to
put
on
and
we
don't
expect
to
make
money
out
of
the
important.
A
But
it's
something
I
think
that
if
B
Pack's
still,
there
will
manage
to
continue
to
do,
and
this
group
has
some
money
left
that
I'll
they
intend
to
do
a
couple
more
shows
in
the
next
few
months
of
Christmas
show
and
hopefully
a
couple
of
the
children's
show
after
Christmas.
So
we
look
forward
to
that
so
that
it
is
an
indication
of
life
here,
unfortunately,
and
the
cinema.
That
feedback
is
still
going
strongly
and
making
money
but
lives.
Here,
unfortunately,
doesn't.
B
B
B
We'll
move
into
confidential
business
to
discuss
the
tenders,
the
recommendation
that
the
meeting
be
closed
to
the
public
for
the
consideration
of
confidential
business
item
noted
above
pursuant
of
section
three
one
and
section
662
a
of
the
Local
Government
Act
councilor
David
seconded
Council,
again
all
those
in
favor.
